Gunmen attack police station, kill officer, cart away arms.

Gunmen have attacked a police station in Dengi, Kanam local government area of Plateau State, killing an officer, injuring others and carting away several rifles.

 

The attack took place Sunday night.

 

A police source who pleaded not to be named because he was not authorised to speak on the incident told PREMIUM TIMES on Monday that the commissioner of police, Peter Ogunyanwo, left Jos, early Monday to the scene to ascertain the level of damage.

 

Dengi is in central Plateau, about 150 kilometres away from the state capital, Jos.

 

Police spokesman, Terna Tyopev, could not be immediately reached on phone.

30 retired AIGs, other senior officers sue Buhari, Police

Thirty senior police officers, retired in 2016, have challenged their retirement at the National Industrial Court, Abuja insisting the force was ‘influenced’ to retire them.

The officers sought the powers of the court to interpret certain parts of the constitution binding on the Police Service Commission and its retirement processes.

The officers sued the President of the Federal Republic of Nigeria, Attorney-General of the Federation and Inspector-General of Police for an `influenced’ retirement.

Also joined as co-defendants in the suit, which came up for mention, are the Police Service Commission and the Nigeria Police Force.

The News Agency of Nigeria reports that the Inspector-General of Police, Ibrahim Idris, while in an acting capacity allegedly wrote to the presidency to retire the 30 senior officers.

It was also alleged that the officers who were from the rank of Assistant Inspector-General, AIG, of police, were eventually retired at the instance of the IGP.

The officers are praying the court to interpret certain laws in line with their retirement which they claimed was influenced.

The officers’ counsel, J. U. Pius, told the court that all defendants in the suit were duly served notices on August 16, 2016, to appear in court today but failed to enter appearance.

He prayed the court for an adjourned date to hear the substantive matter.

However, the court’s records showed that only one defendant, the President of the Federal Republic of Nigeria, was served notice.

The judge, Rakiya Haastrup, adjourned the case till February 22 for further mention.

She ordered that notices be duly served on all five defendants in the suit before the adjourned date.

IG raises alarm over the rise of suicide cases in the Police force

The Nigerian Police Force is worried over the rising cases of suicide among its officers across the country.

The Assistant Inspector General of Police (IGP) Zone 5, Abubakar, Mohammed, lamented the development in an interactive session with policemen in Yenagoa, Bayelsa State, on Thursday.

He said recent statistics confirmed that more policemen are taking their lives.

Mohammed, a former Director at the International Criminal Police Organisation (Interpol) office in Lyon, France, said the Inspector-General of Police (IGP) has ordered senior police officers to have close relationship with their subordinates.

He disclosed that the IG asked them to close their ranks with their subordinates to know their problems and stop them from taking their lives in order to stop the problem.

“The IGP has asked us to now go close to our officers as well as the rank and file to know what their problems are because the level of suicide within the police is getting higher. Police officers are killing themselves without us knowing what their problems are,” he said.

“If you have family problems or in the office, it is very important to talk to your senior officer who will try to help you. I do not know why it is increasing. Whether it is because of family problems.

“But if you have any issues bothering you, talk to your immediate senior officers who will approach a more senior one to resolve it.

“The police need to relate more with members of the public and develop confidence in their minds without being compromised. Many civilians are afraid that if they give police information, we will divulge the source of the information.

“When that is done, the confidence of the informant disappears and this will be detrimental to our crime fighting strategy.

“When you harass members of the public, you lose confidence. When you torture suspects, it creates problems between you and civil society in terms of human rights abuse”.

“An intelligent police officer can deal with a suspect in a prescribed, acceptable manner rather than using coercive methods. In essence, you change your attitudes. The way you portray yourself will determine whether the person you are getting information from will help you.”

Child Trafficking: Police Intercepts Another Syndicate. [Video]

The Plateau State Police Command has intercepted another syndicate specialised in trafficking children to the south east region of the country.

The Police rescued 16 children at a motor park in Jos, Plateau State.

The Public Relations Officer of the Command, ASP, Mathias Tyopev told Channels Television that the suspect, a female was apprehended at the Gada Biyu motor park while boarding a vehicle in company of the children to Anambra state.

The suspect, who hails from Mamaga Gumai in Toro Local Government Area of Bauchi state, explained that she was taking the children to the destination to acquire some level of education.

Meanwhile, 15 suspects involved in the case of over 100 rescued children have been charged to court by the Police for offences ranging from criminal conspiracy and cruelty to minors at a magistrate court in Jos.

The suspects are to be remanded in prison custody pending further investigations and subsequent prosecution.

The children are in Police custody for safety before handing them over to their respective state governments.

Enugu police rescues kidnapped girl sold for N350,000 in Abia

The Enugu State Police Command said that it has burst a kidnapping and human trafficking syndicate that abducted and sold a four-year-old girl in Abia for N350,000.

Ebere Amaraizu, the command’s spokesman, said in a statement that the little girl’s kidnap was aided by a family member from Inyi community in Oji River Local Government Area.

According to Mr. Amaraizu, the little girl went missing from school without a trace at about 12:45 p.m. on December 15, 2016 and was only recovered by the police one month later.

“The report of the missing girl threw the entire family, especially the mother, into confusion and sorrow.

“In the course of investigation, one Miss Chinedu Chukwu, immediate younger sister to the mother of the victim, and her boyfriend, Osunkwo Chinonso, were nabbed for their involvement in the dastardly act.

“They conspired and came in from Anambra to the school where little Chinecherem was, tricked and whisked away to Umuahia in Abia.

“They sold the child at Ihe Olokoro community of Abia to one Florence Nwokocha at the price of N350,000.

“Police operatives on January 16, nabbed Nwokocha who provided information leading to the recovery of the girl from where she was kept at Faulks Road, Aba, awaiting a buyer,” he said.

Mr. Amaraizu said the police had also launched full scale investigation and manhunt for the person who harboured the little girl in Aba.

“All the suspects are assisting the police in their investigations just as little Chinecherem Irechukwu has been reunited with her family,” the police spokesman said.

The mother of the victim, Mrs Irechukwu, expressed gratitude to God and the police for their prompt action which led to the arrest of the suspects and the rescue of her daughter.

“God is at work,” the relieved mother said in an interview with the News Agency of Nigeria.

She expressed regret that her immediate younger sister was involved in such a woeful act.

University student bites off neighbour’s ear – Police

A 30-year-old student, Tobi Justice, who allegedly assaulted his father’s tenant by biting off his left ear, was on Thursday in Lagos released on a N50,000 bail.

 

The Chief Magistrate, Alexander Komolafe, who gave the ruling, also told the accused to present two sureties in like sum.

 

The accused, a student of the University of Abuja, had pleaded not guilty to the three-count charge bordering on assault occasioning grievous harm and breach of peace brought against him at an Ikeja Magistrates’ Court.

 

According to prosecutor, Joseph Ajebe, the accused committed the offence at his residence on January 9 at about 10.40 p.m. at No. 33, Segun Aregbesola St., New Oko-Oba, a Lagos suburb.

 

Mr. Ajebe alleged that the accused beat the complainant, Amadi Longinus, to a pulp and cut off his left ear with his teeth.

 

“The complainant said that Justice had threatened to deal with him on several occasions.

 

“Justice falsely accused the complainant of spying on him by flashing a torchlight to see his nakedness while he was bathing.

 

“This led to a misunderstanding and a fight ensued between them and in the process, the accused beat Longinus to a pulp and bit off the left ear.”

 

The offences contravened Sections 166 (d), 170 and 244 (a) of the Criminal Laws of Lagos State, 2011.

 

The magistrate adjourned the case to March 6 for mention.

Masterminds of Nigerian – Turkish school kidnap arrested – Police

Two suspected masterminds of the kidnapping of pupils and staff members of the Nigerian Turkish International Colleges have been arrested by the police

Apart from the ringleaders, Philip Kakadu, aka General Kakadu, and Romeo Council, aka Raw, other suspects were also said to be undergoing screening in connection with the abduction.

PUNCH Metro gathered that 29-year-old Kakadu and Council, 40, were apprehended in Warri, Delta State, by operatives of the Inspector-General of Police Intelligence Response Team, led by ACP Abba Kyari.

Some gunmen had stormed the NTIC last Friday through a hole dug under the school fence and headed for the female hostel, where three pupils were abducted.

A Turkish teacher, a supervisor, a matron and two intending candidates of the Unified Tertiary Matriculation Examination, who worked in the school, were also whisked away by the assailants.

The kidnappers had contacted the matron’s husband and demanded N100m while the police were under pressure to rescue the victims safely.

However, operatives said they were exercising restraints to storm the possible locations of the suspects in the creeks in order not to endanger the lives of the victims.

A police source told our correspondent on Wednesday that the two masterminds had reportedly confessed to orchestrating the crime, adding that the arrest would mount pressure on the captors to release the victims.

Council is a native of the Bomadi Local Government Area, Delta State, while Kakadu hails from Warri North LGA of the state. They were arrested on Tuesday and have confessed to orchestrating the kidnapping at the school.

“They also confessed to other kidnappings, including the abduction of the Iba monarch in Lagos, and some Isheri landlords. With their arrest, we believe their boys holding the victims in the creeks would surrender,” the source said.

Kakadu allegedly told the police that five of his boys were among those involved in the NTIC operation.

Kakadu is based in Lagos. He went to Warri to have fun. That was when operatives swooped on him. Five of his men were part of the gang and he is cooperating with the police,” another source added.

A top security agent said the aim of going after the kingpins was not only to secure the release of the victims, but also to find a better way of addressing incessant kidnappings in Lagos and Ogun states.

Efforts to get comment of the Force Public Relations Officer, CP Donald Awunah, were unsuccessful as calls made to his line rang out. He had also yet to reply to a text message sent to him as of press time.

Police avert bloody clash in Kano State

Many vehicles were damaged on Wednesday in Kano following a clash between operatives of Kano Road Traffic Agency (KAROTA) and some illegal motor park operators at Gyadi-gyadi area in Kano metropolis.

 

A witness told the News Agency of Nigeria, NAN, that the clash started around 11:00 a.m. when the KAROTA officials stormed the illegal motor park.

 

The witness said trouble started when the KAROTA officials wanted to stop the park operators, who were members of the National Union of Road Transport Workers, NURTW, from carrying passengers at the park.

 

It was gathered that many vehicles belonging to both parties were damaged during the fracas.

 

The timely arrival of armed police officers at the scene prevented what would have been a bloody clash between the two warring groups

 

Magaji Majiya, the Kano State Police Public Relations Officer, confirmed the clash, saying that the command had since deployed officials to the area to restore peace and order.

 

“As I am talking to you now, we are at the scene and normalcy had since been restored in the area.

 

“No casualty was recorded, but a number of vehicles belonging to both sides were damaged,” Mr. Majiya, a deputy superintendent of police, said.

 

He said that the police had ordered immediate closure of the park until the issue was resolved between the state government and owners of the park.

 

He said the police had commenced investigation into the matter to find out the cause of the incident.

272 touts, thieves, others prosecuted in Lagos Airport in 2016 – Police

The Police Command, Lagos Airport, says that no fewer than 272 persons were prosecuted for various offences at Murtala Muhammed International Airport, Lagos, between January and December 2016.

 

The spokesperson of the command, Joseph Alabi, told the News Agency of Nigeria, NAN, in Lagos on Tuesday that the command also made 417 arrests within the period under review.

 

Mr. Alabi said that some of the suspects were charged with assault, stealing, obtaining by false pretences as well as unlawful entry and touting.

 

He said the crimes contravened Federal Airports Authority of Nigeria bye-laws.

 

“The command was able to secure 105 convictions for the period under review while 203 cases were still under investigation and trial,” he said.

 

Alabi pledged the determination of the command to intensify security at the airport and its environs to guarantee safety of passengers, airline operators and other users.

 

He appealed to members of the public to abide by the rules and regulations of the airport, especially on the issue of restricted areas.

“No police officer has the right to check your mobile phone” – Lagos Police PRO

The Lagos State Police PRO, Dolapo Badmus has reiterated the fact that no police officer has the constitutional right to search any citizen’s phones.
She made this statement in a YouTube video interview.
In her own words,Your phone is private, it’s your private property because people do a lot of private stuffs on their mobile phones so it’s wrong. Police officers have no right to do that except there is a reasonable ground to do so“.
She further went on to state some possible reasons police officers may go through mobile phones during a ‘stop and search’ operation. She said; In an instance when a crime has just been committed and someone gives the police info which may lead to an investigation of said crime. Anything other than that, no policeman has the right to call you and request to go through your phone.

Reps threaten to order arrest of Inspector General of Police, Ibrahim Idris.

The House of Representatives on Thursday threatened to issue a bench warrant for the arrest of the Inspector General of Police, Ibrahim Idris, if he fails to appear before its Committee on Police Affairs on January 19.

This followed the adoption of a motion moved by Gabriel Onyenwife who condemned the continuous refusal of the I-G to honour invitations of the Committee.

The Committee is investigating alleged violation of the 2016 Appropriation Act by the Nigerian Police Force.

Moving the motion, Mr. Onyenwife noted that the police chief had failed to appear before the Committee to explain why the force diverted N1.2 billion approved for the purchase of 10 armoured personnel carriers.

He said that instead of using the approved sum to purchase the said carriers, the money was rather used for the purchase of 64 Toyota Hiace Commuter vehicles, without the approval of the National Assembly.

He also said that N6 billion was appropriated in the same act for rehabilitation of 102 police stations nationwide, but the amount was diverted for other uses.

“These infractions of the Appropriation Act 2016, the Fiscal Responsibility Act 2007, and the Public Procurement Act 2007, are just two of the several infractions committed by the Nigeria Police Force in the course of implementation of the budget,” Mr. Onyenwife said.

According to him, the Committee on Police Affairs invited the police chief on December 6, 2016 and December 13, 2016 in his capacity as the Chief Executive and Accounting Officer of the Force to explain or justify these perceived infractions.

“But he failed or refused to honour the invitations or justify his failure or refusal to attend,” Mr. Onyenwife stated.

The House, therefore, resolved to summon the I-G to appear before the Committee unfailingly on Thursday January 19. 2017, to justify the said infractions of the Appropriation Act 2016.

Police sue for peace as Akwa Ibom youth clash with Hausa community

The Police Command in Akwa Ibom has urged the youth and Hausa community residing in Etoi community in Uyo to give peace a chance.

The Police Public Relations Officer, PPRO, for the command in the state, ASP. Cordelia Nwawe, made the call in an interview with the News Agency of Nigeria, NAN,in Uyo on Thursday.

She also advised communities to learn how to live peacefully.

Ms. Nwawe, who confirmed that skirmish broke out between the indigenes and the Hausa community in Etoi, said that peace had been restored to the community.

The police image maker added that some victims of the fight had been treated and discharged from the hospital.

She disclosed that there were casualties on both sides but that the police did not know the exact figures of the casualties.

“We are not the ones to confirm the dead except the state government or qualified medical professionals,” Ms. Nwawe said.

The spokesperson said the police was collaborating with the state government to ascertain the immediate and remote causes of the incident and forestall reoccurrence.

NAN learnt that trouble started on Tuesday night, when a scrap dealer ferrying a generator on wheel barrow, was accosted around the Udo Udoma area of Itiam Etoi by some residents.

A witness, Okon Effiong, said that youth in the area demanded the scrap dealer boy to settle them before they could set him free.

“They asked him for settlement or matching ground, and when he refused to pay, youths resorted to confronting him.

“The minor misunderstanding resulted in brawl and forced a reprisal attack from the Hausa\Fulani settlers in the area,” Mr. Effiong said.

He said that the skirmish occurred at about 10 00 p.m., when many residents must have had gone to bed.

Reacting to the incident, the Head of the Hausa Community in Akwa Ibom, Hassan Sadauki, also appealed to the people to allow peace to reign.

Mr. Sadauki said that the incident was fallout of minor misunderstanding between his people and some ‘area boys’.

“The incident started from just a minor misunderstanding involving my people and the area boys around the Udo Udoma area of Uyo.

“The area boys were asking for matching ground from one of us who was carrying a generator scrap he bought from the people in the area and there was a disagreement,” he said.

Also, the Akwa Ibom Chairman of the Christian Association of Nigeria, CAN, Ndueso Ekwere, in a statement, urged the parties involved to eschew violence.

He warned those fomenting trouble against taking laws into own hands, saying that the police had begun investigation into the matter.

Recruitment into the police not hijacked – Okiro

The chairman, Police Service Commission (PSC), Mr Mike Okiro, has dismissed the rumour that the recent recruitment into the Nigeria Police Force was hijacked by some high ranking police officers.

Okiro, the former Inspector-General of Police, dispelled the rumour on Thursday in Port Harcourt in an interview with the News Agency of Nigeria .

He insisted that due process was followed in the recruitment of the 10, 000 applicants approved by the presidency for recruitment into the Police Force.

“I am bold to say that due process was strictly followed during the recent Police recruitment.

“The successful applicants have been employed in the force.

“I am happy to note that the 10,000 applicants approved for recruitment by the presidency cut across all cadres.

“They have already being posted to their various stations across the country,” he said.

Okiro said that the cadres included Police Constables, Inspectors, Medical Personnels, Marine Officers amomg others.

He said that the recruitment of the new officers became necessary as a result of shortage of personnel in the service due to death, dismissals and retirement.

He warned against indiscipline in the force, saying that such matters would no longer be treated with levity.

Okiro said that the PSC was open to receive complaints on any official misconduct amongst police officers.

He said that the Commission would investigate the rumoured unethical involvement of some police officers during the re-run elections in Rivers and other states.

He said that appropriate action would be taken against any officer found guilty of electoral fraud.

Police arrest comedians for criticizing church in new video

Comedians, Mc Toothpick, Laff Mayor, Mc Tutalk and Mc Samorano, all of them members of a comedy group known as Naija’s Craziest, were reportedly arrested by the police on Tuesday in Lagos for their part in the production of a new video that parodies members of the Lord’s Chosen Charismatic Revival Church and its General Overseer, Pastor Lazarus Muoka.

Tagged Naija’s Craziest Episode 144, the video, which is available on Youtube, begins with a disclaimer and a caption that reads, “When members of a church think that an apron is powerful enough to protect them, they will roll in the mud and confront armed robbers.”

Thereafter, it opens, showing a group of Christian worshippers, presumably members of the church, wearing olive green aprons and singing loudly and dancing in a muddy street. One of them, a male, rolls on the ground and in a pool of muddy water that lies between the camera and the singing mass.

While the scene continues to run in the background, the comedians appear on the screen, one after another and criticise members of the church for their conduct in public. Beginning with Mc Toothpick, they attack the latter for “preaching and constituting a nuisance” to the public.

Also, in the video, Mc Tutalk hints at a plot to deceive the members of the church with the idea of a spiritual and protective apron that sells for N1000 each. According to him, if all the members, numbering 200,000, buy an apron each, the total sum realised would be N200m.

Our correspondent gathered that the video caught the attention of the church and its G.O, who then reported the matter to the police. A statement posted on the Facebook page of Naija’s Craziest on Tuesday formally announced the arrest of its members.

The statement read, “We would like to inform our fans concerning the arrest of the Naija’s Craziest Crew by the state CID Panti. The arrest came as a result of a report filed by the Lords Chosen Church G.O. over a comedy video satirising the church members rolling in the mud.”

The statement indicated that the mobile phones belonging to the comedians were confiscated to prevent them from making calls.

Describing the arrests as an attack on the comedians’ rights to freedom of speech, the statement continued, “It is amazing that you can be arrested over a comedy video that has a disclaimer at the beginning.” It ended by adding that the arrested comedians were being detained at the state Criminal and Investigative Department in Panti and urging fans of the comedy group to share the post.

According to a report published by a popular blog, the police informed one of the comedians, MC Toothpick, that he and other members of Naija’s Craziest had committed an offence against the law.

But it added that the police did not state the exact offence committed by the comedians by posting the video on social media.

When contacted for details, the Public Relations Officer of the Lagos State Police Command, SP Dolapo Badmus, did not respond as of the time of going to press.

Police track 11 ‘deadly’ robbers released by Abuja judge

The police in Bauchi State have arrested 19 suspected kidnappers for allegedly attacking some villages in the state and holding 48 persons hostage for ransom.

Our correspondent learnt that the suspects were arrested in the Toro, Gumau and Ningi areas of the state between Thursday, January 5 and Tuesday, January 10.

According to the police, when the suspects sighted the operatives, they opened fire which triggered a gun battle.

It was gathered that some of the hoodlums abandoned their rifles and escaped into forests with bullet injuries, but 19 of them were arrested.

Our correspondent learnt that three suspects were arrested in Yuga Forest while one was nabbed in Jimi village. One suspect was picked in Tama District, two in Ningi and three in Kundum village.

Three suspects were arrested in Giwa hamlet, three in Ganjuwa, one in Tashan, and two in the Alkaleri area.

Weapons recovered from the suspects included eight AK 47 rifles, one AK 49 rifle, two automatic pump action rifles, six machetes, 49 cartridges, 330 assorted ammunition, N338,190, and 37 cows, among others.

The Bauchi State Commissioner of Police, Zaki Ahmed, who confirmed the arrests, said

the police would charge the suspects to court at the end of investigation.

He said, “In order to stem the tide of rampant cases of kidnappings, cattle rustling and armed banditry along Toro, Gumau and Ningi areas, the Bauchi State Police Command stormed Yuga forest, a notorious hideout for kidnappers in the Toro Local Government Area of Bauchi to apprehend the hoodlums.

“The police rescued hostages who were held in the forests and awaiting ransom payment by their families. Forty-eight hostages were rescued in good condition of health.  And efforts are being intensified to apprehend the fleeing suspects. Members of the public are urged to assist the police with useful information by reporting suspicious persons, especially those with bullet wounds to the nearest police station for prompt action.”

Police refute claims of herdsmen, farmers clash in Delta State.

The Nigeria Police Command in Delta has denied that there was a clash between herdsmen and farmers in the state.

The command’s spokesman, Andrew Aniamaka, made this known in a statement made available to journalists in Warri, Delta State, on Tuesday.

Mr. Aniamaka also advised journalists to verify their facts from relevant authorities before publication.

“The attention of the command has been drawn to reports suggesting that there are clashes between herdsmen and farmers in some communities in Delta.

“The command wishes to state unequivocally that it is not aware of any herdsmen and farmers clash anywhere in the state.

“Such unfounded reports are unprofessional, misleading and capable of causing a breakdown of law and order,” he said.

Mr. Aniamaka, however, urged the public to disregard the report, and assured that the command would continue to provide adequate security of life and property.

The alleged report claimed the clash had occurred between Abraka and Obiarukwu communities in Ethiope East and Ukwani Local Government Areas, respectively last Wednesday.

Police ‘smash’ criminal gang that ‘kidnapped’ former minister.

The police say they have arrested suspected kidnappers of Bagudu Hirse, a former minister of state for foreign affairs.

Bagudu was kidnapped on November 20, 2016, in front of the Kaduna residence of Mamman Daura, President Muhammadu Buhari’s nephew. But he regained freedom on six days letter after a ransom was paid to his captors.

Speaking with journalists on Monday, Don Awunah, force public relations officer, said the seven-man gang was arrested after surveillance was conducted by the IGP’s Intelligence Response Team (IRT).

“The gang was smashed with the arrest of Dominic Nwakpa aka Alhaji, who is the gang leader, in Lagos state, while other principal suspects and members of the gang, namely Balat Paul, driver of the gang; Ibrahim Samuel aka ‘IB’; and Jatau Peter, a dismissed policeman,, were arrested on the 1st January, 2017 in their hideouts at Dan Hassan Road Ungwa Boro Kaduna,” he said.

“Afini Paul, a female member who cooks for the gang and the victims, rented the house at Yusuf Patrick close, Mararaba Rido, Kaduna, where victims are kept before ransom money is collected. She was arrested at their hideout in Kaduna. Ifeanyi Chukwu, the 2nd in command of the gang, was arrested in a hotel in Agbor Hill area of Abia State.

“He confessed to be the second-in-command of the gang that kidnapped the Ambassador and so many other kidnapping within and outside Kaduna, Abia, Imo, Rivers, and Delta states.

“The suspects upon interrogation volunteered confessional statements, admitting that they are the criminal gang that kidnapped the former Minister of State for foreign Affairs, Ambassador Bagudu Hirse on 20th November, 2016 in GRA, Kaduna and collected ransom before he was released.

“The same gang confessed to the kidnap of Dr. Abdulmalik Durunguwa and his wife from their residence at different intervals in Kaduna.”

Awunah added that they would be arraigned in court at the end of investigations.

Items recovered from the gang are: two English-made pump action guns, 131 rounds of AK 47 ammunition, police camouflage uniform and two military face caps and two operational vehicles.

Other items are one hand set phone – used for negotiation and collection of ransom – a red face mask, anti-car tracking device and one black criminal charm jacket.

New Factional Shi’ite Group Uncovered in Borno

The Nigeria Security Civil Defence Corps (NSCDC) in Borno State has discovered a new factional sect of the Islamic Movement of Nigeria (IMN), popularly known as Shi’ite, in Borno, the state capital.

Commandant Ibrahim Abdullahi stated this in an interview with News Agency of Nigeria (NAN), yesterday.

Abdullahi said men of the command discovered the group in Kwaya Kusar local government through intelligence gathering and surveillance, adding that the group was different from the El-Zakzaky-led group.

“As part of our statutory responsibility in monitoring the activities of religious bodies in the country, we have discovered this strange group.

“When we invited the leader (names withheld), he claimed to be non-violent and that they are against the teachings of Ibrahim El-Zakzaky.

“But we must detest and distance ourselves from all acts of violence and illegal groups in all its manifestations under whatever guise.

“We agree that it is their fundamental right to practice their own religion, but we are not unmindful about factors that gave rise to the calamitous catastrophe which engulfed us in the recent past.”

Abdullahi added that investigations would be sustained and shared with other security agencies to forestall any breach of peace in the country.

The Nigerian Police Force Parades Erring Rivers Officers

Democratic Policing is one of the core values of the current Police management under the leadership of IGP Ibrahim K. Idris, NPM, mni. The IGP as an ardent apostle of the rule of law and adherent of international best practices of Policing has since assumption of office articulated a master plan to guarantee a reformed electoral process across the country. This is a novel security template devoid of violence, electoral malpractices and attendant destruction of lives and property which have been a recurring decimal in previous elections in the country.

Undoubtedly, this master plan as implemented by the Nigeria Police Force and other security agencies under the auspices of Inter Agency Consultative Committee on Election Security, (ICCES), has proved largely successful and should engender a credible roadmap for the foot-proof security of future elections in Nigeria.

The IGP has also instituted comprehensive measures to ensure compliance with strict rules of professional behaviours and code of conduct for officers and men under his watch. To this extent, they are under obligation to conform to the dictates of enabling laws while carrying out their statutory responsibilities to the letter.

Consequently, personnel of the Force who abuse their office, privileges and discretionary powers in the discharge of their official duties, will be brought to justice.

In the case of the recent parliamentary election in Rivers State, the IGP’s resolve to secure the process, was reciprocated with the unethical conduct of some bad eggs within the Force.

Inspite of strict warnings and instructions from the IGP that all Police personnel on election duty should be of good conduct and desist from escorting their principals, notably public office holders and politicians to polling units throughout the period of the election, some recalcitrant police personnel were still found blatantly breaching these directives. This is unacceptable by all standards in the Force.

Therefore, in the course of discreet investigations into the above misconduct, the following personnel of the Force were found to have in total disrespect to orders and directives, compromised, engaged in unprofessional acts and other unbecoming conduct

These acts, if not checked can be inimical to discipline and proper administration of the Force. Their actions are capable of bringing the entire Nigeria Police Force to disrepute and portray the Force in a very bad light as a lawless organization not guided by the rule of law. These aforementioned Police personnel while in the convoy of His Excellency, the Executive Governor of Rivers State Barr. Nyesom Wike on the date of election, 10th December, 2016 misused the firearms in their possession contrary to the provisions of Force Order 237.
The Service personnel became overzealous, took laws into their hands and opened fire, causing panic in the crowd. They joined in storming the Port Harcourt City Council Secretariat and prevented the movement of election results of Emouha polling unit to the appropriate collation centre designated by INEC, in flagrant disregard and disobedience to senior Police officers present at the venue.

The six (6) Police officers, after the conclusion of investigation into this public mischief, were subjected to internal disciplinary measures, found guilty and consequently dismissed from the Force. They will be prosecuted under the Electoral Act to serve as a deterrent to others.

The IGP wishes to restate the commitment of the force to carry out its constitutional obligations in accordance to the law of the land before, during and after every election in Nigeria. This will be done in a very professional manner bearing in mind the need not only to be unbiased but to be seen by members of the public as responsive and responsible security agency in election security in the country.

Nigerians should rest assured that the IGP and indeed the entire management team of the Force will not be deterred in its resolve to rid the Nigeria Police Force of personnel who indulge in actions or inactions that amount to unprofessional and serious misconduct.

The IGP commends all officers and men of the Force for their dedication, commitment, sacrifice, hard work and display of utmost professionalism in their service to the country despite daunting challenges. Without doubts, our sacrifices and sincerity of purpose will be commensurately rewarded.

Police officer attempts suicide in detention over extortion of citizens

In what looked like a scene from a Nollywood movie, security operatives attached to Ikotun Police Station were left stunned following happenings at the station last Thursday.

According to Police source, the police sergeant identified only as Lucky who was arrested for embarking on illegal duty allegedly attempted to commit suicide by drinking poison while in detention.

The sergeant who was attached to Ikotun Police Station and two others were said to have been apprehended while they were extorting money from young people coming out of banking halls.

The activities of the policemen were said to have been reported to the Area M Commander, Egbeda/Idimu, who ordered that the men be arrested by the Divisional Police Officer (DPO) in charge of Ikotun.

Commenting on the incident, a Police source said, “Lucky tried to kill himself because he had sent people to beg the Area M Commander, but the man refused. The area commander vowed to drag Lucky before the Commissioner of Police, Mr. Fatai Owoseni.”

It was learnt that Sergeant Lucky who was a former driver to the Area M Commander was transferred from Area M to Ikotun Police Station because he was fond of harassing people coming out from banking halls along Car Wash Bus Stop in the Egbeda axis of Lagos.

We are not aware of raid on Patience Jonathan’s house – EFCC, Police.

Some men of the Nigeria police on Wednesday evening raided the family house of Patience Jonathan, former first lady, without a search warrant.

A source, who confirmed the development to TheCable,  said the house is located at Igbeti Rock Street, Maitama, Abuja.

TheCable learnt that the police officers did not have a search warrant, and that house was unoccupied at the time of the raid.

Although, the first lady does not stay in the building, her younger brother lives there.

No incriminating item was found in the house.

TheCable called Wilson Uwujaren, spokesman of the Economic and Financial Crimes Commission (EFCC), to confirm if the anti-graft agency was behind the raid.

But he said the EFCC did not carry out the operation.

Also, Don Awunah, police spokesman, said he was not aware of the operation, but that he would make further inquiry.

“I am not aware, but I will make further inquiry,” he said in a text message to TheCable.

Somalia honors 136 Nigerian police officers.

A total of 136 policemen from Nigeria were awarded medals to mark the end of their duty tour in Somalia.

This was disclosed in a statement by the African Union Mission in Somalia (AMISOM).

The statement indicated that the 136 policemen participated in a medal parade on Tuesday to mark the end of their one-year duty term in Somalia.

“The officers were awarded medals at a ceremony presided over by the deputy special police commissioner of the African Union Mission in Somalia (AMISOM),” the statement read.

“Somali police commissioner Gen Mohamed Sheikh Hassan Hamud was also present, with a delegation of Somali officials.”

It said Lydia Wanyoto, chairperson of the African Union Commission (DSRCC) in Somalia, appreciated the Nigerian government for supporting the peace process in Somalia.

She also expressed gratitude to the Somali security forces present at the ceremony for recognising the Nigerian contribution.

“We are here because of Somalia; saying it yourself on behalf of the Somali government makes our work easy; it gives us morale and makes us to work even harder,” she said.

“I want to thank you for the services you have provided; thank you for being here in Somalia, for volunteering to assist the people in Somalia.”

Mohamed Sheikh Hassan Hamud, Somali police commissioner, also commended the Nigerian police contingent for its contribution to the restoration of law and order in his country.

“You have been good ambassadors,” Hamud said. “Somalia will not forget Nigeria standing side-by-side with Somali people and the federal government.”

The contingent is the fifth formed police unit from Nigeria to serve in Somalia under AMISOM.

They will be replaced by a new police contingent from Nigeria.

Saudi Arabia detains 3 in connection with December abduction of Shiite cleric

Saudi Arabia has detained three people and is searching for three others in connection with the December abduction of a Shiite cleric, the interior ministry said on Sunday.

Sheikh Mohammed al-Jirani, a judge, was abducted mid-December in a village in the Shiite-majority eastern district of Qatif, a centre of minority unrest since 2011 in the Sunni-ruled kingdom.

State television has reported Jirani was critical of the unrest.

It called on the abductors to “immediately free” Jirani and said anybody with knowledge about the suspects who did not come forward would be prosecuted.

Edo State Assistant Commissioner of Police kills self with service pistol

An Assistant Commissioner of Police (ACP) in charge of Training and Development at the Edo state command has allegedly committed suicide in Benin City.

 

The police officer, Christopher Nosakhare Osakue, was said to have shot himself in the head with his service pistol inside his private residence in Upper Sokponba area of Benin City, after sending a woman and a little boy living with him on an errand  to make his  suicide plan unhindered.

 

The late Osakue was said to have suffered a partial stroke few years ago and was gradually recovering from it.

 

He did not leave any suicide note.

 

A neighbour told journalists that she heard a gunshot inside the ACP residence about 5pm that fateful day, Wednesday, adding that it was his wife who later broke the silence with a sorrowful scream. The ACP family members could not be reached for comment.

 

The State Commissioner of Police, Mr Haliru Gwandu, said the pistol the late police officer used to commit the act was signed for in Ondo State police command from where he was recently posted to Edo Police Command.

Army Recovers Uniform, Weapons Of Police Officers Kill In #RiversRerun Election.

The Nigerian army said it has recovered uniforms and one AK-47 rifle belonging to the a Deputy Superintendent of Police (DSP), Mohammed Alkali killed in the Decdember 10 rerun election in Rivers State.

DSP Alkali and his ordely were killed by a group of suspected cultists and political thugs during an ambush in Ujju community, Omoku in Ogba/Egbema/Ndoni Local Government area of the state.

Briefing newsmen in Port Harcourt on Sunday, General Officer Commanding (GOC) the newly-created 6 Division in Port Harcourt, the Rivers State capital, Maj.-Gen. Kasimu Abdulkarim said the items were recovered by troops during a raid on four militant camps in the area.

The GOC warned against violation of Army’s clean-up operation in the crude oil and gas-rich Ogba/Egbema/Ndoni Local Government Area, where he said innocent persons were killed daily by militants and cultists.

He also paraded one of the suspects, saying others had been handed over to the police for prosecution.

Abdulkarim said: “Four of the suspected criminals’ camps located across the river in Ujju Town near Omoku (the headquarters of Ogba/Egbema/Ndoni LGA) were raided on December 31, 2016. In the raid operations, 6 Division troops, in conjunction with Operation Delta Safe Special Boat Service and air component, engaged the suspected criminals in severe exchange of fire, in which they were dislodged. This led to the arrest of suspects.

“Ammunition, uniforms and weapons were recovered. The late DSP Mohammed Alkali with his orderly, Sgt. Urukwu Nwachukwu’s AK-47 rifle and uniforms, as evidenced in the name tags, were also recovered.

“The large cache of ammunition and weapons recovered in the operation also include one AK-47 rifle, two G3 rifles, five double-barrelled guns, two pistols, 31 empty AK-47 magazines, 242 rounds of 7.62 mm NATO and 322 rounds of other ammunition calibre.

“Other recovered items include 31 handsets, bullet-proof jackets, Automated Teller Machine (ATM) cards, first aid box and seven police uniforms.

“In the last one month, 15 people were horrifically murdered with many others kidnapped in Ogba/Egbema/Ndoni LGA of Rivers State. Those killed include a soldier, four officers of the Nigerian Security and Civil Defence Corps (NSCDC), two policemen and eight civilians. The gunmen also took away ammunition, vehicles and weapons.

“This trend of violence cannot be left unchecked. The 6 Division will sustain operation clean-up of the area (Ogba/Egbema/Ndoni LGA), for oil companies and the people to go about their businesses in a peaceful environment.

“It is envisaged that sustaining the operation will end the senseless killing of innocent citizens, including security personnel. This will further frustrate illegal arms and ammunition acquisition, which will usher secure environment for economic prospects.

“The clean-up operation is in continuation of efforts by the division to recover and mop up illegally-acquired weapons from cultists and criminals, who do not mean well for our dear nation and refuse to embrace the Rivers State amnesty programme.”

My predecessors left with 22 police vehicles, says Arase.

Solomon Arase, former inspector-general of police (IGP), has revealed that Mohammed Abubakar and Suleiman Abba, his predecessors, took 22 vehicles of the force away at the end of their service.

According to PUNCH, Arase said this in response to the claim of Ibrahim Idris, the incumbent IGP, that he took 24 vehicles while retiring.

Back in July, Idris had said Arase illegally took away 24 vehicles, and that he had written to him to return them to avoid sanction.

Arase had denied doing so, and in turn accused his successor of vilifying him.

But in a letter dated December 1, Arase advised Idris to avoid engaging in acts that could bring any past occupant of that office to public ridicule.

Arase pointed out that in his time, he ensured that Force Order 295 was put in place to protect ex-IGs from being demeaned.

He said it was in the spirit of this order that he desisted from ridiculing the last two IGs before him even though he knew that they each went away with 13 and nine police vehicles respectively when leaving office.

Arase said rather than denigrate Abba, who he succeeded, he indeed initiated actions and bought a brand new bulletproof jeep for the sacked IG despite the fact that Abba’s administration left a debt of N28bn for him to contend with.

He urged Idris to put the integrity and honour of the Nigeria Police Force first in any action he might want to take so that the force would not be exposed to public ridicule.

“I expect that former occupants of the office of the Inspector-General of Police should not be demeaned. This explains why Force Order 295 was emplaced by the force management under my leadership as acknowledged in your letter in reference,” he wrote.

“In spite of the emplacement of this order and despite the fact that my two immediate predecessors left office with 13 and nine vehicles of different makes and models respectively, I never pressurised either of them to return any of such vehicles neither did I engage in any act that was capable of bringing them to ridicule as being done to me of late by a force I dedicated my life to serving up to the highest level.

“Rather, it is on record that I went the extra mile to source for funds and initiated actions towards purchasing a brand new bulletproof jeep for my immediate predecessor, even after his retirement from service. This was done notwithstanding the fact that I inherited and had to manage a huge debt profile of about N28bn, which limited the financial base of the force at the time.”

Abubakar retired in 2014, while former President Goodluck Jonathan sacked Abba in April 2015.

‘At the present time, it is determined at high pressure how far preparations have been made and whether other persons are involved.’

Authorities at the CentrO shopping center showed a heavy presence Thursday evening due to the threat of the situation.

‘In civilian clothes and in uniform they controlled the area, clearly visible to visitors and customers,’ police said in Friday’s statement.

Police to begin training of 10,000 recruits on December 31

The Police Service Commission has announced that the training for its 10,000 recruits will commence on December 31.

In a statement on Thursday, the commission said the six states in the South-West were allocated 1,322 constable slots.

Lagos, Ondo and Osun got 652 constable slots, Oyo and Ekiti, 477 and Ogun, 193.

North-West states of Kaduna, Kano and Katsina states received 1,137 slots while Sokoto, Zamfara, Kebbi and Jigawa states were given 823 slots.

According to the PSC, the 10,000 applicants will be trained in various police colleges and training schools across the federation.

Spokesman of the PSC, Ikechukwu Ani said 500 recruited Cadet Assistant Superintendents of Police would be trained for 12 months at the Police Staff College, Jos while the 500 Cadet Inspectors would be at the Police College, Ikeja.

“South West states of Lagos, Ondo and Osun, with a total of 652 recruited constables will be trained at the Police College, Ikeja while 477 others from Oyo and Ekiti States will be trained at the Police Training School, Ibadan. 193 recruited Constables from Ogun State will use the Police Training School, Iperu,” the statement added.

17 dead as DR Congo police clash with cult members

Seventeen people have been killed in clashes between DR Congo police and members of a cult that believes the end of President Joseph Kabila’s mandate will usher in the apocalypse, a regional governor said Thursday.

Bienvenu Esimba, governor of DR Congo’s northwestern Mongala province, said the clashes broke out Wednesday in the provincial capital Lisala when members of the sect burned dozens of houses and attacked a market before launching an assault on local electoral commission offices.

“The toll from the clashes is 14 militiamen from the political-religious cult and three dead police officers,” Mr Esimba said by telephone, adding that cult leader Wami-Nene was among those killed.

A local Catholic priest confirmed that cult members had launched the attack.

DR Congo is mired in political crisis two days after President Kabila’s second and final term in office had been due to end on December 20, with no indications that he is planning to step down.

Esimba said the cult members, armed with AK-47 assault rifles, had burned 47 houses and attacked the offices of the electoral commission because they judged the institution to be “useless”.

Troops had to step in to “neutralise” the guru Wami-Nene during the three hours of violence until midday on Wednesday, he said, adding that security forces had “acted in legitimate defence”.

The situation was calm by Thursday morning, Esimba said.

Policeman docked for murder at checkpoint

An Osogbo Magistrate’s Court in Osun on Thursday remanded a 48-year-old police officer, Pius Felix, in prison for alleged murder.

Mr. Felix, who is attached to Awo Police Station, Ede, is facing a count of murder.

The Magistrate, Olubukola Oluwolagba, ordered the accused kept in prison custody because of the magnitude of his alleged offence.

The prosecutor, Mireti Wilson, told the court that the accused committed the offence on December 20 at Ara Junction, in Awo, Ede.

He said the policeman killed one Micheal Ishola, who allegedly refused to stop his vehicle at a check point.

He told the court that the accused had threatened to shoot the deceased, if he failed to stop, and later did so.

He said the offence contravened Section 316 of the Criminal Code Cap 34 Vol. 11 Laws of Osun, 2003.

The plea of the accused was not taken and the case was adjourned to February 9, 2017 for mention. 7

New Whistle Blowing Policy: Nigerians to Make Money when They Expose Corruption- Kemi Adeosun

The Federal Government has approved a new policy on whistle blowing that aims to encourage Nigerians to report financial and other related crimes to relevant authorities.

The highlight of the policy is that whistleblowers whose revelations lead to recovery of money will be entitled to as much as 5 per cent of the recovered sum.

The new policy was approved Wednesday at the meeting of the Federal Executive Council , chaired by President Muhammadu Buhari inside the Council Chamber of the Aso Rock Villa.

The Minister of Finance, Kemi Adeosun, who announced the new policy to State House correspondents, said it is being put in place “in conjunction with the Attorney General of the Federation and Minister of Justice”.

She said the policy is a stop gap initiative until the National Assembly formally passes a law on whistle blowing.

She said the new programme encourages Nigerians with information on financial crimes to disclose it.
She said the aim is to strengthen the fight against corruption by the Buhari administration.

She said anyone who provides information leading to the recovery of fund will be entitled to not more than five per cent of the recovered sum.
Ms. Adeosun said the government will set up a website and provide a phone number and email for people to use.

She said anonymity and protection of whistleblowers will also be guaranteed.

Angry Ekiti traders destroy government, police property.

Traders and street hawkers in Ado Ekiti, the Ekiti State capital, on Wednesday resisted attempts by officials of the Ministry of Works to restrain them from displaying their wares along the roads.

Having prepared well to make huge gains in the ongoing yuletide, the traders considered the action of the task force a “disturbance,” and an attempt to deny them of their season’s profit.

They also engaged in street protests, burn fires, and even vandalizing the office of the Commissioner for Works, Funmi Ogun.

PREMIUM TIMES gathered that trouble began when early on Wednesday morning, officials of the ministry, popularly called “Dagrin,” prevented street trading in the city by arresting and seizing wares of many who had displayed them on the streets.

The move angered the traders who reacted by vandalizing properties in sight, shattering windows and doors of government offices.

“Many of us have market stalls in the demolished markets and are awaiting spaces in the new Oja-Oba market under construction.

“We cannot afford to go and get shops now as that would be too expensive. So they should pardon us for this time. At least, we have obeyed them all along before now.

Anti-riot policemen were, however, dispatched to the scene of protest to ensure calm. They fired tear gas to disperse the protesters.

Three of the aggrieved traders were also arrested by the police.

The Ekiti State Governor, Ayodele Fayose, also went to the scene to see things for himself.

He appealed to the protesters to stay calm as the government would look into the cause of the problem.

The Police Public Relations Officer, Ekiti State Command, Alberto Adeyemi, told PREMIUM TIMES that the suspects were not arrested for protesting, but for vandalizing government property.

“They vandalised government properties and mashed government vehicles,” he said.

“Even the police van that was sent to curtail their activities was also destroyed, so we are investigating the matter.”

He however said the situation had been brought under control and residents were freely going about their businesses.

Police: Don’t collect wrapped gifts from strangers this Christmas, they could be bombs

Muazu Zubairu, the commissioner of police in Niger state, has cautioned residents of the state against receiving wrapped gifts from strangers during the yuletide.

 

Speaking with NAN on Wednesday, Zubairu said the residents needed to be cautious because of desperate attempts by the insurgents to cause havoc.

 

While stating that the gifts could turn out to be striker bombs, he said the police had taken measures to deal with whatever form of security threats.

 

“We will continue to utilise the avenues of intelligence-led policing, community, visibility policing as well as constant intelligence-led raid on criminal hideouts to arrest and prosecute the hoodlums,” Zubairu said.

 

“We are battle ready to deal with any form of security threats to enable people celebrate the festivities in a peaceful atmosphere.”

 

The police commissioner urged officers command to continue to put in their best as hard working ones will be rewarded.

 

He also urged residents to report suspicious movements as this would greatly assist in apprehending suspected criminals.

NOPRIN tasks IG of Police on Highway Robbery during the Yuletide

Network on Police Reform in Nigeria – NOPRIN requests the Inspector General of Police to urgently intervene and address the concerns of citizens travelling to the Southeast during this yuletide. We are receiving several complaints of too many police checkpoints within very close range to each other which are seriously obstructing, rather than easing, free flow of traffic. One witness wrote: ‘Sir, l counted twenty three (23)  Check Points between Onitsha Head bridge and my destination in lmo State . This is terrible and disturbing.’

 

These ubiquitous checkpoints and road blocks are causing traffic gridlock with the attendant delays and hardship for travellers.

 

The need for police patrol to beef up security and ensure the safety and security of road users, especially during this period cannot be overemphasised. But when such effort becomes counterproductive by constituting a source of suffering for the citizens, it calls for urgent review.The sheer number of police checkpoints on southeast roads makes the zone look like it is under siege, like a conquered territory and this is breeding ill-feelings and frustration.
We are not aware that the ban on police checkpoints have been lifted. What we know the police have ordered are police patrols, not road blocks or checkpoints.
These checkpoints have historically been known to be nothing more than avenues for extortion, harassment and killings.

We therefore, request the IGP to order a review and close monitoring of the operations and activities of personnel within the Southeast zone to ensure that they carry out their duties in a proper, citizen-friendly and lawful manner that does not constitute traffic obstruction and inconveniences, or become avenues for extortion and harassment of road users.

Kidnapped two-year-old, pregnant woman released after ransom payment.

Fareeda, the two-year-old daughter of a slain broadcaster, who was abducted by gunmen in Ikorodu area of Lagos State, has been released.

Sources told the News Agency of Nigeria that the abductors released the little girl and a friend of her mother on Monday evening at Ikorodu.

They were released after the husband of the deceased broadcaster parted with an undisclosed ransom.

NAN learnt that the two-year-old girl has reunited with her father and other family members.

It was gathered that the abductors had taken Fareeda and her mother’s friend to a deserted area and handed over transportation fare to the pregnant woman.

The kidnappers got in touch with the father, who later gave them some money.

“The girl’s father was instructed to go and wait for them at a particular place but the gunmen dropped the girl and the woman at another place.

”The suspected kidnappers gave the woman some money for transportation to take the little girl home,” a source said.

The Lagos State Command Police Public Relations Officer, Dolapo Badmos, confirmed the release of the little girl and her mother’s friend.

“Yes I can confirm that they have been released, but I don’t have any information on when they were released,” Ms. Badmos said.

Meanwhile, Kebbi State Police Command has commenced investigation into the alleged kidnap and murder of a teenager, Zara’u Bello, in Kimba, Jega Local Government Area of the state.

The Commissioner of Police, Kabiru Ibrahim, confirmed the commencement of the investigation.

He said that some suspects had been arrested and the case transferred from Jega Divisional Office to the State Criminal Investigation Department for thorough investigation.

Mr. Ibrahim said that some of the suspects were still at large.

He gave the assurance that the command would do its possible best to bring the culprits to book.

Meanwhile, the father of the 17-year-old teenager, Bello Kimba, told NAN that the body of his daughter was discovered in the bush three days after her sudden disappearance last Wednesday.

Mr. Kimba said that the deceased was going to her sister’s house between 7 p.m. and 8 p.m. when she disappeared.

Tear gas fired in DR Congo at anti-Kabila protesters.

Police have fired tear gas to disperse protesters demanding an end to President Joseph Kabila’s rule in the Democratic Republic of Congo’s capital Kinshasa, witnesses say.

Gunfire was also heard in the second city Lubumbashi, but it was unclear who was behind the shooting, reports said.

Mr Kabila’s main rival said his refusal to step down amounted to a coup.

The president’s 15-year rule was supposed to end on Monday at midnight, but has been extended to 2018.

The electoral commission cancelled elections due last month, citing logistical and financial difficulties in organising them.

Mr Kabila has now formed a 74-member transitional government to lead the vast central African state until elections are held in 2018.

In a video posted on social media, main opposition leader Etienne Tshisekedi called for peaceful protests to demand Mr Kabila’s resignation.

“I launch a solemn appeal to the Congolese people to not recognize the… illegal and illegitimate authority of Joseph Kabila and to peacefully resist [his] coup d’etat,” Mr Tshisekedi said.

Demonstrators have set up barricades and burned tyres in parts of Kinshasa and Lubumbashi in the south of the country.

Mr Tshisekedi’s message was not available in DR Congo where authorities authorities have restricted access to social media networks, the AFP news agency reports.

DR Congo has not had a smooth transfer of power since independence from Belgium in 1960.

Mr Kabila took power in 2001 following the assassination of his father Laurent Kabila.

The constitution bars him from seeking a third term in office.

Corpse of senior police officer in Ekiti found 24 hrs after kidnap

Idowu Taiwo, superintendent of police attached to Ekiti state police command, has been murdered by unknown persons.

The deceased was reported to have been initially kidnapped at a relaxation spot on Sunday night.

His corpse was later found on Monday in a car in Ado Ekiti, capital of the state, after a search for his whereabouts.

Until his death, the deceased was the officer in charge of finance, commonly called OC MSS in the force’s parlance.

The motive for his murder is yet to be ascertained.

NAN quoted a source as saying he was at a relaxation joint not far from a police station at Ologede area of the state capital when the assailants stormed the place and took him away.

He added that the corpse of the deceased was discovered in a car with cuffs on his hands.

Alberto Adeyemi, the command’s public relations officer (PRO), has confirmed the incident.

“I confirm that the deceased was officer ‘OC MSS,” he said.

“His name is SP Idowu Taiwo; he was taken away fromOlogede area and was later found dead at Ajebamidele area in Ajilosun area of the state capital.

“After he was murdered, they abandoned his body in a car in Ajebamidele area of the town.

“Investigations have begun to arrest the perpetrators, but no arrest has yet been made.”

Court Orders 24/7 Police Protection For El-Zakzaky And His Wife Upon Release.

An Abuja Division of the Federal High Court ordered 24/7 police protection for the leader of the Shi’a Islamic Movement in Nigeria, Ibrahim El-Zakzaky, and his wife once they are released from custody.

It would be recalled that Mr. El-Zakzaky was arrested by the military on December 14, 2015, after a clash between the movement and officers of the Nigerian army. The army killed at least 347 members of the group.

Justice G.O. Kolawole of the Federal High Court Abuja ordered El-Zakzaky, and his wife to be released from unlawful detention following the lawsuit filed on their behalf by human rights lawyer Femi Falana, SAN.

The court in Suit Number FHC/ABJ/CS/281/2016 between Sheikh Ibraheem Elzakzaky and State Security Service; the Nigeria Police Force; and the Attorney General of the Federation ruled that, “The Respondents shall within 45 days of this Judgment make proper and decent arrangement of a residential abode for the Applicant and his family in Kaduna State or anywhere of their choice within the Northern Region, where the Applicant and his wife and their children can relocate when released upon the expiration of 45 days from today (that is, 2/12/2016).”

The judgment dated  December 2 2016 reads in part: “Let me state clearly and for the avoidance of doubt that the failure by the government to effect the release of the Applicant and his wife from its custody or any illegal custody whatsoever, upon the expiration of the 45th day from 2/12/2016, such failure shall not only constitute a deliberate acts of disobedience of these orders, but it will crystallize into fresh cause of action of infraction of the Applicant’s rights and his wife to personal liberty guaranteed by the Constitution of Nigeria 1999, as amended.”

“The Inspector General of Police or any of its subordinate officers not below the rank of Assistant Inspector General when he received the Applicant and his wife as ordered, shall take immediate step within 24 hours of receiving the Applicant and his wife convey the Applicant and his wife under necessary security escort to their place of abode as would have been provided by the 1st Respondent working in conjunction with the 3rd Respondent. The 2ndRespondent shall then provide the Applicant and his wife police protection which shall operate 24/7 until the alleged threats which were not provided by any admissible evidence but left in the realm of speculation are moved or significantly diminished.”

“Let it be clearly stated and for the avoidance of doubt that the protection which the 2nd Respondent shall accord to the Applicant and his wife shall not be used under any guise by the 2nd Respondent to place or confine the Applicant and his wife under any form of restriction which would invariably translate to the 2nd Respondent substituting its own ‘safety custody’ with the 1st Respondent’s ‘protective custody’.

“The essence of the order which I have made is to enable the Applicant and his wife to be able to live their normal lives whilst being under constant protective watch by the 2nd Respondent’s officers in their new place of abode. It is the primary responsibility of the 2nd Respondent to protect lives and properties of every Nigerian and even non-Nigerian within our country’s boundaries.”

“Applicant and his wife in the said sister suit have cumulative general damages which I have fixed at N50 million. The Applicant’s suit and the wife’s sister suit succeed on the basis of the reliefs which the Court has granted.”

“When I reflected on all the issues and questions which I had raised in the course of reviewing the processes filed and exchanged by both parties, not only was I unable to set my eyes on the provision of any law or the Constitution by which the Applicant’s detention, albeit in a ‘protective custody’ can be justified.”

“By my modest understanding of constitutional law, every act of detention is presumed to be unlawful and having to the omnibus provision of Section 35 of the Constitution of Nigeria 1999 as amended, to be unconstitutional. The evidential burden to prove that the detention of any citizen or non-citizen who resides within the boundaries of Nigeria in the context of the exceptions in Section 35(1)(a)-(f) invariably lay on the State or any of its agents or agencies as the jailer.”

“The Court has not been afforded any believable evidence (for instance, to produce the Applicant in court in order for him in the full glare of the public, to denounce the suit filed on his behalf by Femi Falana, and to state as a free citizen, that he had consented to his being held in the custody of the 1st Respondent’s custody for his own safety) to prove the alleged consent of the Applicant to be held in protective custody.”

“The issues which the instant suit has thrown up are in my view too serious and of fundamental importance to the health of our national psyche in a democratic setting that this Court will fail the legitimate and expressed expectations of the Rules to enforce the Applicant’s fundamental rights allegedly breached by the Respondent. If I leave to borrow a folklore saying in the Yoruba language, a more deleterious ailment of leprosy as it were, and begin to grapple with the lesser issue of ‘ringworms.’

“To do so by dancing to such niggling issues of technicality will be a disservice to the demands of justice, and the legitimate expectation of majority of Nigerian people who look up to the Judiciary as the only arm of government empowered by virtue of the provisions of Chapter IV of the Constitution to serve as the bulwark against possible violations of the Constitution and occasional mindless abuse of powers by any of the arms or agencies of government.”

“While both learned Counsel have been duly heard on their respective processes, in the course of adjourning the case for Judgment, I deliberately engaged both the Applicant’s lead Counsel Femi Falana, Esq. SAN, who over the years has remained unarguably one of Nigeria’s legal profession’s constant and unwavering ‘combatant’ in the field and on the frontline of human rights advocacy and the Respondents’ Counsel.”

“My judicial intervention in this regard was to protect our country from further needless global exposure which the instant case has occasioned, and to minimize whatever damage the incident may have caused to our national image with the international community amongst friendly democratic states.”

Police declares Chinese wanted for attempted murder in Kano

The Kano State Police Command has declared Yang Zhong, a Chinese national wanted over alleged attempted murder of another Chinese.

 

The command’s Public Relations Officer, DSP Magaji Majiya, said that Zhong was declared wanted in connection with attempted murder of a Kano-based Chinese businessman, Mr Wu Haiwang, on July 17.

 

“Mr Yang Zhong, also a businessman, is suspected to be behind the murder attempt made on Mr Wu Haiwang,’’ he said.

 

“As a result, Mr Yang Zhong, holder of Passport No. G58738024, suspected to be the brain behind the murder attempt, has been declared wanted by the police,’’ Majiya added.

 

Majiya said the Chinese embassy has been contacted to help track down the suspect.

 

He said three other suspects had been arrested and charged to court in connection with the murder attempt while efforts were being made to arrest the remaining suspects.

Nigeria police officer clubbed to death in Enugu State.

The Enugu State Police Command says it has commenced investigation into the clubbing to death of a police officer who was attempting to apprehend some hoodlums smoking Indian hemp in Enugu metropolis.

 

The News Agency of Nigeria, NAN, reports that the incident took place at about 5.p.m on Saturday at the popular New Artisan Market within Enugu metropolis.

 

NAN gathered that the hoodlums, who were intoxicated with the hard drugs, overpowered the officer and then used hard objects to club him to death.

 

Reacting, the command’s spokesman, Ebere Amaraizu, said that the police had begun massive crackdown and investigation into the matter.

 

“We are saddened with the development that we lost one of our own in the line of duty.

 

“It is unfortunate that at this age, people still engage in maiming law enforcement officers meant to protect and ensure they live peacefully in their neighbourhoods.

 

“We have launched investigation into the matter.

 

“The command would unravel what happened and deal with the culprits decisively,” he said.

Police arrest man who ‘confessed’ to sexually abusing 11 minors

The Enugu State Police Command has arrested a man who allegedly abused minors sexually for money ritual..

The command’s spokesman, Ebere Amaraizu, said this in a statement issued in Enugu on Sunday.

Mr. Amaraizu said the suspect was arrested on December 11.

He said that the suspect, a resident of Opanda in Uzo-Uwani Local Government Area of the state, often had anal sex with his victims.

The police spokesman said the suspect had believed that wealth could be gotten through money ritual by sexually abusing male and female minors.

“He has sexually abused no fewer than 11 minors through their anus.

“The suspect revealed that he has a white cloth with which he used to flash on the face of his victims usually within the age range of 3, 4, 7, 8, 9 and 11.

“He further revealed that as soon as the white cloth is flashed on their faces, they will lose their consciousness and follow him to where he will abuse him or her through the anus.

“This is for the purpose of reaping the victim’s destiny which in turn helps to boost the process of his financial acquisition/wealth,’’ he said.

When asked as to whether he had started getting the money, Mr. Amaraizu said that the suspect replied that he was still in the process as it needed to be completed with at least 15 minors.

The police spokesman said that full scale investigation had begun into the incident.

“The suspect is now regretting his alleged nefarious activities of sexually abusing minors through their anus,’’ he said.

BREAKING: Nigeria Police raise panel to probe Wike’s ‘threat to kill electoral officials’

The Inspector General of Police, Ibrahim Idris, has constituted a panel of detectives to investigate crisis associated with the recent Rivers rerun elections.

A key aspect of the investigation would be a forensic examination of an audio clip containing threats allegedly made by Governor Nyesom Wike to kill electoral officials who failed to do his bidding after receiving bribes.

In the audio, first published by news website Sahara Reporters, Mr. Wike could be heard threatening to kill the officials if they did not do his bidding or return his money.

“They should return what they gave them or I will kill them,” the governor was heard telling a supposed aide whom he asked to warn the unnamed INEC officials from deployed from Plateau.

PREMIUM TIMES could not verify the authenticity of the clip or when the discussions held.

The governor’s office said the audio was manipulated.

A statement Saturday by police spokesperson, Don Awunah, said the police IG was responding to a statement credited to the chairman of the Independent National Electoral Commission, Yakubu Mahmud, to the effect that there were 70 incidents that tended to derail the election.

He said the IG “has set up a team of detectives and experts to conduct a thorough investigation into the incidents mentioned by the INEC chairman with a view to unravelling those who directly or indirectly are responsible for such incidences and bring them to justice”.

“The investigative team is also mandated to conduct forensic analysis on the audio report released by Sahara Reporters purportedly to be the voice of the Executive Governor of Rivers State, His Excellency Chief (Barr.) Nyesom Wike (CON) pertaining to the concluded elections.

The statement enjoined the government of Rivers State and INEC to avail the investigative team with facts at their disposal and grant them the desired cooperation and assistance to achieve a comprehensive and conclusive investigation.

“The election observers, civil society groups, Human Rights watchers and other stakeholders are equally called upon to assist the team with valuable information they may have,” the statement said.

The investigative team is headed by a Deputy Commissioner of Police who has “vast experience in investigation”, and the team has 30 days to complete the investigation and submit report that would be made public, Mr. Awunah said.

#RiversRerun: Five Suspects Arrested Over Attempted Electoral Interference

The Nigeria Police Force (NPF) have arrested five suspects for attempting to disrupt the December 10, 2016 re-run elections in Rivers State, the force’s public relations officer announced on Wednesday.

In his press release, DSP Don N. Awunah praised the police officers deployed to the polling stations for preventing widespread violence, saying that the election was, from a security perspective, “a huge success.”

“The pre-election predictions of plausible and imminent violence was forestalled by the massive deployment of security personnel and logistics, creative engagement of stakeholders, robust interagency collaboration and effective discharge of election duties, coupled with transparency and accountability displayed by the security agents,” Mr. Awunah said. Previous elections in Rivers State have been afflicted with violence, but this time around, police were adequately prepared to protect the integrity of the elections.

While the poll was largely conducted peacefully, attempts were made to instigate violence and disrupt the election, he explained. Five persons accused of such were promptly arrested.

Mr. Awunah disclosed their names to the press: Noble Nwaerema, Dike Deinpiribo, Valentine Alalibo, Onwunari J. Warmate, and Iloke Stephen.

According to the PRO, these suspects were found with stolen Independent National Electoral Commission (INEC) materials and weapons.

The recovered INEC items included: one green INEC bag, eight ballot paper booklets, one INEC Accreditation Incident Report forms, one statement of results booklet, one “blood stained” APC agent ID card.

Among the recovered weapons and ammunition recovered were one AK-47 rifle, one assault rifle, six magazines, and 112 rounds of live ammunition.

Mr. Awunah explained that Noble Nwaerema, 33, was arrested by Special Anti-Robbery Squad (SARS) operatives along Rumusi Elele. The suspect said the youth president of the Itu-Ikwere community hired him, along with eight others, to steal INEC materials in Emouha Local Government Area.

The four other suspects arrested are members of a cultist group and are “professional political thugs,” Mr. Awunah said. They were responsible for several armed attacks that were carried out in Abonnema, Emuoha, Elele, Eteche, and Omoku

Mr. Awunah added that some security personnel were also arrested for “professional misconduct” that jeopardized the integrity of the electoral process. He assured the news media that a high-powered investigative panel is currently investigating these gross violations of police conduct.

I bought a stolen boy for 100, 000 Naira because I wanted a male child – Suspect

Police in Abia State have rescued a 4-year-old boy, Obinna Ozuoba, from child traffickers. They arrested two suspects, one Rowland Egbe, 30, and a 50-year-old woman, Mrs. Chioma Ohajinmmadu, suspected to be the boy’s would-be buyer.

The boy, who was lured with biscuits and Gala, has been reunited with his parents, Mr. and Mrs. Uzoma Ozuoba. According to Abia State Police Commissioner, Mr. Leye Oyebade, Rowland Egbe,was arrested while taking the abducted boy to the would-be buyer.

According to Egbe, he had earlier sold a female child to Ohajinmmadu through a middle-man, Uche, and he was paid N50,000 out of the agreed price of N150,000. However, Chioma wanted a male child, hence the kidnap of Obinna.

He said that he knew the Obinna’s parents and the boy knew him. According to Oyebade, Egbe had earlier sold another boy, Maxwell, two weeks before his arrest. Egbe reportedly worked in connivance with one Uche, who is said to be currently at large.

In an interview the buyer said that she decided to buy the boy because she did not have a male child. According to her, “I paid N150,000 for the boy that was first sold to me. But I gave him to another woman because I wanted a fair complexioned boy whose skin would blend with that of my family.” .

She claimed that she did not know where the woman who purchased the first boy, identified as Maxwell, from her lived, as the business was transacted on the street

20 arrested over killing of policemen, missing NYSC members in Rivers re-run

Indications emerged, yesterday, that the crack police team sent to Rivers State to nab the killers of Deputy Superintendent of Police Alkali Mohammed, his orderly and other missing officers during the re-run elections in Rivers State, might have made a breakthrough, with over 20 suspects in police net.
Senior police officers involved in the manhunt for the killers will, today, brief the police high command on the development before making public the ‘highly priced catch.’ Vanguard gathered that the briefing will include the fate of the police officers and members of the National Youth Service Corps, NYSC, who were also abducted during the ambush by some cultists at Uju community, Ogba Egbema Ndoni Local Government Area of the state.
This came as the Inspector-General of Police, Ibrahim Idris, has ordered the setting up of a special panel to investigate the incident. The police boss also expressed satisfaction with the performance of officers during the re-run parliamentary elections, adding that the beheading of the officers did not affect the successful outcome of the elections; he also condoled with the victims’ families.
A special squad invades River Vanguard gathered that the special police team made up of officers from IGP’s Intelligence Response Team, IRT; the Special Anti-Robbery Squad, SARS, both from Force Headquarters, Abuja; Special Anti-Robbery team from Ikeja and Adeniji-Adele, both in Lagos; the Intelligence Unit in Abuja and Rivers State, and the Special Investigations Bureau, SIB, arrived Rivers State soon after the beheading of the officers by suspected cultists during an ambush at Uju.
The team, according to sources, swung into action and was able to trace the hideout of the suspected killers after searching Uju community and beyond.
It was learned that no fewer than 20 suspects are presently in police net, but sources said they were sure that the real perpetrators must be amongst those apprehended. According to the source, who spoke on condition of anonymity, “we have actually recorded a breakthrough, but we will not make it public until we fish out our missing officers and members of the NYSC— dead or alive.” DSP Mohammed, who was leading about 12 officers of MOPOL 48 on election security duty, was said to have run into heavy gunfire.

Rivers Rerun: Nigeria Police confirm killing of DSP, say others officers missing

The Nigeria Police have confirmed that a deputy superintendent of police was killed during the rerun elections in Rivers State.

The police also confirmed that some other police officers who partook in the security arrangement for the election are still missing.

The Inspector-General of Police, Ibrahim Idris, therefore said a high-powered investigation team has been directed to investigate the circumstances surrounding the death of Mohammed Alkali and other missing officers during the re-run elections in Rivers State.

A statement issued in Abuja on Tuesday by the Force spokesman, Deputy Commissioner of Police, Don Awunah, said Mr. Idris’ master plan on election security would continue to be improved upon for future elections

“This master plan will usher in credible, fair, free and acceptable elections in accordance with the principles of democratic policing and international best practices,” Mr. Awunah said.

He said some disgruntled elements in the state attempted to foist violence and insecurity on the populace that were generally peace loving.

“Comparatively, the re-run election was a huge success in contrast to past elections in the state that were usually characterised by violence and wanton destruction of lives and property,” he said.

The police chief expressed satisfaction with the performance of the police officers deployed to Rivers for the elections.

“The IGP condoles with the family for this great loss and identify with the grief of his colleagues,” he said.

PREMIUM TIMES had reported how Mr. Alkali was killed on election duty. He and his team were sabotaged at an ambush at Omoku, Onelga Local Government Area, a report by CLEEN foundation showed.

Mr. Awunah said the report by CLEEN Foundation, an NGO, that the elections were “marred by irregularities, violence, and open bias by security operatives and electoral personnel lacked substance.”

“It is a disservice to the evolving Nigerian democracy and sacrifice of the security personnel for the CLEEN Foundation report to assert that.

“It is also saddening for the CLEEN Foundation report to attribute the death of a police officer, DSP Mohammed in the course of duty to what the report termed “unwarranted use of force and shooting.

“It is a brazen display of insensitivity to the fallen officer and disrespect to the family.

“Non-Governmental Organisations (NGOs) are our veritable partners; the extent to which they justify funding should not undermine national interest,” he said.

Contrary to the police’ claim, PREMIUM TIMES and other election monitors witnessed large scale connivance of the police and other security officials in the various malpractice that characterised the Rivers rerun election.

On Monday, Mr. Awunah said that the police chief wished to reassure Nigerians that enthronement of credible electoral process remained one of the police’s uppermost priorities.

“In addition, the I-G commends the good people of Rivers for the cooperation availed the police and other security agencies in the course of the re-run elections,” the spokesman added.

Nigeria Police inaugurate committee to tackle cattle rustling

The Inspector-General of Police, I-G, Ibrahim Idris, has inaugurated a 27-member implementation committee on the curtailment of cattle rustling in Nigeria.

Inaugurating the committee in Abuja on Tuesday, Mr. Idris charged its members to come up with policies and strategies to enable the police stamp out the menace of cattle rustling in the country.

“I believe with proper coordination and synergy the problem of cattle rustling will be a thing of the past in Nigeria,” he said.

He said the setting up of the committee was overdue, adding that cattle rustling and kidnapping were part of security challenges confronting the country.

“With the enactment and enforcement of these laws, we will stamp out cattle rustling in Nigeria,” he said.

The police chief said that the standing committee was expected to advise the police from time to time on how to tackle cattle rustling.

Earlier, the Assistant Inspector General of Police in charge of Force Animal Branch, Charles Ugomuoh, said that the committee would in exercise of its functions, set up other committees as the need arises.

He said that members of the committee in partnership with the police had the capacity to stamp out cattle rustling in Nigeria.

“This inauguration is a bold step on the police community partnership and collaboration for enhancement of community policing in Nigeria,” he said.

Garba Sharubutu, who spoke on behalf of the members, said that they were committed in discharging their responsibilities based on the committee’s terms of reference.

He urged members to remain committed to the task assigned to them.

“We need to remain committed to our mother land and nothing will stop us from achieving result,” he said.

The News Agency of Nigeria reports that the committee will among other things, design standard operational guidelines for implementation nationwide.

It will also serve as an advisory body through the I-G to the state governors and the presidency for the curtailment of cattle rustling in Nigeria.

The inauguration of the committee was the fallout of stakeholder’s forum on the curtailment of cattle rustling held on September 20.

Police Begin Manhunt For DSP, Orderly Killers.

The Rivers State Police Command said on Monday that it had begun a manhunt for the killers of a Deputy Superintendent of Police, Alkali Mohammed of Mobile Police, Unit 48, and his orderly.

The State Police Public Relations Officer, Mr. Nnamdi Omoni, told The PUNCH in an interview that special units of the Nigeria Police Force had joined the ongoing investigation with a view to apprehending the hoodlums and bringing them to justice.

A group of bandits suspected to be cultists had ambushed a police patrol team in Ujju community near Omoku in Ogba Egbema/Ndoni LGA of the state, killed and beheaded a DSP and his orderly.

It was learnt that the hoodlums escaped with the police patrol vehicle and took some weapons along with them.

But the state police spokesman promised that those behind the dastardly act would never go unpunished, adding that one policeman, who could be the driver of the patrol van, was still missing after the incident.

“The death of the DSP has been confirmed and his body has been recovered. The policeman (orderly) is still missing. All hands are on the deck and we are combing the bush around some communities.”

Omoni said, “The Command’s Tactical Unit has swung into action; the IGP Unit is also helping the manhunt for the hoodlums. Investigation had been ordered and we will get the perpetrators of this act in no time.

“It is a sad moment for the police and we pray that their gentle souls will rest in peace.”

The 6 Division of the Nigerian Army in Port Harcourt had raised the alarm over the activities of hoodlums on Ogba/Egbema/Ndoni LGA during Saturday’s legislative rerun election in Rivers State, disclosing that two policemen were killed and beheaded.

The General Officer Command, 6 Division, Maj.-Gen. Kasimu Abdulkarim, had said in a statement, “The most brutal incidence occurred at Ujju Community near Omoku in Onelga where police patrol team was ambushed.

“In the ambush, 10 policemen scampered into the bush. The Mobile Police organized a rescue mission.

“Regrettably, the team discovered that DSP Alkali Mohammed of Mobile Police Unit 48 was beheaded along with his orderly. The patrol vehicle was taken away with weapons, three policemen escaped while five were missing in action.

“This is the same area where soldiers of 34 Brigade were ambushed on 20 November, 2016 where a soldier was killed.

“Also on 21 November 2016, 4 personnel of NSCDC were killed and their weapons carted away. These attacks are reasonable evidence of violations of breach of the law and order which portray the area as a flash point.”

Senate Cuts down President’s Control of Nigeria Police Force

Nigeria’s Senate is stepping up efforts at saving democracy from executive abuse. It plans to amend the Constitution to decentralise the police force, whittle down the powers of the President over commissioners of police by giving state governors the power of the ‘last command.’

Through a gazetted Senate Bill 346 sponsored by Solomon Olamilekan of the All Progressives’ Congress (APC) from Lagos East Senatorial District, the Upper Legislative Chamber has given full powers to governors to issue unconditional directives to the Police in their states.

A copy of the Bill specifically deleted the proviso in section 215 (4) of the 1999 Constitution as amended that empowered the President to overrule any orders given to a Police Commissioner by the state governor.

The Bill also seeks to nullify the provision in section 215(5) which had prevented any court from entertaining cases arising from such orders issued by the President to the police.

Greater control of the police by states will douse tension between the presidency and state governments over local policing, bolster efforts at fighting crime and ease governance. Effective policing at that level would also help states build the required infrastructure to create jobs.

There have been loud calls for political restructuring of the country for effective policing at the state and local government levels in response to rising spate of crime, including insurgency, armed robbery and kidnapping. The idea of state police has received increasing support despite Federal Government’s insistence on total control of the force. It was also part of the recommendations of the 2014 National Conference convened by former President Goodluck Jonathan which the current government has refused to implement.

Security experts have however said, without appropriate checks and balances in place, governors’ control of police commissioners in their states would be a “recipe for disaster.”

Managing Director of Beacon Security Consulting, Kabir Adamu, expressed worry that the political situation in Nigeria does not favour the decision, as its implementation would help political and self-serving interest prevail.

He said: “But I think it would be better if one sees the checks and balances the Senate intends to introduce in the new law and to ensure that this very vital institution of law enforcement is not used to serve either political party or self interest. If they do not introduce checks and balances, then it is a recipe for national disaster,” Adamu argued.

Aliu Umar Babangida, who manages the Abuja-based Goldwater & Rivers and Consult, a defence and national security firm, agreed with Adamu. “It is necessary but not yet the right time to allow governors exercise control over Commissioners of Police,” he said.

The Police force in its reaction said it would simply enforce any law made by the Legislature and signed by the Executive arm of government.

“I can’t comment on political decisions; we are professionals and law enforcers. Whatever law comes into force, we would obey, Force Public Relations Officer (FPRO), Don Awunah, said.

He described the Police as an agency vested with the responsibility of enforcing the law, while the National Assembly makes the laws.

The specific amendment that removed the obstacle on the way of state governors in directing the police commissioners reads: “The Constitution of the Federal Republic of Nigeria 1999 (in this Bill referred to as “the Principal Act”) is altered as set out in this Bill. Section 215 of the Principal Act is altered by deleting the provision to subsection 4.”

The same section 215 is also altered by deleting immediately after the word “shall” in line 3, the word “not” in subsection 5. 3.”

The explanatory memorandum to the Bill states that it seeks to alter the Constitution of the Federal Republic of Nigeria 1999 (As Amended) by deleting the Proviso to section 215 (4) and removing the ouster provision of directions given to the Police on combating crime under section 215(5) of the Constitution.”

The amendment, according to sources within the Senate, became necessary following undue control of the police by the Federal Government and its agents in Abuja, which has made it difficult for governors to promptly address security issues in their states.

As if underscoring the move by the upper legislative arm, former President Olusegun Obasanjo yesterday urged Nigerians to give the police the necessary support for effective and efficient policing.

Obasanjo spoke in Abeokuta at a maiden meeting of the Eminent People’s Forum (EPF) and launching of “Change Begins with me” of the Ogun State Police Command.

The State Police Commissioner, Ahmed Iliyasu, disclosed that the EPF is a collaborative group that works to make policing more efficient.

The former President disclosed that the work of the police is a difficult task; hence, society must help them to perform their duties.

Obasanjo explained that security of the society must be done collectively. He urged the people to assist the police in the community with necessary information.

Ogun State Governor, Senator Ibikunle Amosun, a direct beneficiary of the proposed law, who was represented at the event by Secretary to the State Government, Mr. Taiwo Adeoluwa, lamented the total loss of public trust in the police and urged men and officers of the police to do everything possible to evolve new strategies at combating crime and restore confidence in themselves.

In a nutshell, the Senate is seeking the amendment of Section 215 (4) of the current constitution, which reads: “Subject to the provisions of this section, the Governor of a state or such Commissioner of the Government of the state as he may authorise in that behalf, may give to the Commissioner of Police of that state such lawful directions with respect to the maintenance and securing of public safety and public order within the state as he may consider necessary, and the Commissioner of Police shall comply with those directions or cause them to be complied with: Provided that before carrying out any such directions under the foregoing provisions of this subsection the Commissioner of Police may request that the matter be referred to the President or such minister of the Government of the Federation as may be authorised in that behalf by the President for his directions.”

And section 215 (5) in the current constitution that prevented courts from hearing cases related to presidential directives to police reads:

“The question whether any, and if so what, directions have been given under this section shall not be inquired into in any court.”

The Bill, when successfully passed by the Senate, will face little hurdle in the state legislatures which are required to endorse any amendment of the constitution by the national legislsture before it becomes valued. But with the governors already itching to enjoy powers similar to having a state police, the amendment could have a smooth sail in the 36 Houses of Assembly.

Umar Abubakar, one of the arrow heads of the dare devil kidnapping gang led detectives to two (2) houses and three plots of empty land he purchased with the proceeds of his share of the ransom.

The arrested kingpin confessed that he used three million naira (N3m), part of the ransom, to open a provision shop in Minna, Niger State which he was running with his wife. The original papers of the houses and plots of land have been recovered and registered as exhibits and the shop also sealed.

CP Owoseni Orders Release Of Nursing Mother Arrested For Stealing Plantain

In the early hours of today, the Lagos State Commissioner of Police, CP Fatai Owoseni, came to the rescue of a middle aged woman who was arrested by security operatives attached to the Agbowa Police Division for stealing plantain.

It was learnt that the young lady told Police operatives who apprehended her at Agbowa market that hunger pushed her into stealing the wares.

CP Owoseni who however directed the release of the woman and her baby also gave her a token of N10, 000 for her upkeep.

Bauchi Police Invade Kidnappers’ Den, Rescue Victims

On the 10/12/2016 at about 11:00hrs, following intelligence report, Police Patrol Team attached to Ganjuwa Division in collaboration with Danga security stormed a kidnappers hideout at Buzun forest in Ganjuwa L. G. A, of Bauchi State.

On sighting the police, hoodlums opened fire and a fierce gun battle ensued which lasted for more than an hour. As a result, two suspected kidnappers were fatally wounded while one Mustapha Sarkin Bindigan Gali, member of Danga Security, male of Gali hamlet via Soro ward, also sustained a gunshot injury.

However, two women hostages were rescued from the kidnappers and One Suspect was arrested. The rescued victims are,

1. Maryam Alh Shu’aibu female of Loyi hamlet and,
2.Hauwa’u Karfe female of Buzum hamlet all in Nasarawa ward of Ganjuwa LGA of Bauchi State.

The following exhibits were also recovered,
(1) One k2 rifle with beech no. 2016576,
(2) One magazine,
(3) Fifteen(15) rounds of live ammunition and other incriminating items.

Meanwhile, all the Casualties including the rescued victims were taken to General hospital Kafin Madaki for medical attention were the two Suspected kidnappers and One member of Danga Security were certified dead by a medical doctor, while the rescued victims are in stable condition.

Finally, Corpse of the slain Danga security member was released to his relatives for burial after postmortem examination was conducted.

Case under investigation and efforts are being intensified to apprehend other fleeing suspects and bring them to Justice.

The Command appreciate Members of the public for its cooperation and urged them not to relent in providing useful information to enable the Police provide Safety and Security in the State.

Controversy trails death of Synagogue Church worshippers

Police have dismissed a report that three worshippers of The Synagogue Church of All Nations died at the Church premises Saturday.

Dolapo Badmus, the Lagos police spokesperson, said the deaths occurred in a hotel and that bodies of the victims had been sent for autopsy.

“They didn’t die at the church premises,” Ms. Badmus, a Superintendent of Police, told PREMIUM TIMES on Monday. “They are church members. They came for service but died in a hotel.”

But according to the Punch newspaper, at least three worshippers were confirmed dead at the church’s premises following a stampede that occurred during a special healing service last Saturday.

The newspaper listed the dead to include Emeka Okonkwo, Emmanuel Oherin, and a third victim who is yet to be identified.

The newspaper also quoted a witness as saying that the incident happened at about 4.30a.m.

“It was the church’s annual deliverance and healing programme,” the paper quoted the witness as saying.

“Usually at this time, the church becomes a beehive of activities as people come in their thousands to see the prophet for miracles.

“People lodge in different hotels surrounding the church. And they all arrive at the church very early.

“There is a canopy on the premises where worshippers are screened before they see the man of God.

“However, on Saturday, after being screened, the crowd was much and they started struggling through the doorway to see the prophet. In the process, three people collapsed. They were rushed to the Isolo General Hospital, where they were confirmed dead.”

The police spokesperson’s comment contradicted the response this newspaper got when it called a phone number listed on the church’s official website.

“Nothing like that happened, a lady who answered the call said when asked about the worshippers’ death claims.

“No one died. Please ignore such rumour. Thank you.”

Temitope Joshua (popularly known as TB Joshua), the church’s founder is yet to comment on the incident through his favourite medium of communication, the church’s official Facebook page, as at Monday morning.

Saturday’s incident came just as another tragedy occurred in Uyo, Akwa Ibom State, where a Reigners Bible Church building, filled to capacity, collapsed killing at least 50 people.

In 2014, a five-storey building under construction at the Synagogue church collapsed as three additional floors were being added to the original two-storey structure, killing 115 people.

Police ban procession in Jos during Eid-El Maulud

The police in Plateau State have banned religious procession by Muslims in Jos, during Monday’s Eid El Maulud.

“The Nigeria police in Plateau state command, Jos wishes to inform members of the public and Muslim clerics and worshippers that there is a ban on the procession in the evening of 12th December, 2016 after the Eid-el-Maulud celebration,” police said in a statement signed by spokesperson, Terna Tyopev.

The statement also directed Christian and Muslim clerics to stop blocking roads leading to their worship centers within the state capital Jos.

“The commissioner of police also directs that there should be deliberate and gradual reduction in road blockage on Fridays and Sundays by Muslim and Christians during worship hours,” the statement said.

The blockades became rampant following the outbreak of crisis in Plateau State more than a decade ago, and more recently, bombing attacks by Boko Haram.

The police statement also barred the sale and use of fireworks within the state capital, Jos.

“The ban on fire-works; bangers knockouts is still in force and the command shall not hesitate to prosecute both sellers and users of these disturbing items,” it said.

‘Political thugs’ murder senior police officer, orderly in Rivers

Alkali Mohammed, a deputy superintendent of police (DSP), met his untimely death in the hands of suspected hoodlums in the Omoku area of Rivers state, on Saturday.

 

Mohammed’s orderly, who was with him at the time of the unfortunate incident, was also killed.

 

Kasimu Abdulkarim, commander of 6 Division of the Nigerian Army in Port Harcourt, disclosed this in a statement.

 

He said the attackers laid ambush for the deceased officers, who were on duty during the legislative rerun exercise.

 

Abdulkarim added that while three policemen escaped, five officers had been declared missing.

 

There was widespread violence during the election.

Family Of Police Sergeant Shot By Colleagues Over N20,000 Demands Justice

Family members of Sergeant Salvation Adaka, a police sergeant who was shot dead by his colleagues over a N20,000 largesse on November 7, 2016, have called on the police authorities to prosecute the culprits.

It was gathered that Mr. Adaka and three of his colleagues from Agudama Police Division were assigned to provide security at a wake keep on November 6, 2016 where they were rewarded with N20,000.

Trouble began when an argument ensued over the sharing formula for the gift.

Prince Yabrifa Joseph, a representative of the family of the deceased policeman, said that the family just received the autopsy report which confirmed that Mr. Adaka died of gunshot wounds.

He said that the pathologist who conducted the post-mortem and autopsy found pieces of the lethal bullets in the spinal cord of the deceased.

Mr. Joseph, who expressed satisfaction with the steps so far taken by the Bayelsa Police Command on the incident, said that the family is demanding the prosecution of the suspects.

“We have been following developments on the case. Our interactions with the police indicate that three of the policemen with Adaka on that day were immediately arrested and detained,” Mr. Joseph explained.

“We were also told that one of them who was found not to be culpable has been released while two are still in police custody awaiting prosecution while they have been discharged.

“Most importantly, investigations have indicated that the police officers were on official duty when the incident occurred and not illegal duty as being speculated in some quarters.

“We are still in grief because Salvation Adaka was a breadwinner to his entire family, including his extended family. He had an aging mother, five children as well as elder and younger brothers that depended on him.

“We urge the police to sustain the tempo and not to tamper with the evidence available that will form the basis of prosecution. We shall follow this matter to a logical conclusion,” he said.

Sources at Bayelsa Police Command confirmed that the two policemen indicted in the case have dismissed.

The late Salvation Adaka was 33 years old.

Six Egypt police officers killed in checkpoint blast in Cairo

Six police officers on Friday were killed when bombs exploded at a security checkpoint in Cairo in a road leading to the Pyramids, a media report said.

 

“The blast also injured three other policemen and three civilians,’’ it noted.

 

However there was no immediate claim of responsibility for the attack near a mosque in Al Haram Street.

 

Sources added that two bombs, exploded by remote control, were planted in a dust bin under a tree in a garden around the mosque.

 

The bomb disposal team are combing the crowded street for other possible explosives.

 

All the roads leading to the Pyramids are blocked in the search for suspects.

 

In Egypt, bomb attacks are endemic in North Sinai Province, where an Islamic State-affiliated group claim responsibility for most of them.

#ReOpenLAUTECH: Police fire shots to disperse protesting LAUTECH students [Video]

Students of the Ladoka Akintola University of Technology, LAUTECH, on Friday took to the streets to protest the lingering strike action by teaching and non-teaching staff in the institution.

The strike action, which started over six months ago in June was embarked upon by the workers due to the non-payment of their salaries and allowances by the owners of the university, the Oyo and Osun state governments.

The strike action has led to total inactivity in the university.

Friday’s protest by the students later turned rowdy as police tried to disperse protesters.

The protest, held in front of the LAUTECH College of Health, later witnessed police officers firing shots to disperse the students.

Speaking to PREMIUM TIMES, a student of the school who begged to remain anonymous said “We have been on strike since June. There have been several protests held but nothing was done; so students decided to go on a peaceful protest (today).

“Police came and started shooting at students and they have started arresting students,” he added.

There is no evidence yet that any of the protesting students sustained gunshot injuries.

Police Arrest Five for Circulating Fake US Dollars, Euro

The Police in Enugu have arrested five suspects, including a female juju priestess, for printing and circulating fake U.S. dollars and for swindling unsuspecting members of the public.

The Police Public Relations Officer in Enugu State Command, Mr. Ebere Amaraizu, said in a statement in Enugu on Friday that the police operatives in Emene Division caught two of the suspects – Emeka Udebusor and Erick Ekete, both of Nchantancha Nike community -suspects following a tip off on December 4.

He alleged that the suspects were indulging in washing fake dollars, euro and naira in bundles with a substance suspected to be chemicals.

Amaraizu said that the police recovered red and white cloths being used by the suspects in their shrine.

Also recovered are pots containing substances believed to be charms and 16 bundles of 100 notes suspected to be fake U.S. dollars.

He said, “The suspects are syndicate of the popular 419 fraudster ring.

“The arrest of the suspects also led to the arrest of a woman identified as Veronica Ekete, a member of the fraudster syndicate and a female “Juju priest’’.

“It was further gathered that the suspects have been a torn on the flesh of members of the public who usually and unknowingly fall victim of their antics.”

He said that the suspects had been helping the police to conduct investigation into their activities.

Police warns Shiite group against disrupting public peace in Kaduna

The Kaduna State Police Command has warned members of the proscribed Islamic Movement of Nigeria (IMN) against any form of procession in the state.

 

A statement by the command’s spokesman, Aliyu Usman, issued in Kaduna on Thursday also declared a group called Civilian JTF, an unlawful organisation.

 

It warned that any activity including the disruption of peaceful and free movement of people by the two organisations would not be tolerated.

 

“The command, therefore, wishes to reiterate that person (s) found organising or conducting unlawful processions in any part of the state shall be dealt with in accordance with the law.”

 

The statement advised the public to go about their lawful businesses, as adequate security measures have been put in place to guarantee their safety.

 

It stressed that it would deal decisively with any form of “lawlessness, inciting disturbances, unlawful assembly and any other action capable of breaching the peace of the state”.

 

It also cautioned residents to be vigilant, security conscious and report any suspicious activity during the ember period.

Police: Wike’s CSO removed for ‘apparent partisanship’

The police on Wednesday said Promise Nwosu, chief security officer (CSO) of Nyesom Wike, the Rivers state governor, was redeployed because of his “apparent partisanship”.

Wike had cried out over the withdrawal of his CSO, alleging that there was a conspiracy to take him out.

But in a statement, Don Awunah, police spokesman, said the officer was redeployed because he grossly flouted the rules of professional by joining a political party in a protest.

He said the inspector-general of police (IGP) had set up a panel to discipline Nwosu.

“The Nigeria police force have observed the innuendos, distortion of facts and wild allegations peddled in the mass media following the redeployment of the chief security officer (CSO) to the governor of Rivers state, DSP Promise Nwosu, as a result of gross professional misconduct,” he said.

“It will be recalled that on 17th November, 2016 during peaceful demonstrations of an opposition party in the state, All Progressive Congress (APC), the chief security officer to the governor, DSP Promise Nwosu was found among the protesting party faithful in a manner prejudicial to discipline and displaying conduct unexpected of an officer of his calibre and office.

“In the course of monitoring the public protest, an assistant commissioner of police in charge of operations in Rivers state observed the presence of the CSO among the protesting partisan crowd as illegal, unlawful and outside prescribed schedule of the duties of a CSO.

“The active presence of the CSO to the governor in a partisan crowd of an opposition party to the governor in a clandestine and suspicious manner was considered mischievous and detrimental to the security of the state and public order and also contrary to his oath of office which constitute an offence against discipline.”

Awunah alleged the CSO to the governor demonstrated brazen indiscipline and showed disrespect to the senior officer when he was challenged over his action.

“Accordingly, the CSO was officially queried for discreditable conduct, insubordination, engaging in partisan political activities, illegal duty and act unbecoming of a public officer,” he said.

“As a result of such gross misconduct and apparent partisanship, the IGP ordered the redeployment of the CSO pending further disciplinary action. To this end, the IGP has also constituted an investigative inquiry into the officer’s open engagement in political activities, disrespect to senior officers and unethical practices.

“It is absolutely imperative the police and police officers are insulated from partisan politics. The IGP therefore warns all police officers in any capacity to desist from acts that portray the force in a bad light and question the integrity of the personnel.

“In addition, any police officer, especially CSOs, Aides-de-Camp (ADCs), and orderlies attached to political officer holders or senior government officials who engages in activities outside the official schedule will be removed and made to face severe disciplinary action.

“It instructive to maintain that the redeployment of the CSO to Governor Wike must not be misconstrued or misinterpreted as it is widely reported in the media. The police force must not be drawn to direct partisan politics and acts that are inimical to peace and public order.”

He added that Wike was at liberty to select any officer of his choice from the strength of the command to serve as his CSO,  but “under no circumstance should any officer abandon the security of his principal and legitimate duties to engage in direct partisan politics or conversely should any political office holder use police officers attached to them for political machinations”.

The Chief Security Officer (CSO) to the Governor of Rivers State, DSP Promise Nwosu was removed because of his involvement in partisan politics, the police said.

The Force Spokesman, DCP Don Awunah, in a statement in Abuja on Wednesday while noting that officers are insulated from partisan politics added that the Inspector General of Police (IGP), Ibrahim Idris has set up an investigative inquiry to ascertain the level of Nwosu’s open engagement in political activities, disrespect to senior officer and unethical practices.

According to the statement: “The Nigeria Police Force have observed the innuendos, distortion of facts and wild allegations peddled in the mass media following the redeployment of the Chief Security Officer (CSO) to the Governor of Rivers State, DSP Promise Nwosu, as a result of gross professional misconduct.

The IGP while restating that the Police and police officers are insulated from partisan politics warned all police officers in any capacity to desist from acts that portray the force in a bad light and question the integrity of the personnel.

“Any police officer, especially CSOs, Aides-de-Camp (ADCs), and orderlies attached to political officer holders or senior government officials who engages in activities outside the official schedule will be removed and made to face severe disciplinary action”.

The police also stated that Governor Wike is free to choose who his CSO from the Command.

“The Governor as Chief Security Officer of the state is at liberty to select any officer of his choice from the strength of the command to serve as his CSO but under no circumstance should any officer abandon the security of his principal and legitimate duties to engage in direct partisan politics or conversely should any political office holder use police officers attached to them for political machinations”.

In a statement in Abuja on Tuesday, Ikechukwu Ani, head, press and public relations, Police Service Commission, said the candidates comprised of 500 cadet Assistant Superintendents of Police (ASP), 500 cadet Inspectors and, 7,500 constables.

Mr. Ani said that names of the successful applicants had been uploaded on the websites of commission and the Nigeria Police Force.

He said the commission also concluded the recruitment of 80 per cent of the 1,500 specialists into the force.

Mr. Ani said the commission shortlisted applicants who applied under some disciplines that required further professional and expert interview.

He said the disciplines included engineering, laboratory science and community health.
Mr. Ani said the exercise was based on merit, federal character and geographical spread, adding that all successful candidates went through the required processes.

“These include state screening which involved the screening of credentials of the candidates and physical screening such as height, sight, chest, etc,” he said.

He said that the commission electronically received a total of 911,438 applications comprising 262,462 for cadet ASP, 211,832 for cadet inspector and 437,144 for constable.

“A total of 338,250 applicants were later shortlisted, also electronically, and invited for screening at the state commands of the Nigeria Police Force.

“This figure was made up of 44,684 shortlisted for cadet ASP, 87,736 for cadet inspector and 205,830 for constable.

“This process was followed through from command to zone and finally, the national level, where the successful candidates were selected,” he said.

He said that the commission was guided by its enabling law, recruitment guidelines and the federal character as enshrined in the constitution.

Police nab supplier of AK47 to herdsman

The Enugu State Police Command has arrested a suspected notorious gun runner who allegedly supplied AK47 rifle to one herdsman, Ibrahim Adamu, earlier arrested by the command.

The command’s spokesman, Ebere Amaraizu, disclosed this in a statement made available to the News Agency of Nigeria on Tuesday in Enugu.

Mr. Amaraizu said the suspect was apprehended on Tuesday through intelligence supplied to police operatives in 9th Mile Police Division, near Enugu.

“The suspect, who gave his name as one Samaila Garuba Alhaji, a.k.a. Bakasi, was earlier implicated by Ibrahim Adamu as the one that sold the AK47 rifle to him.

“But following Adamu’s arrest, Samaila Garuba Alhaji, escaped when he got the information about the arrest of Ibrahim Adamu.

“It was gathered that luck, however, ran out of Bakasi, as he is fondly called, when he was trailed to a motor park situated at 9th Mile in Enugu early this morning where he was nabbed after he made several efforts to escape,’’ he said.

Mr. Amaraizu said that the suspect had been helping police in its investigation in relation to his nefarious activities.

Two Arraigned Over False Information To Police

Two accused persons, Patrick  Onomhante -54, and Dickson Ugoche – 52, have been arraigned before a Lagos State Magistrate Court sitting in Ikeja for allegedly giving false information to the police.

They appeared before  Magistrate B. O.Osunsanmi  on a three-count charge of  conspiracy, false accusation,  false statement to a public officer and given false information to the police .

The accused were docked for allegedly making false accusation against, Paul Njoku, who was charged with an offence of threat to life and  unlawful diversion of properties  knowing same to be false.

They pleaded not guilty. The accused allegedly committed the offence on February 26, 2014 at about 11:45 am at the State Criminal Investigation Department, (SCID)  Yaba,  Lagos.

The Prosecutor, Inspector  SimonImhonwa, said the offence is contrary to Sections 94, 95 (c) and 96 (b)  of the Criminal Laws of Lagos State, 2011.

The defence counsel,  A.E.POyenetor, told the court that the  first defendant is his uncle and the father of Miss Ugoche, his friend, who bears the same surname .

He told the court,”Yourhonour, this matter has been taken to another court and the defendants have been in custody since then.

The prosecutor did not oppose  the bail application.

Magistrate Osunsami granted the defendants bail for N100,000 each with  two sureties in like sum.

He said the two sureties must work in a reputable company, have fixed addresses and show evidence of tax payment.

He adjourned the matter till  January 13, 2017.

Police Arrest Man Who Supplies Herdsmen Arms

The police in Enugu have arrested a man who allegedly supplies AK-47 rifle to herdsmen.

The suspect, one Alhaji Samaila Garuba, alias Bakassi, who is from Shagari village in Sokoto State, was arrested in the 9th Mile area of Enugu on Tuesday morning.

Spokesman for the Enugu State Police Command, Mr. Ebere Amaraizu, who disclosed this, said a herdsman, Ibrahim Adamu, who was arrested with an AK-47 in the Udi area of Enugu on August 29, implicated Garuba as the one who supplied the weapon to him.

Amaraizu added that the police had been on Garuba’s trail since Adamu’s arrest.

Garuba, according to the police spokesman, had been on the run, until he was arrested at a motor park on Tuesday morning.

Amaraizu said, “The Enugu State Command of the Nigeria Police Force through its operatives of the 9th Mile Division, today, 6th December, 2016, nabbed a suspected notorious gun runner who allegedly supplied AK-47 rifle to one herdsman, Ibrahim Adamu, earlier arrested by the Command.

“Suspect who gave his name as one Alhaji Samaila Garuba, aka Bakassi, was earlier implicated by Ibrahim Adamu as the one that sold the AK-47 rifle to him.

“Garuba escaped when he got the information about the arrest of Ibrahim Adamu.

“His luck however ran out when intelligence information by the operatives paid off as he was trailed to a motor park situated at 9th Mile in Enugu early this morning, where he was nabbed after several efforts by him to escape.”

Amaraizu added that Garuba is currently helping the police in investigations into his “nefarious” activities.

The herdsman that implicated Garuba, Adamu, a 20-year-old man from Nasarawa State, was earlier arrested with an AK-47 assault rifle and 24 rounds of live ammunition in a bush in Affa community in the Udi area of Enugu State.

Until his arrest, Adamu resided at Hausa Quarters in the 9th Mile Area of Enugu State, but rears cattle in communities within the Udi environs.

Adamu had tried to evade arrest by firing several shots into the air, before the police took him into custody.

Many communities in Enugu State have recorded violent attacks by herdsmen, in which several persons have lost their lives.

JUST IN: Kidnapped Nigerian journalist regains freedom

The Benue Police Command on Tuesday confirmed the release of a radio journalist, Iyuadoo Tor-Agbidye, who was kidnapped four days ago in her house in Makurdi.

 

The Police Public Relations Officer (PPRO), Moses Yamu, confirmed the release to the News Agency of Nigeria (NAN) in Makurdi.

 

Mr. Yamu said the kidnapped journalist was released in the early hours of Tuesday, adding that no ransom was paid.

 

He explained that police investigations revealed that the kidnappers might have had strong connection with the family.

 

He disclosed that some arrests were made in connection with the crime, stressing that investigations were ongoing to ensure full punishment of the culprits.

 

NAN reports that the kidnapped journalist is married to Achim Tor-Agbidye, the Zonal Manager of the First City Monument Bank (FCMB), Makurdi.

Governor Ambode Donates Another 45 Power Bikes, 3 Cars To RRS.

Lagos State Governor, Mr. Akinwunmi Ambode on Monday announced an increment to the death insurance benefit for police officers who die in active service to the State to N10 million, saying that his administration would stop at nothing to ensure the safety of all citizens in the State.

Governor Ambode, who spoke at Lagos House in Ikeja, after he was presented with two awards recently won in South Africa by the Rapid Response Squad (RRS) of the State Police Command, said security and safety of the people remains one of the focal objectives of his administration, and that Government would continually embrace measures to motivate and encourage officers of the Command to perform their duties diligently.

The RRS, at the awards presented by Security Watch Africa (SWA), had emerged as the best anti-crime police squad in West Africa, while the RRS Commander, Olatunji Disu, an Assistant Commissioner of Police, won the award of most outstanding police operational officer in Africa.

he State Government also bagged award as the best security and most safety conscious state in Africa.

Speaking after receiving the awards, Governor Ambode congratulated the Commander and men of the RRS for the feat, saying that the people of the State were appreciative of the gallant efforts of the unit at bringing down crime rate in the State, especially in the last one year.

The Governor also commended the State’s Commissioner of Police, Mr. Fatai Owoseni for his purposeful leadership of the Command, saying that it was evident that the Police in Lagos was performing creditably well.

While alluding to the need for increment in the death insurance benefit of officers, Governor Ambode recalled the recent lost of some officers in active service, adding that while government was not praying for the re-occurrence of such, it was appropriate to reasonably reward the family of any officer in the event of eventual death.

The Governor therefore said his administration was raising the stake of death insurance policy from N1million to rank and file and N2million to senior officers to N10 million.

He said: “Recently, we lost some police officer due to no fault of theirs and then some form of accidental incidences across the State.

“I have directed the State’s Pension Office and the Office of the Chief of Staff that we are going to increase the payment that we make to officers that die in active service and then we are increasing that irrespective of whether you are a junior or senior office, if you die in active service, the payment that will be made by the State Government is being increased to N10million from this moment onward,” he said.

As one of the ways of appreciating and motivating the Command, Governor Ambode also presented additional three patrol vehicles and 45 power bikes to the RRS.

The Governor, while reiterating the commitment of the State Government to the security and wellbeing of residents, also directed the police to ensure hitch-free yuletide celebration across the State.

He said the government, by the donation, was also sending a strong signal to those who are always willing to disturb the peace that there is no room for them in the State.

Responding to the gesture, the RRS Commander, Mr. Olatunji Disu said the equipment given to them by the State Government would further spur them to give their best towards protecting the lives and property of residents

Nigerian Police to withdraw orderlies attached to politicians.

OPERATIVES of the Rivers State Police Command on Monday said it would withdraw police orderlies attached to politicians in the state during the December 10 reruns.

The operatives, who spoke during a meeting with stakeholders in Port Harcourt, also said it would not allow any police officer to go close to the polling units with guns and ammunition.

 

The state Commissioner of Police, Mr. Francis Odesanya, said the police would provide a level-playing field for all political parties in the election.

 

Odesanya said the police command would ensure that hoodlums did not have their way, stressing that the law would punish perpetrators of violence during the exercise.

 

He said, “This meeting is important to enable stakeholders to conclude all arrangements to ensure that the election is free, fair, credible and violent-free.

 

“All security escorts attached to the politicians will be withdrawn till after the elections.  No security will be allowed to move to the polling units with gun.

 

“This is one election the police are taking seriously because we want to prove to the world that we are capable of providing security. The police will not give in to such laxity in security again.  We will not fold our hands and watch criminals hijack the process. “

 

He added, “I warn all politicians to maintain the peace. Anyone who causes violence will be visited with the full weight of the law.  The hoodlums who have been given fake security uniform will not have the chance to wear them.”

Police Arrest Alleged Killers Of Dangote’s Strategist

Operatives of the Inspector General of Police’ (IGP) Intelligence Response Team have arrested suspected kidnappers who allegedly murdered a senior strategist with Dangote Industries Limited, Istifanus Gurama.

Abubakar Gide,24 Babuga Adamu, 25 and Abdulahi Saliu, 22, were arrested at Ijebu Igbo forest, Epe forest in Lagos and Ipo forest in Kwara state, respectively, were they absconded to.

The operatives led by Abba Kyari, an Assistant Commissioner of Police (ACP) also recovered three AK47 rifles and 167 live ammunition which the suspects buried inside the forest.

It was gathered that the kidnappers were the ones who led the police where the deceased was dumped and also disclosed their armoury.

Gurama was taken hostage about three weeks ago at Ijebu Igbo in Ogun State, after he went to secure the release of four expatriates and a Nigerian working with the industry.

Police arrest two for allegedly hiding money abandoned by fleeing robbers

The Lagos State Police Command have arrested two men for allegedly stuffing N1.5 million abandoned by fleeing armed robbers into their private parts.

Adegoke Adewale and Ganiyu Idowu were caught on Thursday evening by the operatives of the Rapid Response Squad, the police said in a statement on Sunday.

The police said they were in hot pursuit of three armed robbers who had allegedly snatched N3 million from a yet to be identified bank customer in Oshodi.

The suspects, whom the police described as Agberos (area boys), among other miscreants had pretended they were assisting the police in the chase before the fleeing robbers ditched their loot.

“The robbers after being chased by the police dropped their loot in a compound, which the suspects stole and stuffed into their private parts,” the statement said.

The police said the robbers, who carried out their operation with a motorcycle, were armed with “short pistols” and one of them was arrested while the two others escaped on foot.

“The suspects as well as the recovered loot have been transferred to Makinde Police Station in Oshodi,” the statement said.

“Also recovered along with the loot were 3 cheque booklets of Diamond and Zenith Banks, several signed cheques and counter signed cheque leaves.”

Reacting to the incident, the Lagos State Police Spokesperson, Dolapo Badmus, said the police would apprehend the fleeing robbers.

Kwara State: Police launches public complaint response unit.

The Kwara State Police Command, in an attempt to ensure that the officers comply with the change begins with me policy of the federal government has launched a unit called ‘Public Complaint Rapid Response Unit’.

The usual complaints of the public against the officers he added have been corrected since his assumption in the state, adding that there are ways the public could now assess the performance of the officers when maltreated.

“Police is rebranding and the change should begin with the Police change and that change you will see in our service delivery, but that service delivery can only be measured when you give us feedback.

Hundreds Contact Police Over Sex Abuse In UK Football

British police officials say hundreds of people have filed reports of child sex abuse within the country’s football system.

In a statement released on Thursday, the National Police Chiefs’ Council (NPCC) said 350 people had approached police forces across the UK with allegations of child abuse in football clubs.

Officials said the police would be investigating all of the reports they receive, with many believed to be dating back decades.

“We continue to encourage those who have been the victim of child sexual abuse to report it, regardless of how long ago the abuse may have taken place,” said Chief Constable Simon Bailey, NPCC spokesperson.

“We will listen and treat all reports sensitively and seriously. Anyone with any information regarding child sexual abuse is also urged to come forward.”

The police statement came as the National Society for the Prevention of Cruelty to Children (NSPCC) said it had received more than 800 calls on a dedicated phone line set up to report abuse in football.

“The number of prominent footballers bravely speaking out about their ordeal has rightly caught the attention of the entire country,” said Peter Wanless, NSPCC chief executive.

“We have had a staggering surge in calls to our football hotline which reveals the worrying extent of abuse that had been going on within the sport.”

The flood of reports follows revelations by former Crewe Alexandra player Andy Woodward detailed abuse he suffered in the 1980s.

Police intercept ‘heavily armed kidnappers’ in Rivers

The police say they have intercepted a four-man gang of “heavily armed” kidnappers in Rivers State.

The incident, which the police described as a major breakthrough, occurred along Azikiwe Road, Port Harcourt, on November 29, according to a police statement released on Thursday.

The suspected kidnappers were allegedly on their way to carry out criminal operation when they were intercepted by the Inspector General of Police Intelligence Response Team (IRT), acting on “credible intelligence and public support”.

One of the suspects was arrested, while three others were fatally wounded during a gun battle with the police, said the statement issued by the Force spokesman, Don Awunah.

The police gave the name of the arrested suspect as James Peter, a 30 year-old man said to be from Southern Ijaw Local Government Area of Bayelsa State. He is said to be cooperating with the police in the investigation into the criminal activities of the gang.

The police said the gang was notorious for terrorizing the waterways in Rivers and Bayelsa states.

The police said it recovered one General Purpose Machine Gun, one AK-47 riffle, chains of GPMG ammunition and two fully loaded AK-47 magazines from the suspects.

“The Inspector General of Police, IGP Ibrahim K. Idris, has once again enjoined Nigerians never to hesitate to provide the police with valuable information and assures them of renewed commitment on the part of the force in the fight against crime and antisocial behaviour,” the statement said.

The Benue Police Command said a Radio Journalist, Iyuadoo Tor-Agbidye, was kidnapped on Friday at her home in Makurdi.

The News Agency of Nigeria (NAN) reports that the kidnapped journalist is married to Achim Tor-Agbidye, a Zonal Manager of First City Monument Bank (FCMB), Makurdi.

The Commissioner of Police, Bashir Makama, confirmed the incident to the News Agency of Nigeria (NAN) on Friday in Makurdi.

Mr. Makama said the police had already swung into action by setting up a network for the arrest of the suspects and appealed to the public to volunteer information that would lead to their arrests.
“We have already visited the site; we are constructing our narrative with the purpose of narrowing down possible suspects before effecting arrests.
“The police cannot provide security for each person so, what we do is to improve the general security of the people by taking proactive steps to curb crime in the state,” he said.

Police intervention prevents lynching of bank MD by aggrieved customers

The timely intervention of the police in Enugu prevented the lynching of Kingsley Ubenyi, the Managing Director of Kesley Mega Micro-Finance Bank, by the bank’s aggrieved customers on Friday.

 

The spokesman of the Police Command in Enugu, Ebere Amaraizu, told the News Agency of Nigeria (NAN) that the rescue of the bank’s boss came as a result of prompt intervention of a police patrol team after a security tip-off by some members of the public.

 

Mr. Amaraizu said the incident happened at about 5 p.m. on Wednesday at the De-Dome Event Centre in New Haven, Enugu.

 

He said reports reaching the police indicated that hundreds of aggrieved customers of the bank were seen striking the managing director, who was forced to sit in his vehicle, which was later damaged by the irate crowd.
“The aggrieved customers maintained that they are customers of the micro-finance bank and that despite repeated efforts to withdraw their money in their savings accounts with the bank, no light was seen at the end of the tunnel.

 

“Not long after, a meeting between the customers and the managing director was convened at De Dome event centre, New Haven, Enugu, where the bank boss tried to explain the difficulties faced by his bank over the payment of customers’ money.

 

“This (the explanation) did not go down well with the aggrieved customers, who got violent and descended heavily on him before the intervention of the police operatives,’’ he said.

 

Mr. Amaraizu, however, said the aggrieved customers were advised to be law-abiding and to seek redress by taking the lawful step to access their monies.

 

“The managing director is currently receiving treatment at a nearby hospital,’’ he said at the time of writing this report.

Amaraizu said the incident happened at about 5 p.m. on Wednesday at the De-Dome Event Centre in New Haven, Enugu.

He said reports reaching the police indicated that hundreds of aggrieved customers of the bank were seen striking the managing director, who was forced to sit in his vehicle, which was later damaged by the irate crowd.

“The aggrieved customers maintained that they are customers of the micro-finance bank and that despite repeated efforts to withdraw their money in their savings accounts with the bank, no light was seen at the end of the tunnel.

“Not long after, a meeting between the customers and the managing director was convened at De Dome event centre, New Haven, Enugu, where the bank boss tried to explain the difficulties faced by his bank over the payment of customers’ money.

“This (the explanation) did not go down well with the aggrieved customers, who got violent and descended heavily on him before the intervention of the police operatives,’’ he said.

Amaraizu, however, said the aggrieved customers were advised to be law-abiding and to seek redress by taking the lawful step to access their monies.

Hoodlums attack Ogun hospital staff for delaying treatment of accident victims

Hoodlums, commonly known as area boys, on Wednesday disrupted medical activities at the Ogun State Hospital, Ifo, in Ifo local government area for almost one hour.

The attackers stormed the hospital when some commercial motorcyclists were brought in to receive medical attention following a crash which occurred at Papalanto along Abeokuta-Lagos Road.

On arrival with the ?victims, the area boys were asked to obtained cards for the patients, but they revolted, insisting that the victims must be attended to immediately before obtaining hospital cards.

Shortly after, they began to beat up some of the hospital staff, just as many of the workers hurriedly abandoned their duty posts to avoid being attacked.

A staff of the hospital, while narrating their ordeal, said the area boys wanted all the accident victims to be treated the same time even though there was only one doctor on duty.

Pandemonium broke out at the hospital as the invaders threatened to set the hospital ablaze.

They were stopped by a team of police Special Anti-Robbery Squad, SARS, arrived the hospital to deposit a corpse.

Some of the hoodlums were arrested and taken away, but later released after few hours, a witness said.

When contacted, the Medical Director of the hospital, Taofeek Somade, confirmed the incident, saying the quick intervention of the police saved the situation.

Mr. Somade said the hoodlums were arrested and whisked away by the police.

Similarly, Ogun State Police Command Public Relations Officer, Abimbola Oyeyemi, confirmed the attack.

Ondo Election: Police IG confirms non-payment of officers, orders probe

In contrast to the earlier position of the Nigeria Police, the Inspector General of the Police, Ibrahim Idris, has accepted that some police personnel who were on duty during the just concluded governorship election in Ondo State, were yet to be paid their allowances several days after the elections.

The Police IG has therefore has set up a panel to investigate why the policemen were not paid their entitlements.

Mr. Idris, in a statement released on Friday by the Force spokesman, Don Awunah, appealed for “a little patience” from the affected policemen.

The issue is being looked into, and no one would be cheated of his due, the police IG assured.

The investigation panel, the statement said, would be headed by a retired assistant inspector general of police, Ali Ahmadu.

As previously reported by PREMIUM TIMES, several policemen took to the street in Ondo on Monday to protest the non-payment of their allowances after the Ondo election.

The statement from the Police IG therefore confirmed a PREMIUM TIMES report that the police lied when they denied that the protest took place.

The Inspector General of Police, IGP Ibrahim K. Idris, NPM, mni deeply concerned about the delay, omission and discrepancies in payment of allowances to officers of the Nigeria Police Force who participated in the just concluded gubernatorial election in Ondo state; and also arising from complaints of irregularities from certain quarters and discoveries of possible anomalies and plausible foul play, has set up a special panel to investigate, streamline and enhance payment of entitlements of the force personnel who engage in adhoc duties.

  2. Investigating thoroughly the recent payment of allowances to personnel of the force to determine if the money released for the payment of the allowances was utilized accordingly, providing bank records as evidence.
  3. Liaising with the Ministry of Finance on the perennial problematic nature of paying allowances.
  4. Setting up standard modalities that will be adopted by the force to address payment of allowances given by the Federal Government for the conduct of subsequent elections in the country.
  5. Recommending where appropriate disciplinary actions against erring officers both within and outside the force.
  6. The SIP at the end of the investigation is to recommend professional modalities for payment of allowances in line with government due process for subsequent payment of allowances to personnel of the force engaged in adhoc duties. This development is pursuant to the policy of the Inspector General of Police for transparency and accountability in all aspects of the Nigeria Police Force and in readiness for the establishment of a standard template that would be used in the conduct of subsequent elections.

Ondo guber: Pay your officers who took part in election – Akeredolu tells Police

The newly elected governor of Ondo State, Mr Oluwarotimi Akeredolu (SAN), Wednesday described as embarrassing the inability of the Police authority to pay its men and officers who participated in the state governorship election on Saturday.

 

Akeredolu, who said that the policemen who took part in the election had been stranded and become a burden to him because they had been coming to his house since the Saturday election to demand for money from him, urged the Nigeria Police Force (NPF) to pay the allowances of security personnel deployed for the election.

 

This development came as the Akure Divisional Unity Forum (ADUF) advised the Governor-elect to emulate the principle of former Governor Michael Adekunle Ajasin, the first civilian governor of the state.

In the letter of congratulation signed by Chief Samuel Agboola Akintan and Prof Olu Aboluwoye, ADUF said the Akure division comprising of Akure South, North, Ifedore and Idanre Local Governments need rapid development.

 

Some security men posted for the election had protested the non-payment of their allowances in the state on Monday, causing traffic gridlock and logjam in Ondo West council area.

 

But speaking after he was given his Certificate of Return by the Independent National Electoral Commission (INEC) Akeredolu disclosed that the security operatives complained to him that their allowances were not paid since they were deployed for the election last week.

Police dares Wike to prove rigging allegation by releasing video

The Rivers State Police Command has challenged the state governor, Nyesom Wike to prove his latest allegation about plots to rig the forthcoming rerun legislative elections in parts of the state by making public the purported video.

Wike had during his outing at Abonnema in Akuku-Toru Local Government Area claimed that the state government was in possession of audio-visual footage of alleged plot to rig the rerun.

He also accused the Commissioner of Police, Francis Odesanya of involvement in the alleged plot with officials of the Independent National Electoral Commission, INEC.

But the Police Public Relations Officer, PPRO, in the state, Nnamdi Omoni challenged the Rivers State Government to release the video.

Omoni said, “We are not aware of it. It is a mere allegation which is not verifiable. We insist that his allegation is never correct. Such thing never happened.

“If the Governor claims he has a video footage, a video recording or audio recording let him bring it out and make it public so everybody will see.

“As it stands what he said is still speculative and it does not offer any futuristic defence.”

Meanwhile, All Progressives Congress, APC, in Rivers State has alleged that Wike is getting out of hand in his sundry allegations in the buildup to the rerun elections on December 10.

The Rivers APC stated that with less than two weeks to the legislative rerun, the Governor appears to have thrown caution to the wind as he launches a campaign of blackmail on everyone especially the APC, INEC and the Nigeria Police.

State Publicity Secretary of APC, Chris Finebone noted, in a statement, that Wike was putting up what he described as “a pitiable image of a disarmed dictator.”

In a counter allegation, the APC spokesman said Governor Wike has never embarked on any election without buying over the police and the rest of the security agencies.

The statement reads, “Governor Wike has also not engaged in any election without taking firm control of the election umpire and the judiciary.

“As the rerun elections approach, it appears to be dawning on the Governor that times have changed, as the security agencies are way beyond his influence.

“Despite still having pockets of moles in the Independent National Electoral Commission, the Rivers State Governor has lost the services of the top echelon of the commission due to the anti-corruption stance of the President Muhammadu Buhari administration.”

Police have shut down 4,500 websites selling fake goods as part of a worldwide crackdown on trademark piracy, European law enforcement agency, Europol, reported on Tuesday.

 

The operation, which was carried out jointly by Europol, Interpol and U.S. legal authorities, targeted websites in 27 countries.

 

Investigators focused their efforts on online shops selling luxury goods, sportswear, replacement parts, medicines and cosmetics.

 

“The internet was increasingly being used to sell fake products.

 

“These products might look like bargains, but they can pose a real threat to the safety and security of consumers,’’ Europol wrote.

 

The agencies have also launched a media campaign to educate consumers.

Police detonates bomb near U.S. embassy

Philippine police on Monday conducted a controlled detonation of a homemade bomb found in a trash bin near the U.S. embassy in Manila and said militants sympathetic to Islamic State could have been responsible.

National police chief Ronald dela Rosa said components of the improvised explosive device suggested it could have been planted by the Maute, a Muslim rebel group that has pledged allegiance to Islamic State.

Maute’s fighters were locked in a standoff with the military for a third day in the country’s south.

More rebels were reported killed on Monday, taking the number of dead to 19.

“We could theorise that they could use this as a diversion,’’ dela Rosa told a news conference.

The embassy had no immediate comment on the discovery of the bomb, which was left about 200 meters from the compound.

Business there continued as normal, with dozens of Filipinos queuing outside for visa applications.

“An 81 mm mortar round was used as an explosive device and that was a signature of the group,’’ Dela Rosa said.

Similar components were used in a Sept. 2 bombing in Davao, which killed 15 people and wounded about 70.

Maute were blamed for that attack and four of its members were arrested and found with video clips of them pledging allegiance.

Dela Rosa said intelligence operations would be stepped up and checkpoints would be set up around the capital.

Since the Davao bombing, the Philippines has been under what is termed a “state of lawlessness”, allowing the military to support the police, if required by the president.

That has led to frequent speculation that martial law could be declared to support President Rodrigo Duterte’s deadly drugs war, something his office has repeatedly dismissed.

Ondo guber: We are ready for poll – INEC, Police

The police and the Independent National Electoral Commission (INEC) on Friday declared their readiness to conduct a hitch-free election on Saturday.

Former INEC Acting Chairman, Amina Bala Zakari, said effort would be made to avoid an inconclusive election.

The Resident Electoral Commissioner (REC), Mr. Segun Agbaje, said all electoral materials had been distributed.

He said the commission was more determined to prosecute anyone who violated the Electoral Act.

Zakari and Agbaje spoke when they briefed international observers, including representatives of the United Kingdom, German and the Netherlands embassies at the INEC headquarters in Akure.

Residents were seen in last minute shopping as they prepare for Saturday’s polls. The markets and banks were busy.

Agbaje dispelled rumours that the election had been postponed till December 19. He said the poll would hold on Saturday as scheduled.

He said sensitive materials were distributed on Thursday and Friday to the local government areas, from where they will be taken to the polling units on Saturday.

Agbaje said smart card readers had been configured to ensure that voting does not go beyond the stipulated time.

He said when fully charged, the machines could work for 10 hours.

The REC said effort was being made to ensure there were little or no hitches.

Agbaje said accreditation and voting would be done simultaneously which he believes would “help capture more voters.”

The Deputy Inspector-General of Police in charge of Operations, Joshak Habila, said anyone found inducing voters with money would be arrested no matter how highly placed.

The DIG, who is the ground commander-in-charge of Ondo governorship election, said every arrangement had been made to ensure there were no security breaches.

Habila is being assisted by two Assistant Inspectors-General of Police, Paul Okafor, of Zone 11 and E. S. Saha of the Air Wing.

Each senatorial zone is headed by a commissioner of police.

The DIG said over 26,000 policemen had been deployed to ensure a smooth election.

Police launch public complaint rapid response unit in Bauchi.

The Bauchi state police command in its efforts towards fighting crime and criminal activities, has launched the ‘change begins with me’ campaign and public complaint rapid response unit, to take care of complaints from the public.

 

This according to the force is to fight against police professional misconduct, emanating from policing activities and operations.

 

As the festive season approaches with the accompanying high rate of criminal activities during the period, the state police has decided to put some strategies in place that would curtail crime rate in the state.

 

Other activities at the launch included the unveiling of suggestion boxes at strategic locations, which would give members of the public, opportunity to provide useful information that will be treated with confidentiality.

 

Also a road walk was organized to campaign for attitudinal change on zero tolerance to corruption and quality services delivery from the police force.

 

The police commissioner accompanied by other security agent chiefs in the state, members of the police community relations committee, National Union of Road Transport Workers and the civil society, embarked on the walk, across the Bauchi metropolis.

 

They were seen carrying placards with various inscriptions on attitudinal change, zero tolerance to corruption, quality service delivery, among others.

 

The force has emphasized the need to build public confidence, by also encouraging synergy with other security agents in fighting crime; a move considered to indeed be a step in the right direction.

One dead, 11 unconscious in Enugu accident; police seek help to identify victims.

The Police in Enugu on Thursday said one person died and 11 others lost consciousness in an accident that occurred at Ezeagu community, along Onitsha-Enugu Expressway.

 

The Police Public Relations Officer (PPRO) in the state, Ebere Amaraizu, told the News Agency of Nigeria (NAN) in Enugu that the accident happened at about 9 p.m. on Wednesday.

 

Mr. Amaraizu said the police were yet to identify and contact the relatives or friends of the victims.

 

He appealed to members of the public to report to the police any missing person or someone that undertook a journey through the Onitsha-Enugu road that had not returned home.

 

“The accident involved an empty luxurious bus and a mass transit company mini-bus loaded with passengers coming from Enugu.

 

“It was gathered that both vehicles collided while plying one way which left one person in the mini-bus dead while eleven others are in critical condition.

 

“Police intervention saw the conveyance of the injured persons to Ekochin Hospital 9th Mile Corner, Ngwo, near Enugu,’’ he said.

 

Mr. Amaraizu said that the remains of the deceased had been deposited at Our Saviour Hospital Mortuary, 9th Mile Corner, Ngwo, near Enugu.

Police eventually arraigns Seun Egbegbe for phone theft.

The Nigerian Police Force on Thursday arraigned Seun Egbegbe, ex-boyfriend of actress Toyin Aimakhu before an Ikeja Magistrates’ Court for phone theft, The Punch reports.

 

Egbegbe was arrested on Tuesday at Computer village Ikeja for allegedly stealing nine iPhones from a store.

 

The Yoruba filmmaker on Wednesday morning, however, denied being arrested in a statement, as he said, he was “chilling at home”.

The Yoruba movie producer, who was almost mobbed on Tuesday for allegedly trying to steal nine iPhones, from a store,  is still cooling off in police custody.

 

A phone trader, Segun Akinola, at the computer village where the incident occurred, told newsmen on Wednesday that Egbegbe is known all over the famous computer village market for his alleged theft attitude.

 

“Although we learnt he is extremely influential and has the backing of Lagos Area boys and some unknown godfathers, justice must prevail.

 

“This is not the first time.

 

“Egbegbe has been entangled in a case like this but before things could get out of hand, everything got sorted.

 

“He has been involved in many of such cases without consequences, but this time?…” Akinola told newsmen.

 

Recall that the state Police had confirmed that Egbegbe was beaten by an angry mob for stealing and was detained at the Area F division.

Seun Egbegbe spends second day in police detention.

Despite releasing a statement denying he was neither arrested or beaten up for stealing iPhones, it has been revealed the Yoruba movie producer, Seun Egbegbe, is still in police custody.

 

Toyin Aimakhu’s former boyfriend, was mobbed on Tuesday for allegedly trying to steal nine iPhones, from a store in Computer Village in Lagos.

 

According to PUNCH Metro, the State Commissioner of Police, Fatai Owoseni has visited the Area F Command, where Egbegbe is being detained and was briefed on the investigation.

 

A source said: “He (Egbegbe) is still in our custody. His associates have been debunking the allegation. He is still in detention. The CP even came to interrogate him this afternoon (Wednesday).”

 

She added that the public will be informed on the outcome of the investigation today (Thursday).

 

She said, “The case is still under investigation. We will properly brief the press on the stand of the command on the case by tomorrow (today).”

 

Commenting on the online statement, the PPRO, Dolapo Badmus said, “You are aware that he was arrested. If an online publication is saying he was not arrested, and the police said he was arrested, which one do you want to believe?”

Police Arrest 11 People For Trafficking Babies In Biscuit Boxes

 Eleven people have been arrested in India on suspicion of duping single women into selling their newborn babies and trafficking the infants inside biscuit containers to an adoption centre to be sold on to childless couples, police said on Wednesday.

A senior official from Crime Investigation Department (CID) in the eastern state of West Bengal said the arrests began on Monday after police raided a private nursing home and found two babies hidden in cardboard boxes in a locked medical storeroom.

Those arrested included the owner, midwives and other staff at the nursing home in Baduria, 80 km (50 miles) from Kolkata.

Police have also arrested court clerks suspected of making fake documentation for the children and the head of a charity which ran the adoption centre.

“The inquiry is underway and more information will be revealed only after some more progress is made,” Bharat Lal Meena, Deputy Inspector General for the CID in West Bengal, told the Thomson Reuters Foundation.

Staff at the nursing home and the charity were not immediately available for comment.

Police said initial investigations indicated that unmarried girls and women who visited the clinic for an abortion were persuaded by staff to give birth and sell their babies.

The police did not give a price, but local news reports said the mothers were given 300,000 rupees ($4,380) for a boy and 100,000 rupees ($1,460) for a girl.

Babies were also stolen from women who delivered at the clinic, but who were told by staff that their children were stillborn. Some were even shown the bodies of stillborn babies preserved by the clinic to dupe parents, police said.

The babies, mostly newborns, were then smuggled in cartons used to store biscuits, and taken by road to an adoption centre 25 km (15 miles) away in Machlandapur, where they were sold on to childless couples.

“It was a well organized syndicate, incorporating all kinds of helping hands needed for the smuggling network,” said another CID official, who did not wish to be identified because he is not authorised to speak to reporters.

The CID officer said more arrests were likely in the coming days.

Reports of human trafficking in India increased by 25 percent in 2015 compared to the previous year, with more than 40 percent of cases involving children being bought, sold and exploited as modern day slaves, government crime data shows.

The National Crime Records Bureau (NCRB) said there were 6,877 cases related to human trafficking last year against 5,466 in 2014, with the highest number of cases reported in the northeast state of Assam, followed by West Bengal state.

South Asia, with India at its centre, is one of the fastest-growing regions for human trafficking in the world.

Gangs sell thousands of victims into bonded labour every year or hire them out to exploitative bosses. Many women and girls are sold into brothels.

India, alone is home to 40 percent of the world’s estimated 45.8 million slaves, according to a 2016 global slavery index published by the Australia-based Walk Free Foundation.

Police Rescue 41 Kidnapped Persons In Zamfara

The police in Zamfara have announced the rescue of 41 persons kidnapped last week by armed bandits in Maru local government area of the state.

The Commissioner of Police, Mr Shaba Alkali, made the announcement on Wednesday in Gusau while addressing newsmen.

He said that the 41 kidnapped victims including a police inspector from the state command were returned in good condition of health, adding that no ransom was paid to facilitate their release.

He explained that `security strategic measures’ employed by joint security personnel who mounted pressure on the hoodlums facilitated the safe return of the victims.

Alkali warned armed bandits operating in the state to relocate or surrender, saying “very soon we are going to come out in full force to fight them.”

Lagos police confirms arrest of Toyin Aimahku’s ex-lover over iPhone theft

The Lagos State Police Command has confirmed that Nollywood actress, Toyin Aimakhu’s ex-boyfriend, and filmmaker, Seun Egbegbe, was beaten by an angry mob for stealing iPhones at Computer Village in the state.

After reports made the rounds on Tuesday that the filmmaker was caught stealing 9 packs of brand new iPhone devices, he had debunked the report.

The police has, however, confirmed the report.

The Command’s spokesperson, SP Dolapo Badmus, told Punch the incident happened at the Computer Village.

She said Egbegbe had denied the allegation, noting that the case was still under investigation.

Badmus said, “The command received the report of an alleged stealing at the Computer Village. There have been accusations and denials.

“The shop owner alleged that the said Seun (Egbegbe) came to his shop to buy iPhones and in the process, he wanted to bolt in a vehicle.

“But Seun said he wanted to pick money from his vehicle to balance the payment based on an agreement with the sales boy.

“He said when he entered the vehicle, the boy screamed for help and he was attacked and beaten up by some people in the vicinity.

“Operatives at Area F is investigating the matter to unravel the occurrence.

“The outcome will be made open,” the spokesperson stated.

Ondo Election: Police Deploys 26,000 Officers, 20 Gunboats, 3 Helicopters

The Inspector General of Police, Ibrahim Kpotun Idris has announced that no fewer than 26,000 officers and men of the Force drawn from 26 mobile units would be deployed for this weekend’s governorship election in Ondo State.

The IGP stated this On Tuesday in Akure, the state capital, at a meeting with INEC officials, security operatives and others stakeholders.

According to him, special attention would be paid to riverine communities where 20 boats have been stationed to tackle any security challenge on the waterways.

He said 12 Armored Personnel Carriers (APCs) would be moved to the state while 300 Hilux vehicles have been earmarked for the exercise.

Idris also said that dogs and horses would be on standby in case of reinforcement, while 3 helicopters would also be used for aerial vigilance.

He said the police operatives would work in synergy with other security agencies to ensure hitch free exercise.

 

Police arrest ex-soldier for alleged involvement in car snatching.

Operatives of the Delta State Police Command have arrested one ex-soldier, Sani Abubakar, of Tudun wada quarters Zaria, Kaduna State for allegedly belonging to a car snatching syndicate.

 

The Delta State Commissioner of Police, Zanna Ibrahim, made the disclosure while addressing journalist at the headquarters of the command in Asaba on Wednesday.

 

The text of his press statement was sent to journalists.

 

The police chief said Mr. Abubakar, who allegedly deserted the Army in 2013, was apprehended after a painstaking investigation by detectives following the arrest of his gang.

 

“At about 1700hrs, while on stop and search at PTI road Effurun operatives of 51 Police Mobile Force, Oghara accosted one Toyota Corolla car with Reg. No. EKY 128 DM with four occupants. Two of the occupants took to their heels as soon as the vehicle was stopped for a search, one Happy Sunday ‘m’, 24yrs and Stanley Vincent‘m’, 29yrs were arrested and the vehicle recovered along with two locally made pistols, six AR live cartridges, handsets and charms from them. So far, investigators have identified and contacted the rightful owner of the said Toyota Corolla car, one Nwamaka Nwizu ‘f’ of Aka Avenue, Effurun, and she has narrated how the car was snatched from her alongside other valuables.

 

”On 11/11/2016, following the confession and disclosure by the principal suspect, Stanley Vincent, that a soldier who is their accomplice usually escorts vehicles stolen by his gang to a receiver at Kaduna, a call was made to the said soldier through the suspect and arrangement made for him to escort a Toyota Avalon.

 

“He requested that the vehicle be taken to their meeting point at Benin where detectives arrested the said suspect identified as one Sani Abubakar ‘m’ of No. 33 Tudun Wada, Zaria, Kaduna state when he showed up at the said meeting point. He introduced himself as a soldier and presented a Nigeria Army I.D card bearing Rank: Corporal, Name: Sani Abubakar and P/No. 2005/NA/57/3561.

 

”However, the suspect has confessed to the crime and revealed that he enlisted into the Nigeria Army in 2005, trained at Zaria Depot and posted to Supply & Transport, 3 Division, N/A Jos, Plateau state, but deserted the army in 2013.

 

”Items recovered from him included one Nigeria Army I.D card bearing his name and photograph,” Mr. Ibrahim stated according to his press statement, a copy of which was sent to PREMIUM TIMES.

 

The police chief added that a four man kidnap syndicate was equally smashed while several armed robbery suspects were arrested and are soon to be charge to court.

Muslim Cleric Stabs Lagos Landlord to Death

An Islamic cleric, Alfa Ganiyu Umaru, is being detained by the police for allegedly killing his landlord in one-storeyed building in Agbotikuyo bus stop, Ipaja, Lagos State.

This is just as relatives and friends of the 45-year-old victim, Tajudeen Popoola, said they had yet to come to terms with the reality of his death.

It was learnt that Umaru, who hails from Ilorin, Kwara State, and Tajudeen had been at loggerheads for some time over Umaru’s alleged immoral behaviour

He was said to have criticised the cleric for drinking and performing rituals on the ground that such acts contravened Islamic doctrines. It was said the criticism usually resulted in exchange of words between both.

The matter, however, came to a head when Tajudeen returned from a football viewing centre around 8pm on Sunday and reportedly met Umaru and his friends drinking alcohol in front of the building.

The landlord was said to have rebuked the suspect, leading to an altercation after which they both retired to their respective apartments.

The deceased’s brother, Azeez Popoola, said Umaru came to Tajudeen’s apartment a few minutes later and attacked him with a shard of broken glass.

He said, “Alfa usually quarreled with my brother because he used to correct his excesses. Any time they had a disagreement, he would threaten to kill my brother. On Sunday, he made good his threat.

“Everywhere was dark that evening. He sneaked into the passage where my brother was resting on a bench. Alfa didn’t know I was resting at a corner in the passage. I suddenly heard my brother scream and before I knew what was happening, blood was gushing out from his neck while Alfa fled.

“I went after him and with the help of neighbours, he was apprehended and the shard was recovered from him. We rushed my brother to the Ile Epo General Hospital; but before we got there, he had lost a lot of blood. He died a few minutes later. Alfa stabbed him in three different places in the neck.”

Azeez, who described Tajudeen as a diligent mechanic, said he had never fought the suspect although the cleric owed him two-year rent.

“He is a widower. His only daughter lives in the East. The daughter and our ageing mother had not been informed of his death,” he added.

Our correspondent, who visited the residence on Tuesday, found bloodstains on the staircase and walls, while Umaru’s paraphernalia, including a horn and a black pot, was seen at the entrance to his apartment.

It was gathered that his wife and children had fled immediately the incident happened.

Tajudeen’s friend, David Aluko, said, “I am devastated. I can’t still believe that my friend is gone forever. The whole thing still appears to me as a movie. We both returned from the viewing centre that day and he told Alfa to stop drinking outside the building.

“Alfa said Tajudeen’s comment embarrassed him and he threatened to kill the landlord. I was discussing with people outside when I heard Azeez shouting upstairs that Alfa had stabbed his brother. Tajudeen was kind to everybody.”

A tenant, who identified himself only as Quadri, said Tajudeen was generous to him and other tenants, urging the police to ensure that Umaru faced the full weight of the law.

“I live in his house in Dopemu. The last time I paid rent was 2014. I explained my challenges to him and he said I shouldn’t worry. He helped people a lot. There were occasions he gave tenants money from the rent they paid,” he added.

The Lagos State Police Public Relations Officer, SP Dolapo Badmos, had yet to reply to a text message sent to her mobile phone line as of press time.

However, a police source told our correspondent that the suspect had been transferred to the State Criminal Investigation and Intelligence Department, Yaba.

11 reportedly killed as police, hunters clash in Ibadan.

No fewer than, eleven people reportedly lost their lives on Tuesday in Ogbere Onilanta in Ona- Ara Local Government of Oyo State when policemen and hunters clashed in the area.
It was gathered that about 40 local hunters, popularly called “Agbekoya”, exchanged gunfire with policemen and attempted to break into the police armoury.

Residents of the area claimed that 11 people died, including hunters and policemen. However, the police said only one person died.

It was gathered that problem ensued when the police insisted on checking the hunters’ convoy but they refused.

An eyewitness, who identified himself as Isiaka, told newsmen that “The men were coming in some vehicles, including a black Toyota Pathfinder.

“Some policemen, who were at the checkpoint in front of their station, stopped them and challenged them for driving recklessly. One of the hunters got down and started arguing with the police.

“He slapped the policeman. Later, we started hearing gunshots. There was shooting from both sides.

“The crisis was so much that everybody started running to avoid being caught in crossfire.”

Some workers at the Elekuro High School close to the scene reported that some policemen rushed into the compound and removed their uniforms.

Police spokesman, Adekunle Ajisebutu, said “Some robbery suspects, identified as Agbekoya militants in three vehicles, attacked policemen on stop-and-search duty at Ogbere and attempted to snatch a rifle from a policeman.

“The bandits were repelled. The hoodlums fled, only to regroup and attack the Ogbere Police Station, advancing to the armoury, shooting their way in.

“The police again repelled their attack and in the process one hoodlum was fatally injured.

“Two suspects were arrested. The injured suspect died on the way to hospital. Items recovered from the hoodlums include: five cut-to-size locally-made guns, 103 cartridges and assorted charms.

“A Sports Utility Van (SUV) was also seized. The arrested suspects have made confessions and are helping the police in their investigation.”

Ondo poll: Police to deploy 26,000 personnel, 3 helicopters, 12 APCs.

The Nigeria Police Force said that it would deploy 26,000 personnel, three helicopters, 12 Armoured Personnel Carriers (APCs) and 20 gunboats for the November 26 governorship election in Ondo State.

The Inspector-General of Police (IG), Ibrahim Idris, said this on Tuesday in Akure during a meeting he held with INEC officials and representatives of the political parties in the state.

“Twenty-six thousand police officers will be deployed in the state, and five officers will be at each polling unit during the election.

“Also, 20 gunboats will be deployed in the water ways to ensure maximum security along the riverine area while three helicopters will be patrolling at each of the three senatorial districts of the state,” he said.

Mr. Idris added that three commissioners of police would be in the state for special operations during the election, while 12 Armoured Personnel Carriers (APCs) would be deployed in some strategic areas.

The police who boss warned all security agents to always attach their name tags to their uniforms; threatened that anyone caught disobeying the order would be arrested.

He also said that the security personnel should restrict themselves to their designated posts.

He, however, warned the electorate to shun violence before, during and after the election, and urged the public to cooperate with security agencies in ensuring a peaceful conduct of the election.

“We cannot do it alone because security is the responsibility of all,” he said.

IGP Fires 14 Policemen Over Misconduct

The Nigeria Police Force on Tuesday announced the dismissal of 14 policemen for various levels of misconduct.

A statement by DCP Don Awunah, Force Public Relations Officer, Force Headquarters, Abuja listed the offences as Aiding and abetting serious crimes, Conspiracy with militants and Disappearance of explosives.

Awunah said that the Inspector General of Police (IGP), Ibrahim Idris, on assumption of duty, instituted strict measures to ensure that the conduct of officers conformed to international best practices and norms.

He said that the IGP was determined to ensure that Police duties and other responsibilities were carried out professionally without compromising integrity and allegiance to the nation and the force.

The force image maker listed the affected policemen as ex ASP Yuguda Abbah, ex Sgt. Habila Sarki, ex Diphen Nimmyel, ex Sgt. Yasan Danda, ex Sgt. Abbas Mailalle and ex Sgt. Bwanason Tanko. Others are ex Sgt. Donan James, ex Cpl. Idris Salisu, ex Cpl. Zakari Kofi, ex Sgt. Musbahu Yahaya, ex Sgt. Ugenlo Sylveste, ex Sgt. Musa Umar,  ex Cpl Omale Edicha and ex Sgt. Laibi Opakegba .

He said the aforementioned personnel of the force who used their official capacities to carry out misconduct were dealt with according to the law to serve as deterrent to others.

“The following personnel of the Force who erred and compromised in discharging their duties and betraying the official oath of office were arrested, subjected to internal disciplinary measures and punished according to the gravity of their offences.
“This unacceptable professional misconduct are categorised as follows: Aiding and abetting serious crimes, Conspiracy with militants and Disappearance of explosives.

“The IGP wishes to acknowledge and commend the patriotic and tireless police officers who are making sure that Nigeria is safe and secure especially at the flash points of the North East, North Central and South- South (Niger Delta). “Their sacrifices will not go in vain; they will be adequately rewarded.

“Admittedly, these remarkable achievements are clear testimonies of interagency synergy between the police and our sister intelligence agencies,’’ he stated.

He said that the IGP recognised and appreciated the professional and institutional support of sister agencies. According to Awunah, the process to progressively sanitise the system of unprofessional and criminally minded personnel will be sustained.

Cattle rustling: Niger Police arrest 8 suspects in Shiroro – CP

The Niger State Police Command has arrested eight suspected cattle rustlers allegedly terrorising the people of Shiroro Local Government Area of the state.

Zubairu Muazu, the Commissioner of Police, disclosed this in an interview with News Agency of Nigeria on Monday in Minna.

He said that 21 cows were recovered from the area after the arrest.

He said that the command had put in place various forms of security measures to ensure the arrest and prosecution of more criminals in the state.

He explained that the suspects were arrested within the forest in the area which was believed to be hideout of cattle rustlers.

Muazu said: “We have combed the entire forest and blocked identified routes of cattle rustlers for their arrest and prosecution.’’

The commissioner said the deployment of well-armed security personnel was purely responsible for the success recorded.

He explained that the command had taken concrete working measures to prevent cattle rustling and kidnapping through effective security network.

He solicited the support of communities to volunteer information that would lead to the arrest of criminals in the area.

He noted: “We are battle ready to deal with any form of security threats as our officers have been briefed on security method to be adopted in confronting miscreants.”

Man Commits Suicide on Wedding Eve, Drops Suicide Message for Sister

A 28-year-old man has committed suicide in Mushin area of Lagos State, on the eve of his wedding.

Shakiru, popularly called Jarule, was found hanging from the ceiling of his 56, Oduduwa Street, Mushin home.

Relatives told newsmen that the father of two was being expected in Osogbo, the Osun State capital, on Saturday for the event. Shakiru was said to have sent a suicide message to his sister, Mariam, which reads: “I’m sorry. Forgive me.”

Mariam had reportedly insisted on his arriving early for the event on noticing his attitude of late. But when the message came in around 6:30pm, she did not read it immediately. When she did, she tried to reach some of his friends, but all to no avail. She then got their elder sister who lives near him to go and find out what was happening. His sister found his room locked from inside indicating that he was at home.

But when he did not respond to her knocks, she called Mariam, who asked her to look through the window from where she found his lifeless body dangling from the ceiling.

The late Shakiru also left some notes in his jotter, bordering on love and his life trajectory. They included “I’m Done”, “If you are reading this, it’s too late.” He also wrote phrases such as “I love you” on the pictures of his two children.

Some relatives described his death as embarrassing and unfortunate. They said he was an introvert who hardly picked their calls. It was learnt that his wife is about eight months pregnant. He was said to have proposed an abortion which his doctor warned against because “it was too late.”

His niece, who didn’t mention her name, believes he committed suicide over financial difficulties.

According to her, he became frustrated after the death of his mother three years ago.

It was learnt that the police are detaining four persons living with the late Shakiru.

FCT Police Rescue 10 Kidnapped Victims In Kuje (See Names Of Victims)

The Police Command in FCT on Monday said it rescued 10 persons kidnapped by a gang of hoodlums in Darka village in Kuje Area Council of the FCT.

The victims are Fanus Emmanuel, Babangida Emmanuel, Akimmi Dauda, Japheth Kwasu, Dorcas Shuaibu, Kemuche IK, Hamza Yunusa, Umar Godiri, Ismaila Yusuf and Abubakar Gomo.

A statement issued by the Command’s Spokesman, ASP Anjugurin Manzah, stated that eight of the victims were rescued on Nov. 19, while the remaining two were rescued on Nov. 20 in Toto and Karu in Nasarawa State.

Manzah noted that the rescue was made possible by a joint operation by the Police Mobile Force Operatives of the command’s Special Anti-Kidnapping Squad, DSS, Nigerian Army and NSCDC.

The spokesman stated that the stronghold of the assailants who specialised in raiding remote villages at night and robbing the villagers of cash and other valuables and kidnapping was destroyed during the operation. He added that an operative of the NSCDC, ASC Anumudu Uche, who took ill, died during the operation.

He recalled that the FCT Commissioner of Police, Muhammadu Mustafa, had reassured residents and affected villages of the command’s massive deployment to forestall a recurrence. He said concerted efforts were in place to arrest the dislodged hoodlums.

Police advise tinted glass car owners to obtain new permit

The Ebonyi Police Command says it will start impounding and prosecuting drivers of vehicles with factory fitted tinted glasses who have not obtained the newly approved permit.

George Okafor, its Public Relations Officer told the News Agency of Nigeria in Abakaliki on Monday that the new permit, with unique security features, was to prevent hoodlums from using such vehicles for crimes.

According to him, the new permit contains bio data of the car owner which include the photograph, finger prints, name and date of birth, among others.

Okafor said: “The Inspector General of Police, Ibrahim Idris, on assumption of duty as the new IGP, left no one in doubt on his readiness to fight crime to standstill, hence he came up with the idea of computerised tinted glass permit.

“The idea is to enable the police to have vital information about persons being issued with the tinted car permit which will assist in checking usage of such cars for crimes.

“Many suspects have been known to hide inside tinted glass cars to commit heinous crimes and this is what the police want to checkmate.”

He said that the command had carried out sensitisation and enlightenment campaigns through radio and television jingles as well as advertisements.

He said that the online registration and issuance of the permit, done at the command headquarters, were free and urged motorists with factory fitted tinted glass to obtain the permit.

He said: “Both the online registration and issuance of the permit are done at our headquarters here and I want to use this opportunity to advise people who use tinted car glasses who have not obtained the new one to do so.

“We have created enough awareness on the issue and the police want cooperation of the affected people in this regard since security business is everyone’s business.’’

The police spokesman assured of the commitment of the police in maintaining the peace, law and order during the ember period.

He said that criminals would have no place to operate in the state before and during the Christmas period.

South Africa’s opposition parties urge Zuma to report corruption to police.

South African opposition parties on Sunday urged President Jacob Zuma to report acts of corruption after the scandal-plagued leader said he knows who is stealing public funds.

Since coming to power in 2009, Zuma has survived a string of corruption scandals almost unscathed, but this month the country’s anti-graft watchdog called for a judicial inquiry into allegations of influence-peddling in the ANC government.

Zuma, in a bid to cement support in his home province of Kwazulu-Natal, on Friday told supporters in Zulu: “I know they are stealing. I’m just watching them. I know them,” local media reported.

Both the Democratic Alliance (DA) and the Economic Freedom Fighters (EFF), the nation’s two largest opposition parties, on Sunday called on Zuma to share the information he has with authorities.

“President Jacob Zuma has a legal duty to report, to the law enforcement authorities, those who he knows to be engaged in criminal behaviour,” DA-leader Mmusi Maimane said in a statement.

The DA, which tabled a failed no-confidence motion against the president in Parliament last week, filed a criminal complaint against Zuma on Tuesday and will ask the police to also “investigate those people known by the President to be stealing”, Maimane said.

Zuma must immediately report those stealing public funds, otherwise the EFF too will lodge a criminal complaint against the president, the EFF said in a statement.

Shiites Abandon Borno Protest After Police Threat

A planned protest by Shiites in Borno State was shelved following a threat by the police.

Due to the relatively low popularity of the Shiite IMN in Borno State, the news of their proposed procession came as a surprise to most of the residents in Maiduguri, the state capital.

The Borno State police command later warned the Shiite group to “drop the idea of the planned procession.”

The police commissioner, Damian Chukwu, also said that embarking on the procession was illegal because the Borno State government had issued a statement banning all kinds of procession in the state.

Officials of the Borno State government, who preferred to be anonymous in this report, said they were not aware of the ban on religious processions in the Boko Haram troubled state.

The police chief warned the Shiites to adopt “lawful means of championing their cause”, and not through road processions.

“We just got information that the Shiite group is trying to embark on public procession in Maiduguri and the state government had already issued a statement banning that procession,” he said.

“I want to say that we are in support of the ban because the law banning public procession without permission is still in force.

“We know the group will always want to carry on with the procession without even trying to seek permission. We hereby advise them to please shelve the procession in the interest of peace,” he added.

Mr. Chukwu warned that the police would do everything within its constitutional powers to maintain peace in the state.

On Friday, the atmosphere was somewhat tense as police deployed its officers to all the strategic locations within Maiduguri. Anti-riot vehicles and armoured personnel carriers were moved to locations where it was suspected that the planned Shiite procession would take place.

Heavy security presence was seen at the MaiSaje Mosque, where the police intelligence indicated the IMN might kick start their protest. The same situation was noticed at the Fodiya Centre, near a spot called Yan Nono in Bulumkutu along the Kano-Maiduguri highway.

After the Jumat prayers at the MaiSaje Friday mosque, some group of young men waited to see if the protest by the Shia group would take place.

One of them, who sought anonymity for security reasons, said “we just want to see if truly they would begin the procession; we would have dispersed them by tagging them as Boko Haram members”.

Days after the Kaduna clash, Police plot to tackle Shiites in Borno.

The police in Borno State are mobilizing for a planned rally by Shiites, sources have told reporters.

A source said the police received a special intelligence report that the protest would kick-start shortly after the Friday Jumat prayer.

The protest is expected to start at two main mosques – the Mai Saje Mosque, a popular Friday mosque, centrally located in the heart of Maiduguri, and Fodiya Centre, near a spot called Yan Nono in Bulumkutu along the Kano-Maiduguri highway.

“The aim of the protest is to show their anger over the detention of their national leader and the recent clash with the police in Kano,” a police intelligence report reviewed by reporters showed.

It is not clear if the police plan to forcefully stop the protest as was done to similar Shiite marches in Abuja and Kano, but the Borno State Commissioner of Police, Damian Chukwu, according to a source, directed several units including the police mobile force and the counter terrorist unit to deploy their men to various Friday mosques within Maiduguri and other liberated communities across the state for “decisive actions to any untoward development”.

PREMIUM TIMES further learnt that the police is not taking any chance in ensuring that the proposed Shia protest does not escalate the already tense situation in the state. Mr. Chukwu had to cancel the weekly briefing with his officers as the police prepared for the Shiite protest.

Officials at the police headquarters have reported that canisters of tear gas were released at about 10.30 a.m. on Friday to be possibly used against the protesters.

Unlike several states in the northern Nigeria, Shia processions have been very rare in Borno.

The Shiites are demanding the release of their leader, Ibrahim El-Zakzaky, who has been held without trial since last December after over 300 of his followers were killed by soldiers. The army accused the Shiites of blocking a major road and plotting to kill the army chief, Tukur Buratai, an allegation the Shiites denied.

Another rally by the Shiites on Monday in Kano led to the death of at least 9 people including a police official as the police tried to stop the protesters.

Local and international rights groups and foreign countries have called on the Nigerian government to exercise caution in dealing with the Shiites.

The U.S. government on Friday issued a statement calling for “greater communication between Shia citizens and government authorities.”

Nigerian Police response to Shiite procession disproportionate – US

The United States has expressed deep concerns over the latest clash between the Police and Shiite members in Kano, describing the security agency’s response to the procession as “disproportionate.”

 

It therefore called for calm and restraint on all sides, a reduction of tension and greater communication between Shiite members and government authorities.

 

A statement from the US embassy’s Information Office on Friday in Abuja said the Shi’ite group, like other religious communities, had the right to assemble, peacefully express their religious beliefs, and mark their celebrations.

 

The US admonished the Federal Government to protect and defend these rights

 

It said, “The US is deeply concerned by the deaths of dozens of Nigerians during clashes between individuals participating in a Shia procession and the Nigerian Police Force in Kano State on November 14.

 

“While the matter is still under investigation, we are troubled by the apparent disproportionate response by the police.”

 

The US also called on members of the IMN and all citizens to respect the rule of law and cooperate with the police in their attempt to maintain public order.

 

It urged the government to ensure accountability for the deaths of more than 300 IMN members during December 15, 2015 clashes between the group and security forces in Zaria, Kaduna State.

 

“We also call on the Nigerian government to conduct a transparent investigation of the latest incidents and bring to account anyone responsible for violating the law,” the statement added.

UPDATE: Police confirm six dead in Maiduguri suicide bombing.

The Commissioner of Police, Mr. Damian Chukwu, has confirmed to newsmen in Maiduguri that six people have been declared dead following some suicide bombings in the town on Friday.

 

He said, “side from the explosion near a mobile Police location in Jiddari, we had two other suicide bombings along Maiduguri-Gamboru road.

 

“In the first case, a suspected male suicide bomber detonated his explosives after he was stopped at the entrance of the Muna Garage, killing himself instantly,” Chukwu said.

 

He said that another suspected male suicide bomber detonated his explosives on the same road a few meters away, killing himself and two local vigilantes called Civilian JTF.

 

”In all, we recorded six deaths, comprising four suspected bombers and two vigilantes.

 

“This is about the sixth or seventh suspected suicide attack in the last couple of days. The Police and other security agents are working hard to stop the ugly trend,” Chukwu said.

Police work is noble work. I begin with this important concession. Those who risk their lives to protect our lives and property, and who ensure the preservation of law and order deserve our respect. But even as one grants this important concession, one is constrained to quickly add that the noble institution has metamorphosed into an ignoble monster.

 

On highways and within our cities, the police has become no better than an organized gang of armed robbers. Armed with guns bought with tax payer’s money, they terrorize us every day. If I have not spoken plainly enough, this is what I mean: Police men and women openly ask for bribes. It is a sorry sight. They do more than just ask for bribes, they terrorize us into giving them money we do not have.

 

I write this under the assumption that my President is unaware of this rampant practice in the land. But your ignorance, sir, of a phenomenon that negatively affects our lives every single day is already a devastating indictment.

 

The Police is not your friend. The average Nigerian knows this. The Police is a vital part of our criminal justice system. But how can we have justice in a system with a Police force that reeks of insane corruption? How can we have justice, when the very guardians of law and order have no respect whatsoever for the law and due process?

 

One notes the President’s stand on purging the Judiciary of corrupt elements. One salutes the President for identifying and attempting to solve a problem, even if one disagrees fundamentally with the style and process that the executive has adopted in its crusade against corruption. There is no organization more urgently in need of a purge than the Nigeria Police Force. The President cannot claim to hate corruption without confronting this horrible monster.

 

I call attention, here, to another major sin of the Police: torture. Suspects are tortured by the Police, especially where they are poor. This is a sickening reality that should send shivers down our spines. If you get wrongly accused of an offence today and get arrested by the Police, the likelihood of your getting tortured is extremely high.

 

The Nigerian Police is generally incapable of investigating any offence. Their tactic is usually to beat confessions out of accused persons. How can this be? Is Police work not supposed to require some intelligence? Some nuance? Some tact? Some principle?

 

I live in fear of the Police. All rational Nigerians should, too. That institution is long overdue for a radical purging. Our Police Force is symptomatic of all that is wrong with Nigeria: disorderly, incompetent, inhumane, and reeking of corruption. I am hoping that the President can arrest this cancer, but I am not holding my breath.

Police avert APC, PDP supporters’ clash in Rivers.

A bloody clash between All Progressives Congress (APC) and Peoples Democratic Party (PDP) supporters was averted by the police yesterday in Port Harcourt, Rivers State.

Hundreds of APC supporters in the early hours converged on the party’s secretariat along Forces Avenue from where they began a procession to the Government House in protest against the refusal of the leadership of the House of Assembly to swear in two lawmakers, Victoria Nyeche, representing Port Harcourt City 1 Constituency and Andrew Miller, representing Opobo/Nkoro Constituency, who were elected on its platform.

Owing to intelligence report that PDP supporters had also mobilised to storm the House of Assembly to counter the APC members, policemen were deployed around the Government House along Azikiwe Road down towards the Central Bank of Nigeria (CBN) office and the State High Court.

As the APC supporters got to the roundabout leading to the Government House, policemen prevented them from getting to its main entrance.

To avoid a possible confrontation between PDP members who were already around the House of Assembly and the approaching APC supporters, the police fired tear-gas canisters to disperse them and in the process injured several persons.

Policemen led by an Assistant Commissioner of Police (ACP), Steven Hasso, also allegedly assaulted a journalist, Mr. Ekikere Udom of Channels Television.

Amid the teargas, supporters of PDP led by the publicity secretary of the party in the state, Samuel Nwanosike, made their way into the House of Assembly where they were received by the speaker, Adams Dabatorudima.

Nwanosike, who denied that their solidarity visit was intended to counter the protest by members of the opposition APC, called on the Inspector-General of Police (IGP) to investigate the attack on them by his men.

A statement by Governor Nyesom Wike’s press secretary, Simeon Nwakaudu, had accused the police of a breach of security and threat to the peace by allowing APC supporters to storm the Government House, Port Harcourt.

He described as despicable an alleged physical assault on the Chief Security Officer of Government House by the policemen.

But the Rivers State Commissioner of Police, Francis Odesanya, said that his men never invaded the Government House but rather they took proactive measures to ensure that both the APC and PDP supporters did not meet and clash.

Police Arrest 248 Suspected Kidnappers, Others in Bayelsa

The Bayelsa State Police Command says it has arrested no fewer than 248 suspects in connection with kidnapping, armed robbery, murders, rape, cultism, among others in the state.

The State Commissioner of Police, Mr. Adeyemi Ogunjemilusi, who made this known on Thursday during the parade of scores of suspected criminals, said the hoodlums were apprehended from July till date.

The commisssioner also said 151 cases of the arrests had been charged to court.

Giving breakdown of the arrests, Ogunjemilusi said two suspects, David Sunshine and Otuogba Usio, both males, were part of a four-man gang that invaded Sagbama town and kidnapped a 78-year-old man, Dennis Ogazi.

He said investigation led to the arrest of Sunshine and Usio on October 29 and they confessed to the commission of the offence and that the victim died in their camp at Enwe community in Isoko South Local Government Area of Delta State.

The commissioner said investigation was ongoing to effect the arrest of two other suspects and recover the remains of the deceased septuagenarian.

Ogunjemilusi said five suspected armed robbers had on July 23 broke into the house of Justice Ebiyerin Omukoro of High Court II, Yenagoa, held him and his family captive, collected his ATM card under duress and went to withdraw some money from his account.

He said the suspects, whose names were Ayakeme Ebikie, Frank Pere, Chimezie Ibekwe, Ogoli Stephen, and George Ovede, later carted away the Judge’s Plasma TV set, handsets and other personal items.

He stated, “I am glad to inform you that all the members of the criminal gang have been arrested. Investigation revealed that they were responsible for other robberies.

“The same group on August 22, 2016, at 2.30am broke into the house of Hon. Tolumoye Bikikoro and robbed him of his TV set and handsets. One locally made pistol was recovered from them as well as home theatre, DVD player, mobile phones of the Judge.”

He also said that some suspects who had been on the wanted list were on October 30 arrested at Etegwe and Bolex Car wash respectively for the killing of two policemen, Sergeant Sagbe Owori and Corporal Nanagha Ekeiweri.

He said while Owori was killed at Bossy Waters along Tombia-Amassoma Road on January 19, 2014, Ekeiweri of the Department of Operations, Yenagoa was killed on November 24, 2014, after which they took away his Assault rifle 06 with breech number 0702754330 and 30 rounds of ammunition.

He said items recovered from the suspects, James Kalaye and Austin Olozulu, were one Brownie pistol and locally made pistol.

The commissioner further said that four suspects gang-raped a 19-year-old girl on September 13, 2016.

He said the suspects: Godwin Governor, 20, Kingsley Akpas, 21, Ebikewenemor Aripamone, 18 and Harrison Eribo carried out the dastardly act in the house of Governor in Tungbo, Sagbama, who allegedly lured the victim.

He said the victim had already identified the suspects.

Ogunjemilusi said three cases of defilement were also recorded during the period.

Civilian impersonates soldier, dupes police officer in Benue.

A Makurdi Magistrates’ Court on Thursday sentenced 31-year-old applicant, Gideon Chubu, to 12 months imprisonment for impersonating a soldier and duping a mobile police officer of N40,000.

 

Chubu was arraigned on a two-count, bordering on cheating and impersonation, punishable under Section 326 of the Penal Code Laws of Benue, 2004.

 

The Magistrate, Mrs. Lillian Tsumba, sentenced Chubu to 12 months imprisonment after he pleaded guilty to the crime and begged the court for leniency.

 

Tsumba who noted that the convict had no record of previous convictions, said the sentence was to serve as deterrent to others.

 

The magistrate also ordered Chubu to pay back the sum of N40,000 he fraudulently collected from the mobile policeman.

 

The prosecutor, Insp. Gabriel Agbadu, had told the court that one Cpl. Elija Ikwe, attached to 13 Police Mobile Force, Makurdi, reported the matter at ‘C’ Division Police Station, Makurdi on Nov. 6.

 

Ikwe reported that he met Chubu at Wurukum roundabout, Makurdi, on Oct 26, and he introduced himself as a soldier serving with the Chief of Defence Staff in Abuja.

 

Ikwe further stated that the convict deceptively collected N40,000 from him with a promise to help enlist his younger brother into the Nigerian Army.

 

The victim stated that the convict was later discovered not to be a soldier and had converted the money to his personal use.

 

The prosecutor said that the convict was arrested during police investigation and he confessed to have committed the crime.

Man, 40, Caught Having Sex With Two-Year-Old Girl

A 40-year-old painter, Yisa Aweda, was Thursday caught having sexual intercourse with a two-year-old girl child.

The Coordinator, Lagos State Domestic Violence Response Team, Mrs. Titilola Vivour-Adeniyi, in a statement on Thursday, said that the incident happened at Aweda’s residence in Orile Area of Lagos

She said that the crime was initially reported at Orile Police Station.

The statement said that the father of the victim stabbed the rapist with a broken bottle when he caught him in the act.

She said, “On Nov. 16, the victim’s mother found Yisa Aweda having sexual intercourse with her daughter in her living room and immediately shouted for help.

“This attracted other neighbours and her husband who came in and in anger took a broken bottle to cause serious injury on the perpetrator.

“The matter was immediately reported to Orile Police station, while the perpetrator was taken to the hospital for medical attention.

“The father of the girl was also arrested and detained.

“On November 14, Mirabel Centre carried out a test on the victim, which confirmed a penetration but the result has been sent to the Police Station for proper prosecution.

“The matter was reported to the office of DSVRT on Nov.15. We visited the Police station to know the steps taken by the Police and we also visited the perpetrator in the hospital.”

Adeniyi said the case would be filed to court, considering the evidence available, adding that the Office of the Public Defender had been briefed on the matter.

She said, “In view of this fact, the rights of the child need to be adequately safeguarded and the father of the victim will be legally represented.”

Adeniyi said the perpetrator, a relation of the victim by marriage, had been pleading with the family that the matter should be settled out of court.

She said, “Today, the family members came to appeal that the matter be settled out of court. DSVRT has been informed about the case and the state would ensure diligent prosecution.

“We hope the suspect recovers quickly to stand trial in the court for the offence he was alleged to have committed and we urge the public to desist from such act.”

Governor Akinwunmi Ambode has urged the Lagos State Task Force Unit to track down offenders of domestic violence and rape cases to serve as deterrent to others.

British Woman Arrested after Dubai Rape Claim

A British woman who told police in Dubai she had been raped has reportedly been charged with having extra-marital sex.

The woman in her 20s was allegedly attacked by two men from Birmingham while on holiday in the United Arab Emirates.

When she reported the incident, police arrested her and confiscated her passport, according to UAE law experts detained in Dubai.

The woman has since been bailed but could face jail if found guilty at trial.

Radha Stirling, from the Detained in Dubai group, said the emirate’s treatment of rape victims was “tremendously disturbing”.

She said: “The UAE has a long history of penalising rape victims.

“It is still not safe for victims to report these crimes to the police without the risk of suffering a double punishment.

“Police regularly fail to differentiate between consensual intercourse and violent rape. Victims go to them expecting justice, and end up being prosecuted.

“They not only invalidate their victimisation, they actually punish them for it.”

A Foreign Office spokeswoman said: “We are supporting a British woman in relation to this case and will remain in contact with her family.”

Shi’ites/Police Clash: Tears as 8-month-old killed by stray bullet is buried.

An eight-month-old girl, Zainab, who was reportedly shot dead on Monday during the clash between the Nigeria Police Force, NPF and members of the Islamic Movement in Nigeria, IMN, in Kano State, has been laid to rest.

 

Zainab, who was strapped on her mother’s back during the clash, was killed by a stray bullet.

 

She was said to have died instantly.

 

Photos of her heartbreaking funeral hit the social media on Wednesday with some calling on the government to fight for her justice.

 

Recall that about 15 Shiite members and one policeman reportedly lost their lives, while scores were injured during the clash.

 

The members, under the leadership of incarcerated Sheikh Ibrahim Zakzaky were trekking for the annual Arbaeen Symbolic Trekking from Kano to Zaria in Kaduna state.
