TSA: Senate Slashes Commission From N7.6bn To N656m

The Senate yesterday recommended the slashing of the N7.6billion commission due to systemSpecs owners of the remita software used for the collection of federal government revenue under the Treasury Single Account (TSA) to N656milliion.

 
The senators adopted the resolution following the report of the joint committees on Finance, Public Accounts and Banking, Insurance and other financial institutions that investigated the TSA deal.
Delivering the report of the committees, Senator John Enoh (PDP, Cross River Central) observed that withholding and diversion of funds from Consolidated Revenue Fund (CRF) without the approval of the National Assembly violates the 1999 Constitution of the Federal Republic of Nigeria as amended.
The senators recommended that N656.5million be paid to the systemSpecs as against the claim of N7.6billion as transaction costs for funds transferred from March to November 30, 2015.
Enoh said they arrived at the amount using N700 per transaction as against the one percent earlier adopted for the TSA.
The lawmakers said 937,869 transactions were carried out through remita software of systemSpecs before the contract was suspended in November last year.
In a reaction, the SystemSpecs owners of the remita platform said the senate report did not accuse them of under-delivering on the substance of the contract.
In a statement by its media consultant, Sola Fanawopo, SystemSpecs said: “Our efforts are recognised as having played a significant role in the life of the nation when it mattered and that the disagreement has only been on the commercial terms of our contract.”

El-Rufai Bans Shi’ites, Others From Blocking Roads; To Set Up Commission Of Inquiry

The Kaduna State governor, Nasir el-Rufai, says he will set up a judicial commission of inquiry into last weekend’s deadly clash between the Nigerian Army and members of the Shi’ia Islamic Movement, which left more than 60 people dead.

The army said troops used force after members of the group barricaded a road in Zaria and attempted to kill the chief of army, Tukur Buratai.

The exact number of casualties is still unclear, but majority of the victims are believed to be members of the Shi’ia sect.

Ibrahim El-Zakzaky, the sect’s leader, was arrested by the military, after his wife and son were killed in the violence, the group said.

The killings have sparked international condemnation, with calls for a transparent investigation.

In a broadcast Thursday, Mr. El-Rufai announced a ban on processions — in all parts of the state — that could result in roads being barricaded.

He also said a judicial commission of inquiry would be set up by the state government to look into the incident in Zaria.

The governor said the composition and terms of reference of the commission would be announced within two weeks.

He assured the people of the state that the government was committed to securing the state and upholding the rights of every citizen.

“We have witnessed sad events in Zaria,” the governor said. “There have been tragic consequences and needless loss of lives, and we extend our condolences to the families that have been affected.”

“In this sombre moment, the government has directed that steps be taken to address the humanitarian fallouts of the security operations,” he said.

Commission To Deploy 8,700 Troops To Crush Boko Haram

Member countries of the Lake Chad Basin Commission are to deploy 8,700 troops to stem the activities of Boko Haram insurgents in the region.

Director of Defence Information, Col. Rabe Abubakar, said in statement issued in Abuja on Tuesday that the decision arose from a Meeting of Chiefs of Defence Staff in Ndjamena, Chad, recently to finalise arrangements for the deployment.

It said resolutions from the meeting reinforced President Muhammadu Buhari’s earlier directive to his security chiefs to end the insurgency in three months.

The statement said Nigeria’s Chief of Defence Staff, Gen. Gabriel Olonisakin, led other defence chiefs to the meeting aimed at eliminating insurgency in the region.

“Olonisakin visited Chad Republic where he joined other regional military chiefs to deliberate on agreement to accelerate the deployment of the 8,700 strong force.

“The Chiefs of Defence Staff from the Lake Chad Basin Commission (LCBC), member countries met in N’Djamena, the capital of Chad Republic and finalised details of deployment of the joint force.

“Gen. Olonisakin has been working round the clock towards actualising the presidential directive to end Boko Haram terrorist activities within three months.”

Boko Haram: North East Lawmakers Seek Development Commission

Senators from the North-East states are clamouring for the creation of a North-East Development Commission to rebuild the region following destruction by the terrorist activities of Boko Haram.

The senators vowed to sponsor a joint bill as they lamented the level of destruction by Boko Haram in the geo-political zone.

Speaking in Yola, the capital city of Adamawa State capital also badly hit by activities of Boko Haram, the Senator representing Adamawa Central Senatorial district, Abdul-Aziz Murtala Nyako, said the move was to hasten rapid infrastructural development in the affected states.

“Everybody can clearly see that the North East zone of Nigeria is in serious crisis particularly as it relates to Boko Haram crisis that we have undergone in the recent years and a lot of infrastructure is down.

“Virtually, we have to revamp the entire system and because of this we have decided to come up with the commission almost in tune with the Niger-Delta Development Commission that will lead to rebuilding the region and better its security,” he said…
