Lawmaker Kidnapped In Kaduna

A member of the Kaduna State House of Assembly, Ibrahim Ismaila, was yesterday abducted in front of his residence at Abakpa area of Kaduna.
The lawmaker, who represents Tudun Wada constituency, was abducted at about 9:00 am as he came out of his house to go to his office, according to one of his aides.

Ismaila, who was accompanied to the gate by his wife as he drove out of the premises, his aide said, was accosted by some men standing outside who flagged him down as if to make some enquiries.
The police public relations officer, ASP Aliyu Usman, confirmed the incident saying investigations have commenced into the matter.
Speaker of the Kaduna State House of Assembly, Aminu Abdullahi Shagali, who also confirmed, said he is not aware if the abductors have made contact with either the House or the lawmaker’s family.

Boko Haram Members Planning Attacks In Kano, Kaduna & Kogi Nabbed

The Department of State Service (DSS) says it has arrested Boko Haram members planning attacks in Kano, Kaduna and Kogi states.

A statement today from a DSS official, Tony Opuiyo, said a Boko Haram leader Mudaisiru Jibrin, was arrested on the 17th  of July 2016 at Sauna quarters in the Yankaba area of Kano.

Opuiyo said preliminary investigation revealed that he was also the mastermind of the shooting of some students at Government Secondary School (GSS), Mamudo village near Potiskum, Yobe State, in 2013.

He added that the service also arrested a notorious Boko Haram fighter Mukhtar Tijani and three of his accomplices Isiaku Salihu, Abdullahi Isah and Hindu Isah at Kinkinau area in Unguwar Mua’azu, Kaduna metropolis.

He said the four suspects were apprehended while perfecting arrangements for major coordinated attacks on selected targets and locations in Kaduna State.

Opuiyo also said the Service arrested three members of the Ansaru terrorist group in Kogi state. He said they were arrested on 12th August 2016.

He explained that Usman Abdullahi, Abdulmumuni Sadio and Ahmad Salihu were arrested while making arrangements to launch attacks on some selected targets in Edo and Kogi states, before escaping to join ISIS in Libya.

Kaduna To Ban Sale Of High Energy Bulbs

The Kaduna State Government said on Monday that it would soon ban the sale of high energy consuming bulbs, as part of strategy to boost energy efficiency.

The state’s Commissioner for Budget and Planning, Muhammad Abdullahi said a statewide campaign would be carried out next year for electricity consumers in the state to move to energy saving bulbs, before the ban is effected.

He said, “We have already started moving from high-energy consuming bulbs to energy saving bulbs in ministries departments and agencies”.

Abdullahi said that the effort would cumulatively save N360 million, representing 30 per cent of the amount spent on light bills and fuelling of generators annually by electricity consumers in the state.

He explained that that strategy was an idea postulated by Dr Abdulkarim Mayere, who came third in the “My Great Kaduna Competition” organised by the state government in 2015.

He said that the competition was organised to source for ideas from members of the public on how to move the state forward and make Kaduna great again.

The commissioner, disclosed that Gov. Nasiru El-Rufa’i has since appointed Mayere as the General Manger of Kaduna Power Supply Company, a new company set up to ensure energy efficiency in the state.

Kaduna School Enrolment Rises By 39% Since Start Of School Feeding Program

Governor Nasir El-Rufai of Kaduna says that school enrolment figures in public primary and secondary schools have risen 38.9% from 1.1million to 1.8million since the commencement of the school feeding program in the state. The figures, according to the governor, is expected to rise to 2.2 million by September 2016 when the new school session begins.

 

The governor has restated the commitment of the Kaduna State Government to girls education and guaranteeing nine years of free education in the State. The Governor stated this when he attended the Influencers Screening of the documentary ‘He named me Malala’ which was jointly organized by YouthHubAfrica, the Centre for Girls Education and the Kaduna State Government and hosted at the Council Chambers of the Kaduna State Government House.

 

Speaking during the panel session at the Screening, the wife of the governor, Mrs. Hadiza el-Rufai expressed her commitment to continue to support efforts that guarantee access to education for young girls, as it is the surest way to lift them and their families out of poverty and ensure they live fulfilled lives. ‘During the course of my work with young girls, I have come to realize that they are very rich in ideas. Unfortunately, being ‘idea rich’ does not cut it anymore, it is integral to complement these ideas with opportunities’ and we who are influencers in society, owe it as a duty to create these opportunities’, she said.

 

Mr. Rotimi Olawale, Executive Director, Youthhubafrica who spoke at the event highlighted some of the challenges faced by young girls especially in Northern Nigeria in completing their secondary education. He also cited the high dropout rates among girls, saying it is high time to encourage girls to aspire to higher education levels.

Responding to questions on why the state Government hasn’t extended its free education program to cover 12 years of education until the end of secondary school, Governor el-Rufai attributed it to the paucity of funds. He promised to extend the free education to 12 years as soon as the state’s financial position improves.

 

The screening was also attended by the state’s commissioners for education, health, women affairs and youth as well as traditional leaders, community leaders, women leaders and representatives of non-profits working in the state.

 

The screening of ‘He named me Malala’ is part of a Youthhubafrica initiative, in collaboration with the Malala Fund and with support from Participant Media and to screen the documentary to school girls, community and traditional leaders; and policy makers in the country. The documentary chronicles the remarkable story of Malala Yusufzai who defied all odds, including a terrorist attack in pursuit of her dream for education. The project has so far screened the documentary to up to 10,000 persons in 30 cities across Nigeria as part of efforts to encourage girls education and build stakeholder support for girls education in Nigeria.

Kaduna FRSC Convicts 67 Motorists For Various Offences

The Federal Road Safety Corps (FRSC) said on Friday that it had secured the conviction of 67 motorists for various traffic offences in Sabon Tasha area of Kaduna metropolis.

 

The Legal Officer, Kaduna Sector Command, Mr Ibrahim Tanko told news men in Kaduna that the offenders were convicted by a Mobile Court on Thursday.

 

The official said that 16 of the offenders were convicted for tyre violation, 25 for driver licence violation, five for overloading and 13 for vehicle licence violation.

 

Five others, he said, were convicted for caution sign violation, two for seat belt use violation and one for dangerous driving.

 

The Sector Commander Mr Francis Udoma told reporters that the mobile court was set up to to enforce compliance with traffic regulations, to keep Nigerian roads safe.

 

Udoma said, “The corps instituted the mobile court to enforce traffic rules and ensure zero road crash, injury and death on the nation’s roads.

“Intensive special patrol and the mobile court are aimed at addressing the spate of avoidable road crashes usually high on major highways.

 

“The goal is to reduce unexpected death of road users due to drivers’ carelessness.

 

“We will continue to arrest all drivers who overload their vehicles; drivers with no licence; drivers who over speed, as well as drivers with worn out tyres.”

 

In a related development, FRSC Zone 1, Zonal Commander, Mr Bulus Darwang, has reintroduced regular exercise in the zone to keep marshals physically and mentally fit to effectively discharge their duties.

 

Darwang said that marshals must be physical fitness and mentally alert to enforce compliance to traffic regulations and ensure safety of road users.

 

He said the commission would maintain the monthly walking and jogging exercise tagged, “Jogging to Keep Fit” for the marshals to shed weight.

Half-naked Women Protest Against Killings In Kaduna

Half-naked women on Tuesday protested over alleged night attacks by herdsmen on Ninte village in Godogodo Chiefdom of Jema’a Local Government, Kaduna State.

The women from Ninte and surrounding villages staged the protest at the palace of the Chief of Godogodo.

The women demanded government intervention to stop the alleged increasing cases of night killings, rape, burning of houses by some assailants in the area.

Spokesperson of the protesters, Mrs. Deborah Reuben, accused the government of insensitivity to their plight since the incident started in May.

“The situation is unhealthy as it is no longer safe.

“The government we voted into power has left us at the mercy of armed herdsmen, farms cannot be cultivated in the face of high level of impunity,” she lamented.

Responding, the Chief of Godogodo, Malam Iliya Ajiya appealed to the protesting women to remain calm as everything possible was being done to bring the situation under control.

When contacted, the Interim Chairman of Jema’a local council, Dr. Bege Katukah confirmed to NAN in a telephone interview that security men had been mobilised to the affected community.

NAN learnt that residents of the affected villages have been relocating to Godogodo, Antang and Gidan Waya, for their safety.

Kaduna Judicial Panel Recommends Prosecution Of Soldiers, El-Zakzaky

The Judicial Commission of Inquiry set up by the Kaduna State Government to investigate the December 12-14, 2015 clash between the Nigerian Army and members of the Islamic Movement in Nigeria (IMN), also known as Shiite or Shia sect, has indicted the leader of the group, Sheikh Ibraheem El-Zakzaky, for alleged acts of lawlessness by his members.

The 13-member panel headed by Justice Mohammed Garba Lawal, in its reported submitted recently to Governor Nasir el-Rufai which was made public in Kaduna Sunday night, said El-Zakzaky and his members should be held responsible for the bloody clash with the Nigerian Army last December, which led to the deaths of 349 people, including one soldier.

The report also accused the Nigerian Army of “disproportionate use of force contrary to its rules of engagement”, declaring that soldiers and officers of the Nigerian Army who were involved in the killing of 348 members of the Shiite sect should be prosecuted.

The panel’s findings contained in the report said 349 people – including one soldier – were killed. “Out of the said 349 dead persons, 347 (excluding the soldier) were buried in a mass grave,” said the report.

The commission said it had received 3,578 memoranda – 132 letters and 3,446 emails – along with 39 exhibits and 87 witnesses’ testimonies in the course of the inquiry and the writing of the 193-page report.

“Members of the IMN owe absolute loyalty to Sheikh Ibraheem El-Zakzaky. He therefore bears responsibility for all acts of lawlessness committed by the organisation and should therefore be held responsible, fully investigated and prosecuted,” the panel said in its report.

Members of the sect and the army clashed in the Zaria when the latter blocked a major highway during one of its religious processions, in the process blocking access to the Chief of Army Staff (COAS), Lt. Gen. Tukur Buratai, who was attending the passing out parade of the army depot in the area on December 12, 2015.

The commission noted that “the number of casualities recorded during the incident was too high and cannot be justified”, stressing that “members of the Nigerian Army found to have been involved in the killings should be brought to trial before a court of competent jurisdiction”.

The panel also recommended that members of the IMN found to have been involved in the killing of one army corporal, Dan Kaduna Yakubu, during the incident should also be prosecuted.
It also advised the Nigerian Army to “intensify efforts in ensuring compliance with the rules of engagement and other legal standards” at all times during operations.

The panel in the report also challenged the government and law enforcement agencies to be alive to their responsibilities by investigating all persons allegedly breaking the law, even when such persons belong to powerful religious groups.

The poll, tagged ‘Good Governance Polls for Nigeria’s Top Performing Governor’ started two weeks ago with Governor Ambode maintaining the lead with increased 36.1 percent of the total vote casts, while Governor Willie Obiano of Anambra State closely trailed with 25 percent

According to its organisers, the Poll was designed by the group as part of its strategic engagement tool to monitor performance and gauge the mood of the electorates in Nigeria in line with its objective of providing credible information and support to leaders in Nigeria and Africa at large.

Governor, Ibikunle Amosun of Ogun State sits in the third position with 8.8 percent, while Rivers State Governor, Nyesom Wike is in the fourth position with 7.9 percent of the total vote casts.

I am delighted to be here today to commission the Abuja – Kaduna railway track and flag-off the Abuja-Kaduna train services (Passengers & Freight) on Nigeria’s first ever Standard Gauge Rail track to go into operation. This project was conceived by a previous administration, started by the last government and I am pleased to complete and commission it.

 

2. It is on record that between 1963 and early ‘80s, Nigeria had a vibrant rail system which conveyed agricultural and livestock and solid mineral resources to Lagos and Port Harcourt sea ports from where they are exported to other parts of the world. It is our vision and hope that those good old days will soon be back with us and indeed in a more prosperous way with the restoration of rail transport system which today’s occasion symbolises.

 

3. The construction of the Abuja-Kaduna Standard Gauge rail track commenced in 2009 and happily, sixteen years after, we are on the threshold of presenting to Nigerians a Standard Gauge Railway Train Service that will be safe, fast and reliable. The Abuja-Kaduna train service will provide the much needed alternative transport link between the Federal Capital Territory and Kaduna State, a corridor which has a huge potential for industries, agricultural activities and a growing labour force.

 

4. The Minister of Transportation, Chief Rotimi Amaechi and his team have put great efforts in the last few months to ensure the successful completion of this project under this Administration. Completion and Commissioning of this project is indeed in keeping with our vision of bringing about the desired change to make life easier for the generality of Nigerians through the development and provision of the necessary social and physical infrastructure.

 

5. In this regard, I wish to assure Nigerians that most State capitals and major commercial and production centres will be linked with railway system as a way of bringing about rapid socio-economic development and improving the quality of life of the Nigerians and promoting social & regional integration.

 

6. Furthermore, I wish to also reassure Nigerians that due attention will be placed on pursuing the 25-Year Strategic Railway Master Plan which is aimed at rehabilitating the existing 3,505km narrow gauge rail line and developing and constructing new standard gauge rail lines across the country.

 

7. As we celebrate the symbolic return of rail service today I wish to reiterate the commitment of this Administration to pursue with greater vigour and determination rehabilitation and construction of other rail lines including the major Lagos-Calabar and Kano-Lagos lines.

 

8. As we get down to work, I look forward to flagging off many more lines outlined in our transport policy programme.

El-Rufai To Upgrade Kaduna NYSC Permanent Camp

As 2,500 corps members deployed to Kaduna State by National Youth Service Corps (NYSC) resume proper primary service, Kaduna State Governor, Malam Nasir El-Rufai, has promised to facelift the camp facilities before the next orientation exercise.

El-Rufai said doing so will give incoming corps members deployed to the state conducive environment to begin the service year on motivating ground which will eventually lead to maximum productivity.

The governor said he has directed the Ministry of Youth, Sports and Culture to ensure that contractors commence work on the comprehensive renovation of the facilities immediately after the corps members may have vacated the camp.

El-Rufai, who was represented by Commissioner for Youth, Sports and Culture, Daniel Dan-Auta, while declaring the camp closed on Wednesday, reiterated the commitment of his administration to providing youths with needed support to make them triumph in their endeavours because of their pivotal role in developmental projects of his administration.

The governor also assured corps members of their safety in any part of the state they are posted to serve as adequate security measures in collaboration with security apparatus in the State, adding that he will reward those that distinguished themselves at the end of the service year.

El-Rufai further directed that all ministries, department and agencies of the state government must not reject corps members posted to them.

“Let me remind you once more that the major objective of the NYSC is to foster unity and integration among the diverse ethnic nationalities of our great country through the youths. I therefore urge you to pursue the realization of this goal in practical terms by taking your host community as your home and joining in contributing to its socio-economic development, ” said the governor.

Earlier, NYSC Coordinator in the State, Prince Mohammed Momoh, thanked the State government for moral and financial supports to the scheme, quickly appealed to the governor to fulfill his promise as regarding commencement of the rehabilitation before the next orientation camp few months away from now.

“The completion of the rehabilitation before the next orientation as promised by the state government will make the camp more conducive for informing corps members,” he said.

He urged corps members to identify areas of needs of their host communities and mobilize members of the communities to over-come such challenges.

He however implored them to respect the custom, culture and traditions of the people and do their best to identify with their problems and aspiration particularly those in the grassroots.

Kaduna To Install CCTV Cameras To Fight Crime

The Kaduna State Government is to install closed circuit television (CCTV) cameras across the state to fight crime.

Coordinator of the state security outfit,  “Operation Yaki”, Col. Yakubu Yusufu Soja, disclosed this at a news conference marking the first anniversary of the administration of Governor Nasir El-Rufai in Kaduna state.

He said work on the installation of CCTV cameras across the state has reached an advanced stage, adding that  unmanned aerial vehicle also known as drones were being procured for effective surveillance.

He said operatives of the security outfit, made up of the police, civil defence and the military, were being trained to use the new security gadgets.

He said further that the state government plans to procure  modern crime-detecting devices and more operation vehicles to the security  outfit in order to face the challenges of  intelligence gathering and surveillance throughout the state.

“It is hoped that if this tempo is sustained the rate of crime and criminality would be reduced to the barest minimum in the state in order to pave way for the development agenda of this administration,” Soja said.

80% Of Kaduna Tomatoes Ravaged By Disease – El-Rufai

The Governor of Kaduna State, Mallam Nasir el-Rufai on Monday said 80 percent of the tomato produced in the state had been ravaged by pests and diseases.

Specifically, the governor declared a state of emergency in tomato production in the state, saying all hands must be on deck to combat various pests and diseases ravaging tomato.

A species of moth attacks the leaves of tomato to cause a disease condition called ‘Tuta Absoluta’.

The larva produced by the moth feed voraciously upon tomato plants, causing a yield loss of 100 percent.

El-Rufai said tomato had been destroyed in three local government areas of the state with a loss of N1bn monthly.

The governor spoke through his Commissioner for Agriculture, Dr. Manzo Maigari.

He said some officials of the state ministry of agriculture had been sent to Kenya in order to learn how to combat the menace, adding that over 200 farmers had lost tomato produce to pests and diseases.

He said, “I want to say that Governor Nasir el-Rufai has declared a state of emergency in tomato production in the state. This is as a result of the invasion of the crop by a pest botanically known as ‘Tuta Absoluta’.

“In the past one month, 12 LGAs of the state that produce tomato have lost 80 percent of its harvest. In three LGAs, about 200 farmers have lost N1bn worth of their tomato. So you can imagine the magnitude of the loss.

“It is so severe that even Dangote, who has established a tomato processing plant in Kano, had to shut down production.

“The problem with the disease, which is caused by a moth, is that no amount of spraying will kill the larva of the moth. You spray it, after about three hours, it comes back to life. So, we have sent some of our officials to travel to Kenya and meet our partners. Kenya has a good advantage over us on this issue.

“We understand that they use a plant extract to take care of this problem. But we do not have that knowledge yet. We expect them to return very soon with short and medium-term solutions.”

El-Rufai also said that the state would vaccinate seven million livestock in the state to secure both man and animal from infections.

He noted that about 63 per cent of all diseases that infect man were transmitted by animals, adding that that was the reason why his administration was doing all it could to vaccinate cats, dogs, horses and poultry in order to protect man.

He said: “About 63 per cent of all diseases that infect man are transmitted by animals. So vaccinating cats, dogs, horses and even poultry, is to protect man.

“Not long ago, a professor at the Ahmadu Bello University, Zaria, was bitten by a dog and he died of rabies infection. We have received several cases of dog bites because in the past 20 years there has been no vaccination in the state.”

Kaduna Refinery Shut Down Over Non-supply Of Crude Oil

The Kaduna Refining and Petrochemical Company (KRPC) has stop production following renewed activities of Niger Delta militants.

It was gathered that the Kaduna refinery stopped production last week Tuesday over what a source attributed to lack of crude oil.

According to the source, “we have shut down production for now. We do not have crude supply, am sure it is due to the renewed militancy in the Niger Delta region.”

The source however assured that the refinery has enough Premium Motor Spirit (PMS) in reserve pending when they would start getting supply of the crude.

“We will resume production as soon as we started getting crude supply from the Niger Delta. We are ready and our equipment are functional, the only problem now is the crude,” said our source.

The Refinery only resumed production late April during the fuel scarcity period.

Nigerian Army Conducts Field Training Exercise In Bauchi, Kaduna

The Nigerian Army said on Wednesday that it has commenced a 9-day field training exercise involving movement and use of high caliber weapons and equipment in Kaduna and Bauchi states.

The acting director of Army Public Relations, Col. Sani Usman said in a statement issued in Bauchi that the exercise, which started on April 12, would end on April 20.

He said the exercise was organised as part of activities to mark the 2016 Nigerian Army Day Celebration (NADCEL).

Usman said the exercise would commence with the massing up of troops in Bauchi and Kachia, in Kaduna State, before culminating in a simulation exercise at the Armed Forces Command and Staff College, Jaji.

He urged the public not to panic on sighting movement of troops and equipment along Kaduna-Kachia-Bauchi roads as well as the areas surrounding Alkaleri forest in Bauchi.

The Army said in another statement issued by its spokesman that troops of 1 Division under the auspices of Operation SHARAN DAJI have cleared suspected armed bandits camps in Zamfara and Katsina States.

Usman said the operation was in continuation of the clearance of all known camps and hideouts of cattle rustlers, armed bandits and other criminals in the northwestern of the country.

According to statement, in Zamfara state the troops raided and destroyed suspected armed bandits camps at Rafe and Ajah forests in Gusau Local Government Area.

He said during the operation the troops killed four bandits while some escaped with gunshot wounds.

Usman said the troops recovered five AK-47 rifles and 11 AK-47 rifle magazine, 205 rounds of 7.62mm (Special) ammunition and 25 rounds of 7.62mm (NATO).

He added that the troops carried out a joint operation in Faskari Local Government Area of Katsina State where they arrested 17 cattle rustlers that escaped from Zamfara State.

He added that the troops also recovered 930 cattle, 210 sheep and 20 machetes.

Usman advised the public especially those in Zamfara and Katsina States to be more vigilant and security conscious.

After Ten Days In Captivity, Abducted Clergymen Freed In Kaduna

The president of the United Church of Christ in Nigeria, Rev. Emmanuel Dziggau and two other clergymen who were abducted along the Kaduna-Abuja expressway by armed gunmen have regained their freedom after 10 days in captivity.

Dziggau, Rev. Yakubu Dzarma and Rev. Iliya Anto were abducted on March 21 along the highway where they had gone to clear a piece of land for the foundation of the church seminary.

However, Anto was said to have died after he was left in the bush by the kidnappers because of his poor health.
A top official of the United Church of Christ who pleaded anonymity said Dziggau and Dzarma were freed on Wednesday night while the corpse of Anto was found, almost decomposing in the bush.

According to the official, the two clergymen were immediately taken to a private hospital in Kaduna after they were brought to the church along Katsina Road, Kaduna.

“They were not looking very good and as soon as they brought them, a decision was taken that they needed to see a doctor, so they were taken to a private hospital in Kaduna for medical checkups, but I will not tell you the hospital because they need some rest.

“We don’t want people to disturb them until they are psychologically and physically fit to see people,” the source explained.

According to him, “The person who went to collect them, rode them on a bike from where they dropped them off for four hours before they could reach a motorable road. This was very traumatic and they need some rest.”
The source explained that Anto’s corpse was found in the bush after he was abandoned by the kidnappers because of his ill health.

He said a day after their abduction, the kidnappers had called to say that Anto was not well and they had dropped him at a location in the bush.

“But when we dispatched people to the location to save him, we couldn’t find him after combing the area. The kidnappers who may have been watching us from their hideout said we sent too many people to pick him, so they refused to give further description of the location and we thought they must have gone with him,” he said.

The source however declined to state whether a ransom was paid for the release of the two clergymen who regained their freedom.

After their release, hundreds of church members and well wishers trooped to the church on Katsina road to see the clergymen.

El-Rufa’i Pledges Equal Opportunity To All

Gov. Nasiru El-Rufai of Kaduna State has pledged to offer quality service to the people irrespective of historical, ethnic or religious orientation. El-Rufai made the pledge in Kafanchan, shortly after the endorsement of a peace declaration by 29 communities in five local government areas of the state. The Kafanchan Peace Declaration was at the instance of Centre for Humanitarian Dialogue (HD). “We recognize everyone as a citizen of Kaduna state and in accessing social services, have no regard for his or her historical, ethnic and religious orientation.

“ We as a government are pursuing an investment strategy anchored on our conviction that the private sector is the engine of job creation and growth. “We are investing in human capital so that our people can have the training to pick the jobs the private sector is creating,“ the governor said. He stressed the belief of the administration that the life, property and well-being of every person living in the state “are not only sacred but a burden of responsibility.

“We will therefore continue to pursue policies that exhibit equal concern for every person living in Kaduna state. “Policies that unite and integrate our people, educate their children free of charge, provide all affordable healthcare and engender an environment for job creation, gender empowerment and overall societal progress.

I am delighted to be here to witness and receive the Kafanchan Peace Declaration. “This declaration is an emphatic statement by our communities in Southern Kaduna of their commitment to peace, and their choice of dialogue and non-violence in resolving differences.” El-Rufai said commended communities and leaders of Sanga, Kachia, Kaura, Zangon Kataf and Jema’a LGAs for “choosing dialogue over blows.“ “I am glad to see 29 ethnic communities headed by 32 chairs from these five LGAs, many of who have been involved in conflict in the past, sitting here as one.”

The Governor assured of the state government commitment to end impunity and ensure that perpetrators of ethno-religious violence were prosecuted. He said government would not allow specialists in hate speech, “who use derogatory words against others, who mobilize division acting in the mistaken belief that their bread is buttered where there is strife and turmoil to go free.

“We are opposed to the perpetuation of ‘no-go zones’ in any of our communities, and will instead promote integration in schools and residents. “ He stressed that the government is committed to fairness in promoting investments, jobs and infrastructure across the state. Gunmen Kidnap Three Kaduna Pastors, Demand N100m

Members of the Taraya Ekklesiyoyin Kristi A Nigeria (Fellowship of Churches of Christ in Nigeria, TEKAN), have been thrown into confusion following the kidnapping of their President, Dr. Emmanuel Dziggau.

Dziggau was said to have been kidnapped on Monday along with his deputy, Rev. Illiya Anto, and a retired reverend in the church, Yakubu Dzarma.

Anto was later released on health grounds.

TEKAN General Secretary, Rev. Moses Ebuga, told newsmen in Jos on Tuesday that the three men were kidnapped in Kaduna.

Dziggau is also the president of Haddiyar Ekklesiya Kristi A Nigeria (United Church of Christ in Nigeria) and the TEKAN/ECWA bloc leader in the Christian Association of Nigeria.

The three men were said to have been kidnapped at the church crusade ground along the Kaduna-Abuja highway on Monday morning.

It was learnt that the masked gunmen stormed the crusade ground and picked the three men while other church members fled.

The General Secretary of the church and one of the eyewitnesses, Rev Jibrailu Wobiya, who confirmed the abduction to one of our correspondents, said Dziggau and some members were at the area to clear the crusade ground for a forthcoming church programme.

Ebuga called on the Federal Government and security operatives to do everything possible to ensure the safety of the clergymen.

He said the kidnappers had contacted him and demanded a ransom of N100m.

Ebuga described the abduction of the clerics as shocking, calling for their immediate release.

He said the three men might have been kidnapped because of the oncoming CAN national election.

He added, “We are not ignorant of the recent scheming against the Nigerian church with regard to the upcoming CAN national election, where the leaders have become the subject of attacks, particularly the leadership of TEKAN/ECWA bloc in CAN.

“As a body, we are calling on the government to do everything possible to ensure the safety of the leaders,  unearth their whereabouts and to have the perpetrators fished out.

Ebuga called on the TEKAN churches and the Nigerian church to rise up in prayer against the ugly development, asking them to pray that God would expose the sponsors and perpetrators of the kidnapping.

The Kaduna State Police Command had yet to confirm the kidnapping of the pastors on Tuesday.

The Police Public Relations Officer of the command, Abubakar Zubairu, did not return repeated telephone calls to his mobile.

The Chairman of the Christian Association of Nigeria in Kaduna State, Rev. George Dodo, described the pastors’ abduction as “unpleasant and shocking.”

The CAN’s chairman, while confirming the incident, said he just heard of the “unpleasant” development on Tuesday, calling on security agencies to do all they could to unmask the perpetrators of the heinous crime.

Dodo stated, “I heard about it this afternoon; it is an unpleasant news, a shocking news to everybody. Government should put in motion all its security apparatus to ensure the liberation of those abducted.”

The spokesman for the Northern States CAN, Rev. Josesph Hayab,  condemned the abduction of the clerics.

He called on the kidnappers to release the three men unconditionally or be prepared to incur the wrath of God.

Gbagyi Residents In Kaduna Protest Planned Houses’ Demolition

Gbagyi Villa building demolition Residents of Gbagyi Villa Community in Chikun Local Government Area of Kaduna State are protesting against a plan by the State government to demolish their buildings.

The government claims the buildings were illegally erected on a parcel of land belonging to Kaduna polytechnic.

The residents, comprising of men, women and even children embarked on a peaceful demonstration on Thursday morning, demanding that the planned demolition should be suspended.

With placards they sang anti-government songs, as they marched along the roads to show their anger.

They claimed to be in possession of all relevant documents that gave them the right to occupy the land, insisting that the planned demolition was illegal and inhuman.

According to them, the land in question had been a source of dispute between them and the polytechnic due to the fact that the native owners were not duly settled to enable them transfer complete ownership to the institution.

The Chairman Gbagyi Community, Chris Obodumu, claimed that late Governor Patrick Yahowa in 2011 resolved the dispute and amicably demarcated the boundary between the two parties.

Reacting to the protest, spokesman for the state governor, Mr Samuel Aruwan, explained that the planned demolition was “to restore the land back to the rightful owner – the Kaduna Polytechnic”.

He stated that some people deliberately encroached into the portion of land belonging to the polytechnic even when they knew where the boundary was.

According to him, as the municipal authority in which all land in the state is vested upon, the government was again approached in 2015 by the Kaduna Polytechnic requesting action to preserve their title.

Although none of the residents have presented their land titles to the relevant government agency, Aruwan said the government was ready to recognise and protect every proven title to land.

Gbagyi Villa Community shares boundaries with Kaduna Polytechnic and Ungwar Romi, along the eastern bye-pass.

Both the Gbagyi Villa land and that of the polytechnic were formally one piece of land before a part of it was acquired by the latter many years ago.

In recent time, some people were said to have encroached into the land and erected their structures there without approval from either the state government or the polytechnic management.

The owners of the houses have been served a notice of eviction through KASUPDA, after which they will be demolished.

In the copy of the eviction notice, dated August 5, 2015, the council based its action on the state’s 1958 Township Building Rules and Environmental Protection Law of 2010.

Pending when the bulldozers will move in, the residents demand that a committee be set up by the state governor to investigate all issues and transactions relating to the land.

They also called on Governor Nasir El-Rufai to consider the recommendation of the white paper of the Yakowa’s administration not to demolish lands belonging to the Gbayi people.

They said that the polytechnic community was not laying claim to the same land and wondered what the interest of the Kaduna State government on the matter was.

According to them, the plan to demolish their buildings rubbishes all efforts and procedures that had sustained the peace and unity in their community over the years.

Army Intercepts Armed Robbers, Kills 2 In Kaduna

Troops from 1 Division Nigerian Army Kaduna have intercepted armed robbers at Pambegwa, Lere Local Government Area of Kaduna State, killing two of them.
Disclosing this in a statement signed by 1 Division Deputy Director Public Relations, Colonel Usman Abdul, the Army division said items recovered from the robbers included one Toyota Hilux vehicle with registration number ABC 101 HM, a pump action rifle with 14 rounds of live cartridge, a sum of N310,000:00 and a handset.

In another statement, the 1 Division Nigerian Army said it had intensified a campaign code named Operation SHARAN DAJI in the North-West and part of North-Central states to rid the states of criminals.
He said the operation is targeted at flushing out criminals, especially armed bandits and cattle rustlers that have been terrorizing rural communities.
Colonel Usman said the General Officer Commanding 1 Division, Major General Adeniyi Oyebade had commended the effort of the troops so far. “We will not relent on our oars until all the bandits are completely eliminated. Hundreds of cattle have been recovered while many bandits have been killed or arrested,” the commandant said.

Lassa Fever Hits Kaduna, Kills Pregnant Woman, Doctor, 1 Other

A pregnant woman and two health workers have been confirmed dead following the outbreak  of Lassa fever in Kaduna.

The three people including a medical doctor who was undergoing his national youth service year as a corp and a community health nurse died at the Saint Louis Hospital in Zonkwa, area of Zango Kataf local government of the state.

The doctor and the nurse it would be recalled contacted the lassa fever disease after conducting an operation on a pregnant woman who later died of the same disease two weeks ago.

Confirming the outbreak, the state commissioner for health, Professor Jonathan Andrew Nok told journalists, that two weeks ago, there was a pregnant woman that visited the Saint Louis Hospital after she was referred from a clinic in Kamuru.

‘‘She was pregnant and an operation was conducted on her by the doctor and nurse. She subsequently died.”

He added: “The two individuals that died were the people that actually attended to the pregnant woman. She died about two weeks ago. No one thought they would die like that after the woman. The woman died of lassa disease. She was buried properly. And it was after her death that symptoms of lassa started to show on the medical doctor and the community nurse.

“The doctor and the nurse died after they had high temperature consistently for four days,” said the commissioner.

He said that the doctor and nurse showed signs of lassa fever shortly  after operating a  pregnant woman who was brought in from another hospital in from a primary health care centre in Kamuru in the same local government.

‘‘The woman later died few days after they were tested positive to lassa.’’

Police intercepts Indian Hemp And Hard Drugs In Kaduna State, Arrests 150 Suspects

The Kaduna State Police Command has intercepted 33 bags of Indian hemp and 34 baskets of hard drugs from various suspects in Kaduna town.

The Commissioner of Police, Umar Shehu, who displayed the drugs before newsmen, said the police arrested over 150 suspects who were presently being prosecuted in courts.The Commissioner added that the Police also recovered 10 bags of Indian hemp in ‘Bacco Bags’, 10 cartoons of hard drugs and 17 jerrycans of liquid toxicant acid.
Shehu, who thanked Governor Nasir Ahmad El-Rufai for steering the campaign against illicit drugs said:

“As you can see, we recorded this achievement in Kaduna town where we intercepted these drugs. We will continue to do our best in containing this menace in view of the negative consequences of drugs in the society. Hard drugs are a strong motivation to crime, rape and other vices and we will continue to do our best without a break. As you know, the government of Kaduna state under the leadership of Governor El-Rufai has been supportive and we are grateful.”

He explained that the Command would hand over the intercepted drugs to the National Drug Law Enforcement Agency (NDLEA).

FGGC Student Kills Own Baby In Kaduna

A student of the Federal Government Girls College, Malali, Kaduna state on Wednesday murdered her own new born baby.

It was gathered that the student attempted to through the baby over the school fence, but the corpse got caught on the fence by the female hostel.

Confirming the incident, Police spokesperson, DSP Zubairu Abubakar said one Ummu-Salam Umar; an SS1 student has been arrested in connection with the crime.

He said, “at about 1.15pm, the Vice Principal of FGGC, Malali, Mrs. Obianwuzia reported at the station that ?the corpse of a new born baby suspected to have been delivered by a student wrapped in a white cloth was thrown over the school fence.

“The corpse of the baby was left dangling on the school fence until the police came and removed it. After taking picture of the scene, it has been deposited at the mortuary.”

He however noted that investigation has commenced into the matter.

Commission Urges KDSG To Resolve Kabama/Military Land Dispute Urgently

The Public Complaints Commission on Tuesday called on the Kaduna State Government to urgently intervene in the lingering land dispute between the military and Kabama community of Sabon Gari Local Government Area.

 

 

The Head of the commission in the state, Alhaji Muhammad Maude, who made the call at a news conference in Kaduna, said the dispute was over the location of a shooting range.

 

Maude said the people of Kabama community had complained to the commission that the military encroached on their when it built a shooting range. He added that on investigation the commission discovered that the Kaduna State Government had in 2012 constituted a committee to review all land issues between the military and civilian communities.

 

 

 

“Among the areas revisited was the Kabama community land issue. We studied the committee’s report which recommended that the military should compensate the people of the community with N140.5 million and relocate them to another location. But since the committee submitted their report, nothing has been done about it which explained why the issue kept coming up. We also undertook a physical tour of the shooting range and what we discovered was that the only thing standing between the community and the shooting range is a fence.

 

 

 

“This predisposes the people to stray bullets and all kinds of danger that may emerge during military activities in the range,’’ he said.

 

 

He added that in the opinion of the commission, the location of the shooting range was not in line with global best practices, noting that the ideal thing to do was to relocate the shooting range. “It is not in line with global best practices to have a military shooting range in an inhabited area because casualties are bound to occur when bullets goes beyond the range. “It will be easier and cheaper for the military to relocate to a more quiet area instead of relocating the community. “With half of that amount, the military can establish a state of the art shooting range away from the people,’’ he said.

 

 

Maude, therefore called on the state government to live up to it responsibility and act promptly either by ensuring that the military paid the compensation of N140.5 million and relocate the community. “Or look for a more suitable place to establish the shooting range for the military. “All we are saying is that the state government should act fast to avert any catastrophic incident between the military and the community. “Already, information reaching us alleged that the military have started arresting people in the community. The government must act fast to avert a catastrophe,’’ Maude said.

Gunmen Kill Two Police Officers In Kaduna

Gunmen on Sunday morning killed two mobile police officers at a security checkpoint in Nimbia Village, a boundary community between Kafanchan in Kaduna State and Riyom Local Government Area of Plateau State.

The spokesperson of the Special Task Force, STF, in Plateau, Ikedichi Iweha, stated this in a telephone interview.

Mr. Iweha, a Captain in the Nigeria Army, said the victims were not members of the STF.

“The two mobile police officers who were killed are members of Task Force in Kaduna State,” he said. “They were attacked at about 10:30 a.m. today (Sunday).”

The Army Captain said his troops trailed the attackers but did not get them.

He said no arrest has been made while the remains of the victims have been taken to Kafanchan in Kaduna State.

Mr. Iweha said the STF has reinforced its troops in the search for the suspects.

Kaduna, Port Harcourt, Warri Refineries Now Produce 6.76m Litres Of Petrol Daily – NNPC

The NNPC says the Kaduna, Port Harcourt and Warri refineries now produce over 6.76 million litres of petrol per day.

 

This is contained in a statement issued on Tuesday in Abuja by Mr Ohi Alegbe, NNPC’s Group General Manager, Group Public Affairs Division.

 

The statement said that the three refineries had been projected to increase combined production to over 10 million litres per day by the end of January.

 

It said a breakdown indicated that the Port Harcourt refinery, which was re-streamed a week earlier, produces about 4.09 million litres while Kaduna yields 1.29 million litres.

 

The statement added that Warri refinery, which was re-streamed on Sunday, posts a yield of 1.38 million litres.

 

It said the volume of petrol from the refineries currently operating at an appreciable percentage of their nameplate capacities would help stabilise supply and distribution in the country.

Muslim Youths, Imams Worship With Christians On Christmas Day In Kaduna

No fewer than 150 Muslim youths and Imams worshipped together with Christians during Christmas service in Kaduna to strengthen peace, unity and religious tolerance in the state.

Pastor Yohanna Buru, the General Overseer of Christ Evangelical Intercessary Fellowship Ministry led the service in Kaduna.

He said that the prayer was to promote peaceful co-existence among different faith organisations “and to shun ethno-religious and political differences affecting the state for decades.’’

Buru said “more than 150 Muslims youths and Imams, traditional title holders and various groups attended Christmas service with their brother Christians in order to promote peace and harmony and religious tolerance across the state.

“Prayers were offered by both Muslim and Christian scholars and we also pray for the unity and development of the country.’’

The general overseer expressed satisfaction over the large number of Muslims who attended the service, as some Muslim youths protected the Church by providing security service.

He said “I am very happy with what I witnessed today; today is a very special day to all Christians all over the world,it is surprising to see that not only Christians came to worship with us today.

“We have large numbers of Muslim youths and traditional title holders who joined us in prayer; this is a clear fact that Nigerians can really be their brothers’ keepers; it is amazing.

“We all must remember that we are from same parents (Adam and Eve) and we all worship one God.’’

Among the traditional title holders at the prayer was Alhaji Ahmed idris, the Chika Soran Zazzau and Hakimin Unguwar Ma’a’zu, who led a team of some Muslims to the pastor’s house to congratulate him and wish Christians a Merry Christmas and happy new year.

Idris told Pastor Buru that “we are here to join our Christian brothers in prayers and to let you know that Muslims also love Jesus Christ.

“We want to enlighten you and to let you know that in Islam, whoever does not believe in Jesus Christ is not a true believer.

“We all must realise that we are from same parents and we all worship one God and we must know that there is no need for misunderstanding because we are one.’’

Kaduna State Government Approves Compensation For Rimi College Allottees

As part of its human capital development agenda, the Kaduna State Government is committed to expanding access to quality education. Central to its education reform programme is the restoration of the iconic schools whose facilities have been encroached by public institutions and private concerns. The recovery of school lands is imperative to better position the schools to properly discharge their primary mandate.

 

The recovery exercise is now being implemented in Rimi College, Kaduna. Founded in 1941 as Saint John’s College, the school occupies 24.387 hectares of prime land. Three governments eventually excised a total of 3.19 hectares, which they gave to private individuals. The school also lost its students’ hostels which were converted to offices for some state and federal agencies.

 

The Government is determined to restore Rimi College as a boarding school of quality. Appropriate relocation notices have been sent to the state and federal agencies occupying the school premises. The private land owners have also been served notices of revocation. Those who have valid titles and development approvals are having their properties valued for the purposes of compensation.

 

At its meeting of 16 November 2015, the Executive Council of the Kaduna State Government approved the payment of N378,357,752.00 as compensation for the first 19 properties whose valuation processes have been concluded. More compensation payments will be considered as other properties are valued. In addition, the titleholders will be given replacement plots of land.

 

In the interest of transparency, the Government considers it prudent to publish the names of the individuals that were allocated plots of land within Rimi College by previous administrations. The Government is aware that some of the 38 beneficiaries of the allocations took no steps to develop their plots because they had reservations about building on school property.  Government hopes that our elite would subscribe to a consensus that preserves and respects the integrity of social assets like schools and hospitals.

AWOOF: Motorists Get Free Fuel In Kaduna

The Department of Petroleum Resources (DPR), has dispensed fuel to motorists and motorcyclists for free in a filling station in Kaduna State.

The station, Samrada Nigeria Limited, located at Romi Junction in the state capital, was said to have a total of 19, 500 litres of fuel which it was hoarding.

The agency, led by the Zonal Controller, Usman Ndanusa, during its routine inspection of petrol stations across the state, discovered that the petrol station was also selling above the Federal Government’s approved price of 87 Naira per litre, only at night.

The Manager of the filling station however complained of not getting the product from the depot at government approved price, hence they have to adjust their retail prices.

The DPR officials also ordered another filling station along Romi Road to reverse to the 87 Naira pump price per litre, as against the 135 Naira it was selling. The owner of the filling station was fined the sum of 100,000 Naira for selling above the approved pump price.

The controller explained that the punitive measure would serve as deterrent to other hoarders. He said the agency was poised to ensure that the commodity was properly distributed among commuters.

No One Shall Distract Us From Our Goal Of Making Kaduna Great Again- El-rufai

Governor Nasir El-Rufai of Kaduna State yesterday showed up at a peaceful rally of local labour unions in the state and announced that he was alive and healthy, saying he would go on with the demolition of all illegal property erected on public school lands in the state

His response came against the backdrop of wide spread rumours that the governor was afflicted with a curse which made him sick and rushed abroad for medical attention as a result his demolition of property of powerful persons in Zaria, and his resolve to do same in Kaduna.

As if to prove the rumour mongers wrong, El Rufai, his deputy, Barnabas Bantex, and a coterie of aides walked half a kilometre from his Kaduna State Government House office under the blazing sun, down the entry gate where he met a crowd of Nigerian Labour Congress, NLC, and Trade Union Congress, TUC, members singing labour songs and carrying placards and banners bearing friendly messages.

El-Rufai listened to the praises showered on him and President Muhammadu Buhari and the demands by the NLC and TUC.
In his response, El Rufai said: “I want to appreciate your support. I am grateful for all the suggestions you have given me.

‘’I have listened to your demands and I am going to take your message to President Buhari. I am happy to be your messenger because I am just your mere servant and President Buhari is the number one civil servant in Nigeria. He is working for all of us.

“As for me, and my team, we are serious about making Kaduna a better place for all and very uncomfortable for a minority who grab school lands.

“They said I have died, some said that I have collapsed. They said all kinds of things but look at me here today. No one shall distract us from our goal of making Kaduna great again. We must make sure they lose these lands, no matter what it takes.”

The Chief of Defence Staff, Maj. Gen Gabriel Olonisakin on Sunday visited the site at the Nigerian Defence Academy, where a Dornier 228 light aircraft belonging to the Nigerian Air Force crashed on Saturday, killing all seven people on board.

The Defence Chief, who was accompanied to the crashed site by the Permanent Secretary in the Ministry of Defence, Aliyu Ismaila and other top military officers, described the incident as unfortunate.

Both the Permanent Secretary and the Defence Chief assured that efforts will be put in place to ensure that such an incident never occurs again.

The ill-fated plane took off from the Air Force base in Kaduna enroute Abuja, unfortunately, less than ten minutes in the air, it wobbled before crashing inside in a compound.

Former House of Representatives Member representing Katsina Federal Constituency, Late Badamasi Kabir Usman was approached by a beggar and asked him for help; that he and his family didn’t have anything to eat. Badamsi having been a son of an Emir, couldn’t believe that in Katsina, there would be a person who doesn’t have anything to eat. Out of curiosity, he asked one of his staff to follow that beggar to his house and confirm the narration. To their amazement they did not find even a single grain in the man’s house. Yes, that’s how bad poverty in Nigeria is.
Former Governor Rabiu Kwankwaso and Governor Nasir Elrufa’i were applauded for the banning of street begging in both print and social media, which is a very good initiative because begging is one of the main challenges of Northern Nigeria. Unfortunately, most people that can afford a newspaper and or an Internet bundle are just like Late Badamasi Kabir, who never experienced poverty and don’t have any direct contact with the poor.
Begging is prohibited by prophet Muhammad (SAW) except on three conditions;
1) When a Person vouches for someone to settle a dispute;
2) When a Person is overwhelmed by a disaster that he lost everything he owned;
or 3) Someone that is in abject poverty.
Therefore, Northern Nigeria, which is predominantly Muslim, should be the first people to kick against begging. But before you applaud any leader for banning begging, you should first ask the leader what he has done to take care of this category of people I have mentioned.
Begging is bad, but poverty is real! There is this old woman who was too weak to work and didn’t have any son or daughter to take care of her; there was this blind man who didn’t have anyone to take care of him; there was this young man who couldn’t find even a laborer job; and there was this Almajiri boy who had no one to feed him just to mention few….. These people don’t beg for fun neither are they are trying to accumulate wealth, they just want to eat! Unless the government provides a system that will take care of these people, they shouldn’t be applauded just for banning begging.
The Government should first improve the economy by providing an enabling environment for industries and developing mining and agriculture where even the uneducated young men/women can have a job they can feed on. Secondly, it should provide an effective social welfare agency that can take care of the old and people with disabilities; providing them with an option other than begging. Lastly, the Government should restructure the Almajiri system by integrating it into the universal basic education, employing the teachers (Alarammas), feeding the kids (Almajirai) and training them with a skill that they can use when they grow. If government provides all these options for the people they don’t even have to tell them to stop begging, that would sort itself out naturally.

Kaduna Recovering Illegally Acquired Land, Not Demolition of Houses – El-Rufai

Kaduna State Governor, Mallam Nasir Ahmad El-Rufai, Tuesday said he has no intention to demolish anybody’s house as it was being peddled, but to recover  school and hospital plots of land that were illegally acquired by some people.

Speaking through his Special Assistant on Media and Publicity, Mr.  Samuel Aruwan at a news conference at the Government House, Kaduna, the governor said it was necessary to clarify government action on the issue of encroachment on land belonging to schools and hospitals in the state so as to dispel rumours that houses were going to be demolished.

According to the governor, the government is only interested in recovering the land and not to demolish any property and urged the people not to entertain any fair.

He added that  the recovery exercise will kick off Wednesday, explaining that the exercise is not targeted at witch-hunting anybody on political, religious or ethnic basis.

“Since after the town hall meeting in Zaria on Sunday, some people have started a campaign of calumny that El-Rufai has come to embark on demolition of  houses in Kaduna, but to set the records straight, we are only asking those who illegally occupied government owned institutions’ land to vacate the land.

“This government cannot allow the encroachment on schools and hospitals lands to continue. For instance, when we visited the state library in Zaria and Alhudahuda College, private buildings have almost taken over the institutions. This has serious effect on the learning atmosphere of such institutions.

Governor El-Rufai Sacks ADC For Insubordination

Kaduna state governor Malam Nasir el-Rufa’i last week sacked his Aide De Camp (ADC), ASP Abdullah Usman over allegations of insubordination.

Governor el-Rufa’i had particularly asked the Police authority to appoint ASP Usman to work with him after winning the gubernatorial election.

LEADERSHIP understands that ASP Usman worked with governor el-Rufa’i throughout the electioneering campaigns, but was relieved of his duty in the Government House after being found guilty of many allegations.

LEADERSHIP gathered, the former ADC was found guilty of alleged mismanagement of funds
meant for his colleagues, shortchanging some friends of the governor and other domestic staff of the government house.

A dependable source at the Government House told LEADERSHIP that the former ADC, was also found guilty of causing disaffection and misunderstanding between the Police and men of the State Security Service (SSS), among other issues.

The governor, it was gathered felt disappointed over his ADC’s behaviour and asked him to vacate his position.

Meanwhile, the former ADC has been replaced with DSP Danasabe Ibrahim who was until his appointment chief security officer (CSO) of the government house.

Effort to speak with the state commissioner of police, Umaru Shehu proved abortive as he was said to be out of town.

New Terrorist Group In Kaduna, Police Arraigns 120 Suspected Members

Kaduna State Police Command yesterday arraigned 120 suspected members of a new terrorists group known as Sara- Suka before a Kaduna court.

The suspects who were taken to court in large number, were later assigned to various magistrate courts by the Chief Magistrate court One, Awaulu Musa Aliyu, for the continuation of the case. However the suspects were taken back to police custody.

It would be recalled that, Kaduna State governor, Malam Nasir El-Rufai, had earlier declared war on miscreants who have been terrorising the state for long adding that any resident who commits murder or engages in any criminal act under any guise shall face the full wrath of the law without delay.

Speaking with journalists over the arraignment, Kaduna State Police Command spokesman, Deputy Supritendant of Police,DSP Zubairu Abubakar, disclosed that 120 suspected criminals and terrorists’ gangs   were charged before the court for criminal activities adding that there is no hiding place for miscreants in the state.

He said, “We arrested 120 suspected criminals with some acts of terrorism, armed robbery and rape.

Some suspected to be members of terrorist gang known as Sara-Suka.We arrested some of them on the spot while committing the crime,while others were arrested based on complaints from the public”

Zubairu,warned criminals to repent now before it will be late for them stressing that security forces will continue to manhunt criminal elements in the state.

Kaduna LG Chairman Slashes Own Salary, Allowances By 50%

The newly appointed interim Local Government chairman for Kudan Local Government in Kaduna state, Dauda Iliya Abba, has slashed his salary and allowances by 50 per cent. Abba, who was sworn in last week by Kaduna state governor, Nasir El Rufai made the announcement in a statement signed by him yesterday.

He is perhaps the first and only local government chairman to cut his salary and allowances by half, taking a cue from the state governor who had in the first week of assuming office slashed his salary by 50 per cent. Read his press statement below…

“I, Dauda Iliya Abba, interim Chairman of Kudan Local Government in Kaduna State, hereby announce that henceforth my salary and allowances have been cut downward by 50%.”

“This cost-cutting measure has become imperative considering the economic realities of Kudan Local Government Area. I also appeal to members of my team, particularly the interim councillors to emulate this collective sacrifice as exemplified by our leaders, the President Muhammadu Buhari and our state Governor, Mal. Nasir Ahmad El-Rufai.

“This will go a long way in resuscitating our dilapidated infrastructures, as this administration will no longer tolerate wastage and leakages of public funds at the detriment of the overriding interest of the majority that we are here to serve.

“In addition, Kudan will lead the way in enhancing transparency in the way the Local Government resources are being spent.

“As a first step, we shall be publishing all our proceeds in terms of allocation and other accrued revenues regularly.

“How these proceeds are being spent, shall always be subjected to public knowledge. As we are in the public service to serve the public. Therefore, public funds must be subjected to public scrutiny. In the end, Kaduna will be great again,” he said.

Kaduna Governor El-rufai Announces Autonomy For Local Councils, Swears-in Sole Administrators

The Kaduna State Governor, Mallam Nasir El-Rufai, monday announced autonomy for local governments in the state, abolishing the joint state and local government system, which had stunted development at the grassroots.

The governor also said 10 per cent of internally generated revenue (IGR) would be remitted to local government councils in the state.
Speaking while swearing-in sole administrators for the 23 councils in the state yesterday at the Government House, the governor said with this development, council chairmen cannot afford to fail the people.

He warned the sole administrators to desist from residing outside their localities, declaring that
anyone who cannot live within the locality should vacate the office.

“You have no excuse to fail. Perform and bring real development to our state at the local government level. I am using this occasion to fulfill our campaign promise. During the campaigns, we said we will not hold local government funds if elected.

“Therefore, I am happy to inform you that the government under our watch has formally abolished joint account in Kaduna State, there will be no more holding local government funds hostage under the pretence of joint account.

“I also wish to inform you that the government will do its best to be remitting 10 per cent of the state’s IGR to the local government areas. Like I said, we must deliver, we can’t let our people down.

“In addition, you are to swing into action and commence carrying out meaningful projects in all the wards in your council. Already there is a blueprint of proposed development which you will see and work with as a guide to taking development to our communities,” the governor said.

He further charged the council sole administrators to take the issue of security very seriously by partnering with traditional and religious leaders and the entire stakeholders.

“Don’t be arrogant to your people, you are assigned to serve them and nothing more than that. We will not hesitate to call you to order if you think you will play with our people and the trust vested in you,” he warned.

He directed the council officials to submit within two weeks a list of government assets such as schools and hospitals that have been encroached into by trespassers.

“We did not appoint you because of your religion, ethnicity or where you come from. You have been appointed to work and bring positive change,” El-Rufai declared.

El Rufai Removes LG Treasurers, Orders Ghost Workers Fished Out

Governor Nasir El-Rufa’i of Kaduna State on Monday removed all local government treasurers and Directors of Personnel Management (DPM) in the councils in the state.

The governor also directed the chairmen, caretaker committees for local government councils in the state to fish out “ghost workers” at all cost.

El-Rufa’i, who gave the directive while swearing in 23 local government caretaker chairmen, however, said the treasurers and DPMs would be reassigned.

The governor, who assured that the state government would no longer tamper with local council funds, ordered the caretaker chairmen to reside within their local governments or be removed.

He warned that henceforth, councils must operate within their means, stressing that the state government would no longer use funds meant for another local government to service others.

“If your internally generated revenue and federation account allocation cannot pay your salary, you must do what you need to do so as not to have more people than you need,” he said.

The governor directed the caretaker chairmen to work closely with the traditional institutions to tackle crime and violence in their areas.

He added that “as soon as you settle down, we want you to document all encroachments into public land.

“Any encroachment on school land, hospital and public institutions should be documented and report back to us within two weeks.

“This government will not accept encroachment into school or hospital land, it is our intention to reverse all those encroachments.”

El-Rufa’i said the state government had articulated and integrated rural and community development programmes under the Deputy Governor which all local councils must hook on to “in an interconnected and integrated manner.”

The governor also told the council bosses that the All Progressives Congress (APC) had identified 10 priority areas in each local government which they must concentrate on.

He advised them to set up water and sanitation departments in their areas to promote healthcare and to protect forests to ensure healthy environment and encourage use of sustainable energy.

He then urged local council officials to work for the collective interest of the people and eschew “any god father, ward, ethnic group or religious persuasion.”

Youths Block Highways In Kaduna To Protest Appointment Of Interim Council Chair

There is currently tension in Kaduna as youths, predominantly Gbagyi, blocked the ?major roads leading to Chikun local government area of Kaduna State in protest of the appointment of Hajiya Hadiza Yahuza as interim chairman of the local government.

The situation attracted heavy traffic jam? as workers were prevented from accessing the road to their work places.

Meanwhile, heavily armed policemen are? presently using tear gas to disperse the angry youths.  About five youths have been reportedly shot by the police,but it is not certain whether they are alive or dead. The area is temporarily cleared now by the police, but no one can tell the next line of action of the protesting youths.

Meanwhile, the Interim Management Committees (IMC) are expected to be sworn in today by the Governor Malam Nasir El-Rufai.

It would be recalled that prior to the screening and confirmation of the said chairman on Friday last week, the youth had on Thursday protested to the state House of Assembly against her appointment and requested that their own be appointed instead.

El-Rufa’i Begs Kaduna Lawmakers To Cut Salaries, Allowances

Kaduna State governor, Malam Nasir El-Rufa’i, has begged members of the House of Assembly to review their salaries and allowances downward in order to generate more revenue for the development of the state.

“The Deputy Governor and I have signalled our intention in this regard by announcing that we are taking a pay cut of 50 per cent of our salary and allowances until the fiscal situation of the state improves,” El-Rufa’i said, yesterday, when he paid a visit to the House of Assembly.

“We appeal to all political office holders to embrace this example and attitude of sacrifice,” h said, adding that after paying salaries of civil servants, government was left with only 20 per cent of its revenue.

According to him,  “Once done with paying salaries, allowances, overheads and pensions, the state is unable to do much by way of building infrastructure or providing services. The stark fact is that Kaduna State spends 80 per cent of its total revenues on its public servants and political office holders.

“Can we as elected leaders deliver any significant service or implement progressive actions or attain desirable outcomes for the majority of our people if we devote only 20 per cent of available resources to their needs? Would we not be undermining the very rationale of democracy if, after being elected by majority vote, we uphold a system that solely serves the pleasures of a servant-minority?

“How many good roads or decent hospitals can we build and maintain when we leave so little monies for the things that actually matter?  The elections that have thrust the responsibility of governance on us reflect the yearning of our people for leaders that are competent, responsive and willing to offer dedicated service.

“As elected officials, we must view our massive mandates as instructions by our people for unrelenting work on their behalf. The change they voted for is for substantive improvements in the delivery of public goods, a new way of doing things and the prioritisation of their needs.

“As you are aware, the executive branch of this government has been taking briefings from the ministries, departments and agencies that constitute the public service of Kaduna State,” he added

Soldiers In Gun Battle With Boko Haram Suspects In Kaduna

A soldier was feared killed in the early hours of Monday during a gun battle between the military and two Boko Haram suspects at Ungwan Keke-B, near Danbushiya suburb in Chikun Local Government area of Kaduna, residents of the area told PREMIUM TIMES on Monday morning.

Witnesses who pleaded anonymity said the suspects, two brothers, moved to the area and lived in a rented apartment three years ago.

“We never knew that they are Boko Haram people.

“We just sighted a team of military personnel cordon the house, then gun shots filled the air at about 11:56 p.m. which led to their escape and the killing of one soldier after several hours of shooting.

According to witnesses, although the two Boko Haram suspects, whose names could not be ascertained, escaped, their wives were arrested by the security operatives after the gun battle that left their building shattered.

“One of the suspect got married to his wife who is from Bauchi eight days ago and brought her to Kaduna. Two of the wives have been taken away by the soldiers,” the witnesses said.

The Village Head of Keke B, Suleiman Mohammed, ?who confirmed the incident to journalists said he started hearing gun shots at about 1 a.m.

“The team of security operatives later announced that the neighbours should all come out of their houses and ordered them to leave the area,” he said.

The house was completely deserted, there were blood stains on the floor, but the security operatives had left the area when a PREMIUM TIMES correspondent left the vicinity Monday morning.

Efforts to reach the Deputy Director Army Public Relation  of the 1 Army Division Kaduna, Abdul Usman, failed as his phone lines were unavailable. He is yet to respond to a text message sent to him.

El-Rufai Cancels Fertilizer Allocation To Traditional Rulers, Politicians

Kaduna State governor, Malam Nasir El-Rufais on Saturday banned the allocation of fertilisers to traditional rulers, politicians and other elites.

The governor also directed that the stock should be sold directly to local farmers from designated sales points.

His special assistant on Media, Samuel Aruwan, disclosed this in a statement.

According to Aruwan, the governor gave the directive when he paid an unscheduled visit to the fertiliser warehouse of the state Ministry of Agriculture at Dankande village along Kaduna-Zaria Expressway.

According to the statement, “The governor has directed that all allocation of fertiliser products to traditional rulers, government officials and prominent politicians in the state be stopped with immediate effect.

“Fertilisers should be sold directly to interested local farmers from designated sales points that are publicly announced and are accessible.

“The governor made it clear that his administration will not condone injustice and acts of discrimination that is against the ordinary citizens as was the case before”.

Wife Kills Husband For Keeping Late Night In Kaduna

Kefas Luca, has accused his 40-year-old mother, Mary, of beating his father to death in Kaduna. According to Kefas, trouble started after his Dad arrived home at midnight and an argument ensued.

It was gathered that his mom had warned his Dad several times against coming home late but the husband never listened.
According to the deceased’s first son, Kefas, at about 3am, he heard his father screaming for help. Kefas said his mum shouted that it was armed robbers that were attacking them and told him not to enter the room.
Kefas explained that the more he tried to know what was happening, the louder his mother screamed ‘thieves! thieves!’.
He said,

“I heard my father shouting around 3am that day (Saturday) and so I called on my mother to inquire what was happening.

“My mother shouted back at me from her room to keep off and remain quiet that armed robbers were operating. The more I tried to get closer to my father’s room, the more my mother screamed thieves! thieves! thieves!

“When I finally summoned up courage to enter my father’s room, I found him vomiting blood and he could no longer talk while my mother was still pretending that it was armed robbers that attacked him.

“There was a heavy object by his side and he was bleeding profusely from his forehead. At daybreak, neighbours came around to help and the police outpost at Gonin Gora arrested my mother and took her to Sabon Tasha Police station.”

The Police Public Relations Officer at the Command, Abubakar Zubairu, confirmed the arrest, said Mary had been detained by the command for further investigation.

Gov El-Rufai To Establish Peace And Reconciliation Commission

Gov. Nasir El-Rufa’i of Kaduna State, on Thursday, said plans were underway to establish a peace and reconciliation commission in the state.

El-Rufa’i said this when the Northern Christian Elders paid him a courtesy visit at the Sir Kashim Ibrahim Government House in Kaduna.

He said the move was to further improve peaceful co-existence in the state.

The governor said his administration would take serious disciplinary measures against anyone or group found attacking one another on the basis of religion or ethnic differences.

He added that “we all serve one God but in different ways, therefore there is no need to fight each other over what you don’t have control of.’’

He pointed out that the time had come for all hands to be on deck in order to salvage the state.

He noted that “Kaduna State must be one again. Everyone will live in the area of his or her choice without any fear of attack on the basis of religious or ethnic divide.’’

The governor said that his administration was already making frantic efforts to bring back the lost glory of the state.

He thanked the Christian elders for the visit, and commended them for being the first to visit him officially since his assumption of office.

Earlier, the National Chairman of the forum, Elder Olaiya Felix, had said that the visit was to advance common objective, having seen the governor as a reformer and one who is practical.

He said that the forum had a duty as elders to ensure that peace existed everywhere, especially in the north.

“We are ready to do anything humanly possible to have peace and develop the north,” he said.

Felix also charged the governor to focus on agriculture and education. (NAN)

Kaduna Governor Dissolves Boards Of Parastatals, Agencies

The Governor of Kaduna State, Nasir El-Rufai, has dissolved boards of parastatals and agencies of the State government.

The dissolution of the boards, which is with immediate effect, was contained in a statement issued on Wednesday by the Secretary to the State Government, Balarabe Abbas Lawal.

All political appointees, including Chief Executives of agencies, who are not civil servants, were also relieved of their appointments with immediate effect.

This includes the sole administrators of all the 23 local government areas, Special Advisers and Assistants and the secretaries of the development areas appointed by the former administration.

According to the statement, persons affected were asked to comply with the directive by handing over to the most senior official of their parastatals or agency until further instructions are issued.

The statement also mandated security agents and all public servants to treat persons who may violate the directive as trespassers.

We also thank the good people of our state for taking a giant leap of faith by collectively deciding to entrust to us the leadership of this state, this Kaduna State, so that we can begin the urgent work of renewal. Your decision is what has placed me before you on this beautiful morning, to be sworn in as the 22nd Governor of our beloved State. From all corners of this land, and from every town and every village, your voices rang loud and clear, demanding change. The voice of the people, after all, is the voice of God. For far too long, our country has been a place where hope goes to die, where the future has been stolen from our children, where our leaders have commandeered our resources largely for their own personal enjoyment, and where grinding poverty has become a fact of daily life for nearly all our people.

Our state is no exception. Kaduna State is in a difficult situation. As soon as we have all the facts in coming weeks, we shall lay bare to you just how deep a hole we have dug ourselves in the past several years. But this much we already know. Our finances are a shambles. Kaduna is the second most indebted state in our country. Our state is staggering under the weight of billions of naira in debt and other liabilities. As we all know, merely by walking the streets or seeing our neighbors everyday, the state of our state is abysmal. Our schools and hospitals, our roads and bridges, our villages, towns and cities, all are markers of backwardness. Too many of our children are hungry and in rags and in the street. Our society is divided along religious and ethnic lines. Worse still, our state cannot stand on its own feet. We have become a state of beggars, a condition of dependency that is an affront to our dignity and our humanity.

The fact is that today Kaduna State cannot meet its obligations without handouts from the federal government. We cannot comfortably pay salaries of our teachers and nurses and civil servants. And after struggling to pay salaries, we can do little else. We cannot fix the schools, help our farmers, repair our roads, or treat the sick. We have arrived at a dead end. The patient is sick, and it needs radical therapy.

Are we to have a government that exists solely to pay the salaries of political office holders and public servants, or would we prefer a state that devotes the bulk of its resources to providing decent schools, health facilities and roads, using the public servants as responsible instruments for delivery of the services that our people so urgently need? Can we neglect to raise the proportion of our state budget going for capital projects, thereby preferring investments over consumption? Do the resources of the state not belong to all its citizens, rather than for the pleasures of a few?

I say to you today, my fellow citizens of Kaduna State, that the time has come for us to face up to our responsibilities as citizens. We must take many difficult decisions. We have no choice but to postpone immediate gratification and sacrifice the fleeting comforts of today for a better future for our children. This is what change means. You have spoken loud and clear that the time is now to stop the madness, and to live up to our fullest potential as human beings in the 21st Century.

In recognition of the difficult challenges we face, our deputy Governor and I have concluded that the sacrifices that change requires must begin with us. We have decided to take a pay cut and donate 50 percent of our salaries and allowances, until our fiscal situation improves. We understand that leadership by example is the most persuasive way to demand sacrifices from all of us as citizens. We pledge to avoid ostentation and foolish bigmanism, and to value transparency, modesty and accountability. We will obey the same rules that we demand of all of you. After all, the law is the difference between civilization and anarchy. We submit ourselves to the principle that all are equal before the Law.

Our problems are many, and therefore our priorities will be the few key things that will allow all our people the chance to fulfill their highest aspirations. We pledge to you today to focus on jobs, security, education, and healthcare. We made these promises to you during the campaign, and we fully intend to fulfill them.

Insecurity is an obstacle to progress. Too many of our communities have suffered from communal violence, cattle-rustling and armed robbery. We will work with law enforcement officials to drastically reduce violent crime. We will reform the administration of justice to ensure speedy conclusion of cases and send a clear message that there will be sanctions for unlawful conduct.

As we seek to insure the safety of life and limb, so also must we nurture the mind. It may be a cliche that our children are our future, but that does not make it any less true. We will embark on school reform so that even poor children stand a chance to make a better life. To that end, the government you have asked me to lead will guarantee free and compulsory basic education for every child up to JS3, regardless of gender, religion or ethnicity.

We have to return to these fundamental values. Without education I will not be standing before you today, a poor boy from a hardscrabble village who lost his father at a young age but who nevertheless got the opportunity of a decent education, which took me from a village school to Barewa College to Ahmadu Bello University and ultimately to Harvard University in Cambridge, Massachusetts, in the United States of America. That educational journey prepared me for this day.

I cannot emphasize this point enough, especially to all our children from however poor a home and however distant a village: I am you. I was you about 50 years ago. I was lucky to have been born in a time and at a place when our country cared a bit more than it does now for the less privileged among us.

And so in the end this is my pledge to you. No matter the inevitable mistakes that we make from the decisions that we take, I promise you today that I will work myself to the bone in the service of our children. I shall seek any help from any quarter, stay awake all night if I must, in order to give our children the opportunities that were afforded me. I say clearly to you today, in this our capital city and to the millions listening all over our state, from its northern scrublands to its fertile valleys, from its commercial centers to its university towns and its struggling villages, whatever my shortcomings turn out to be, a lack of trying will not be one of them.

My brothers and sisters, the fate of Kaduna is in our hands. The future of our children depends on our toil. The task is daunting but we are willing and we are determined. Four years from now, by the grace of God and the active support of you all, we will all be able to say that the leaders in whose care you have placed your affairs today have given their all for the brighter future that we all seek.

On behalf of my deputy and all the members of our team, I thank you.

May God bless and keep you. And may God bless our state and this country that we call home.

Democracy Day: El Rufai, Deputy, Cut Own Salaries By 50%

Immediately after being sworn in as Kaduna State 22nd Goovernor, by the Chief Justice of Kaduna state, Justice Tanimu Zailani by 10:15am yesterday, Mallam Nasir El Rufai addressed the state and said he was contributing 50% of his salary and allowances to Kaduna as a mark of his sacrifice. He said that his deputy, Arc. Balla Barnabas Bantex had also agreed to make the same sacrifice.

He however warned that it was a gesture he would also expect from  citizens of the state when called upon to do so.

El Rufai who spoke to a huge crowd of mostly unruly youths at the Murtala Square, Kaduna, also informed the gathering that the situation of Kaduna state which he had inherited was tragically backward. He however said he was going to give in his best.
The swearing ceremony, which was overcrowded with urchins and other miscreants, saw the Emir of Zaria, Alh. Shehu Idris, humiliated by the crowd, which branded him a sale-out to a particular political party.

Reads part of El Rufai’s speech: “Kaduna State is in a difficult situation. As soon as we have all the facts in coming weeks, we shall lay bare to you just how deep a hole we have dug ourselves in the past several years. But this much we already know.

“Our finances are a shambles. Kaduna is the second most indebted state in our country. Our state is staggering under the weight of billions of naira in debt and other liabilities. As we all know, merely by walking the streets or seeing our neighbors everyday, the state of our state is abysmal. Our schools and hospitals, our roads and bridges, our villages, towns and cities, all are markers of backwardness.

“Too many of our children are hungry and in rags and in the street. Our society is divided along religious and ethnic lines. Worse still, our state cannot stand on its own feet. We have become a state of beggars, a condition of dependency that is an affront to our dignity and our humanity.

El-Rufai’s Inauguration Ends Abruptly As Youth Attack Emir, Chief Judge

The inauguration of Governor Nasir El-Rufa’i of Kaduna State ended abruptly on Friday after angry youth pelted some prominent indigenes of the state, including the revered Emir of Zaria, Shehu Idris, and the state chief judge, Teyimma Zaiki at the venue of the inauguration.

The rampaging youth accused them of colluding with the previous administration of Governor Ramalan Yero to plunder the resources of the state.

They specifically demanded the dethronement of the Emir who in the ensuing pandemonium that enveloped the venue of the inauguration was rescued and smuggled out by his palace guard to his home in Riga Chikun part of the city.

A senator-elect, Shehu Sani, used his car to smuggle the chief judge out of the venue.

Mr. El-Rufai could not review the parade mounted by the police as some youth pelted dignitaries with water in sachets, stones and other objects in the pavilion.

This prompted security agents to fire tear gas into the crowd at the Murtala Square, Kaduna.

Some dignitaries in the pavilion included the Emir of Zazzau, Shehu Idris, and other traditional rulers in the State.

The incident occurred when the new governor had concluded his address and was about to mount an open van to review the parade mounted by the police.

While the crowds were dispersed by the police, dignitaries remained seated, but the occasion ended abruptly without the governor reviewing the parade.

El-Rufai Names Key Cabinet Appointments

Ahead of his swearing in, Mallam Nasir El-Rufai has announced some of his cabinet members.

Those appointed according to  News Reports include; Malam Balarabe Abbas Lawal as Secretary to the State Government (SSG), Malam Salisu Suleiman as Principal Private Secretary, while Mr. Abu Musa Sheyin will serve as Private Secretary to Mr. Barnabas Yusuf Bala, the deputy governor-elect.

Others include, Hon. Bala Yunusa as deputy Chief Of Staff (Legislative Affairs) and Samuel Aruwan as his Special Assistant, Media.

The appointments take effect from Friday, 29 May 2015.

Yero, Bajoga Plead For Forgiveness

Outgoing governor of Kaduna State Mukhtar Ramalan Yero and his deputy, Amb. Nuhu Audu Bajoga have pleaded for forgiveness for any wrong committed while in office.

Yero who made the plea through his deputy at a church service to mark the handing over ceremony, asked Kaduna people to support the incoming administration under Mallam Nasir El-Rufai.

“I know we have stepped on many toes during our administration, we plead with those we have wronged to please forgive us,” said Bajoga.

He said the outgoing administration will forever be grateful for the support it received in the last two and a half years, and urged the people to support the in-coming government in order to move the state forward.

“May I emphasise that Kaduna State is our home and if we truly desire to move it forward, then we must keep aside our party differences, ethnic differences, sectional differences and religious differences.”

The deputy governor-elect, also appealed for support when they eventually take over governance on May 29.

In a related development, the outgoing governor of Kaduna State, Alhaji Mukhtar Ramalan Yero and the state governor-elect, Malam Nasir Ahmad El-Rufai at the weekend prayed together to kickstart the inauguration activities for the incoming government of Kaduna State.

Government Funds Will Not Be Mismanaged Under Me, El-Rufai

Ex Minister of FCT and Governor elect of Kaduna state, Malam Nasir El rufai has said that government funds would not be subject to prodigaity under his administration. He said money will not be shared to groups or individuals no matter who they were. El-Rufai stated this at a reception organised for him by the Kaduna Peoples Association at the Arewa House, Kaduna on Saturday.

According to El-Rufai, the tenure of the PDP both in Federal and State levels has come to an end. He further urged the people to pray more, instead of congratulating president-elect, Buhari and himself because they were inheriting a “bankrupt economy”.

Also, at a prayer session organized for them by the APC Yoruba Political Forum in Kaduna State on Saturday, el-Rufai added that the incoming government needed nothing but prayers from Nigerians. He said, “When people call to congratulate me or come to congratulate me and General Buhari, I always tell them, thank you, but what we need is your sympathy and prayers. “This is because, myself and Buhari are taking over bankrupt governments; it is so bad that the Jonathan administration is finding it difficult to pay salaries.

He also revealed that the debt profile of the state would run into N100bn before the May 29 hand over date. In fact, they had to obtain loan to pay salaries. “In the case of Kaduna State, the Peoples Democratic Party’s government has incurred debt to the tune of over N90bn and this may get to N100bn before May 29. Therefore, what you have done is exactly what we need to succeed,” he lamented.

El-Rufai Alerts Public Of Fraudsters Soliciting Funds In His Name

Kaduna State Governor-elect, Malam Nasiru El-Rufai, on Wednesday alerted the general public to apprehend any person solicing for fund in his name. The alert, sent out in a statement in Kaduna by Mr Samuel Aruwan, the governor-elect’s spokesperson, said such persons were criminals and should be treated as such. According to Aruwan, an impostor has created an e-mail address in the name of the governor-elect and is criminally soliciting money from the general public.

The statement reads: “Some fraudster with email address: nelrufai@hotmail.com claiming to be Malam Nasir Ahmad El-Rufai, Kaduna State Governor-Elect, has sent scam messages asking people to remit N150,000 to a Mainstreet Bank account. “This is not only a theft of identity; but case of fraud, impersonation and total misrepresentation of the person of the Kaduna State Governor-elect, Malam Nasir Ahmad El-Rufai.

“We are by this notice calling on the general public to disregard any electronic message and others received in this regard, it is criminal and not from the person of the governor-elect. “The public should not only disregard fraudster(s) impersonating Malam El-Rufai; but report him/her/them to security agencies or alert office of the governor-elect for prompt action.

“This is a clear case of impersonation as the governor-elect will never ask anyone for money in this way. Anyone that receives this kind of email request should know it is not from Malam El-Rufai but fraudulent elements. “The case has been reported to Hotmail and the relevant law enforcement agencies for further necessary action,’’ it stated.

Man Rides Bicycle From Kaduna To Lagos To Thank Yorubas For Voting Buhari

A 35-year-old Kaduna-born cyclist and supporter of the president-elect, Mohammed Kabiru Jafaru, yesterday embarked on a journey to meet with the vice president-elect in Lagos State.

Mohammed a father of four took off on his journey to Lagos at exactly 6: 35am at the palace of Sarkin Hayin Malam Bello, Alhaji Kabiru Isa Gangarida. Speaking to newsmen before embarking on the journey, Mohammed said,

“I have decided to embark on this journey to Lagos because I want to go and thank Yoruba people for their immense support and contributions that led to the victory of General Muhammadu Buhari during the March 28 presidential election.”

“The decision to undertake the journey came to my mind after analysing the votes cast for Buhari by the Yoruba people and after I discussed my intention with my immediate family and friends, they encouraged me to go on the journey.”

“I have never been to Lagos before; this is my first time and only God knows how many days I will spend before reaching Lagos”. “I don’t have any fear because I believe in God that nothing will happen to me on the road; all I want is people’s prayers so that I will reach Lagos safely.”

Appointments Into My Government Will Be On Merit, Says El-Rufai

The Governor-elect of Kaduna State, Malam Nasir El-Rufai, says appointments into his government will be based strictly on merit.

He made this known Wednesday while receiving his certificate of return from the Independent National Electoral Commission in Kaduna.

The diminutive ex-FCT minister noted that the criteria for those that would form his cabinet after being sworn into office on May 29, 2015 would be based on integrity, competence and transparency.

He said, “Appointments and nominations into the incoming cabinet and government will be primarily on the basis of integrity and determined strictly by competence, capacity and capability”.

According to the governor-elect, his administration takes seriously the rebuilding of the state plagued with heavy debt, adding that all hands must be on deck to ensure that the desired change are effected without delay in the state.

El-Rufai also noted that the incoming All Progressives Congress government in the state was committed to building a harmonious society where all would live in peace.

This is just as he vowed that electoral offenders at the just concluded general elections in the state would not go unpunished.

He said this would serve as a deterrent to electoral offenders in the future.

The governor-elect said, “The APC takes seriously its responsibility to build a harmonious society in Kaduna State. We are committed to fostering a secure and peaceful environment that gives confidence to all the residents of the state to make the most of their talents.

“We are all equal partners and stakeholders in this state. There will be no discrimination in Kaduna State on the basis of gender, ethnicity or religion”.

El-Rufai also pledged to run what he described as “a listening government”, adding that “we shall be decisive in implementing our agreed agenda for change”.

He added that the APC government would hit the ground running in reforming education, health care, local government and public service sectors.

Paying tribute to those that sacrificed their lives during, before and after the elections, the governor-elect said that those that engaged in electoral offences would be made to face the full weight of the law, no matter how highly placed.

Other recently elected officials that collected their certificates of return aside Mr. El-Rufai were senators-elect, Danjuma Laah (Kaduna South senatorial zone); Shehu Sani (Kaduna-Central senatorial zone) and Suleiman Hunkuyi (Kaduna North senatorial disrict and a House of Representatives member-elect, Mohammed Soba (Makarfi/Kudan federal constituency).

The INEC National Commissioner in charge of Niger, Kaduna, Kwara states and the Federal Capital Territory, Dr. Chris Iyimoga, presented the certificates of return to the winners of the just concluded elections at the INEC headquarters in Kaduna.

Guber Battle : The Fight In Rivers, Kaduna, Imo, Lagos, Etc

Process in the governorship and State House of Assembly elections have kicked off across Nigeria.

But the governorship elections will hold in only 29 states in the country excluding Osun, Ondo, Ekiti, Edo, Kogi, Anambra, Bayelsa and the Federal Capital Territory. The elections will be a follow-up to the presidential and National Assembly polls which held two weeks ago and threw up a lot of surprises.

The biggest surprise was the unprecedented defeat of the incumbent, President Goodluck Jonathan of the PDP by General Muhammadu Buhari of the APC, this is the first time in the history of the country’s young democracy that a sitting president would lose in an election.

Of the 29 states where governorship elections are expected to hold today, 17 are in the hands of PDP while the remaining 12 are under APC governments. But things have now changed…

PDP used to be the dominant party in the country until a merger between the Action Congress of Nigeria, the All Nigeria Peoples Party, the Congress for Progressive Change and a faction of the All Progressives Grand Alliance brought up APC.

The last elections showed the increasing popularity of APC in the country. Therefore, there are indications that the governorship elections will throw up stiff competitions across the country, with some states having stiffer battles than others based on the strengths of candidates and the dynamics of the states.

Lagos
Lagos State is Nigeria’s economic capital and is expected to have one of the most keenly contested polls. The state has never been won by the PDP.

It is home to a national leader of the APC, Ashiwaju Bola Tinubu, and therefore seen as a stronghold of the party.

The two main candidates in the contest are APC’s Akinwunmi Ambode and PDP’s Jimi Agbaje. There were originally 15 governorship candidates in the state but only five are left after 10 others stepped down for Ambode.

Although, in the 2011 governorship election in the state, Agbaje lost out to the incumbent governor, Mr. Babatunde Fashola, who will be rounding off his second term in office by May 2015. However, his chances look brighter this time around against a fellow rookie.

The contest is unpredictable as reactions from a cross section of residents in the state show that voters are almost evenly split between the two main candidates. But APC’s Akin Ambode is still in the lead.

Adamawa
In Adamawa State, the incumbent governor, Bala Ngilari will not be participating in the election, leaving room for Senator Jibrilla Bindo of the APC and Mallam Nuhu Ribadu of the PDP, who are seen as the main contenders.

Incidentally, Ribadu was the presidential candidate of the defunct ACN in the 2011 elections after becoming famous as the pioneer Executive Chairman of the Economic and Financial Crimes Commission, an anti-graft agency.

In August 2014, Ribadu defected to the PDP from APC with the intention to run for the governorship of Adamawa State. Ironically, his foremost contender, Bindo, was formally a member of the PDP who went the other way.

Ribadu may be more popular than his foremost contender but Bindo is not without political clout having won the senatorial seat for Adamawa North district under the PDP platform in 2011. Bindo is currently the Deputy Chairman, Senate Committee on Defence and Army.

The battle between these two politicians is also expected to be a close one.

Rivers
Rivers State has probably been in the news for political reasons more than any other state in the last two years and its governor, Rotimi Amaechi and the presidency are often at the centre of such reports.

Following a dispute between Amaechi and the presidency, particularly President Jonathan and his wife, Patience, there has been political tension in the state.

Although Amaechi, who has since defected from the PDP to APC, is not contesting in the governorship election, he is rooting for his party’s candidate, Dakuku Peterside. The PDP candidate, Nyesom Wike, was Amaechi’s Chief of Staff before the two fell out.

APC is the ruling party in the state but Wike, who is also a former Minister of State for Education, is expected to pose a strong challenge to Amaechi’s candidate, having had the backing of Mrs. Jonathan, who announced him as the next Rivers State Governor several times.

Mrs. Jonathan, who is also from Rivers State, has been involved in partisan politics in the state.

On the other hand, Peterside, a native of Biriye, Opobo Kingdom, is a member of House of Representatives and also the Chairman, House Committee on Petroleum Resources (Downstream).

In spite of APC being the ruling party in the state, the last Presidential and National Assembly elections showed that the PDP still has overwhelming popularity in the state.

However, like Amaechi and the governor before him, Dr. Peter Odili, Wike is also of Ikwerre ethnic nationality and this may count against him in some quarters. Some people in the state have been calling for rotational governorship as only Ikwerre persons have governed the state since this democratic dispensation commenced in 1999.

Oyo
The contest in Oyo State will also be tough with two former governors of the state, Senator Rashidi Ladoja (Accord Party) and Chief Adebayo Alao-Akala (Labour Party), vying to return to the position by scuttling APC’s Governor Abiola Ajimobi’s second term bid.

A two-time senator, who rose to become Senate leader between 2007 and 2011, Teslim Folarin of the PDP and Seyi Makinde of the Social Democratic Party are also in the race, but residents of the state are generally of the opinion that the election will be won by one of the other three candidates mentioned.

Kaduna
Alhaji Mukhtar Yero, who used to be the deputy Governor of Kaduna State, was sworn in as governor in December 2012 after the death of Governor Patrick Yakowa in an air crash.

Today, he will be contesting under the platform of the PDP against Mallam Nasir El-Rufai, a former Minister of the Federal Capital Territory and staunch member of the APC.

El-Rufai and his party are becoming increasingly popular in Kaduna but running against a sitting governor in Nigeria is always a tough task. Therefore, the contest in Kaduna State is expected to be close even though Buhari won with a wide margin in the Presidential election in the state.

Sokoto
The governorship election in Sokoto State is expected to be intriguing with the Speaker of the House of Representatives, Honourable Aminu Tambuwal (APC) battling it out with his brother-in-law, who is also a former senator and senate leader, Ambassador Abdallah Wali (PDP).

Wali reportedly introduced Tambuwal to national politics when he appointed him as senior legislative assistant in 1999.

The two candidates are the strongest contestants in the election and it is expected that one of them becomes the state’s next governor. Although, Tambuwal enjoys the support of Governor Aliyu Wamakko, who is also an APC member, Wali has been in politics longer than Tambuwal.

The contest is also expected to be stiff.

Imo
In Imo State, the popularity of Governor Owelle Rochas Okorocha (APC) has had some question marks lately, but residents still expect a keen governorship contest in the state. Okorocha’s biggest contender is Hon. Chukwuemeka Ihedioha, who is currently the deputy speaker of the House of Representatives.

Ihedioha contested and won as a member representing Aboh-Mbasie-Ngor Okpala Federal Constituency of Imo State in 2003.

Between 2003 and 2007, he served as Chairman, House committee on Marine Transport. The two contestants stand tall above the rest but there appears to be no clear gap between them, making it another close one.

Abia
Abia State has three main candidates: Okezie Ikpeazu (PDP); Alex Otti (APGA) and Anyim Nyerere (APC).

With PDPs stronghold in Abia, Ikpeazu is seen by residents as probably the strongest of the three.

Otti, an economist, banker, investor and the immediate past Group Managing Director of Diamond Bank Plc, is however expected to give the PDP candidate a run for his money in spite of a recent setback he suffered in his party.

Earlier in the week, a faction of APGA in the state dumped Otti and instead adopted Ikpeazu, citing some internal crises in the state chapter of the party. Some political analysts say this may affect Otti’s chances but no one knows if it will be enough to cost him the governorship seat.

Nyerere, a former PDP chieftain in the state before his defection to the APC, is also expected to make the contest stiffer.

April 11 Poll: 9 Guber Candidates Step Down For El-Rufai

Ahead of Saturday’s governorship election, nine governorship candidates in Kaduna State have stepped down their ambition for the candidate of All Progressives Congress (APC), Malam Nasir El-Rufai.

The candidates who converged at Kwara State Government Lodge in Kaduna to address newsmen on the development said the decision was reached after a wide consultation with their teeming and magnanimous supporters and NEC members.

According to them, “We the following gubernatorial candidates in the 2015 election schedule to take place on 11th April, 2015 after due consultation with our teeming and magnanimous supporters/ NEC members of our great parties we have unanimously and unequivocally resolved this day 9th April, 2015 to support the All Progressives Congress (APC) Gubernatorial candidate in the 2015 general election, Malam Nasir El-Rufai.

“Having duly, adequately and articulatively study the manifesto’s of the APC and seeing that it aim, objectives and principles are in complete compliance to our aspiration and desire to run for the gubernatorial election in our dear state such as security of life and property, economic empowerment, women and youth empowerment.

“We therefore call on our teeming and enthusiastic supporters to come out en mass come Saturday 11th, April 2015 and vote for Malam Nasir El-Rufai of the APC.

“We pray for a successful free, fair and credible and violence free election,” they stated.

The governorship candidates who stepped down include, Isa Adaamu Abdullahi, National Conscience Party (NCP), Alhaji Mohammed Sani Ahmed, Peoples Party of Nigeria (PPN), Arch. Kabir Ahmed Jibril, Progressive Peoples Alliance (PPA), Alhaji Lawal Yusuf, United Party of Nigeria (UPN) and Bala Mohammed Yunusa, African Democratic Congress (ADC).

Others include Dr. Sani Abdulkadir, NNPP, Alhaji Mohammed Ribadu, APA, Garba Moh’d Suleiman, ACPN and Nayaya Mohammed Lawal, PDC.

Police Summon El-Rufai, Other APC Bigwigs, Hours To Elections

The Kaduna state Police Command on Friday summoned the governorship candidate of the All Progressives Congress in the state, Nasir El-Rufai, and two other bigwigs of the party to report for questioning in their offices.

Summoned to appear along with Mr. El-Rufai are Suleiman Hunkuyi and Lawal Yakawada.

Mr. Hunkuyi is the APC senatorial candidate for Kaduna North and chairman of the APC Kaduna state campaign council while Mr. Yakawada, who was secretary to the state government in the Patrick Yakowa government, is a senior member of the APC campaign council.

All three were invited by the deputy commissioner of police in charge of the CID.

Samuel Aruwan, the spokesman for the APC campaign council said, the police have followed up the written invitation with telephone calls.

The intent behind requesting the three top leaders of the opposition to report on the eve of the election is to hold them down until the election ends, Mr. Aruwan said.

It is not clear why the Police want to question the three men but party insiders suggested the invitation has to do with a petition about destruction of billboards in Zaria.

The APC claims it has been a victim of widespread vandalisation of its assets, saying the action of the police “is part of a campaign to slap criminal charges on the opposition for actions for which it has already been victimized”.

In response to the invitation, Yusuf Dankofa, an associate professor of law and counsel to the APC, has written to the police, notifying them that there is an ongoing court action at the Federal High Court in Kaduna regarding the events in Zaria.

In a letter to the commissioner of police, Mr. Dankofa said the pendency of the case prevents the police from taking any action in connection with the matter, as “that would not only amount to an act of sub judice, but would also translate to a total disregard for justice and a further desecration of the hallowed majesty of our courts.”

“In view of this fact that the above mentioned people’s application is before the court, the matter has been further adjourned to the 29th of April 2015 for further arguments and with this the court has been seized of this matter,” Mr. Dankofa said.

The police is yet to respond to Mr. Dankofa’s letter.

Meanwhile, the APC says it has been alerted to a plot to arrest some of its chieftains in Southern Kaduna.

They include party chairman and gubernatorial running-mate, Barnabas Yusuf Bala (Bantex), Mikaiah Tokwak, Ishaya Iko, a retired vice-admiral and Ben Kure, Director General of Kaduna APC Campaign Council.

A historic moment beckons on Nigeria as we approach the 2015 elections. Our country stands poised delicately between breakthrough and breakdown, between the catharsis of renewal and the tragedy of hopelessness. Millions of Nigeria would be choosing renewal and hope, banishing fear and embracing the future.

The question is whether they will be not be obstructed in making this choice, and whether the choice would be respected once made. The conduct and utterances of the PDP leadership does not inspire confidence that they are committed to a credible electoral process. As regrettably demonstrated by the Ekitigate tape, President Goodluck Jonathan’s PDP government has no respect for the professionalism, dignity and integrity of the people in our military and security services. To anchor rigging plans on using the personnel and material assets of these services amounts to using the institutions that should protect and secure the country as wreckers. The lack of accountability for the Ekiti rigging fiasco, the absence of the redemptive possibility of remorse and the unwillingness to fully investigate and prosecute the key actors fill us with dread. When such baleful conduct goes unpunished, it can only mean that it is the default modus operandi of the perpetrators. And that is not the sort of behaviour that can produce a free, fair and credible election.

That is why we are deeply worried by reports that the leaders of the security sector have jettisoned every appearance of impartiality for Saturday’s presidential election. Chatter in informed circles has it that General Kenneth Minimah has sworn to use the soldiers and equipment of the army to promote President Jonathan’s cause. That is both improper and illegal. The Nigerian army should not be reduced to stormtroopers for a president beleaguered by his own sorry record of six years of incompetence. Minimah might feel a sense of gratitude that Jonathan made him army chief, ahead of 14 of his seniors. But the constitutional power bestowed on presidents to nominate or appoint senior officials does not oblige the appointee to behave like a lapdog or be incapable of functioning with integrity, professional dignity and respect for the law.

Minimah is certainly not alone in abandoning the sanctity of his oath. A slew of generals and security chiefs have clearly narrowed their duty to protecting Jonathan from defeat. Military commanders and police officers are sounding not merely like PDP partisans. They are acting like operatives of the armed wing of the PDP. They have paid little attention to the likely consequences of their actions. Interfering with the election, both in terms of process and the integrity of the result, is a sure recipe for disaster. That is a step that will certainly set the country on fire, and not just in ways we can all foresee.

Tainted and stolen elections will set this country back. It will destroy lives, wreck the economy and lead to perpetual instability. And the contours of that anarchy are not predictable.

This country has suffered enough. The people of this country stood up for the Constitution to make Jonathan acting president against the machinations of the Yar’Adua cabal. Jonathan went ahead to fritter the good will, and he set a new marker for incompetence and for not giving a damn. The Constitution should not be subverted to illegally prolong the stay of a poor performer who only made it that far because the Constitution was upheld.

Nigerians have realised that Jonathan simply does not care. He is not bothered about the welfare and security of Nigerians. All he is obsessed about is avoiding defeat. And he does not care if the country is sacrificed for him. Enough is enough.

We urge all military and security officers to stand up for the Constitution, the rule of law and the peace and unity of this country. They should resist all illegal orders to subvert the electoral process or to tamper with results. They should ignore orders to violate the liberty and lives of political opponents. They all swore an oath to defend Nigeria. This is one moment to show they respect the obligations of that oath. It is time to stand up for Nigeria.

Kaduna Fears Post-Election Violence

Residents of Kaduna made their own preparations, stock-piling food and securing shops and homes for fear of post-poll unrest. Just days before the vote, men and women weaved through the northern metropolis’ gridlocked streets with wheelbarrows full of staples such as black-eyed beans and plantains to stash safely at home.

“That woman is stocking up before the election in case there is trouble,” said 38-year-old Shola Oyeniyi, sitting outside the shop where she sells traditional robes.

“Lots of people are doing it so that they won’t need to go out if there is any trouble,” Oyeniyi said. “People are scared. Some are leaving Kaduna to return to their home villages until it is over.”

Few have forgotten how the city erupted into ethno-religious violence after the last election in 2011, also between President Goodluck Jonathan and former military ruler Muhammadu Buhari. About 800 people were killed in three days of violence across Kaduna state.

“I lost my cousin, his wife and their children. They were burned inside their car,” said Godwin Chukwudi, 33, gazing at the floor in the cramped cloth stall he runs in Kaduna’s central market.

800 Police Officers Released To Guard Patience Jonathan in Kaduna

No fewer than 800 police officers were deployed to provide security for the First Lady, Dame Patience Jonathan, during the Peoples Democratic Party North-West rally for women on Wednesday.

Aside the 800 policemen, other heavily armed security operatives, such as soldiers, DSS, were stationed at strategic locations leading to the venue of the PDP women rally.

Despite the presence of the security men, Mrs. Jonathan failed to show up at the rally, which held at the Kaduna Township Stadium.

Politicians May Use Almajiri To Foment Crisis In Kaduna – Yero

Ahead of the March 28 and April 11 polls, the director general, Media and Publicity of Kaduna State governor, Mukhtar Ramalan Yero has raised the alarm that some selfish politicians in the state are planning to use the street beggars (almajiris) to perpetrate violence during the elections in the state.
He however said that the state government has already put in place measures that would ensure that no almajiri is allowed into the state from the neighbouring states before, during and after the elections.
Maiyaki stated this at the weekend when he briefed members of the correspondent chapel on the state of affairs of the state, including the achievements of the Governor Yero led administration.
He lamented that there was high influx of almajiri in Kaduna State because  the state  is bordered by about seven states, adding that majority of the street beggars would be sent packing by the state government to avoid them being used as tool to cause mayhem  during the elections in the state.
He pointed out the states that bordered Kaduna to include Kano, Niger, Zamfara, Plateau, Nassarawa, and Katsina, saying that these are the states that feed Kaduna with the almajiris.
He said, “Almajiris are agents of destruction in the hands of desperate politicians, and I agree that these people are ready tools for selfish politicians and individuals to use them during, either, politicking or otherwise to achieve their selfish interest.
“And as you may be aware, Kaduna is bordered by about seven states and government as you are aware has taken steps to address the issue of almajiri in Kaduna State.
“But the issue is, it is so sad and that is where I want to urge the media that we have a critical role to play because it is a major problem not only to us but to the entire nation because while they are making it look religious, there is nothing religious or Islamic about the almajiri. Infact, it is un-Islamic.
“It is a societal challenge because Kaduna is bordered by about seven states and while government is addressing the issue in Kaduna, you have people coming from other states to come and over-stretch the policy and intervention of government.
“So you have a lot of people trooping into Kaduna. So to address it, it must be joint effort, when you address it in Kaduna, you will address it Katsina and other surrounding states.
“The state government must work with these various states to address this challenge. Some of these peoples are not even Nigerians. And as we speak a lot of them are being deported back to their countries.
“Though not peculiar to Kaduna alone but the nation because majority of  these  people form part of the challenges we have as a people. So  the state government is working and not unmindful of addressing such issues.
“And government is also working with critical stakeholders such as civil society groups, Malams and even the media to avoid wasted effort and aimed at addressing the challenge that has become a major social menace to our society.

“We are all aware that the Federal government on its part has carried out issue of Almajiri schools and the state government is also addressing the issue on its own part. For the first time, a provision was made in the Ministry of Women Affairs to take care of the rehabilitation of these people.”

El-Rufai To NHRC: Probe Southern Kaduna Killings

The Kaduna State All Progressives Congress (APC) governorship candidate, Malam Nasir el-Rufai yesterday called for thorough investigation of killings occurring in Southern Kaduna since 2011.

el-Rufai who was speaking to newsmen regarding his meeting with the team of investigators from National Human Rights Commission (NHRC) said there is need for an independent, high-powered commission of inquiry to investigate the whole mystery regarding the killings.

He called for the prosecution of any person found culpable for the killings.

He further argued that instead of sincere condemnation and quest to contain the killings, those manipulating religion for political power are presently exploiting the situation as basis for consolidating power.

el Rufai said, “I have said it and will continue to say it loud and clear. I will not say a lie because I want votes but the fact remains that I will never tolerate such killings as a governor. I cannot sit down and see our citizenry being slaughtered in their sleep.

“That is why I made my position clear last week. For over 4,000 people to be killed without a single arrest or prosecution shows there is insensitivity and negligence on many sides.”

It is the same thing happening in the Birnin-Gwari and Giwa areas where robberies and cattle-rustling are taking lives and property.

“There is urgent need for an independent, high-powered commission of inquiry to carry out thorough investigations. The commission should comprise national and international security agencies. We cannot be groping in the dark while such criminality and desecration of human lives is going on without seeking to crush such evil.

“It is important because there are all kinds of mischievous and politically motivated conspiracy theories being advanced for political exploitation.”

el-Rufai, who reiterated his stand against political violence, said, “I am deeply committed to non-violent politicking. I have never supported violence; it is against my principle and conviction. Politics is not a do or die matter. For us, politics is about service and how to make Kaduna state great again. We value social justice, good governance and real development. We seek to build a state where togetherness and harmony will abound.”

I will bring social justice to Kaduna State, says El-Rufai

The Kaduna state All Progressives Congress (APC) governorship candidate, Malam Nasir Ahmad El-Rufai yesterday promised social justice if elected to run affairs of the state.

Samuel Aruwan, spokesman of the APC Kaduna State Campaign Council, disclosed this in a statement made available to newsmen.

El-Rufai also promised to unite the peoples of the state irrespective of religion, ethnicity and political affiliations.

Speaking during a town hall meeting in Kaduna with hundreds of persons with disabilities, El-Rufai said:

“Let me say it from the main framework of social justice, we are all one and created by God for his own reason. Social justice is justice in terms of the distribution of wealth, opportunities, and privileges within a society. Social justice assigns rights and duties in the institutions of society, which enables people to receive the basic benefits and burdens of cooperation.

“The relevant institutions can include education, health care, social security, labour rights, as well as a broader system of public services, progressive taxation and regulation of markets, to ensure fair distribution of wealth, equal opportunity, equality of outcome, and no gross social injustice.

“And so, I wish to submit here that if elected there will be real social justice in ensuring unity, development and social security for all.”

The candidate concluded that APC led government will ensure viable security in the state and also adequate social amenities.

Gov. Yero Running Religious Campaigns In Kaduna, Says El-Rufai

The All Progressive Congress governorship candidate in Kaduna, Nasir El-Rufai, on Monday accused the state governor, Ramalan Yero, of breaching the peace accord in the state.

Speaking through his spokesperson, Samuel Aruwan, Mr. El-Rufai said the governor was running a dangerous religious campaign in the state.

He said the governor was not interested in the peace accord signed by the two candidates only speaking of peace through lip service.

According to him, Kaduna was a sensitive and complex state that could easily be set alight.

He said the PDP cannot use religion to manipulate people and harvest votes the way people get cash out of ATM machines.

“We are here to let the people of the state know that the state government is not interested in peace,” Mr. El-Rufai said. “They are already breaching the peace accord signed under the auspice of the state commissioner of police.  Going by our activities you will agree with me that our campaign has been based on issues unlike that of the ruling party.

“The state government now are running a very dangerous religious campaign. They are at present inciting religious sentiments in the state in order to tarnish the good name of Malam El-Rufai. They are presently circulating text under the name “Breaking news” and pamphlets in churches against us.

“We are not bothered with that because we are Kaduna state indigenes and we know the history of the state. We know that the state is sinking and dwindling. They just need to stop inciting people if not they will end up setting the state on fire.”

Mr. El-Rufai added that if the state governor was really convinced he had developed the state, he would not focus his campaign on promoting religion and sentimental issues.

Kaduna Government Denies Buhari Access To Rally Venue

The All Progressives Congress in Kaduna has cried out yesterday that the PDP led Kaduna Government has denied it’s presidential candidate, Muhammadu Buhari access to use the Murtala Mohammed Square which has been booked for his presidential rally today, 11th of March, 2015 in the State. It was said that the government denied them access to it at the last minute when everything was almost set.

APC however says the government by doing so is preparing kaduna as a whole for electoral violence in the forthcoming elections and says they are jittery about the popularity of Buhari and are already scared.  We are not sure if the rally will be moved to another venue so it can hold as scheduled.

Security Agents Supervised Destruction Of My Campaign BillBoards – El-Rufai

Security agents on Friday night in Zaria and Sabon Gari local government areas of Kaduna State supervised and protected PDP hoodlums to destroy billboards and posters of my campaign, the governorship candidate of the All Progressives Congress (APC), Mallam Nasir el-Rufai has alleged.

In a press release issued in Kaduna, el-Rufai wondered why the police would supervise the destruction of his campaign billboard after the peace pact him and the incumbent governor signed.

According to the statement signed by his spokesman, Mr. Samuel Aruwan, el-Rufai said, “The PDP hoodlums destroyed all visible campaign materials and replaced them with those of Mukhtar Ramalan Yero, the incumbent governor.”

The statement said Zaria axis is an APC stronghold as demonstrated by the massive rallies the party held in Sabon-Gari and Zaria local governments.

“Conscious of their unpopularity, the PDP is now displaying posters of Yero that feature pictures of the APC presidential candidate, General Muhammadu Buhari. It is seen as an admission that the PDP’s own presidential candidate is not sellable to the electorate, but also a demonstration of the PDP’s affinity for deception.”

“In the said posters, Yero is paired with Buhari while Malam el-Rufai is axed with a red ink.

“In the course of Yero’s rally on Saturday that brought hired thugs from all parts of the state and beyond, dangerous weapons were freely flaunted and showcased with impunity in presence of security agents.

“Since the campaign for the 2015 elections started, Yero has been preaching intolerance and indulging in violence. At the launch of his campaign on 12 January, 2015, he announced that he had powers to stop el-Rufai from entering Kaduna or leaving his house, which he also threatened to demolish. The audio recording of that statement has gone viral,” the statement further read.

The governorship candidate also alleged that the PDP government in Kaduna State and their commissioned campaigners are presently inciting citizens of Kaduna State on religious and ethnic lines against the candidature of both Buhari and el-Rufai, adding, “They are also engaging in series of mudslinging aimed at branding APC and its candidates as violence oriented personalities. They are presently circulating leaflets branding Buhari as a hater of Christians along with el-Rufai.”

“We will continue to play issue-based politics despite all deliberate attempts and mischief to taint our image and popularity before the good people of Kaduna State. Neither the tons of illicit money they are spending to bribe voters nor the violent actions designed to intimidate and frighten citizens can save the PDP in Kaduna State from the coming electoral humiliation,” the statement concluded.

El Rufai Shares Interesting Ideas For Education In Kaduna

The governorship candidate of the All Progressives Congress in Kaduna state, Nasir El-Rufai, has promised to ensure that political appointees and top civil servants enrol their children in public schools if elected governor.

El-Rufai was a guest of Freedom Radio’s Hausa phone-in programme “Barka da War haka.” He spoke about the need to revamp public schools in Kaduna state, insisting that for him the most critical step to achieving that is for “leaders like us to enrol our children into public schools.’’

He cited the fact that he attended Local Education Authority Primary School Kawo, Kaduna, in the 60s along with children of elites like the late the then Minister of Education of Northern Region, Isa Kaita.

‘’So, if children of elites are in public schools, they will be forced to do all that is necessary to improve them, out of enlightened self-interest,” he said.

He said that even though he would not be able to force anyone to do it, he hopes to lead by example by putting his children in public schools.

Something else which he said about education was a plan to put teachers on a special salary scale which will be higher than that of other civil servants because he thinks this is the first step towards improving the education sector.

‘’The second step towards improving education in Kaduna state will be the upgrading of infrastructure and generally providing a conducive atmosphere for learning,’’ he added.

He promised free education up to primary and junior secondary schools, but said he could not guarantee free education for senior secondary schools as he intended to put them in boarding houses and was unsure about whether the state can afford it, given the “profligacy” of the current administration.

He said the purpose of putting the students in boarding school is to allow them learn together instead of being distracted by video games and television at home.

El-Rufai Pledges To Reactivate Sports In Kaduna State If Elected

The All Progressives Congress governorship candidate in Kaduna State, Malam Nasir el-Rufai has said that if elected governor in March, he will reactivate sporting activities in state.

El-Rufai, a former Federal Capital Territory minister, made the remark at a football competition organised in his honour by Kaduna youths under the auspices of Rescue Kaduna Group.

Sabon-Garin Local Government Area of the state, emerged winners of the competition tagged ‘el-Rufai Unity Cup’ aimed at shifting the focus of youths away from violence.

At the event, el-Rufai promised that when he gets to the Sir Kashim Ibrahim House through the people’s mandate, he would also ensure that all sportsmen and women were encouraged monetarily.

The governorship candidate, who commended the youths for organising the competition, said his government would give the desired attention to youth and sport development in the state.

He said, “When elected we will reactivate all sporting activities in the state and ensure that Kaduna sportsmen and women are encouraged monetarily.

“You don’t neglect your athletes and expect them to perform and represent the state well during competitions. Therefore, we will consider monetary rewards for them to boost their morale.”

In his remarks, the spokesperson for the Rescue Kaduna Group, Mohammed Tijjani, said the aim of the tournament was to bring together youths from the 23 local government areas of the state and make them understand that there was no alternative to unity.

My Children Will Attend State Public Schools If Elected Governor – El-Rufai

The gubernatorial candidate of All Progressives Congress in Kaduna State, Nasir El-Rufai, has promised to ensure that political appointees, including himself and top civil servants will enrol their children in public schools if elected as the State Governor in the forthcoming election.

After months of hectic campaigning, our party, the APC, has made its choice regarding its candidate for the governorship of Kaduna State in the 2015 elections. It is a choice I accept with gratitude and humility.

I salute all the elected executives at ward, local government and state levels, as well as statutory delegates who voted in our party primaries. I pay heartfelt tribute to the distinguished party men who also aspired for and campaigned to be chosen as the APC governorship candidate. Your energetic campaigns have helped to build and strengthen our party; and the party, its members and supporters would continue to expect your leadership and worthy contributions. It is now time to pull all our energies and talents together to elect an APC government in Kaduna State. This is a mission to fulfill the aspirations of the people, and a mighty task that duty demands we successfully achieve.

I hereby invite the distinguished persons with whom we competed for the nomination to continue to discharge our responsibilities together, under the leadership of the party at the state level, to design and launch a statewide campaign as soon as possible.

It is also a clear indication of the values that will guide an APC government in our state. Our programme is extensive, the challenge is huge but we are making the mental and political effort to be ready to effect coherent governance from the very first day in office.
Following consultations within the party, the APC Kaduna Team will shortly announce the formal launch of our general election campaign. We have started a determined journey. Together with all the peoples of Kaduna, we will work to make Kaduna State a better place.
