Zamfara To Revive Tourism For Revenue Generation

The Zamfara Government said on Wednesday that it would revive its tourism sector as part of effort to improve the state’s Internally Generated Revenue (IGR).

 

The state Commissioner for Information, Culture and Tourism, Alhaji Umaru Bukkuyum, announced this when he received officials of the state chapter of the Nigeria Union of Journalists (NUJ) in Gusau.

 

Bukkuyum said as the Federal Government planned to diversify to other sectors like agriculture and mining to avoid dependence on oil, the state would also create ways to improve its IGR.

 

He said the state would create a master-plan for the revival of its tourism centres and establish new ones where necessary.

 

The commissioner urged journalists and other stakeholders to assist the government to achieve the desired goal.

 

While commending the NUJ for the visit, the commissioner assured the members of support for effective information management in the state.

 

He advised them to use their position as watchdog of the society to contribute to the development of the state and the country at large.

 

Earlier, the acting Chairman, Mr Jamilu Ibrahim, said the visit was to congratulate him on his appointment.

Georgia’s 33-year-old Prime Minister Irakli Garibashvili resigned on Wednesday after two years on the job as the ruling coalition struggles to boost its popularity ahead of parliamentary polls next year.

“I took the decision to leave my post,” Garibashvili said in a televised address to the nation. “All posts are temporary. Only God and Motherland are eternal,” a stone-faced Garibashvili said without elaborating on his surprise decision.

Pro-Biafra: Judge Hands Off Nnamdi Kanu’s Trial

The trial of the leader of one of the Pro-Biafra group, Nnamdi Kanu at a Federal High Court in Abuja on Wednesday was stalled following an objection raised against presiding judge.

 

The News Agency of Nigeria (NAN) reports that Kanu and two others were arraigned before Justice Ahmed Mohammed on a six-count charge bordering on terrorism and money laundering.

 

The other defendants are Benjamin Madubugwu and David Nwawuisi.

 

Delivering ruling on the objection, Mohammed held that the objection raised by the first defendant (Kanu) could not be ignored.

 

“I am of the view that the first defendant has the right to object to be tried in any court. I do not see any wrong with the issues raised.

 

Justice is all about confidence. Would the prosecution not raise similar objection if occasion has presented itself.

 

Let it be clear that the defendant is not challenging the validity of the charges against him,’’ Justice Mohammed said.

 

According to him, section 396 of the Administration Criminal Justice Act used to deflate the objection does not apply in the circumstance.

 

“It is on this premise that I remit the case file to the office of the Chief Judge for re-assignment,’’ he said.

 

Kanu had earlier sought the permission of the court to advance his complaint.

 

Upon the granting of the leave to speak by the judge, Kanu raised an issue of lack of confidence in the presiding Judge and the court.

 

“I will not have a fair trial in this very court because information available to me indicates that I will not receive fair trial before this very Judge.

 

I will not for any reasons sacrifice the Due Process of law founded on the principle of natural justice on the altar of my speedy release from detention.

 

In other words, I will rather remain in the detention than subject myself to a trial that I know amounts to pervasion of justice.

 

After all, previous orders have been made in my favour by courts of competent jurisdiction that my accuser, the State Security Service failed to carry out’’.

 

Objecting the oral application, Mr Mohammed Diri, counsel to the prosecutor, argued that the issues raised by Kanu were unfounded.

 

“It is my submission your Lordship that the rule of this court had laid the procedure by which a defendant may object to his or her trial before any court.

 

The defendant could do this by filing a proper application before the court. Such application will exhibit special circumstance why he should be tried by a particular court.

 

Such formal process would give opportunity to the prosecutor to file a proper reply to the objection. Your Lordship, this has not been followed in this case,’’ Diri said.

 

Diri further argued that “under Section 396 (2) of the Administration Criminal Justice Act an objection to trial may be raised after a plea is taken.

 

“The defendant is putting the cart before the horse by raising an objection for his trial before the charges are read to him and plea taken,’’ the prosecutor said.

 

Countering Diri’s argument, Mr Vincent Obetta, who aligned himself to the objection raised by his client, said the prosecutor’s submission was misconceived.

 

Obetta said the court was established to do justice to the public, the prosecution and to the defendants, adding that the three elements must come together for justice to be served.

 

He therefore urged the court to dismiss Diri’s argument and to uphold Kanu’s objection.

Pope Francis Receives Prestigious Charlemagne Prize

Pope Francis on Wednesday was announced the winner of Germany’s 2016 Charlemagne Prize, which is offered for services to promoting unity in Europe.

 

 

“In these times, in which many citizens in Europe seek orientation, His Holiness Pope Francis sends a message of love and encouragement,” the awarding board said in a statement.

 

 

It lauded the pope for being a voice of conscience that urged Europe to place people at the centre of its politics.

 

 

In a break from tradition, the prize-giving ceremony is to take place in Rome, rather than the German city of Aachen, where the Charlemagne Prize Society is based.

 

The board did not give a date for the ceremony.

 

 

Previously winners of the prize include European Parliament President, Martin Schulz, EU President, Donald Tusk and German Chancellor, Angela Merkel.

LAGBUS To Provide Free Bus Rides On Christmas Day

The Lagos State Government, through LAGBUS and its franchises, said it would provide free bus rides to residents on Friday, to commemorate this year’s Christmas celebration.

 
This is contained in a press statement signed by Mr Yemi Adesoye, the LAGBUS Public Relations Officer, which was made available to newsmen in Lagos.

 
According to the statement, the move is aimed at promoting the use of public transportation, as well as reducing congestion on Lagos roads during the festivities.

 
The statement said that the free bus rides would cut across parts of the metropolis, within the operational hours of 6:00 a.m. to 10:00 p.m.

 
It said that the free bus services would ensure that fewer vehicles were on the roads during the period, appealing to motorists not to drink and drive to prevent avoidable accidents, which usually occurred during celebrations.

 
While wishing residents a Merry Christmas, the LAGBUS management commended them for their unflinching patronage.

Police Reaffirm Ban On Street Carnivals, Use Of Fireworks

CSP Adebowale Lawal, Public Relations Officer, Zone 2 Police Command, Onikan, Lagos, on Wednesday reaffirmed the ban on street carnivals and the use of fireworks during the Yuletide.

 

The News Agency of Nigeria (NAN) reports that the Inspector-General of Police, Mr Solomon Arase, had banned such activities due to the high rate of robbery and insurgency in the country.

 

Lawal added that the ban would also help to avoid unnecessary bloodshed during the Christmas and New Year festivities.

 

“Following instructions from the Inspector-General of Police, any form of street carnival and the use of fireworks still remain banned.

 

The idea is to prevent undesirable elements from hiding under the guise of celebrating with fireworks to unleash mayhem on innocent members of the public.

 

We don’t want anyone to lose his or her life in the cause of celebrating this period.

 

The rivalry fights between cult members often start from some of these street carnivals and we do not want such incidences to happen during this year’s celebration,’’ he said.

 

 

Lawal added that for street carnivals to hold, the organisers should appropriately inform the Divisional Police Officer (DPO) in the area.

 

 

The PPRO disclosed that policemen were regularly patrolling the markets to ensure that the sale of fireworks was not ongoing.

 

 

“We have our men everywhere, especially in the markets to ensure that fireworks were totally removed.

 

This is because fireworks have the same sound as some of the guns these criminals use and people cannot differentiate them.

 

The ban will help us to secure people during the Christmas and New Year celebrations,’’ he said.

 

 

Lawal also commended the media for their enormous contributions and for partnering with the police to curb crime in the zone comprising Ogun and Lagos State.

 

 

He added that the media had bridged the gap between the members of public and the police.

 

 

“The media have given the police a wide coverage and also helped to maintain a cordial relationship with the members of the public.

 

They have assisted immensely by publicising some of the jingles that inform the public of their rights.

 

Also, the media have helped to spread the Emergency Numbers of the police to the members of the public for them to call in case of any crisis,’’ he said.

We Need N5bn IGR To Fast-Track Development In Osun – Aregbesola

Gov. Rauf Aregbesola of Osun has said that the state will need Internally Generated Revenue of five billion naira every month to survive.

 

The governor made the statement at the opening of Olufi Middle School, Gbongan in Ayedaade Local Government Area of the state on Tuesday.

 

He said that the state would conveniently cater for all its needs and fast-track development if it generated five billion naira as internally generated revenue monthly.

 

Aregbesola said such amount would ameliorate the current economic crisis in the state and make it stand on its own without depending on Federal Government financial allocations.

 

He said N310 million used in building the school was borrowed.

 

He advised teachers and students to make proper use of the school, saying “we want the school to be renovated after 50 years.”

 

The News Agency of Nigeria (NAN) reports that the Aregbesola administration has built 11 high schools and promised to complete seven others by March 2016 to fulfil its promised to the people.

 

“We intend to construct 100 state of the heart elementary schools, 15 have been completed and we are also going to construct 50 Middle Schools in the state,” he said.

 

Commenting on the economic challenges in the country, Aregbesola said “it is time for every adult to be involved in one agricultural activity or the other as that is the only way we can survive the current challenges.’’

Buhari Felicitates With Muslims At Maulud Al-Nabi

President Muhammadu Buhari has felicitated with the Islamic community in Nigeria as it celebrates the birthday of Prophet Muhammad.

 

In a statement issued in Abuja on Wednesday by Mr Femi Adesina, the president’s Special Adviser on Media and Publicity, said that Buhari urged all Muslims to use the opportunity to reflect on the teachings of the prophet.

 

He noted that the prophet lived a life of piety, prayer and service to God and humanity.

 

The statement advised adherents of Islam faithful to re-dedicate themselves to upholding the injunctions of the Holy Quran in their personal lives and relationships with others.

I Never Fabricated Sagay Interview – Tribune Reporter

Olakunle Taiwo, a journalist with Nigerian Tribune has come out to deny allegations that he fabricated the now controversial interview with Professor Itse Sagay, explaining how it ruined his honeymoon.

 

According to the interview, Professor Itse Sagay allegedly described President Buhari’s anti-corruption efforts as “selective” and “cosmetic” and went ahead to accuse the APC and its members of corruption amongst others.

 
Speaking with Premiumtimes, he explained that he had mistakenly dialed the wrong number while copying the lawyer’s number from his boss’s phone.

 

 

He further explained that he had communicated with the wrong person for a long time on various national issues and had even invited him to his wedding.

 

I got married on Saturday, December 19, 2015 and with my wife, I looked forward to beautiful days of honeymoon. But if that was a dream, it never came to pass. An interview I conducted with someone I had related with in recent time as Professor Itse Sagay ruined everything.

 

 
How did it start? Sometimes last year, there was a need to seek the views of constitutional lawyers in one of my reports. My boss, Kunle Oderemi, who heads the politics desk, asked me to seek Professor Itse Sagay’s views also. I asked him to give me his phone number. I collected his phone, searched and dialed 0802313**** and I asked ‘Hello sir, am I on to Professor Itse Sagay?’ ‘I am Olakunle Taiwo from Nigerian Tribune’ and the person replied ‘Yes, what can I do for you?’ and I continued: ‘I would like to seek your views on some issues as a legal expert’, he responded: ‘Can you please send me a text, because I am busy?’. I replied ‘Okay sir.’

 

 

I sent him a text but he didn’t reply then I never called back until the middle of this year that I was transferred to Sunday Tribune. I started calling the number back around August/September and I would ask for his reactions and on several occasions, he replied on Whatsapp and once as a text message. In fact, the number was the first I called when the matriarch of the Awolowo dynasty passed on. The news of Mama Awolowo’s death came to the owner of the number as a shock. Then I asked for his reaction and he did nothing more or less.

 

 

A few days ago, I called the number again and asked that I would like to have an elaborate interview with the man on the legal implications of the Kogi governorship election, why key institutions are corrupt, the president’s anti-graft crusade, among other national issues. And he asked if I could come to Lagos or do a phone interview. I said since we planned to publish it quickly I would prefer to conduct it on phone. But the interview could not be conducted that day. It was conducted the following day around 3:30 pm. The interview was published on December 20, 2015, a day after my wedding.

 

 

I received a call from my Editor, Sina Oladeinde, that Professor Sagay had disclaimed the interview. I was stunned, surprised but calm, because I had the audio recordings of the interview spanning 46minutes 16 seconds. I was calm because apart from my conscience being very clear on the matter, I knew I had also related on phone with this respectable Nigerian, seeing him as a mentor, especially when I discovered that despite his age, he was so ICT savvy, communicating not just with sms, but interestingly on Whatsapp. He was even one of the key invitees to my wedding. He not only wished me well but promised to be at the event. I felt on top of the world. I was so happy to the extent that I instructed the event planners to create a special seat for the presidential adviser on anti-corruption war. But he did not come.

 

 

The audio recordings of the interview was/is in my phone and so, I played it for my editor to hear and be convinced that I didn’t concoct the interview. But I saw some signs of disturbance in my editor’s countenance after listening to a few minutes of the interview. He said he was not sure that was Sagay’s voice. He asked for the number again. I gave him. Then he called Mr Oderemi (on whose phone I copied the number in the first instance last year) to also forward Sagay’s number to him. Oderemi supplied the number- 0802313****- and I did not immediately see trouble until we compared the two numbers and discovered I had made a mistake while writing out the number in the first instance and I had all along been calling the wrong number-0802313****-, and speaking with the wrong person, instead of Professor Itse Sagay. I almost collapsed at the lobby of the hotel which was hosting my honeymoon. What have I done to myself, my career, my bosses, my employers, my company that feeds my family, God!? I felt like asking the ground to open up and swallow me. My wife of two days was in the room oblivious of the damage that had been done to our honeymoon. With me, the honeymoon was over in just two days!

 

 

But I have read so many reports online (including on Saharareporters) accusing me of concocting an interview with Professor Sagay. I did not set out to do that. I did not do that. I was careless. I could be accused of naivety, taking things for granted. I could be accused of not being alert enough as I should. I plead guilty to all. What I am innocent of is criminal intent in conducting a fake interview.

 

 

I joined journalism with an ambition to go far. I never knew there were deadly potholes on my way to realizing my career dream. I hope and pray that this cup shall pass…While accepting responsibility for the error, I state with all sense of responsibility that it was not intentional, not deliberate. In my almost two years in journalism, I have worked hard to build a future in the profession and serve my country, through my employers, truthfully and diligently.

 

 

I apologize to Professor Itse Sagay most especially.

 

 

But there are lessons to be learnt in all these. I have learnt mine in a very bitter way. I urge my colleagues everywhere to learn from my case.

NDDC Inaugurates Roads In Akwa Ibom Community

The Niger Delta Development Commission (NDDC) has inaugurated a 28.6km road in Esit Eket Local Government Area of Akwa Ibom as part of the commission’s end of year activities.

 

A statement issued by the commission’s media officer, Mr Nsikan Usoro, in Uyo on Wednesday, said that the former NDDC Managing Director, Mr Bassey Dan-Abia, inaugurated the road.

 

It said that the commission awarded the contract in 2011 to JID Construction Company Limited.

 

It said that the road would link 10 communities, including Odoto Nkit, Ntak Inyang, Afaha Ekpenedi and Etebi.

 

According to the statement, Abia said that the NDDC undertook the project as part of a deliberate policy to open up and link rural communities in the area for development.

 

It said that the Idung Atang Edem Road leading to Idung Ekpene community also in Esit Eket, was inaugurated

 

Abia urged contractors executing all NDDC projects across the Niger Delta to be sincere and committed to their duties by delivering projects according to agreed specifications and terms.

 

He urged youths, traditional rulers, politicians and all stakeholders to cooperate with the present administration to drive the change mantra to a logical conclusion, to ensure the survival of the nation.

 

The contractor, who handled the Uquo Road, Mr Akin Ojo, said that the 28.6km road was built according to specification.

 

He added that indigenous contractors were now competing well with their foreign counterparts.

PSC To Investigate Cases Of Misconduct Against Policemen

The Police Service Commission Committee (PSC) on Public Complaint on Police conduct will investigate five cases of misconduct against some policemen, a statement has said.

 

The statement, issued by the PSC Head, Press and Public Relations, Mr Ikechukwu Ani, in Abuja on Wednesday, said the decision was taken at the meeting of the committee in Abuja.

 

The committee is headed by retired Justice Olufunlola Adekeye in Abuja.

 

The statement said the commission would henceforth treat with utmost seriousness cases from the public and policemen on alleged acts of misconduct.

 

She advised serving police personnel who were victims of police action to bring their complaints to the commission within three months.

 

Adekeye said that the committee would ensure that the police operated within the law and in accordance with the rules and regulations guiding its operations.

 

The statement said that cases slated for investigation included a case of alleged cheating and gross misconduct against an inspector.

 

It said that the committee had also scheduled for investigation an alleged case of stealing and criminal diversion, conversion of N1.8 million.

Yuletide: Police Warn Against Use Of Fireworks In Bayelsa

The Police in Bayelsa on Wednesday warned against the use of fireworks in the state during the yuletide, saying that they are are “dangerous’’ to the environment.

 

The Police spokesman in the state, ASP Asinim Butswat, gave the warning in an interview with the News Agency of Nigeria (NAN).

 

Butwat gave assurance that the police would ensure adequate security during and after the Christmas and New Year celebrations.

 

He warned that anyone who violated the order would be arrested and prosecuted irrespective of his or her status.

 

“Our men are fully on ground; we have observed that those using fireworks are mainly under-age people. The police will not relent in arresting such persons.

 

We are also going to investigate where and how those illegal explosives are being sold,’’ Butwat said.

Adamawa Gets New Commissioner Of Police

Mr Ghazzali Mohammed has assumed duty as the new Adamawa Commissioner of Police, a statement from the Command has said.

 
The statement signed by the command’s Public Relations Officer, DSP Othman Abubakar, Mohammed assumed office on Wednesday.

 
A copy of the statement made available to the News agency of Nigeria (NAN) in Yola said Mohammed replaced Mr Gabriel Adaji.

 
Mohammed, until his appointment, was in charge of election planning and monitoring at the Force Headquarters, Abuja.

 

“The new Commissioner solicits the cooperation of the general public and calls on them to be law abiding and confident in the security apparatus of the state in the course of his administration.

 

He also wishes members of the public a merry Christmas and a prosperous New Year in advance,” the statement said.

NCCE Expresses Joy Over FG’s Proposal To Engage 500,000 Teachers

Prof. Monday Joshua, the Executive Secretary, National Commission for Colleges of Education (NCCE), has expressed joy over the Federal Government’s proposal in the 2016 Budget to employ 500,000 teachers.

Joshua, who spoke with the News Agency of Nigeria (NAN) in Abuja on Wednesday, said that such a move would boost basic education in the country.

 

NAN recalled that President Muhammadu Buhari who presented the budget at the National Assembly on Tuesday, said that 500,000 graduates and NCE holders would be employed to boost teaching at the basic education level.

 

Buhari said that the decision, which was aimed at addressing the shortage of teachers in public schools across the country, would be in partnership with state and local governments.

 

“These graduate teachers will be deployed to primary schools, thereby enhancing the provision of basic education especially in our rural areas,” Buhari had said.

 

According to Joshua, the proposal if implemented will help the commission in achieving its mandate.

 

“As the head of NCCE, I am very excited with the proposal by the President. We are responsible for producing teachers for basic education and the plan will help us in achieving our mandate.

 

We commend the Federal Government for that proposal; it will go a long way in reducing unemployment generally.

 

It would also address teachers’ deficit in primary schools,” he said.

 
NAN further reports that President Buhari presented a N6.08 trillion 2016 Budget proposal with education getting an allocation of N369.6 million.

Boluwatife Adekunle: Cynicism, Pharisaism And The World Today

And part of the statement reads…. “The United States calls on the Government of Nigeria to quickly, credibly, and transparently investigate these events in Zaria and hold to account any individuals found to have committed crimes.”

The United State government, through its embassy in Abuja, released a statement to make known its concern and position on recent clash between Nigerian military and members of Islamic movement, whose leadership hails from north-western part of the country. The imbroglio has been widely condemned, following the needless loss of lives.

According to Vanguard… “The Chief Medical Director of the Ahmadu Bello University Teaching Hospital in Zaria, Dr Lawal Khalid said the hospital’s morgue had received 61 bodies from the ongoing turmoil”.  The outcome of the incident involving the military and Shiites is rather unfortunate, an event the Army Chief says “could have been avoided”.

The official statement released on behalf of US government also reads… “While many details of the incidents that reportedly began on December 12 remain unclear, we are dismayed to learn of multiple civilian deaths [emphasis mine]. It is essential that all sides refrain from actions that further destabilize the situation.”

The bloodbath in Zaria vis-à-vis today’s upsurge of sectarian violence, which over the years as resulted to “multiple civilian deaths” across the globe, spurs the author of this essay to take a trip down memory lane as regards “multiple civilians” who in recent times were victims of US military engagements in Middle East and other regions, in circumstances popularly described as collateral damage or collateral murder as it’s being used in some quarters.

October 3, 2015 –Médecins Sans Frontières MSF Trauma centre in Kunduz was hit several times during sustained bombing by US-led coalition forces. According to MSF report… “The total number of dead is known to be at least 42, including 24 patients, 14 staff and 4 caretakers.”  What makes this event tragic was the “multiple civilians” who were armless; defenceless that got caught up in the mess.

“The official said the first bomb had landed at 02:10, and MSF staff called NATO in Kabul at 02:19 and military officials in Washington a few minutes later, but the bombing continued until 03:13.”

The bombing continued for 30 minutes after MSF pleaded with them to stop. This incident, sorrowfully, occurred just few days after MSF says that all parties to the conflict, including Kabul and Washington, had been told the precise GPS co-ordinates of the hospital in Kunduz on many occasions, including on 29 September.

Today’s Syria is literally a country on hold. Life has been made cheap, very sadly though, in that part of the world.

Some conspiracy theories suggest that the over 200,000 already lost souls and millions of displaced people living in inhabitable environment across border nations in Europe, is as a result of U.S support for the opposition rebels in Syria, supplying arms and other logistics to the Islamic State fighters in their quest to wage war on Bashar al-Assad’s leadership [The current Syrian President].

Libya has not been the same ever since the implementation of US agenda to forcefully sack Mahmud Gaddaffi from office. Over and above, this writer is worried about what has become of the world today, the “multiple civilians” who had been victims of sectarian violence across the globe and millions who are displaced due to ongoing wars and conflicts.

It is to this end, the author of this essay joins United State government to condemn in its entirety the “multiple civilians” killed in Zaria.

Reps grill Buratai, summon Arase over Zaria killings

The House of Representatives Committee on National Security and Intelligence met behind closed doors with the Chief of Army Staff, Lt. Gen. Tukur Buratai, on Tuesday over the recent clash between soldiers and members of the Islamic Movement of Nigeria in Zaria.

The meeting took place at the National Assembly in Abuja.

Findings showed that members of the committee threw a barrage of questions at Buratai during the meeting, which was not opened to journalists.

However, the chairman of the committee, an All Progressives Congress lawmaker from Zamfara State, Mr. Aminu Sani-Jaji, later informed reporters that members grilled the army chief on what truly happened in Zaria on the fateful day.

Many lives were lost when soldiers engaged members of the group, better known as Shi’ite, in Zaria after the latter reportedly blocked a federal highway and tried to prevent Buratai’s motorcade from driving through.

He disclosed that a similar meeting had already been held with the Director General of the Department of State Services, Mr. Lawal Daura, also in secret.

Sani-Jaji added that the Inspector General of Police, Mr. Solomon Arase, was next in the line.

He said the meeting with Arase could come up any time before Christmas or after the festivities.

However, as for the leaders of the Shi’ite, he claimed to have made fruitless efforts so far to reach them.

He stated that a delegation of members sent to Zaria in a bid to hear the side of the sect returned to Abuja without making any headway.

Nonetheless, he gave the assurance that everything possible would be done by the committee to hear from the sect.

The House had on Wednesday last week, directed the committee to begin investigations into the clash.

The Speaker, Mr. Yakubu Dogara, had specifically asked the committee to “unearth the cause of the clash with a view to finding lasting solutions.”

Dogara had further instructed the committee to do a “through job, considering the sensitive situation in the country at the moment.”

I Made Huge Sacrifice To Ensure APC Victory – Tinubu

The National Leader of the All Progressives Congress, Asiwaju Bola Tinubu, says he made a big sacrifice to ensure that the All Progressives Congress did well in the last elections.

Tinubu, who is a former governor of Lagos State, said this at the 70th birthday anniversary of social commentator and National Democratic Coalition chieftain, Prof. Segun Gbadegesin, in Lagos on Monday.

The APC leader said the Peoples Democratic Party ruled Nigeria for 16 years because opposition parties failed to unite.

He recalled that in 2011, his party, the Action Congress of Nigeria; Congress for Progressive Change and the All Nigeria Peoples Party presented separate presidential candidates and the PDP leveraged on the small size of these parties.

Tinubu said there was also a tendency for the leaders of smaller parties to make themselves the presidential candidates of their respective parties thereby causing division within their parties.

He said ahead of the 2015 election, however, leaders of the legacy parties (ACN, CPC and ANPP) that formed the APC, including himself, had to suppress their personal ambitions to be able to “chase away the PDP government led by former President Goodluck Jonathan, because in the past those who float political parties end up as its chairman and presidential candidate.”

Tinubu, who was also part of the NADECO campaign from exile, told the audience that progressive politics was the answer to the problems of Nigeria and that the hope and confidence Nigerians had in the APC before the elections would not be dashed

Also speaking at the launch of Gbadegesin’s book, titled “All The Way: Serving With Conscience”, a former Governor of Ogun State, Chief Segun Osoba, praised the contribution of Gbadegesin to the pro-democracy struggle, with the programmes he anchored in Yoruba Language on the defunct Radio Kudirat.

Osoba described Gbadegesin as a peacemaker saying, “He visited me the other day, to plead that I should reunite politically with my estranged APC family.”

Gbadegesin, a Professor of Philosophy, was the Head of Department of Philosophy and Dean, College of Arts and Sciences, Howard University, Washington DC, United States, who worked as an undercover operative in the dark days of the Gen. Sani Abacha military dictatorship as one of the main anchors of Radio Kudirat; the propaganda organ of NADECO.

I’ll Fulfill Buhari’s Vision For Niger Delta – Seminitari

THE acting Managing Director of the Niger Delta Development Commission, Mrs. Ibim Seminitari, has pledged to actualise the development vision of President Muhammadu Buhari for the oil-rich region.

Seminitari, who said she had knowledge of what the NDDC should be doing in the area of developing the Niger Delta, added that she had a responsibility to drive the development of the region.

The newly-appointed NDDC MD, made this remark when her predecessor, Chief Bassey Dan-Abia, handed over to her at the commission’s corporate headquarters in Port Harcourt, on Tuesday.

Explaining that she was mindful of the challenges facing the Niger Delta region, Semenitari pointed out that it was time for her to play a role towards the growth of the region.

“I have knowledge of what the commission ought to be doing in terms of development. I understand what our challenges are. It is now time for me to do my part.

“I have a responsibility to God and to President Muhammadu Buhari to ensure that his vision for the Niger Delta comes to pass,” she stressed.

Seminitari, who is the immediate past Commissioner for Information in Rivers State, told NDDC officials and board members to be ready to face the commission’s challenges.

“Because I am yet to get a briefing from the directors, I cannot make a clear policy statement. But I will do what the President wants, which is the development of the region. We will hit the road running,” she said.

Seminitari commended Dan-Abia for his service to the nation, adding that he (Dan-Abia) had done well as the MD of the NDDC.

Earlier in his remark, Dan-Abia described Seminitari as a true daughter of the Niger Delta, adding that the new managing director would bring her wealth of experience to bear.

A mother has been arrested for brutally beating her daughter’s teen boyfriend after she caught the pair in bed together in Tucson, Texas, USA.
Jeanette Salas Woods, 35, came home to find a 16-year-old boy sleeping with her daughter in one bed. The woman flew into rage and repeatedly punched the unsuspecting boy in the face.

When the teenager woke up Mrs Woods  jumped on him, hitting, kicking and swearing at him. At one point, the boy got so terrified he lost control of his bladder and peed on himself.

And even when he managed to free himself and ran out of the house wearing only a pair of jeans, a furious woman continued pursuing him and threatening with reprisal. Then she turned back home and smashed his car with a baseball bat.

The boy called the police reporting the assault and Woods was arrested afteradmitting  to hit the boy. She is now facing charges of assault and causing  $5,300 damage to a vehicle.

Budget: Buhari Arrives N’Assembly As Reps Debate Dogara’s birthday

Tuesday’s presentation of the 2016 budget estimates to the National Assembly by President Muhammadu Buhari did not go without a dramatic twist when the President surprised Senators and members of the House of Representatives with his timely arrival for the event.

The lawmakers were busy exchanging banter, strolling from row to row to greet themselves when Buhari suddenly walked into the chamber with the Vice-President, Mr. Yemi Osinbajo, following very close behind.

Some members were seen dashing to their seats while others stood by any available seat to honour the President as he walked past.

Buhari had specifically requested to present the budget to a joint session of the National Assembly at 10am.

The President arrived at the premises of the legislative building at exactly 10am and by 10.01am, he was already in the chamber of the House of Representatives, the venue of the ceremony, giving the lawmakers a little time to be orderly.

The drama could be blamed largely on members of the House of Representatives, who kept dashing to the seat of the Speaker, Mr. Yakubu Dogara, to make frequent consultations while time ticked away.

Besides, they chose the occasion to mark Dogara’s birthday.

The House had resumed sitting by 9am in a bid to treat a few items, including the passing of the 2015 Appropriation Amendment Bill, before receiving Buhari.

But, on entering the chamber, they abandoned the issues on their agenda and chose first to celebrate the Speaker by moving a motion to mark his 48th birthday on the floor.

Three lawmakers, Mr. Herman Hembe, Mr. Mohammed Wudil and Mr. Hassan Saleh, spent nearly 15 minutes of the time arguing and moving counter motions on how to mark the speaker’s birthday.

As time ticked away towards 10am, they were still busy insisting that they would sing for Dogara while the speaker would respond in his mother tongue.

The birthday song was eventually taken but Dogara opted to respond in English on the grounds that it was the country’s official language.

Senators, who apparently had been waiting at the entrance to join the Reps ahead of Buhari’s arrival, got information that the President had arrived and hurried into the chamber of the House.

Senate President, Bukola Saraki, led his colleagues into the chamber without waiting for the House to suspend its rules as had been the tradition.

Chairman, House Committee on Rules and Business, Mr. Oker Jev, was halfway into a motion on the 2015 amendment bill when the senators arrived at the green chamber.

A shocked Dogara tried to complain that the senators obstructed proceedings with their manner of entry, but his complaint drowned in the loud exchange of banter, hugs and shouts of excitement by most of the lawmakers.

It was in the middle of the disorder that Buhari walked in, catching the lawmakers off-guard.

There was more drama after the budget session ended and Buhari and the senators had left the chamber.

Members of the House began complaining to Dogara that they had not received bank alerts for their salaries and allowances.

They tried to oppose a move by Dogara to adjourn the House by shouting, “no alerts yet”; “please, we need the alerts.”

The Speaker had to calm their nerves by speaking reassuringly that the alerts would reach them on Wednesday (today).

“I assure you that by Wednesday, you will receive a message and it will be a good message. I wish you all Merry Christmas and a prosperous New Year ahead,” he added.

He adjourned the House till January 12 amid grumbling by his colleagues.

Oshiomhole Scraps Customary Court of Appeal

The Edo Government on Tuesday repealed the Act establishing the Customary Court of Appeal in the state.
Governor Adams Oshiomhole, signed the Amendment Bill into law, declaring that the Customary Court of Appeal had ceased to exist in the state.
He said one of the reasons for the scrap was that more judges were needed in the high courts for quick dispensation of justice.

The governor noted that it was unthinkable that not less than 6000 cases were hitherto pending before only 24 judges of the high court.
Following this new development, the judges in the court were automatically transferred to the State High Court, thereby increasing the number of the State high court judges frm 24 to 30.

Man Found Alive After More Than 60 Hours In China Landslide

Rescuers have pulled a man out alive after he was buried for more than 60 hours in a massive landslide in southern China
Rao Liangzhong of the Shenzhen Emergency Response Office says that a migrant worker, Tian Zeming, was rescued around dawn on Wednesday (Chinese time).

“He told the soldiers who rescued him, there is another survivor close by,” Xinhua said.

Firefighters had to squeeze into a narrow room around Tian and pull debris out by hand, rescuer Zhang Yabin told Xinhua.

Tian has had surgery and is in a stable condition in hospital, the Xinhua report said.
Xinhua later said that another body was also discovered, although it was not clear if that was the person to whom Tian had referred. A body was also recovered from the rubble on Tuesday.

The government has said more than 70 people are missing in China’s latest industrial disaster, although this figure continues to be revised down as authorities make contact with people who were believed to have been buried but were not.

A giant deluge of mud and construction waste from the overfull dump site buried 33 buildings at the industrial park on Sunday.
It was the second major man-made disaster in China in four months. At least 160 people were killed in massive chemical blasts in the northern port city of Tianjin in August.

Cosby’s lawsuit says Johnson joined other women making accusations against him to revive her waning career and to help sell copies of her memoir.

The lawsuit alleges defamation and intentional infliction of emotional distress, saying Cosby and Johnson never spent any time alone in his house, he never drugged her and “her story is a lie.”
Johnson, 63, the first African-American supermodel, first made her accusation against Cosby in Vanity Fair magazine in late 2014.
She said that in the mid-1980s, she went to Cosby’s residence to work on acting exercises, including one in which she acted drunk, when Cosby asked her to have a drink from his cappuccino machine.
“I knew by the second sip of the drink Cosby had given me that I’d been drugged — and drugged good,” she wrote. Johnson said she struggled so much that Cosby took her out of the house and put her into a cab.
Cosby seeks unspecified damages, an injunction requiring Johnson to retract her statements, removal of the chapter about Cosby in future copies of her memoir and removal of the chapter from unsold copies.

Ghanaian President Bans First Class Travel For Public Officials

In a renewed effort to cut wasteful spending,Ghana’s President John Mahama has banned public officials from first class air travel

The government said on Tuesday that the ban has come into effect as the country implements an IMF aid deal to revive state finances.

The presidency issued the directive this week asking all ministers and other top officials
to avoid “unwarranted” foreign trips on the public purse, Communications Minister Edward Omane Boamah told media.

Finance Minister Seth Terkper told Reuters on Tuesday the cabinet is also discussing a financial accountability bill which would impose penalties such as dismissal or jail time for public officials who are found to violate it.

“It is expected to be clear enough to enable the general public to see malfeasance if there is any and hold the agency involved accountable,” he added.

Somalia Ministry of Religious Affairs Bans Christmas And New Year Celebrations, Says They Are Contrary To Islamic Culture

Somalia’s Federal government today Tuesday, December 22, banned the celebrations of Christmas and New Year in the capital Mogadishu. It says celebrating Christmas is against faith of Somali Muslims and won’t allow it happen in the country.
Director General of Somalia’s Ministry of Religious Affairs, Sheikh Mohamed Khayrow announced the decision in a Press Conference held in Mogadishu along with the Vice Chairman of the Supreme Religious Council (SRC), Sheikh Nur Barud Gurhan.
All events related to Christmas and New Year celebrations are contrary to Islamic culture, which could damage aqidah (faith) of the Muslim community. He added:
“All security forces are advised to halt or dissolve any gatherings. There should be no activity at all.”
Sheikh Nur Barud Gurhan, the deputy chairman of the Supreme Religious Council of Somalia said that such events might motivate extremist group al-Shabaab to launch attacks in the capital.
“We [Islamic Scholars] are warning against the celebration of such events which are not relevant to the principles of our religion. Such events give also al-Shabaab to carry out attacks.”

See The Church Where Bible Is Not Used and The Oba Of Benin Is The General Overseer

On Akpakpava Road in the heart of Benin City, the Edo State capital, is a church founded over 500 years ago. The architectural design of the building tells its story. It does not advertise itself; yet has a large following. The Oba of Benin is its spiritual head, reports Osagie Otabor.

The Holy Aruosa Cathedral is to the Bini people what the Church of England is to the English people; no wonder it is referred to as the Church of Benin.

Welcome to the Holy Aruosa (the eye of God) Cathedral.

Members of the Holy Arousa are different from flocks of other religious bodies: they are seldom seen sharing pamphlets to convert members or inviting people to the church. The church leaders do not hold crusades or revival services to convert ‘souls’, neither do they invite people to experience miracles.

Legend has it that the church was located at the place because it was the spot the Bini had direct contact with Osanobua (God) long before the coming of the European explorers and missionaries.

During the British invasion of Benin Kingdom, the church was destroyed and the black stone was carted away along with other artifacts from the ancient city at about 1897. The invaders came with their own God, mode of worship and forbade the people from worshipping Osanobua at Holy Arousa.

It was Oba Akenzua II (father of the present monarch) who rebuilt the current cathedral, not only in Benin City, but in Onitsha, Umuahia and other areas.

The Oba of Benin is the spiritual head (general overseer) of the Church. His deputy is the Benin Crown Prince. The presiding head of the church is known as ‘Ohen Osa’ (God’s servant). A special seat is reserved for the Oba at the church. The priests dress like the Roman Catholic priests and usually wear red caps.

Service at the church is conducted in Bini language. The Holy Bible is not used in the church; much of the preaching revolves around reminding the congregation that the Oba is God’s representative on earth and on the need to be good while on earth. Baptism of new converts is done with the white chalk (Orhue) in what is regarded as ‘Igborhe’.

Does miracle happen in the church? Ohen Osa Harrison Okao said people received miracles and God’s blessings directly from God without any intermediary.

He said: “Those who seek God come here. We don’t beg people to come. If you attend and discover that your contact with God is cordial, you will remain. If you beg God for promotion and you come here and got it, you will remain here.”

Harrison said the church was founded during the reign of Oba Esigie and to worship God without praying through any intermediary.

He said: “We use our local language to communicate with our God. We are aware of other diverse ways of reaching God. If you are a good Muslim, God will accept you. If you are a good Christian, God will accept you.

“We don’t use the Bible here. We have our own book. We use the book of Holy Arousa according to the sayings of the ancient belief written by the wise men. The church is still in existence till today, it is an entity that will last forever. Nothing can stop it.”

“A professional doctor does not need sign board. Oba is a special human being. He is God’s representative on earth. The seat that concerns Omon N’ Oba, nobody can sit on it. That seat is exclusively preserved for him.”

Woman Turns Down Boyfriend’s Marriage Proposal For Most Unbelievable Reason

Getting married because you love someone is so last year, this year it’s all about the size of the diamond.

That’s according to this young woman anyway, who turned down her boyfriend’s marriage proposal because the diamond on the ring was too small.

The poor guy had gone to some effort to put a ring on it as well, getting down on one knee while a troop of hired dancers performed an elaborate display for the lucky lady.

She initially appeared to be overcome by the moment, starting to cry as he made his move, but this emotion soon switched to anger as she was confronted by the size of the diamond.

One eyewitness to the event in Chengdu, China, told local TV: “Her eyes went wide as she put her hand over her mouth, and then she turned around and walked away without saying anything.”

Ice cold. And a screenshot of a conversation she had with a mate afterwards has been leaked, with her allegedly saying:

” But he agreed to buy me a diamond ring as large as one carat.

Why was this one so small?

Is he so careless or has he ever cared about me?”

Before the friend replies:

“Don’t worry.

Perhaps the bigger one will be waiting for you later or he hasn’t prepared it for this time.”

‘My Children Know They Are Lucky To Have The Life They Have’ – David Beckham

David Beckham feels his children know how lucky they are to have the kind of life they have. The Former Manchester United, Real Madrid, Ac Milan and PSG player is a UNICEF ambassador and recently undertook a task of playing in all 7 continents of the world while returning to Old Trafford in October to stage a charity match for UNICEF.

The former England football captain said his children are aware of the good work he has done over the years for charities such as Unicef, and that he sits down with them following a trip and discusses every detail with them. He said:

“My kids have been asking to come on these trips with me for years so at some point they will, obviously the priority is their schooling, but they are interested in these trips. My children always understand how important and how lucky they are to have the life they have.”

He said the focus of the BBC One documentary he was shooting titled ‘For The Love Of The Game’ was to showcase the good work done by Unicef and to highlight the “power of the game and what the game means to so many people around the world” and not just to show off his wife Victoria Beckham or his family.

“If we had wanted Victoria to be a part of this she was more than happy to be part of it,” he said. “But I think this was something separate that we wanted to… use this documentary to highlight the game and what it’s meant to me and what it’s meant to so many people. Like I said, Victoria would have done something in it, but I don’t think we needed her to. We don’t sit down and discuss about keeping things separate but I think we both have our own things that we focus on. We both have things we do individually and together. Buhari’s Budget A Big Fraud– PDP

The Peoples Democratic Party has described the N6.8 trillion 2016 federal budget presented by President Muhammadu Buhari on Tuesday as a big fraud and executive conspiracy tailored towards mortgaging the future of the nation.

The party queried Mr. Buhari’s decision to borrow N2 trillion, the biggest in the history of the nation as the “height of recklessness and deceit from a government that trends on propaganda”.

The PDP in a statement by its National Publicity Secretary, Olisa Metuh, on Tuesday berated the Federal Government for trying to use their “bogus” welfare programme and “phantom” capital projects as cover and conduit to syphon the funds to satisfy partisan interests, particularly to settle huge campaign debts.

“It is obvious that this budget is an extension of the campaign promises of the APC government, presented as a manifesto filled with bogus promises which implementation will be inconclusive, thereby allowing the APC to once again deny their promises.

“There has never been any known economy in the world where government deliberately mortgage the future of its nation by borrowing excessively to finance partisan interests while hiding under bogus welfare programmes. This is moreso important as the APC in reeling out their bogus campaign promises never informed Nigerians that they would mortgage their future through excessive borrowing.

“We have it on good authority that this is the first in the series of APC borrowings which would leave the future generation of Nigerians under the burden of huge debts after four years,” PDP said.

This Woman Was Awarded $7.25 Million When Her Ex-Husband Posted Nude Photos of Her Online

A woman was awarded $7.25 million in a revenge porn suit against her ex-husband, who, she says, made her have sex with other people on camera and then posted the videos all over the Internet, according to the Dallas Morning News.

The paper reports that there are more than 2,000 websites with pornographic or provocative photos of Bindu Pariyar, which she says were posted by her ex Tom Randell Sewell, who has refused to take them down. The images range from Pariyar dancing on a pole to having sex. She explains that her ex ordered her to work at a strip club for money and that, after plying her with drugs and alcohol, he forced her into having sex with other men (who she later learned were paying him) and women while he filmed.

82 Year Old 911 Caller Claims She Heard Neighbors Screaming “ISIS Is Great” During Sex

An 82 year old woman called 911 after thought she heard a neighbor screaming, “ISIS is good, ISIS is great,” while having sex.

The police apparently had no idea what to say to the woman, so they just told her to call back if she heard it again.

Brown Deer Police Chief Mike Kass thought the call was pretty funny, tweeting, “maybe taking see something say something a little to far?” while a few other people on Twitter said police should’ve taken the claim more seriously and investigated further.

Buhari Declares Free Higher Education

President Muhammadu Buhari has assured that there will be free education for science, technology and education students in tertiary institutions.

 Buhari gave the assurance Tuesday while presenting the 2016 Appropriation Bill to a joint session of the National Assembly.

President Buhari stressed that this would indeed mark a historic milestone for us as a nation.

 Buhari said his administration would unveil a conditional cash transfer programme for the poorest and most vulnerable.

 The president said the full programme would be presented in the coming weeks and that it would include home-grown public primary school feeding.

“Furthermore, through the office of the Vice President, we are working with various development partners to design an implementable and transparent conditional cash transfer program for the poorest and most vulnerable.

 “This program will be implemented in phases. Already, the compilation of registers of the poorest persons is ongoing.

 “In the coming weeks, we will present the full programme which will include our home-grown public primary school feeding and free education for science, technology and education students in our tertiary institutions.

 “Indeed, this will mark a historic milestone for us as a nation”, President Buhari said.

Nigeria’s Gross Statutory Revenue Drops By Over 102bn Naira

Nigeria’s Gross Statutory Revenue for the month of November dropped by 102 billion Naira to 297 billion Naira compered with the month of October, a government official said on Tuesday.

The current revenue position was made known by the Minister of Finance, Miss Kemi Adeosun, during the Federation Accounts Allocation Committee (FAAC) meeting.

The FAAC during the meeting distributed the sum of 369 billion Naira to the Federal, States and Local Governments for the month of November.

Addressing reporters in Abuja after the meeting, the Minister of Finance said that the Gross Statutory Revenue for the month which stood at 297 billion Naira was less than what it was in October.

Buhari To Reward Athletes In The New Year

President Muhammadu Buhari has set a machinery in place to reward athletes and footballers who excelled in various sporting endeavours accordingly in the New Year.  The Minister of Youth and Sports Barr. Solomon Selcap Dalung gave the hint in Abuja Tuesday.

The Minister said efforts were being made to ensure that all athletes who excelled in various Sports disciplines from 1985 when the players won the FIFA U-17 World Cup till date.

FG Votes N500bn To Tackle Unemployment– Ngige

Dr Chris Ngige, the Minister of Labour and Employment, said the Federal Government voted N500 billion to tackle unemployment and provide care for the vulnerable.

The minister said this during a courtesy visit by the Rwanda High Commissioner to Nigeria, Mr Stanislas Kamanzi in Abuja.

He said the Federal Government was determined to face the menace of unemployment squarely, especially among youths in the country.

Ngige said the government would fight spiritedly to solve the unemployment problem totally in the country.

Ngige said the government was also poised to engage the over 500,000 that graduate yearly from the nation’s institutions, adding that this would prevent them from engaging in untoward activities.

Ghana Bans First Class Travel For Public Officials

G?hanaian government on Tuesday announced ban on public officials from first class air travel.

The government said that the measure was part of renewed efforts to cut wasteful spending as the country began the implementation of an International Monetary Fund aid deal.

Communications Minister Edward Boamah, who announced this in Accra, said the presidency issued the directive, asking all ministers and other top officials to avoid unwarranted foreign trips on the public purse.

According to Mr. Boamah, inappropriate spending would likely be a top campaign issue as Ghana is preparing to hold presidential and parliamentary elections in 2016.

The opposition in the country had accused government officials of inflating contract sums.

Ghana, a major producer of cocoa, gold and oil, began a three-year program with the IMF in April to fix its economy, which has been dogged by high deficits, a widening public debt and unstable local currency.

Mr. Boamah also said the cabinet was discussing a financial accountability bill which would impose penalties such as dismissal or jail term for public officials who were found to violate it.

FG Files Fresh Charges Against Pro-Biafra Leader Nnamdi Kanu

The Federal Government has filed fresh charges including treason against founder of Radio Biafra and leader of the Independent People of Briafra IPOB, Nnamdi Kanu ?before Justice Ahmed Mohammed of the Federal High Court Abuja.

The fresh case filed and signed by the Director, Public Prosecution, Mohammed Saidu Diri, for the Attorney-General of the Federation comes barely a week after Justice Adeniyi Ademola ordered the unconditional release of the accused since there was no pending charges against him about two months after his detention in October.

The DSS after the court ruling, had kept him in their custody and decided to file fresh charges against
him. The new case against him is meant to be heard by the court today December 22nd. Part of the charge against him reads

“That you, Nnamdi Kanu and other unknown persons, now at large, at London, United Kingdom, between 2014 and September, 2015, with intention to levy war against Nigeria in order to force the President to change his measures of being the President of the Federation, Head of State and Commander-in-Chief of the Armed Forces of the Federation as defined in Section 3 of the Constitution of the Federal Re- public of Nigeria 1999 (as amended) by doing an act to wit: Broadcast on Radio Biafra your preparations for the states in the South- East geo-political zone, South-South geo-political zone, the Igala Community of Kogi State and the Idoma/Igede Community of Benue State to secede from the Federal Republic of Nigeria and form themselves into a Republic of Biafra, and thereby committed an offence punish- able under Section 41(C) of the Criminal Code Act, CAP C38 Laws of the Federation of Nigeria 2004.”

Kuwaiti Lawmaker Loses Consciousness During Parliament Session & Dies

Kuwaiti lawmaker Nabeel Al Fadhl died this morning, December 22, as he was taking part in the regular parliament session. Al Fadhl reportedly lost his consciousness inside the hall where the lawmakers were holding the session. (lawmakers pictured around him after he collapsed.).

The session was suspended as a medical team rushed to provide necessary assistance. A lawmaker, Khalil Abdullah, placed a flag of Kuwait on Al Fadhl’s seat following the announcement of his death.

Ahmed Presents 2016 Budget To Kwara Assembly

The Kwara State Governor, Abdulfatah Ahmed, has presented a budget estimate of 116,164, 043,000 naira to the state House of Assembly for the 2016 fiscal year.

 
The estimate is a decrease of over 1.5 billion naira over the 2015 revised appropriation which represents 1.3% decrease.
Out of the estimate, the budget is made up of recurrent expenditure of over 48 billion, over 10 billion naira for the public debt service while over 57 billion is earmarked for capital expenditure.

 
Tagged the budget of sustained expansion, the State Governor, Abdulfatah Ahmed, who laid the budget before the state lawmakers, said that the budget proposal was based on zero-budgeting approach for ministries, departments and agencies to justify all their expenditure needs in line with the prevailing economic situation in the country.

 
According to him, the total projected revenue estimate from all available sources to the state for 2016 fiscal year is over 116 billion naira.

 
Governor Ahmed also said that the 2016 Kwara budget holds great opportunity for the state and country, despite the challenges ahead.

 
He called on residents of the state to continue to cooperate with the government in its effort to elevate the state and contribute their quota to the development of the state.

Buhari To Offer Free Education To Science, Technology Students

The Federal Government is developing a cash transfer programme which will include the provision of free education for science, technology and education students in tertiary institutions, President Muhammadu Buhari has said. The president announced the plan, aimed at addressing the needs of the poor and vulnerable in the society in his 2016 Budget Speech at the National Assembly on Tuesday.

 
He said, “through the Office of the Vice-President, we are working with various development partners to design an implementable and transparent conditional cash transfer programme for the poorest and most vulnerable. “This programme will be implemented in phases. Already, the compilation of registers of the poorest persons is on-going.

 
“In the coming weeks, we will present the full programme, which will include our home-grown public primary school feeding and free education for science, technology and education students in our tertiary institutions. “Indeed, this will mark a historic milestone for us as a nation.’’ The president also said the Federal Government would collaborate with states and local governments to tackle the “chronic shortage’’ of teachers in public schools across the country.

 
He said that under the partnership, government planned to recruit, train and deploy 500,000 unemployed graduates and NCE holders to strengthen basic education, especially in rural areas. Buhari also said his administration would partner states and local governments to provide financial training and loans for market women, traders and artisans through cooperative societies.

 
“We believe that this segment of our society is not only critical to our plan for growing small businesses, but it is also an important platform to create jobs and provide opportunities for entrepreneurs,’’ he said. The president said that the budget proposal of N6.08 trillion was aimed at reviving the economy, delivering inclusive growth to Nigerians and creating a significant number of jobs.

 
“We aim to ensure macroeconomic stability by achieving a real GDP growth rate of 4.37 per cent and managing inflation. “To achieve this, we will ensure the aligning of fiscal, monetary, trade and industrial policies,’’ he added. He reiterated the determination of his government to tackle the current rate of unemployment and underemployment among the populace, adding that the budget was a platform to put more Nigerians to work.

 
“I can assure you that this administration will have a job creation focus in every aspect of the execution of this budget. “Nigeria’s job creation drive will be private sector led. We will encourage this by a reduction in tax rates for smaller businesses as well as subsidised funding for priority sectors such as agriculture and solid minerals.’’

Facebook Offers Employees $10,000 To Move Within 10 Miles Of Its Headquarters

Facebook Inc is offering employees at its Silicon Valley headquarters at least $10,000 to move closer to the office, a reflection of the challenges many tech companies face in the increasingly expensive and congested San Francisco Bay area.

 
To qualify for the payment, which the social networking firm started offering in the last 12 months, according to current and former Facebook workers, employees must buy or rent a home within 10 miles (16 km) of the Facebook campus at One Hacker Way, a desolate strip of road overlooking a marsh about 30 miles (48 km) south of San Francisco.

 
Some Facebook employees with families to support could earn a one-off payment of $15,000 or more for housing costs.

 
Facebook’s efforts, along with similar programs at some other technology companies including investment management technology company Addepar, data company Palantir and software firm SalesforceIQ, a unit of Salesforce.com Inc, could help ease a major source of tension in San Francisco: an influx of young, wealthy tech workers who commute to Silicon Valley on private buses and often displace lower-income residents.

 
But Silicon Valley has a housing affordability crisis of its own, and if Facebook’s programme gains traction it could further accelerate the gentrification of nearby communities, especially the low-income city of East Palo Alto.

 
“A lot of local families are going to get hurt,” said John Liotti, chief executive officer of East Palo Alto community advocacy group Able Works.

 
Facebook says the programme is not about social engineering. “Our benefits at Facebook are designed to support our employees and the people who matter most to them at all stages of life,” a Facebook spokesman said.

 
Cynics suggest the company might be looking to encourage people to spend more time in the office while also cutting the cost of its luxury bus service, whose drivers recently unionized.

 
For Mark Shim, an engineer who had worked at Addepar, living across the street from the Mountain View-based company earned him a $300-a-month bonus. But the money, which was a taxed benefit, wasn’t the reason behind his housing decision.

 
“For me, it wasn’t financially driven as my rent has gone up more than 60 percent since I moved to Mountain View and the stipend doesn’t keep up with the rent spikes in the area,” said Shim, who has since joined another company.

 
“If you live closer to work you are less worried about leaving at an exact time, and if you’re in the middle of solving a cool problem, you’ll spend the extra time to finish that up.”
Lissa Minkin, vice president of people at Addepar, said the perk was designed to help employees spend more time on personal interests or with their families.

 
“Not having a long commute makes a huge positive impact on maintaining a healthy work-life balance,” she said.
Tech workers say the commute is getting worse. What would have been a one-hour commute each way three years ago has stretched to 90 minutes or more as the tech economy has boomed and more cars hit the road.

 
San Francisco-area drivers spend more time in gridlock than those of any city other than Washington, D.C., and Los Angeles, according to traffic data service Inrix.

 
Still, plenty of young techies are willing to endure it. Take Nilesh Patel, a single technology worker who commutes from San Francisco to a large company almost 40 miles (64 km) away so he can cultivate his rich social life in the city.

 
“I didn’t want to move into one of those depressing bachelor complexes,” he said about the generic Silicon Valley apartment buildings that often house people like him.

 
Even for those who might consider a more suburban lifestyle, $10,000 doesn’t necessarily go very far in a city like Menlo Park, where the average rental is $3,600 a month, according to data from online real estate company Trulia.

 
And moving south won’t provide an escape from the resentment tech workers have engendered in San Francisco neighborhoods like the Mission, where community activists protesting gentrification have blockaded tech-company buses.

 
In East Palo Alto, once a crime-ridden city that provided an element of gritty flair amid the bland office parks and strip malls that dominate much of Silicon Valley, the recent influx of tech money has brought plenty of benefits.

 
Crime, including robbery, auto theft and rape, has declined over the years, according to city data. New businesses like the city’s only full-fledged grocery store have opened, and many new arrivals are trying to help by tutoring kids and donating to local causes, said Liotti.

 
But the newcomers, who locals call “los Facebuqueros” regardless of where they work, have also contributed to increasing evictions and sky-rocketing rents.

 
“We’re dealing with a huge displacement of lower-income individuals,” said Tom Myers, executive director of the Community Services Agency in Mountain View, which this month passed ordinances to try to take pressure off lower-income renters.

 
There’s also the chance that the housing incentives backfire.
Old hands remember a time when Facebook offered a few hundred dollars for employees who lived within a few blocks of its old offices in Palo Alto. Landlords got wind of the situation and quickly raised rents to match, they say.

MTN Fine: FG Insists On Dec. 31 Payment Deadline, To Impose Tougher Sanction If Violated

The Federal Government, yesterday, said it would neither be cowed nor threatened by MTN’s court action against the N1.4trn fine which was later reduced to N780 billion, insisting that the telecommunications company risks another fine if it fails to pay on deadline.

 

 

Minister of Communications, Mr Adebayo Shittu, made the statement yesterday in reaction to the suit instituted by the telecom operator at a Lagos High Court, weekend.

 
The minister, who spoke through his Special Assistant on Media, Mr. Victor Oluwadamilare, however, admitted that MTN had the right to seek court’s interpretation if it feels unsatisfied with the action of the regulator but made it clear that nothing would stop the government from imposing additional fine on the operator, at the expiration of the deadline.

According to the minister, “it is the right of MTN to approach the court but there was an infraction, which MTN admitted to have committed before it pleaded for leniency that led to the reduction of the fine from N1.4 trillion to N780 billion and the subsequent December 31, 2015 deadline to pay.

 
“If it has decided to go to court, it is still within the ambit of the law. I will not intervene, since they have gone to court, we will allow the court to decide if it is right for MTN to commit those infractions and breach the laws of the land.”

 
He, however, said that “it is unwise for MTN to go to court after the Federal Government had magnanimously reduced the fine. It will surely be fined for violating the rule at the expiration of the deadline, should it fail to pay the initial fine.”

Buhari Apologizes To Nigerians Over Fuel Scarcity, Says Pump Price To Remain At N87

President Muhammadu Buhari on Tuesday apologised to Nigerians over the continued fuel scarcity being experienced across the country, blaming the long queues that have returned to fuel stations on the activities of speculators and those resistant to change.

 

Buhari further promised Nigerians that there would be no increase in the pump price of petrol.

 

He made the pledge following fears by Nigerians that the Federal Government may scrap fuel subsidy which will result in an increase in the cost of the premium motor spirit, popularly called petrol.
Buhari, while addressing a joint session of the National Assembly during the presentation of the 2016 budget of N6.08 trillion, said the pump price of petrol will remain at N87 “for now”.

 

“Indeed tough decisions must be made but this does not mean that we would increase the level of pains being felt by Nigerians,” he added.

Serena Williams And Novak Djokovic Named ‘World Champions’

Serena Williams and Novak Djokovic were named the women’s and men’s players of the year by the International Tennis Federation (ITF) on Tuesday.

 
Both won three of the four Grand Slams in 2015 and are well clear in the world rankings.

 
Williams, who was named ‘ITF World Champion’ for the sixth time, won five titles throughout the year, finishing with a 53-3 win-loss record.

 
After winning Wimbledon in July she also held all four Grand Slam titles at the same time for the second time in her career, which she previously dubbed a ‘Serena Slam’ in contrast to a calendar Grand Slam.

 
“It means a lot to me to be named the ITF World Champion for the sixth time. I am proud to have achieved my second Serena Slam, in what has been an amazing year for me,” she said in an ITF statement.

Djokovic, who finished the year as men’s number one for the fourth time, won the award for a fifth time.
He managed a career-best 11 titles and finished with an 82-6 record.

 
He got even closer to the Grand Slam than Williams, who was beaten in the US Open semi-finals, as he only missed out on a first Roland Garros crown in the final against Stan Wawrinka.

 
“My season was the best of my career with many highlights. It inspires me even more to keep on going, and I hope to continue to play at this level in 2016,” he said.

Blatter Must Leave FIFA Apartment By February

Fifa has told its banned leader Sepp Blatter he will have to leave his presidential apartment by February 26 when a successor is elected, a source close to the world body said on Tuesday.

 
The apartment in an old Zurich house that has been divided is one of the perks Blatter, 79, will lose after his eight year suspension pronounced on Monday by Fifa’s ethics court.
He automatically loses his Fifa mobile phone and his professional email address, said the source, speaking on condition of anonymity.

 

But the disgraced Fifa leader, found guilty of a conflict of interest over a two million Swiss franc ($2 million/1.8 million euro) payment to Fifa vice president Michel Platini does not lose all privileges, the source said.

 

“He is still protected by his labour contract” under Swiss law, said the source.

 
So Blatter will get his salary – for which he has refused to reveal the amount – his Fifa car and apartment until the contract ends on February 26.

 
A Fifa congress is to be held on that day to elect a new president and agree reforms to the scandal-tainted body.

1. I am honoured and privileged to present the 2016 Budget proposal. This is my first address before this joint session of the National Assembly. I have come here today, not only to address members of the National Assembly, but also to speak directly to the men and women who placed us here.
2. I know the state of our economy is a source of concern for many. This has been further worsened by the unbridled corruption and security challenges we have faced in the last few years. From those who have lost their jobs, to those young people who have never had a job, to the people in the North East whose families and businesses were destroyed by insurgents, this has been a difficult period in our nation’s history, lessons that we must not forget or ignore, as we plan for the future.

3. By June 2014, oil prices averaged $112 per barrel. But as at today, the price is under $39 per barrel. This huge decline is having a painful effect on our economy. Consumption has declined at all levels. In both the private and public sectors, employers have struggled to meet their salary and other employee related obligations. The small business owners and traders have been particularly hard hit by this state of affairs.

4. Fellow Nigerians, the confidence of many might be shaken. However, I stand before you today promising that we will secure our country, rebuild our economy, and make the Federal Republic of Nigeria stronger than it has ever been.

5. The answers to our problems are not beyond us. They exist on our farmlands; our corporations; in the universities in the hearts and minds of our entrepreneurs; through the gallantry of our Armed Forces; and the resolute spirit of Nigerians, especially the youth, who have refused to give up despite all the obstacles confronting them.

6. This Budget proposal, the first by our Government, seeks to stimulate the economy, making it more competitive by focusing on infrastructural development; delivering inclusive growth; and prioritizing the welfare of Nigerians. We believe that this budget, while helping industry, commerce and investment to pick up, will as a matter of urgency, address the immediate problems of youth unemployment and the terrible living conditions of the extremely poor and vulnerable Nigerians.

7. In the medium to longer term, we remain committed to economic diversification through import substitution and export promotion. This will build resilience in our economy. It will guarantee that the problems we have today, will not confront our children and their children. This shall be our legacy for generations to come.

 

8. Today, it is widely acknowledged that the global economy has slowed down. This is particularly the case with emerging markets such as Nigeria. However, despite the weak emerging market growth rates, our domestic security challenges, declining oil prices, and the attendant difficulties in providing foreign exchange to meet market demands, the Nigerian economy grew by 2.84% in the third quarter of 2015.
9. We have, and will continue to implement strategies that will maintain macroeconomic stability and manage the oil price shocks we are experiencing.

10. Upon the inauguration of this administration on 29th May 2015, we engaged key stakeholders from various sectors of our economy and interfaced with the heads of Ministries, Departments and Agencies (MDAs) in order to understand the true state of our nation. What we found prompted us to take certain strategic decisions.

11. On the economy, we injected new leadership at the helm of our revenue generating agencies including the Federal Inland Revenue Service (FIRS), Nigerian National Petroleum Corporation (NNPC), Nigerian Communications Commission (NCC), and the Nigerian Customs Service (NCS). We implemented the Treasury Single Account (TSA) which, so far, has provided greater visibility of Government revenues and cash flows. We intervened to support States to navigate their fiscal challenges by restructuring their commercial bank loans and by providing facilities to enable them to pay salary arrears.

12. We have demonstrated a strong will to fight corruption. I am sure you will agree that the sheer scale of corruption and impunity of the past explains in part, the economic challenges we now face. On these initiatives, and the many more to come, we shall not be deterred. We will pursue the recovery of everything that belongs to the people of Nigeria. No matter where it is hidden. No matter how long it will take.

13. Distinguished and honourable members of the National Assembly, I now present a review of the 2015 Budget. That Budget was based on a benchmark oil price of $53 per barrel, oil production of 2.28 million barrels per day and an exchange rate of N190 to the US$.
14. The projected revenue was N3.45 trillion, with an outlay of N4.49 trillion, implying a deficit of N1.04 trillion. Due largely to under-provisioning by the previous administration for fuel subsidy and the costs required to support the military operations in the North East, the Government had to obtain National Assembly’s approval for a supplementary budget of N575.5 billion. I take this opportunity to thank all members of the National Assembly for the prompt passage of that Bill.
2016: Budget Assumptions
15. After reviewing the trends in the global oil industry, we have set a benchmark price of $38 per barrel and a production estimate of 2.2 million barrels per day for 2016. We have focused on non-oil revenues by broadening our tax base and improving the effectiveness of our revenue collecting agencies.
16. Also, with the full implementation of the Treasury Single Account, we expect significant improvements in the collection and remittance of independent revenues. To further support the drive for increased remittances, we will ensure that all MDAs present their budgets in advance, and remit their operating surpluses as required by section 22 of the Fiscal Responsibility Act.

17. We are determined to ensure that our resources are managed prudently and utilized solely for the public good. To set the proper tone, one of our early decisions was the adoption of a zero based budgeting approach, which ensures that resources are aligned with Government’s priorities and allocated efficiently. This budgeting method, a clear departure from previous budgeting activities, will optimize the impact of public expenditure.
18. In addition to the proper linkage of budgeting to strategic planning, we are enhancing the utilization of the Government Integrated Financial Management Information Systems (GIFMIS) to improve financial management. The recently established Efficiency Unit is working across MDAs to identify and eliminate wasteful spending, duplication and other inefficiencies. We engaged costing experts to scrutinize the 2016 budget proposals. They have already identified certain cost areas that can be centralized for economies to be made.
19. We have directed the extension of the Integrated Personnel Payroll Information System (IPPIS) to all MDAs to reap its full benefits. We will also strengthen the controls over our personnel and pension costs with the imminent introduction of the Continuous Audit Process (CAP). These initiatives will ensure personnel costs are reduced. Our commitment to a lean and cost effective government remains a priority, and the initiatives we are introducing will signal a fundamental change in how Government spends public revenue.

2016: Laying the Foundation for Sustainable Growth
20. The 2016 budget, as outlined, is designed to ensure that we revive our economy, deliver inclusive growth to Nigerians and create a significant number of jobs.

21. We aim to ensure macroeconomic stability by achieving a real GDP growth rate of 4.37% and managing inflation. To achieve this, we will ensure the aligning of fiscal, monetary, trade and industrial policies.

22. As we focus on inclusive growth, we are conscious of the current rate of unemployment and underemployment. This is a challenge we are determined to meet; and this budget is the platform for putting more Nigerians to work. I can assure you that this administration will have a job creation focus in every aspect of the execution of this budget. Nigeria’s job creation drive will be private sector led. We will encourage this by a reduction in tax rates for smaller businesses as well as subsidized funding for priority sectors such as agriculture and solid minerals.

23. As an emergency measure, to address the chronic shortage of teachers in public schools across the country, we also will partner with State and Local Governments to recruit, train and deploy 500,000 unemployed graduates and NCE holders. These graduate teachers will be deployed to primary schools, thereby, enhancing the provision of basic education especially in our rural areas.

24. We also intend to partner with State and Local Governments to provide financial training and loans to market women, traders and artisans, through their cooperative societies. We believe that this segment of our society is not only critical to our plan for growing small businesses, but it is also an important platform to create jobs and provide opportunities for entrepreneurs.

25. Furthermore, through the office of the Vice President, we are working with various development partners to design an implementable and transparent conditional cash transfer program for the poorest and most vulnerable. This program will be implemented in phases. Already, the compilation of registers of the poorest persons is ongoing. In the coming weeks, we will present the full programme, which will include our home-grown public primary school feeding and free education for science, technology and education students in our tertiary institutions. Indeed, this will mark a historic milestone for us as a nation.

The 2016 Budget
26. Distinguished members of the National Assembly, I now present, the 2016 Budget proposals of the Federal Government. Based on the assumptions I presented earlier, we have proposed a budget of N6.08 trillion with a revenue projection of N3.86 trillion resulting in a deficit of N2.22 trillion.

27. The deficit, which is equivalent to 2.16% of Nigeria’s GDP, will take our overall debt profile to 14% of our GDP. This remains well within acceptable fiscal limits. Our deficit will be financed by a combination of domestic borrowing of N984 billion, and foreign borrowing of N900 billion totaling N1.84 trillion. Over the medium term, we expect to increase revenues and reduce overheads, to bring the fiscal deficit down to 1.3% of GDP by 2018.

28. In 2016, oil related revenues are expected to contribute N820 billion. Non-oil revenues, comprising Company Income Tax (CIT), Value Added Tax (VAT), Customs and Excise duties, and Federation Account levies, will contribute N1.45 trillion. Finally, by enforcing strict compliance with the Fiscal Responsibility Act, 2007and public expenditure reforms in all MDAs, we have projected up to N1.51 trillion from independent revenues.

29. Although we are working to diversify our economy, we will not lose sight of the need to restructure the oil and gas sector which has been marred by corruption and plagued with inefficiencies. Accordingly, I have directed the Petroleum Products Pricing Regulatory Agency (PPPRA) to adjust its pricing template to reflect competitive and market driven components. We believe this can lower input costs and attain efficiency savings that will enable PPPRA to keep the selling price for all marketers of petrol at N87 per liter for now.
30. The current fuel scarcity with long queues at petrol stations all over the country causing social dislocation is very unfortunate. Government profoundly apologizes to Nigerians for this prolonged hardship and misery. It is as a result of market speculators and resistance to change by some stakeholders. Government is working very hard to end these shortages and bring fuel to the pumps all over the country.

31. I have also directed the NNPC to explore alternate funding models that will enable us to honour our obligations in Joint Ventures (JVs) and deep offshore fields. We are confident that these measures can be achieved and will lower the burden that the traditional cash calls have imposed on our budget and cash flows as well as contribute towards shoring up our national reserves.
32. To deliver our development objectives, we have increased the capital expenditure portion of the budget from N557 billion in the 2015 budget to N1.8 trillion, in the 2016 budget. Distinguished and honourable members of the National Assembly, for the first time in many years, capital expenditure will represent 30% of our total budget. In future years we intend to raise the percentage allocation for capital expenditure.

33. This is a fulfillment of our promise to align expenditure to our long-term objectives, and a sign of government’s commitment to sustainable development. This increased capital expenditure commits significant resources to critical sectors such as Works, Power and Housing – N433.4 billion; Transport – N202.0 billion; Special Intervention Programs – N200.0 billion; Defence – N134.6 billion; and Interior – N53.1 billion. These investments in infrastructure and security are meant to support our reforms in the Agriculture, Solid Minerals and other core job creating sectors of our economy.

34. We will invest to safeguard lives and property.

35. We will invest in equipping our farmers with the right tools, technology and techniques.

36. We will invest in empowering and enabling our miners to operate in a safe, secure and humane environment.

37. We will invest in training our youths, through the revival of our technical and vocational institutions, to ensure they are competent enough to seize the opportunities that will arise from this economic revival.

38. Indeed, the future looks bright. And I ask that we all work together to make this vision a reality. The 223% year on year growth in capital expenditure demonstrates our desire to make Nigeria more competitive, and start the journey to deliver sustainable development in our country.

39. In fulfillment of our promise to run a lean government, we have proposed a 9% reduction in non-debt recurrent expenditure, from N2.59 trillion in the 2015 Budget to N2.35 trillion in 2016. Furthermore, we have budgeted N300 billion for Special Intervention Programs, which takes the total amount for non-debt recurrent expenditure to N2.65 trillion.

39. As I mentioned earlier, the Efficiency Unit set up by this Administration together with effective implementation of GIFMIS and IPPIS will drive a reduction of overheads by at least 7%, personnel costs by 8% and other service wide votes by 19%. Distinguished and honourable members, this budget will be executed to provide optimum value by ensuring every naira spent by this Government, counts.

40. We will devote a significant portion of our recurrent expenditure to institutions that provide critical government services. We will spend N369.6 billion in Education; N294.5 billion in Defence; N221.7 billion in Health and N145.3 billion in the Ministry of Interior. This will ensure our teachers, armed forces personnel, doctors, nurses, police men, fire fighters, prison service officers and many more critical service providers are paid competitively and on time.

41. Distinguished and honourable members of the National Assembly, our 2016 borrowings will be principally directed to fund our capital projects. Furthermore, the sum of N113 billion will be set aside for a Sinking Fund towards the retirement of maturing loans; while N1.36 trillion has been provided for foreign and domestic debt service. This calls for prudent management on our part, both of the debt portfolio and the deployment of our hard earned foreign exchange earnings.
42. I am aware of the problems many Nigerians currently have in accessing foreign exchange for their various purposes – from our traders and business operators who rely on imported inputs; to manufacturers needing to import sophisticated equipment and spare parts; to our airlines operators who need foreign exchange to meet their international regulatory obligations; to the financial services sector and capital markets who are key actors in the global arena.
43. These are clearly due to the current inadequacies in the supply of foreign exchange to Nigerians who need it. I am however assured by the Governor of Central Bank that the Bank is currently fine-tuning its foreign exchange management to introduce some flexibility and encourage additional inflow of foreign currency to help ease the pressure.

44. We are carefully assessing our exchange rate regime keeping in mind our willingness to attract foreign investors but at the same time, managing and controlling inflation to level that will not harm the average Nigerians. Nigeria is open for business. But the interest of all Nigerians must be protected. Indeed, tough decisions will have to be made. But this does not necessarily mean increasing the level of pain already being experienced by most Nigerians.

45. So to the investors, business owners and industrialists, we are aware of your pains. To the farmers, traders and entrepreneurs, we also hear you. The status quo cannot continue. The rent seeking will stop. The artificial current demand will end. Our monetary, fiscal and social development policies are aligned.
Conclusion
46. Mr. Senate President, Mr. Speaker, distinguished members of the National Assembly, in spite of the global economic uncertainties; we must remain steadfast in our commitment to steer this country back to greatness.

47. The Nigerian economy needs to move away from dependency on oil. Our growth must be inclusive. Nigerians must be part of the growth story. As a Government, we shall deliver security, jobs and infrastructure. This is the right of all Nigerians.

48. I know many people will say “I have heard this before”. Indeed, trust in Government, due to the abuse and negligence of the past, is at an all-time low. This means we must go back to basics. Our actions will speak for us. My team of dedicated, committed and patriotic Nigerians is well aware of the task ahead and I can assure you that we are taking on the challenge.
49. We will not betray the trust reposed in us.

50. We will welcome and be responsive to your feedback and criticisms.
51. We are here to serve. And indeed, Nigerians will get the service they have longed for and which they rightly deserve.

52. We as a Government cannot do it alone. We will require the support of all civil servants, the organized labour, industry groups, the press and of course, our religious and traditional institutions. This is a call for all of us to stand and serve our country.

53. This Budget represents a major step in delivering a new opportunity for Nigeria. It demonstrates our confident optimism that despite the challenging times, we have the will, resourcefulness and commitment to deliver prosperity to our people. And by the Grace of Almighty God and the sheer will and determination of the Nigerian people, we will come out stronger and more united than ever.

UK Probe: Dominica Suspends Ties With Nigeria’s Ex-Oil Minister Alison-Madueke

A Caribbean country, Dominica, has suspended all relations with Nigeria’s immediate past Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, following investigations into her finances in the United Kingdom in October, in connection with alleged money laundering.

 
A statement by the Prime Minister of Dominica, a small Caribbean Island, Mr Roosevelt Skerrit, stated this on Monday.

 

The prime minister said, “The Ministry of Foreign Affairs moved with dispatch to suspend all relations with Mrs. Alison-Madueke immediately following her arrest in October, 2015, pending the outcome of the investigations.
“This suspension took place in the month of October. Our position is that the relationship with Mrs. Alison-Madueke and all that flows from this will remain completely suspended until such time as the probe into her conduct as a minister of government is concluded and a determination made by the relevant authorities.”

 
Skerrit explained that in May of this year, during a routine stop-over visit to London, Alison-Madueke was introduced to him as the immediate past Minister of Petroleum Resources in Nigeria and also the immediate past President of the Organisation of Petroleum Exporting Countries.
He said the discussions, however, took place well before any question of an investigation by the relevant authorities arose.
He said the idea of relocating to Dominica was never discussed, far less agreed, in any discussions with Alison-Madueke.

 
The prime minister added, “She served as an Executive Official and Director of Shell Petroleum Development Company in Nigeria. In my budget address to the people of Dominica two years ago, I outlined the intention and policy of my government to recruit persons of experience, influence and integrity to serve and represent Dominica in various capacities abroad.

 
“As a small nation with very limited resources, we do not have the capacity to establish consular or other offices in many regions of the world. In this case, who is better to speak for and on behalf of Dominica in parts of the African continent than a former President of OPEC and former Chairman of the West African Gas Pipeline Authority?”

 
According to him, the issue of the former Nigeria’s minister relocating to the Caribbean country was not discussed.
He stated, “The arrangement of Mrs. Alison-Madueke serving in an honorary capacity, with no direct remuneration from Dominica and Dominica facilitating her travels across Europe and Africa with the issuance of a diplomatic passport, was entirely in accordance with existing convention, protocol and practice, until the very recent and unexpected development of the investigations by the UK and Nigerian authorities.

 
“This development was not foreseen nor anticipated by the due diligence undertaken on behalf of the government, and could not have been and was not foreseen by me or the Government of the Commonwealth of Dominica.”

 
The United Kingdom High Commission in Nigeria could not be reached for comment on the alleged moves by the former petroleum minister to flee the UK.

 
The High Commission’s spokesperson, Joseph Abuku, had yet to respond to an email sent to him as of the time of filing this report on Monday.

 
The former minister was reported on Saturday to have obtained the citizenship of the Caribbean country.
She was said to have been offered a post as the country’s trade and investment commissioner.

 
The report added that no allowance had been offered to her.
According to the report, the former minister would promote trade and investments in Dominica at no cost to the country.
In return, she would have received all the necessary assistance and protection from the small Caribbean island in accordance with international law.

Fuel Scarcity: 567 Truckloads Of Fuel Dispatched Nationwide – NNPC

The Nigerian National Petroleum Corporation (NNPC) has deployed about 200 truckloads of fuel to Abuja to help reduce the ongoing fuel scarcity and ease Yuletide celebration.

 

This is contained in a statement signed by Mr Ohi Alegbe, Group General Manager, Group Public Affairs Division, on Monday in Abuja.

 

“In continuation of the special intervention fuel supply for the Yuletide season, another 567 trucks have been dispatched nationwide today,” it said.

 

It further stated that the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, had directed the deployment of NNPC staff to filling stations across the country for effective monitoring of the distribution system.

 

This, it said, was to ensure the total eradication of queues from fuel stations across the country.

 

The statement said the minister, at an emergency meeting with senior staff of the corporation, said there were a number of challenges in the supply and distribution system that hampered efficient distribution of products.

 

According to him, it is time for NNPC to rise above the challenges by ensuring that the special intervention supplies are not diverted or hoarded.

 

“This calls for effective monitoring of the supply system, especially at the end points, to ascertain that what is trucked out from the depots is delivered at the designated fuel stations and dispensed to the public in the most efficient manner.

 

” We need you to be out there to help achieve this; we can’t be at ease while Nigerians are going through so much pain to get fuel,” Kachikwu stated.

 

He challenged the staff to volunteer for the monitoring, adding that standing up to provide creative solutions to challenges was what the new NNPC was all about.

 

The minister urged the staff to work towards achieving zero-queues at their various stations as soon as possible, adding that they should be ready to sacrifice their Christmas break if need be.

 

Also, the Group Executive Director, Commercial and Investment, Dr Victor Adeniran, called on staff on monitoring duties to work closely with the Rapid Response Team.

 

He urged them to report any situation that needed urgent intervention such as low stock, delayed arrival of trucks or any underhand dealing.

 

He added that the Rapid Response Team comprised Pipe lines Product Marketing Company staff and representatives of law enforcement agencies that could adequately handle any challenge.

 

He called on the staff to be vigilant and ensure that all the petrol designated for their various stations was delivered and dispensed to members of the public in a most efficient manner.

Confess All Your Sins To Buhari Before You Are Arrested – Sagay Advises Jonathan

Chairman of the Presidential Advisory Committee on Corruption, Prof. Itse Sagay SAN, has advised former President Goodluck Jonathan to secretly confess all he knows about the scandalous $2bn arms deal, of which his name has been linked, to President Muhammadu Buhari.

 

The Chairman told The Punch that if Jonathan go by the advice, he may be accorded the respect due to him by virtue of being a former President.

 

Sagay however pointed out that the case of the former President being arrested relating to the arms scandal is a “sensitive one”, adding that his concession of defeat to Buhari during the March 28 Presidential election does not make Jonathan a hero, as one good action could not correct several evil deeds.
According to him, “To start with, the great reputation he (Jonathan) seems to have is the fact that he admitted defeat. There are thousands of actions that are negative actions so I don’t think that we should overplay it.

 

“But on the issue of the former President going to prison, I agree that it is a bit touchy politically but the case of Jonathan is particularly bad if you see the manner with which the country’s resources and government coffers have been turned into a bazaar parlour where everyone goes to collect his own share. Just like Warri boys would ask, ‘You don obtain your own?’

 

“Everyone was going to ‘obtain’ under Jonathan. It was just bizarre but I understand that dealing with a former Head of State is always a sensitive issue but I would say he should have a private chat with President Muhammadu Buhari and say all that he knows and if there is anything he has to release, then he should release it and be allowed to go quietly into retirement,” he stated.

We Won’t Compromise On Standards Just To Achieve Conclusive Polls – INEC Boss

Chairman of the Independent National Electoral Commission, INEC, Professor Mahmood Yakubu, has explained that the commission is not ready to compromise the quality of elections simply because it wants to make them conclusive.

 
This was as he assured stakeholders in the electoral process that the national electoral body was committed to making sure that elections meet international standards.

 
The latest edition of INEC bulletin quotes Yakubu as disclosing this during a consultative forum with Civil Society Organisations, CSOs, and the media to address issues around the recently conducted elections by the commission with special focus on the Bayelsa State governorship election, held at the commission’s headquarters in Abuja.

 
The INEC chairman, who insisted that the commission would not hesitate to cancel elections wherever there are threats to the lives of its officials, said: “No electoral body will like to go through a repeat of one election or the other. We will like to conclude all the elections on first ballot. Our principal responsibility is to conduct credible elections, not just elections by any means. We have to conclude elections according to the laws.”

 
Regarding the cancelled Southern Ijaw Local Government election, he said: “Where there are threats to the lives of our officials, we wouldn’t mind applying the law that states that where that is feasible and it has made it impossible for elections to hold, we should cancel the election and re-run same another day. And that was the decision we took. We believe that our principal responsibility as a Commission is to protect the lives of our staff, ad hoc or permanent and also the election material.”

 
“We agreed that having realized the difficulty with the Southern Ijaw terrain, materials should be delivered directly to the Registration Areas instead of the Local government headquarters,” Yakubu said.

I Made A Huge Sacrifice To Ensure APC Victory – Tinubu

The National Leader of the All Progressives Congress, Asiwaju Bola Tinubu, says he made a big sacrifice to ensure that the All Progressives Congress did well in the last elections.

 
Tinubu, who is a former governor of Lagos State, said this at the 70th birthday anniversary of social commentator and National Democratic Coalition chieftain, Prof. Segun Gbadegesin, in Lagos on Monday.

 

The APC leader said the Peoples Democratic Party ruled Nigeria for 16 years because opposition parties failed to unite.

 
He recalled that in 2011, his party, the Action Congress of Nigeria; Congress for Progressive Change and the All Nigeria Peoples Party presented separate presidential candidates and the PDP leveraged on the small size of these parties.

 
Tinubu said there was also a tendency for the leaders of smaller parties to make themselves the presidential candidates of their respective parties thereby causing division within their parties.

 
He said ahead of the 2015 election, however, leaders of the legacy parties (ACN, CPC and ANPP) that formed the APC, including himself, had to suppress their personal ambitions to be able to “chase away the PDP government led by former President Goodluck Jonathan, because in the past those who float political parties end up as its chairman and presidential candidate.”

 

Tinubu, who was also part of the NADECO campaign from exile, told the audience that progressive politics was the answer to the problems of Nigeria and that the hope and confidence Nigerians had in the APC before the elections would not be dashed.

 

Also speaking at the launch of Gbadegesin’s book, titled “All The Way: Serving With Conscience”, a former Governor of Ogun State, Chief Segun Osoba, praised the contribution of Gbadegesin to the pro-democracy struggle, with the programmes he anchored in Yoruba Language on the defunct Radio Kudirat.

 
Osoba described Gbadegesin as a peacemaker saying, “He visited me the other day, to plead that I should reunite politically with my estranged APC family.”

 
Gbadegesin, a Professor of Philosophy, was the Head of Department of Philosophy and Dean, College of Arts and Sciences, Howard University, Washington DC, United States, who worked as an undercover operative in the dark days of the Gen. Sani Abacha military dictatorship as one of the main anchors of Radio Kudirat; the propaganda organ of NADECO.

President Buhari Presents 2016 Budget To National Assembly

President Muhammadu Buhari on Tuesday morning arrived the National Assembly chamber to present the 2016 National Budget to a joint session of the parliament.

 

The presentation was started with a rendition of the National Anthem followed by a prayer said by adherents of Nigeria’s two major religions.

 

While stating that the 2016 budget would focus on addressing youth unemployment and cater for the vulnerable, President Buhari said that Nigeria remains committed to diversification to build and reflate the economy.

 

He stated that there would be changes in the way government conducts its business as all MDAs would be required to prepare and present their annual budgets on time. “We will align fiscal, monetary and investment policies,” said the President.

 
Another highlight of the President’s presentation was his announcement that petrol pump price would stay at 87 naira per litre “for now” as the government continues working hard to end scarcity.

 
The 6.07 trillion Naira budget proposal for 2016 was predicated on $38 per barrel oil benchmark; 197 Naira exchange rate.

 
It is an increase of about 40 per cent from the previous budget of 4.357 trillion Naira which was presented to the National Assembly in 2014 by ex-president, Goodluck Jonathan’s administration.
The budget presentation by President Buhari is coming just as the National Assembly approved the Medium Term Expenditure Framework (MTEF).

 
The Federal Executive Council (FEC) had on December 7 approved the Medium Term Expenditure Framework which pegs the 2016 Budget at six trillion Naira.

 

Buhari became the first Nigerian President to personally present the budget in recent years.

 
This was acknowledged by the Senate President, Dr Bukola Saraki, in his opening speech.

 
Dr. Bukola Saraki also promised that the National Assembly is ready to swiftly pass 2016 Budget to quickly reflate the economy.

Gunmen Kill 3 Policemen, 2 Civilians In Gombe

The Police in Gombe say three policemen and two civilians have been killed during attack on Triacta Construction Company’s quarters by gunmen in Buba Shango area of Gombe metropolis.

 

DSP Fwaje Atajiri, Police Public Relations Officer (PPRO), confirmed the attack while speaking with newsmen in Gombe on Monday.

 

He said the incident occurred on Saturday night and investigation into the matter had commenced.

 

“For now, we are not going to pre-empt the investigators, we are waiting for them to carry out their duties to logical conclusion and to let you know”, he said.

 

According to him, the officers lost their lives while trying to repel the attack. Their guns were found.

 

News Agency of Nigeria (NAN), learnt that the two civilians were a security guard and a generator operator in the residence.

 

It was further learnt that the contractors had travelled for Christmas and New Year celebrations.

FEC Approves Review Of Taxation Laws

The Federal Executive Council (FEC), on Monday in Abuja approved the review of extant taxation laws to address the inadequacies in the nation’s current tax regime.

 

The Minister of Information, Alhaji Lai Mohammed, made this known while briefing State House correspondents on the outcome FEC meeting presided over by President Muhammadu Buhari.

 

According to him, the review will plug the loopholes and subsequently address the inadequacies in the tax regime.

 

He observed that the inadequacies had been exploited by both individuals and corporate organisations to evade tax which had led to loss of revenue to the government.

 

“So, the new review aims at plugging these loopholes.’’

 

The minister said FEC also proposed presentation of 2016 budget to the National Assembly on Tuesday by Buhari.

 

On the persistent fuel scarcity in the country, Mohammed said the administration of former President Goodluck Jonathan, marketers and vandalism of oil pipelines should be blamed for the present fuel shortages.

 

According to him, Nigerians are paying for the ‘sins’ of the last administration by the fuel scarcity that had persisted for several weeks.

 

“What we met on ground is such that we are paying for the sins of the last administration. I am being very serious. You remember that about two weeks ago, we had to go to the National Assembly for a supplementary budget of N674 billion.

 

Of that figure, N522billion was for arrears of fuel subsidy which was incurred as far back as August last year.

 

One of the reasons for the fuel scarcity was the inability of the last government to make adequate provision for fuel subsidy.

 

We do face some other logistic problems but majorly we are paying for the sins of the last administration’’, he said.

 
He, however, stated that the Buhari administration was now taking steps to solve the problem.

 

He said marketers used to import the major percentage of the fuel, but the Nigeria National Petroleum Corporation (NNPC) had been involved in importation of the product.

 

The minister said the step was taken by the government because some of the marketers had stopped importing for a couple of months.

 

“If you see any fuel anywhere today, it is imported by the NNPC. We also inherited vandalism of the pipeline which has made it impossible for us to even transport the fuel.

 

In tanks today, we have 14 days reserve and off tank, we have 10 days reserve.

 

The issue is not non-availability of the product. It is the distribution, because of pipelines that have been vandalised and the gridlock in Lagos, it takes about five days for anybody to take fuel with tanker in Lagos.

 

As at two days ago, this matter has been resolved. The Mosinmi pipeline has been secured and it has led to the improvement in the distribution’’, he added.

Kwara Won’t Reduce Minimum Wage — Gov. Ahmed

Gov. Abdulfatah Ahmed of Kwara says his administration will continue to pay the N18,000 minimum wage inspite of the drop in revenue earnings.

 

Ahmed gave the assurance at the inauguration of an auditorium at the Michael Imoudu National Institute of Labour Studies, Ilorin.

 

“The state government is committed to the security and welfare of its workforce despite the current controversy about the proposed downward review of the minimum wage to workers in Nigeria.

 

“I am happy to announce that the state government is still committed to the continued payment of the minimum wage as it is notwithstanding the dwindling monthly allocations from the Federation Account,’’ Ahmed said.

 

The state government, he said, was also set to introduce the Contributory Pension Scheme in order to check post retirement pension challenges.

 

He said it was becoming increasingly impossible to sustain the present pension model where the state government was solely responsible for workers’ pension.

 

The governor described the Contributory Pension Scheme as result-oriented and affordable, saying it would be easy for beneficiaries to invest and get interest on their deposits.

 

“It is therefore necessary and in fact beneficial to adopt the more sustainable model of contributory pension in Kwara State,’’ he said.

 

The governor, who urged workers in the state to embrace the contributory pension model, said it would be beneficial to them and assist government in the judicious management of scarce resources.

 

The Director-General of the institute, Dr John Olarewaju, said the institution had been playing critical role in capacity development of the country’s labour force through various educational programmes.

Accident Leaves 8 Injured At NNPC Mega Station

Two vehicles were on Monday involved in a head on collision near the NNPC Mega Station in Central Business District of Abuja.

 
The accident involved a Kebbi State Transport Service vehicle and a TATA Indigo saloon car with four passengers aboard each vehicle.

 
The eight occupants of the two vehicles sustained serious injuries and were conveyed to the Wuse General Hospital for treatment.

Prof. Sagay’s Alleged Concocted Interview Is Handwork Of Looters –Oyegun

National Chairman of All Progressives Congress, APC, Chief John Odigie-Oyegun, has urged Nigerians who see merit in the war that President Buhari-led administration was waging against corruption, not to be distracted by the ploy of some people he described as “agents of corruption” to discredit the war.

 

The APC chairman, while reacting to alleged concocted interview in a national daily (not Vanguard) by a legal luminary, Prof. Itse Sagay, yesterday, insisted that sane Nigerians must continue to support the efforts of the president to rid the country of corruption.

 
While describing the the alleged concocted interview as the “height of callous insensitivity”, the APC chairman accused those, who he noted, had looted the country blind, as sponsors of the interview.

 
The alleged interview, which the elder statesman was quoted as saying the current government’s fight against corrupt was merely a cosmetic one, has gained prominence in the media.
He has since distanced himself from the interview, insisting that it was concocted.

 
But Oyegun said it was the handiwork of those who soiled their hands in corruption during the immediate past federal administration.

 
“In response to the ‘concocted’ interview published in Nigerian Tribune (Sunday, December 20, 2015) and attributed to respected legal scholar, Professor Itse Sagay, SAN where he reportedly dismissed President Muhammadu Buhari’s anti-corruption efforts as “selective” and “cosmetic” and further accused the All Progressives Congress (APC) and it’s members of corruption amongst others, we are mindful of the axiom: “When you fight corruption, it fights back”, the statement read.

 
He added :”For the record, Mr. Sagay, a professor of law, well known constitutional lawyer and head of President Buhari’s advisory committee on anti-corruption, says the newspaper’s interview credited to him is concocted and represents a desperate attempt to discredit President Buhari’s anti-corruption war. He challenged the reporter and paper’s editors to provide the public with a tape recording of the so-called interview.

 
“President Buhari in his May 29 inaugural speech declared, “I belong to everybody and I belong to nobody”, that position remains unchanged. The syndicated and sponsored campaign suggesting a “selective” and “cosmetic” anti-corruption fight by the present administration should be seen as a plot meant to distract the citizenry from the successful ongoing war to catch looters and recover Nigeria’s stolen common wealth.

 
“On sweeping allegations made by the sponsors of the concocted interview that members of the APC are corrupt, the burden of proof is on the sponsors.

 
“Nigerians and the international community are still reeling in shock over the looting and diversion of public funds meant to purchase badly needed arms and ammunition for Nigeria’s Armed Forces to fight insurgents and protecting the country’s territorial integrity.

 
“The President’s assurance that the Central Bank of Nigeria (CBN) will be encouraged to publish details of voluntary return of looted funds to the Federal Government’s coffers is evidently causing panic in the camp of looters.

 
“Whether by planted media reports, interviews or whatever form of syndicated proxy campaign, the looters of our common wealth do not have the luxury of dictating how the present administration carries out its legitimate duty of catching looters, as long as it conforms with the rule of law.

 
“The looted arms purchase funds could have saved the lives of innocent Nigerians, particularly ill-equipped soldiers who became easy preys to insurgents.

 
“Indeed, corruption is fighting back but the will of Nigerians and the noble efforts of the present administration will prevail. “

FG Directs Issuance Of Single Identification Numbers To Citizens

The Federal Government has directed all agencies capturing the biometrics of Nigerians to urgently aggregate their records so as to provide a unique identity for each citizen.

 
Director General of the National Identity Management Commission, Alhaji Aliyu Aziz, disclosed this to State House Correspondents after a meeting with Vice President Yemi Osinbajo at the Presidential Villa, Abuja on Monday.

 
He said that the vice president gave the presidential marching order at the meeting.

 
According to Aziz, all the agencies that are in charge of capturing biometrics are expected to aggregate all the data bases and subsequently give every Nigerian and legally resident persons a unique identification.

 
The director general said such unique identification number would allow every person to have a single identity and can be easily traced.

 
“The number will also make it easy for government to reach the citizen with certain benefits that would soon be provided.
“Through the identification number, everyone will get his/her own share’’, Aziz added.

Court Registrar Sentenced To 10yrs Imprisonment For Aiding Fred Ajudua To Defraud Gen. Bamaiyi

Justice Lateef Lawal-Akapo of the Lagos High Court has sentenced a Court Registrar, Oluronke Rosolu, to 10 years imprisonment for aiding and abetting Fred Ajudua to defraud former Chief of Army Staff, Lt. Gen. Ishaya Bamaiyi (retd) of $330,000 while he was in Kirikiri Prisons.

According to a report by PM News, Rosolu is accused of visiting Kirikiri prisons on three occasions in 2004 and collected $300,000 from Bamaiyi under the pretense that the money would be used to secure legal services from Afe Babalola chambers for him.

During her trial, the accused denied all the allegations against her and insisted that she never visited the prisons as alleged by the EFCC or collected any money. She also denied ever meeting Ajudua or General Bamaiyi.

While delivering judgment today, Justice Lawal-Akapo said EFCC was able to prove the case of conspiracy and obtaining of money by false pretence against her. He ruled that despite denying any contact or meeting with Ajudua in Kirikiri prisons, evidence presented by the EFCC showed that Rosolu and Ajudua were co-conspirators.

On the allegation that she never collected any money from Bamaiyi while in prison, the judge held that not being able to show where she was on the dates she was purported to have visited the prisons and collected the money, he had no option but to believe the evidence of the EFCC witnesses.

Justice Lawal-Akapo subsequently held that the EFCC has proved its case beyond all reasonable doubt.

In her defensive, Rosolu said she never had any personal interaction with Ajudua and Bamaiyi

“I did not receive $330,000 from Lt. Gen. Ishaya Bamaiyi neither did I go to the Kirikiri Maximum Prisons to see him on Dec. 20, 2004. I knew Bamaiyi and Ajudua only as defendants in separate criminal cases before Justice Oyewole. I never had any personal interactions with either of them until I was summoned by the EFCC in Abuja in 2013”.

Russian Gamer To Sue Makers Of ‘Fallout 4’ After Losing His Job & Wife To His Addiction

A Siberian gamer is suing the makers of Fallout-4 after he lost his job and broke up with his wife because of the video game. He wants 500,000 roubles (US$7,000) in compensation from the company, saying he did not know the game would “become so addictive.”
The 28-year-old man from Krasnoyarsk found out about the game in an advert and subsequently downloaded it onto his computer. That was when his problems began in earnest. He only intended to play it for a couple of evenings, but instead became addicted and the next three weeks flew by.

Such was his ‘dedication’ to the game, which sees the player emerge from a bunker following a devastating nuclear holocaust in a post-apocalyptic world, that his own apocalypse unfolded right
before his eyes.
He regularly skipped work, which resulted in his employers firing him. He stopped meeting up and speaking with friends, and his wife left him. His health also started to deteriorate as he was not sleeping or eating.
“If I knew that this game could have become so addictive, I would have become a lot more wary of it. I would not have bought it, or I would have left it until I was on holiday or until the New Year holidays,” a statement from the man read.
The Krasnoyarsk native now wants to sue the makers of the game Bethesda Game Studios and the Russian localization firm for 500,000 roubles ($7,000) for emotional distress.
His lawsuit is seen as something of a test case in Russia, as there has never been such a precedent. The law firm representing the 28-year-old say they want to “see how far we can go regarding this case.”
There have been similar cases around the world though. In 2010, a US federal judge said he would listen to a case brought by a Hawaiian man, who said he became addicted to video game Lineage II.
Craig Smallwood was demanding damages from the game’s makers, saying he would not have begun playing if he had been aware “that he would become addicted to the game.”
Surprisingly, the judge sided with the plaintiff and ordered NCsoft of South Korea to pay Smallwood’s legal fees which he had accumulated over the six-month period after filing his lawsuit.

Chelsea elaborated on Facebook about the experience of first-time motherhood and looking ahead to welcoming her second. “Being Charlotte’s parents has been the most joyous, meaningful and loving experience of our lives,” she gushed. “And we are very excited about growing our family in the new year.”
The former first daughter welcomed her baby girl in September 2014 with her husband. In the May 2015 issue of Elle, Chelsea called little Charlotte the “most remarkable little bubbly, perfect, chunky monkey creature ever.”

“My whole life is reoriented around my daughter in the most blessed sense,” she noted to the mag. “I now understand — this is something else that Marc and I talk about all the time — all of the enthusiastic, bombastically spectacular, wonderful things people say about their children, because we also feel and think all those things about Charlotte.”

Burkina Faso Issues Warrant For Ex-Leader Compaore Over Murder

Burkina Faso has issued an international arrest warrant for ousted leader Blaise Compaore in connection with the murder of former president Thomas Sankara nearly 30 years ago, judicial sources told Reuters on Monday.

The popular leader’s 1987 murder is one of the most infamous assassinations of Africa’s turbulent post-independence period, and Burkina Faso’s interim government has pledged to solve it.
A body believed to be Sankara’s was exhumed earlier this year and an autopsy showed it was riddled with bullets, strengthening assertions that he was executed in the 1987 coup that brought Compaore to power.
Compaore himself was driven from power last October by crowds opposing his bid to change the West African country’s constitution and extend his 27-year rule. He fled to neighboring Ivory Coast, where he is now thought to be based.

“I confirm that an international arrest warrant was issued against (ex-)President Blaise Compaore by the investigating judge,” Prosper Farama, a lawyer for Sankara’s family, told Reuters. He said the charges were murder and complicity in the assassination, among others.

Two other judicial sources who requested anonymity confirmed the warrant, which they said was issued on Dec. 4. A Burkina government spokesman was not available for comment.
Bruno Kone, Ivory Coast’s government spokesman, said, “The government has not been notified. We have nothing official and no comment to make.”
The charges against Compaore mark a major step in the case as interim authorities prepare to hand over power to former prime minister Roch Marc Kabore, winner of a November presidential election.
Sankara took power in a coup in 1983 and pursued a philosophy of Marxism and pan-Africanism that led him to be called “Africa’s Che Guevara.” Many African intellectuals view him as a visionary.
Another family lawyer said on Monday that a team of French investigators had failed to identify DNA from samples of a corpse presumed to be Sankara. The family has two weeks to seek a second expert opinion.
At least 10 others have already been charged in connection with his murder. They include General Gilbert Diendere, who led a failed coup in September.

Nigerian Stock Market Loses N2.354tn In One Year

The market capitalization (equities only) of the Nigerian stock market has shed a total of N2.354tn in the past year.

The Nigerian Stock Exchange, in its fourth quarter 2014 Fact Sheet, put the market capitalization at N11.478tn; but at the end of trading on Friday, it stood at N9.124tn.

This, therefore, represents a 20.5 per cent drop in the stock market value.

The market had been on a decline for the greater part of this year due to various factors.

In January alone, the renewed dumping of shares by investors at the stock market over uncertainty in the political landscape led to a dip of N1.16tn in the market capitalization of the Exchange in the first three trading days of the year.

Trading on the NSE in 2014 had closed with a decline of 16.1 per cent in the market capitalization, which resulted in the stock market opening 2015 on a bearish note.

The NSE All Share Index, which stood at an average 34,657.15 points in the last quarter of 2014, has fallen to 26,537.36 so far this year, according to NSE statistics released on Friday. This represents a drop of 23.4 per cent.

This trend has further shattered the dreams of the Exchange to stabilize and further grow the market capitalization.

The Chief Executive Officer of the NSE, Mr. Oscar Onyema, had in the early part of this year said that his self-imposed target of achieving $1tn (about N197tn) market capitalization by 2016 was no longer feasible.

FG Hikes Electricity Tariffs, Abolishes Fixed Charges

The Nigerian Electricity Regulatory Commission has increased electricity tariffs, while removing fixed charges for all consumers.

The new tariffs were approved Sunday.

Henceforth, all electricity distribution companies are not to bill customers the fixed charge component, starting from the customers’ next round of billing, the regulator directed.

Fixed electricity charge is a component of the tariff consumers are made to pay monthly, separate from what they actually consume.

The controversial N750 fixed charge nationwide had generated intense controversy among consumers who described it as illegal.

The chairman of NERC, Sam Amadi, said that under the new tariff regime, electricity consumers would only pay for what they consume from month to month.

Mr. Amadi said the removal of the fixed charge component was in compliance with consumers’ demand for a just and fair pricing of electricity in the country.

Buhari To Present 2016 Budget On Tuesday

President Muhammadu Buhari will tomorrow, Tuesday December 22, present the 2016 national budget before a joint session of the National Assembly.

This was disclosed to state house correspondents after the Federal Executive Council meeting which held on Monday in the council chambers of the Presidential Villa, designed to fine-tune the document.

The 6.07 trillion Naira budget proposal for 2016 was predicated on $38 per barrel oil benchmark; 197 Naira exchange rate.

It is an increase of about 40 per cent from the previous budget of 4.357 trillion Naira which was presented to the National Assembly in 2014 by ex-president, Goodluck Jonathan’s administration.

The budget presentation by President Buhari is coming just as the National Assembly approved the Medium Term Framework Expenditure (MTEF).

The Federal Executive Council (FEC) had on December 7 approved the Medium Term Expenditure Framework which pegs the 2016 Budget at six trillion Naira.

Child Suicide Bombing Kills Six In Borno

A child suicide bomber detonated his explosives, killing himself, two other bombers and six people in Nigeria’s northeast, in the latest bloodshed blamed on Boko Haram Islamist group, the army said on Monday.

The attack in Beninsheikh in Borno state happened around 8.30 pm on Sunday when three suspected suicide bombers aged between 10 and 15 years, were stopped for security screening by civilian vigilantes in the area, Colonel Sani Usman said in a statement.

He said one of the bombers, who was strapped with explosives, detonated the bomb, causing the “death of nine people while 24 others sustained various degrees of injuries.” Usman said the three suicide bombers were among the dead. “The security and emergency management agents have mobilised to the scene. The bodies have been evacuated and all those injured are receiving medical attention,” he said.

Suicide bombings — many by young boys and girls — have fast become Boko Haram’s preferred method of inflicting civilian casualties since it control of captured territory to a renewed military offensive by the military in recent months. Nigeria’s President Muhammadu Buhari has given his military commanders until the end of the month to end the six-year violence.

FG Orders Deployment Of NNPC Staff To Petrol Stations

The Federal Government, yesterday, ordered the deployment of staff of the Nigerian National Petroleum Corporation, NNPC, to petrol stations across the country to help check sharp practices and ensure the smooth supply and distribution of the product.
This was even as the NNPC stated that about 200 truckloads of fuel have entered Abuja, while another ?567 trucks have been dispatched nationwide under the special intervention fuel supply for the Yuletide season.
This was contained in a statement issued by the NNPC, after ?an emergency meeting between the Minister and senior staff of the NNPC in Abuja.
?The Minister of State for Petroleum Resources and Group Managing Director of the NNPC, Mr. Ibe Kachikwu, who gave the directive during the meeting, stated that the involvement of NNPC’s staff became necessary following the need to ensure total eradication of queues from fuel stations across the country and for effective monitoring of the distribution system.
He urged the staff to be ?ready to sacrifice their Christmas break if need be?, while he called on the staff to work towards achieving zero-queues at their respective stations as soon as possible.
He challenged staff to volunteer for the monitoring exercise, adding that standing up to provide creative solutions to challenges was what the new NNPC is all about.
Kachikwu further stated that though there were a number of challenges in the supply and distribution system that hamper efficient distribution of products across the country, it was time for NNPC to rise above the challenges by ensuring that the special intervention supplies are not diverted or hoarded.
He said, ?“This calls for effective monitoring of the supply system, especially at the end points, to ascertain that what is trucked out from the depots is delivered at the designated fuel stations and dispensed to the public in the most efficient manner. We need you to be out there to help achieve this; we can’t be at ease while Nigerians are going through so much pain to get fuel.”

Kogi Election: Faleke Files Petition At Tribunal

The running-mate to Abubakar Audu, the late candidate of the All Progressives Congress, APC, in November 21 governorship poll in Kogi, James Faleke, has filed a petition at the Kogi State Governorship Election Petitions Tribunal.

Mr. Faleke, accompanied by Mohammed Audu, the son of late Audu, and lawyers, submitted the petition to the clerk of the tribunal at about 12.20pm in Lokoja on Monday.

Hundreds of party members and supporters converged on the state High Court premises, venue of the tribunal, to witness the event.

The News Agency of Nigeria (NAN) reports that the Secretary of the tribunal, Akanji Akinlabi, who received the petition, said the contents were yet to become public.

Mr. Faleke is challenging the Independent National Electoral Commission, INEC’s decision which declared the election inconclusive.

He argues that the election had already been won and lost before the supplementary poll, saying he should be declared winner.

Mr. Faleke told journalists that he was confident justice would be done in the matter, pointing out that he did not join his party, the APC as a respondent in the suit.

Buhari Promises To Sanitize Defence Procurement Processes

President Muhammadu Buhari said Monday in Abuja that his administration was taking urgent and appropriate actions to restore order, due process and probity to the procurement processes of the nation’s Armed Forces.

Speaking at a meeting with the British Secretary of State for Defence, Mr Michael Fallon, the Nigerian President lamented that the procurement of equipment for the country’s Armed Forces which followed due process in the past, had become open to corruption and shady deals under the last administration.

We have reasons to believe that available data of our reserves understates what the almighty God has blessed our country with in many cases. We have barely updated some of the geosciences data collected 50 years ago or earlier; so we are cautiously optimistic that our mining endowments actually exceed what is currently stated.

That said, based on current data, Nigeria’s solid minerals sector makes up about 0.34% of gross domestic product (GDP). That means that based on current official exchange rates, the mining sector contributes N400billion in value to the economy. While that is a significant role, it is smaller than its true potential as the vast majority of our mining assets have yet to be exploited. In fact, what has been happening is the the sector has more or less been operating sharply below capacity, with many mining operations manned by small scale artisanal miners, as opposed to the large scale players.

Mining is not new to Nigeria. As a nation, mining of our resources began in 1902 in key mining towns such as Jos and Enugu. From these early operations led by the then British Colonial government, we went on to a more private sector focused model, and then moved to companies controlled by government such as the National Steel Company and the National Coal Corporation. The policy shift created too much uncertainty which occasioned many private investors leaving Nigeria and the sector suffering sharply as a result. The government at the time unfortunately did not do a good job of running mining companies and as a result, the sector’s progress grounded to a halt. Needless to say, little attention paid to the sector over the years compounded by, in some cases, poor policy judgements of previous administrations are some of the factors that have stunted the sector’s growth.

Today, following extensive reforms started in 1999, which essentially crystallized around the Nigerian Minerals and Mining Act of 2007, Nigeria is once again on the path to providing a transparent and workable regulatory and policy environment for private sector led mining. And companies have started responding to all the efforts made by my predecessors. Today we have companies such as Tongyi Allied Mining, Dangote Group, Segilola Gold, Kogi Iron Mines, Multiverse Resources, and Australian Mines Ltd etc. blazing the trail in the mining sector. We also look forward to welcoming more companies into the sector.

Challenges and Constraints

That said, even for our pioneer miners, the road to mining prosperity has not been easy. Many companies who have kept faith with Nigeria have struggled due to challenges in the solid minerals sector. Today, the Nigerian mining industry faces two (2) sets of challenges: external and internal.

External Challenges

The global mining market is in turmoil as key sources of demand that supported prices over the past two decades have declined. As you all may be aware, there is continuous global decline in prices of mining products which has put mines and mining houses under tremendous pressure. We see this reflected in the sharp declines in the share prices of Glencore, BHP-Biliton, Anglo American and Rio Tinto for example.

Naturally, as a result of falling metal and asset prices, many of the top mining houses are pulling back from investment planning, shutting down mines and optimizing current operations. All mining now has to be cost and process efficient.

For Nigeria, it creates a challenge to attract the large houses in the current time frame but therein also lies a great opportunity. We have therefore adjusted our go to market strategy to reflect a need to jump start market growth using a mix of domestic mining houses, junior mining companies and large global miners. The good news for Nigeria is that we have tremendous domestic demand for industrial minerals and metals – in the construction industry for example, so we will be focusing on working with other key MDAs to ensure that demand is met by Nigerian miners and processors.

Internal Challenges

Our internal challenges are of a different nature, and not a supply-demand balance issue. Internally, we need more of the support structure that will enable industry growth. At present, there are eight key internal challenges we face:

1. Limited Infrastructure: This is a key issue; the absence of appropriate infrastructure e.g. water, railroads and port handling facilities for base and bulk minerals makes it difficult for Nigeria to export iron ore for example. We need to improve energy, transport and market links to mines.

2. Insufficient Geological Data: While we have some geosciences data, we are still heavily reliant on work done 30 to 50 years ago to estimate our reserve potential. We need to provide more detailed, investment grade data to support investors. Mining licenses issued by the Cadastre Office should be able to serve as collateral for loans, if supported by reliable information on the quality and grade of deposits.

3. Limited Cooperative Federalism: Absence of incentives for states to become involved in mining is a key constraint i.e. royalties and taxes not directly accessible to states; need to review this arrangement. States have also not taken full advantage by setting up mining joint ventures, limiting their capacity to generate IGR.

4. Low Productivity: Nigeria’s mining techniques and processes need to be upgraded in order to reduce mine site waste, and boost productivity of output. Ditto some of our older steel plants. Even in a labour intensive mining sector, it is important that miners have access to the most efficient supporting technology.

5. Illegal Artisanal Mining and Community Challenges: Much of Nigeria’s mining is conducted informally at levels as high as 80% of activity in some regions of the country, not necessarily of Naira earnings. We need to bring these miners into a legalized framework, making them real start-up miners and ensuring they pay government the right set of taxes and royalties. I want to be clear: there will no longer be a free lunch, as the Mining Act will be firmly enforced.

6. Weak Institutional Capacity: The Ministry has undergone significant changes since 2007 but still remains constrained with respect to enforcing existing laws and policies, supervising mines, and leading the provision of geo-sciences data. The Ministry will therefore need to add more technical staff and also upgrade the skill set of the Mining Inspectorate staff as well as other staff in the Ministry and its agencies.

7. Insufficient Funding: Funding has been a challenge partially because the sector had not been a focus area for both government and financial institutions. Thus, a number of projects have drawn funding from offshore sources, while others have sought capital from a few Nigerian banks. We have commenced constructive engagement with the Central Bank of Nigeria (CBN) and with commercial lenders to help them create the teams to sharpen commercial options for Nigerian miners.

8. Weak Ease of Doing Business and Perception Issues: Nigeria still remains a challenging place to do business based on data from the World Bank’s survey over the past decade; while we have improved, that has had a negative impact on mining. Mining specific data such as the Fraser Institute survey puts Nigeria nesr the bottom of investor friendly destinations, even if that is more perception than reality, it shapes investor decision making process.

For Nigeria, the continued presence of these issues will hold back market development. Therefore, we must resolve these set of issues as they impact how we choose to compete in the market. While external markets create opportunities we can exploit, improving ease of doing business or reducing transport costs will enable us to attack market opportunities as a lower cost competitor for example. Indeed, the global mining party is ours to attend, but we must dress appropriately and come with a competitive edge. My team and I will be spending more time on building collaborative links with other key ministries to enable us build a cost competitive industry.

The President’s Agenda and Promise

Beyond the challenges, the key question is if all goes well, what do we want to achieve in the Solid Minerals sector? You must have heard Mr. President oft repeated views that he wants the sector to be a key source of economic growth and diversified revenue base for Nigeria. In fact, Mr. President has stated clearly that our goal is to build a more diversified economy in which oil remains important, but its share of the overall portfolio of revenue sources declines as the whole pie grows bigger. The recently approved Medium Term Expenditure Framework (MTEF) and the Fiscal Strategy Paper (FSP) emphasizes the place of solid minerals in thr economic growth strategy of the country.

Based on that presidential promise, to build a more diversified economy, our task as a Ministry is therefore to remove any and all obstacles to such growth. From working with the National Assembly to receive the right budgetary provisions to ensuring expansion in bulk handling terminals at multiple river and ocean ports, our role is to ensure that things work as intended.

Our Emerging Vision – A Safe, Sustainable and Profitable Sector

The trajectory of Nigeria’s extractive industry has not been without controversy. We are all witnesses to the challenges in the oil industry over the past few decades. More recently, we have seen significant challenges in the gold, lead and zinc mines of Zamfara where illegal mining without a clear understanding of how to handle poisonous material such as lead has had incredibly devastating consequences. We will continue to work with all stakeholders on the remediation of the health challenges arising from poor mining activities.

Given where we are and the early stages of the industry in Nigeria, we believe it is important that we set the right tone and create a structure for long term success. Therefore our core philosophical beliefs that will guide our decisions are as follows:
1. Jobs Creation – We want to build a sector that is a jobs and growth machine, capable of working alongside other sectors to create a range of career options for our citizens.

2. Revenue Generation – We want to build a sector that blocks all forms of leakages in the revenue accruals with a view to ensuring prompt and comprehensive collection of revenues.

3. Industrialisation – We want to build an industry that will support Nigeria’s industrialization, expansion of low cost coal generated power, earn foreign exchange and generate tax revenues for government at all levels.

4. Sustainability – We want to build an industry that is sustainable, and will balance profit maximization with sustained economic options

5. Transparency – We want to build a transparent industry that broadcasts what it pays to government and other partners.

6. Environmental Justice – We want to build an industry that values environmental equity and fairness for any and all.

7. Cooperation – We also want to build an industry that integrates states, communities and existing artisanal miners where possible into the mining ecosystem.

If we deliver on this vision, then we can build a mining sector that Nigerians can be proud of 30 years or more from now. This sector should deliver double digit growth over the next decade, with important direct and indirect economic impacts on households. To improve our likelihood of building such an outcome, the Ministry also sought to extensively understand the entire operations in the sector. Therefore, we continue to review lessons from some of the best mining industries to see what lessons we can draw from their experiences, balancing some of the objectives outlined above.

Our Emerging Federal Mining Strategy

Given all the opportunities and challenges outlined, as well as the global market outlook for mining, the Ministry has developed a framework strategy to drive growth. Let me outline the key elements of the strategy along 3 dimensions: what our aspirations are; where Nigeria should focus on; and how we intend to win.

Aspiration: First, our strategic aspiration is to build a sustainable, globally competitive mining sector, and related supporting sectors that will prudently use the finite resources available to improve the quality of life for Nigerians

Where to Focus: We will focus on supporting and growing Nigeria’s position in mineral assets with commercially proven reserves. Our assets will then be used to serve 2 key markets: a domestic industrialization market that is more beneficiation focused; and an export market that is more focused initially on the export of ores and raw materials. The mix of investors that will target Nigeria will reflect that preference of serving both the domestic and export markets. We anticipate that as we expand our geosciences databases and insights, we will also expand what minerals we compete in.

How to Win: Nigeria will focus on going to market as a quality and cost leader, rather than a scale based operation, pending further understanding of our reserves position. Be that as it may, we are interested in building a profitable solid minerals industry, not the largest in the world, hence we will always make shrewd decisions with our partners, communities and other stakeholders. For example, we will rather be the most competitive gold producer in the world and serve only a fraction of supply, than be the biggest producer and have equity investors generating losses.

Given the aspiration, the where to play and how to win choices, the role of government would be to invest in activities and levers that reduce the cost of doing business, and improve Nigeria’s perception as a high quality mining destination. Over the next few months, we will conduct additional analysis to refine our strategies and the policy regimes that will emerge to support and accelerate the execution of the strategy.

Ensuring Successful Execution of Emerging Strategy

To ensure a successful implementation of our strategy, we have also invested significant time in brainstorming key drivers of success. We have identified 8 key drivers of success which we will now review briefly.

· First, we will always work off an integrated plan that emerges from a broad consultation process; once the plan is finalized, we will actively communicate it to key stakeholders. Based on what we have shared today, much of it will not be a surprise.

· Second, we will build an investor friendly regulatory environment; today we have a very strong system but it can always be further improved; for now, our focus will be on enforcing its key elements including its “use it or lose it” license provisions and automating its operations.

· Third, we will champion and only use a partnership model with investors, communities, artisanal miners and states to create the right incentives for all parties. A good example is the Northern Numero Resources Ltd which is a partnership of an Australian group, the Federal Government and Kebbi State Government and the Community.

· Fourth, we will build a more widely available geosciences database; as we create more accurate geological maps, investors can become more confident and precise in their decision making

· Fifth, we will work closely with our colleagues in the Federal Executive Council particularly Environment, Finance, Industries, Trade and Investment, Interior, Transportation, Power, Works and Housing, Defence/ONSA, Customs and the BPE with a view to strengthening inter-agency collaboration and coordination.

· Sixth, we will work closely with banks, and other financial institutions, public and private to improve access to capital for solid minerals sector operators, large and small; we want Nigerian financiers to understand this industry again, and build teams to help drive its growth.

· Seventh, we will also look inward and rebuild the Ministry’s personnel, offices and teams to ensure we are streamlined, and investing appropriately to support growth; for example, we will add more technical and commercial persons, even as we consolidate certain functions to create efficiencies.

· Eight and finally, we intend to use solid minerals as a growth catalyst for communities. We will engage closely with multiple MDAs to ensure that communities we work in are treated with respect and professionalism to ensure that they can build a diversified economy over the years.

We have made varying levels of progress across each of these elements. Most would be classified as work in progress, while a few such as using solid minerals to drive growth and wealth in communities can be considered very early stage or not started. Over the next 12 to 36 months, we will periodically report back on progress against these 8 categories.

Next Steps: Some Short Term Actions

Before wrapping up today’s prepared remarks, I also want to talk about what my team and the entire Ministry will be doing in the next few months. Our immediate priority now is to accelerate investor confidence in the mining markets, and get the sector growing and jobs created. To do that within the context of the overall emerging strategy, we will be taking the following actions:

Finalize Market and Technical Diagnostic: We are working on creating one consistent view of Nigeria’s mining industry, drawing on a range of internal and external data; this will help inform our strategy as well as investor decisions.

Revenue Generation: Upgrading of the Mining Cadastre Office and the Mines Inspectorate Directorate – automation, efficient review of overlapping and inactive titles, guaranteeing the integrity of mining licenses, external audit of revenue receipts in the past years would be undertaken and the establishment of Mines Police

Formalising Artisanal and Small Scale Miners: Strengthen the institutional support to artisanal and small-scale miners for integrating them into the formal economy.

Finalise Privatisation Exercise: Based on the recent update provided by the Bureau of Public Enterprises to the Ministry, an audit of privatised assets would be undertaken.

Geosciences: Review and conclude all open contracts for collecting geosciences data; for projects that have been contracted and the collection flights flown, finalize payments and make these and other data available to investors.

Capacity Building: We will invest in capacity building for the technical and operational staff in the Ministry and organise the Ministry for optimal delivery of the goals outlined.

Non-State Actor Engagement: We will encourage and work in partnership with non-state actors especially Community Development Associations and Civil Society Organisations to promote participation and inclusion and ensure community development and safer/environmentally sustainable mining practices.

Regulation: We will work with stakeholders to review existing licenses and bring them up to date where there are issues; our goal is to get licensees who are sitting on the fence to have sufficient confidence to start investing real capital. That said, starting March 1, 2016, we will start enforcing the “use it or lose it” doctrine enshrined in the Nigerian Minerals and Mining Act, 2007. The period from today to 1st March 2016 should be considered an amnesty period to allow regularization of papers.

Formation of Investment and Business Support Team: There will be some low hanging fruits e.g. providing support to miners who are close to production but facing one or two administrative issues. We are setting up a new investment team that will help get such companies “over the line” and into production mode. We will also engage rapidly with key Nigerian companies that are today importing raw materials that can be supplied domestically e.g. coal for cement kilns. That import substitution push will be a quick to medium term win. The team will also start working closely with foreign investors who need guidance to launch operations in Nigeria.

Launch Stakeholder Communications: We will launch a series of targeted sessions with investors, communities and other parties in the next few weeks to continue the consultations we have begun since taking office. Our focus would be on ensuring that we are listening and acting as well in the best interests of committed partners. As much as possible, these sessions will be used to refine our thinking, as well as solve problems.

Dozens Missing After China Landslide

Hundreds of rescue workers are looking for survivors after a landslide hit 33 buildings in the southern Chinese city of Shenzhen.

 

Seven people were pulled from the rubble with minor injuries, but 91 are still missing.

 

About 900 were evacuated as the landslide struck on Sunday, the BBC reports.

 

Authorities said a huge man-made mound of earth and construction debris lost stability and collapsed.

 

The city is one of China’s biggest and is a major industrial centre.

It is situated in the southern province of Guangdong, across the mainland border from Hong Kong.

 

The landslide has blanketed a vast area of 380,000 sq m (455,000 sq yards) covering it with up to 10m (32ft) of mud at an industrial park, Shenzhen’s emergency management office said on its official microblog.

 

State news agency Xinhua said the landslide caused an explosion at a natural gas pipeline. Workers have cleaned up about 400m of damaged pipeline and are now repairing it.

CBN To Pump $90m Into Parallel Market

The Central Bank of Nigeria (CBN) is expected to shut the official foreign exchange (forex) window for the year by Wednesday and pump $90 million into the parallel market, it was learnt yesterday.

 

This week’s parallel market intervention is expected to curb prevailing naira volatility in the market. The naira last week exchanged at N280 to a dollar after the CBN supplied only $23 million to Bureaux De Change (BDC) operators, $67 million short of the expected $90 million.

 

Association of Bureaux De Change Operators of Nigeria (ABCON) President Aminu Gwadabe, who said he had heard about the plan, said the apex bank will meet this week’s forex demand to avoid a repeat of last week’s crisis.

 

“I think the CBN has learnt its lessons and will supply $90 million to the market. This translates to $30,000 for each of the 3,000 BDCs. That is the only way the naira will begin to rebound in the parallel market. It is currently exchanging at N263 to one dollar in Lagos and Abuja,” he said.

 

The parallel or black market has been sustained by the significant differences in the naira exchange rates against international currencies. With nearly N70 gap between the official and the parallel market rates, there has been a lot of room for players to make easy profit.

Though primarily funded by travellers and Nigerians living abroad who remit funds home, many banks have profited illegally by selling forex obtained through official sources to the black market through a process known as round tripping.

Gwadabe also said the high level of forex volatility recorded in the parallel market last week, was fuelled by the inconclusiveness of the CBN’s plans to permanently stop supplying dollar to the BDCs.

 

He disclosed that the market volatility was also worsened by banks recalling loans given to forex speculators as the year gradually runs to an end.

 

He attributed the naira rebound to people who kept large volume of dollars, but rushed to take advantage of high prices. It is estimated that about $5 billion are held by people waiting to take advantage of price changes.

 

CBN Director, Monetary Policy Department, Moses Tule, said the naira was under pressure because of the actions of speculators.

 

He said currency speculators are taking positions on the naira, with a view to making excess gain from currency trading.

 

Tule said currency speculators were determined to put severe pressure on the monetary authorities and make the apex bank buckle and further devalue the naira.

 

According to him, the CBN would not fold its arms while economic predators feast on the nation’s commonwealth through arbitrage.

 

While maintaining that the only rate in the currency market is N196.47 to dollar, he wondered why indigenous operators in the Bureau de Change (BDC) segment of the market chose to make huge profits at the expense of customers in genuine need of the currency.

 

Tule lamented that while international operators, such as Travelex, traded at not more than N7 above the rate, indigenous operators preferred to make excessive profits.

 

“We know what the fundamentals of the economy are and we will continue to take the right economic decisions on what to do and not when people sitting out there speculating on the currency think the naira should be devalued, so that they could make profit out of it,” he said.

 

“No country quotes its exchange rate with reference to the BDCs rates. The currency has a reference rate and that is the interbank exchange rate,” he said.

 

Tule urged Nigerians to be more patriotic in their dealings rather than engage in activities capable of undermining the integrity and value of the naira, adding that the media had a role to play in assisting the CBN to curb speculation on the naira.

UEFA ‘Disappointed’ In FIFA Ruling Banning Platini

The European football federation (UEFA) said it was “disappointed” in FIFA’s decision on Monday to ban Michel Platini for eight years over an ethics violation, expressing support for the Frenchman’s right to an appeal.
“Naturally, UEFA is extremely disappointed with this decision, which nevertheless is subject to appeal,” the governing body said of the ruling against Platini, who is UEFA’s president.
“UEFA supports Michel Platini’s right to a due process and the opportunity to clear his name,” the statement added.
FIFA’s ethics court suspended Platini, 60, over a 2 million Swiss franc ($2 million/1.8 million euros) payment he received from Blatter in 2011, reportedly for consulting work done a decade earlier.

 

Blatter was also banned for eight years.
Both Blatter and Platini denied there was anything suspicious about the payment and that it had previously been agreed in an oral contract.
FIFA judges said they “rejected” evidence concerning such an oral contract as it was unconvincing.

 

Shortly after the verdict, Blatter told journalists that he will appeal against the ban, first to a FIFA committee and then to the Court of Arbitration for Sport in Lausanne.
Platini has not commented on a possible appeal.
The Frenchman, once the heir apparent to replace Blatter as FIFA’s president, boycotted his hearing with FIFA judges on December 18, claiming their verdict was pre-determined.
He was, however, represented by his lawyers at FIFA’s Zurich headquarters, who said they had produced sufficient evidence to clear their client’s name.

Ijaw/Itsekiri Leaders Petition Buhari, Okowa Over Shell

Worried by alleged double standard being played by Shell Petroleum Development Company, SPDC, leaders of Ijaw and Itsekiri Oil and Gas Producing Communities have called for a total review of the company’s policy on manufacturer’s agents.
According to the aggrieved leaders, Shell workers are not only playing double standard but are using agents who are their cronies in procurement processes.

 
In a statement addressed to President Muhammadu Buhari by Messrs Edougha Moses and Fregene Emiko, National President Ijaw and Itsekiri Forum respectively, the people alleged that the huge financial commitment of annual renewal of the heavy marine vessel for contract documents are renewed yearly without jobs.

 
“All the Shell staff working in Delta State are christened Rivers State indigenes, hence the monthly PAYE deductions now accrue to Rivers State, thereby short-changing Delta State revenues,” the leaders said.

 
Lambasting Shell for its refusal to fully implement the Nigeria Local Content Laws, the aggrieved people want Shell workers to vacate Ijaw and Itsekiri land as they can no longer guarantee their safety.

 
“Obviously, the activities of Shell are a threat to the fragile peace in the Niger Delta region. Shell did not only insult the host communities, it also snubbed and rubbished Governr Ifeanyi Okowa by failing to honour the peace talks summoned by the governor in December 15, 2015 in Asaba,” they said.

Ambode Doubles Gov’s Cup Tennis Prize Money

In a ground-breaking move, the Lagos State Governor, Akinwunmi Ambode has increased the prize money of Governor’s Cup Futures I and II by twice its previous amount.
Disclosing this during the closing ceremony of tournament at the Lagos Lawn Tennis Club, Onikan, Governor Ambode said that it was in line with his administration’s objective to engender players’ development and put Lagos in the international limelight all year round.
Currently, the men’s tournament, which comes with hospitality is a $15, 000 event while the women’s, without hospitality is $25, 000. Both run for two weeks, making it an $80, 000 tournament. When increased, it comes to $160, 000.
This is the first time that the tournament, which served off in 2000, will be witnessing a significant rise in prize money and the attendant upgrading to an ATP event, which will both be implemented in next year’s edition.
While expressing his willingness to continue this tournament, Governor Ambode said that it was high time for value to be added to the game, a statement which hit the right chord with tennis faithful countrywide.
The Governor said: “we believe in the continuity of this tournament. This is something that showcases the future of where Lagos State is going. On our part, we’ve intensified our efforts to ensuring that security of lives and property in Lagos is of utmost importance to this kind of associated tournament.

 
“On my part, I have given a further commitment that we will ensure that we keep Lagos State safer so that we can attract more tournaments like this one. I am aware that participants have been joining us from overseas because of the benefits that they accrue from the IIT Futures.
“Consequently, I have discussed with the tennis federation because I want to scale up this tournament. I believe strongly in this. We want to move it from an ITF Futures to an ATP tournament. But we cannot do this alone. Before we can move it, we have to assure everybody about the security of Lagos and also provide additional infrastructure and this government is committed to doing both.

 
“In order to develop our players, I am making a further commitment that I will join the federation to organise the youth tennis academy. One of the things we are doing to sports is to ensure that we are on the international calendar 24 hours a day, 365 days a year. By next year, this government will double the prize money on offer”, added Governor Ambode.

Auto crash: Youths In Ebonyi Protest Death Of Colleagues

Youths in Ebonyi, weekend, staged a peaceful protest over the death of 10 youths in an auto-crash, while on their way to witness the Appeal Court judgment on Ebonyi State governorship election.
The youths, who carried placards with various inscriptions, stormed the Government House, Abakaliki to register their protest.
In his speech, leader of the youths and Chairman, National Youth Council of Nigeria, NYCN, Elder Samuel Igwe said: “No doubt, every mortal will die definitely one day, but a situation where these youths had to be sacrificed on the altar of political desperation is unacceptable to Ebonyians.
“Anybody can go to the court to challenge whatever he feels aggrieved about but that has to be done following due process with evidences for justification, and not to sacrifice our youths.
“We suspect that some political desperados know what or who is behind these sad deaths of our youths who are future leaders of our dear state.
“We suspect foul-play in this matter as it concerns the enemies of the incumbent administration.”
He called on Governor David Umahi to set up a panel of inquiry to unravel the causes of the untimely death of the youths.
Addressing the youths, the Chief of Staff Government House, Chief Emmanuel Offor said, the state government was unhappy over the death of the youths.

 

He alleged that some misguided and desperate politicians in the state were using the youths as sacrifice to actualize their ambition.

The Economic and Financial Crimes Commission may write former President Goodluck Jonathan in connection with its ongoing investigation into arms procurement scam.

 

It was gathered that the commission was planning to write the former President because his name had consistently featured in the interrogation of some suspects.

 

A former National Security Adviser, Col. Sambo Dasuki (retd.), was reported to have said he disbursed funds from his office based on the instruction of the former President. Also, a former Minister of Finance, Dr. Ngozi Okonjo-Iweala, had two weeks ago, said she transferred money to the former NSA as a result of a decision reached at a meeting presided over by Jonathan.

 

According to The PUNCH, an EFCC source said, “Although the commission will not invite the former President, we may write him to tell us his own side of the story because his name has been coming up in our investigations?”

 

The source, however, said the commission would need to seek “clearance” from President Muhammadu Buhari before such letter could be sent to Jonathan.

 

Meanwhile, the EFCC is also concluding arrangements to invite some chieftains of the Peoples Democratic Party.

 

It was gathered on Sunday that the planned invitation of the PDP stalwarts was part of the ongoing investigations into the arms procurement scam and the party’s 2015 presidential campaign fund.

Miss Philippines Crowned Miss Universe

Miss Colombia was wrongly named Miss Universe in a dramatic mix-up in front of a global television audience of millions, before the rightful winner Miss Philippines was finally handed the glittering crown.
The pageant’s host, US comedian Steve Harvey, misread his cue card and initially announced Miss Colombia, Ariadna Gutierrez, had triumphed.
She was fleetingly crowned and congratulated at the ceremony in Las Vegas and started waving to fans. But as she blew kisses to an adoring crowd, Harvey was forced to come clean and announce the real winner.
“OK folks, I have to apologize. The first runner up is Colombia.”
“Miss Universe 2015 is Philippines,” he added as the music began anew, with the actual winner, Pia Alonzo Wurtzbach — a high-profile actress and television host — looking stunned and mouthing “what?”
Harvey attempted to explain the error to a perplexed audience, who greeted the news with both cheers and boos.
“This is exactly what’s on the card. I will take responsibility for this. It was my mistake, it was on the card,” he said.
“It was my mistake, still a great night,” added the talk show host, saying the audience should not “hold it against the ladies”.
The glittering crown was then promptly placed on Wurtzbach’s head. She later told reporters she wished Miss Colombia the best.
“I’m very sorry, I did not take the crown from her and I wish her well in whatever she wants to pursue after this pageant,” she said.

In the Philippines, celebrations broke out despite the gaffe.
The presidential palace led the nation in hailing the victory of the German-Filipino model, who this year fuelled gossip of a relationship with 55-year-old President Benigno Aquino by saying they were friends and that “he’s very fun to talk to”.
“We congratulate her for this success as the third Miss Universe of the Philippines,” Aquino’s spokesman Edwin Lacierda said in a statement.
“In bagging this victory, Ms. Wurtzbach not only serves as a tremendous source of pride for our people, but also holds up the banner of our women and of our country, as a true representative of what the Filipina can achieve,” he added.
Lacierda also praised Wurtzbach’s “tremendous poise and control” after the pageant host’s mistake.
Top Philippine broadcaster ABS-CBN, where Wurtzbach works as an actress and host, cut off a live broadcast of Aquino addressing the military to air Harvey’s apology.
“I felt sorry for both candidates… and for all the Filipinos… who were watching live. It took away from the experience,” said the country’s last Miss Universe, 1973 winner Margie Moran.
News of the error spread rapidly on social media, with the #MissUniverse2015 hashtag trending.
“People are human, mistakes can happen. Luckily some have the bravery to own it & take a step to correct it. Hugs to #MissUniverse2015 wow,” tweeted Audrey Bolte, who described herself as Miss Ohio USA 2012.
Some viewers appeared to be gloating.
“It’s okay Miss Colombia. At least you know how it feels to be Miss Universe, at least for a few minutes,” one Filipino said on Twitter.
The contest is wildly popular in Latin America and much of Asia.
The event was held on the same night at least one person died and at least 26 were hurt after a car ran into a group of pedestrians on the bustling Las Vegas Strip, police said, adding the driver was in custody.

Be Resolute, Oritsejafor Urges Nigerians

Pastor Ayo Oritsejafor, President, Christian Association of Nigeria (CAN), has urged Nigerians to be resolute in the face of the current challenges confronting the nation.

 

Oritsejafor gave the advice at the Interdenominational Thanksgiving Service held in honour of the Olu of Warri, Ogiame Ikenwoli Emiko in Warri on Sunday.
The service was held at the Foursquare Gospel Church inside the Palace of the Olu in Ekorode Itsekiri in Warri South Local Government Area of Delta.

 

Orisejafor urged the people not to be deterred by the present situation, noting that God will intervene at the appropriate time.

 

He said that clerics were praying fervently for the peace and economic revival of the country.

 

The CAN president said that the occasion was special to him and the entire people of Iwere land because God has destined the new Olu of Warri for greater things.

 

”The crown of the Olu of Warri is a special crown owned by only the Itsekiri Kingdom in the whole of Africa.

 

”The crown, having been more than five hundred years old, is a special gift given to the son of Dom Dom Mingos by the king of Portugal in the 16th century.

 

”We should always learn to give thanks because it opens the door for greater things to happen”, he said.

 

Oritsejafor called on the people to learn how to manage success, noting that it could to lead to destruction if not well handled.

CHAN: Eagles Resume Training After Weekend Break

Nigeria’s Super Eagles Team B will resume their camping in Abuja after two days break at the weekend as they prepare for the African Nations Championship Rwanda 2016.

 
Coordinator of the team, former international, Patrick Pascal, said that the assistant coaches who stood in for recuperating Chief Coach Sunday Oliseh are expected to continue the training with the players ahead of 3 January, 2016 date for the departure of the Eagles to South Africa where the second phase of camping will take place.

 
He said new players will join the team as they resume on Monday. Lobi Stars of Makurdi central defender, Samson Gbadebo is coming in to replace a player who is nursing an injury. So also are U-23 duo of Usman Mohammed and Bature Yaro. The players were involved with the Dream Team VI at the 2015 Africa U-23 Cup of Nations in Senegal.

 
Mohammed plays for relegated Glo Premier League side, FC Taraba. He was a regular for Samson Siasia’s team as they rolled all the way to a first title at the competition including securing a ticket for the 2016 Olympic Games.

 

Pascal also debunked the rumours that Chief Coach, Oliseh would not be available for the CHAN in Rwanda because of his sickness.
“This is not true because we are in constant talks with Oliseh who assured us that he will be with us. He told us that he would see his doctor this week to decide the state of his health for the CHAN. So I don’t think the news of him not going with us to Rwanda is true,” Pascal said.
While in South Africa for the second phase of camping, the Eagles Team B will take on Cote d’Ivoire in a friendly match in Pretoria.
Another game against Angola is also lined up by the Nigeria Football Federation (NFF).

 
Nigeria kick off their CHAN 2016 campaign against Niger on 18 January next year at the Stade Regional Nyamirambo. They will also face Tunisia and Guinea in their other group matches.

Arms Scandal: EFCC To Question Bode George, PDP Chiefs

The Economic and Financial Crimes Commission is concluding arrangements to invite some chieftains of the Peoples Democratic Party for questioning, a top source at the commission has said.

 

The plan is part of the ongoing investigations into the arms procurement scam and the party’s 2015 presidential campaign fund.

 

According to a report by Punch Newspaper,  the commission had compiled a list of the PDP chieftains to be invited while the anti-graft agency was awaiting directives to summon them.
The source added that the party’s chiefs might appear before the commission this week.

 

The top source, who spoke on condition of anonymity, added that it was the operational procedure of the EFCC to invite all those whose names were mentioned in the process of the investigation.

 

He explained that those whose names were mentioned, such as the former Board of Trustees Chairman of the party, Chief Tony Anenih; a former Deputy National Chairman, Chief Bode George, and others, who were alleged to have received part of the funds meant for arms procurement, would be questioned.

 

The source stated that inviting those mentioned did not necessarily mean an indictment but part of the process of investigation designed to unearth the truth.

 

He added, “You see, this is an investigation. In a situation like this, the commission has a thin chance of not inviting those whose names have been thrown up.

“They have to be invited to make clarifications; it does not necessarily mean that they have been indicted but it is only a standard procedure for them to appear to make clarifications where necessary.

“I think by now, Anenih, Bode George and all those who were mentioned during the investigation should have been invited but the commission has not been given the directive to pick them up.

“They know what they are doing. Anytime from now, possibly this week, they will be invited.”

 

The EFCC arraigned functionaries of the Goodluck Jonathan’s administration, who had been mentioned as having a connection with the $2.2bn funds, said to have been meant to purchase arms to fight the Boko Haram terrorists during the past administration.

 

These include Dasuki, a former Minister of State for Finance, Ambassador Bashir Yuguda; and a former Governor of Sokoto State, Alhaji Attahiru Bafarawa.

 

Others arraigned are Bafarawa’s son, Sagir; and the founding chairman, DAAR Communications Plc, Chief Raymond Dokpesi.

 

Yuguda was on November 14 reported to have said he gave N600m to six chairmen of the contact and mobilisation committees of the PDP in the 2015 elections.

 

He was reported to have listed George (South-West); Yerima Abdulahi (North-East); Peter Odili (South-South); Senator Jim Nwobodo (South-East), and Attahiru Bafarawa (North-West) as beneficiaries of the fund disbursement.

 

Nwobodo, a former governor of the old Anambra State, has said he received an equivalent of N100m (in dollars) from ex-National Chairman of the PDP, Alhaji Adamu Mua’azu, and not from Yuguda.

 

On his part, George, in a statement on December 14, denied collecting N100m from Yuguda.

 

He said the former minister gave the PDP Contact and Mobilisation committee $30,000.

 

Meanwhile, the EFCC is still detaining the Managing Director of Stallion Group, Harprrie Singh, over an alleged N1.75bn gift to Yuguda.

 

Investigations revealed that the commission was still holding the Stallion Group MD as of the close of work on Friday.

 

It was gathered that the commission would invite heads of more conglomerates this week in connection with the arms probe scam.

 

A top operative of the commission confided in our correspondent on Sunday that the commission had not released the Stallion MD because investigation into the controversial gift was still ongoing.

 

The source said, “The man has not been released. He was still with the commission during the close of work on Friday. It would be very unlikely for them to release him at the weekend, especially when the investigation has not been concluded.”

 

The EFCC on Thursday arrested Singh for a N1.3bn gift to Yuguda. The money was said to have been given to the former minister through Dasuki.

FIFA Bans Sepp Blatter, Michael Platini For 8 Years

FIFA president Sepp Blatter and UEFA boss Michel Platini have been suspended for eight years from all football-related activities following an ethics investigation.

 

The bans come into force immediately.
At 79, Blatter’s suspension effectively ends his long career as a football administrator.
FIFA boss since 1998, the Swiss had already announced his intention to stand down before February’s presidential election.

 

Platini, 60, was tipped as a future leader of football’s world governing body and had hoped to succeed Blatter.
A three-time European Footballer of the Year and former captain of France, he had been in charge of Uefa – European football’s governing body – since 2007.
Blatter and Platini were found guilty of ethics code breaches surrounding a £1.3m ($1.94m) “disloyal payment” made to the Frenchman in 2011.
Both men denied any wrongdoing and claimed the payment was honouring an agreement made in 1998 for work carried out between 1998 and 2002 when Platini worked as a technical adviser for Blatter.
The payment was not part of Platini’s written contract but the pair insisted it was a verbal agreement, which is legal under Swiss law.
German judge Hans-Joachim Eckert, the chairman of FIFA’s adjudicatory chamber, held disciplinary hearings for the pair last week.
Charges included conflict of interest, false accounting and non co-operation, with investigators submitting a file of more than 50 pages.

CBN Governor Promises Robust Economy, Stable Currency In 2016

Governor of Central Bank of Nigeria (CBN), Mr Godwin Emefeile says the apex bank is evolving additional measures to boost the nation’s economy and stabilise the naira.

 

Emefeile made the remark at an Interactive Session with Media Editors in Abuja.

 

He declined to give details of the measures and modalities for their implementation

 

“Don’t ask me because I will not disclose our strategy for now’’, adding that doing so would be counter-productive and pre-emptive.

 

The CBN boss explained that the Nigerian economy was not as bad as being portrayed when compared with other economies in Africa.

 

He advised importers to restrict their imports to raw materials and equipment rather than finished products and food in order to reduce the pressure on the nation’s scarce foreign exchange.

‘’CBN will soon start a nationwide campaign to sensitise Nigerians to items excluded from importation.

‘’This is part of efforts to save more foreign exchange and stabilise the nation’s currency.

‘’The solution to free fall of the naira is by controlling the demand for foreign currencies such as the dollar.

‘’If we are able to reduce importation, the demand for the dollar will fall automatically.’’

 

Emefiele said the country should go back to the farm to produce what was needed.

 

“Public servants should also engage in farming because the only business public servants are allowed to engage in is farming.

‘’And you don’t need power to farm tomato, vegetables or fish’’, Emefeile said.

 

He blamed unscrupulous businessmen who engaged in illicit activities for exerting intense pressure on the dollar and other currencies.

 

According to him, the apex bank has ensured reasonable stability in the value of the naira by keeping official exchange to the dollar between N196 and N197 to the dollar.

 

Emefeile advised Nigerians to always approach their banks for their request for foreign exchange at the official rate as against patronising the black market operators.

 

‘’CBN does not have plenty dollars to sustain the bureau de change’’, he stressed.

 

The CBN boss, however, insisted that the 22 per cent depreciation of the naira was reasonable when compared with other emerging economies adversely affected by global economic recession.

 

‘’Zambia, for example, has depreciated its currency by about 48 per cent, Angola by 25 per cent while Brazil depreciated its currency by about 48 per cent from October last year till now.

 

‘’Our situation is not as bad as people think. When you devalue, there must be a structural adjustment. We have never followed up with structural adjustment.

‘’So, the approach we are adopting at the moment is that, having done a 22-per cent adjustment in the currency, let us structurally adjust our position.

‘’Let us say, look, stop importing rice; stop importing toothpick; stop importing tomato from South Africa; stop importing 20 million eggs daily from Africa.

‘’That’s the gist of what we are saying. We are saying Nigeria can do without these items. And the truth is that the reserves are no longer there.’’

 

Emefeile said CBN had created the enabling environment to encourage the growth of small scale businesses through the grant of soft loans to small business operators.

 

He said only N60 billion of the more than N200 billion soft loans meant for SMEs had been accessed so far.

 

 

He urged Nigerians to be patient with the Buhari administration in its efforts at easing the sufferings of Nigerians.

Breach Of Contract: Court Orders Stanbic IBTC Bank To Pay N4.5bn As Compensation

A Federal High Court sitting in Lagos has ordered Stanbic IBTC Bank Plc to pay a former Group Managing Director of Afribank Nigeria Plc, Patrick Olayele Akinkuotu and his company, Longterm Global Capital Limited, the sum of N4.5 billion for breach of contract.

 
The presiding judge, John Tsoho, also ordered Stanbic IBTC and the second defendant in the case, Starcomms Plc, to pay interest of 10 per cent on the judgement sum per annum until the date of final liquidation. The court also ordered that the 100 million units of Starcomm shares sold to the plaintiff through private placement in 2008 were improper, invalid, null and void and were thereby set aside.

 
The judgement of the court was sequel to a suit filed by Akinkuotu and his company against Stanbic IBTC Bank Plc and Starcomms before the court in 2012 alleging that the Stanbic IBTC deliberately misled them into buying shares of Starcom (the second defendant) by misrepresenting facts and issuing false documents.

 

Joined as co-plaintiffs in the suit are: Mrs. Oluyinka Akinkuotu and a limited liability company, Lakeside Mews Limited. ?According to the claim the plaintiff filed before the court through his counsel, Chief Felix Fagbohungbe (SAN), in April, 2008, the bank through one of its officers, Akintayo Mabeweji, proposed to sell shares of Starcomms to the plaintiffs by way of private placement. Thereafter, the bank gave the plaintiffs an Investment Letter dated April 24, 2008, bearing the names of Stanbic IBTC and another company, Chapel Hill Advisory Partners Limited as Joint Issuing Houses. The Investment Letter and the Form of Commitment were represented by the bank as the only placement documents which target prospective investors were expected to rely on before they made their unfettered independent investment decisions in respect of the placement.
Based on these documents , each of the plaintiffs was committed to purchase 25, 000, 000 units of Starcomms shares and promptly complied with the instructions of the bank.

 
However on July 24, 2012 the plaintiffs received two separate investigation letters from the Securities and Exchange Commission (SEC) which raised several issues in respect of the private placement and upon inquires the plaintiffs discovered that the authentic and final document prepared and submitted to the SEC by the defendants was a Private Placement Memorandum dated May 5, 2008 and not the one given to them.

 
Consequently,the plaintiffs averred that they were induced and misled by the representation which were deliberately made by Stanbic IBTC Bank Plc which made them apply and pay for Starcomms shares.

 
In its defence, the bank challenged the jurisdiction of the court to entertain the suit and urged the court to dismiss it because it was frivolous and vexatious,while also claiming that the bank did not conceal any material information in order to induce the plaintiffs to offer or participate in the private placement.

 
However, Justice Tsoho, in his Judgement agreed with the plaintiffs that the defendants deliberately concealed useful information which may have assisted them to reach a more informed decision.

 
He therefore declared that the plaintiffs are legally entitled to rescind the four Forms of Commitment for 100 million units of Starcomms shares which were subsequently manipulated by Stanbic IBTC Bank and were improperly and unlawfully treated as three valid applications for subscriptions and purchases under the private placement exercise.

 
The court also ordered Starcomms the second defendant to cancel forthwith from its register of shareholders the names of the plaintiffs.

NDDC Inaugurates N427m Hostel For RSUST Students

The Niger Delta Development Commission (NDDC) on Sunday inaugurated an ultra-modern 522-bed hostel, worth N427 million, for students of the Rivers State University of Science and Technology (RSUST) in Port Harcourt.

 

The NDDC Managing Director, Mr Bassey Dan-Abia, who inaugurated and handed the project over to the RSUST management, said that the building would ease accommodation challenge being faced by the students of the university.

 

Dan-Abia said the hostel accommodation, awarded in 2004 at the initial contract cost of N1.230 billion, was later reviewed downwards by the commission to N427 million.

 

“The prototype-hostel building has three floors of 57 rooms in each, totaling 171 rooms with standard space for 522 beds, with some of the rooms having three beds each while others had four beds.

 

“The rooms were constructed with provision of facilities for paraplegics and space that will enhance the standard of living of students of the university.

 

“The hostel has two common rooms, including other state-of-the-art facilities such as a beautified internal court yards for relaxation, green areas and a cyber café.

 

“Others are: a 25,000-gallon-elevated-water tank; a supplementary 10,000-gallon-surface tank with a water treatment plant, and an underground drainage system that aimed at avoiding ecological menace,” he said.

 

Dan-Abia added those similar hostels’ accommodation had been inaugurated in Imo State University; Federal University of Technology, Owerri; University of Benin, and the Delta State University, Abraka, among others.

 

The NDDC boss said that the current shortage of funds would not deter the commission from embarking on projects that would improve the living conditions of students in the Niger Delta.

 

Receiving the hostel, the Acting Vice-Chancellor of RSUST, Prof. Blessing Didia, commended NDDC for the gesture, saying that the hostel was among the few hostels with provisions for the physically challenged.

 

He said that the hostel would greatly ameliorate the acute shortage of accommodation on the university campus.

 

According to him, the university has a student population of no fewer than 20,000 and only about 2,000 students are currently accommodated on campus.

 

“You can, therefore, understand the joy of the university community for the great relief which this hostel has brought to the students and their parents,” he said.

370,000 PDP Members Defect To APC In Jigawa

No fewer than 370,000 members of the Peoples Democratic Party (PDP), in Jigawa have defected to the All Progressives Congress (APC).

 

The National Chairman of APC and eight governors on the party’s platform, received the defectors in Dutse on Sunday, amid jubilation

 

The News Agency of Nigeria (NAN), reports that the governors present at the occasion were Alhaji Bindo Jibrila, Adamwa, Alhaji Abubakar Bello of Niger, Alhaji Atiku Bagudu of Kebbi, and Alhaji Bello Masari of Katsina.

 

Others were Alhaji Muhammed Abubakar, Bauchi, Alhaji Kasim Shetima, Borno, Alhaji Abdulazeez Yari, Zamfara, and Prof. Hafiz Abubakar, Deputy Governor of Kano State.

 

Receiving defectors, the National Chairman of APC, Chief John Oyegun, said the calibre of the defectors was an indication that APC was on the right track.

 

Oyegun said that anyone who truly loved Nigeria and believed in the leadership of President Muhammad Buhari to lead the country to path of greatness was always welcome to the party.

 

He commended Gov. Muhammad Badaru for his good leadership in the state which he said led to the harvest of former PDP chieftains in the state.

 

In his remarks, Badaru, who said that the number of defectors was more than 370,000, pledged that APC would be fair to them and that they would be treated like the old members of the party.

 

The News Agency of Nigeria (NAN), reports that the defectors included 16 serving local government chairmen, and Alhaji Ibrahim Khalid, the state Chairman, Association of Local Government Chairmen (ALGON).

 

Eight serving Vice-Chairmen of local councils in the state and Alhaji Lawal Abdu, the immediate past Secretary to the State Government, were also among the defectors.

 

The list also has Alhaji Hameed Malammadori, former Minister of Power and Steel, and Alhaji Saminu Turaki former Governor of the state.

 

Alhaji Mustapha Kiyawa, former member, House of Representatives, Alhaji Bashir Adamu, Alhaji Yusuf Galambi and some members of the House were also among the defectors received at the event.

 

Alhaji Bashir Adamu, who spoke on behalf of defectors, said they defected because they were no longer comfortable with PDP.

 

Adamu pledged to work with the party at all levels to bring the needed positive change to the people.

PDP Sweeps Ekiti Council Polls

Peoples Democratic Party, PDP won all the 16 chairman­ship and 177 councilorship positions contested for in the local government elec­tions that held in the Ekiti State on Saturday.

The PDP candidates emerged victorious in the election conducted by the State Independent Elec­toral Commission, SIEC, which said five political parties indicated interest to participate in the poll.

The elected chairmen are expected to be inau­gurated today by the state governor after they might have received their Cer­tificates of Return from SIEC.

In a statement by the Chief Press Secretary to the Governor, Idowu Adelusi, said all the new chairmen, party leaders, traditional rulers and guests of the chairmen were expected to attend the occasion.

This was as the gover­nor said the successful con­duct of the council election by his administration “is a promise made to the people that has been kept”.

The governor, who spoke in Afao-Ekiti yes­terday, described the use of caretaker committees to run local government system as an aberration, saying “the hallmark of a genuine democrat was al­lowing people to express their choice on who gov­erns them”.

Kwara State Government has imposed a 24-hour curfew after at least four persons reportedly lost their lives on Sunday in a renewed communal clash involving Share and a neighboring town, Tsaragi in Kwara State.

 

A statement by the Secretary to the State Government, Alhaji Isiaka Gold, said the curfew was with immediate effect.

 

The statement said a detachment of Nigerian Army has been drafted to reinforce security being provided by the Police and other para-military agencies in the area.

 

“The Kwara State Government warns that anyone found with illegal arms and ammunition or disrupting peace and public order in both communities will be dealt with in line with the laws of the land.

 

The Kwara State Government, therefore, assures of its preparedness to deploy all lawful measures to ensure the welfare and security of all citizens”, said the statement.

 

The statement appealed to other communities in the state to continue to live in peace with their neighbours.

 

It warned that the full weight of the law would be brought to bear on anyone or group found fomenting trouble in any part of the state, no matter how highly placed.

 

The Share, headquarter of Ifelodun, and Tsaragi in Edu, local government areas, have been involved in bloody land disputes for decades.

Resign If You Cannot Pay Minimum Wage, NLC Tells Governors

The Nigeria Labour Congress (NLC) has asked any state governor in the country who cannot pay the N18,000 minimum wage to resign from office without delay.

The NLC insisted that the N18,000 minimum wage for Nigerian workers was not fixed but was negotiated through a tripartite system.
The National President of the NLC, Ayuba Wabba, made this declaration in Ilorin, the Kwara State capital, at the weekend while speaking with journalists shortly after attending the Janazah prayers organised for the late wife of the former Vice-President of NLC, Mr. Issa Aremu, Hamdalah.

He also warned that any governor reneging on that agreement was breaking the law of the land, adding that such governor should resign from his position.
Wabba also  hailed the ongoing war against corruption by President Muhammadu Buhari, saying corruption had killed more people in the country than auto accidents.

“They have been misinforming the people about the N18,000 minimum wage. Minimum wage is not fixed, it was negotiated through a tripartite system; 10 state governors represented the governors, federal government and organised private sector were also represented. It was a tripartite process of collective bargaining.

“We had looked at all the indices of ability to pay. It is a law and anybody who refuses to pay is breaking the law of Nigeria and we advise such governor to resign.

“Why is it that the salary of councillors to the highest political office all over the country despite their inability to pay is the same? If there is economic challenge, why should it be the workers that will bear the burden? Councillors in least economic viable to the most economic viable states in the country earn the same salaries. So who are they fooling?

“Can they continue to fool us? When the resources were there workers were not enjoying. Now that there is a challenge in the system why should the burden be shifted only to the workers? That is not acceptable to us. This is like a battle for us as we must continue to insist that workers should work in dignity and there must be dignity in labour,” he posited.

Police Nabs 12 Suspected Cultists For Beheading Man

Twelve men, who have been on the wanted lists of the Police for allegedly beheading one Afeez Obokwu in May this year, have been arrested by officers of the Special Anti-Robbery Squad, Lagos State Criminal Investigation and Intelligence Department, Panti Yaba.

It was learned that Obokwu’s headless body was recovered on  the highway at Oyingbo railway while the severed head was recovered by the Police  at the Otto Ilogbo, Ebute Meta area.

The suspects arrested by the Police on tip off by members of the public include  Kazeem Ajani, Suliamon Bello, Idowu Morawo, Abiodun Adeleke,Taiwo Jayesimi, Aberdeen Sanjowa,Abubakar Umaru, Ogunlade Dayo, Sodiq Olalere, Lekan Ajayi, Jamiu Wahaab and Kudus Olatunde.

While describing the suspects as serial killers, the Police said some of the suspects were earlier arrested and charged to court but were released.

From investigation, the suspects belong to two rival cult groups called the Otto Boys with allegiance to the  Eiye cult and the Apapa Boys with allegiance to the Aiye cult  with their base at the Ebute-Meta area of the state.

The suspects in their confessional statements to the Police revealed that they had participated in various killings across the state.

Narrating how they beheaded their victim, one of the suspects, Taiwo said his gang members killed four persons in a supremacy fight and beheaded one of their victims, Afeez Obokwu .

“My name is Taiwo but  popularly called Figo. Sometimes in May, there was a crisis between the Otto Boys and the Apapa Boys. I belong to the Otto Boys. The leader of our gang is called Dangbe.

“On that particular day , our gang killed four rival cult members of the Apapa Road gang. We went to Apapa Road and engaged them in a shootout where we killed four of the Apapa Road cultists,” he said.

Taiwo Jayesimi  listed those killed to include Akin, Fatia, Afeez Obokwu and Eleto, adding that they used cutlass to behead Obokwu. “The Apapa boys also killed some of our boys namely Abeeb, Tunde, Gani and Baba Benti. It was a gang war of supremacy between our gang and the Apapa Road Boys,” he said.

Man Remanded For Duping NYSC Member

For allegedly duping a member of National Youth Service Corps (NYSC), a suspected fraudster, David Emmanuel, was at the weekend remanded in police custody by an Akure Magistrate Court sitting in Akure, the Ondo State capital.

Emmanuel was accused of duping one Idowu Temitope the sum of N120,000 in false pretence of securing employment for him at the Department For International Development (DFID).

According to the prosecution counsel, Tolu Abisagbo, Emmanuel also collected a sum of N630,000 with a promise of assisting him in buying two cars from two federal agencies.

Abisogbon further told the court that the offences committed by the suspect are punishable under section 516 of the criminal code and laws of the state.

He prayed the court not to grant the accused bail because other suspects are still at large.

He added that the presence of the accused would be helpful in further investigation.

The counsel to the accused person ,Barrister Rotiji Emmanuel urged the court to grant his client bail on the ground that he was presumed innocent until proven contrary

In his ruling, the Presiding Magistrate, Sola Adedapo, ordered the suspect to be remanded in police custody till December 22, when the matter comes up for further hearing.

I Have No Plan To Join APC – Kashamu

The Senator representing Ogun East Senatorial District, Buruji Kashamu, has said he does not have any plans to decamp to the All Progressives Congress, APC, saying, his support for the Federal government’s anti-corruption stance is not borne out of my personal interest but the interest of the masses who are in the majority and the love for the country.

 
‘’Our people have suffered for too long because of a greedy few who amass our commonwealth for themselves and their families,” he said.

 
He also said corruption must die for Nigeria to live, adding that all Nigerians must support President Muhammadu Buhari’s anti-graft war.

 

In a statement, the senator, who said he was not supporting the war because he planned to switch from the Peoples Democratic Party, PDP, added that; “Corruption by whatever colouration is bad and inimical to our growth as a nation”.
He said successive governments had made feeble and largely showmanship attempts to contain corruption with little or no results and without a sustainable plan of action.

 
He said: “Let me make it abundantly clear that I am not in any way romancing the APC. If truly politics is about the people and a contest of ideas, I cannot understand why any politician that is worth the name would see an idea that will benefit the people and not support it, irrespective of political leanings. I will support good initiatives, just as I will criticise bad ones.”

Zaria Killings: Senate Panel To Meet Zakzaky, Buratai

Members of the Senate adhoc committee on Zaria killings would meet with the leader of the  Islamic Movement in Nigeria, Sheikh Ibraheem Zakzaky and the Chief of Army Staff, Lt-Gen Tukur Buratai.
The Senate had on Wednesday set up a 16-man committee with Senator Ahmed Lawan (APC Yobe North) as chairman with the mandate of investigating the killings.
It was gathered that members of committee after their maiden meeting resolved to meet with all parties especially the army chief and the Islamic scholar.
A source closed to the committee said the two personalities would be quizzed on the roles they played in the fracas.  “The committee would hear from Buratai, Zakzaky and his key followers on the issue. A date has not been fixed for this but the committee is working to round up their assignment in two weeks,” the source said.
The source said the committee members, have been barred from speaking on the matter, “going by the sensitive of matter, the members of the panel have been barred from speaking on the matter.”
Efforts to get the reaction of the chairman of the committee yielded no result as he neither picked nor replied to the SMS sent to his mobile phone.
Senators on the committee include Shaaba Lafiagi, Jonah Jang, George Akume, Jeremiah Useni, Monsurat Sunmonu, Shehu Sani, David Umaru, Godswill Akpabio, Abu Ibrahim, Stella Oduha, Bayero Nafada among others.

APC Ready For Rescheduled Bayelsa Poll — Sylva

The governorship candidate of All Progressives Congress, APC, and former governor of Bayelsa State, Chief Timipre Sylva, says he is ready and willing to compete against Governor Seriake Dickson at any electoral contest.

 
Sylva, who boasted that he would emerge victorious, accused the incumbent, Dickson, of engaging in underhand tactics to win.

 
The APC candidate, through the Director, Media and Publicity, Sylva-Igiri Campaign Organisation, Chief Nathan Egba, said that it was for this reason that the party protested the alleged illegal cancellation of the Southern Ijaw council election.

 
He said: “It is for this reason that the APC vehemently protested the illegal cancellation of the Southern Ijaw election results which clearly would have put us well ahead of the Peoples Democratic Party, PDP. As son of Dr Raymond Dokpesi got married in Abuja on Saturday, political allies of the embattled Chairman of the Africa Independent Television (AIT) were found wanting in attendance. The wedding of Williams Dokpesi to his heartthrob, Diane at Emerald Park and Recreation, Area 3, Abuja, which would have would have been a jamboree of some sort were the AIT Chairman not to have found himself in troubled waters, turned out to be scanty and was attended by few friends and family members.

Neither the church service nor the wedding reception was attended by any of his political friends or popular faces in the Nigerian polity. Photos from the event showed that the wedding fell short of expectations, as the venues were deserted. Speaking on the condition of anonymity, a popular figure in the national polity, said the troubled Daar Communications owner got shunned because of his ongoing battle with the Economic and Financial Crimes Commission (EFCC).

According to him, the wedding would have become the talk of town but for the recent scandal which none of his politician friends want to get associated with. “It’s a pity that all his politician friends have left him at the most trying times. Nobody wants to associate with him because of his EFCC trouble. We all know that anyone who attends or appears in the photos, might be picked up on by EFCC as an accomplice in the ongoing probe. It’s better to be safe,” he said.

Gunmen Abduct Jonathan’s Cousin

Less than 24 hours after four armed gunmen kidnapped Governor Henry Seriake Dickson’s sister, Nancy Ke­merovo Dickson, another set of armed men have abducted cousin to former President Goodluck Jonathan.

She is the Commissioner for Local Government in Dickson’s government.

Investigations indicated that the woman, identified only as Mrs Otazi, was kid­napped in Ewoi community, Ogbia Local Government area of Bayelsa State.

The gunmen were said to have stormed the community Sunday afternoon and went for their target.

Police Public Relations Of­fice (PPRO) of Bayelsa State police command, Mr Ansim Butwats who confirmed the  incident, however, said po­lice are investigating the mat­ter to know the identity of the woman.

A top security source said Mrs Otazi is Jonathan’s rela­tive and that security opera­tives are already investigat­ing the incident.

Kidnappers Abduct Governor Dickson’s Sister In Yenagoa

Gunmen suspected to be kidnappers have abducted Nancy Dickson, a younger sister to the Bayelsa Governor, Seriake Dickson, the police have said.

Asinim Butswat, an Assistant Superintendent of Police and spokesperson for the Bayelsa Police Command, confirmed the development in a statement on Sunday.

According to Mr. Butswat, Nancy, 26, was kidnapped at her shop, located in Okaka Road, Yenagoa, the state capital, on Saturday..

It was gathered that the gunmen drove in an ash colour Lexus SUV, trailed Nancy to her shop and whisked her away to an unknown destination at about 2:50pm.

The police said shortly after the incident was reported, they mounted stop-and-search operations on vehicles at different parts of the city.

Nancy is however yet to be found.

Insecurity is a huge problem in the Bayelsa capital, with several kidnap incidents reported weekly despite the presence of the state’s security outfit, christened, Operation Door Akpo, at strategic spots in Yenagoa.

Okonjo-Iweala Named In N1.17b ‘Suspicious’ Transfer

A House of Representatives ad hoc committee is probing the “suspicious” transfer to another account of N1.17bilion approved for a Federal Government agency.

The committee is seeking answers to why the immediate past Minister of Finance and Coordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, reversed a presidential directive which approved the money for the Sokoto Rima River Basin Development Authority (SRRBA).

Besides, the committee is seeking to establish:

  • Who applied for the withdrawal since payment was initiated through an application by the SRRBDA?
  • How a ministerial directive can override a presidential approval;
  • Where the money was returned to after it was withdrawn from the account of the Authority; and
  • Whether the withdrawal was politically motivated given the time of the withdrawal

The committee has hinted of the likelihood of inviting the ex-minister.

Mrs Okonjo-Iweala is at the centre of a storm over her release of $330m Abacha loot to the Office of the National Security Adviser (ONSA), without appropriation. The money, which she said was meant as a loan for arms procurement, later turned out to be part of the cash being shred to politicians and friends of that government before the last general election.

President Goodluck Jonathan, in a letter, approved the release of the money to the River Basin Authority. The approval was conveyed to the Accountant General of the Federation (AGF) by the (then) minister of Finance, according to the office of the AGF.

The payment was made into the accounts of the SRRBDA on March 9 but withdrawn in two tranches within a week, two months later in May.

The first withdrawal of N784m was made on 6th May, 2015. The second, N90m, was effected on 12th May 2015 but executed on 16th May 2015 by the CBN.

Only N874.6million was withdrawn by the Central Bank of Nigeria (CBN) from the account of SRRBDA because the agency had started spending the money.

The investigative hearing by the ad hoc committee was told how the CBN credited and reversed the payment on the directives of the Office of the Accountant General of the Federation (OAGF).

The Committee, it was learnt, would request from the CBN records of tranfer and reversal of the money from the Natural Resources account and other accounts.

SRRBDA’s Managing Director (MD) Mukhtar Anka said the agency made an appeal to (then) President Jonathan, knowing that the agency had some outstanding funds with the Federal government, “Because all our previous budgets were never fully released since 2012.

MTN Asks Court To Quash $3.9bn Fine

South African telecoms giant, MTN, has filed a suit at the Federal High Court in Lagos to challenge the $3.9 billion fine imposed on it by the Nigeria Communications Commission (NCC), urging the court to quash the fine.

last October slammed the telecoms firm with a fine of $5.2 billion for failing to disconnect unregistered subscribers. The initial fine was later reduced by 25 per cent to $3.9 billion earlier this month, with a payment deadline set for December 31.

But MTN through its team of lawyers – Chief Wole Olanipekun (SAN), Mr. Tanimola Molajo (SAN), Mr. A.B. Mahmoud (SAN), Dr. Gbolahan Elias (SAN), Mr. Oladipo Okpeseyi (SAN), Prof. Fabian Ajogwu (SAN) and Dr. Oladapo Olanipekun (SAN) – is challenging the powers of NCC to impose such a fine on it.

The telecoms company is arguing that on the basis that NCC, being a regulator, cannot assume all the functions of the state on its own, considering the fact that they made the regulation, prescribed the penalty and imposed the fine payable to the commission and not the federal government.

The firm is also contending that it was not afforded its constitutional right of fair hearing before a court of competent jurisdiction and more importantly, it had not been found guilty of any offence that will warrant it to pay such an outrageous fine.

It is of the view that the sanction imposed on it by NCC was applied within 24 hours of its written submission on the disconnection exercise and the impractical nature of the NCC deadline.

Stating that the deadline of seven days to disconnect 5.2 million subscribers was grossly inadequate and impracticable, the telecoms company said the deadline to disconnect 5.2 million subscribers was unfair and ran contrary to the requirement to give adequate notice to the subscribers and all operators.

Army Kills Notorious Boko Haram Chieftain, Members In Borno

The Nigerian Army on Sunday said its troops in Borno killed a notorious member of the extremist Boko Haram sect as well as two other members known for terrorising remote community in the North-east state.

The spokesperson for the army, Sani Usman, a colonel, said the suspected terrorists were killed by personnel on ‘fighting patrol’.

?The statement said, ”As part of their determined efforts to rid the society of all known Boko Haram terrorists enclaves and hideouts, troops of 25 Task Force Brigade based on tip off conducted a fighting patrol along Damboa-Njaba-Bale road in Borno State.

”The troops encountered and killed three suspected Boko Haram terrorists that had been terrorizing the communities around Sabon Gari and Damboa.

”Among those killed was the Boko Haram terrorists Ameer (Leader) in Bulayaga. The Ameer was notorious in terrorizing Bale, Wass and Mufurundi villages.

”The troops recovered an AK-47 rifle with its magazine, 43 rounds of 7.62mm Special Ammunition, 1 Grinding Machine and 5 Dane Guns. Other items recovered include 7 Motorcycles,21 bags of grains and 2 Boko Haram terrorists flags hoisted.

”In a related development today, troops of 7 Division Garrison on patrol at Mainari village in Mafa Local Government Area had an encounter with Boko Haram terrorists. The encounter led to the killing of 9 terrorists and recovery of weapons which includes 4 AK-47 and 1 Pump Action Gun.

”The patrol teams have continued to dominate the respective areas.”

Appeal Court Nullifies Election Victory Of Yet Another PDP Senator

The Court of Appeal sitting in Benin City, the Edo State capital has nullified the election victory of Senator Ighoyota Amori in the Delta Central Senatorial District.

The Peoples Democratic Party (PDP) Senator lost the seat to Ovie-omo Agege of the Labour Party on Sunday.

The five-man panel led by Justice Abba Aji upturned an earlier ruling in favour of Senator Amori and held that Ovie-omo Agege be sworn in as winner of the election into the upper chamber of the National Assembly.

With the Appeal Court’s judgment, there are two PDP Senators representing Delta State at the National Assembly.

Mr Agege is a former secretary to the Delta State Government and a Chieftain of the PDP until his defection from the part.

Nigeria, Ghana, Others To Benefit From EU’s 10m Euro African Connect Project

Nigeria, Ghana and other African countries are to benefit from a 10 million euro African Connect Project that is aimed at supporting universities and tertiary institutions for the purposes of improving education in their respective countries.

The prospects of Nigerian universities to connect with other universities of the world which would strengthen Nigerian educational system, including Ghana, Togo, Senegal and other countries from West Africa and Central Africa, are to benefit from the European Union 10 million Euro African Connect 2 Project.

To this end, Nigeria is expected to make? a 2.5 million Euro contribution to the project to be able to take full advantage of the African Connect 2 Project which will enable benefiting countries to be on the same research and education networks (RENs).
Executive Secretary, National Universities Commission (NUC), Professor Julius Okojie stated this in Abuja while inaugurating the Board of Nigerian Research and Education Network (NgREN).

According Okojie,  the project would also improve the nation’s webometric ranking of universities as well as share research results and other academic contents.

Meet The Actor Who Will Play Tupac In Forthcoming Biopic (PHOTO)

With production underway for Tupac’s highly-anticipated biopic All Eyez On Me, details have surfaced little by little on the film’s synopsis. Now, the actor who’ll assume the role of the late rapper has been revealed.

Demetrius Shipp Jr. was named as the person to portray Pac on the silver screen, and was asked by producer L.T. Hutton to take on the role because of his similar features with the “Ghetto Gospel” MC. TMZ reports that Shipp’s father also met the legendary artist during his career in the music industry.

This will be Shipp’s first major acting job, and he’ll appear alongside Jamal Woodard, the same person who played Biggie Smalls in the biopic Notorious (2009).

How Nigerian Troops, Boko Haram Clashed In Army Chief’s Village

Boko Haram gunmen launched a dawn raid Saturday on the hometown of Nigeria’s army chief, triggering a fierce gunbattle with troops, residents of a nearby village to which people fled the clashes said.

There was no immediate report of casualties in the fighting in Buratai in Borno state, the home village of Tukur Yusuf Buratai, Nigeria’s top army officer.

Abubakar Umar, a resident of the nearby hamlet of Miringa, told AFP that the fighting began at 5:00 am after Boko Haram insurgents attacked the village.

“At one point we could hear explosions coming from the direction of Buratai,” he said.

Troops reinforcements from a military base in the town of Biu, 30 kilometres from Buratai, were seen passing through Miringa.

“Nine trucks conveying soldiers and another four carrying local hunters drove through our village towards Buratai and from what we hear more are on their way,” said Shitu Ayuba, another resident.

Some Buratai residents had fled to Miringa, where they took shelter in a primary school, locals said.

FG Orders Investigation Into Why Aero Passengers Disembarked Using Ladder

The federal government has directed an immediate investigation into the use of an unauthorized equipment by Aero Contractors Airlines at the conclusion of a charter flight to Bauchi over the weekend .

 Minister of State for Aviation, Senator Hadi Sirika who directed for an immediate investigation said the incident is inconsistent with Nigeria Civil Aviation Regulations (NCARs) and International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS).

 A statement by spokesman of the aviation ministry said the investigation will determine the immediate and remote causes of the incident with a view to developing and implementing measures that will prevent a reoccurrence of the unsafe and unacceptable procedure that exposed passengers to high risk of serious injury.

 He reiterated that if the airline is found culpable, the full weight of sanctions within extant laws and regulations would be applied on it.

 The minister assured the traveling public that the ministry of transport in collaboration with Nigerian Civil Aviation  Authority (NCAA) will ensure strict adherence to the Nigerian Civil Aviation Regulations as well as ICAO Standards and Recommended Practices by all operators.

A special charter flight operated by Aero to Bauchi, on Saturday, had problems with unserviceable equipment by the airport management in disembarking about 34 passengers from Abuja.  As a result, the passengers had to use a ladder to disembark.

Northern Govs Decide Over Shi’ite Killings

Following the recent bloody showdown be­tween men of Nigerian Army and members of Islamic Movement of Nigeria popularly known as Shi’ites in Zaria, Ka­duna State, Northern States Governors Forum (NSGF) has described the incident as unfortunate and vowed not to make another mistake as it was the case with Boko Haram when it started in 2009.

Chairman of NSGF, who double as Borno State Gov­ernor, Alhaji Ibrahim Kashim Shettima, who stated this at the opening session of the forum’s emergency meeting held at State House, Kaduna yesterday, added that both immediate and remote causes that led to the incident and other issues that affect the region would be extensively deliberated upon with sole aim of preferring solutions.

Governor Shettima was quick to clarify that, that did not equate the Islamic set with dreaded Boko Haram, neither did they underscore the ability of Gover­nor Nasir El-Rufai’s adequacy to put the situation under control.

His words, “we already have the serious problems of Boko Haram to contend with. We are not in any way comparing the Islamic Movement with Boko Haram, no. But we don’t want the same mistake that happened over the Boko Haram crisis to repeat itself.

“When Boko Haram went wild in July, 2009 with clashes between them and the police in Bauchi on 25th and 26th in Mai­duguri, most Nigerians saw the issues as the problems of Bauchi and Borno. When they contin­ued to attack Borno and Yobe, it became the affairs of Borno and Yobe States. All of a sudden, there was suicide attack in Abuja in 2012 and then everything went out of control and we are where we are today.”

TUC Blasts Tinubu Over Renewed Call To Remove Oil Subsidy

The Trade Union Congress of Nigeria (TUC) has condemned the push for the removal of subsidy by the National Leader of the All progressives Congress (APC) and former  Governor of Lagos State, Asiwaju Bola Tinubu.

TUC said that the statement credited to Tinubu during the memorial conference organised in honour of the late Dr. Bala Usman in Kaduna last Friday that the policy has overstayed its usefulness, “is not only unfortunate, it is rather ironic that it was made in the ten year anniversary of Dr Bala Usman, who gave up all privileges in the pursuit of common man’s happiness.

TUC, in a joint statement by its President, Comrade Bobboi Kaigama and Secretary General, Musa Lawal, said that “were Bala Usman to be alive today, he would fight to ensure that the policy is not abolished without functional refineries.”

TUC said that subsidy is an accepted policy the world over targeted at specific items to either cushion the effect of harsh environment for the benefit of the less privileged or to encourage people into less attractive but important aspects of national economy.

“Thus most countries in the world subsidise most commodities to benefit their citizens . But unfortunately the masses of the country never benefited from it, no thanks to the cruel and insensitive posture of successive leadership.”

Kachikwu Orders Special Fuel Supply For Christmas

The Minister of State for Petroleum, Dr Ibe Kachikwu, who is spending time with his constituency in Delta State, has given assurances that from 2016, the country’s oil sector will experience a turn around that will allow the refineries work effectively and then petroleum products will be available to Nigerians at affordable prices.

He said that as a technocrat he would give his best with the opportunity given to him to serve as the Minister of State for Petroleum.

On the current petroleum scarcity, the Minister attributed the situation to panic buying and hoarding, warning all those concerned to demonstrate patriotism.

Meanwhile, Dr Kachikwu has ordered what he called a special petrol supply intervention to ensure a hitch free Christmas and New Year celebration.

This order was given to the Pipeline Products Marketing Company (PPMC) for them to embark on special supply intervention measures to ensure country-wide availability of product ahead of the yuletide and beyond.

The NNPC says that daily fuel trucks which leaves depots to Abuja, Kaduna, Enugu, Kano, Ibadan and Jos has increased significantly.
