IGP Unveils New Security Roadmap

Inspector General of Police (IGP), Solomon Arase, yesterday unveiled a wide scope of strategies for curtailing crimes, saying the police will henceforth work with communities and social groups.

Speaking at a national security summit, organised by the Nigeria Police, in collaboration with The Sun Publishing Limited, Arase said the police would use traditional rulers, youth organizations, community-based associations, the media, women bodies and religious associations to tackle crimes in the society.

The IGP noted that these groups that had been grossly underutilized were very strategic assets to the nation’s security.

He said: “If properly engaged, the citizen-driven policing model will free police’s human, financial resources which are deployed to the management of low-level crimes and ensure that police assets are optimally deployed to manage high level crimes.”

NLC Supports Buhari On Probe, Slams NASS On Jumbo Pay

The NLC President, Comrade Ayuba Wabba, said Mr. Buhari should note that he was elected based on his integrity and promise to clean the rot in the system, adding that he should not cave in to any pressure from anybody or group to stop the anti-corruption war.

“One person who will serve as good example for all Nigerians is the president and he must be ready to lay a good example.

“We are aware that some people are persuading him not to go ahead with the probe, but he should not allow any pressure from anybody. He should go ahead with it and even prosecute whoever is found guilty”, he said.

Wabba said organized labour was planning a rally in support of the probe.

“We are planning a rally and we will continue to support him if he continues to stand on the basis of the truth”, he said.

The NLC chief noted that June allocation was increased by about 13 per cent, pointing out that the increase would have ended in private pockets had President Buhari not taken some measures to block leakages in the system.

“This increase showed that there has been a leakage in the past. This 13 per cent would have ended in some individual pockets. This shows that President Buhari is ready to fight corruption and he if continues, it will help the economy”, Wabba said.

On the jumbo pay allocated to the National Assembly, Wabba expressed regrets that despite the promised by the lawmakers to reduced and re-address the allocation, they have rejected taking a pay cut.

He vowed that labour will engage the lawmakers over the issue just as he demanded explanation on how the National Assembly allegedly spent N600 billion in the last four years.

Jonathan’s Administration Better Than Obasanjo’s- Anya

Elder statesman and President of Ndigbo Lagos, Professor Anya O. Anya, yesterday, declared that Nigeria is not yet a nation but that a nation will emerge out of her soon.

Anya made the statement at Sam Ohuabunwa’s Outreach, in Lagos, to mark the 65th birthday of Ohuabunwa, former chairman of Neimeth Pharmaceuticals.

The event was also to launch Ohuabunwa’s books, Sam Ohuabunwa’s Paradigm: Thoughts on Contemporary National Issues and The Port Harcourt Volunteer.

The professor, who chaired the occasion, said it was sad that Nigerians are not learning from history, averring that the much-criticized immediate past administration of Dr Goodluck Jonathan was better than that of former President Olusegun Obasanjo.

Want A Baby Boy? Read This

Scientists claim women hoping to give birth to boys should make sure they get a proper breakfast. Researchers from Northwestern University in Illinois, United States, say it could be down to lower levels of glucose in the blood, affecting male foetuses more than female.

A study suggests that mothers who skip breakfast around the time they conceive only have 45 per cent likelihood of having a male child – compared to the usual 51 per cent It is already known that in times of disaster – such as earthquakes, floods and wars – fewer boys are born than girls.

The latest study, which was reported in the journal Biodemography And Social Biology, aimed to establish whether skipping breakfast would create similar stress conditions.

The team looked at data from over 700,000 women in the US and found that if they missed morning meals early in pregnancy, it tipped the ratio of male to female births from the usual 51-49.

My Thoughts On Why Buhari Is Running Nigeria Without Ministers for Now – – Elder Bashir Othman Tofa

I found the arguments below quite intuitive and apparent but it is obvious a lot of us have been seeing things much more different. The words below certainly help to offer another perspective into President Buhari’s mind. The words below are those of Elder Bashir Othman Tofa

I have been thinking since the time we started this discussion about the delay in appointing the Ministers etc, and now come to the conclusion that, MAY BE, President Buhari wants:

– These first 100 days to be solely his, in order for him to:

  1. Set the foundations of his government in his own image and establish the basis of certain actions and policies without the distraction of Ministers, Advisers and other interest groups. Imagine some of the things he did to date. He would not have accomplished those in that exact the same ways if he had Ministers etc in between. He needs, I think, to set the agenda himself in the ways he thinks best. I am sure he has been thinking about these matters and strategies for at least a few years now.

  1. He wants to hear first hand and directly the situation in each Ministry and Department. He achieves this by hearing their briefs and discussing them directly and face to face. If he had Ministers, it will be they who will receive the briefs and he from them. This second hand information may not be sufficient for him to discern anything accurately, as he may not be fully briefed by the Ministers. He needs to know directly and understand fully himself, so that no one, and no ulterior interests will deny him any knowledge of exactly the situations in the Ministries and Departments of the Government he just took over with the clear objective of changing its direction.

  1. So, when he makes his appointments in September, by God’s permission, he will know exactly the tasks he will assign his Ministers and Advisors in their respective Ministries and Departments, rather than relay on what they tell him. This way, he has a better handle of the situations and the right tool to assess their individual performance.

  1. The President is fully aware of his responsibilities. He knows it is him that people elected, and it is him who will account to them.

  1. I do not believe, it is lack of speed or lack of attention to Governance or lack of direction as some people would want to see it. Again, I do not understand why people think quick appointments of Ministers is equal to good Governance. It obviously is not, as we all know. The Government is up and running; the fight of BH is well on its way to victory; the fight against corruption is beginning to yield some results and so on. Almost every one is awake to their responsibilities, because they now know that the time of play is over.

  1. But, if people are suggesting that the fight against corruption should be fair and just and be done carefully, observing the limits, who will argue against that.

Bridesmaid’s Collapse During Bride & Groom’s First Kiss

Newlyweds Kevin Kennedy Ryan and Jessica Ryan Smith will never forget their first kiss as husband and wife, for more than the usual reason.

Just as Ryan was following the orders of the judge who presided over their Chicago wedding to “kiss the bride,” his younger sister, a bridesmaid, fainted and fell face forward onto the ground.

“As we were leaning in you just heard this huge thud,” Ryan, 25, told ABC News. “I first thought she’d tripped over something so I stifled a laugh.”

(Credit: Sean Cook Weddings)

Instead, the bridesmaid, 16-year-old Grace Ryan, had fallen victim to the blistering heat of a July day in Chicago inside a venue that had floor-to-ceiling windows.

“I’m pretty sure it was the hottest day of the year,” the groom said of his July 25 wedding. “We’d all been standing in the sun doing pictures. … I know I was dripping with sweat.”

Grace was able to stand back up after her fall with a little help, but was still “wobbly,” according to Ryan, so was taken down to the bridal party room to sit down and eat and drink.

“She had a tiny little nick on her chin and a tiny cut under her eye but she was fine,” Ryan said.

Meanwhile, the wedding continued on without her, starting with a redo of the couple’s kiss.

“As we’re redoing the kiss, you can see the flowers on the ground that she kind of knocked down,” Ryan said.

Ryan said he did not know the moment had been captured so perfectly on camera by wedding photographer Sean Cook until Cook sent him a preview asking him if he wanted to include his sister’s fall in his and Smith’s official wedding photos.

Muslim Clerics Gather In Egypt To Counter Extremist Fatwas

Top Muslim clerics gathered in Egypt on Monday to address extremist religious edicts in the face of an unprecedented threat from Islamic State group jihadists who have declared a “caliphate”.

The muftis — usually the official interpreters of Islam in their countries — are meeting alongside other clerics over two days in Cairo to cope with what the clerics described as a rash of extremist fatwas, or edicts.

“You do not need to be reminded that leniency (in dealing) with fatwas that ex-communicate” Muslims has resulted in “murder and bloodshed,” Ahmed al-Tayyeb, the head of the prestigious Cairo-based Islamic Al-Azhar institution, told the conference.

What Defines A Happy Marriage? Read Perspectives From 5 Wives

1. “A happy marriage is being happy with what you’ve got, rather than expecting your marriage to be a certain way,” says one married woman. “Being content and grateful for what you have, instead of constantly trying to live up to some unrealistic standard set by movies and romance novels, is real happiness.”

2. “In a happy marriage, two people share things equally,” says another married woman. “It doesn’t sound romantic, but I’m honestly happy because my husband does the dishes and the laundry as often as I do. We cook together, we run errands together. I don’t feel burdened, and I don’t feel taken for granted.”

3. “We talk about everything, and I think that’s what a happy marriage is,”says one wife. “I’ve had relationships in which I felt like I had to keep secrets from my partner, but I can tell my husband anything. I like that I can be open about my feelings, and know that we’ll work through whatever it is together.”

4. “This is my second marriage and it’s happy, unlike the first, because we are totally honest with one another,” says another woman. “Whether we aren’t thrilled with what’s happening in the bedroom or we’re concerned over money, we spit it all out and then work it out.”

5. “I think a happy marriage is about forgiveness,” says another married woman. “No one is perfect and if you can just let go of the little things and move on from the bigger things, like arguments, with a forgiving rather than begrudging heart, you’re in really good shape.”

Tianjin Blast: Residents Accuse Govt Of Negligence

Dozens of angry residents whose homes were badly damaged by huge explosions last week in China’s northeastern port city of Tianjin, have accused the government of ignoring their plight and have demanded compensation.

Around 40 residents, holding signs that read “buy back (our homes)”, gathered outside a hotel on Tuesday where an official news conference was being held and demanded compensation after their residential apartments were damaged by two huge blasts that ripped through an industrial zone late last Wednesday killing over 100 people.

“Estate management (people) kept saying that they are in negotiation. But now we think it’s all nonsense, they just lie to everyone,” said 35-year-old resident Fang Qi.

“We, the owners of the properties, went to the office of the letter and complaints bureau yesterday and found out the information that our community had not been reported on, nobody knew it, so they treated it as a de-populated zone.”

IDPs Welfare Is Top Priority- Buhari

The resettlement and comfort of Internally Displaced Persons (IDPs) will remain a top priority of the Federal  Government, President Muhammadu Buhari said in Abuja on Monday.

He made the declaration after receiving briefing by the Permanent Secretary, Ministry of Women Affairs and Social Development, Dr Ezekiel Oyebola Oyemomi at the Presidential Villa, Abuja.

#DeltaTribunal: Trial stalled, following fresh motion by Okowa and PDP

DELTA—-The opening of testimony by the governorship candidate of the All Progressives Congress in Delta State in the April 11 election, Olorogun O’tega Emerhor in the state Governorship Election Petitions Tribunal, sitting in Asaba, was on Tuesday stalled following three fresh motions filed by the counsels to the Governor Ifeanyi Okowa and the PDP, just as the hearing was to begin.

The Tribunal had adjourned till yesterday, August 17, for the petitioner Olorogun Emerhor, to call in his witness; however the tribunal had to adjourned till Thursday, August 20, to hear the fresh motion filed by the counsels to Okowa and the PDP challenging the subpoenaing of some INEC staff by the petitioner to testify in the tribunal.

The APC governorship candidate, had through his counsel, Mr. Thomson Okpokor (SAN) in readiness to call in his witnesses, had on August 7, after the pre-trial conference, filed a motion seeking the tribunal to subpoena some INEC officials to testify as witness before the tribunal.

However, in what an APC chieftain, Dr Cyril Ogodo has described as a “delay tactics and an attempt frustrate the commencement of the trial,” challenging the declaration of Dr. Ifeanyi Okowa, by INEC as the winner of the governorship election, Okowa through his lead counsel Dr. Alex Iziyon (SAN) waited till today to file fresh motion thereby stalling the commencement of the trial.

Opposing the fresh motion brought by Okowa through his lead counsel Dr. Alex Iziyon (SAN) and the PDP’s counsel A .T Kehinde (SAN), Chief T. Okpokor (SAN) asked the tribunal for time, till Wednesday due to the exigency of time to enable him respond to the fresh motion brought by the respondents.

Chairman of the Tribunal, Justice Nasiru Gunmi, after listening to all the parties to the case, adjourned case till Thursday, August 20 for hearing of the fresh motion brought by the Okowa and the PDP.

It would be recalled that the Appeal Court sitting in Benin and presided over by Justice I.M.M Saulawa on, Wednesday 12th August 2015, dismissed and struck out the appeals by Okowa and PDP filed separately against the earlier rulings of the tribunal at Asaba that favoured Emerhor / APC.

Okowa and PDP had appealed against the ruling of the tribunal delivered on 30/06/2015 that all preliminary objections to terminate the petition will be held alongside the hearing of the substantive petition.

The appeal was dismissed as lacking merit with cost of 50,000 naira awarded against Okowa and PDP.

AIB Secures Audio Recordings Of Conversation Between Pilot, ATC Of Crashed Bristow Helicopter

The Accident Investigation Bureau (AIB) monday confirmed that it had retrieved all necessary documents, recording and fuel samples pertaining to the ill-fated Bristow-operated S-76 helicopter which, last Wednesday, crashed into the Lagoon at the Oworonshoki area of Lagos with six fatalities out of 12 persons board.

According to the spokesman of AIB, Tunji Oketunbi, the Bureau has collected files from the airline, Bristow, that detailed the helicopter’s history, files from the Nigerian Civil Aviation Authority (NCAA) on the profile and maintenance history of the aircraft and files on the crew members and the audio recording between the Air Traffic Control (ATC) and the pilots’ conversation before the crash.

Oketunbi said: “We have files on the airline, crew members, aircraft; we have retrieved all their files, maintenance manual of the particular helicopter, fuel sample of the fuel in the aircraft and the records of the conversation between the pilots and the Air Traffic Controllers. NCAA has the files on the crew because it licensed them. Every pilot and every cabin crew has files in NCAA.”

In addition, AIB will interview those who dispatched the aircraft to know the airworthiness of the helicopter before it took off for the ill-fated flight, the survivors of the crash, including the engineers in Bristow and those in NCAA that certified the aircraft airworthy.

Oketunbi said that it is the basic thing to do to collect fuel sample of the aircraft involved in accident to know whether it contributed to the crash, adding that so far, the airline was cooperating with the Bureau in its investigation, but noted that by law, the airline must cooperate with AIB.

“We also have the prerogative by law to forcefully impound documents and recordings and other things that are necessary if the airline is not cooperating. We can break into the offices of the company and take whatever we need in the investigation, but the company is cooperating,” Oketunbi noted.

He confirmed that all the materials collected would help the Bureau carry out comprehensive investigation into the crash as it contained a selection of actual audio clips of conversations between ATC facilities and crew members of the aircraft before the accident, adding that the sizes of each file in kilobytes are located next to the ‘Download’ link.

I Will Abandon Some Of Jonathan’s Policies- Buhari

President Muhammadu Buhari said that he will reverse or abandon some inherited economic policies of ex-president Goodluck Jonathan if they hamper his plan to create massive jobs for Nigerian youths.

At a meeting in the Presidential Villa with Executive Members of the Manufacturers Association of Nigeria, MAN, President Buhari directed the Ministries of Industries, Trade and Investment, and Finance, as well as the Central Bank and other relevant government agencies to evolve before next year’s budget, new policies to boost domestic manufacturing.

“We are in difficult times economically, but we’ll continue to do our best for manufacturing to pick up. We must begin to behave as if we have no oil at all. “We will gladly have policy somersaults, if it will mean more jobs, particularly for youths. I campaigned on three major planks. To effectively secure our country, provide employment through revamping the economy, and wage a relentless war against corruption. I intend to keep faith with these promises,” the President said.

He lamented that the textile industry that employed about 320,000 people in the past only parades about 30,000 now. “It shows the carelessness of past governments, if almost 300,000 people lose jobs in a single sector. We have a clear idea of how we can stimulate employment and we will work very hard to do so,” President Buhari told the MAN delegation.

Rita Ora Flirting With Wiz Khalifa At The Teen Choice Awards

Her love life is harder to work out than our last tax return so you can’t blame us for speculating.

Rita Ora was reportedly getting all kinds of flirty with none other then Wiz Khalifa at last night’s Teen Choice Awards.

1

The soon to be X Factor judge was spotted chumming up to Amber Rose’s ex and the pair reportedly were getting ‘cosy’ at backstage.

2

Now, whether this means he put his hand around her waist for a photo or whether he full on proposed and they are now in Vegas we really aren’t sure. We have to say – in this case we suspect the former.

In fact, we are basically waiting for her to dismiss anyone who might dare speculate otherwise and say she just ‘really respects him as an artist’.

This seems to be a pretty clear reference to photos around the Internet of Stewart out and about with rumored girlfriend Alicia Cargile.

“I live in the f-cking ambiguity of this life and I love it,” Stewart adds.

“I don’t feel like it would be true for me to be like, ‘I’m coming out!’ No, I do a job.

FAAN Issues 7-day Ultimatum To Debtor Airlines, Concessionaires

Taking a cue from the two weeks ultimatum issued debtor airlines recently by the Nigerian Civil Aviation Authority, NCAA, the Federal Airports Authority of Nigeria, FAAN also issued a seven-day ultimatum to all its debtors.

The agency stated that the ultimatum was the Final Demand Notice, which would expire on Monday, August 24, 2015.

A statement by the spokesman of FAAN, Mr. Yakubu Dati stated that all affected debtors had earlier been communicated with details of their respective indebtedness to the agency.

Information gathered revealed that among the debtors were airlines, concessionaires and other service providers, at all airports across the country.

Dati did not however mention the amount involved, but a source close to FAAN said that the total debts may be around N22bn.

The source said the management had exhausted the entire avenues to recover the debts, adding that after the seven days ultimatum, the management might be forced to involve anti-graft agencies.

Dati emphasised that if the affected debtors where in doubt, they should liaise with the authority’s Credit Control Department at its headquarters in Lagos for reconciliation of their accounts within the period of the notice.

The statement added: “At the expiration of this notice, the authority would, pursuant to a Presidential directive, be compelled to take necessary measures to recover these debts. FAAN is self-sustaining and cannot meet its responsibilities within the burden of these huge debts.”

Obasanjo persuaded us to call off strike – UCH Resident doctors

After 105 days of strike, resident doctors of the University College Hospital, Ibadan, returned to work on Monday after former President Olusegun Obasanjo had intervened.

The President of the association in the UCH, Dr. Lukman Ogunjimi, who thanked the Central Council of Ibadan Indigenes for also intervening in the crisis, said Obasanjo invited all major players in the crisis, including those from other affected teaching hospitals in the South-West, for a meeting on August 12, 2015 in Abeokuta, where it was decided that the strike should be suspended.

He said clinical services in the UCH had been hampered by infrastructural collapse, like non-working patients’ elevators, with attending negative health implications for members of staff. Other services, like lack of laboratory materials and disposables, he said, were also there.

He said, “The meeting was facilitated by the first Director of Administration in UCH, Doja Adewolu, who is an Egba High Chief. He was concerned that patients were suffering while the strike continued, just as we were concerned also. The President of the Association of Resident Doctors in the UCH; Lagos University Teaching Hospital; Yaba Psychiatric Hospital; Federal Medical Centre, Abeokuta; Medical and Dental Consultants Association of Nigeria; medical elders and Chief Medical Directors in all the hospitals were present at the meeting. The former president played a fatherly role and persuaded us to return to work while negotiation continues with the hospitals’ managements.”

Ogunjimi said that at the meeting, the hospitals’ managements agreed that there was a letter from the Ministry of Health concerning skipping and that after expressing commitment to honour it in the next budget, the doctors were compelled to return to work.

“Our management has agreed to start working on our agitations locally while the 2016 budget would capture the monetary aspect. A statement of fact, which UCH management did not deny, is that there was an increase of N940m in the personnel subvention of the hospital. Our stand is that this can be used to pay skipping allowance since payment of salary from personnel subvention can never be referred to as misappropriation, more importantly now that the permanent secretary in the health ministry has expressly reiterated the directive for skipping,” he added.

Buhari Reveals Where Looted Funds Will Be Channeled To

President Muhammadu Buhari assured officials of the Ministry of Women Affairs that part of the money his administration would recover from looters would be used to fund the ministry. He gave the assurance when ?the  Permanent Secretary, Ezekiel Oyemomi, led officials of the ministry to brief ?the President on its activities and challenges at the Presidential Villa, Abuja.

He assured that the resettlement and comfort of Internally Displaced Persons (IDPs) remains a top priority of his administration.

This is even as the President said no amount of intrigues would make him relent in the war against corruption.

Oyemomi  told State House correspondents that they briefed Buhari on all its activities at the end of which he realized that his ministry was demanding.

He said, “when you look at what the ministry is set up to do, we cut across 70 per cent of the population dealing with the issues of women, children, the vulnerable, people with disabilities, the distressed, distressed families and the lot.

“He (the President) gave his word that once government can recover some funds, he will make sure that such are introduced into boosting the budget of the ministry so that we can be well-funded, especially on areas of empowerment, empowering all the stakeholder groups.”

ISIS’ Fugitive Fleeing To Nigeria Nabbed

After more than two years on the run, Islamic State top cleric in Lebanon, Ahmed Al Assir was arrested by Lebanese authorities on Saturday as he attempted to fly out of the country on a forged passport.

Lebanon’s official National News Agency reported that Mr. Al Assir was caught at Beirut’s Rafik Hariri International Airport on Saturday while trying to board a flight to Egypt using a fake Palestinian passport.

Lebanon’s general security directorate said Mr Al Assir was planning on flying to Nigeria via Cairo.

A photo posted by the National News Agency after the arrest revealed that Mr. Al Assir had recently adopted a new look, shaving his long, unkempt beard and trading his usual religious robes and headwear for a more inconspicuous jacket and sweater. Some local news outlets suggested Mr Assir had also had plastic surgery to alter his appearance.

Mr Al Assir became one of the most wanted men in Lebanon after his militia went to battle with the Lebanese army in the port city of Sidon in 2013, resulting in the deaths of 18 soldiers and dozens of Mr Al Assir’s gunmen.

The Sultan of Sokoto, Alhaji Sa’ad Abubakar, on Monday told President Muhammadu Buhari to make sure that he prosecutes every person found to have looted the national treasury.

“We are 100 per cent in support of your fight against corruption in this country, and it is our belief that all those found guilty should not only have their entire assets seized and forfeited to government but also face jail sentences,” he said.

Why Electricity Fixed Charges Can’t Be Abolished, NERC To Senate

The Nigerian Electricity Regulatory Commission, NERC, yesterday, defied the directive by the Senate to abolish the Fixed Charges, FC, introduced by the commission, noting that there is nothing illegal about the charges.

Chairman of NERC, Dr. Sam Amadi, who spoke against the background of the motion by members of the red chamber, maintained that the electricity fixed charges are legal and cannot be abolished.

It will be recalled that the Senate had, last Tuesday, directed the commission to abolish the monthly fixed charges being collected from electricity consumers by the Distribution Companies, DISCOs.

The resolution followed a motion entitled, “Unfair trade practices of Electricity Distribution Companies in Nigeria,” sponsored by Senator Sam Egwu, Ebonyi and Senator David Umaru of Niger East Senatorial District.

But Amadi maintained that any attempt to promptly abolish the fixed charges will have adverse effect on the electricity market.

This is even as the commission has urged communities that are placed on bulk billing to not only reject it, but also insist on individual meters.

The commission also revealed that it has abolished the connection of new customers without meters.

Jonathan’s Men Secretly Returning FG Property

Rattled by the directive handed down by President Muhammadu Buhari that they should return all government property in their possession, government officials who served under former President Goodluck Jonathan have started returning some of the assets they took away as they left office.

Investigations revealed that by yesterday some former top government officials were secretly returning government property, including vehicles, generator sets and furniture to the ministries, agencies and even some departments in Aso Rock where they were taken from.

Those whose families are still occupying government buildings are said to have started asking them to quickly vacate the place on the pretext that they were staying there without their knowledge, after they had left for their respective states or travelled abroad.

A top presidency official said that since yesterday, some of the past government officials, including former President Goodluck Jonathan’s men, had been calling to explain themselves, insisting that some of the property were taken either by their family members or close aides without their consent.

The presidency official, who preferred not to be since his was not the spokesperson of the presidency, noted, however, that despite the last-minute effort being made by this former officials to save their head from the ongoing probe directed by the president, they would still be made to explain their actions which amount to nothing but sharp practices.

He said, “Throughout today (yesterday), we have been receiving calls from some of the former aides and officials of government who claim that whatever was still in their possession were taken and were being kept either by their families members or personal assistants.

“Some even claim that they were aware that their family members were still living in government buildings while they were away in their hometowns, or abroad where they are on vacation. But their explanations amount to nothing but medicine after death. Whether they return the property or not, they must face the law because what the president is angry about is the action itself.”

Boko Haram Attacks Village, Kills Seven

Boko Haram extremists on Monday raided a village in restive northeast Nigeria’s Borno state near the border with Niger, killing seven people, community leaders told AFP.

Dozens of gunmen stormed Awonori, a farming and herding village near the fishing town of Damasak, and carted away food supplies and livestock, they said.

“They killed seven people, looted grains and took away all the livestocks in the village before fleeing into the bush,” Muhammadu Modu Wan-Wan, head of the Damasak fishermen’s union, told AFP.

“The gunmen who came in vans and on motorcycles around 7:00 am (0600 GMT) besieged the village and opened fire on residents as they were having breakfast before moving to their farms,” he said.

Wan-Wan said the attack forced the villagers to flee but they returned after the assailants had left.

Abubakar Gamandi, the head of Borno’s fishermen’s union, confirmed the attack.

“I received report from my members in the Damasak area that Boko Haram gunmen attacked Awonori village this morning where they killed seven people and took away food and livestocks,” he said.

Last month, residents of Damasak and surrounding villages fled their homes and crossed the border into the Niger town of Diffa, fearing Boko Haram attacks.

But Wan-Wan said many residents have since returned to their farms.

“People have no food to feed their families which is why they take the risk of going back to their villages to work on their farms now that the rainy season has started,” he said.

Teenager In Police Custody Caught Having Sex With 52 Men As Initiation Ritual

A 16-year-old secondary school dropout, Ifechukwu Atunanya, has been arrested by policemen from the Anambra State Police Command while allegedly having sex with over 52 young men inside a bush in what looked like an initiation ceremony.

According to reports, the suspects were all rounded up in the bush in Awka and are reportedly members of the Supreme Vikings Confraternity, during the initiation of new members.

Ifechukwu, on her arrest, claimed she was forced to sleep with every male member of the cult during her initiation.

According to the state Commissioner of Police, Hosea Karma, the police acted on an intelligence tip-off that the cult members and their new entrants were in a bush performing some rituals, explaining that some items including guns, machetes and several wraps of Indian hemp, were recovered from them.

On apprehension, the Police said the suspects confirmed that as part of their ritual, every male member of the cult will sleep with every prospective female member.

“This they did in order to secure their oath of secrecy and it was during the raid we arrested ifechukwu,” Hosea stated.

At the police station, Ifechukwu claimed that she had to travel to Anambra from Abuja just to witness the initiation of new members.

In her statement, she said:

“I joined them three months ago and during my initiation; I was forced to have sex with every registered male member of the cult present that night. I was given sedatives so as not to feel what they were doing. It was not easy, but I bore the pain,” she said.

“The day we were initiated, I was the only girl in their midst. I was determined to be a successful member. I was further convinced to stay because I discovered that they were more honorable men than the other cult groups.

“I am sorry for myself and would love to be given the opportunity to go back to school,” she sobbed.

She went further to say she never knew that it was crime to be a cult member.

“I am so sorry,” Ifechukwu begged.

Why I Resigned- Custom Boss

The Comptroller-General of the Nigerian Customs Service, Dikko Abdullahi, who is leaving his post on Tuesday, August 18, says he is leaving behind a transparent system and that he has nothing to fear.

Mr. Abdullahi said he was voluntarily leaving office, partly to avoid being fired by President Muhammadu Buhari, and also to allow the younger generation take over.

“The time I’m leaving is the time I feel those young ones that have developed the software can come up and manage the software,” he told journalists Monday after meeting the president.

“So that is basically the reason and I’m sending out this signal to all those who have stayed put.

“Don’t stay until you are asked you to go. When you feel you have done so much and you believe in the system you have built, then why do you stay? Why don’t you be an umpire? Leave, be by the side and watch and advise,” he said.

SPOTTED: Former president Jonathan and wife spotted on weekend vacation in Kenya (PHOTO)

Nigeria’s former President Goodluck Jonathan and his wife, Dame Patience, were spotted over the weekend at a vacation spot in Kenya.

The former first couple visited Kenya’s Maasai Mara Games Reserve on a three-day tour of with two of their children.

The Jonathans arrived on a chartered plane and were received by the Governor of Narok, Samuel Tunai  who is also the council of governors tourism committee chairman.

GEJ-At-Kenya

Governor Tunai said more than 500,000 tourists from all over the world are expected to witness the spectacular crossing of wildebeest across the crocodile-infested Mara River.

According to reports by Kenya media, Jonathan who refused to speak with reporters on arrival, is the second digitary to visit the reserve in less than two weeks. The King of Swasiland, Mswati III was booked at the lodge last week.

The owner of the hotel where the Jonathan’s lodged, Nicky Fitzgerald, said this tourism peak season is different from the past as prominent personalities from across the world have been calling for bookings.

“We have received Mr Jonathan, King Mswati III, a Chinese prominent family and we are expecting other royalties,” she told reporters.

Fitzgerald attributed the boost in tourism in Kenya to President Barrack Obama’s visit July.

Buhari to employ 10,000 policemen, fix CCTVs in major cities

The Federal government will employ 10,000 police officers and create a Multi-Agency Task Force as part of measures to address challenges of insurgency in the country in a sustainable manner, President Muhammadu Buhari said in Abuja on Monday.

The President who said this while declaring open a one day security summit organized by the Nigeria Police Force also used the occasion to itemize the various reforms his administration will pursue to ensure that the Police is empowered to response to the security challenges confronting the country.

The President also commended Solomon Arase, the Inspector General of Police over the various reforms he had initiated since his appointment.

The President revealed in his opening speech that the government is already making efforts to enhance the operational capacity of the Police through a tailor made-made training programme that will give officers the right civil orientation in their roles as guardians of the constitution.

He also revealed that to further strengthen the security of the public space, government is giving consideration to expansion of the CCTV Monitoring System across major cities and towns in the country, while the police accountability mechanism will be strengthened.

President Buhari added that in appreciation of the strategic role of the citizens and the community in modern policing, his administration will encourage States to look at State-level Community inter-acting with police under a model that will integrate members of the community to policing functions at the grassroots level.

The President who expressed hope that the National Security Summit will develop pathways for the attainment of the policy focus of his administration on policing also commended the Solomon Arase led Police leadership over some of the initiatives it has introduced since coming into office.

In this vein, the President commended the IGP’s dismantling of road blocks which he noted “have consistently constituted a dark side of policing and object of discord between the police and the citizens of this country.”

“The initiatives of the Inspector-General of Police to also introduce the ‘Safer Highway Motorised Patrol’ Scheme and deploy 555 Patrol Vehicles along all major highways to fill the void created by the enforcement of the order dismantling road blocks is also acknowledged as a proactive action meant to reassure citizens of their safety and security.

“In addition, I also note the commitment of the Force leadership to uphold and enforce Chapter IV of the constitution and commit officers of the Force to the adherence to all United Nations and African Union Charters and other regional global instruments on Human Rights while also introducing Alternative Dispute Resolution procedures to policing functions.

“Furthermore it is the policy thrust of the Inspector-General of Police which discourages pre-trial detention of citizens while encouraging the practice of intelligence-led crime detection,” Buhari who noted that if the various initiatives are properly implemented, will help to address “factors that threaten public confidence in the Police and hence, create good grounds for the practice of community-led policing to flourish,” said.

“I am tasking the police not only to “say” but to “do” as we are promising to Nigerians,” the President tasked men of the law enforcement agency.

The President assured that his administration will bequeath a reformed, re-oriented, well trained, well-equipped and highly motivated Police Force to the nation.

But he noted that the dream can only be achieved with the support of the citizens.

“This remains a sacred civic responsibility which all citizens owe this country, especially at this time that we are re-energising our counterterrorism initiatives and working very hard to protect the citizens from crime and guarantee the safety and security of all Nigerians,” said the President.

While speaking at the National Summit which has as its theme Community Partnership Approach to Internal Security and Crime Management, Arase emphasized that the Police need adequate funding to be able to meet the huge logistic demand of the modern day police.

“Through effective funding, the welfare needs of police personnel will be met and the challenge of corruption that has eroded professionalism and public respect for police will be addressed,” he said.

In this vein, the IGP said the Bill on Police Trust Fund which seeks to tax corporate entities to complement the Federal Government in funding the police should be given a fresh consideration.

He also advocated that the security challenges in the country and problems of inadequate manpower of the Police can be addressed through citizens-driven policing model.

“This model will address the manpower deficiency challenge in the Nigeria Police as every citizen plays the role of a police officer,” he said.

I’m ready for probe, says outgoing Customs CG Dikko Inde

Dikko Abdullahi Inde, who voluntarily resigned as the Comptroller-General of the Nigeria Customs Service, NCS on Monday, has said he is ready for the probe of his tenure.

The outgoing NCS CG who is due to retire on Tuesday told State House correspondents when he visited President Muhammadu Buhari on Monday that he is ready to defend every action that took part in the six years he was the head of the Customs Service if the ongoing probe of revenue-earning agencies being conducted by the Federal Government is extended to cover his tenure.

“Revenue appreciated by 20 per cent from when I took over and the officers that did the work are still around and I think that the NCS, I stand to be corrected, is the only service that is fully automated in the system of operation.

“We have no fear. The time I’m leaving is the time I feel those young ones that have developed the software can manage it,” said Dikko, adding that, he is leaving the Customs when the ovation is loudest so as to give chance to others.

Tribunal Declines To Dismiss APC’s Petition Against Wike

The Rivers State Governorship Election Petitions Tribunal sitting in Abuja, has declined to dismiss the petition seeking to sack Governor Nyesom Wike from office. ?In a ruling this afternoon, the Justice Muazu Pindiga-led tribunal held that the All Progressives Congress, APC, and its governorship candidate in the state, Dr. Dakuku Peterside, properly convoked a pre-hearing session on their case against Wike.

Wike and Peterside

The tribunal said it was not persuaded by contention of both the Independent National Electoral Commission, INEC, and Wike that the failure of the petitioners to pay a mandatory ?N100 fee for the convocation of the pre-hearing session, rendered their substantive petition liable for dismissal.

INEC had through its lawyer Mr. K.O.C. Njemanze, SAN, sought the dismissal of the petition as having been abandoned in consequence of non compliance with the provision of paragraph 18(1) of the First Schedule to the Electoral Act.

INEC’s motion dated July 27, was filed pursuant to section ?6(6) (a) of the 1999 constitution, as amended, and paragraphs 18(1) (3) and (47) of the First Schedule to the Electoral Act.

The electoral body insisted that there was no evidence that the petitioners paid the necessary fees before they applied to the Secretary of the tribunal to issue them Form TF007, which will okay pre-hearing on the petition.

Similarly, Wike, through his lawyer Mr. Emmanuel Ukala, SAN, relied on the case of Ihedioha vs Okorocha and argued that the failure of the petitioners to properly apply for the pre-hearing session rendered the case before the tribunal liable to be dismissed.

Wike noted that the Imo State Governorship Elections Petition Tribunal had in a ruling it delivered on July 22, held that the failure of Ihedioha to pay the N100 filing fee in respect of an application for pre-hearing was fatal to his petition against Okorocha. The PDP which is the 3rd Respondent in the matter also aligned with INEC and Wike in asking the tribunal to dismiss the petition.

However, in its ruling, the tribunal upheld the argument of counsel to the petitioners, Chief Akinlolu Olujunmi, SAN, ?who had urged the panel not to allow the Respondents to rely on technicalities to defeat the essence of justice in the electoral dispute.

Besides, the panel stressed that the letter the petitioners served on the Secretary to the tribunal on June 23, which requested for the issuance of Form TF007, did not qualify as a filed document as envisaged by paragraph 37 of the Electoral Act.

“It is clear that there is no imposition of any fee for the kick-starting ?of a pre-hearing session and the application for issuance of pre-hearing form does not involve any filing fee.  “Form TF007 and TF008 are not documents filed as envisaged by paragraph 37 of the First Schedule to the Electoral Act.

“If a pre-hearing session has began as in the instant case, the way it was kick-started? is no longer of any moment whatsoever. We hold that there was no defect in the pre-hearing kick-started by the petitioners. The applications by the Respondents are hereby discountenanced and dismissed”, the tribunal ruled.

?Meantime, the tribunal is currently entertaining arguments from all the parties on the propriety or otherwise of allowing the petitioners to inspect all the materials that were used for the April 11governorship election in Rivers State, considering that the issue is already pending before the Appeal Court.

Buhari May Free Looters Who Return Stolen Funds

The loot recovery efforts of the Federal Government may soon take a new dimension as there are strong indications that President Muhammadu Buhari may grant amnesty to treasury looters to encourage them return stolen billions kept abroad and in Nigeria.

A credible source said in Kaduna that Buhari might opt for amnesty option to fast track the recovery of looted national treasury to enable him fulfill his campaign promises, which will involve trillions of naira.

Reports gathered say that the amnesty option would serve as the soft side of the loot recovery strategy otherwise referred to as a “carrot and stick approach.”

While the carrot approach will be for soft looters, who may be willing to return their looted share to the federal government treasury without arrest and charges, the stick stance would be for hardened ones who, may head to court to protect their ill-gotten wealth.

UN Sponsors 500 Boko Haram Victims To Acquire Vocational Skills

The UN said on Monday in Abuja that it has sponsored 500 victims of Boko Haram violence from three North East states of Adamawa, Borno and Yobe to acquire vocational skills.

Mr Matthew Alao, UN Conflict Prevention and Peace Building Analyst, told the News Agency of Nigeria (NAN) that the programme was under the UNDP Livelihood Support Scheme for the zone.

Alao explained that an orientation programme for the 500 selected beneficiaries would commence today, Aug. 17 at the Citizenship and Leadership Training Centre in Jos, Plateau.

According to him, the skills acquisition programme is the first phase of intervention by the UN to emeliorate the sufferings of the displaced persons.

Alao said that the skills training would cover hair dressing, tailoring, knitting, catering and decorations as well as GSM repair, shoe-making, leather works and computer studies.

According to him, the participants will also undertake specialised training on conflict resolution and peace building.

“A total of 500 beneficiaries who are victims of Boko Haram from three North East states of Adamawa, Borno and Yobe will be placed in a two-week compulsory orientation programme.

“They are going to undergo physical exercise, training, capacity building on mediation, conflict prevention, conflict transformation, social integration, peaceful coexistence for two weeks.

“We received over 2,000 applications and engaged in rigorous screening exercise out of which we selected the 500 that genuinely need this assistance.

“We took the successful 500 candidates for 2-weeks intensive course on mental and physical training.

“We are also going to train them on mediation and conflict transformation as well as business management; after that, we will put then on six-month to one-year training,’’ he said.

“I Am Still The INEC REC Of Rivers State” – Mrs. Gesila Khan

THE Rivers State Resident Electoral Commissioner, Mrs. Gesila Khan, has said she is still in charge as the state REC and has not been transferred.
Khan was reacting to claims in some quarters that she had been transferred by the Independent National Electoral Commission.
The state REC, who was alleged to have been arrested and detained by operatives of the Department of State Services spoke with journalists on Monday at the state INEC office, Port Harcourt during the ongoing inspection and certification of materials used for the 2015 polls.
Khan maintained that she would not have been part of the ongoing exercise at the state INEC office if she had been transferred as speculated.
I am here and I am still here. I have not been transferred. If I have been transferred, I should not be sitting here; I should be picking my things. Even if I am transferred, there is nothing wrong with that because it is government work and anytime you are called to move, you move. But for now, I have not been called to move,” she stressed.
On whether she has any regret as a result of her experience so far in Rivers State, the REC said, “I have no regret whatsoever. I am an Human Resources practitioner,  so, anything you see in life, you move along with it. You cannot predict man. They are free to think and say what they want.”
She, however, pointed out that the photocopying of election materials and certification of documents were going on without any hitch.

Explaining that INEC headquarters crafted three administrative secretaries to assist in the exercise, Khan noted that this was necessary in order not to delay the submission of required materials to the election tribunal.
“During the presidential election, three national commissioners came; during the governorship election, three national commissioners came and now again, we have three administrative secretaries. That is just to make the job fast and you know the tribunals are time-bound and the work (sorting our election materials) is voluminous.
“We have been working since. Today, it is either this document or another. Some they want in long hand while some they want it in short hand. So, the law says when they request, you give them and since the time is very short, we have to,” she said.
Meanwhile, the state chapter of the All Progressives Congress, has disagreed with the State Electoral Commissioner that she was detained by the DSS for two weeks.
The state APC said the DSS invited Khan for questioning, alleging that her actions and inactions constituted a security threat to the state and the country at large.
Describing Khan as a victim of her own devices, the state APC in a statement signed by its Secretary, Media and Publicity Committee, Mr. Godstime Orlukwu, said her alleged earlier refusal to release materials used during the last election was capable of affecting the peace of the state.

Army Commences Review Of Dismissed Soliders’ Cases

The Army will today in Jaji, Kaduna State begin the review of the cases of about 4,000 officers and men dismissed from Operation “Zaman Lafia” in Northeast.

The exercise, which was earlier slated for 311 Artillery Regiment Kontagora in Niger State, will now hold at the Nigerian Army Peace Keeping Centre (NAPKC), Jaji.

The cases of officers and men who are  in detention in Jos, Plateau State and those already convicted for various offences under “Operation Zaman Lafiya” will be reviewed.

A signal dated August 13 and signed by Lt. Colonel P. Y Haruna from the headquarters of the 31 Artillery Brigrade to all its formations across the country directed all affected to appear before a panel at the NAPKC Jaji.

According to the signal, the review exercise will also look into the cases of officers and men “under detention, trail or convicted by GCM in respect of disciplinary cases emanating from erstwhile Operation Zaman Lafiya to NAPKC Jaji”.

Groom Called Off Their Wedding An Hour Before The Ceremony, Bride Opens Up

Cyndi Maisonneuve, who bravely opened up to The Guardian about her real-life runaway groom experience. “Once, it made me cry. Now I find it almost funny,” Maisonneuve says as she describes the day leading up to what was supposed to be her romantic destination wedding in Hawaii. She had met her “tall and cute” fiancee two years prior at a baseball game, and though he lived two hours away in northern Ontario, the couple traveled to see each other every weekend and when they got engaged six months later, Maisonneuve told the paper, “It didn’t feel rushed. I was 23 and it felt as if life was coming together.”

Fast forward to the wedding day in question. “We were staying at a hotel overlooking the beach where the ceremony would take place and, from our window, I watched preparations,” Maisonneuve remembers. “Maybe that’s why I wasn’t nervous as I started getting dressed. Maybe that’s why I was so blindsided by what happened next.”

What happened next was an unexpected visit from the groom-to-be. He was crying, and Maisonneuve told The Guardian that at first, she “assumed he was letting the emotion of the day get to him.” But, “Then he said it. ‘I don’t think I can do this.'”

“I stood there – with the veil already in my hair. This man who was supposed to be the love of my life was telling me he was calling off the wedding less than an hour before we were due on the beach. I didn’t even ask why. I told him to leave. That hotel room suddenly felt so small.” Out the same window from which she had just been watching final preparations, Maisonneuve watched her sister tell the family and friends gathered on the beach that the wedding was off.

Maisonneuve didn’t know what had sparked the sudden change of mind from someone she thought she knew so well, but a quick peek into their shared hotel wardrobe quickly told her that it wasn’t just last-minute jitters: “While I’d been out that morning, he had taken all his clothes and passport. He’d actually left me. I was heartbroken. Humiliated, devastated.” (Oof. We feel you.)

A few weeks later, Maisonneuve met up with her former love, who told her he called it off because she wanted children and he didn’t before suggesting — to her understandable astonishment — that they get back together, just not get married. (Um, no.) Now, six years later, Maisonneuve is dating again, and has proven she has one hell of a good sense of humor, telling The Guardian “I realized it’s actually a pretty great anecdote. I can even laugh about it.”

Fasheun, Adams, Dokubo Others Threaten To Sue NNPC Over Contract Termination

The pipeline security contractors have threatened to sue the Nigerian National Petroleum Corporation (NNPC) over the termination of contracts signed during the last administration of President Goodluck Jonathan.

In an open letter to President Muhamadu Buhari by the contractors, they stated that the NNPC must, immediately, settle its three months’ indebtedness having fulfilled their own part of the deal. Â The security companies are Dr Fredrick Faseun’s New Age Nigeria Limited; Otunba Gani Adams’ Donyx Global Concept Limited; Alhaji Asari Dokubo’s ATEF Nigeria Limited; Chief Bibo Pere Ajube’s Galery Security Services Limited; Chief Joshua Machiever’s Bajeros Nigeria Limited; Chief Omo’s Close Body Protection Limited and Izon Ibe’ Security Limited.

‘It should be known that the contractors had valid and duly signed contract agreements with the management of the NNPC to protect the pipelines for a period of three months’, the letter read in part, saying instead of NNPC fulfilling its own part of the deal, ‘the public perception of the NNPC Pipeline Security and Surveillance job was that former President Goodluck Jonathan gave the job to the contractors on the platter of politics’.

Customs Comptroller-General, Abdullahi Inde resigns

Following indications that he would be fired by President Muhammadu Buhari, the Comptroller General of the Nigeria Customs Service, Abdullahi Dikko Inde has resigned.

He was reported to have shunned Buhari ahead of the 2015 election, when his support was sought and therefore his effort to now align with him (Buhari), after the March victory for the All Progressives Congress, APC.

It was also gathered that ever since President Buhari came into power, Inde has made spirited efforts to be in his good books to no avail, including sealing the warehouse of a rice-importing company over backlog of default in clearing import duty.

According to sources, since the result of the March presidential election was announced, the Customs boss, who backed former president Goodluck Jonathan, had tried to make amends but failed.

Born on May 11, 1960, Inde who is from Katsina State as Buhari, became Comptroller-General of Customs on August 17, 2009.

He enlisted in the Superintendent Cadre of the Nigeria Customs Service in 1988. From 1988 when he enlisted in the Service, he made tremendous progress by rising to the rank of an Assistant Comptroller-General within a few years. His promotion was quite rapid as he quickly rose to the rank of an Assistant Comptroller-General within a few years, but because of his performance over the years, he was given a very prominent position of the ACG Headquarters from there and in no time, he was made the Comptroller-General of Customs.

Pastor Seeks Divorce After 15 Years Of Marriage Over Nagging

A pastor, Tunde Adekunle, on Monday urged an Akure Customary Court to dissolve his 15 year-old marriage to his wife, Agbeke for alleged frequent nagging.

Adekunle, founder of Christ Living Church, Owo, Ondo State, said that his wife was hell-bent in making life unbearable for him.

The cleric also told the court that some of the scars on his body were caused by the constant fisticuffs between them, adding that there was no more affection existing in the marriage.

He said that the respondent was a “disgrace to his pastoral calling’’, noting that she had once torn his cloth in front of his congregation when he was preaching.

Agbeke, in her response, denied the allegations, but said that she was ready to part with the petitioner.

He said that the union had produced four children.

She accused her husband of being promiscuous, night crawling, failure to carrying out marital responsibilities of providing for the house and the upkeep and education of the children.

The President of the court, Mrs Olayinka Falodun, in her ruling urged the petitioner to take care of the welfare of the children.

Van Gaal Hits Out At Rooney Critics Over Striker Role At Manchester United

The 29-year-old has failed to score in his opening two games but the Dutchman is adamant that the England captain will begin to flourish as his lead centre-forward

Louis van Gaal has hit back at criticism of Wayne Rooney‘s performances as a central striker for Manchester United.

The 29-year-old has failed to score in United’s first two Premier League fixtures of the season and looked off the pace in Friday’s 1-0 victory against Aston Villa.

Following the departure of Robin van Persie earlier this summer, Rooney looks set to remain the focal point of United’s attack and Van Gaal is adamant that the England captain will flourish.

“All the media has written for one year that I have to put him in the striker’s position so it’s amazing that, after two games, you’re doubting your own opinions. I cannot understand that,” Van Gaal told reporters.

“I have always confidence in my players.”

Adnan Januzaj scored the winner at Villa Park in his first appearance of the new campaign and Van Gaal has urged the 20-year-old, who started only seven Premier League games last season, to show consistency this term.

“He [had] to compete with 24 players last year and he is 20 years old,” said the United boss.

“The characteristics of a young player is that he’s not consistent and he has to show that this season.

“It’s possible but, at a club like United, you never have a guarantee of a position in the top XI. Every player here knows that, and because of that we have a very good team spirit.”

Nigerian Customs Service Boss Resignation Letter Accepted By President Buhari

President Muhammadu Buhari has accepted the resignation of the Comptroller-General of the Nigeria Customs Service, Alhaji Dikko Abdullahi.

With the acceptance, Abdullahi is expected to proceed on his voluntary retirement from Tuesday, August 18.

He had earlier written a letter dated August 3 to the President in which he notified Buhari of his desire to proceed on voluntary retirement from Tuesday.

Buhari’s approval of Abdullahi’s request was dated August 14 and personally signed by the President.

He thanked the NCS boss for his services to the county in the last six years.

The President’s letter was titled “Voluntary retirement from the Nigeria Customs Service.”

The approval read, “Dear, Alhaji D.I. Abdullahi. I write to acknowledge the receipt of your letter Ref. No. NCS/ADM/HQ/P. 35802 of 3rd August, 2015 conveying your decision to voluntarily retire from the Nigeria Customs Service with effect from Tuesday, 18th August, 2015.

“I note with appreciation your services to this nation, especially as the Comptroller-General of the Nigeria Customs Service in the last six (6) years.

“Accordingly, I hereby approve your voluntary retirement from the Nigeria Customs Service with effect from 18th August 2015.

“I wish you the very best in your future endeavours.

“Yours sincerely, Muhammadu Buhari.”

Abdullahi had, in his letter to the President, thanked him for the confidence and trust reposed on him since he (Buhari) was inaugurated on May 29.

He said by August 18, he would be six years in office as the Comptroller-General of the NCS.

He recalled that on assumption of office, he articulated six-point agenda which he vigorously pursued.

He said the agenda had positively impacted on the efficiency and performance of officers of the service and had drastically changed the negative perception of the service.

He listed the six-point agenda to include capacity building, introduction of e-Customs, enhancing productivity through improved welfare package, moral rebirth for discipline and integrity in service, collaboration and partnering with stakeholders and international organisations, as well as  fostering understanding of the Service in the eye of the general public  using an intensified and a well-coordinated public relations platform.

The NCS boss said under his watch, the revenue collection into various coffers of government increased drastically.

He said the Service’s average monthly collection in 2009 when he took over was about N29billion, adding that the average monthly collection is currently between N90billion and N100billion.

He hinged his decision to embark on voluntary resignation on the need to allow young bloods to takeover the mantle of leadership of the Service in order to sustain and improve on his legacy.

Abdullahi concluded, “While thanking Your Excellency and indeed Nigerians for the opportunity to serve and contribute my quota to the development of our fatherland, I wish to seek approval of Your Excellency to be allowed to retire voluntarily on 18th August 2015.

“This decision is taken with a view to allowing young bloods takeover the mantle of leadership of the Service in order to sustain and improve on my legacy.”

The President has yet to name Abdullahi’s successor at the time of filing this report.

Sergio Ramos signs new five-year deal with Real Madrid

29-year-old Real Madrid defender, Sergio Ramos, has shut down speculations of moving to Manchester United this summer  after signing a deal to stay with the club until 2020.

ramos

In a statement,  he said…

“I know this renewal has taken a while but my heart and head have always been with Real Madrid so I couldn’t be happier,” explained Ramos at a press conference on Monday, standing alongside Perez.

“Whatever the press want to say I respect but the reality is a bit different.

“I have never said I wanted to leave Real Madrid, my idea was to always be here and I always wanted to retire here.

“Honestly, if it was an economic decision I wouldn’t have stayed. It wasn’t a question of money.

“I was quiet. I never said anything out of respect for my team-mates. I want to stay here for the rest of my career.”

Ramos joined Madrid from Sevilla in 2005 and has won La Liga three times, the Copa del Rey twice and the 2014 Champions League during his time at the Bernabeu.

#BelieveItOrNot Stay In Bed For 70 Days And Earn N3.6m From NASA

NASA is searching for volunteers who needs to be a piece of their “Bed Rest Study”. The employment is as simple as it sounds. The volunteer simply needs to rest and set down on the bed for 70 days in a row and NASA will pay you $18, 000.

The individual is permitted to do stuff while they are sleeping. They could utilize Skype, read books and play recreations on their smart phones.
This study expects to assert the impacts of the micro scale gravity to the human body. The volunteers on this undertaking should be the individuals who have a solid living, not couch potatoes.

“Once they qualify physically and mentally, we do rigorous physical exercises to test muscle      strength and aerobic capacity. We want people who have the physical and psychological characteristics of an astronaut. They should be able to do the kind of activities that astronauts do,” Dr. Cromwell said.

Borno to re-open public schools

Borno State Government is set to reopen public schools in Maiduguri, the Borno State capital.

As part of effort to open these schools, which are now accommodating Internally Displaced Persons (IDPs) from all parts of the state, the state governor, Alhaji Kashim Shettima, has constituted a 13-man committee to work out modalities for their reopening.

Primary and secondary schools in the state have been shut for over a year now with students due to series of attacks by the Boko Haram insurgents which left 22 of the 27 local governments in the state captured.

Though Maiduguri, the state capital was never captured by the insurgents, many primary and secondary schools in the capital have become homes to thousands of IDPs and making it difficult for classes to hold in the city.

There has been agitations for the reopening of the schools for sometimes now, with the state government always having to promise to get students back to schools without any concrete action.

But with the constitution of a committee to work out the modalities for the reopening of the schools, the schools are expected to be opened for classes in Maiduguri at the beginning of next academic session when the students might have lost two academic sessions.

The state government in a statement signed by the Secretary to the State Government (SSG), Alhaji Usman Jidda Shuwa at the weekend said the committee has been given three weeks within which to submit its report to the government, after which an action would be taken on the reopening of the schools.

The terms of reference of the committee include: identifying the total number of public schools and advise government on how best these schools could be effectively used for academic activities.

The committee is expected to take into consideration those schools currently accommodating IDPs as well as evaluate how best the Internally Displaced students/pupils at the camps and those staying with relatives in the host communities could appropriately be sent to the existing public schools in the state capital.

The committee is also expected to make recommendations on how the State Universal Basic Education Board should post relevant teaching staff to secondary and primary schools in view of the existing conditions.

The committee is equally tasked with the responsibility of liaising with security agencies on provision of adequate security to the IDPs and the schools when reopened and to recommend measures that it may find necessary for the effective and smooth achievement of the set objectives.

The committee will be chaired by Alhaji Gambo Gubio and has as members other notable personalities in the state, including Dr. Bulama Mali Gubio, Alhaji Haruna Idrisa Timta, Alhaji Musa Inuwa Kubo, Alhaji Abubakar Musa, Alhaji Lawan Shettima Benisheikh, Mohammed Kauji, among others.

#MenOnly: Dating Rules For Guys That Apply To Today’s Woman

Here are some steadfast rules to tackling modern dating like a true gentleman, because you need to save this dying breed.

Don’t lie on your dating profile

Although lying is as common place as chewing gum, and as old as time itself, don’t lie about anything on your online dating profile. We have the tendency to fib, in general, and fluff our online dating profiles, but beginning a relationship where lies are already present means it is doomed from the start. The Internet can be a wild and crazy place filled with information about yourself, available for the world to see, meaning that it’s easy to get caught in a lie. The right person will love you for who you are and it’s wrong to start off any relationship with the assumption of a lie. It’s almost guaranteed it will go nowhere, and as they say, the truth always comes out in the end. Avoid the hurt and be true to yourself.

Do call

One of the most memorable and polite things you can do while dating, be it planning the first date or calling them afterward (which we’ll get to later), is using this ancient contraption called a phone — just make sure you use the voice/speaking part of it. Calling instead of texting is the right (and gentlemanly) thing to do. Girls may be put off initially, but women will cherish this. So many men forget about the power of their voice.

Do go out on an actual date

Dating in some weird way, feels ancient, especially with our generation succumbing to what is coined hookup-culture, in which dating exists in the form of hookups and sex, and then maybe if the sex is great, it will eventually turn into a relationship. Traditionally, it is the other way around. Getting to know someone is a very scary thing; having sex is the easy part. Break the pattern and go on an actual date (dinner, movies, etc.). This will absolutely make you stand out from the pack and leave a lasting impression.

Don’t drink too much

Please don’t do this. First dates are awkward and sometimes a little alcohol can ease your nerves, but don’t overdo it. It’s not impressive that you can drink like a fish. Limit your alcohol intake to two drinks max.

Don’t leave your phone out on the table

Unless there is a really important call that you’re waiting for or someone is about to go into labor (hopefully this has nothing directly to do with you), put your phone away. If you must keep it out, let your date know why. Nothing says rudeness or I’m-just-not-that-into-you like texting other people or answering emails while on a date.

Do treat her like a lady

No matter what your preconceived notions of your date are, as well as your expectations for after the date, be respectful and treat her like a lady. Most, if not all, women want romance. Hold the door for her, let her go first, and pull out her chair. Somewhere between the Internet boom and our Twitter addiction, our manners seemed to drift into the past. Make yourself stand out from the rest as a true gentleman.

Don’t split the first check

Modern women are independent and strong and don’t need a man to validate them in any way, but there is still something to be said about a man taking care of that first bill. Call me old-fashioned, but going dutch on a first date is a major turnoff. Understandably, things are different today, and dating is expensive, but do your best to try and cover the bill. Go somewhere where you can afford, even if it means just going for coffee (and there is nothing wrong with that!). It’s the traditionally gentlemanly thing to. Once in a relationship, working out the bills becomes a little bit easier.

Do call the next day (or that night)

In this instance, if you went on a date and didn’t get home too late, you can text her to tell her you had a nice time and ask her out again. Don’t wait more than two days to call and don’t ignore text messages. We’re all busy and have lives, but you are NEVER too busy to return a text that takes approximately two seconds to type. Even if it turns out you’re not interested, don’t be that guy that ignores people. Come on — you’re better than that!

Study Shows West African Diet Is Healthiest In The World

The people of West Africa do not have enough food to eat. The percentage of the population that is malnourished is higher in Sub-Saharan Africa than anywhere else in the world. But when it comes to quality, a new study has found that the West African diet is healthier than the diets of many other places on the planet. And it’s one point that the rest of the world should look at more closely.

For the study, researchers ranked self-reported diet surveys from 187 countries on the basis of nutrition. They evaluated the surveys based on the consumption of healthy foods — fruits, vegetables, beans and legumes, nuts and seeds, whole grains, fish and milk — as well the prevalence of unhealthy foods such as red meats, processed meats, sugary beverages, saturated fats, cholesterol and sodium.

The result? As a whole, the world is eating more healthy foods than ever before. But we’re also eating a lot of foods that are horrible for us. And the winner for the diet with the most healthy components and the least junk goes to the nations of West Africa, namely Chad, Gambia, Mali, Senegal, Sierra Leone and Côte d’Ivoire. It turns out, the West African diet of lean meats, vegetables, beans, legumes and rice trumps the kale chips and asparagus water sold as “health foods” in many developed nations. The nations of West Africa ranked better on the survey than wealthier countries across North America and Europe.

To be sure, we are doing a better job in this country of eating healthier foods like fruits, veggies and lean meats. But we cancel out those healthy foods every time we serve them up with a side of bacon or hit the drive-thru for fries after work. And it’s not just our American penchant to super-size our meals that has us in trouble. The same pattern was seen in developed nations around the world. Consumption of healthy foods has increased, but it can’t compete with the skyrocketing demand for junk food.

Japheth J. Omojuwa: Burning Bright, by Maryam Awaisu #BookReview

Nadia Habeeb exists. Maryam Awaisu created an inspiring character in Nadia Habeeb but reading through the book, one would not fail to see that there was nothing fictional about the realities created by the words of Maryam as she took us through the journey of a young lady, who had to battle sickle cell anemia even as she had all of life’s conventional challenges along the way too. Reading the book, you’d find yourself rooting for Nadia’s character but on a second thought you are taken by guilt; how much have you rooted for the Nadias that are battling the disease in real life?

If for nothing, the book brought one closer to the pains and agony of those who suffer from sickle cell anemia get to go through everyday. You also get a feeling that closeness to the pain would never convey the reality in the way that those who live the life have to.

But Nadia showed us that in tribulation, there can be triumph. She offers herself as the symbol of light for those who every now and then must pass through the seeming darkness that is the disease. This is a book that must be read by everyone who suffers from sickle cell anemia, it is their book of hope in the midst of chaos and crisis; it is their template of victory over the shadow of death.

Burning Bright focused on victory over some of life’s greatest challenges and in this book, sickle cell anemia represented the greatest one as a girl had to battle for life, through a polygamous home, through heartbreaks and through getting an education that saw her leave home, away from her parents, across the ocean, to find herself, to be herself, to be the woman who in the midst of her troubles knew she had to stay ahead, burning bright through her moments of darkness and always making sure she had enough light within, for herself and the world around.

Nadia was easily the star of the story but in Nadia’s mum, we saw how much of a mother’s love makes the difference in the life of a child. It was not a perfect relationship but it was great enough for them to feed off each other’s strength, for them to battle life together and for them to win together. Even Nadia needed a heroine.

Then there was the love story, the one that failed and the one that showed us at the end of the book, that Nadia could love again, even when love had failed her, first with her dad, then with her serial relationships. This could pass for a story of love and of course friendship, as represented by Ayman, who always got Nadia being nothing but herself and saying things she would even keep away from her mum.

For me, more than anything else, this is a book about the power of faith, the power of belief in that powerful force that keeps our spirit going when we are at our dead end and cannot go alone anymore. Nadia went through her ordeals and thrived through them because she lived in faith and the belief that she was not alone; that there was God watching and rooting for her. It helped her cause, it gave her strength and belief and it kept her going, when going forward seemed impossible.

BB MA

Sickle cell anemia is not a death sentence and it is certainly not an excuse to live through life excusing doom and agony. The book, Burning Bright by Maryam Awaisu showed us another side, in my opinion, a better side to what carrying the sickle cell could mean. Education is everything and this book educated us about the disease and about those carrying it. It took us to their minds, their thoughts, their daily questions and their quests for answers, from God and from those of us they call friends and family. That Abubakar Habeed, Nadia’s father went ahead to marry Nadia’s mother despite knowing she carried the AS genotype was irresponsible on his part seeing as he carried the AS himself. That he lied about this was a betrayal and that he sought an escape from it all by marrying another wife was another level of betrayal. But the one person who ought to live excusing her predicament on other people instead chose to live by taking responsibility for herself. That is the lesson here; that in the end, each one of us must look to thrive, to run, to fly, to soar, blaming no one, excusing no failures, rising when we fall and making sure to live life to the fullest.

We have Maryam Awaisu to thank for this gift of a book and we’d all do well to have everyone we love read it. It is easy to read, entertaining, fun and enlightening. It is a page-turner, you want to see what’s next out of excitement but you also want to take in every moment. I cannot wait for Maryam’s next book and a part of me wants to see what Nadia is up to after her sojourn in Burning Bright.

Things Boyfriends Go Through & Deserve A Thank You!

If you’ve ever let your Bae go unrecognized, take a couple minutes and send them this article. We’ve got all the bases covered, here’s 20 things you should probably thank your boyfriend for:

  • 1. Putting up with non-explanatory tears. Sometimes girls just cry, and we don’t always know why. Thanks for being the stable one, never passing judgement, and loving me when I’m not-so-lovable.
  • 2. Not only for taking countless selfies with me, but for taking countless photos of me and my friends. Sometimes the lighting isn’t great, our arms take unflattering poses, and for some reason my eyes are always closed. You’re the real MVP for patiently taking pre-bar pictures until we find one truly Instagram-worthy.
  • 3. Agreeing that so-and-so is annoying as sh*t. Because, well, she is. Thanks for taking my side and being my biggest advocate.
  • 4. Petting my head and playing with my hair. I’m quite aware that I probably should’ve been born a cat because of the amount I love my hair to be played with. Thank you to the boyfriends who know just how to stop stress or anxiety before it starts with a good old head stroke.
  • 5. Giving me space and letting me pursue my dreams. I can confidently say that you’d never try to stop me from pursuing an opportunity whether it was near or far. Time with you is my favorite way to spend it, but you let me do my own thing at times and that’s important to me.
  • 6. Obnoxiously singing along to the radio with me. I can’t help but belt out every lyric when the Arkells come on the radio, and I thought I was the only one…Until we took a road trip together. Thank you for having a music taste almost as indie as mine.
  • 7. Never pressuring me. This one’s a biggie. Thank you for being understanding toward my limits and for letting our relationship move at a pace I’m comfortable with.Thank you for being a true gentleman.
  • 8. Dealing with a mouthful of hair whenever we spoon. It’s safe to say I’m the Rapunzel of redheads, and I can’t be the only chick out there with some long locks that tend to have a mind of their own. Thanks for understanding the many sacrifices that must be faced when maintaining a long-haired look.
  • 9. Paying for dates, but letting me pay sometimes too. Chivalry isn’t dead, but that doesn’t mean I won’t fight you over the bill sometimes. You treat me well, thank you for all the dates you’ve paid for. But more importantly, thanks for putting your pride aside and letting me treat you too.
  • 10 Never hiding your phone or giving me any reasons to care. You keep your read receipts on and don’t have a password lock. Thank you for trusting me, being honest and never giving me any reasons not to trust you in return.
  • 11. Acknowledging how soft my legs are after I shave them. Every girl knows the struggle of having to maintain smooth legs in the summertime, and it’s nice to have someone notice. Thanks for keeping up with the small stuff.
  • 12. Seeing my side of the story. You’re not one to jump to conclusions, and I really value how you see all perspectives before jumping into an argument. A lot of the time, I am overreacting, but I’m too emotionally invested to see it. You pick your battles, and aren’t afraid to apologize when it’s due.
  • 13. Eating delicious, disgusting, and unhealthy food with me. You never judge my order, and aren’t afraid to #treatyoself to some greasy goodness once and a while. Large chocolate shake? Two straws please.

Verratti: I’m Open To Premier League Move But Barcelona’s Interest Is Flattering

The Paris Saint-Germain midfielder stresses that he is happy at Parc des Princes but would consider a new league and is appreciative of the Catalan giants’

Paris Saint-Germain midfielder Marco Verratti says that the Premier League would be an option for him if he were to leave the French club.

The Italy international is on Barcelona’s wishlist for 2016 after some impressive performances for the Ligue 1 champions and admits that he admires the Catalans’ style of play.

Asked by Goal if England might suit him, Verratti stressed his happiness at Parc des Princes but confirmed his openness to a challenge overseas.

“You never know what the future brings,” he remarked. “I am fine where I am now and I am not thinking about a transfer.

“I will consider my options the day I no longer feel good at PSG or when the club wants to sell me but England, Spain and Italy are all options. What matters most is the project.”

Verratti’s agent has previously indicated that the midfielder would relish the chance to play for Barca and the 22-year-old confessed his admiration for the Spanish champions.

Kogi is Sinking, Who Will Replace Idris Wada? – Haufsat Ibrahim

Just like a significant percentage of Nigerians were tired of former President Jonathan’s incompetence and cluelessness, I am happy to see that a good percentage of the right thinking people in Kogi State, who are practically just praying to survive the remaining days of Wada’s maladministration, have embarked on a no-second-term campaign against Captain Idris Wada.

Wada’s maladministration has been successfully plastered around all the different sectors in Kogi, little wonder some of his previous supporters have become stern critics. Just like Former President Jonathan, Wada will have to pay dearly for his last four years of mindlessness, cluelessness and gross incompetence. There is actually no point getting into political arguments on Wada’s performance, the people of Kogi who daily go through excruciating pains as a result of lack of infrastructure and leadership are clear on the fact that having Wada as governor in the last four years is regrettable in every sense. The same way Goodluck Jonathan showed the world that not everyone who can join a political party can lead, Wada equally has loudly expressed that he has no business leading a state, not even Kogi State for that matter.

Health workers went on strike in December only to resume to their regular non-functional hospitals in June, Governor Wada wasn’t moved. For me, that’s a blend of wickedness with cluelessness. Around the state, there are reports of school buildings collapsing. Issues like these don’t seem to bother our dear governor. Anyway, having an incompetent leader is sometimes just as good as having none.

As I write from Ogori, anyone who has been to the general hospital in Ogori will attest to the fact that it’s not better than a burial ground. There is no point going there only if one is ready to exit this planet. As a matter of fact water does not run in the entire general hospital, so when pregnant women go there to deliver, it’s a now a basic requirement that they come with 50 litres of water. Needless to say, this is 2015 for crying out loud! Just in case you are still in doubt, check out schools in Ogori, and ensure you visit GSSS Ogori-Magongo, this particular school has only 8 teaching staff for the entire school. I really don’t know Wada’s excuse for this form of wickedness.

One can only hope that the highly cerebral new INEC Chairman, Mrs Amina Zakari would fit well into Professor Attahiru Jega’s shoes and show her critics with Kogi’s election that she is more than up to the task.

From the responses I get from the average people of Kogi, many are not having a hard time deciding on getting Wada out of office with their voter’s card, but many are looking and wondering who to replace him with. The idea that electorates should focus more on the credibility of individuals rather than the political party they hail from is actually debatable, most especially when you consider how Goodluck Jonathan fooled many Nigerians with this same gimmick. If we citizens of Kogi fail to learn from fresh history, it just might be costlier this time around.

Of the entire contestants in Kogi, the top four based on my assessment include the incumbent governor (PDP), Jibrin Isah Echocho (PDP), Abubakar Audu(APC) – who is doing everything to secure his second coming and retired Air Vice Marshal Saliu Atawodi(APC). It is important to note that there are about 20 contestants under the All Progressives Alliance (APC).

If Kogites are looking towards the angle of “change”, hence aligning Kogi with the federal seat of power, then I think as a people we should look closely into the credentials of Saliu Atawodi who seems to be experienced in public service as a top military officer and also as an entrepreneur. Abubakar Audu’s last performance wasn’t any stellar in my opinion and I would rather let’s have a new hand as long as such is credible and is ready to present a promising plan. My fear with Echocho lies in the fact that he has remained wounded since the last election in 2011, apart from the fact that the PDP in Kogi and at large is not worthy of trust, Echocho seems to be presently more concerned about scoring political points against political enemies in his sinking party. What the confluence state needs is a way out of its many developmental predicaments and not endless power tussles that won’t amount to anything for citizens. Only those who can deliver that should be given a chance.

Ugochukwu .J. Amasike: Reconstructing Nigeria For Progress

The foundation of our problems as a Nation is our distorted national Political and Economic Architecture, it sustains vested interests, rewards laziness and places premium on ethnicity over Merit, and this naturally breeds corruption.
However, the direct and indirect beneficiaries of this flawed political-economic structure, choose to continue to turn a blind eye to the futility and folly of trying to maintain such a system, choosing as it were to postpone the evil day; but sooner or later, the chickens will come home to roost, and it is already happening as exemplified by our current economic fortunes nay misfortunes, with the Federal Government of Nigeria having to at some point borrow money to finance its recurrent expenditure and with state governments needing “financial bail-out’s” to meet the most basic of their duties: the payment of worker’s salaries.
President Muhammadu Buhari, as patriotic and determined as he is, can not succeed in his noble and desirous ambitions of changing Nigeria, under the current political and economic architecture we inherited from the Military Dictators of our chequered past; they are stifling. This military-tailored system, which was designed specifically for the purpose of the maintenance of “Command and Control” is obsolete, and was never intended to deliver the dividends of democracy to the long suffering people of our beautiful and beloved Country, Nigeria.
The people of Nigeria have wallowed long enough at this mountain of stunted development, occasioned by the bequest of a flawed and downright corrupt political-economy bequeathed to us by our military adventurers. If Nigeria is to emerge from the doldrums of darkness, and stagnation, and make meaningful and sustainable progress, then it must do away with all stifling national legislation that sustain and facilitate corruption and inefficiency, while simultaneously inhibiting it’s development as a modern State.
Thus, it behoves on Nigerians to see to the amendment of its Constitution and the adoption of a truly Federal Constitution, that encourages the creation of wealth, rewards hard-work and   industry, and places more premium on Competence and Merit rather than fraudulent census figures, religion and ethnicity.
Nigeria’s current quasi-federal nay Unitary 1999 Constitution (as amended),has effectively set Nigeria up for failure and mediocrity. A constitution that ensures that component States remain dependent appendages of Mummy – Federal Government, even at a time, when they are full grown “adult State Governments” that should be catering for themselves, their children (Local Governments) and contributing to the up-keep and welfare of Mummy- Federal Government. Instead, we are treated to the unseemly and abominable sight of adult State Governments fighting over who gets to get the largest share of Mummy Federal Government’s “national cake”.
The foundation of this aberration is effectively captured and provided for by Section 162 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) which provides thus:
 (1) The Federation shall maintain a special account to be called “the Federation Account” into which shall be paid all revenues collected by the Government of the Federation, except the proceeds from the personal income tax of the personnel of the armed forces of the Federation, the Nigeria Police Force, the Ministry or department of government charged with responsibility for Foreign Affairs and the residents of the Federal Capital Territory, Abuja.
(2) The President, upon the receipt of advice from the Revenue Mobilisation Allocation and Fiscal Commission, shall table before the National Assembly proposals for revenue allocation from the Federation Account, and in determining the formula, the National Assembly shall take into account, the allocation principles especially those of population, equality of States, internal revenue generation, land mass, terrain as well as population density;
(3) Any amount standing to the credit of the Federation Account shall be distributed among the Federal and State Governments and the Local Government Councils in each State on such terms and in such manner as may be prescribed by the National Assembly.
(4) Any amount standing to the credit of the States in the Federation Account shall be distributed among the States on such terms and in such manner as may be prescribed by the National Assembly.
The foregoing Section of the 1999 Constitution (as amended) effectively turned Nigeria into a Unitary State, and it is the foundation of the lazy mindset of many Governors nay “Stewards” of otherwise co-ordinate component States of the federation; they simply get elected and eagerly await the monthly CREDIT ALERT from Mummy (Federal Government); there is no reason to think creatively or outside the box when there is oil money to be distributed by Law!
The only State that has strived to wean itself off the apron strings of Mummy-Federal Government, is Lagos State, which has greatly increased its internally generated revenue (reportedly generating one billion dollars from taxes in the year 2014 according to the British weekly publication – The Economist) and has since been making considerable and concerted progress at becoming self-sufficient.
However it is to be noted that even Lagos State was forced to look inwards in the year 2004, when the administration of President Olusegun Obasanjo withheld its “share” of the Federal Allocations, when the former, in contravention of the wishes of Mummy-Federal Government created additional Local Government Areas. Thus, necessity forced Lagos to grow up and it hasn’t looked back since then.
Ladies and Gentlemen, Nigeria can not achieve its famed great potentials by practicing a corrupt system, a system that rewards the indolent, and punishes the industrious; a society that places more premium on ethnicity rather than merit, no society progresses without Justice and ours is an unjust set up that and supports and facilitates nepotism and corruption. This situation must thus be rectified if we are to survive and thrive as a modern Nation.
President Muhammadu Buhari won the elections on the back of his famed anti-corruption credentials and his integrity, and his actions and statements reveal his aversion for corruption and he is clearly poised to help reset Nigeria to a path of development and progress.
However, in spite of President Buhari’s best efforts to eradicate corruption and place Nigeria on the path of greatness, no matter how concerted, he stands little chance of lasting sustainable success, IF he does not see to the reconstruction of our national political-economic architecture by seeing to the amendment of our Constitution and taking due cognizance of the feelings and thinking of the over 250 distinct ethnic groups in Nigeria who sent in memoranda and Representatives to the 2014 National Conference convened by former President, Dr Goodluck Jonathan.
The perceived disposition of the new administration to discard everything from the past Administration led by Dr Goodluck Ebele Jonathan is unhelpful; for all of its gross failings,  (and they were many), there were some few positives, such as the Report and Recommendations of the 2014 National Conference, and the amended version of the now famous or infamous Petroleum Industry Bill, (depending on which side of the divide you stand).
The Report and the Recommendations contained in the Report of that Conference may not be perfect, but its nationalistic intent leaves no one in doubt, and within it, we find a sound template for the demolition of this corrupt structure that has stifled our development for decades, and beyond that, we were also given an excellent template for the reconstruction of our national and economic architecture for the attainment of growth and development, under terms that are agreeable to ALL Nigerians who make up this great Country.
It is the considered opinion of this writer, that President Muhammadu Buhari should use his influence and powers as a Nigerian statesman and as President of Nigeria to push for the implementation of the Recommendations of the 2014 National Conference and by necessary extension the amendment of the 1999 Constitution or the enactment of a new and better Constitution, that will form the foundation of a new and progressive Nigeria.
If Nigeria is to continue to survive and if it is to thrive, then we must reconstruct our political architecture and revert to the practice of fiscal Federalism, a system that served us well in the 60’s and 70’s (even if it’s implementation is in to be done in phases and stages), this is the ONLY way Nigeria can make sustainable progress and the only way to administer a multi-ethnic society like ours; and eliminate or reduce to the barest minimum the scourge of nepotism, corruption and the shameful scars of poverty and under-development that dis-figures our national landscape and has turned us into a laughing stock among the comity of nations.
In conclusion, I borrow the words of President Buhari during his inaugural speech, wherein he quoted Shakespare’s “Julius Caesar”, “there is a tide in the affairs of men, which taken at the flood, leads on to fortune; omitted, all the voyage of their life is bound in shallows and miseries…We have an opportunity, let us take it. “
A word is enough for the wise.
God bless Nigeria
Thank you.

5 Foolish Things People Do When They Are Broke

1. Splurge when money comes in

It’s easy to get into the “I’ve been broke for months, so I should be able to treat myself” mindset, and when a large sum of money — like a tax return or bonus from work — comes in, sometimes people run out and spend this money instead of using it for something practical.

According to data published on Mint.com, “Taxpayers reporting more than $50,000 in income were more likely, at 52 percent, to put refunds into savings than those who made less.” Whether this money goes to a vacation, shopping spree, or a new piece of technology, spending a lump sum of money on wants instead of saving it, or using it to pay down debt, is not the wisest choice.

2. Prioritize convenience

When you’re broke, small things make a difference. Each trip to the convenience store to buy milk or bread, for instance, adds up. Second to gasoline, the most commonly purchased items at convenience stores are candy and gum (31%) and soda (29%). Although you may only be spending $2 or $3 more each trip, after 20 or so trips, you’ve spent around $50 that you could have saved simply by going to the grocery store.

The same principle applies with cleaning products, fast food, and other conveniences. It’s much easier to buy disposable cleaning products than to use more inexpensive options like reusable mops, sponges, and toilet brushes. But, many people — even when they’re broke — are willing to pay extra money for the convenience.

3. Take on too much debt (or take on bad debt)

If you have a low income, it is more difficult to pay off debts like student loans, credit cards, etc. Talk Poverty found that earners in the lowest quintile face education debt that averages around one-fourth (24%) of their income. However, the average for all household is only 6%. Some debts like medical debts, of course, may be unavoidable, and some — think student loans, mortgage debts, and responsible credit card debt — may even be practical. But taking on more debt than you can handle is asking for trouble.

Many people who are broke still take on high-interest loans (e.g., payday-type loans) and large amounts of credit card debt. Bankrate found that as of last year, nearly one out of four people (23%) earning less than $30,000 had more credit card debt than savings.

4. Live above their means

Do you spend more money than you earn? If so, you’re certainly not the only one. A large portion of households, particularly lower-income households, have higher expenditures than they do income.

According to the Bureau of Labor Statistics’ consumer expenditure surveys, consumer units (which are kind of like households) categorized as earning between $30,000 and $39,999 earned an average pre-tax income of $34,655, but they spent $36,093.

In each of the lower-earning income groups, average spending was higher than average income. It wasn’t until the $40,000-to-$49,999 income level (and higher-income levels) that average income finally exceeded average spending.

5. Have no savings

Whether we’re completely broke or not, most of us could benefit from saving more money. It’s a lot more difficult to save when you’re broke, and you need every penny you earn to cover the basic essentials. But it’s still a good idea to save some money. Even if you can’t save up the ideal six months of emergency savings and place large chunks of your paycheck into retirement funds and savings accounts, that doesn’t mean you necessarily have to give up on savings altogether. Even the smallest amounts can make a difference for a rainy day.

Kogi Election: Jibrin Isah Echocho Declaration Speech

In the past four years Governor Idris Wada has been governing our state but come November 21st November, 2015 a fresh election for the office of Governor would be conducted as our constitution demands.
I want to be the recipient of the baton. This is not a decision I take lightly, but one that I arrived at after a careful and persistent consideration as well as the need for a servant leader who places people over politics and service above all else. I took the decision to run for governor of our state in 2015 under the platform of the People’s Democratic Party (PDP) after a great deal of thought. I consulted widely with my family, friends and close political associates in Kogi state and nationwide.

In April this year, I started a state-wide public consultation with leaders and major stakeholders in our party and state including traditional rulers, political pressure groups, youths and women groups across the state. Since then I have visited the 21 local government areas of the state, meeting leaders and the rank and file of the party at the grass roots, the heart and soul of the PDP without whom we cannot achieve victory. After many weeks of consultations, what began as a thought has now become a course of action, which I wish to pursue. And today I will step out to purchase the Expression of Interest and Nomination Forms for the gubernatorial primary election.

I am running for governor because I believe I can add value to the governance of a state I love so much. My love for the State and it’s people knows no limit. I love the diversity, the can-do spirit, the communal life of neighbour-helping-neighbour of the people; and I believe in what Kogi state can be. And my passion to serve compels me once again to stand for what is right for all Kogites, to make Kogi state what it can be. I offer myself as a Kogite who is concerned about the widespread unemployment that is destroying the very fabric of our society.

During the course of my consultation, I met with and heard from tens of thousands of fellow Kogites from across the three senatorial districts about how we can continue to build the Kogi state of our dream, with jobs and opportunities for every resident in every community. What I have heard over and over is that it doesn’t matter to the majority of our people where the person who provides these jobs and opportunities come from or the language he or she speaks. What matters to them is that there should be jobs and business opportunities for all.

Kogi State is blessed with abundant human and natural resources; such as solid minerals, vast farm lands, vast water resources, intelligent, hard working and talented people. For all of our state’s wealth, there should be no suffering in the land.
But I bet that in every family there is a loved one who has no job, many for years after graduation. And there are some others who are underemployed. I hear of university graduates who are working with school certificate because these are the jobs they could get. Others are riding okada and keke to offer transport services just to make ends meet and hold their lives together. It doesn’t have to be so.

Like most Kogites, I dream of a Kogi state where those who want to work will find appropriate jobs and those who want to set up businesses can do so without bothering about the infrastructure that will enable them to succeed. I dream of a Kogi state where our youths can look at us with hope and we see them as worthy future leaders. I dream of a Kogi state where our tomorrow will always be better than yesterday. I dream of a Kogi state where, where you come from and the languages you speak do not matter. I dream of a Kogi state where the interest of all is paramount and not those of the few. I dream of a Kogi state where you do not have to know a big man before you get what you deserve. I dream of a Kogi state of equal opportunity and no discrimination.
I believe that, through collaborative and inclusive efforts and participatory governance, all Kogites, working together as a statewide team can make this dream a reality in our life time.

The challenges we face going forward are enormous. We all know these challenges because we face them every day in our daily lives. Unemployment, general insecurity, corruption, rising food prices, housing shortage, broken marriages are some of the challenges we must overcome. They are formidable. But I am prepared for them. I believe that job creation holds the key to overcoming all these challenges. If we can tackle the problem of unemployment, all other problems, whether it is robbery, kidnapping, communal conflicts, broken marriages, prostitution etc, will be drastically reduced to the barest minimum because none of us is born bad.
It would have been criminal of me to look the other way when I know I can do something about these problems. That is why today I am asking my fellow Kogites to allow me to serve as governor for the next four years.

My earned experience as an investment Banker for 25years along with my firm grounding in our community give me a unique understanding of the critical issues of our time. I know how government works. I also know how the private sector works. I am ready for the challenge of building the Kogi of our dream.

I have an agenda for the next four years to meet the hopes and aspirations of our people. If the good people of Kogi state give me the privileged opportunity to be Governor, I shall implement a pan Kogi agenda that offer viable solutions that specially reflect the views and wishes of all Kogites rather than those of special interests. I will focus on job creation like a laser beam. These would not be public sector jobs but jobs that will be created mainly by the private sector, with government creating the enabling environment.

I believe that by building a strong and stable economy, a strong and secured society, a cleaner environment and changing our politics, the four point agenda christened as the four pillars of the House of Kogi of our dream, we can create the jobs we so badly need to strengthen our families and revitalise our communities.

Our dependence on the Federal allocation which has crude oil as the main source of revenue not only exposes our economy to foreseeable shocks, it endangers our security because unemployment is presently our greatest security risk. The petrol dollar made us to unwisely ignore every other sector particularly agriculture with its huge job creation potential, thereby robbing us of a source of massive employment for our teeming youths.

By acting decisively to restructure the economy of our state through massive investment in agriculture and rural economies, modernising and expanding our infrastructure including affordable housing, promoting tourism, entertainment and sports, assisting existing and moribund industries and encouraging new ones to set up agro-based industries, we can jump start job creation and achieve greater, more sustainable economic prosperity.

As we recreate our economy, it is also imperative that we secure and strengthen our society and protect the environment, and by so doing create the enabling environment to attract local and foreign investment.
Residents and visitors deserve to live in peace and safety, free from harassment, intimidation, vandalism and fear at home or on the streets of Kogi State.

We can transform our State and strengthen our society by providing better schools and better hospitals for our people. We believe that education and health care should be affordable, accessible and qualitative. I will work to deliver improvements in quality and capacity in our health care and educational sectors.

I believe in our youths. They are worthy future leaders. We must give them genuine hope that the future can be better. As Governor, I will create the necessary environment for the full realisation of their immense innate endowments in entrepreneurship, sports, entertainment or as part of the working class.

In recognition of the silent roles women play in our society as the solid rock of families, I will work tirelessly to enhance women’s rights, insist on 35 percent of women representation in our government and give them the responsibility for all development schemes relating to women affairs. We will up-grade and expand markets across the State because they are the traditional strongholds for women.

We will make our environment cleaner by embarking on a comprehensive urban renewal and regeneration programme to redress urban problems that include poor sanitation, inadequate transportation and traffic congestion.

This necessary transformation of our economy and society and protecting of the environment require new approaches and ways of doing things. We must change our politics and restore faith in government. I am committed to the principles of accountability, transparency, social justice, sustainability and inclusivity – of the whole of Kogi state and it’s entire people. These principles will drive our programme of action for the next four years.

Also in the drive to transform, we need strong institutions, as against powerful individuals. As Governor, I will work to strengthen the institutions of government through an agenda of rejuvenation. The civil service and local government administration in particular will be strengthened and empowered for better, effective and efficient service delivery.

As the next Governor Kogi state, I won’t kick the can down the road. I will confront every challenge that come our way because I understand the urgent need to diversify our economy, secure and strengthen our society and protect the environment to help create sustained economic growth and new jobs for our people. Doing all these will not be easy. But I believe it is do able. That is why I have decided to join the race to seek the governorship ticket of the Peoples Democratic Party.
The current Governor and a few others are in the race. We are all qualified. We are all good men and women who mean well for our state. But I can do a better job of transforming our state and taking it to the next level of development. I need the support of everyone in the party to make this happen. Support me in the primaries because my candidacy will ensure easy victory for our party in the governorship election and thereafter, transform our state to the level thought impossible and through this living example make the opposition completely irrelevant in Kogi State.

I am ready to take up the unfinished business of building a Kogi state of our dream which began in 2011 and make Kogi state greater.
So join me. Together, we can make the new Kogi possible.

God bless Kogi State and God bless Nigeria.

4 Habits of Billionaires You Should Follow

Dan Caplinger: One key trait most billionaires share is that they are willing to take on what many would consider to be huge amounts of risk in order to achieve their financial goals and dreams. When you look at the current ranks of billionaires, you’ll find a substantial proportion of them coming from entrepreneurs who built businesses from the ground up. Although many of these billionaires had financial support from family wealth or other sources that helped reduce the risks somewhat, the eventual success of these business enterprises typically relied on hard work, determination, and the sheer pigheadedness of refusing to accept defeat.

Risk plays a role in everyone’s financial planning. Especially with current low interest rates offering next to no income on low-risk investments, investors have discovered that taking risk is almost a necessity in order to produce the returns they want and need. Although you don’t have to shoot for the moon, as many billionaires did to reach their current success, having an idea of the goal you’re striving to achieve will make it that much easier to gauge your progress and recognize when your efforts have paid off.

By finding a risk level you can tolerate but that will still produce good returns, you can use this billionaire strategy to boost your investment returns over time.

Matt Frankel: One of the most common habits of billionaires isn’t directly related to saving, spending, or earning money — billionaires take good care of themselves. Studies have shown that wealthy people exercise more and have healthier diets than those of lesser means, and both of these things affect people in ways that can help build wealth.

According to one study, 78% of wealthy people do aerobic exercise at least four times per week, which can improve mood, boost energy levels, and promotes better sleep, all of which can increase productivity and performance at work. On the diet side, 70% of wealthy individuals consume less than 300 calories per day from junk food, in sharp contrast to just 3% of the poor who do the same. A healthy diet can reduce stress levels and increase productivity — and lead to the obvious financial benefit of fewer medical bills.

Aside from the benefits of more effective performance at work, a healthy lifestyle means you could work longer. The later years of one’s career are generally the highest-earning years, so being able to work several extra years could mean millions in extra earnings.

Now, I’m not saying this is a perfect correlation by any means. There are plenty of people in excellent shape who don’t earn much, and there are plenty of rich individuals who love junk food. In fact, Warren Buffett is notorious for his love of Coca Cola and ice cream. However, it does make sense that living a healthy life increases your chances of advancement at work, success in business, and ultimately, the ability to accumulate wealth.

Selena Maranjian: Many of the world’s richest people have one particular habit in common, and it’s likely one that has helped get them to where they are: reading.

Consider these words of Warren Buffett:

I read and read and read. I probably read five to six hours a day. I don’t read as fast now as when I was younger. But I read five daily newspapers. I read a fair number of magazines. I read 10-Ks. I read annual reports. I read a lot of other things, too. I’ve always enjoyed reading. I love reading biographies, for example.

Note that Buffett does a lot of reading that’s directly related to investing, such as company 10-Ks and annual reports, but he also reads more broadly, to learn more about what’s going on the world and in various industries. And through other books, such as biographies, he can learn more about history and various human achievements and failures. We, too, would benefit from reading much more about investing and the business world, as well as topics beyond them. Reading up on science or technology, for example, can inform our investment decisions about many companies, even if it’s just to help us realize that we don’t know enough to have confidence in them.

Bill Gates, even richer than Buffett, is also a voracious reader. He said, “I read while traveling, waiting for meetings, in the evening, and especially on vacation.” Now that he’s a major philanthropist, he doesn’t just read briefs and write checks, but he reads deeply on the issues he cares about: “I might read more about diseases than about any other subject.”

So, what should you read? Well, perhaps start with some investing classics: Peter Lynch’sOne Up on Wall Street, Philip Fisher’s Common Sense and Uncommon Profits, and Benjamin Graham’s The Intelligent Investor.

Jason Hall: If you look at the most successful billionaires in the business world, the one common trait that jumps out is how focused most of them are on the thing that has made them super wealthy.

Take 84-year-old Warren Buffett, who made himself into perhaps the best capital allocator in history, building Berkshire Hathaway into one of the greatest investments of all time, through both his stock-buying prowess and his ability to acquire amazing, cash-cow businesses and then integrate them into Berkshire.

On the other end of the spectrum is Facebook founder, chairman, and CEO Mark Zuckerberg, who only turned 31 this year, and has remained focused on building that business into the world’s dominant social network.

The reality is this: Do-it-all billionaires like Elon Musk — who runs two companies, SpaceX and Tesla Motors, and is chairman, largest investor, and co-founder of a third, SolarCity — are the exception.

For the most part, wealthy people get that way by focusing on something that offers huge opportunity, and that they excel at. It’s no different for world-class athletes.

Excelling at anything takes both skill and dedication. We could all learn this lesson and apply it to our own lives, whether it’s relationships, our career, or how we invest.

I’m alive, says Boko Haram’s Abubakar Shekau in new audio

Abubakar Shekau says he is alive and still the leader of Islamist sect Boko Haram, denying reports he is dead, according to a new audio message quoted on social media on Sunday.

Social media feed of jihad monitoring site Site Intelligence quoted a new audio message released from Shekau denying reports that he is unable to serve as leader.

There have been several claims by Nigeria’s military that Shekau has been killed over the last few years but he keeps resurfacing in new videos or it could be “impostors” posing with the same name, security sources have said.

Last week Chad’s President Idriss Deby said Boko Haram leader Shekau was wounded and has been replaced as leader by Mahamoud Daoud, adding that Shekau went to Maiduguri, capital of Borno state, after he was wounded.

Deby said the new Boko Haram leader, whom little is known about, was open to the idea of talks with Abuja.

“Infidel media published that I’m dead, or sick and can’t speak, this is an utter lie.” Rita Katz, director of Site Intelligence posted on her social media site quoting Shekau as saying to ISIS leader, Baghdadi.

“If this was true how is that I can speak now?” message signed as ISIS head of west Africa province.

Shekau’s last video appearance was in February, when a person claiming to be him — analysts believe he may have been impersonated — threatened to disrupt Nigeria’s presidential elections held the following month.

The group has released at least five videos since then but Shekau has not appeared in any of them.

Dr. Dre’s New Album Streamed 25 Million Times On Apple Music In Its First Week

Compton, the new album from hip-hop mogul and Apple employee Dr. Dre, was streamed 25 million times in its first week on Apple Music. In addition to the streams, Apple says the album also sold half a million downloads through iTunes — a solid performance that was not quite enough to push it to number one in the US charts. Apple executives reported the figures in a statement to The New York Times, but the publication did not specify whether the figure was made up from complete listens to the whole album, or includes people who listened to individual songs.

The album, which came at the same time as, and loosely ties into NWA biopic Straight Outta Compton, was an all-Apple affair. Dre announced the album on his own Beats 1 radio show, The Pharmacy, and it premiered a day early on Apple’s streaming service, before full release on iTunes on July 7th. For now at least, it remains an Apple exclusive, only available for stream on Apple Music and digitally through iTunes. Beats co-founder Jimmy Iovine was positive about the results, saying that it constituted a good start for Apple Music. “We’re beginning to show what we can do in terms of communicating music to a worldwide audience and helping artists at the same time,” he told The New York Times.

NNPC Retires 1000 Staff

Over 1000 workers of the Nigeria National Petroleum Corporation (NNPC) will leave service any moment from now, Daily Trust has learnt.

More than 200 of them are middle level officers that are caught up in the ongoing restructuring that has seen the exit of top management staff and nine heads of the corporation’s subsidiaries.

About 800 others are those that will attain the mandatory retirement age of 60 years or 35 years in service in the next one and a half years.

The new NNPC boss, Dr. Ibe Kachikwu has said all staff retiring by 31st December 2016 should go
now as a result of the downsizing, a source said.

The source said those to be affected are from the subsidiaries, especially  pioneer workers  of the refineries.

As at January this year, the Corporation has about 9,500 workers in its services.

The New Group Managing Director announced the disengagement of 38 management staff last week and said the on-going retirement of the Corporation workers will go down to the lower cadre.

‘It’s A to zero restructuring. I’ve done the first three layers which is going from the Group Executive Directors to Group General Managers and General Managers. You’re going to have a lot more now. The NNPC isn’t public service. It’s a corporation and we run like a company generating money for the people of Nigeria. So, the whole concept of anything goes should stop,” he had said.

Already there is agitation from the staff due to the on-going reforms alleging that it was not following due process.

They cited the example of recruitment of about 12 top management staff into corporation and deploying them in key positions without any employment notice or consultations of relevant stakeholders.

They also accused the new management of punishing some staff that insisted on due process.
Last Friday the two unions in the oil industry, the Nigerian Union of Petroleum and Natural Gas Workers and Petroleum and Natural Gas Senior Staff Association of Nigeria  (NUPENG and PENGASSAN) warned that the reforms are exposing their members to danger.

“The on-going exercise portends a great danger in the Oil and Gas Sector, if workers are meant to bear the brunt of Government current action where the fight on corruption is now used as an act of vindictiveness against workers.”

Meanwhile, the management has scheduled a meeting with the oil unions tomorrow as part of the efforts to carry them along.

The Management further said the reforms were free from ethnicity or any agenda but mainly to enshrine professionalism in the system in a statement issued recently.

I’m Not on Mass Retrenchment Binge – GMD
The Group Managing Director has said his mandate was to put in place efficient, transparent and profit-oriented processes and not to embark on a mass retrenchment of the workforce.

Dr. Kachikwu stated that the mandate given to him by President Muhammadu Buhari is to turn around the entire commercial processes and procedures in order to impact on the growth trajectory and operations of the Corporation.

A statement from the NNPC yesterday said the reduction in the directorate from eight to four (4) at the top management cadre of the NNPC is to refocus and sharpen the business aspiration of the Corporation, adding that training and retraining of members of staff to align with the new vision is the next stage of the ongoing reforms.

The NNPC helmsman noted that all Production Sharing Contracts, Joint Venture Agreements and all other contracts between the NNPC and its various partners would be reviewed to reflect current day realities in the global oil and gas industry.

Dr. Kachikwu reassured that the recent repositioning is to put in place the right set of skills for performance stressing that the new arrangement provides a veritable vista for upcoming professionals in the Corporation to have a speedy career path.

He stated that the NNPC under his watch would put in place mechanisms that would plug all revenue leakages in the upstream, midstream and downstream sectors while adding that all crude oil proceeds due for the Federation Account would be remitted accordingly.

Garba Shehu: President Buhari’s Jobs Search

The ongoing ministerial briefing of the President at the State House, Abuja, put a spotlight on an important sector long neglected by previous administrations, yet one that can create millions of jobs.
The first briefing of a President by the Ministry of Science and Technology and its parastatal organization, the National Agency for Science and Engineering Infrastructure, NASENI, over a period of many years showcased opportunities and the enormous achievements made in the invention, fabrication and assembly of capital products for the sustainable industrialization of the country.
A matter for serious concern for President Muhammadu Buhari, who campaigned on a promise to create jobs is the paucity of investments in industry, without which there can be no new jobs or incomes.
Experts have warned a long time ago that Nigeria has been frittering away its demographic dividend.
Sixty-five percent (65%) of the country’s population is made up of youth, and a majority of whom are said to be jobless. The President has been quick to see the danger which he describes as the next most potent for the nation after Boko Haram.
In fairness to them, it is not as if past governments hadn’t seen this problem coming.
The difference President Buahari wants to make can only succeed by moving away for past measures with only palliative effect on youth unemployment.
President Buhari has often spoken about agriculture, public works, IT, industry and mining as capable of delivering the quick wins.
Past agricultural practices have had the effect of constricting the definition of farming.
For agriculture to deliver jobs on the scale the President is looking at, it has to go beyond cropping and cereals production. The whole concept has to change.
It is for this reason that the new administration is seeking to boost livestock, fisheries, horticulture; geese, duck and bee farming and all that. In the neighboring Cameroon, export of fresh flowers is a key flank of their foreign exchange earnings.
Those who patronize Chinese restaurants know the value of ducks. It is so high in export value that the few who have tried taking it abroad say it is a money spinner.
In addition, there is also what they call medical agriculture. Organic plants are grown and exported such as the moringa that have herbal and medicinal value with ready markets everywhere. After listening to the presentation on this sector, the President’s parting shot, having realized the challenges was “ I’m going to give you a tough Minister.”
The President has also been speaking about public works projects, subject to improvement in the earnings of the government. But he is not oblivious of the limitations of this line of job-creation. Its absorptive capacity is limited largely to labour and low in capacity in dealing with skilled manpower.
When NASENI and the Ministry of Science and Technology came calling, they broached an important issue dear to the President.
They made presentations to him on home-initiated and home-sustained industrialization processes through the development of relevant processes, appropriate local machine designs and machine-building capacities for capital goods and equipment manufacture that can lead to job-creation, economic well-being and national development.
The President was much excited seeing this. He wondered aloud why industry was not lapping up these local inventions. It was equally clear that the problems on the part of these important agencies of government agencies is the lack of capital infusion to move prototypes to capital and industrial goods. He asked for a one-on-one meeting with the NASENI Executive Vice Chairman for further briefing.
Successful economies such the United Kingdom, Japan and the United States got to where they are today because because they did just this. They encouraged invention and adaptation through business incubation and the availability of venture capital. The President spoke about his enthusiasm for energizing local manufacturing of goods using indigenous technology as against the wholesale importation of goods and services as is the current practice.
In response to this concern came the overwhelming as well as disturbing impression that Nigeria’s industrialization and growth are being held back by an industrial sector dominated by foreign interests that are keener on maintaining home ties than in keying into local patent. For this reason, private investment using the local patent has remained in the doldrums.
To change the unwanted situation, government, according to some experts, has to put its own house in order and look at policies that will drive up the capacity of industry to employ enmasse. Some even argue for trade barriers and subsidies since everyone is doing the same.
Government at the center may consider a national industrial plan in accordance with national plan objectives and party principles or manifesto. Many think this is necessary to define priorities and give budget benchmarks because state government are not always run in a serious or objective manner. When he saw what NASENI and the other agencies in the science and tech sector were doing, the President’s question, obviously out both interest and concern is: have you ever made this type of presentation to the states? The answer was that only Bauchi and Nassarawa have so far shown a measure of seriousness.
For such a central plan to succeed, it must take into account the peculiarities and endowment of the states. In addition, it should be a “must-implement” for APC states and optional for those in the hands of the opposition. By this, APC states can become model states in job creation through innovation and industrial production. In addition to giving the party relevance, this plan imposition may have the effect of synergism in national development efforts.
With his expressed commitment to supporting the science and technology sector, along with agriculture, mining, IT and industry through invention and local manufacture, the President has taken a major step towards fulfilling a key campaign promise, which is to address the failure of the economy to create jobs.

How Goats & Chickens Can Help End Child Marriage

In Ethiopia and Tanzania, young girls are married to adult men in exchange for livestock. But if the girls already own the animals, that monetary trade becomes less vital for poor families.

That’s the thinking behind an incentive and education program to reduce child marriage from international organization, Population Council. After spending three years in Tanzania andEthiopia—where almost 40 percent of girls are married before they reach 18—researchers found that donations of school supplies, providing girls and their families with chickens and goats, and community education were effective in decreasing rates of child marriage in both countries.

Child marriage is deeply rooted in tradition, but often perpetuated by poverty. Poor girls are twice as likely to be married before 18 than those with wealthy families, according to the International Research Center on Women. Struggling parents often marry off their daughters because they can’t afford to care for them or pay for schooling, and because they desperately need the dowry that accompanies marriage.

“When families and communities recognize the harms of child marriage, and have economic alternatives, they will delay the age at which their daughters get married,” said Annabel Erulkar, the study’s lead researcher.

The results were especially promising for young girls in Ethiopia, where child marriage is illegal. Those aged 12 to 14 who received school supplies were 94 percent less likely to be married, and those whose communities underwent an educational program on the harms of child marriage were 67 percent less likely to be married. Girls 15 to 17 that were promised two chickens every year they did not get married were half as likely to get married than those who did not.

In Tanzania, where the legal marriage age is 15 for girls, the interventions for 12 to 14-year-old girls were not successful, but giving 15 to 17-year-olds goats in exchange for delaying marriage decreased the odds by more than 60 percent.

Erulkar and her team also compiled the cost of incorporating all three models per girl in both countries: $44 in Ethiopia and $117 in Tanzania.

That’s a small price to pay when compared to the economic consequences of child marriage. Early marriage curtails a girl’s education, impairing their ability to get a job and contribute to their families and communities. As child marriage propagates global poverty, it often leads to other human rights violations including domestic violence and sexual abuse, according to Girls Not Brides.

More than 14 million girls around the world get married before the age of 18 each year. There are more than 700 million women alive today married as children. Without intervention, that figure will rise to 1.2 billion girls by 2050.

Pupils In Nigeria Are Intelligent, Therefore Teaching Difficult, Says British Principal

A Briton, Mr. Graham Meredith, says that teaching in Nigerian schools is a difficult task. Meredith, the Principal of Premiere Academy, Lugbe, Abuja, said this during the institution’s sixth graduation ceremony.

He said,

“To be a principal in Nigeria is not an easy job because the kids want to learn. When you have pupils that want to learn and improve themselves, it becomes a big challenge as you have to prepare because they are intelligent.”

According to him, Nigerian educational system is also unique because of many factors, including the desire of the pupils to go for the best.

He added,

“The pupils want to learn and they see it as an opportunity to go to the United States, Canada, United Kingdom and Europe to further their careers. They work and study hard and have good manners. From what I have seen, Nigerian pupils also are very respectful.

“If you do well, you can get admission and meet other best scholars across the world. And if you go to the best universities, you are going to meet the best people. But you have to get the entry ticket.”

To boost the moral of teachers, he stated that motivation should be the primary factor to be taken into consideration.

Meredith added,

“Teachers at Premiere are qualified and are specialists in their own field. While some of them have the minimum degree qualification, others have master’s degrees. Besides, teachers here are motivated.

Okonjo-Iweala denies diverting $600m Chinese loan

The immediate past Minister of Finance, Dr. Ngozi Okonjo-Iweala, on Sunday described as untrue the allegation that a substantial part of the $1bn Chinese loan obtained for a railway project was diverted.

Okonjo-Iweala, in a statement issued by her media adviser, Mr. Paul Nwabuikwu, also said that contrary to the allegation, the Kano-Lagos rail project was not part of the projects listed for funding for the Chinese loan.

President Muhammadu Buhari had last Monday queried the Ministry of Finance over alleged diversion of the foreign loan obtained for the rail project by the administration of former President Goodluck Jonathan.

Specifically, the President was seeking clarification on the alleged diversion of $600m, which was part of a $1.005bn loan obtained from the China-Exim Bank for the construction of a standard gauge rail line linking Lagos to Kano.

The funds were said to have been moved elsewhere.

But while reacting to the allegation, Okonjo-Iweala, who spearheaded the negotiation of the loan during her time as finance minister, said the China-EximBank kept and disbursed funds for approved projects to contractors based on milestones.

The funds, she added, were not domiciled with the Finance ministry.

Giving a breakdown of the loan and how it was utilised, the former minister said that $500m was used for the expansion of four international airport terminals in Lagos, Kano, Abuja and Port Harcourt, $500m for the Abuja light rail project, $984m for the Zungeru hydro-electric power project and $100m for the Galaxy backbone project

Okonjo-Iweala, in the statement, noted that even if the alleged project was on the list of China-EximBank funded projects, diversion of any Chinese funds would have been extremely difficult because the terms of the contract and the processes would simply not have permitted such action.

The statement reads in part, “We have continued to receive media inquiries regarding an allegation reportedly made by the Permanent Secretary, Ministry of Transport, Alhaji Mohammed Bashar, that a substantial part of a $1bn loan obtained from the China-EximBank by the Jonathan administration for a Kano-Lagos rail project was diverted to other projects.

“I want to state categorically that there is no truth in the reported allegation. Anyone who is interested can cross-check with the China-EximBank or the Chinese Embassy.

“It is noteworthy that even though President Buhari, in his reported comments on the allegation, made no reference to Dr. Okonjo-Iweala, rightly stressed the need for due process and transparency in the execution of public projects, a sponsored media campaign has once again been launched by political elements to make the former minister the culprit in a non-existent scandal.

“The alleged diversion has no substance for the simple reason that the Kano-Lagos project was not even among the projects presented for funding by the China EximBank for several strategic infrastructural projects across the country. In fact, it was the Lagos–Ibadan rail project, not Lagos-Kano rail project that was proposed in the original application to the China-EximBank. But in the end, no funds were assigned for the Lagos-Ibadan rail project by the China-EximBank.”

The funds, according to her, were released directly to the Chinese firm executing the contract only after the presentation of a duly certified proof of work by the Federal Ministry of Transport, based on the agreed milestones.

Douglas Costa Is Bayern Munich’s Special Weapon, Says Robben

The Netherlands winger had words of encouragement for the former Shakhtar Donetsk star, who is loving life at the Bundesliga champions so far

Bayern Munich star Arjen Robben has heaped praise on Douglas Costa in the wake of their 5-0 Bundesliga win over Hamburg on Friday.

The Brazil international impressed on his league debut for the reigning champions as he scored once as well as setting up Thomas Muller’s strike.

Robben was impressed with the 24-year-old’s performance and has little doubt he will prove to be a fine addition for Bayern.

“He’s a talent,” the Dutchman told the official FCB website when asked about Douglas Costa’s Bundesliga debut.

“He can sidestep his opponents and is a special weapon for us.”

The former Shakhtar man himself was equally pleased with his display versus HSV, but he is not getting carried away.

“I really liked it. It was a successful start and I’m very happy that I played my part in the victory,” the winger added.

“It doesn’t matter where I play. The main thing for us is to win as many games as possible. That’s what makes a good team.

“Everything’s fantastic, my team-mates made it pretty easy for me so far. And the city is beautiful, too.”

Pellegrini Hails ‘Unbelievable’ Aguero After Chelsea Display

The Argentina international had the chance to score a hat-trick against the defending champions before the half-time whistle, according to his Sky Blues boss

Manchester City manager Manuel Pellegrini praised striker Sergio Aguero following his side’s 3-0 win overChelsea, claiming the Argentinian could have scored “three or four” in the first half.

Following repeated attempts to get past the impressive Asmir Begovic, the former Atletico Madrid forward finally opened his account after half and hour before Vincent Kompany and Fernandinho netted two late goals to add gloss to a convincing victory.

Pellegrini’s side have moved to the top of the Premier League table and five points clear of champions Chelsea with the win and the boss was delighted with his striker’s performance.

“The first 45 minutes from Aguero were unbelievable,” the 61-year-old coach said. “It was just the three important saves from Begovic didn’t allow him to score three or four goals.

“[The result] was very satisfying because it’s not easy to beat the champions. Chelsea are the best team. They won the title last season and I think that the first 45 minutes we played deserved at least three goals.

“We played really well without conceding any chances for Chelsea to score and we created at least four clear chances.

“It was just Begovic had a great performance and we couldn’t score more goals.

“Second half we had maybe some restrictions by the yellow cards, but in our worst moments Chelsea didn’t have chances and finally we scored the two other goals that we deserved in the first half.”

However, Pellegrini is reluctant to claim the result sends a warning signal to any other would-be champions and played down the importance of the early-season victory.

“We are not sending a message to anybody, we are just playing the way we always try to,” he added.

“We have only played two games this season, but in both games we scored three goals and I think we have more concentration in defending, so that’s why we also have clean sheets in the two games.

“[But] nothing is significant until the end of the season.”

APC Lists Instances Of Looting In The Last Administration, Says No Worthy Leader Will Ignore Such Cases

Press statement from APC..

The All Progressives Congress (APC) has described as spine-chilling and mind-boggling the massive looting of the nation’s treasury by public officials, saying nothing but the total recovery of the funds will be acceptable to all patriotic Nigerians. In a statement issued in Lagos on Sunday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said anyone who attempts, either by deeds or words, to sabotage the recovery efforts is not a patriot and deserves nothing but public opprobrium.

It therefore thanked Nigerians for their overwhelming support for the Buhari Administration in its tough but important task of tracing and recovering the loots, while also ensuring that the looters face justice.
”It is absolutely gratifying that Nigerians are vehemently opposed to the few who would rather have the government of the day turn a blind eye to the looted funds and, in their words, carry on with the process of governance.
”Truly, what sort of governance can go on if the billions of Naira in a few hands are not recovered? In the first instance, the government needs every kobo of the funds it can muster to bring about the change it has promised Nigerians. Secondly, leaving such hair-raising funds in the hands of the few looters is dangerous, because they can use the funds to destabilize any government. In fact, no one will be surprised if the looters use their dirty funds to sponsor public demonstrations against the government’s determination to recover the funds.
”Thirdly, allowing those who privatized the commonwealth to get away is offering a thumbs-up for looting. No responsible government will do that,” APC said.
The party said that already, the looters have embarked on a relentless and an increasingly-bold campaign to discredit the government of the day and sabotage the funds’ recovery process, using newspaper columnists, ‘talking heads’ and otherwise respectable opinion leaders.
”They and their paid hirelings have tried to employ sophistry to muddle the waters, but Nigerians are much wiser, and will not succumb to the dirty antics of the looters’ megaphones,” it said.
APC said it is necessary to remind Nigerians of the kind of massive looting of the treasury that took place in the past few years, so they can better appreciate the seriousness of the issue at stake. It therefore listed some instances of the looting as follows:
– 3.8 trillion Naira out of the 8.1 trillion Naira earned from crude oil (2012-2015) withheld by NNPC
– 2.1 billion US dollars from Excess Crude Account unaccounted for
– Department of Petroleum Resources’ unremitted 109.7 billion Naira royalty from oil firms
– 6 billion US dollars allegedly looted by some Ministers of the last Administration
– 160 million barrels of crude worth 13.9 billion US dollars lost between 2009 and 2012
– 15 million US dollars from botched arms deal yet to be returned to Nigeria
?- 13 billion US dollars? in NLNG dividends mostly unaccounted for
?- 30 billion Naira rice waiver?
?- 183 billion naira? unaccounted for at the NDDC
?The party said the listed ‘missing’ funds constituted just a tip of the iceberg since they are mostly from a few sectors of the economy, mostly the oil sector, and were discovered even before the forensic audit now being undertaken in some key areas.
”The level of looting that went on in other sectors is better imagined, hence the need for all Nigerians to rally around the Buhari Administration to recover the loots, bring the looters to justice and to put in place measures to prevent such looting in the future,” it said.

Rodgers Warns Balotelli: Leave Liverpool If You Want To Play

The striker “knows his situation” according to the manager, who has no intention of playing him in the first team again as he hopes to force a move.

If Mario Balotelli wants to play senior football this season then he must find leave Liverpool, Brendan Rodgers has warned.

The striker has been told he is surplus to requirements at Anfield and Rodgers has insisted he will not change his mind after the controversial striker’s poor first season with Liverpool.

The unwanted trio of players – which also includes Fabio Borini and Jose Enrique – have been told to train with Liverpool’s youth team, prompting the defender to claim last week that Rodgers has “alienated” them.

But Rodgers shifted the blame right back on the players on Sunday, arguing Liverpool will not stand in the way of a transfer, telling reporters: “He [Balotelli] clearly knows his situation and where he’s at.

“There’s nothing to add. All of the players understand where they’re at.

“My job is to create the best possible environment for the team to succeed. That’s what I’ve always done. So I’m not going to speak about Mario when I can speak about another 25 players.

“I’ll always treat individuals with respect and try to make sure they understand the situation, where they’re at – it’s then their choice.

“If the manager and the club give a player a situation, if they really want to play, I’m sure they’ll find a solution. If they don’t, then at least they know where they stand.”

Pastor Advises Ghanaian Actress To Use Her Big Buttocks To Win Souls For God

Ghanaian actress, Vivian Okyere, popularly known as Tundra, says that her pastor advised her to use her buttocks to lead people to Christ. The actress made this known during an interview with NEWS-ON where she insisted that her big behind is actually natural but makes her feel guilty sometimes.
See more photos + more of this interesting story below…

According to Vivian:

Sometimes I feel guilty about my butts and the way men lust after them. I was once walking by the New Town road in Accra and one guy driving a vehicle looked at me till he almost caused an accident.

I felt bad about it. My pastor told me I can attract men with my butts and preach to them about God to accept Christ in their lives.

Oluwatosin Fabiyi: The Fall of Journalism In Nigeria

Back in the mid-2000s, I remember taking a class on journalism that introduced me to a few of the immutable tenets of the profession. I remember that with every piece that myself and my other classmates submitted, our professor would always use a four-point check list to grade us on our adherence to these ‘immutable laws,’ which he called: “The foundation of ethical journalism.”

The first thing that he would grade our stories on, after assigning each one of us practical beats to cover for the semester, was whether or not our stories were accurate and fair to all sides concerned. He would ask: “Did you seek out the truth and report it exactly as you heard it?” If we responded in the affirmative, he would then ask if any of our sources stood to experience any unnecessary discomfort by the publication of our stories. If we responded in the negative, each time, he would remind us that as ‘wielders of the pen’ – which he always claimed was ‘mightier than the sword’ – we had a responsibility to balance out our public interest pieces, with the proper respect for the subjects that we wrote about. He always quoted the following lines: “The pursuit of the news is not a license for arrogance or undue intrusiveness.”

A third point that my professor would always harp on, was the fact that although we were student-journalists, when, and if, we chose to go out into the real world to practice the profession, we must always act with the primary focus of serving the general public – not our paymasters, or even our publications. He would always say that we should always conduct personal litmus tests to ensure that we did not have anything to gain by the stories that we wrote. And of course, he also frowned upon preferential treatment or undue negativity dedicated to any cause and/or individual.

Finally, the one law that my journalism professor always spoke about, was the law of transparency and accountability. I remember that in class, we would have these debate exercises on what should be the ethical decision to make in certain scenarios that he thought up. We would also argue about whether publishing retractions and apologies when we were wrong diminished or increased our credibility as journalists. Back then, most of my classmates and I thought that rampant retractions when wrong diminished the credibility of publications, but my professor insisted that it actuality increased it. I did not believe him then, however these days, with hindsight as a guide, I certainly believe him now.

This prior experience from my university days in the United States that I have just narrated might have been tedious, however, I strongly believe that it was necessary. This is owing to the fact that since I returned to Nigeria, I have seen an evolving breed of a profession that claims to be ‘journalism.’ I have seen newspapers and online publications take obvious slants, tilts, and sometimes, blatant distortions in an attempt to favour and/or disparage certain causes and/or individuals. This is not journalism.

The profession that is practiced in Nigeria today, seems to believe that the role of the newsman is to create the story – as opposed to report it. The profession that is practiced today in Nigerian newsrooms seems to also believe that as long as a story goes out in the papers, it must accomplish the purpose for which it was sent. Meaning that retractions to Nigerian newspapers and online portals are almost a no-go area. This is also accentuated by the fact that the reporting of the ‘truth’ now depends on which one of the concerned parties in a story is the highest bidder. This is a problem.

The evolution of this brand of journalism in Nigeria creates a problem for the unsuspecting public as many people that I have spoken with believe that we can no longer trust if a piece of news, is in all actuality a ‘piece of news’, or if it is an attempt at telling someone’s version of the truth.

What the brand of journalism that is practiced in Nigeria today also does, is that it works to diminish the work of the few credible professionals and publications that are still in the practice of reporting the news based on the foundational and immutable principles of the profession. In addition to this, it is important to note that the rise of blogs and ‘citizen journalism’ portals have also contributed to the fall of professional journalism in Nigeria. These days, we see fabricated documents being pushed out as ‘original scanned copies.’ We see obvious and damaging lies being perpetuated as the truth, without any regard for fact-checking of sources. We also see certain publications owned by influential politicians skew the news of the day to disparage their owner’s enemies, and certain citizen-centered ‘report yourself’ portals attack politicians that they do not like on a weekly basis – with one even going as far as publishing a passport page of a certain politician which has been revealed to be a fake. This demonstrates that the news the we read these days must be questioned for the actual intent of the publication that is publishing it.

These developments should bother every Nigerian that truly wants to know what their public figures and organisations are up to. Honestly, if I had the power to, I would organize a boycott of certain publications and portals that have made it their duty to ‘by fire, by force’ peddle falsehoods and misinformation to the general public.

However, as this is not possible, and as my role as a journalist is not to ‘make the news’ but to report it – this time, I will simply settle for telling the general Nigerian public to err on the side of caution whenever they read the morning papers.

According to Indonesia’s transport ministry’s director-general of air transportation, Suprasetyo, some villagers in the region found the crashed plane and alerted rescue officials.

“The plane has been found by villagers. According to residents, the flight had crashed into a mountain. Verification is still in process,” an official said

Mourinho: I knew Chelsea Were In Trouble After 10 Seconds

The Blues boss pinpointed Sergio Aguero’s early one-on-one with Asmir Begovic as the moment that he began to fear for his side after their humbling at the Etihad Stadium.

Jose Mourinho insists he knew Chelsea were in trouble just 10 seconds into their 3-0 drubbing at the hands of Premier League title rivals Manchester City.

Goals from Sergio Aguero, Vincent Kompany and Fernandinho saw off the Blues as Manuel Pellegrini’s men made a powerful early-season statement in their bid to claim a third league title in five years.

But Chelsea might have been dead and buried by half-time; Aguero missed several clear chances in the first 45 minutes including one in the opening moments when he raced onto a David Silva pass and fired a low shot against the shin of an onrushing Asmir Begovic.

Mourinho afterwards revealed this was the point at which he feared for his side and voiced his frustration at their uncharacteristically slack defending.

“When the game started and 10 seconds later you have Aguero behind the defensive line and facing Begovic, immediately you get the notion that the start wasn’t good,” the Chelsea boss told reporters. “After that he made two or three saves because of that fragility.

“I was the first one to be disappointed. All week you are speaking about movements, directions of the game, mechanisms, Aguero’s runs and Aguero’s positions, the wingers coming inside, and after 10 seconds Aguero is in the face of Begovic. We were defensively poor in the first half.”

Mourinho also elaborated on his surprising decision to substitute captain John Terry for tactical reasons at half-time as Chelsea pushed for an equaliser.

“The point was not to take John out it was to bring [Kurt] Zouma in – I wanted my fastest player on the pitch, not on the bench,’ he added. “It was clear for me that Zouma has to play. I had to bring one out and I brought out my captain. He was on the bench and still my captain because the armband is just the armband.

“I can tell you that he was not dancing in the dressing-room, and I can tell you also that he was not having a bad reaction. He did what everybody does. The manager says ‘this guy comes in and that guy goes out’, and they all do the same. They wait for the team to go out, they shower and change and go back to the bench.

“My decision was proven right because we controlled the depth of the game and the counter-attack totally. But John is a player with my entire confidence for sure. With me, he was never substituted but with other managers he was not even selected. He was not playing or people thought his career at Chelsea was over.

“I don’t know if you ask many questions to [Rafa] Benitez, [Andre] Villas-Boas, [Roberto] Di Matteo, the ones who never played him. I’m the one you shouldn’t ask because I’m the one who played him every game, made him captain and recovered him from a difficult situation with other managers.

“I’m the one who has the right to look at the game and to say I want Zouma on.”

N7bn Gone As Vice President’s New Residence Is Abandoned – Report

N9b extra vote stalls project
It was meant to be a worthy edifice housing the Vice President and one of the former President Goodluck Jonathan’s administration’s star projects. But, with N7billion already spent, the number two citizen’s official home now seems abandoned, subdued by weeds.

The Federal Capital Development Authority (FCDA) has abandoned the project, following the refusal of the 7th Senate to accept the inflation of the contract sum by N9 billion.

The builders have not been fully paid despite the release of the N7billion, The Nation learnt. Why
they were shortchanged was not clear yesterday.

The project is yet to reach 80 per cent completion, contrary to the facts presented to the Senate by the FCDA.

The contract was awarded in 2009 at N7billion. But in 2012, a former Minister of the Federal Capital Territory (FCT) Sen. Bala Mohammed, came with a request for N9billion more to complete the project.

The variation was expected to accommodate a helipad. There was public outrage.

FCDA Executive Secretary Adamu Ismail later told the Senate Committee on FCT that the proposed additional N9 billion was slashed to about N6 billion by the Bureau for Public Procurement (BPP).

He said the variation was also meant to provide furniture, fencing, two additional protocol guest houses, a banquet hall and security gadgets.

The then Senate Committee on FCT, led by Senator Smart Adeyemi, however, rejected the request for the variation, which was more than 100 per cent.

Adeyemi said either N13 billion or N14 billion or N16 billion for the project was “indefensible”.

The abandoned residence has been overtaken by weeds.

Reptiles are moving freely at the site.

Although the weather-beaten red gate was under lock at the weekend, it was learnt that no fresh work had been done on the site since 2013.

A source said: “The construction of the VP’s residence has been abandoned by the FCDA since the Senate turned down the demand for variation.

“Despite the Senate Committee’s position, the former FCT Minister presented a memo to the Federal Executive Council (FEC) but ex-President Jonathan said the nation cannot afford 120 per cent variation.

“The former FEC resolved to complete the project within available budget. This is why the project is stalled. Definitely, we have a case of abandoned contract at hand.

“The same abandonment is applicable to the new residences of the President of the Senate and the Speaker of the House of Representatives.”

A representative of the construction company, Julius Berger Plc, refused to speak with our correspondent last night.

The source said: “Go to those who gave out the job please.”

A presidency source, said: “The uncompleted residence of the Vice President was not included in the handover note on the pending issues at the Presidential Villa.

“I think it might be part of the report of the FCDA. But it is sad that we have to cope with an abandoned project even at the seat of power.”

The Jonathan administration left N8.185, 575,211.50 debts at the Presidential Villa.

The report said the N8.1billion liabilities were outside the expenses on the renovation of the Defence House, the main residence/ president’s office, Aguda House/ Vice President’s office and guest houses under the transition programme.

The report said: “The primary challenge facing the State House has been the inadequacy of successive budgetary appropriations. The State House annual appropriations do not match its actual activities, thereby leading to regular recourse to additional funding from Intervention Fund from the Federal Ministry of Finance.

“About 283 of the temporary staff not found eligible for regularisation were with the approval of His Excellency, the President given contract appointments renewable annually, based on performance and fitness.

“However, payment of their salaries (an average of N8million per month) is from State House overheads provision, which remains a huge challenge to State House.

“The existing infrastructure for mechanical, electrical and associated components have aged and are performing well beyond their design lives.

“The proposal for their replacement/ upgrade has been reviewed and certified by the Bureau of Public Procurement in the total sum of N3,647,793, 305.76. However, due to paucity of funds, phased implementation is being adopted for the most vital and critical works, starting with Phase I in the sum of N693, 119,509.55.”

‘Fat Or lesbian? Then Don’t Wear My Dress’ Says Herve Leger Designer

It was the figure-hugging frock behind a fashion revolution, but now the boss of Herve Leger has launched a bizarre attack on some of the women who buy its iconic bandage dresses.

Patrick Couderc has urged ‘voluptuous’ women and those with ‘very prominent hips and a very flat chest’ to steer clear of the £1,300 creations.

And in a dangerously outspoken interview with The Mail on Sunday, he risked further offence by claiming that ‘committed lesbians’ would never want to wear such tight clothes anyway because they preferred to be ‘butch and leisurely’.

1 2 4 3

Mr Couderc, the UK managing director of the French fashion house, lamented that the skin-tight bandage dress – imitated countless times by cheaper High Street brands – had become a victim of its own success, with too many now seen on the wrong-shaped customers.

He went on to despair of older women who insisted on ‘displaying everything like you’re 23’ and women who wore underwear that was too small.

Catholic Priest Assassinated In Imo State

During the weekend, a Claretian priest of the Catholic Church was murdered in Owerri, Imo state.
The priest, whose full identity could not be ascertained at press time, was an academic staff of Imo State Polytechnic, Umuagwo, in Ohaji/Egbema Local Government Area of the state.
The Police Public Relations Officer, Mr. Andrew Enwerem, a Deputy Superintendent of Police, confirmed the incident, he said the priest was murdered by assassins on a bush path.
Enwerem said:

“The police are suspecting that it was a clear case of assassination. The priest was gruesomely murdered along a very lonely bush path that would have led him into Port Harcourt Road.”

While noting that whatever happened to the priest might be connected with the bickering and happenings in Imo Polytechnic, Enwerem, however, wondered why the Catholic priest chose to use such a lonely bush path.

He said:

“The police are suspecting that whatever happened to the priest cannot be far from the ceaseless bickering emanating from the polytechnic.

“Again, I wonder why the priest chose to use the lonely bush path on his Toyota SUV.”

He confirmed that although the police have recovered the vehicle, no arrests had been made in connection with the crime.
The PPRO said that police patrol teams were despatched to the area as soon as the information was passed on to them.
He said:

“The youths of the community joined the police in combing the surrounding bushes. The hoodlums simply perfected and carried out their damnable act before vanishing into the thin air.”

Enwerem confirmed that the command had not only expanded its dragnet to all corners of the state, but were following all available leads.
Enwerem said: “There is the likelihood that the assassins carefully monitored the priest’s movement and laid ambush for him on his track. Honestly, it was a gruesome murder.”

Buhari Seeks Fearless Judges To Try Looters

President Muhammadu Buhari has commenced the process of identifying a few fearless and courageous judges who will be saddled with the responsibility of prosecuting persons who have been found to have stolen national resources, THE PUNCH has learnt.

Buhari had while granting audience to members of the National Peace Committee led by Gen. Abdulsalami Abubakar in the Presidential Villa, Abuja on Tuesday disclosed that the prosecution of the indicted persons would commence in a matter of weeks.

“Those who have stolen the national wealth will be in court in a matter of weeks and Nigerians will know those who have short-changed them,” the President had told his guests.

Our correspondent however learnt on Sunday that the prosecution would not be open to “just any
judge.”

It was learnt that the President was committed to ensuring that only judges who would expedite action on the cases and would be fearless in discharging their duties would be enlisted for the prosecution.

A source confided in our correspondent that that was one of the assignments Buhari gave to the Prof. Itse Sagay-led Presidential Advisory Committee Against Corruption which he set up on Monday.

The source said it would not be necessary to set up special courts to try corruption cases since efforts were already underway to identify judges that would key into the President’s dream of ensuring that no looter was left unpunished.

He said, “We do not need to entertain any fear that the prosecution of corruption-related cases will not be fast enough because many of our courts are already weighed down by many cases.

“The truth of the matter is that not all judges will be considered to take up the cases of those who have stolen our commonwealth.

“As a matter of fact, one of the assignments the President gave the Presidential Advisory Committee Against Corruption led by Prof. Sagay is to identify fearless and courageous judges that will handle the cases.

“The idea is to ensure that the judges who will handle the cases will not be just any judges. They must be those who will expedite actions on the cases and discharge their duties with courage.

“You can see that with this development, the issue of special courts for corruption cases may not come. It is about special judges.”

Our correspondent also gathered that Buhari was already considering withdrawing national honours from any individual found to have looted the nation’s treasury.

It was learnt that the President’s position was that the nation should not be seen to be honouring any fruadulent person.

“The President will not hesitate to strip any corrupt person of national honour. Can you honour a person for milking the nation dry? It is irrelevant how long such persons have been bestowed with the national honours, they will be stripped of them,” the source said.

When contacted, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said it was reasonable that anybody found to be corrupt should be stripped of national honours.

Adesina however said such withdrawal of national honours would not be done until affected persons had been convicted by competent courts.

“Although it has not been considered, it is reasonable that those found guilty of corruption should be stripped of national honours bestowed on them. However, this will not be done before conviction,” the presidential spokesman said.

While announcing the establishment of the Presidential Advisory Committee Against Corruption on Monday, Adesina had said its brief was to advise the present administration on the prosecution of the war against corruption and the implementation of required reforms in Nigeria’s criminal justice system.

He said the committee was also saddled with the responsibility of developing comprehensive interventions for achieving the recommended reforms.

US Sending Arms To Nigeria – Report

THERE are indications that the United States government is sending arms to the Nigerian military in its efforts to crush Boko Haram.
Facts that the US might start sending arms to Nigeria came on the heels of the US Ambassador to Nigeria, James Entwistle’s revelation in an interview with one of our correspondents that the US government never placed arms embargo on Nigeria.
“There’s been a lot of misunderstanding on this issue before, during and after President Muhammadu Buhari’s visit to Washington. Let me be clear about a couple of things. One, we had worked very closely with Nigeria on the Leahy Amendment….The second piece of misinformation, which has been bandied about in (newspapers’) headlines, is that the US has lifted its arms embargo on Nigeria. There was never an arms embargo,” Entwistle said.

According to Radio France Internationale, the US Defence Security Cooperation Agency records

show that the country’s Department of Defence is set to transfer military material to Nigeria.

The RFI noted that a DSCA list of “so-called Excess Defence Articles” slated for Nigeria indicated that the US Army was about to transfer Caiman trucks, armoured vehicles designed “to defeat current and emerging threats,” according to their manufacturer, British-based BAE Systems.
The RFI added that the US government was also sending armoured vehicles known as MaxxPro MRAP (Mine Resistant Ambush Protected), made by Navistar Defence, an Illinois company, and Israeli-based Plasan Sasa.
It is unclear which Nigerian military units will receive the equipment, but the report said that the US government had confirmed that deliveries were pending.
When The PUNCH contacted the Department of State to confirm the types of military hardware the US would be sending and when deliveries of the weapons would be made, the newspaper was directed to contact Nigeria’s Ministry of Defence.
The spokesperson for the US State Department, Noel Clay,   via an email to The PUNCH, said, “The United States is set to expand its efforts to provide bilateral security assistance to Nigeria to counter Boko Haram. We will refer you to the Nigerian MoD to confirm the arrival of any US-origin material, but we can say that a key component of our security assistance to Nigeria in recent years has been training on the importance of respect for human rights and professional military conduct.
“Impunity for human rights violations by security forces not only tarnishes Nigeria’s reputation, but cannot prohibit us from engaging with involved units. We will continue to work with the Nigerian military to ensure they conduct disciplined military operations in accordance with clear rules of engagement and international law; treat all detainees humanely; allow access to independent monitors to all detention facilities; and hold accountable the perpetrators of unlawful violence.”
Meanwhile, a former Head of State, Gen. Yakubu Gowon, has said prayer is the best weapon against terrorism.
Gowon, who is also the founder of Nigeria Prays, a non-profit organisation, said this on Sunday at the National Prayer Rally, which held at the Olive Tree Parish of the Redeemed Christian Church of God, Ikoyi, Lagos.
He observed that Boko Haram insurgency had been the most disturbing of all the problems of Nigeria.
“There is need for Nigerians to begin to change their orientation and begin to pray according to the will and purpose of God. The only way prayer can be of benefit to all is for us to ask that God’s will be done. We should pray that God will answer our prayers in way that it will be a blessing to all,” he said,
Gowon, as Nigeria’s ruler between 1966 and 1975, prosecuted the Nigeria-Biafra civil war.
He said the incessant suicide bombings in the country were enough cause for worry.
He said, “It is sad that some people wilfully take their lives and the lives of others. This is a great concern. There is no longer respect for lives. There is no regard for human dignity. This is worrisome. That is why I really want to appeal to Nigerians to raise an altar of prayer for Nigeria. We should consistently pray and constantly ask that God will cause his mercy to flow in our nation. The bloodletting is embarrassing and ungodly. It is time for us to raise our voices and cry to God for His mercy on our land.
“If God could save the Biblical Saul who later became Paul, I am confident that God can touch the lives of these people called Boko Haram. We know they are faceless and nobody knows their agenda. That is why I believe that it is only God who can really intervene in their lives and bring a change.”

Finding our fishhooks (the speech PMB should have given on IYD) by Ayisha Osori

Dear Youth and Young Adults,

I am honoured to celebrate and mark the 2015 International Youth Day with you. The theme, Civic Engagement, resonates with the Vice President and I for the roles that millions of you played during the last general elections. Civic engagement is at the heart of what it means to be a citizen and today I want to talk about what you and I, what governments and citizens can do to develop a better Nigeria – a Nigeria that delivers on our aspirations and dreams for progress, peace and prosperity.

I try to read for my personal development for at least an hour a day, lately with my schedule, I am lucky if I get 30 minutes. A few days ago I re-read excerpts from Lee Kuan Yew: The Man and His Ideas and I was struck with 3 things that I want to share with you.

  1. If ‘the history of man has been a history of his need to get access to more resources, to satisfy his needs’ – then the responsibility of governments is to create a more enabling environment for citizens to work towards meeting their needs.

A more enabling environment would be one where the obvious deficits in our infrastructure are addressed. It would also be one where ‘irrespective of wealth, background or status, you (all) enjoy the same opportunities from primary school to university’. Though blessed with many natural resources, we have found ourselves incapacitated by the Dutch Disease and have wasted a lot of our resources instead of investing wisely for our common welfare. The good news is that we know that we cannot continue to rely only on revenue from the petroleum sector.

Work is a touchy subject in a country with an unemployment rate of over 34%, where 50% of the unemployed are people within the ages of 15-24 and where up to 55% of the unemployed are female. People want to work but there are no jobs.

In 1968 Singapore faced economic existential issues due to its expulsion from Malaysia and Britain’s possible military withdrawal. Job creation was imperative. Someone said to Yew ‘look if you need to create jobs, why don’t you make fishhooks? It takes labour and skill and…it’s high value added’.

What are our fishhooks? What are the best opportunities for use of labour and skill in Nigeria? Where are the opportunities for developing skills we do not have or do not have in sufficient numbers to create a competitive advantage and where can we best add high value to what we and the world already have?

We must create and expand opportunities in technology, agriculture and trade.

Apart from the obvious challenges with the petroleum industry, I ask myself – do we have enough young people trained to take over half the jobs currently being undertaken by expatriates? Do we have enough Nigerians who can build and maintain oilrigs, make the pipes, drills and bits that are needed in this industry? How many related patents have Nigerians filed since crude oil was first discovered in the Oloibiri oilfield on January 15 1956?

Our creativity in the arts is celebrated worldwide. It makes us proud. I know we have equal and maybe even better talent in the sciences. Technology is changing daily and I worry that the world is leaving us behind. How best do we strengthen our STEM curriculums and how can we get organizations such as the Petroleum Development Trust Fund thinking beyond the foreign doctorate and masters programs to create a viable research and development hub right here in Nigeria?

We all agree that we have not scratched the surface of our potential in agriculture – the story of Malaysia and where they got their palm kernel seedlings from is legendary to our shame. Now we can add loss of ground to Ghana and Japan in exporting yams – when everyone knows our yams are the best. We must get to work.

I am pleased to announce one fishhook that the 36 governors have all signed up: to a project to ‘make farming cool’ designed by PAT Farms and to be executed in collaboration with the National Directorate of Employment and the Federal Ministry of Agriculture. Each local government will commit 10 hectares for the creation of greenhouse farming estates which will be serviced with built in irrigation and technical support. 10 hectares gives us 100 greenhouses, which gives us a total of at least 77,400 greenhouses. Eligible young Nigerians of no more than 35 years will under terms and conditions that ensure the enterprise is mutually beneficial to them and the states, will be given 5 years to operate. Each cluster will employ at least 125 people directly – when we get this running, this project will employ thousands; a mere scratch on our unemployment numbers but it is a good start and fulfills some regional obligations under the Youth Decade Plan of Action (2009-2018) and the Ouagadougou 2004 Plan of Action on Employment Promotion and Poverty Alleviation. Details of the project will be formally published within a few weeks.

  1. ‘If you have a system where the chap who cuts corners is a man who gets rich and the man who studies hard is the chap who’s a mug then you will fail’

Unfortunately, this is how we have operated in Nigeria over the last few decades but we can change this with the right incentives and deterrents. We must create a society where only hard work and enterprise is rewarded and where what distinguishes you is how productive you are.

Aspiration is human. Wanting better things is what drives most and when you work hard there is absolutely nothing wrong with being able to afford the good things of life. What is important acknowledging the balance between our satisfaction and our responsibility to our communities and appreciating the connection between our welfare and happiness and the welfare and happiness of our neighbours. Let us work hard, pay our taxes, earn an honest living and spend our hard earned earnings on things that will enrich us and let us start planning for the day where most of our spend is on items that are made in or assembled in Nigeria.

  1. ‘A well-kept garden, is a daily effort and demonstrates the people’s ability to organize and to be systematic’.

Yew shared how hard it was to build a garden city in a country of only 718 km2 – smaller even than the city of Lagos at 999km2. Worrying about landscaping and how best to recycle water for the lush green lawns which did not come naturally due to the climate in Singapore would not have seemed like a priority when the country was worried about economic survival but with planning and commitment, Yew made it happen. One key lesson: small things matter. The same dedication we pay to generating revenue, fighting corruption and securing our lives and properties, is the same dedication we must pay to keeping our streets clean, maintaining our offices and preserving public spaces. Take nothing for granted. Everyone in society has a role to play in building the country we say we want – from the street cleaners to the generals, from the receptionists to the nurses – everyone is adding value to the nation doing what they do and we must undertake every task with dignity and attention to detail. If we can’t take care of the small things well, we will never take care of the big things well.

If today I have focused predominantly on employment and work ethics, this is not to trivialize the many other obligations government has to Nigerian youths. It is because tackling unemployment was one cornerstone of my campaign and I believe getting more people working will reduce the tragic numbers of Nigerians endangering their lives to migrate to Europe in search for a better life.

As the months go by, you will hear more about our initiatives to improve education, health, research and development and job creation. The ongoing initiatives such as YouWin, the graduate internship scheme, vocational training schemes, etc. will be reviewed for their effectiveness and strengthened as appropriate. I urge you to share your thoughts and your ideas about possible ‘fishhooks’ at the specially created portal of the Presidency’s website at www.asorock.org

I end with a favourite quote of mine by James Baldwin which I have adapted for obvious reasons. “ I love Nigeria more than any other country in the world, and exactly, for that reason, I insist on the right to criticize her perpetually”.

But don’t just criticize – do something. Be relentless in your attention to detail and to your civic responsibilities and never tire of trying to make Nigeria the country of your dreams. Keep demanding, keep asking, keep calling the attention of your federal, state and local government – to things that should improve. Do not forget to say where things are going well – it is human to enjoy praise and those in government are very human. This will encourage us to continue to put in our best. In the quest for a better country for us all – we all have roles to play, and we must take responsibility for our part.

Thank you.

God bless Nigeria

God has vindicated me -Wike

The Rivers state governor, Nyesom Wike, has stated that God has vindicated him before his political enemies.

The governor made this statement, yesterday, at the Sunday Service of the Lord’s Chosen Charismatic Revival Mission Church in Port Harcourt.

The governor recalled the prayer he made before God when his political opponents called him a member of a secret society.

His words: “if you recall I did say, that if I belong to a secret society, I should not win the governorship elections of Rivers state. By the special grace of God, the pastor prayed for me before the congregation, he prayed for me in private, and he has been praying with me up till now. To the glory of God, the elections came and God Almighty triumphed”.

Governor Wike, who further recalled how the church supported him during his turbulent time, said he would redeem his campaign promise to carry out renovations in and around the church headquarters premises in Port Harcourt.

He said: “if you recollect, I said that if I win, I would tar the road leading to the church compound and interlock its premises”.

The governor maintained that this would be part of his 100 days in office programme.

The Rivers State Governor said that his administration was the first in history of Rivers State to achieve many road construction progresses despite the heavy rains. He attributed these achievements to the power and grace of God.

Just when you thought the worlds of Amber and the Kardashians couldn’t collide any more – or more contentiously – comes this bombshell:

Rose had been linked to Harden, the star of the NBA’s Houston Rockets, for about a month this season, even going to some of his games.

By late spring, they called off the fledgling romance … and right after that came the first reports of Khloe Kardashian dating James Harden.

After a long period of rumors, Kardashian officially confirmed the new romance by posting a photo of herself and Rose’s ex in Houston.

Some believe this worsened Rose’s already bad blood with the Kardashians, boiling ever since Kanye West cheated on her with Kim.

Is Kendall Jenner, Quitting Keeping Up With the Kardashians?

“Kendall would much rather be focusing on advancing her career,” the source says. “It’s hard for her to block off chunks of time to shoot the reality show.”

Yes, Kendall’s modeling career is her top priority these days, but the insider claims that’s not her only motivation for quitting.

Apparently, momager Kris thinks it would be great for ratings if Kendall had a romantic interest on the show.

So in addition to the fact that she’s already dating Nick Jonas, Kendall is reportedly a bit turned off by the idea of her mom pimping her out for ratings.

We can’t help but wonder how it took her this long to be grossed out by Kris Jenner.

Buhari mandated me to turn NNPC around – Kachikwu

Dr. Ibe Kachikwu, the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC) has stated that his mandate in the Corporation is to put in place an efficient, transparent and profit-oriented process and not to embark on a mass retrenchment of the workforce.

In a statement issued on Sunday in obvious reference to threats by the two key labour unions to stop the ongoing restructuring of the Corporation which Kachikwu initiated upon his assumption of office.

The workers had complained about the attendant job losses of the reforms.

But the NNPC GMD said the mandate given to him by President Muhammadu Buhari is to turn around the entire commercial process and procedure in order to impact on the growth trajectory and operations of the Corporation.

Kachikwu also explained that the reduction in the directorate from eight (8) to four (4) at the top management cadre of the NNPC is to refocus and sharpen the business aspiration of the Corporation, adding that, training and retraining of members of staff to align with the new vision is the next stage of the ongoing reforms.

Buhari to recover govt houses from Jonathan’s men

President Muhammadu Buhari has concluded plans to recover all government property still in possession of government officials who served under former President Goodluck Jonathan.

The Federal Government’s assets including vehicles, buildings, generator sets and others were said to still be in the possession of the former government officials weeks after they had left office.

Irked by the development, Buhari was said to have set up a committee made up of civil servants and security agencies to identify and recover the unreturned public assets from the former political appointees.

The development is in continuation of ongoing efforts of the President to reclaim Nigeria’s stolen resources.

The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, confirmed the development to journalists on Sunday.

He said, “That is precisely the case. Even here at the Presidential Villa, there are cars and other property belonging to the government, which are yet to be returned.

“The property belong to the Nigerian people. We are not trying to humiliate anyone by asking them to return their cars or houses.”

The presidential spokesman however did not disclose the identities of former government officials said to be still in possession of government property.

But he expressed the conviction that the committee set up by the President would recover all the government assets.

When asked whether the state and local governments were facing similar challenges with retrieving government property from their predecessors, Shehu said that he was not in a position to confirm or deny this.

He added, however, that he would not be surprised if that was the case, as this attitude of holding on to government property even after leaving office must be a natural outcome of the culture of impunity that prevailed in Nigeria over the past years of the Peoples Democratic Party’s regime.

“But change has come. That is why we have to do things differently now. Imagine how much Nigeria will save by retrieving and re-using these government property instead of purchasing new ones for new government officials,” he said.

No one can intimidate me, Fayose tells Buhari

The Ekiti State Governor, Ayodele Fayose, has urged President Muhammadu Buhari to tread cautiously and be mindful of the body language of those hailing him today.

The governor, who said he was aware of sinister plots to destabilise his government because of his strong and truthful stands on national issues, vowed to “continue to speak the truth no matter whose ox is gored.”

Reminding the President that he is not heading a military regime, Fayose added that he could not be cowed by threats from any quarters.

According to a statement by his Special Assistant on Public Communications and New Media, Lere Olayinka, Fayose urged Buhari to take the advice of the former Head of State, Gen. Abdulsalami Abubakar-led National Peace Committee, which told him to tread cautiously.

The statement said, “Opposition is one of the roots on which democracy stands and any President or governor that does not want opposition will eventually become a dictator.

“I want to state without fear or favour that I will continue to speak the truth no matter whose ox is gored.

“Nigeria belongs to all of us and no one can intimidate me or the good people of Ekiti State who freely and overwhelmingly gave me their mandate.

“Democracy as a form of government thrives on our ability to ask questions and get answers from our leaders.”

The governor urged the President to listen to wise counsel from Abubakar.

“The Peace Committee has reminded the President that he is not heading a military government and with the calibre of Nigerians in the committee, their wise counsel should not be ignored.

“These are Nigerians who don’t need personal favours from the President and he should get the message very clearly that he is being told not to act as a dictator,” Fayose said.

Fayose, who also advised the President to know that Nigerians were not interested in “any honeymoon,” but their well-being, added that Buhari’s achievements in his first 100 days so far were “harassment of Peoples Democratic Party leaders, appointment of his in-law and kinsmen into sensitive positions, selective fight against corruption and arrest and detention of INEC officials who worked in states won by the PDP.”

While declaring support for the fight against corruption, Fayose however noted that “fighting corruption should not be synonymous with convicting Nigerians on the pages of newspapers.”

“I Am Still In Charge”, Shekau Denies Dumping Boko Haram

The leader of Nigeria’s Boko Haram denied he had been killed or ousted as chief of the jihadist group in an audio recording released Sunday attributed to him by security experts.

In the eight-minute Hausa-language message, Abubakar Shekau rebuffed claims by Chadian leader Idriss Deby that he had been replaced and called the president a “hypocrite” and a “tyrant”.

“It is indeed all over the global media of infidels that I am dead or that I am sick and incapacitated and have lost influence in the affairs of religion,” he said in the recording released on social media.

“It should be understood that this is false. This is indeed a lie. If it were true, my voice wouldn’t have been heard, now that I am speaking.”

Deby declared on August 12 that efforts to combat neighbouring Nigeria’s Boko Haram jihadists had succeeded in “decapitating” the group and would be wrapped up “by the end of the year”.

Deby told reporters in the capital N’Djamena Boko Haram was no longer led by the fearsome Shekau and that his successor, whom he named as Mahamat Daoud, was open to talks.

“Gratitude be to Allah and with his help, I have not disappeared. I am still alive and I am not dead. And I will not die until my time appointed by Allah is up,” Shekau said in the message.

The SITE Intelligence Group verified the authenticity of the message, and an AFP correspondent with extensive experience of reporting Boko Haram said it exactly resembled Shekau’s voice in previous recordings.

Update on 2015 Kaduna State Hajj Operations

The Kaduna State Government has given an update on thepreparations to support pilgrims from the state to perform the Hajj smoothly. The Government disclosed that it is saving N221.81m from the steps it has taken to reorganise the way the pilgrimage is conducted. In recognition of this, Kaduna State has been selected as the state whose pilgrims will be the first to be flown out this year.

This was disclosed in a statement from Samuel Aruwan, the Special Assistant, Media and Publicity.

“This year, 5,682 citizens of Kaduna State will be going on the Hajj. The pilgrims will be supported by 116 officials..

“The government reiterated that it has completely eliminated the concept of government-sponsored pilgrims. The government however clarified that not sponsoring pilgrims is not the same thing as not providing care while on the Hajj for citizens of Kaduna State who are paying their own way. The government recognises its duty to provide officials who will cater for the spiritual and welfare needs of the pilgrims. Therefore, the government will discharge its obligation to the pilgrims and send a delegation of guides, preachers, medical personnel, media professionals and pilgrim officers.

“The official delegation will be led by the Ameer of Birnin-Gwari, Alhaji Zubairu Jibril, who is the 2015 Ameer-ul-Hajj. The government has been careful to phase its reform efforts in a way that it will not disrupt the 2015 pilgrimage arrangements which were fairly advanced by when it took office. In subsequent years, the government will consider ways of further reducing its expenses while protecting the comfort of pilgrims.”

Adeleke University offers rape victim scholarship

The management of Adeleke University, Ede, Osun State, has offered to give a scholarship to the 18-year-old admission seeker allegedly raped by a part-time lecturer of the University of Lagos, Mr. Akin Baruwa.

Saturday PUNCH learnt that the institution became concerned about the fate of the girl following series of PUNCH reports detailing the girl’s experience.

The Vice Chancellor of the institution, Prof. Oluwole Amusan, confirmed this on Wednesday.

The university don explained that the institution decided to take the step because the management was moved by the plight of the girl, who was allegedly raped in the course of her quest for a university education.

The VC said, “Giving out scholarships to indigent students is not new to us. Our founder had a foundation whose existence preceded the university, through which scholarships were given to students.

“Since the university was established four years ago, the tradition has continued.”

According to the VC, the scholarship would cover the four-year duration of Mass Communication, which the girl has chosen to study, a course which UNILAG has said she was not qualified for with her 211 score in the Unified Tertiary Matriculation Examination.

He said it has not been determined whether the scholarship would be full or partial since he had not yet interacted with the father of the victim.

With a student population of over 1,000, one fifth of Adeleke University undergraduates are on scholarship, it was learnt.

The father of the alleged rape victim, told our correspondent that he had been contacted by the institution to come to the university.

“I was so happy when I was contacted. May God bless you so much for seeing the case through. I am so happy. Such scholarship would be a big blessing to my daughter,” he said.

Etcetera: Naija girls can be very annoying at concerts

I was watching entertainment news on TV with a couple of friends and it got to a part where Tuface was on stage performing and a girl who probably was as drunk as a skunk, dragged herself on the stage and started hugging him and even took off her shirt . What is actually wrong with Naija babes at concerts? How do you expect your boyfriend to feel watching his girlfriend on national TV jumping around Tuface on stage like a chimpanzee wearing just a bra and with boobs wobbling from side to side? Well, Tu-baba surely didn’t mind. He probably would have grabbed at those bouncy boobs if it wasn’t a concert. Twale Baba!!!

Here are some of the annoying things Naija babes do at concerts.

1. Taking pictures the entire show: I get it. You want to show all your friends on Facebook and Twitter that you were at the concert. Fine. Take a photo. Take five if you want. But please, don’t take 1000! You always manage to hold your camera right in my line of sight. You don’t even look like you’re enjoying the show while you’re doing this. All your attention is on the pictures you are taking. And you know what? Those pictures are all going to look like nonsense, every single one of them. You’re too far away from the stage. You’ll probably never even look at them. Also, you see those guys right in front of the stage with the giant cameras? They’re taking great professional pictures. There’s really no need for yours.

2. Checking Facebook, Twitter and Instagram every couple of minute: Unless you’re a surgeon who’s expecting an emergency call or message, everything can wait. Live in the moment. Enjoy the show. You paid gate fee to be here. You can tweet your friends when you get home. Also, your fake China phone emits a very harsh and distracting light. For the love of God, turn the damn thing off!

3. Incessantly talking to your friends: You might not like whatever song is playing. You may be bored with the show in general. You may have been dragged here by your boyfriend against your will. But you’ve been talking all through the entire show, and I can hear everything you are saying. It’s driving me crazy. Please shut the hell up! I can’t tell you how many shows I attend where the girls in front of me are yelling in each other’s ear the entire night. Not only is my sightline blocked when their cheap wigs or weave-on come together, but I can hear their gossip. Take your chit-chat to one of the food vendor’s shed and stay there till the show is over, or go spread a wrapper under that pawpaw tree and lie down and talk till morning. I don’t care. Just shut up so I can enjoy the show.

4. Yelling out requests: ‘Yaaay, I want Styl-plus to play “Imagine That”’. Hey girls, imagine if you shut up and stop screaming in my ear; most of the time, the song list is pre-determined, and they can’t even hear you from up there. They’re going to play what they’re going to play. Just go along for the ride. Damn it!

maxresdefault-713x330

5. Yelling out the names of the artiste on stage: This is another level of irritation. This has never been funny. Maybe it was cool in the 80s. Now, it’s just madness.

6. Pushing your way to the front: If a concert is general admission, the people in front earned their spots. They got there early and laid claim to their space. The people all the way in front might have even spent all day waiting by the doors, so when the show begins and you shove your way to the front, you’re being a huge distraction. Don’t do that. If you show up late and there’s only room in the back, you’ve just have to deal with it.

7. Getting so drunk you puke: Girls these days drink like sharks. You see them at Felaberation smoking igbo even more than TerryG. I feel sorry for those who have to clean up the venue after the concerts. I can imagine the types of vomit and stench they have to clean up.

8. Loudly complaining after the show because the artiste didn’t play your favourite song: This is actually one of the crazy things we see after each concert. Babes, try to enjoy the show you’re getting as opposed to the one you wish you were seeing. Besides, haven’t you heard “Kukere” and “Shoki” enough?

9. Filming the entire show on your mobile phone: This distracts people even worse than taking pictures, and usually results in an equally horrid product. The sad irony is that people tend to film their favourite songs, but the smiles on their faces are gone when all their concentration goes into capturing these moments on film. Next morning, Instagram will be cluttered with crappy cell phone videos of every song from the concert. Stop tagging me to these crappy videos. I was at the concert for Christ sake! You paid good money to see a show, and you’re joylessly watching it through a tiny screen on your mobile phone. It just doesn’t make any sense.

10. Yelling “Sit down!” at people who are standing up:I call these types of girls
“The Banshees” – They are a huge problem at concerts. They are like concert police. They won’t ever agree for anyone to stand around them. Between songs, they will scream “Sit down!” The stander either obliges, or yells back something like “Go f**k yourself”. They are always seething with rage, and the tension seeps through the whole section. They don’t understand that sometimes people stand only because someone in front of them is standing. Their attitude always lead to chaos, and am seating there having a miserable show. This has to stop. Babes, here’s a simple rule: If you can’t see, stand up. It’s very easy. Inversely, if everyone in front of you is seated, sit down. Go with the flow and just relax. We’re all in this concert together. Damn it!

Dele Momodu: Good bye, our dear Kabiyesi

Fellow Nigerians, let me confess that my trip to the ancient city of Ife last Thursday was a most harrowing experience. As a matter of fact, the drive itself was very smooth devoid of the usual hurly-burly on that notorious Lagos-Ibadan Expressway. We set forth on our journey around noon not knowing what to expect along the way. Road travel in Nigeria has defied common logic. You require methods to the malfeasance and madness of our dare-devil drivers. We drove all the way to Ibadan without any major drama of bottlenecks and we thanked God for journey mercies.

The second leg of our journey was from Ibadan to Ile-Ife. We tried to navigate our way from the ubiquitous gridlock around Iwo Road and meandered our way through the backstreet towards the Ibadan Airport to link up the Ife Road without much ado. The trouble came where we least expected. As we approached the Asejire Dam which used to be one of my favourite sights as a kid, we suddenly noticed a logjam ahead. Many passengers had abandoned their vehicles to assemble on the Asejire Bridge like locusts. We were momentarily alarmed wondering what had gone wrong on this usually peaceful stretch.

Alas, a vehicle which I suspected to be a public transport had sped and obviously somersaulted into the rocky river. We saw a deluge of Federal Road Safety Corps operatives struggling hard with what looked like a rescue mission as well as trying to clear the crowd of onlookers for easy passage of travellers like us. I actually seemed to appreciate their passionate dedication to the work of saving lives. Anyway, we prayed for survivors to emerge from that cataclysmic dive and continued on our voyage.

We arrived Ile-Ife with some anxiety because we didn’t know what to expect. Rumour had developed wings like bushfire in harmattan about a certain palace errand of The Ooni of Ife who must mandatorily accompany him on his journey to the great beyond by being buried alive with the King. Many of my Ghanaian friends had called to ask me about this odoriferous news about the disappearance of The Ooni’s Abobaku.

All efforts to explain the falsity of those claims were rebuffed by doubting Thomases. I was forced to tweet and explain that only two kings reigned in the last 85 years in Ile-Ife namely, Oba Adesoji Tadeniawo Aderemi and Oba Okunade Adele Sijuwade Olubuse II. I knew when Oba Aderemi passed on and there was no one buried with him. It is impossible for a living human being to be buried with a king at this time and age and I can say authoritatively that the law abiding Ife Chiefs will never commit such carnivorous murder.

We drove through the famous Lagere Road and headed towards the Ife Palace and met a desolate town in the mourning process of their powerful king. It was almost surreal. We eventually got to the palace gate where we encountered several barricades and some youths who claimed they were Oro cultists. They lurched forward menacingly as if to pounce on us. Then we heard some shrieking chants. We stopped and our security escorts tried to bring the riotous situation under control. I think one of the guys recognised the occupants of the Ovation-branded car and shouted “it is Ovation, Dele Momodu is a son of Ife, he is our own and free to drive anywhere!” I felt humbled and we gave them something for their efforts.

We had been misinformed by someone that the Crown Prince Adetokunbo Sijuwade and the wives of the departed monarch were still ensconced somewhere in the palace of Oduduwa, the progenitor of the Yoruba race. The boys directed us on how to enter the palace.

The gates were firmly locked but the second one swung open as our convoy approached snakelike. As we entered the palace proper, we experienced a certain eerie feeling. It was apparent something had gone desperately wrong. The place had lost its original allure and glamour. I thought we had mistakenly entered Fagunwa’s phantasmagorical forests. We continued towards the inner gates leading to The Ooni’s residences. We saw freshly-cut trees on the ground meant to block any intruder and nosey-parker. The place was virtually empty.

I wondered why we were allowed to drive inside the palace when there was no soul except a few Chiefs straddled in one corner performing their mandatory rites or whatever it was. I felt the urge to get out of that extra-terrestrial space as fast as possible. After all the hullabaloo of Abobaku, what if some human heads were needed? Could it possibly mean a few of us could be kidnapped or just vamoose into rarefied air without a trace in this vast world? I marvelled at the audacity that ever propelled us in that direction in the first instance but I felt assured because I was in the company of Princes and Princesses, including Prince Adedamola Aderemi, and Oro never affects them.. I was nevertheless a bit apprehensive but still excited about the potentially dangerous adventure.

We eventually turned around and left the palace. Memories of years gone by gushed back and took over my brains. So this is the end of another era, I asked rhetorically. I couldn’t imagine I will never visit Kabiyesi, The Ooni, in that massive sprawling palace again. Nothing destroys than death. The finality of it is most cruelly annoying. We then drove to a few places for some quick meetings.

Eventually, we went to visit Prince Adetokunbo Sijuwade in their private home. The place was buzzling with activities in preparation for the interdenominational service that took place yesterday. We met two of the royal wives, Olori Ladun and Olori Odunayo. I saw many Sijuwade Princes and Princesses who had flown in to Nigeria from different parts of the universe. The new head of the family was completely knackered. The responsibilities on his shoulders are incredibly heavy.

While I was in the house with my friends, I got a call from the Governor of the State of Osun, Ogbeni Rauf Aregbesola who had been duly informed by Senator Tokunbo Afikuyomi of my presence in our State. He was in his usual upbeat mood and he apologised that he won’t be able to host me as he had some prior engagements to deal with. I thanked him for the call and drove to the home of Olori Morisola Sijuwade, The Ooni’s most senior wife. She expressed delight at seeing us come around to honour her husband. We must have left Ife after 10pm and headed to Osogbo where we passed the night.

We checked into our hotel and agreed to meet at about 7am for breakfast. I managed to catch some sleep after working till 3am. By 6am, it was time to get ready. We gathered ourselves in about six cars and drove to Ife and arrived the venue in Enuwa, at about 10am. The Area Boys sprang on us and skilfully with two mobile phones from my friends while I managed to escape those rascals.

The Vice President Professor Yemi Osinbajo personally attended and this added some colour to the event. It was nice seeing Governor Olusegun Mimiko of Ondo State, Major General Adeyinka Adebayo, Rear Admiral Akin Aduwo, Lt. General Alani Akinrinade, Prince Ayo Aderemi, Mrs Tola Oyediran and her sister, Dr Mrs Tokunbo Awolowo-Dosunmu (both represented the Awolowo family), Prince Adedamola Aderemi (who has spent ample time with the Sijuwades right from London to Lagos), Senator Bamigbetan, Senator Iyiola Omisore, Senator Babajide Omoworare, The Secretary to the State Government of Osun and so many others.

After visiting a few places including the old Buka of the Obafemi Awolowo University where we dealt ruthlessly with some piping hot amala and goat meat, we went to spend some time again with Prince Adetokunbo and the Oloris. Thereafter, I led the family in a short prayer and it became obvious I’m inching closer to my calling as a Pastor as I prophesied at Pastor Tunde Bakare’s 60th birthday celebration.

What next, I asked as we drove out of the compound. The Ife kingmakers don’t usually waste time in selecting their new king. I expect them to name one of the contenders in the next few weeks. The process is not going to be simple as there seems to be a motley crowd this time around. Ile-Ife is blessed with many successful and accomplished Princes who may be qualified.

I project that the Kingmakers will ask ruling house three out of the four ruling houses to present their candidates, namely, Osinkola, Giesi and Lafogido. The Ogboru ruling house which presented the last Ooni, Oba Okunade Sijuwade, will not now be asked to present a candidate. This follows the precedent when Osinkola ruling house was not asked to present a candidate when Oba Adesoji Aderemi Atobatele I joined his ancestors, thus paving the way for Ooni Sijuwade to be crowned.

According to Ife custom and tradition there is no order of rotation in the presentation of candidates by the respective ruling houses. From the twentieth century to date, the last five Ooni’s have come from three not four ruling Houses:

(a) Olubuse I from Ogboru – 1894 to 1909
(b) Adekola from Osinkola – 1910 to 1910
(c) Ademiluyi Ajagun from Lafogido – 1910 – 1930
(d) Aderemi Atobatele from Osinkola – 1930 – 1980
(e) Sijuwade Olubuse II from Ogboru – 1980 to 2015.

Prior to these Obas above who reigned in the 20th century, Lafogiddo had produced 7 Oonis, Osinklola had produced 3, Giesi had produced 6 and Ogboru had produced 2.

Attempts may have been made in the past between 1957 and 1979 to establish an order of rotation but these failed to fly and rotation was jettisoned by the Kingmakers in the one and only exercise in 1980.

There are already indications that virtually all the eligible ruling houses will present their candidates after a rigorous screening exercise to determine eligibility by those houses. Some of the criteria they will utilise are whether the candidate is truly a prince from that particular ruling house, including whether the claimed royalty was bestowed honorarily on the candidate’s ancestor or the aspirant is descended from a male lineage. Similarly, tradition forbids an Ooni to have a living father and, patent disability or deformity is also a ground for exclusion.

The mood in Ile-Ife seems to favour younger candidates since the last two Ooni’s ascended the throne at the ages of 40 and 50 respectively. I predict therefore that nobody above 60 will be considered suitable by the Kingmakers.
There are no clear contenders coming out for different reasons. Firstly, a few of them wished to pay deference to the memory of Oba Sijuwade and did not feel that it was decorous to press a claim until his funeral was concluded. Secondly, some are in public service and will not want to risk their jobs.

Thirdly, the financial obligations are usually quite significant and this has been the practice since time immemorial or, at least, since the passing of Ooni Ojigidiri as Oba Adesoji Aderemi wrote in his letter of July 28 1930 to The Resident of Oyo Province when laying his claim to the throne and; Fourthly, No claimant can say that he was anointed or blessed by the previous Ooni as most of the present contenders were close to Ooni Sijuwade in one way or the other.

Once the ruling houses have concluded their screening they ask the princely gladiators whether they are able to agree amongst themselves so that the house can present one common candidate. If there is no agreement then the ruling house is compelled to forward the names of all those interested in vying for the stool to the kingmakers.

In Ife, there are six primary kingmakers who must act in consultation with the other secondary kingmakers before an Ooni is elected. There are 8 Iharefe Chiefs on the Right headed by Obalufe (or Orunto as he is otherwise known) and 8 Modewa chiefs on the Left headed by Lowa. The Iharefe are the civil chiefs including the war chief, whilst the Modewas are the Palace courtiers. Three of the Iharefes namely, Obalufe, Obalaye and Ejio, form one half of the primary kingmakers whilst the remaining three come from the Modewa side and are namely, Lowa, Jaran and Agoro.

Prior to the selection by the six primary kingmakers, the Araba of Ife is requested by them to consult Ifa and determine the candidates that are worthy for consideration for the Title. Once the Araba puts forward those worthy of consideration, the 6 primary kingmakers make their choice after consulting with their remaining colleagues.

Thereafter the chosen person’s name is sent to the Governor who must appoint that person as the Ooni. It is noteworthy that the kingmakers in Ife present only one person to the Governor as their choice of Ooni and the Governor therefore has little choice but to honour the selection of the kingmakers.

#FromTheDarkRoom: One Little Death – Japheth J. Omojuwa

He died yesterday! He said to me, you are going too fast, you are doing too much, and you are scaring everyone… he died yesterday!

To be alive today is to be guilty! Cynicism has become the oxygen of existence, we drink it, we eat it and we live it. We do not believe in one another and ourselves anymore, how then can we even believe in a common humanity?

A child needs a dose of inspiration on her birthday, reaches out to a celebrity she has never seen for some of it, “please retweet this to make my day!” or “please, wish me a happy birthday!” and like a gift never expected even when desired, the tweet and retweet happen. And what happens? The crowd gets in, “you are begging for a retweet?” “You must have low self esteem issues,” “what is in a retweet?” and all those words and statements from the predictable bible of cynicism as the world’s biggest court room unleashes judgment from its never resting judges.

But you don’t see it, it was your birthday, the tweet, retweet and the message from that person you loved, without any reason even you can explain, that message changed everything. It inspired you, it made you believe, in the midst of everything, someone cares enough for you to do something for you, little it seems, but it was done for you and like the sun, shines on everyone but not everyone knows how much each sunlight means, you value that gift.

You are happy, though momentary, how long does that feeling last? Oh As long as you want it to because, this life is what you make of it. You can save the moments of happiness within, your mind is the only bank only you can determine who steals from. So, you save those moments for when the world throws contrary ones at you. Happiness can be created and recreated. It is the essence of recycling. Nostalgia comes close. You cannot live happily, ever after or ever for the moment, without at first finding happiness inside of you.

It’s in the eyes you see in the mirror, in the old pictures you took at places you may never be again, in the words of children, their innocence and your guilt for when you were their age and always wanting to grow up quickly. Adulthood you feel turned out to be a lie but it died! You are a new you. You can be that child with the responsibilities of an adult. You can see the beauty in a flying butterfly and even see the value in a roadside beggar. You see more. You feel more. You want to take everything, live through it all. They will judge and abuse, curse and word-beat you, but you are never going down except you lower yourself to their expectations.

They hate the fact you are single, they know no story about the one you have loved, the one who loved you back and the unwholesome realities that for once defeated the soaring power of two love birds.

Who do you blame, when you have done all within your powers, said it all, thought it all, and it just never fits together? You blame no one. If you can do it again, try again. If you cannot do it again, let it be. God knows best. Let it die! In peace. That you, that cared about the report from others, that you, that thought so much into the canvas of you painted by those who don’t see your mind, who see your face but never see your heart. Let it die! Because, too many die everyday. No, they don’t lose their breath, deprived of oxygen forever and let go of life. They just die!

One bad word from the crowd; One little death! A failed marriage or relationship; one little death. A lost friendship that never should have been; one little death. A lost job; one little death. The doctor report that should never have been; one little death! Death everyday, you don’t see it because it creeps up on you like time, slowly but surely, moving and never stopping, the little death that comes with losing sight of the beautiful, of your progress and the love the world has to share. The love you have to give.

Because the world tells you that you are guilty of everything, all that happens to you and all that you happen to; so, you dress your guilt, wrap it up and leave it in your heart. It grows, becomes real and eats at your joy; one little death.

Day by day, you live it to the full and live it on your terms, doing your best to make each day count, for you and for others. And to remember; you live one little day more in joy and fulfillment or you die one little death.

He died yesterday! He never had much say in my life, because I always ventured, always said what I felt, how I felt it and to whom I felt it but I saw there was still a little life in the doubts within, so I crushed it! I killed it! One little thing, that tiny doubt, I killed it!

Because, the world of creation was made of little things and destruction comes in bits. That little death; kills you faster than the death you fear the most! Live today!

But if you must die a little death, die as a seed, sprout again, bloom and blossom, bear fruits that give life.

Statement on the Recovery of Public Institution Lands in Kaduna State

The Kaduna State Government has assured the general public that there is nothing to fear from the ongoing effort land recovery efforts, and has warned agencies against blanket marking of buildings and neighborhoods.
A statement from the government explained that all cases of encroachment on the lands of public institutions such as schools and hospitals will be handled on a case-by-case basis. The government also disclosed that there will be no blanket marking of buildings, neighborhoods and layouts. In addition, the statement clarified that local government councils have no role in the land recovery process beyond gathering and forwarding relevant information to the appropriate agencies.
A statement signed by Samuel Aruwan, the Special Assistant, Media and Publicity disclosed that clear directives on the land recovery exercise have been issued, and that the government has reminded the agencies involved in the exercise to comply strictly with the instructions.
Aruwan’s statement added that:
“The Kaduna State Government has announced its determination to recover lands belonging to public institutions. This applies to lands that have been illegally excised, carved-out or alienated in a manner that contradicts the security, orderly environment and expansion prospects of the affected schools, hospitals and other public institutions.
“In restoring the integrity of these lands, the Government has taken steps to ensure that the recovery exercise is conducted in a fair and orderly manner that upholds public interest and conduces to social harmony.
“Therefore all agencies involved in the implementation of the land recovery exercise must note and abide by these considerations:
There will be no marking of buildings or plots, or the delivery of stop-work  or recovery notices until proper surveys and assessment of maps have established the boundaries of the affected institutions, and the extent of the encroachments they have suffered.
The Governor’s written approval must be obtained before any action is undertaken to initiate recovery processes based on the surveys and maps showing these encroachments.
Approvals for necessary action will not be granted except it is evident that the layouts containing the excisions are illegal or irregular, and are clearly inimical to the purpose of the affected institutions in such a manner that cannot be prudently remedied.
Where the boundaries that have survived encroachment are considered sufficient for the functioning of these public institutions, other actions short of recovery will be taken on the encroached lands.
Due notice must be taken of the historic nature of the encroachments, and the longevity of some of the buildings and layouts that are a result of encroachment but are longstanding, and do not manifestly impede the safe and smooth running of the affected public institutions.
There must be no blanket marking of any neighborhood, layout or community just on account of proximity to the historic boundaries of public institutions.
Clear procedures for establishing the validity of title and development approvals for buildings must be established and respected.
“Local Government Councils are to note that they have no role in the land recovery exercise, beyond gathering and forwarding information to KASUPDA, which is the mandate agency for town planning and enforcement.
“Government directs scrupulous compliance with these instructions in implementing the land recovery exercise.”
Aruwan stated that the government appreciates the understanding and support of the general public for the land recovery exercise. Citizens are encouraged to remain engaged, and to report any fears and concerns about the land recovery exercise to the government. Reports and complaints should be forwarded to the following contact number: 08037974265.
