Jose Mourinho is Unlucky – Ferguson

Former Manchester United manager, Sir Alex Ferguson, has noted that his successor, Jose Mourinho is “unlucky” not to see his side competing for the Premier League title this season.

Manchester United are currently fifth in the Premier League table after 27 league matches of Mourinho’s debut season in charge, and they trail leaders Chelsea by 17 points after drawing 10 of their top-flight games.

The scot gaffer, who won 13 Premier League titles while at Old Trafford, told SiriusXM FC, “I get on well with Jose and think he’s doing a really good job.

“He’s been a bit unlucky actually because there are home games this season they’ve been absolutely brilliant in but have drawn them.

“If they’d got those wins they deserved they’d be challenging for the league, there’s no doubt about that.”

The former Real Madrid boss has already led his side to silverware this season, securing a 3-2 win over Southampton in the EFL Cup last month.

Ferguson noted, “Winning a trophy at United is the most important thing.

“That’s what the club’s history is about — winning trophies.

“I looked upon the League Cup as the manager [Mourinho] does: this is an important trophy. I was fortunate to win it four times. It doesn’t matter what the trophy is, if you get to a final you want to win it.”

The Red Devils will host eighth-placed West Bromwich Albion in the Premier League on Saturday.

US, UK, others boycott UN meeting

United States and almost 40 other nations have boycotted the first-ever United Nations talks on an international treaty to ban nuclear weapons.

US Ambassador to the United Nations Nikki Haley who announced this noted that nuclear powers Russia and China also are also not taking part in the meeting.

Flanked by ambassadors from about 20 nations, including nuclear powers United Kingdom and France, Haley couched the decision not to attend the talks, which began Monday, in personal terms.

As a mom and daughter, “there is nothing I want more for my family than a world with no nuclear weapons,” the former South Carolina governor said. “But we have to be realistic.”

“Is there anyone that believes that North Korea would agree to a ban on nuclear weapons?” Haley asked.

President Barack Obama’s administration also opposed the talks, which the General Assembly voted to approve in December.

United Kingdom Ambassador Matthew Rycroft said his country also would not attend the talks because “we do not believe that those negotiations will lead to effective progress on global nuclear disarmament.”

President Donald Trump told Reuters last month that he would prefer a nuclear-free world, but otherwise the United States should be “at the top of the pack.”

The boycott on Monday drew criticism from backers of the treaty, who called it “an unhelpful distraction.”

“Today’s last minute protest by Ambassador Haley and others standing with the American president demonstrates how worried they are about the real impact of the nuclear ban treaty,” Beatrice Fihn, executive director of the International Campaign to Abolish Nuclear Weapons, said.

“It is an unhelpful distraction from the important work of banning nuclear weapons.”

Treaty supporters say the risk of a nuclear detonation are higher than at any time since the end of the Cold War.

But Haley said of the foreign officials joining the discussions, “you have to ask yourself, are they looking out for their people? Do they really understand the threats that we have?”

If adopted, the treaty would outlaw the use, possession and development of nuclear weapons and set up their eventual elimination.

Ex-governor Suswam docked on fresh N9.8 billion fraud allegation

A former Governor of Benue State, Gabriel Suswam, is in for another round of troubled waters as the Federal Government, on Monday, accused him and two others of diverting N9.79 billion.

The funds, part of which was meant for a police reform programme and Subsidy Reinvestment and Empowerment Programme, SURE-P, were allegedly diverted between 2012 and 2015 while Mr. Suswam was the governor of Benue State.

The SURE-P scheme was set up by the then President Goodluck Jonathan administration following the partial removal of fuel subsidy in 2012.

According to the Punch Newspaper, the allegations are contained in the 32 fraud and money laundering charges filed against Mr. Suswam and two others on Monday.

A former commissioner of finance in Benue State under the Suswam administration, Omadachi Oklobia, and the then accountant, Benue State Government House Administration, Janet Aluga, were also named as defendants in the charge, filed before the Federal High Court in Abuja and marked FHC/ABJ/CR/48/2017.

The prosecution accused the defendants of conspiracy, conversion of property derived directly from corruption; collaboration to conceal property derived from corruption; obtaining by false pretences and accepting cash payments, exceeding the amount authorised by law.

Earlier this year, a six-count charge bothering on alleged N7.5 billion fraud was filed against Mr. Suswam by the office of the Inspector-General of Police (IGP) at the Federal High Court, Abuja.

The former governor was alleged to have conspired with Mr. Oklobia and Ms. Aluga to launder the money.

Messrs. Suswam and Oklobia are already standing trial before Justice Ahmed Mohammed of the same division of the court for allegedly diverting about N3.1 billion, belonging to the Benue government.

17-year-old Boko Haram fighter captured, confesses to have killed 18 people.

The Nigeria Security and Civil Defence Corp (NSCDC) on Tuesday paraded a 17-year-old Boko Haram suspect, who admitted killing 18 people since he joined the group three years ago.

The suspect, Ali Mustafa, said he was forced to join the deadly group when Boko Haram terrorists attacked his village in Monguno and left with many boys.

The teenager said he gained skill handling assault rifles, with which he executed his victims.

“I was forced to join Boko Haram about three years ago,” he said.

“Boko Haram insurgents came to our village and forcefully took many of us away. We were kept in the bush camp near Kala Balge and from there we carried out various operations, during which I personally killed 18 persons.

“I can handle all kinds of guns including AK-47 and AA (anti aircraft) rifle.

The boy said his last mission was to go to Maiduguri to spy for his group, as he often did before attacks were carried out. He said he decided to change his mind on the way to Maiduguri.

“I was tired of killing people against my wish, so I told my two other colleagues with whom we were asked to go on a spying mission that we should abandon the mission and run.

“So I came to Maiduguri to search for my parents in the camps. But some IDPs who knew me as member of Boko Haram decided to report me to the security people,” he said.

The teenager, who looked unkempt, said he belonged to the Mamman Nur group of Boko Haram.

He said there were hundreds of young boys like him currently in the bush working for Boko Haram.

The Commandant of NSCDC, Ibrahim Abdullahi, paraded the young boy alongside other nine criminals who were arrested for other offences.

He said the young man had initially denied being a member of Boko Haram.

“But after a thorough interrogation he gave up his denial and confessed to be a Boko Haram member and that he had carried out many execution of innocent persons,” he said.

CBN activates new rate, pumps another $185m into FX market.

The Central Bank of Nigeria (CBN) has activated the new foreign exchange rate for invisibles by pumping a total of $185 million into the foreign exchange market.

On Monday, the CBN introduced a cheaper rate for the dollar at the interbank market, requesting that banks sell the US currency at N360 for those seeking it for school fees, medical bills and travel allowances.

To activate this directive, the CBN pumped the sum of $85 million into the Deposit Money Banks (DMBs) at the rate of N357/$1 for onward sale to retail end-users at not more than N360/$1, for invisibles such as basic travel allowance (BTAs), medicals, school fees.

The apex bank also offered the sum of $100 million to authorized forex dealers in the interbank wholesale window to meet the requests of genuine wholesale customers.

Isaac Okorafor, the bank’s acting director in charge of corporate communications, said the rates in the interbank window for wholesale transactions would still be determined by activities in the interbank market.

He disclosed that all banks had also been directed to immediately post the new N360/$1 rate on electronic display boards in the banking halls of their branches, adding that examiners from the CBN would visit banks to ensure the new rates are implemented.

The CBN spokesmen also reiterated the bank’s directive to all banks to process and meet the demand for Travel Allowances (PTA/BTA) by end-users within 24 hours of such application, while applications for school fees and medical bills are to be met within 48 hours of such application.

Okorafor warned that the new move, aimed at further easing access of genuine end-users to forex, prohibited banks from selling foreign exchange funds meant for invisibles to Bureau De Change.

Going forward, he reiterated that all banks would receive amounts commensurate with their demand per week, which would be sold to customers who meet usual basic documentary requirements.

He therefore urged customers to report any erring bank to the CBN for investigation and appropriate sanction.

My problem with Dangote – Governor Amosun

The Ogun State Governor, Ibikunle Amosun, on Monday explained why he has a strained relationship with Nigerian billionaire, Aliko Dangote.

According to reports, Amosun gave the explanation during a press conference in his office in Abeokuta. The Governor said, “Why I am against Dangote is that the heavy trucks of the company damage the roads. An example is Ilaro-Papalanto road. Is it the cars of our people that destroyed the roads? No! It is the heavy trucks of the company.”
The Governor said the company has refused to contribute to fixing the bad roads.

Dangote Cement is located at Ibese/Ilaro axis of Ogun West Senatorial District.

Sahara Reporter’s Sowore insists Dino Melaye never graduated from ABU

The man whose online news medium first alleged that a Nigerian senator did not have a degree from a government-owned university contrary to the senator’s claims has insisted that the record presented by the vice-chancellor of the university in question did not reflect the truth.

Omoyele Sowore, the founder of Sahara Reporters, said Monday that the vice chancellor of Ahmadu Bello University, Professor Ibrahim Garba, “cherry picked the 400 Level ‘3rd Semester’ results” after he was told by unnamed officials of the university that “available records” could not back up Senator Dino Melaye’s claims that he graduated from the school.

“The authentic records in our possession,” he wrote, “shows that Melaye couldn’t have graduated, he did not fulfil some core course requirements of which, for example, ‘Geog 307 (Long Field Trip)’ handled by one Dr Bello had to be met.”

He also insisted that the absence of Melaye’s name in the Convocation Brochure of Ahmadu Bello University, which combined graduating students from 1998/99-2000/2001 sessions, supported his claim that Melaye never graduated from the school.

But Professor Garba told the Nigerian senate’s Committee on Ethics and Privileges on Monday that Melaye did finish from the school with a third class B.A. in Geography.

“From records, Dino formerly known as Daniel Jonah Melaye graduated from ABU, BA Geography,” he said.

The Senate had on March 21, 2017, mandated the Committee to investigate Sahara Reporters’ allegation that Melaye did not finish university education at ABU. This followed a point of order raised by former Leader of the Senate, Mohammed Ndume, during plenary.

Melaye, who also appeared before the Committee to defend himself against the allegation, presented documents such as acceptance letter, acceptance of offer of admission, result and final year dissertation to buttress his claims of being an ABU alumnus. He stated that he was yet to collect his original certificate from the university.

Curiously, however, the senator said he changed his name from Daniel Melaye to Dino Melaye but did not present any affidavit to back up that claim.

Scottish lawmakers to hold independence vote on eve of Brexit

Just a day before Britain kick-starts Brexit proceedings, the Scottish parliament is on Tuesday expected to dismiss Prime Minister Theresa May’s overtures and back calls for a fresh independence referendum.

Lawmakers in Edinburgh are due to vote on Scottish leader Nicola Sturgeon’s bid for a new referendum, despite the prime minister’s last-minute appeals.

The Scottish vote had been scheduled for last Wednesday but was postponed after the terror attack near the British parliament in London, the same day, in which four people were killed and dozens more injured.

The Brexit vote last year has spurred the independence campaign of Sturgeon, head of the ruling Scottish National Party (SNP), who argues that Scotland is being forced out of the European bloc against its will.

Both Scotland and Northern Ireland voted to remain in the EU, but they were outnumbered by voters in England and Wales who backed Brexit.

– UK an ‘unstoppable force’ –
Sturgeon and May met in Scotland on Monday, with the prime minister reiterating that “now is not the time” for a referendum and describing the four nations of the United Kingdom as an “unstoppable force”.

The SNP leader has suggested an independence vote should be held by spring 2019 at the latest — before Britain leaves the EU — although after winning the backing of Scottish parliament she needs approval from London for a referendum to take place.

Rejecting such a request would be politically risky for May, whose government is also trying to prevent the collapse of the power-sharing arrangement which governs Northern Ireland.

The Northern Ireland executive collapsed in January following a dispute between the two main parties, the Democratic Unionist Party and Irish nationalists Sinn Fein, which failed to reach a new power-sharing deal by a 1500 GMT Monday deadline.

The British government has extended the talks and, if a resolution is not reached, fresh elections could be called or London could resume direct rule over Northern Ireland.

The fate of the province is one of the priorities set by the EU’s chief Brexit negotiator. “We will not stand for anything that weakens dialogue and peace in Northern Ireland,” he wrote in the Financial Times on Monday.

– ‘Pulling together’ –
Despite May’s assertion that she will seek the best Brexit deal for all of Britain — including Scotland — she has failed to convince the SNP which has warned of the negative consequences of leaving the EU.

The economic uncertainty of Scotland outside the United Kingdom was a factor in voters rejecting independence in a 2014 referendum, but the SNP claims breaking away from the European single market would cost Scotland tens of thousands of jobs.

Scotland’s economic hand was strengthened on Monday when exploration firm Hurricane Energy announced the “largest undeveloped discovery” of oil in British waters, located west of the Scottish Shetland Islands.

But May also won a financial boost, with Qatar committing to invest £5 billion ($6.23 billion, 5.8 billion euros) in the UK economy within five years.

The announcement will allay fears of investors abandoning Britain when it leaves the EU and the European single market, which May has said is a necessary step to control immigration.

The prime minister made a plea for unity ahead of Britain’s historic EU departure.

“Now is the time when we should be pulling together, not hanging apart. Pulling together to make sure we get the best possible deal for the whole of the UK,” she told reporters.

2016 Budget to expire May, not March — Senate

The Senate Appropriations Committee on Monday said the 2016 budget would run for 12 months and, therefore, expire on May 5 2017.

President Muhammadu Buhari assented to the budget on May 6, 2016, after a long delay amid allegations of budget padding and fraud.

According to the chairman of the Senate committee on appropriations, Danjuma Goje, the law backing the 2016 budget, 2016 Appropriations Act, provides that the budget shall run for 12 months, starting from the date it was promulgated.

“As far as the Bill that was signed into law by Mr. President is concerned, there will be no mop up on 31st March 2017 since the validity period for the 2016 budget ends midnight May 5th, 2017, ” said Mr. Goje.

“If that is done, it will be a violation of the Act. We carefully created the clause that made provision for May 5, 2017. The Act says that the 2016 budget will run for 12 months starting from the date the bill was assented to and it was assented to on May 6th 2016.”

The lawmaker assured that before expiration of the 2016 budget, the National Assembly would have passed the 2017 budget proposal by Mr. Buhari.

“It is necessary for Nigerians to know that there should be no anxiety about mopping up of funds by March 31,” he said. “We do not have to extend the 2016 budget. If May comes and there is need to extend, then we can do otherwise. I believe before that date the 2017 budget must have been passed. We don’t have to do any extension because we have taken care of that. Therefore no anxiety, no mopping up of funds before 12 months period.”

The 2017 budget process is still at committee level, after which the appropriations committees of the House and the Senate will report to their respective Chambers before passage and transmission to the president for assent.

President Muhammadu Buhari has felicitated with former Lagos State Governor and chieftain of the All Progressives Congress (APC), Bola Tinubu, on his 65th birthday.

The president’s congratulatory message was issued on Tuesday in Abuja by Femi Adesina, the president’s Special Adviser on Media and Publicity.

Mr. Buhari said he joined “all members of the APC, political and business associates of the Asiwaju of Lagos, his friends and family, in celebrating another milestone in the life of the great leader”.

Mr. Buhari noted that Mr. Tinubu’s foray into politics had ushered in a better understanding of building consensus to achieve historical feats, like unseating an incumbent government.

“Tinubu has raised the bar for many political leaders across the country as a two-term governor of Lagos State, and also bequeathed a style of leadership that completely altered the landscape of the commercial capital,” he said.

The president recalled his “pleasant and intellectually enriching encounters” with Mr. Tinubu over the years.

According to him, as the former governor turns 65, the nation still stands to gain more from him.

“I Played As a Goalkeeper in Jail Games”- Arsenal star Alexis reveals

The Gunners forward says his desire to take in games wherever possible in his younger years saw him grace some rather unusual playing fields

Arsenal forward Alexis Sanchez has graced some of the finest stadiums in the world, and also a Chilean jail as a goalkeeper.

A distinguished playing career has carried the Chilean from his homeland to Emirates Stadium via Udinese and Barcelona.

He was, however, to take the first tentative steps on that journey in more humble surroundings.

While growing up in South America, Alexis was eager to find game time wherever possible. That meant going wherever there was competition and playing in any position asked of him.

Occasionally his quest would lead him down some unusual avenues, but it is those experiences which have helped to make him the world-class talent he is today.

Alexis Sanchez jail

Alexis told Arsenal Player on his experiences as a football-mad youngster: “I wanted to be a professional footballer from when I was small.

“My mental approach was always to win and to go as far as possible playing football.

“I was always playing in tournaments and initially I played in goal. I was happy as long as I was playing football. I played with older people all the time – many of whom I really liked.

“[I played] in the street, but we also used to go to the local jail to play. We played with the people there on a dirt pitch, and I played in goal.”

Moving up the field has certainly been the right call for Alexis, with the 28-year-old now one of the finest attackers on the planet.

Arsenal bought into that ability when splashing out £31 million to sign him from Barcelona and will be hoping to keep him on their books as contract extension talks drag on in north London.

FAAN, Julius Berger releases progress report on Abuja airport repairs

The Federal Airport Authority of Nigeria and Julius Berger, the contractor handling the repair of Nnamdi Azikiwe International Airport, Abuja runway, have said the work is 40 per cent completed.

The duo gave made this known in Abuja on Monday when members of the House of Representatives Committee on Aviation, led by its Chairman, Nkeiruka Onyejeocha, inspected the project.

Yemi Ayelesan, the Resident Engineer, FAAN, told the committee that the hardest part of the work, which is mailing of the 3.6km runway, had been completed.

He explained that the laying of ‘’fibre glide rubber”, which prevents water from going deep underground and also prevent runway from cracking, has also been completed.

Ayelesan told the committee that the contractors are working to specifications and would deliver on schedule, expressing confidence that the six weeks period for reopening of the airport was feasible.

According to him, the contractors are working round the clock to ensure that they meet the deadline.

Ayelesan said the repair work was a total reconstruction and not partial rehabilitation, explaining that the entire runway had been excavated for laying of asphalt.

He said there were isolated areas that were so bad that required digging deeper beyond mailing and laying of asphalt, stating that the entire surface were mailed to a certain depth.

According to him, there is nothing like partial rehabilitation, even the taxi way is being repaired.

Ayelesan saidL “Laying asphalt does not take time; it is the easiest part of the work.

“The lighting system is the next step, and the cable can be fixed within two days.

“As things are now, we will start fixing the light cable on March 29.”

Dr. Lai’s Richter, the Project Manager, Julius Berger, said the work was being done in line with the programme of work.

Richter said the fixing of the lighting cable would commence on Wednesday, restating that the runway repairs would be completed the before April 19 deadline.

Onyejeocha said their visit was to seek explanation on the level of work so far in line with the project agreement.

She also raised concern as to whether the repair work was a total reconstruction or partial repair, urging the contractor to ensure the completion of the project as scheduled.

“We want them to know that Nigerians are concerned and that there should be no extension of the completion date based on the agreement that we have put in place,” she said.

The contractors have recorded progress within 19 days since the commencement of work.

The runway was shut on March 8 for six weeks for its total repair and Abuja flights diverted to Kaduna pending the completion of the repair work.

JUST IN: Indian government orders probe into mob attack on African students

Indian authorities on Tuesday ordered an investigation into a mob attack on several African students near New Delhi, a crime for which seven people have been arrested.

The incident occurred in the Delhi suburb of Noida late Monday when locals staging a protest about the death of a teenage boy turned violent, leading to attacks on African students, mostly Nigerians, shopping in the area.

The attackers alleged the dead boy, Manish Khari, 16, was drugged by Africans who live in the area. He died of a

cardiac arrest on the weekend after a suspected drug overdose.

Foreign Minister Sushma Swaraj promised “immediate action” after a Nigerian student begged her for help, saying

living in the area had become a “life-threatening issue”.

“I have spoken to Yogi Adityanath, chief minister of Uttar Pradesh about the attack.

He has assured that there will be fair and impartial investigation into this unfortunate incident,” she said on Twitter, referring to the state in which the incident occurred.

Noida police chief Dharmendra Singh said four Nigerians were admitted to hospitals and seven locals were arrested for the mob violence.

“Some people tried to give the incident a racial twist and there has been hate-mongering over the social media.

Three hundred people are listed in the police complaint and more arrests are likely soon in raids,” he said.

Attacks on Africans have been reported at regular intervals in India in recent years.

Last May, a Congolese student was beaten to death in Delhi.

Earlier, a Tanzanian student was attacked and partially stripped by a mob in the city of Bangalore.

Escobar, whose cartel brought in an estimated $22 billion a year, was named the seventh richest man in the world by Forbes in 1989.

While some still hail Escobar as a hero for donating money to charity and expanding social programs like housing for the poor, others still see him as a ruthless killer who terrorized his country.

Escobar killed thousands of people, including politicians, judges, cops and civilians, during his reign.

He is also said to have bombed an airplane in 1989, killing all 107 people aboard.

Escobar’s rise was chronicled in the ongoing Netflix show Narcos, prompting his family members to dispute the inaccuracies portrayed in the series.

Magu denies owning two mansions in Maitama, Abuja

The acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu has debunked reports that he owns two mansions in Maitama, Abuja.

A news platform had reported that Magu was under fresh probe over two mansions in Maitama area of Abuja allegedly linked to his wife.

According to the report, “the houses being investigated are located in Danube Street, Maitama and Missouri Street, off Colorado Close, Ministers Hill,” addding that they were purchased in 2016.

In his reaction, Magu described the report as a work of fiction and threatened to take legal action against the platform.

The EFCC boss maintained that neither himself nor his wife owned any property in Maitama.

In a statement signed by the spokesperson of the anti-graft agency, Wilson Uwajaren, Magu said, “I don’t have any mansion anywhere in Maitama. Would I have two mansions in Abuja yet choose to live in a rented apartment in the same community?

“This is another calculated attempt to smear my reputation. They may have got away with such false reports in the past but I will not let this go unchallenged. I have already briefed my lawyers to institute legal action against the newspaper.”

The anti-graft agency boss appealed to Nigerians to regard the report as false and designed by the authors to achieve motives that were obvious.

Edo State Government To Reintroduce History In Schools

The Edo state government has announced plans to bring back history as a subject in schools in the state, for the young generation to know more about past heroes.

Governor Godwin Obaseki stated this during a lecture to honour foremost nationalist, late Anthony Enahoro, at the Edo state House of Assembly complex in Benin City, the state capital.

Mr Obaseki said the state-owned tertiary institutions would be equipped to teach the Bini history, while scholarships would be made available for post graduate students studying Bini history.

“I have now decided that history will be restored to Edo schools – it is going to be history and social studies. We are going to give scholarships to Ph.d candidates or people who intend to study Edo history at Ph.d level.

“Our quest for nation building should be assisted by a renewed acknowledgement of Nigerians who in various spheres of endeavor are role models to be emulated for their distinct and distinguishing contribution to the process of building the Nigerian nation,” he stated.

The Governor then went on to unveil a life-sized statue of Chief Anthony Enahoro, erected by a group under the aegis of the “Castle of Legends” initiative.

Probe uncovers massive fraud in YouWin programme

An ongoing probe, ordered by the Minister of Finance, Mrs. Kemi Adeosun, has uncovered a massive fraud in the Federal Government Youth Enterprise With Innovation In Nigeria programme.

A reliable source in the ministry of finance told newsmen that investigators had already discovered that some senior civil servants gave out or facilitated slots worth between N7m and N10m each to their spouses, children and friends.

Some of these awardees, the source said, would not have qualified for the grants if they were not aided by their “connections” within and outside the ministry.

An original initiative of the ministry which began during the former President Goodluck Jonathan’s administration, YouWin was conceived to help youth entrepreneurs grow existing businesses and create employment.

The source, who insisted that the probe had not been concluded by the investigators, added that their initial findings were so worrisome that the minister had decided that the entire programme should be restructured.

“The fraud uncovered in the programme made the minister to restructure the programme and turn its focus into enterprise education,” the source added.

The source did not, however, state whether any of the country’s anti-graft agencies had joined the investigators whom our correspondent was made to understand were ministry of finance officials.

At different times, the YouWin project had been dogged by allegations of nepotism and underhand dealings by top civil servants for years.

The source in the finance ministry stated, “Actually, allegations were persistent that there was racketeering.  Some of the applicants, especially those who lost out, claimed that some of the winners simply copied and pasted the plans of other applicants in order to win.

“Some of them also said they were asked by some civil servants to use specific consultants in order to be considered.

“Contrary to the rules of the game, awards were also given to some entrepreneurs that were operating outside Nigeria. In fact, some of these people simply took the cash and migrated to foreign countries.”

The source added that the investigators found out that the ministry under Jonathan awarded a “disproportionate” number of awards to people from a particular part of the country.

The source said, “Some of the members of the team used it to set up friends and family as awardees. In one case, a husband and his wife used the same address and pocketed N10m each. In another instance, a son of one of the directors in the ministry was given N10m.

“When the (current) administration got into power, one of the first things that the ministry did was to ask for the BVN of awardees. It was an attempt to find out if some of the awardees got more than a single slot and whether senior civil servants awarded slots to their family members.”

It was learnt that the BVN verification, which exposed the fraud in the programme and initiated the probe, might lead to the indictment of some senior civil servants.

Some of the documents sighted by newsmen showed the rot in the system.

One of the documents indicated that a former director in the ministry of finance might have awarded a slot to his son.

Investigators are said to be probing whether the son’s company met all the requirements.

Another document sighted showed that two awardees shared the same surname and the same address.

One of the documents also indicated that two grants were given to a couple running two different companies.

The husband’s company is said to be involved in building and construction projects while the wife’s business, stated on the form, is ‘food and catering’ services.

Sources in the ministry explained that the ongoing probe would see investigators thoroughly combing through the information supplied by the 1,491 awardees.

It was learnt that the investigators would check for alleged duplication of business places, duplication of BVNs, criminal entries and other culpabilities of some civil servants and whether the companies awarded grants existed.

Last year, some YOUWIN awardees had protested against the Muhammadu Buhari administration, alleging neglect.

After the protest, a Director of Information at the Ministry of Information and Culture, Na’inna Dambatta, said a total of 18,000 young entrepreneurs were trained in management and business skills under the YouWin programme.

Dambatta added that 3,900 of the trainees, including 1,200 women, got non-repayable grants ranging from N1m to N10m.

“The third edition of the programme, which is still running with 1,500 beneficiaries, has received the sum of N11.2bn in funding. So far, grants totalling N7.4bn have been disbursed to the awardees,” he had said.

Efforts to get the reaction of the Special Adviser on Media to the Minister of Finance, Mr. Festus Akanbi, failed to yield result on Monday.

Akanbi requested 10 minutes to get appropriate reaction when newsmen reached out to him for comments but did not get back to our correspondent as of the time of filing this report.

Police arrests 22 year old man for beheading a 72 year old woman

The Ogun State Police Command says it has arrested 22 year old Adeoye Ikugbayigbe for beheading a 72 year old woman, Funmilayo Shada.

The  Force’ Public Relations Officer, ASP Abimbola Oyeyemi, said the arrest followed a report by the son of the deceased who narrated the incident at the Abigi Divisional Headquarters on Monday.

According to him, the son said that while he was on his way to the farm to meet his mother, who had earlier gone to the farm, he met the culprit on the road holding a polythene bag.

On sighting him, the suspect was said to have dropped the bag and ran into the bush.

”This aroused his suspicion and he quickly ran to check his mother but could not find her.

“He later came back to check the bag dropped by the suspect only for him to discover his mother’s severed head and her wrist in the said bag.”

”He quickly reported the case to the Police at about 14:45 hrs and immediately the DPO Abigi Division, SP Komolafe Omoniyi, led detectives to the scene, combed the surrounding bush and finally got the suspect arrested.

”On interrogation, he confessed to having committed the crime, claiming that he has been having running battle with the deceased over a portion of land.”

Mr Oyeyemi however said that “the severed head and the remains body of the deceased have been deposited in the mortuary while the cutlass he used has also been recovered”.

The Commissioner of Police, CP Ahmed Iliyasu, subsequently ordered that the suspect be transferred to the Homicide section of State Criminal Investigation and Intelligence Department (SCIID) for further investigation.

SARS Police arrests suspected killers of Jumia deliveryman In Rivers

Men of the Special Anti-Robbery Squad (SARS) in Rivers State on Monday arrested three suspects including a young woman for allegedly conspiring and killing a delivery agent of a popular online marketing company.

The agent was reported to have responded to an online demand by the suspects to supply mobile phones.

He, however, met his death as he was purportedly murdered by the suspects and his body dumped in a soakaway pit.

Although the suspects argued among themselves as to who actually killed the victim, the Commissioner of Police in Rivers State, Zaki Ahmed, said it took the cooperation of some residents of the community to nab the suspects.

“It is the effort of the security agents and the community people. Some residents in the community alerted us when they noticed suspicious movements around the area, that’s how we were able to crack this crime.

“I always say that those who commit crime live in the community and if we notice any strange movement, we should speak up. See something, say something,” the Police Commissioner said.

I had 5Cs and one A in my O’level – Dino Melaye

Dino Melaye, senator representing Kogi west, on Monday said he had five credits and one distinction in his O’level result.

The outspoken lawmaker also said he had enough evidence to show that he was a proud graduate of the Ahmadu Bello University, Zaria, and currently undergoing a master’s degree programme.

Melaye said this when he appeared before the senate committee on ethics and privileges, which is probing an allegation that he did not graduate from the school.

Earlier, Ibrahim Garba, vice-chancellor of ABU, had certified Melaye as a product of the school.

“Melaye, who was at that time named Daniel Jonah Melaye, graduated with a third class degree of the Bachelor of Arts in Geography in 2000. And by this, he is a graduate of the university,” he said.

“In my honour, I reaffirm that Melaye graduated as Daniel  Jonah Melaye during the third semester  of the 1998/1999 academic session  with a 3rd class degree in geography, that is Bachelor of Arts in Geography.”

Responding to questions from the committee, Melaye said he was in possession of a document to back up his O’level result.

“I thank you for the invitation and I want to state my unequivocal confidence in this committee to do justice to this matter,” he said.

“I have few documents I would also want to tender to the committee and before I do that, I also want to state with every sense of responsibility that I am a graduate of Ahmadu Bello University, Zaria.

“I gained admission on the 6th of September, 1994 and the admission was to study Bachelor of Arts, Geography and a copy of that admission letter will be tendered.

“I also have a second document to tender, my acceptance offer by the university. I also have the third document to tender which is my result from the Ahmadu Bello University certifying me a graduate of the school.

“I also have here a document for my registration that I tendered  where I have C5 in CRS, A3 in Agriculture, C6 in Economics, C6 in Geography, C6 in Biology and a credit in English Language.

“After my graduation for the Ahmadu Bello University, the school sent my name to the NYSC for the mandatory service and I participated in the one year NYSC.

“I served in Police College, Kaduna and by the grace of God, that year I won the National Prize of the DG and it is on record and verifiable and I beg to tender my Discharge Certificate from NYSC.”

The lawmaker added that with the desire to further his education, he applied to the school to send his transcript to University of Jos, where he studied Law, Security and Conflict Management.

He said he also applied to the school to send his transcript to University of Abuja where he gained admission to study Masters in Policy Analysis.

On allegations that he bore several names at different times, Melaye said, “When I went back to Ahmadu Bello University to study for master’s in International Relations and Diplomacy, I was already known all over as Dino Melaye.

“My name as an undergraduate was Daniel Jonah Melaye. Jonah is actually my father’s name, so that is what I have on my university certificate.

“But Because I am now popularly known as Dino, I applied to the court and asked that I needed an affidavit for change of name before my admission and I submitted it to ABU.

“I will tender my identity cards and I came here with a copy of my final year project duly signed by my head of department in the Faculty of Arts as it was then called.”

While fielding questions from the committee, Ali Ndume, senator representing Borno central, said he did not write any petition against Melaye as alleged.

According to him, he only raised a point of order following publications alleging certificate forgery against Melaye, adding that “I didn’t raise petition, I only raised point of order 14 and 15.’’

At the end of the interrogation, Ndume said his doubt about the allegation had been cleared since Melaye presented documents to show he actually graduated from the school.

He also said the attestation of the ABU VC further cleared his doubt.

“I commend the way the chairman of the committee conducted the proceedings of this investigation,” he said.

“I did not petition Melaye, I only felt it was part of my responsibility as former leader and someone who has been in the National Assembly since 2003 to ensure the right thing was done to protect the image of the institution.

“With these evidences, the judgment is now that of the public.”

He said 210 other vehicles were seized, alongside other items, including foodstuff worth N269.5 million in Kano and Jigawa states, within eight months.

“The total value of the seizure made by the task force since it was established in July 2016, excluding the 13 Senator’s vehicles, is N269.5 million,” he said.

“We are yet to determine the cost of the 13 vehicles belonging to the senator.”

Government denies rumored plans to shut Abuja airport for 18 weeks

The Federal Government yesterday denied that the Nnamdi Azikiwe International Airport (NAIA) runway repairs would last for 18 weeks, contrary to the six weeks earlier announced.

The Minister of Information, Lai Mohammed and the Ministry of State for Aviation, Hadi Sirika, dismissed the claim as a misinformation, re-assuring that all was on course to reopen the airport on April 19 as planned.

Both ministers, at a parley with the Aviation Round Table (ART) group in Lagos yesterday, said work was half way through and NAIA is due to reopen within six-week, after which other maintenance work would continue at night.

Sirika told the think-tank aviation group that he was surprised over a newspaper report yesterday that a Federal Government’s committee had extended the duration of the repair exercise.

He said: “I can tell you for a fact that no committee has extended the repair time frame. Our six-week plan remains.”According to the minister, “It was a tough decision to close the airport, but it was the best after all options were considered. A lot of planning, discussions and consultations were done. So, we believe that we are doing the right thing.”

Sirika also disclosed that the International Civil Aviation Organisation (ICAO) would certify the Murtala Muhammed International Airport, Lagos, in May and the NAIA in December. He said the certification of both airports was well on course, maintaining that no stone would be left unturned to actualise it.
Responding, ART raised concerned over security of night-time landing and takeoff at the international airport, while repair work would be ongoing around the runway.

Doyen of the aviation industry, Capt. Dele Ore, recalled a similar incident at Murtala Muhammed International Airport in 2003 when a cargo plane crashed into equipment stationed on the runway during night repairs.

Yesterday too, the Federal Airport Authority of Nigeria (FAAN) and Julius Berger, the contractor handling the repair said work is 40 per cent completed. They made this known when members of the House of Representatives Committee on Aviation led by its Chairman, Mrs. Nkeiruka Onyejeocha, were inspecting the project.

Resident Engineer of FAAN, Mr. Yemi Ayelesan, told the committee that the hardest part of the work, which is mailing of the 3.6 kilometres runway, had been completed. Ayelesan explained that the laying of “fibre glide rubber,” which prevents water from going deep underground and also prevent runway from cracking has also been completed.

He told the committee that the contractors were working to specifications and would deliver on schedule, expressing confidence that the six weeks period for the re-opening of the airport was feasible.

Ayelesan said the repair work was a total reconstruction and not partial rehabilitation, explaining that the entire runway had been excavated for laying of asphalt.Project Manager, Julius Berger, Dr. Lai’s Richter, said the work was being done in line with the programme of work.Richter said the fixing of the lighting cable would commence on Wednesday, assuring that the repair would be completed before April 19 deadline.

Magu has a more challenging job than Buhari, Saraki – Oshiomhole

Adams Oshiomhole, former Edo governor, has described the job of Ibrahim Magu, acting chairman of the Economic and Financial Crimes Commission (EFCC), as the most challenging in Nigeria.

According to the ex-governor, Magu’s job is more tasking than those of President Muhammadu Buhari and Senate President Bukola Saraki.

Speaking on Monday at the first national anti-corruption stakeholders’ summit at the EFCC Academy in Abuja, he said, “You have the most difficult and challenging job in this country today; more challenging than the job of a governor, the job of a President, the job of a Senate President or any other person because those ones are clearly defined and the values are there but this one is really problematic.”

Oshiomhole also said the anti-corruption efforts of the present administration was not selective, citing instances to back his position.

“In the past we were made to believe that you could not probe the armed forces because of security reasons because they could overthrow; so, army accounts were never touched. But we are beginning to see changes. Today, even former service chiefs are being made to account for fighting the money that was meant for insurgency but diverted and kept in pit latrines,” he said.

“I can see both people in opposition and government being made to give account.”

The former labour leader also said the fight against corruption cannot be won through an individualistic approach.

He called for synergy between anti-corruption agencies, urging them to endeavour to share intelligence.

“We are all witnesses to the fact that individualistic approach has not taken us anywhere.

“How can we win the fight against corruption without casualties? There has to be collaboration among anti-corruption agencies, all the agencies involved in the fight against corruption must have to share intelligence,” Oshiomhole said.

Boko Haram fighters storm Borno village, kill three for ‘collaboration’ with military

Suspected Boko Haram fighters stormed a village in northeast Nigeria and killed three people on suspicion of collaborating with the military, security sources told AFP on Monday.

A group of jihadists stormed Kalari Abdiye village, in the Konduga area of Borno state, between 2:00 am and 3:00 am (0100-0200 GMT) on Saturday.

Three locals had their throats cuts while the fourth was left severely wounded, according to a member of the civilian militia assisting troops and a military officer. The gunmen identified themselves as being from the Boko Haram faction headed by Abu Musab Al-Barnawi, which has vowed to hit military and government targets, the militia member said.

“They singled out the four men whom they accused of collaboration with the military. They accused the men of passing information to the military,” he added, asking not to be identified.

“The gunmen took the men outside the village where they slaughtered three of the men.” Long-time Boko Haram leader Abubakar Shekau pledged allegiance to the Islamic State group in Syria and Iraq in March 2015, at a time when it was losing captured territory to government forces. But last year IS announced that it recognised Barnawi — the son of Boko Haram’s founder Mohammed Yusuf — as being in charge of its “West Africa province”.

Barnawi has criticised Shekau’s indiscriminate attacks on civilians. The security sources said the gunmen seized livestock from the nearby village of Dekete but “told the villagers not to panic, that they were not going to touch anyone”.

Fighters from the Barnawi camp employed a similar tactic on Friday, when they raided a village for food and medical supplies southwest of the Borno state capital, Maiduguri. Analysts suggest that in doing so, he may be trying to bolster public support for the group, which if successful would make the government and military fightback harder.

Fall of Sambisa: Borno declares Dec. 22 public holiday

The Borno Government has declared Dec. 22 of every year as Public Holiday to celebrate the defeat of the Boko Haram terrorists by the Nigerian military.

Gov.Kashim Shettima disclosed this at the opening of the 2017 Small Arms Championship in Sambisa forest in Borno on Monday.

“The Borno Government will from this year begin to declare Dec. 22 as Sambisa Memorial Day.

“This day will be marked as Public Holiday in Borno for the purpose of celebrating the strength and the victory of our Armed Forces,” Shettima said.

He explained that the day would also be used for remembering victims of the Boko Haram terrorism and the families they had left behind.

He said that the day would also be used to remember members of the Nigerian Armed Forces and volunteers who lost their lives in the fight against the insurgents.

“The Borno government will do everything possible to ensure that the patriotism of our heroes is supremely preserved and not taken for granted,” the governor said.

He congratulated President Muhammadu Buhari and the military for chasing away the Boko Haram terrorists from their Sambisa stronghold.

“Based on Buhari’s announcement, the Sambisa forest became deceased or dead at about 1.35 p.m. on Dec.22, 2016.

“Three months after its demise, today marks the official funeral of the Sambisa forest. I am proud to have witnessed this funeral and I congratulate all of us for being witnesses to the triumph of good over evil,” he said.

Shettima said that the state government was also working on plans to set up a museum to be named Sambisa to document all materials related to the military fight against the Boko Haram terrorists in Sambisa.

“The fall of Sambisa is both symbolic and memorable and that is why as a government, we are taking steps to preserve the history behind the fall of Sambisa.

“And to spectacularly document the roles played by everyone from the Commander-In Chief, our service commanders and soldiers.

“Very soon, the state government will respectively request for partnership with the Federal Ministry of Defence and the Federal Ministry of Information to construct a museum that will be named Sambisa Fall and International Research Centre,” he said.

Shettima said that the center would be used for the purpose of documenting all due classified information on the fight against Boko Haram.

“The centre will also help to preserve valuable materials recovered by the military in relation to the fight against Boko Haram terrorists and to document history of the crisis from the days of Taliban to the Boko Haram terrorism.

“Importantly, our aim is to document responses by successive political and military leadership and the eventual fall of Sambisa forest under the administration of President Muhammadu Buhari.

” We hope that such a museum will become a global custodian of information and valuable materials on issues relating to the Boko Haram and the role played by the Nigerian military and the multi national forces.

“We will propose that the museum should have a hall of fame for fallen heroes which will bear names and pictures of notable officers and men of the Nigerian Armed Forces.

“Also, the hall of fame will bear the names of the paramilitary, the Civilian JTF and the hunters who paid supreme price in helping to free us from Boko Haram terrorists,” the governor said.(NAN)

Jonathan debunks certificate scandal allegations

The office of former President Goodluck Jonathan has debunked recent newspaper report which included the ex-President as one of the prominent Nigerians that had been linked to certificate scandal.

A statement issued on Monday by Jonathan’s media adviser Ikechukwu Eze dismissed the claim as lies.

He stressed that the ex-President had “never been linked to any doubt, scandal or controversy concerning his academic qualifications.

The statement reads “Our attention has been drawn to a story in the Punch newspaper of Sunday 26 March where former President Dr. Goodluck Jonathan was mentioned as one of the ‘prominent Nigerians with certificate scandals.

“We really don’t know where this is coming from, but we wish to remain unambiguous in our assertion that this is obvious falsehood, since the former President has never been linked to any doubt, scandal or controversy concerning his academic qualifications.

“We are not aware of any probe, allegation or litigation relating to his very well-known academic qualifications. For the avoidance of doubt, we wish to restate that former President Jonathan’s educational records can easily be traced to St Michael’s Primary School, Oloibiri and Mater Dei High School, lmiringi where he obtained his first school leaving certificate (FSLC) and General Certificate of Education (GCE) Ordinary Level respectively, as well as the University of Port Harcourt, where he received his Bachelor of Science, Master’s and Doctorate degrees.

“Luckily, many of former President Jonathan’s classmates from primary school through the university are still alive and are traceable.

“It is therefore obvious that there is no justification for this abstruse association, as there is nothing linking the former President to the story.

“Again, we advise media organisations to always cross-check their facts in order to avoid falling for the convenient choice of publishing false information.” he said.

Governors Ortom, Wike in war of words over Paris Club refund

Governor Samuel Ortom of Benue State and the Peoples Democratic Party (PDP) in Rivers State are bickering over calls for the probe of Paris Club refund.Chief Press Secretary to the governor, Terver Akase, in a statement described Rivers State governor, Nyesom Wike’s call for probe of Ortom as not only laughable but also diversionary.

He said Wike was apparently trying to divert attention from the gross failure of governance and stinking corruption being witnessed in Rivers State.“Governor Wike’s call for the probe of last December’s Paris Club refund to Benue is a poor diversionary tactic. It is on record that Governor Samuel Ortom was the first to declare the Paris Club refund to Benue and stated specifically how much the state was expecting many weeks before the funds came in. When the N12.7 billion was released, the governor made it public including the disbursement for workers’ salaries. Governor Wike on the other hand has not made known to Rivers people the amount the state received as the first tranche of the refund.

But the PDP chairman in Rivers, Felix Obuah, has extended invitation to Governor Ortom to come and assess the developmental projects of the Wike’s administration.Obuah maintained that infrastructural, human capacity and institutional development have been top priorities of the Wike administration for which Rivers people, residents and business operators in the state are happy about.

He expressed grave concern over the insecurity leading to continued loss of lives of innocent citizens in Benue State under the watch of Mr. Ortom,

Justice Ibrahim Buba of a Federal High Court in Lagos has issued an Anton Piller order, directing the seizure of a film titled “Okafor’s Law” directed by Nollywood Producer, Omoni Oboli.

The court also issued an interim order, suspending the release and launch of the film, in any movie theatre or cinema house onMarch 31, pending the determination of a motion on notice before the court.

The judge ordered the seizure of all copies, materials, projections or infringing materials, relating to the subject matter.

The News Agency of Nigeria reports that the orders followed an ex parte application filed by a company, Rancoteur Productions Ltd, on behalf of a Canada based script writer, Jude Idada.

Idada lays claim to the film “Okafor’s Law” as his intellectual property.

The plaintiff had filed the suit through Anthony Idigbe, seeking an order, halting the premiere and release of the said “Okafor’s Law”, pending the determination of a copyright infringement suit filed against Oboli.

Joined as first to third defendants in the suit are: Dioni Visions Entertainment, Omoni Oboli, and The Filmore Ltd.

The plaintiff, in its exparte application, had sought an order, restraining the premiere or release of the said film, as well as an anton piller order, seizing all copies of the infringing material.

The exparte application was moved in terms by counsel from the law firm of Idigbe, O. Otudor, who urged the court to grant the orders as prayed.

Delivering his ruling on the exparte motion, Justice Buba granted the orders as prayed.

The court made the following orders:

“An order of interim injunction, restraining the first to third defendants, whether by themselves or their privies, from premiering the feature film “Okafor’s Law”, in Lagos or any part of Nigeria, pending the hearing of the motion on notice.

“An order of interim injunction, restraining the defendant from releasing the featured film in any movie theatre or Cinema house on March 31, pending the hearing of the motion on notice.

“An order of interim injunction, restraining the defendants from distributing the featured film, pending the determination of the motion on notice.

“An Anton piller order is granted to the plaintiff, to enter into the defendant’s premises, Cinema, Studio and other places of dissemination, to seize all copies of infringing materials relating to subject matter.

“An order, directing the defendants to deliver and surrender to the plaintiff’s solicitors, all products and packages with the inscription, “Okafor’s Law” and volume of transaction or trade which have been done by defendants.

“An order directing the defendants to permit the court’s bailiff, and such other persons not exceeding four (4), to enter the premises on any working day of Monday to Saturday at 8am to 8pm, to remove all products or packages with the name “Okafor’s Law”

“An order for a search to be conducted at Viva Heights Odudu Eleyiwo St, Block 15, plot 17 Oniru Victoria Island, and Plot 1378D Joseph Namah close, off Karimu Kotun St, Victoria Island and all other places where Okafor’s Law is stored and sold

“An order declaring that a failure of defendants to comply with the court’s order, will put the plaintiff at liberty to apply for committal to prison of such person,”

The court thereafter, fixed March 29 for hearing of the motion on notice.

NAN reports that the movie “Okafor’s Law” is billed for release on March 31,

The court’s order was, however, served on the defendants on the evening of March 24 shortly before the movie’s premiere.atthe IMAX Cinema in Lagos.

The order consequently, clogged the premiering of the debut movie.

Jude Idada had accused Oboli of copyright infringement on the “Okafor’s Law” movie, adding that she had stolen his story idea for the movie in September 2016.

He alleged that Oboli took the work he had done regarding “Okafor’s Law”, and developed it without giving him due credit.

He avers that the producer, however, went ahead to set March 31, as a release date for the movie, in spite of a demand letter sent to her, as well as a copyright infringement suit instituted.

NAN reports that “Okafor’s Law” stars: Richard Mofe Damijo, Toyin Aimakhu, Blossom Chukwujekwu, Ken Erics, Yvonne Jegede, Halima Abubakar, Gabriel Afolayan, Funke Bucknor among other Nollywood actors and actresses.

Oboli is a popular Nollywood Producer, actress, Director and script writer.

Oil firm returns N62 billion to NNPC after controversial crude swap deal under Jonathan

The Nigerian National Petroleum Corporation, NNPC, said on Monday it had reached a final settlement with AITEO Group over an outstanding $202.4 million (about N62 billion) debt in respect of under-delivery of petroleum products under the crude swap contract between 2012 and 2014.

Under the crude swap deal by the NNPC during the Goodluck Jonathan administration, the NNPC allocated crude oil to trading companies in exchange for processed petroleum products. That deal was criticised by several analysts who argued that the oil firms were, in collusion with top public officials, cheating the Nigerian government. The government had said it embarked on the deal because, among others, the local refineries were not working optimally and so as to reduce cash payment for imported petrol.

On Monday, the NNPC spokesperson, Ndu Ughamadu said following extensive reconciliation of records between their business transactions and subsequent agreement, AITEO Group paid in full all its outstanding indebtedness to all NNPC downstream entities totalling about $202.35 million.

Mr. Ughamadu said the amount included AITEO’s share of the total $184 million indebtedness by three companies on crude swap obligations, which included Televeras Group of Companies and Ontario Oil Gas Ltd.

Although Televeras Group, at the end of negotiations with the NNPC, agreed pay an initial $17.2 million and $10 million subsequently, there was no earlier information on the offer by AITEO, which also agreed to settle its debt.

The NNPC spokesperson said on Monday that AITEO’s agreement to settle the $202.4 million debt following its engagement with the NNPC on the issue was a demonstration of its cooperation and commitment towards a successful recovery process.

AITEO Energy owned by Benedict Peter and Francis Peter was one of the seven major Nigerian fuel importers identified by the Swiss non-governmental advocacy organization, the Berne Declaration, as the worst culprits in schemes employed by Nigerian and foreign fuel importers to swindle the country.

The Lagos-based AITEO Energy, which is a subsidiary of Geneva-based Aiteo Suisse AG, was asked by the then Technical Committee on Payment of Fuel Subsidy to reimburse the Nigerian government over N578 million in subsidy fund it falsely collected.

The company was one of the three oil marketing firms whose offshore processing agreements were terminated on August 26, 2015 after the contract was found to have been ridden with corruption.

Mr. Ughamadu said as part of the debt recovery process, negotiations were still ongoing with the management of Ontario Oil & Gas Limited to make a formal commitment to settle all its outstanding debts under a crude oil swap contract that existed between 2012 and 2014.

Although Mr. Ughamadu told PREMIUM TIMES, Saturday, that the company, which was convicted recently for subsidy fraud, had offered its tank farm at Oghara in Delta state in lieu of the debt, he said the amount arrived at after the valuation of the facility was said to be far below an acceptable figure.

The NNPC spokesperson said the Group Managing Director of the Corporation, Maikanti Baru, has vowed to ensure that the ongoing recovery process was completed and all debts settled.

“The Management of the Corporation under the leadership of Dr. Maikanti Baru is committed to ensuring transparency and adequate public information on the ongoing recovery effort. The Corporation shall continue to provide further update on the recovery process,” he said.

Convicted Bala Ngilari used fraudulent prison letter to secure bail – Official

The letter used by the convicted former Adamawa governor, Bala Ngilari, to secure bail is fraudulent, an official has said.

The letter, which supposedly confirmed Mr. Ngilari’s bad health situation, was the major one he presented to a Yola High Court and upon which the court granted him bail.

Justice Nathan Musa of the Yola High Court on Monday granted bail to Mr. Ngilari, currently in the prison for a five-year jail sentence.

The former governor has appealed against his conviction.

Peter Tenkwa, the Controller of Adamawa Command of the Nigerian Prison Service, NPS, told journalists on Monday in Yola that he was not aware of the letter and had communicated to the prison headquarters.

He said the headquarters directed him to issue a query to officials involved in the matter, including the Deputy Controller of Yola Prison, Abubakar Abaka, and a Superintendent of Prisons, John Bukar, in charge of health.

“Nigeria Prison Service, as I stated, knows nothing about this letter; whoever wrote that letter is on his own. I have been directed to query the officers involved.”

Mr. Tenkwa said that all he knew was that he got a letter dated March 23 from Adamawa Ministry of Justice on health facilities in Yola Prison where Mr. Ngilari was remanded and that after accessing the facilities, he replied to the letter, informing the ministry that the facilities were okay.

“We have enough medical facilities to handle high profile inmates like Ngilari; we even received some supply of drugs on Friday,” Tenkwa said.

Mr. Tenkwa, however, said that he had yet to get a release order from the court regarding Ngilari’s bail, adding that whenever he received it, he would contact the service’ legal department before acting on it.

Also commenting on the issue, the Attorney-General of Adamawa and Commissioner for Justice, Bala Sanga, said the bail granted Mr. Ngilari was a disturbing development.

“The chamber of attorney general is very worried and disturbed about this granting of bail pending appeal to our former governor; this is a legal remedy that is very rarely granted.”

Mr. Sanga said that he was more disturbed that the letter acted on in granting the bail was not exhibited with the appellant’s application nor attached to the documents.

“Technically what this means is that the letter was not even before the court.

“So, the court, in my opinion, has no business relying on a document that was not before it to arrive at a decision.”

Mr. Sanga said that the purported letter claiming that Ngilari was facing serious health problem was dated March 23, while the letter to the ministry from the prison service, which confirmed that the authorities had the necessary facilities to handle Mr. Ngilari, was dated March 24.

“This is very scandalous, if indeed the prison says it did not issue the letter.

“We intend not to file a complaint against whoever wrote that letter but to refer the matter to the police for prosecution because the court relied significantly on that letter to grant the bail,” Mr. Sanga said.

Mr. Sanga said that the disease was not contagious hence the bail was unnecessary.

Justice Musa, on March 6, sentenced Mr. Ngilari to five years in prison, without an option of fine, for violating the Public Procurement Act in the award of contract for the procurement of 25 vehicles.

Mr. Ngilari was given an option to select a prison of his choice to serve the term.

NLC declares support for Amnesty International

The Nigeria Labour Congress, NLC, has declared support for Amnesty International Nigeria.

The NLC also condemned a group, Global Peace and Rescue Initiative, GOPRI, which last week protested against Amnesty International, AI, asking the global rights group to leave the country.

The group had claimed that an Amnesty report that accused the Nigerian Army of extra-judicial killings was false.

Several civil society groups have since condemned GOPRI and pledged support for Amnesty International.

On Monday, the NLC said it will collaborate with AI to promote the rights of vulnerable groups across the country.

The President of NLC, Ayuba Wabba, stated this during a solidarity visit to the Amnesty International in Abuja on Monday.

Mr. Wabba said this had become imperative as rights of Nigerians, especially vulnerable groups such as women, children and the less privileged, were being trampled upon.

“I want to assure you of the support of NLC and the working class because as workers, our rights have been trampled upon several times.

“You are aware of the fact that across the states, salaries, pension and gratuity are not being paid as at when due. This is a violation of the rights of workers.

“Therefore, we need to stand side by side with organisations like Amnesty International to continue to protect the most vulnerable groups against the powerful and the rich in the society.

“We have documented some of these challenges that our people have gone through,” Mr. Wabba said.

He added that NLC would continue to partner with them in the fight for social justice, anti-corruption, good governance, accountability and in the dignity of the human being.

Mr. Wabba condemned the protest by the Global Peace and Rescue Initiative, GOPRI, at the office of the Amnesty International in Abuja on March 21.

He said Amnesty International was an organisation known globally and had worked extensively on human rights in many countries.

“For such issues to arise, especially the hiring of people to come and protest in this office is something that we condemn as organised labour.

“I really sympathise with you on what has happened, certainly Nigerians are already aware that this was a sponsored protest.

“It is something that is condemnable, we should not allow those business persons that have actually privatised protest as a means of getting money to continue in the business’’, he added.

Mr. Wabba urged them not to relent in ensuring that human rights, social justice for the less privileged, among others, were continually promoted.

He said there was need for the organised labour and its civil society allies to continue to build a strong network with the Amnesty International.

“It is very clear that the people who came were on a very destructive mission. They want to destroy the image and the credibility of civil society organisations, but I am happy none of them was associated with that scam.

“It is actually a scam, a rented group; that is why they ended up fighting themselves over the small amount of money promised by their sponsors.

“They want to institutionalise the culture of impunity and they are getting worried that the era of impunity is over, they will account for their actions,” Mr. Wabba said.

He assured that the NLC would not stop the struggle to ensure better living for the workforce adding that it would continue to collaborate with the organised labour to carry out humanitarian services.

Auwal Rafasanjani, Chairman Trustee, Amnesty International Nigeria, commended the NLC for the solidarity visit.

Mr. Rafasanjani said Amnesty International was a reputable organisation that worked on accountability.

We did nothing wrong on Paris Club refund – Nigerian Governors

The Nigeria Governors Forum (NGF) has dismissed reports of illegal dealings regarding the release of the first batch of the Paris Club refund to state governments.

It however confirmed that it hired consultants to facilitate the disbursement of her funds to the various state governments.

In a statement signed by the Head of Media, Abulrazque B. Barkindo, the forum said it was not within its purview to determine how the consultants spend the money.

The Forum said that the directive by President Muhammadu Buhari to the Ministry of Finance and the Central Bank of Nigeria to release the second batch of the money was a confirmation of the confidence the President has on the governors.

The statement reads: “Our attention has been drawn to publications in the media which are believed to have emanated from the Economic and Financial Crimes Commission (EFCC) about a purported report the anti-graft agency submitted to President Muhammadu Buhari, on March 10, 2016.

“The report is said to have indicted the Senate President, Dr. Bukola Saraki and imputed illegal dealings in the disbursement of the Paris Club refund payment to states of the federation as handled by the Nigeria Governors’ Forum (NGF).

“While the NGF will not want to repeatedly join issues with the EFCC on the disbursement of the first tranche of the Paris Club refund, particularly after its officials have been interrogated by the anti-corruption agency and we provided all necessary and required details and documents regarding disbursement to states, including harmonizing the number of consultants and payment made to them, we are constrained to once again state the following for the benefit of members of the public:

“It is true that Melrose General Services Limited was one of the consultants that was duly engaged and documented to facilitate the disbursement of the Paris Club Refund. The consultant was also paid an amount commensurate to the services it provided, among other numerous consultants that were involved in the process.

“It is not in the NGF’s purview to determine how Melrose or other consultants disburse or utilize the consultancy fee paid to them. The NGF should therefore not be dragged into how its suppliers, lawyers, contractors and consultants spend their legitimate incomes and revenues.

“It may interest the public to know that the NGF is still being inundated with claims from many other consultants from all over the country who had earlier been engaged and promised commission by the respective states.

“The NGF maintains its earlier position that it has done nothing illegal as far as the disbursement of the Paris Club Refund to states and the consultants are concerned. The Forum has all necessary approvals to act in the manner it did. Therefore, the misinformation in the media about the disbursement and insinuations being made concerning some Governors that are being mentioned is outright mischief.

“We will like to state that the approval for the release of the second tranche of the Paris Club refund by President Muhammadu Buhari is indicative of his Confidence in the NGF for the manner it handled the disbursement of the first tranche of the fund.

“The NGF would like to once again place it on record that it played an altruistic and patriotic role in ensuring that it aided, as directed, approved and authorized by the Presidency, Federal Ministry of Finance, Office of the Accountant General of the Federation, Debt Management Office (DMO) and all other necessary agencies of government, the disbursement of the funds to entities and individuals lawfully entitled to it. All approvals, authorization, terms of engagements and disbursement were properly documented and are verifiable by anyone, including the general public.”

Obasanjo’s wife files suit to stop son’s wedding

Taiwo Obasanjo, wife of former President Olusegun Obasanjo, on Monday filed a suit at an Ikeja high court, seeking to stop the wedding of her son, Olujonwo, scheduled for May 11.

Ex-President Obasanjo and the father of the bride, Kessington Adebutu, promoter of premier lotto known as ‘Baba Ijebu’ are respondents to the suit.

The woman, who is the twin sister of Kenny Martins, former coordinator of the Police Equipment Fund, is seeking a postponement of the wedding of her son.

She wants the wedding to be fixed for a date after June 1.

Olujonwo and Tope had an elaborate introduction on December 17, 2016 with the social media awash with photographs of the event.

Obasanjo, among others, is seeking a court declaration that as the mother of the groom, she had the rights to take part in the deliberations, decisions and activities leading to the forthcoming ceremony.

According to her, wedding invitations have been sent out and she has been excluded from the preparations for the ceremonies.

She said she also received prophesies and warnings from men of God to the effect that Olujonwo, her son who turns 34 on June 1, should not do or be involved in any elaborate celebration before his birthday.

The woman wants the court to compel Adebutu and Obasanjo to shift the wedding to a date after June 1.

She had appealed to Adebutu and Rosemary Dacosta, mother of the bride, Tope Adebutu, the bride-to-be as well as Kenny Martins.

Lateefa Okunnu, a justice, has fixed April 10 for hearing of the suit no. ID/262FPM/2017.

VIDEO: Nigerian students brutally attacked by a mob in India

Narendra Mishra, a journalist with Times of India, has released a video of an assault on a student identified as a Nigerian.

Mishra, who was at the scene of the attack, captured the incident.

He later tweeted: “Sorry world, we are not like this. Shocking incident in Greater Noida. Three attacks on Nigerians in one day. Where are we heading?”

In the video, about 20 young men are seen attacking a defenceless black man.

The youths not only pounced on him at intervals, they also hurled objects at the victim.

He managed to stand up and tried to escape but his attackers caught up with him, and pulled him to the ground as the assault continued.

At a point, the man was motionless, but the attackers will not stop. A young man in white shirt tried to pacify the rampaging mob, but did not succeed.

Sushma Swaraj, India’s minister of external affairs, has demanded a report of the incident.

“I have asked for a report from government of Uttar Pradesh about the reported attack on African students in Noida,” she wrote on Twitter.

The cause of the incident is not clear, but Scroll.in, an Indian website, reported that residents of Greater Noida staged a protest after a student identified as Manish Khari, died of drug overdose.

Khari was said to have last been seen with a group of Nigerians.

A crowd had reportedly raided the home of African students, asking all Africans living in residential colonies in Greater Noida to vacate their rented houses immediately.

Five Nigerian students were said to have been detained in the case, but the police released them for lack of evidence.

From Libya to Malaysia, Nigerians have been victims of attacks across the world, the latest being in South Africa.

Fire razes INEC headquarters in Abuja

There was an outbreak of fire at the headquarters of the Independent National Electoral Commission (INEC) on Monday.

The fire was said to have started from a spark from an air conditioner in the office of the personal assistant to Mahmoud Yakubu, the chairman.

The fire was later put out before it could do a severe damage to the office it started in.

In an interview with NAN, Oluwole Osaze-Uzzi, director of voter education and publicity, said the incident was minor.

He said no life or sensitive materials was lost.

“It was a minor fire incident and the officers of the fire service and staff of the commission put it off with the use of fire extinguisher,” Osaze-Uzzi said.

“There is nothing to worry about the incident; nobody was injured, no loss of life, and no loss of sensitive documents to the fire outbreak.”

I’ve never been linked to any certificate scandal – Goodluck Jonathan

Former President Goodluck Jonathan says he has never been linked to any “scandal or controversy” concerning his academic qualifications.

Reacting to a publication which named him among ‘prominent Nigerians with certificate scandal’, Jonathan said there is no justification for his inclusion.

Speaking through his media adviser, Ikechukwu Eze, Jonathan said his academic qualifications can be veirified at the schools he attended.

The former president noted that his classmates from primary school to the university were still alive to corroborate his attendance.

“Our attention has been drawn to a story by a national newspaper of March 26 edition where Dr. Goodluck Jonathan was mentioned as one of the ‘prominent Nigerians with certificate scandals’,” the statement read.

“We really don’t know where this is coming from, but we wish to remain unambiguous in our assertion that this is obvious falsehood, since the former president has never been linked to any doubt, scandal or controversy concerning his academic qualifications.

“We are not aware of any probe, allegation or litigation relating to his very well known academic qualifications. For the avoidance of doubt, we wish to restate that President Jonathan’s educational records can easily be traced to St Michael’s Primary School, Oloibiri and Mater Dei High School, lmiringi, where he obtained his first school leaving certificate (FSLC) and General Certificate of Education (GCE), Ordinary Level respectively, as well as the University of Port Harcourt, where he received his Bachelor of Science, Master and Doctoral degrees.

“Luckily, many of President Jonathan’s classmates from primary school through the university are still alive and are traceable.

“It is therefore obvious that there is no justification for this abstruse association, as there is nothing linking the former president to the story.

“Again, we advise media organisations to always cross check their facts in order to avoid falling for the convenient choice of publishing false information.”

Marketers stop fuel supply to Ekiti

Independent Petroleum Marketers Association of Nigeria (IPMAN), at the weekend, stopped supply of fuel to Ekiti State.

They are protesting the demolition of four filling stations under construction in Ado-Ekiti by Governor Ayo Fayose.

The demolition, they claimed, “was done in bad faith and malice”.

The governor, who revoked their Certificates of Occupancy, said he would not allow construction of filling stations in “unauthorised places”, such as residential areas and ordered marketers to apply for recertification.

The situation has inflicted hardship on motorists, motorcyclists and commuters as residents travel to neighbouring states to buy fuel.

Black marketers are cashing in on the situation to make brisk business.

Only the Nigerian National Petroleum Corporation (NNPC) filling station at Ajebamidele was dispensing fuel yesterday.

It was besieged by motorists who formed a long queue.

Others who could not withstand the rigours travelled as far as Iju, Itaogbolu and Akure in Ondo State to buy the commodity.

A senior IPMAN executive said yesterday that members had received an order from the Abuja headquarters to stop supply of fuel to Ekiti.

He said petrol marketers were demonised by the governor, who called them thieves and other unprintable names on a live radio and television programme.

“Withdrawal of their services was one of the ways to send a strong message.”

The source said: “Yes, this order came from Abuja and it is above oil dealers in Ekiti State.

“Our people in Abuja were not happy with how the members are being threatened in Ekiti.

“No tanker can enter the state. But there is an instruction that we can sell the one we have in our underground tanks after which the directive will take effect.”

Mobilization: NYSC denies overseas posting

The National Youth Service Corps (NYSC), Monday, denied the report flying on the social  media that the scheme had commenced posting of corps members to countries abroad.

The Director General of the NYSC, Brig-General Suleiman Kazaure said in spite of some people trying to run down the scheme and give it a battered image, they had improved on the online registration to ensure efficiency in the system.

Kazaure, who was speaking at a workshop organised by the image makers of the scheme in Abuja, said that the scheme would not operate outside it enabling laws, saying “we are on the right track.

“With the online registration we have been able to check ghost corps members and a lot of things no doubt it has make it easier for both prospective corps members and scheme.”

Buttressing the DG’s point on mobilization, the Director of Press and Public Relations, Mrs Abosede Aderibigbe told Vanguard that posting corps members abroad to serve was not part of the law that established the NYSC.

Describing the report as misleading, Aderibigbe urged the public not to take social media report as the position of the NYSC. “It is a lie. I saw it on face book; it is not in the Act that established the NYSC. We do not operate outside the law that created the scheme,” she concluded.

Kazaure explained that the need to enhance public perception necessitated the organization of the workshop, calling on the participants “to remain focused in line with our determination to enhance operational efficiency in all ramifications.”

Presidency moves to transform illegal Niger Delta oil refineries into joint ventures.

The presidency is making a move to make some of the illegal refiners and the local communities in the Niger Delta become shareholders in the proposed modular refineries concept of the Federal Government.

A modular refinery is one made up of smaller and mobile parts-(skid-mounted)- that are more easily fabricated and can be more quickly transported to site. They come in different sizes with varying capacities normally lower than conventional refineries with more elaborate and complicated set-up.

A presidency source yesterday said the consideration was in line with the promises made by the government during the presidential interactive engagements in several oil-producing states led by Vice President Yemi Osinbajo, to integrate the illegal refiners, rather than eliminate their operations.

However, specific consideration of how to integrate local “illegal” refiners in the oil-producing communities into the proposed modular refinery concept is now in progress with the Presidency and the Nigeria Sovereign Investment Agency (NSIA), spearheading the efforts.

At a meeting late last week at the Presidential Villa, issues around technical and engineering implications of how to integrate the refiners were discussed with industry experts and practitioners making presentations on how to implement the modular refinery initiative said to have been first proposed by the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu.

At the meeting, the experts reported that they had worked closely with the Nigeria National Petroleum Corporation (NNPC), oil and gas operators, owners of marginal fields, operators of refineries and various technical services providers “to develop a workable system to drive the initiative, the presidency source disclosed.

Under the plan being considered, the government could supply crude to the local refineries at a reasonably considered price, as an incentive to stop the current practice whereby the illegal refiners vandalise and steal the crude. This concept will also prevent environmental degradation that the spills and damaging the trunk lines have been causing.

Also, marginal field operators can supply crude to the new modular refineries that will have the illegal refiners integrated. Another important component of the plan under consideration is to involve the current illegal refiners and their communities as shareholders while the Niger Delta Development Corporation (NDDC) and the NSIA will also hold substantial holdings/equity sufficient to make the smaller refineries operational as a business and a going concern.

To facilitate effective community engagements, Memorandum of Understanding (MoU) will be established under the plan with the affected communities determining their share, while the government will supervise the implementation, which would be driven largely by industry operators and the communities.

Mr. Laolu Akande, Senior Special Assistant to the Vice President, Media & Publicity confirmed that a meeting was held last week on the issue, adding that the presidency was actively working to deliver on its promise of a new vision in the Niger Delta.

Magu drags The Sun Newspaper to court, denies owning house in Maitama.

The acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, has denied owning any house or houses in the Maitama area of Abuja.

Reacting to a report captioned, Magu Under Fresh Probe over 2 Abuja Mansions, which appeared in The Sun Newspaper of March 25, the EFCC boss dismissed the story as a work of fiction that threatens legal action against the newspaper and the authors of the story.
The report which appeared on page 9 of the newspaper, among others, claimed that Mr. Magu is being probed regarding the ownership of two mansions in the Maitama area of Abuja allegedly linked to his wife.

Relying on ghost sources, the newspaper claimed that “the houses being investigated are located in Danube Street, Maitama and Missouri Street, off Colorado Close, Ministers Hill.” It added that “the two houses were said to have been bought last year.”

Mr. Magu stated that neither himself nor his wife own any property in Maitama. He urged Nigerians to disregard the report as false and designed by the authors to achieve motives that are obvious.

“I don’t have any mansion anywhere in Maitama. Would I have two mansions in Abuja yet choose to live in a rented apartment in the same community? The Sun can take over the properties if they have evidence that they belong to me or my wife”, Mr. Magu said.

The acting chairman disclosed that he is taking legal action against the newspaper.

“This is another calculated attempt to smear my reputation. They may have gotten away with such false reports in the past but I will not let this go unchallenged. I have already briefed my lawyers to institute legal action against The Sun Newspaper,” Mr. Magu declared.

Car dealer absolves Saraki of role in Senate N300 million vehicle scandal

A car dealer, Lanre Shittu, has absolved Senate President Bukola Saraki of any culpability in respect of the nearly N300 million bullet proof Range Rover imported with fake documents and seized by the Nigerian Customs Service.

Mr. Shittu appeared before the Senate Committee on Ethics and Privileges, tasked to investigate the car seizure scandal, on Monday, alongside the importer of the vehicle, Tokunbo Akindele, and Mr. Saraki.

Like Mr. Shittu, Mr. Akindele also testified, under oath, that the luxury vehicle was not imported for Mr. Saraki, but that it was originally procured in 2015 for use by oil firm, Oando.

Mr. Akindele, also a staff of Oando, said the company later reviewed its decision “because we have alternative.”

Mr. Shittu, Chief Executive of Lanre Shittu Motors, said he was then approached by Wale Tinubu, the Oando boss, in October 2016 for the consigning the car to his (Mr. Shittu’s) company.

He said, in respect of the car, his company had no deal with Mr. Saraki but the Senate, adding that he bided, following advert, and supplied the vehicle.

Both the dealer and the importer said it was in 2017 that they discovered the customs documents for the car were fake, blaming the NCS operatives instead.

The Chairman of the Senate Committee on House Service, Mr. Gobir, told the investigative committee that the Senate bought “vehicles from dealers, and dealers from importers”.

He said the Senate President had nothing to do with the car or the fake documents.

Speaking at the hearing, Mr. Saraki said he was not a car dealer or importer, nor did he ask anybody to help him import the seized vehicle.

“I did not import any vehicle. I did not ask anybody to import any vehicle on my behalf,” said Mr. Saraki.

“It is important that I clear my name, the documents are there and none of the documents are in my name.”

He said the end user certificate showed whom the vehicle was imported for.

The members of the probe committee had put questions to the respondents – Messrs. Saraki, Shittu, Gobir and Akindele – on whether the Senate President had any link with the seized vehicle and the documents.

The committee chaired by Samuel Anyanwu resolved to adjourn hearing to Tuesday and that the NCS should be present to state its side in the matter.

Although Mr. Saraki may not have personally imported the vehicle, a National Assembly, Lagos liaison office document suggests it was procured as an official car of the senate president.

Mr. Saraki did not say on Monday who was meant to use the bullet proof car.

Never again will terrorists seize any part of Nigeria – President Buhari

Never again will terrorists take over and occupy any part of Nigeria’s territory, President Muhammadu Buhari vowed in Sambisa Forest on Monday.

The President made the vow when he declared the 2017 Nigerian Army Small Arms Championship, NASAC, opened.

Represented by the Minister of Defence, Mansur Dan-Ali, Mr. Buhari noted that holding the championship in the forest was an affirmation that government was “resolved to stamp out all activities and operations of the Boko Haram insurgents from our territory.”

Mr. Buhari said: “This championship is a showcase of the clear effect and degradation of the Boko Haram terrorist group with the destruction of Camp Zairo in the heart of the famous Sambisa forest.

“I can say categorically that never again will Boko Haram occupy any of our land.

“I want use this opportunity to congratulate the Nigerian Army for this achievement and reiterate at this point by noting that it is a case of professional training that brought the Nigerian Army to this length.”

Mr. Buhari restated that through the Presidential Committee on North-East Initiative, PCNI, government would reconstruct facilities and structures destroyed by the terrorists so that the people of the region could enjoy the dividends of democracy.

Earlier, the Chief of Army Staff, Tukur Buratai, said the championship was held at the forest to consolidate on the gains achieved by troops in the north-east so far.

“This championship is therefore held here at the heart of the Sambisa forest as part of Nigerian Army’s plans to effectively dominate all hostile territories in the North East”, Mr. Buratai said.

NASAC was held seven years ago, at Armed Forces Command and Staff College, Jaji, in Kaduna state.

According to Mr. Buratai, the championship could not be held since then due to numerous operational engagements by the army.

Meanwhile, the Federal Government has named the newly established Nigerian Army shooting range at the Sambisa forest after the late lieutenant colonel, Abu Ali.

Mr. Ali, who was the commander of an army formation at Mallam Fatori in Borno east, died in a battle on November 4, 2016 when Boko Haram terrorists attempted to invade and take the town.

The News Agency of Nigeria, NAN, recalls that the army routed the terrorists and took over Sambisa on December 23, 2016 at about 1.35 p.m. after it overran Camp Zairo, their last strong hold in the forest.

Ife Crisis: Governor Aregbesola inaugurates commission of inquiry

The Governor of Osun State, Rauf Aregbesola, has inaugurated a five-member judicial commission of inquiry to investigate the remote causes of the March 8 violence in Ile-Ife.

The development followed several calls from pan Yoruba groups such as Afenifere, the Afenifere Renewal Group, and the Governor of Ekiti State, Ayo Fayose, to set up a commission of enquiry to unravel the facts behind the killings and wanton destruction of properties.

They had rejected the report of the police on the crisis and condemned what they termed the lopsided arrest of suspects in the crisis.

While inaugurating the commission in Osogbo on Saturday, Mr. Aregbesola said his administration would continue to promote peace in the state.

He also enjoined the panel to cooperate with the police and other security agencies in the process of unravelling those behind the mayhem.

The panel was given four weeks to turn in its report.

Members include Justice M.A Adeigbe who is the chairman, Bose Dawodu, Ismail Ajibade, the State Commissioner of Police, the State Director of DSS and Bisi Babalola who will act as the secretary.

The Governor charged the commission to “investigate and determine the remote and immediate cause of the disturbance, identify the perpetrators and extent of involvement, determine the extent of injury suffered by any individual or group.”

They were also mandated to recommend appropriate civil or criminal action to be taken against the perpetrators, make appropriate suggestions to the state government towards the prevention of future occurrence and also recommend appropriate monetary sum as compensation(s) for damages or injuries that may have been suffered by any individual or group of individuals.

“You have four weeks to carry out this assignment,” the governor said.

Mr. Aregbesola added that “The report that small arms and light weapons were deployed freely during the crisis was disturbing and frightening.

“It has implication for security of lives and property and the potential for more conflicts beyond the immediate theatre of war, if not nipped in the bud.

“I want you to look into this. The sources and the current location of these arms and their custodians should be investigated and determined. They should all be recovered.

“There are also reports that cultists who have no regard for human lives were recruited into the mayhem for a fee. This is most disheartening. Please investigate this and unearth the roles they played and let the law be applied without fear or favour.

“I charge this commission to be courageous and fearless. Undertake this assignment with all seriousness and the fear of God. You should pursue the truth and not fear where it will lead to.

“We want justice for all, like Martin Luther King Jr, once said, ‘Let justice roll down like waters and righteousness like a mighty stream’, to the victims and the perpetrators alike, as I wish you success on this crucial assignment.”

Mr. Aregbesola also warned against pre-empting the outcome of ongoing investigation of the crisis, saying it would be prejudicial to the efforts of the law enforcement agencies.

He said the violence was not an ethnic or religious one, but “just an ugly development, a breach of public peace, masterminded by hoodlums and criminals which resulted into loss of lives and property.”

Mr. Aregbesola called for cooperation and patience with the police and other law enforcement agencies until the outcome of the final investigation. He said the police and other agencies had assured of even handedness and that the rule of law would be strictly adhered to and allowed to prevail.

He said the opinion of those fanning the embers of discord between the Hausa and Yoruba should be disregarded, stressing that it was unwise and wicked for anybody to describe the violence in the Sabo area of Ile-Ife as a religious or tribal war.

In his response, Chairman of the judicial commission of enquiry, Mr. Adeigbe, who thanked the governor for the opportunity to serve the people of Osun, promised that the commission would discharge its job without fear or favour.

He said the commission would go all out to ensure that the real perpetrators of the dastardly act are brought to book and ensure that all warring factions are appeased.

“Mr. Governor, I assure you that we will not let you and the people of Osun down, we will carry out this task you have given us to the best of our ability,” he said.

“Myself and my members will ensure that the perpetrators of the sad event which occurred at Ife are brought to book.

“We will ensure that it doesn’t happen again in Osun. We will do our job without fear or favour to anyone or group in the matter.”

FIFA to pay Seamus Coleman’s Everton wages while out with broken leg

FIFA will pay Seamus Coleman’s Everton wages while he recovers from his double leg break.

The governing body’s Club Protection Programme enables teams to claim up to £112,731 (€143,836) per week of a player’s wages if he is injured while on international duty.

Coleman is understood to earn around £45,000 a week at the Toffees and could be out for as long as a year after fracturing both the tibia and fibula bones in his lower-right leg.

Coleman underwent successful surgery in Dublin on Saturday following a challenge from Wales’ left-back Neil Taylor, who was shown a straight red card for the challenge, during the Republic of Ireland’s 0-0 draw against Wales in World Cup qualifying.

FIFA’s Club Protection Programme was set up in 2012 after mounting pressure from clubs trying to claim compensation for players being injured on international duty.

Club’s pay an excess fee equivalent to the value of four weeks’ wages and can then be covered for the duration of a player’s absence, up to the value of £100m.

That value, however, covers all players injured on international duty over the course of the international calendar year.

“My wife packed out of my house without my knowledge on May 6, 2015, to an unknown destination.

“I reported the matter to her father, who was disappointed in her and both of us tried all we could to bring her back to my house, but to no avail.

“After many months, I started hearing rumour and even her father confirmed to me that my wife was flirting around.

“At this point, there was nothing I could do but to carry on with my life and job,” he stated.

The petitioner added that on his arrival from Borno where he was posted for special duties, he started getting calls from the respondent, begging to return to him.

It is understood that coach Gernot Rohr was visibly angry with the player , who had previously pulled out of a

In an interview recently, NFF President Amaju Pinnick, said: “Moses needs to understand that with his current performance with Chelsea, he stands a chance of becoming the next African player of the year, especially if his club should win the EPL title.

BREAKING: Convicted ex- Adamawa governor, Bala Ngilari, granted N100m bail.

Justice Nathan Musa of Yola High Court on Monday granted bail to Mr Bala Ngilari, former Adamawa Governor, on health grounds, after he appealed against his recent conviction.

Ngilari was granted bail in the sum of N100m with two sureties, who must deposit Certificates of Occupancy of landed property owned in Yola.

Musa said that the former governor would enjoy his bail pending the determination of his Appeal.

Justice Musa, on March 6, sentenced Ngilari to five years in prison, without an option of fine, for violating the Public Procurement Act in the award of contract for the procurement of 25 vehicles.

The vehicles, which were for commissioners, were purchased at the cost of N167m.

Musa, in his judgement, had declared that due process was not followed in the transaction.

Ngilari, having appealed the sentence, went back to the same court that convicted him, and asked for bail, pending the determination of his Appeal.

The bail plea was supported by a medical report on Ngilari, from Yola Prison, which indicated that the former governor had been under intensive medical management.

The report, signed by Mr John Bukar, a Deputy Comptroller in charge of Health, stated that Ngilari had diabetes, hypertension and insomnia.

It said that Ngilari, who had been referred to Canada Specialist Hospital in Dubai, for evaluation and management, had blood pressure that was rising between 180/110 MMHG to 190/120 MMHG.

Adejoh Momoh: An end to Southern Kaduna’s 37-year-old crisis?

From efforts at dialogue and reconciliation to security; if the strength of the El-Rufai led administration is going to be measured by how effectively it deals with the 37-year-old Southern Kaduna crisis, then it might be safe to conclude that the administration has shown itself to be breathtakingly competent.

There is a peculiar way that most crisis start in Kaduna; a man offends another man, every so often, one of them is from the largely Christian South and the other is from the largely Muslim North, one party decides to take laws into his hands and the offense quickly escalates to a crisis. At the point when law enforcement is brought in or made aware of the crisis, it would have assumed the dimension of a group dispute.

The Kaduna State Government has come up with a three-pronged approach to effectively end this crisis. The approach ideally begins with guaranteeing physical security and forestalling further violence, this will make way for peace building efforts including consultations with relevant stakeholders and the final prong is strengthening law enforcement to the extent that perpetrators of these violent crimes are brought to book.

For El-Rufai, the immediate goal is to protect the people of Southern Kaduna and stop further bloodletting. Already, 10 platoons of Mobile Policemen have been deployed to maintain the peace in Southern Kaduna and patrol the surrounding forests where herdsmen attacks have often been reported. A government owned estate has also been converted to a permanent base for Mobile Police operations in the Kafanchan area.

Despite the fact that the foundation for a military formation was destroyed in the very same Southern Kaduna sometime last year, the government has gone ahead with plans to construct two military formations in Kafanchan and Kachia Local Government Areas. These formations will ensure that the military is resident in Southern Kaduna and can carry out Internal Security Operations locally. The formation in Kafanchan is almost at completion and is equipped with 3 helipads that allow for improved air surveillance and monitoring.

It is in getting these security agencies to work in an environment of easy synergy that a quick resolution for the Southern Kaduna crisis will be found. And this quick resolution is particularly important to El-Rufai seeing as the current crisis thwarts all his economic renewal efforts for the area.

Secondly, El-Rufai takes the responsibility to consult with the Kaduna State citizens seriously. This is why alongside consulting with critical stakeholders like traditional and religious institutions, security forces, youth groups, Southern Kaduna and Fulani groups or associations, he has also made official contacts with states that have dealt with similar crisis situations in the past. These consultations are in a view to understanding the measures they adopted in resolving these conflicts and ultimately domesticating these tactics to the extent that they are effective for Kaduna State.

These contacts have led to very significant partnerships with the Centre for Humanitarian Dialogue, the United States Institute for Peace as well as other organisations working in the area of conflict resolution.

Perhaps, most prominent is the partnership with the Centre for Humanitarian Dialogue that has resulted in a peace pact between 32 warring communities in Southern Kaduna and the Kafanchan Peace Declaration.

Thirdly, El-Rufai knows that no peace is possible without a foundation of justice, this is why he is firm with improving the capacity of law enforcement and apprehending all those who are investigated and found culpable of inciting violence in Southern Kaduna.

For most of its conflicts, previous Kaduna State administrations have always commissioned panels of enquiry, issued white papers, identified indicted persons and always stopped short of prosecuting them. This is the sense in which El-Rufai differs, he has stated a commitment to prosecution and these efforts have begun to yield results.

The Joint Tactical Operations Squad commissioned by the Inspector General of Police late 2016 has already arrested 17 suspects. The suspects mostly consisting Fulani herdsmen and a few Southern Kaduna natives were paraded at the Police Force Headquarters on 1st February, 2017 following investigations into the violence in Kafanchan and other environs of Southern Kaduna. Prior to this, troops of the 1st Merchanised Infantry Division intercepted and arrested two men conveying live ammunition in Kagoma Chiefdom in December last year and many more ammunitions have been mopped up since then.

El-Rufai is determined not to relent in his efforts until lasting peace is restored to Southern Kaduna and all Kaduna State citizens are assured of safety wherever they choose to dwell. This is a right enshrined in Nigeria’s constitution and El-Rufai has made it his goal to ensure that all citizens are guaranteed this right.

#TRCWithOmojuwa: Dino Melaye, Hadiza Usman & Why You Should Never Trust Twitter Standards

On the lastest episode of The Real Conversations With Omojuwa, the top trending topics were all discussed on his YouTube channel

He started out by pointing out the shift in Sahara Reporters’ searchlight from controversial preacher, Apostle Suleiman who’s alleged to have had an extra marital affair with his ex-lover, Stephanie Otobo to Senator Dino Melaye, who claimed he has a whooping seven university degrees including one from the prestigious Havard University.

He also talked about an incident that happened in the course of the week, where an online NEWS platform published a damning “exclusive” story which indicted NPA’s MD, Hadiza Bala Usman of sharing revenue generated from the ports to some key APC chieftains. That story however has been refuted by Mrs Hadiza who has also taken the issue a step further by enacting legal action against the NEWS platform, who in turn retracted the story and issued a public apology to Hadiza Bala Usman.

And taking the conversation down to Twitter, Japheth Omojuwa turned the spotlight on the perils embedded in living life in conformity to “Twitter Standards”.

FG to include Illegal refiners in proposed modular refineries

Local “illegal” refiners in the oil-producing communities maybe co-opted as shareholders in the Federal Government’s proposed modular refineries, a presidency source has disclosed.

The source who preferred to remain anonymous said the Presidency and the Nigeria Sovereign Investment Agency (NSIA) are collaborating to realize the plan, in fulfilment of promises made by  Vice-President Yemi  Osinbajo during  his tour of the oil region, on behalf of President Muhammadu Buhari.

The core of the plan is to integrate the illegal refiners, rather than a scorched-earth policy that seeks to eliminate the operations of such refiners.

The source however explained that there were a number of significant hurdles to be crossed especially issues around the engineering and technical ramifications of such a conversion, besides figuring out the financial models that would be workable and profitable.

“At a meeting late last week at the Presidential Villa, issues around technical and engineering implications of how to integrate the refiners were discussed with industry experts and practitioners making presentations on how to implement the Buhari presidency modular refinery initiative said to have been first proposed by Dr. Ibe Kachikwu, the Minister of State for Petroleum Resources.

“At the meeting the experts reported that they have worked closely with the NNPC, Oil & Gas operators, owners of marginal fields, operators of refineries and various technical services providers “to develop a workable system to develop this initiative,’’ the source further disclosed.

A modular refinery is a refinery made up of smaller and mobile parts-(skid-mounted)-that are more easily fabricated and can be more quickly transported to site. They come in different sizes with varying capacities normally lower capacity than conventional refineries with more elaborate and complex  set-up.

“Under the plan being considered in the presidency, the Federal Government could supply crude to the local refineries at a reasonably considered price, as an incentive to stop the current practice whereby the illegal refiners vandalise and steal the crude.

The source maintained that the new concept, when operational, would also prevent the environment degradation that the spills and damaged trunk lines have been causing.

He said, the marginal field operators could also supply crude to the new modular refineries that would have the illegal refiners integrated.

“Another important component of the plan under consideration is to involve the current illegal refiners and their communities as shareholders while the NDDC and the NSIA will also hold substantial holdings/equity sufficient to make the smaller refineries operational as a business and a going concern.

“To facilitate effective community engagements, an MOU would be established under the plan with the affected communities determining the communities share, while the FG would supervise the implementation, which would be driven largely by industry operators and the communities,” the source added.

When contacted, Mr Laolu Akande, Senior Special Assistant to the President, Media & Publicity, Office of the Vice President, confirmed that a meeting was held last week on the issue adding that “the Buhari presidency is actively working on all fronts to speedily deliver on its promise of a ‘new vision,’ in the Niger Delta”.

Judges’ training stalls Ex-Governor Ladoja’s corruption trial

The trial of a former governor of Oyo State, Rasheed Ladoja, stalled Monday due to the absence of the judge.

Justice Mohammed Idris joined his colleagues to attend a one-day training organised for judges of the Federal High Court by the Asset Management Corporation of Nigeria (AMCON).

The trial was consequently adjourned till March 31.

Mr. Ladoja and his former aide, Waheed Akanbi, are facing a N4.7 billion money laundering charge before Mr. Idris.

They had pleaded not guilty to all the eight-count charges.

At the last trial hearing, Adewale Atanda, an ex-aide to Mr. Ladoja, told the court that his former boss allegedly bribed the state’s lawmakers with 22 vehicles to avoid impeachment.

Mr. Atanda, a former Senior Executive Assistant to Mr. Ladoja, who was appearing as a witness for the Economic and Financial Crimes Commission (EFCC) said the incident happened in 2005.

Mr. Ladoja was impeached as Oyo State governor in December 2005.

Herdsmen invade Prison Farm Centre in Benue, kills inmate.

The Benue Prisons Service on Monday confirmed that herdsmen invaded its Jato-Aka Farm Centre and killed an inmate, one Tersoo Agidi.

Stephen Nwanchor, the Public Relations Officer of Benue Prisons Service, told the News Agency of Nigeria (NAN) in Makurdi that the incident took place on Saturday at the farm centre.

Mr. Nwanchor said the invasion was not a failed jail break attempt.

“This is a new farm centre established in January, 2017. The herdsmen invaded the place, destroyed property, shot and killed one Tersoo Agidi, an inmate.

“We have evacuated all the remaining inmates from the farm centre to Gboko, pending the outcome of the investigation.

“We are not taking anything for granted. My Controller of Prison is on top of the issue, and all relevant security operatives in the state have been notified,” Mr. Nwanchor said.

The PRO said the service was investigating the invasion to ascertain the remote cause, noting that no arrest had been made so far.

Mr. Nwanchor said the service had tightened security in and around all its facilities in the state, assuring that there was no cause for alarm.

Navalny had just arrived to join in an anti-corruption rally he organised, calling for the resignation of Prime Minister, Dmitry Medvedev.

Thousands of people were at the protest, which also took place nationwide. Hundreds of people were detained by the police.

In a tweet after his detention, he urged fellow protesters to continue with the demonstration.

He had called for the protests, after he published reports claiming that Mr Medvedec controlled mansions, yachts and vineyards, a fortune that far outstripped his official salary.

BREAKING: ABU VC arrives Senate for Dino Melaye’s certificate hearing

The Vice-Chancellor of the Ahmadu Bello University, Zaria, is now at the National Assembly for the Senate Committee on Ethics, Privileges and Public Petition hearing investigating the certificate scandal involving Kogi State senator, Dino Melaye.

The Senate had last week tasked the committee chaired by Samuel Anyanwu, PDP-Imo, to investigate the allegation that Mr. Melaye, APC-Kogi, did not graduate from ABU as he claims in official documentations.

That Senate’s resolution followed a motion by former Senate Leader, Ali Ndume, who said the scandal had made the Senate subject of public ridicule.

Mr. Melaye claims eight degrees, including two from Harvard University and London School of Economics and Political Science, but Sahara Reporters reported how the two schools debunked the Senator’s claims.

Mr. Melaye is also present at the hearing currently underway.

The ABU had turned down earlier media inquiries to confirm whether Mr. Melaye graduated from the school.

Meningitis Epidemic: 21 dead In Sokoto State

Over twenty people are said to have died following the suspected outbreak of meningitis in Sokoto state, north-west of Nigeria.

A reliable government source confirmed this to Channels Television on Sunday.

The deaths were said to have occurred in seven local governments of Kebbe, Bodinga, Rabah, Wamakko, Gada, Dange/Shuni and Tureta.

The state government however said that so far, it has deployed about 15 medical teams, comprising of over 150 medical personnel to the 23 local governments of the state to prevent further spread.

The government also added that Emergency Response Teams have so far treated no fewer than 330 mixed cases of severe malaria and meningitis across the seven top-hit local governments.

The last time there was an outbreak of such nature, was in 2015, when the Federal Ministry of Health of Nigeria reported an increase in suspected cases in states including Sokoto and Kebbi.

AFCON Qualifiers: Bafana Can Upstage Super Eagles – SAFA Boss

South Africa Football Association President has expressed confidence that the country’s senior men’s national team Bafana Bafana can qualify ahead of the Super Eagles for the 2019 Africa Cup of Nations in Cameroon.

Bafana defeated Guinea-Bissau in a friendly in Durban on Saturday in preparation for the AFCON qualifiers.

South Africa are in Group E alongside Nigeria, Libya and Seychelles in the qualifying group for the 2019 AFCON.

“You all played very well. This was very important for us to see how we match up against Guinea-Bissau,” Jordaan told SAFA.net, referring to Bafana.

“Remember this team was very unfortunate not go to the second round of the 2017 CAF Africa Cup of Nations in Gabon earlier this year. They narrowly lost to Cameroon – the eventual winners – so they are a quality team.

“The way you played, you made it look too easy. Congratulations, this is what we wanted to see. The next stop is East London against Angola and we want to win that match as well, then we go for the qualifications of AFCON and the World Cup.

“I want to wish you all the best in your next matches and thank you for your commitment – let us continue to march on this road. You saw the crowd really enjoyed the quality of football that you produced. You have done very well and you have played the kind of football that made us enjoy the game.

“You may know that as Bafana Bafana we are pursuing four competitions this year – the COSAFA Cup, the CHAN but the two qualifications we want most are AFCON and the World Cup – the qualification for AFCON starts in June.

“There are 12 groups, and the top team in the group qualifies automatically, and that is twelve teams that go through. Then there are four best second placed teams – in other words any team in any group, if you lose one match and you end up second, you will get one of those places as one of the best second-placed team.

“What we want as the Association, whatever the mix, no matter how you get there, we want to be in the final 16 of AFCON in 2019.

“We start in Nigeria against Nigeria. it’s a huge challenge but if we can get over that we will be on our way. Also the next two matches for the World Cup qualifiers are against Cape Verde home and away. Again if we get a good start in those two matches we are very close to Russia 2018. Good luck once again, you have our support.”

South Africa will host Angola on Tuesday in East London, in another friendly game.

Gernot Rohr Calls Up Chelsea’s Ola Aina To Super Eagles

Chelsea FC and England U-20 defender Ola Aina has joined up with the Super Eagles squad for a training match with an unnamed side on Monday.

Aina, 20, was handed a late invitation by coach Gernot Rohr for the training match billed for the Hive stadium on Monday. He was joined by Sunderland’s 18-year-old forward Joshua Maja and Queens Park Rangers’ Scottish-born forward Eberechi Eze.

Aina has made six appearances for Chelsea this term in all competitions.

Josh has made five appearances for the Black cats with four of the coming in the Football League Trophy tournament (U23s) and one in the English Football league game against QPR where he came on in the 68th minute for Lynden Gooch.

Eze’s only appearance for QPR this season was in the English FA Cup. He featured for 18 minutes in QPR’s 2-1 loss to Blackburn on the 7th of January, 2017.

The trio will be assessed by the Super Eagles technical crew it was gathered from a media release.

Sheriff, Makarfi in heated argument as PDP peace pact collapses

Few days after reaching an understanding to bury their differences, the two factions of the Peoples Democratic Party (PDP) have renewed hostilities.

The cause of the latest crisis is the decision of Ali Modu Sheriff, national chairman of the party, to replace staff of the PDP secretariat who were not cooperating with him.

Sheriff had declared their jobs vacant and gave them a seven-day ultimatum to return the property of the party in their possession.

But Ahmed Makarfi, caretaker committee chairman, asked the old staff to ignore Sheriff’s threat.

“His threat against our hard working staff should therefore be ignored and treated with utmost contempt coming from a lawless impostor,” said Dayo Adeyeye, the publicity secretary, who responded on behalf of the Makarfi group.

On Thursday, Sheriff and Makarfi signed an undertaking with the PDP national reconciliation committee, led by Seriake Dickson, governor of Bayelsa state, to cease fire.

They both pledged to work together for the restoration of genuine peace to the party.

But on Sunday, Sheriff described Makarfi committee as illegal, saying with the pronouncement of the court of appeal in Port Harcourt, on February 17, “such a group is not supposed to be in existence”.

He appealed to the media not to refer to Makarfi group as a faction of the PDP and insisted that the group was illegal.

Sheriff also warned Makarfi and his group to stop interfering in the affairs of the party.

“Makarfi should behave himself. He should not interfere in our business, because we are not interested in his private business,” Sheriff said in a statement issued on his behalf by Cairo Ojuogboh, his deputy.

“Any further careless statement from him will force us to reconsider our earlier peace agreement.

“We have already employed staff who are running the bureaucracy efficiently. If Makarfi so desires, he should keep the old staff, just as he is doing now.

“We have had enough and enough is enough of this.”

He added that his faction was preparing to complete state congresses, where necessary, and “working hard” on the planned national convention.

“We will not be distracted by inconsequential issues from our set objective to return the party to the grassroots,” he said.

“We must prevent anybody with the agenda of killing the party, especially those, who were brought to the party by those, who have already decamped to other parties.”

Sheriff warned the old PDP staff, who still have the party’s property in their possession, to return them immediately.

“They should return them within the seven days grace or we will be left with no other option than to hand them over to the police,” Sheriff said.

But the Makarfi group which described Sheriff as “a lawless impostor”, urged the staff and party stakeholders to ignore him.

“We went out of our way few days ago to reach accommodation with them even when some of our top leaders had serious misgivings about any type of talk with them given their unreliability,” Makarfi said.

He said his committee showed its goodwill, while Sheriff-led national working committee (NWC) demonstrated their “bad faith”.

“We have always known that Sheriff and his co-travellers especially, Cairo Ojuogbo, were never men of honour with whom one can reach any agreement,” he said.

“But we tagged along to avoid being accused of unnecessary intransigence.

“Since the leopard cannot change its spot, it is now very clear that no agreement or political solution can be reached with these bunch of people with huge integrity deficit.”

He described Ojougboh as an impostor and a rabble-rouser in a “non-existent NWC”, saying Sheriff does not have the constitutional requirement to constitute an NWC.

“His threat against our hard working staff should therefore be ignored and treated with utmost contempt coming from a lawless impostor,” he said.

“For the education of Sheriff and his cohorts, our appeal at the supreme court is already on.

“To that extent, the position and status of the national caretaker committee remains completely unaltered.

“Since they cannot comprehend even very simple matters, we will use a simple analogy.

“If a governor loses at the election petitions tribunal and at the court of appeal, does he cease to be a governor even when his appeal is pending before the supreme court?

“Would the civil servants then refuse to serve him?”

He explained that the position of the law was that he would remain the governor.

He added that all government employees would continue to service his government until otherwise determined by the supreme court.

Makarfi added that his committee members had tried strenuously to reach Dickson to report “this deliberate violation of the truce” but that they were not able to get through to him.

I Am Glad My Son Chose Nigeria – Tyronne Ebuehi’s Dad

Marvin Ebuehi says he is pleased that his first son Tyronne Ebuehi has finally committed to Nigeria after the misunderstanding that trailed his first call-up by fatherland.

“I must confess to you that I am glad that he has finally committed to Nigeria. I am very proud as a father. The first call-up, there was a misunderstanding and things went the way they did, unfortunately,” Marvin told thenff.com.

“I apologise for that misunderstanding. I have always said that he would have to play for Nigeria at senior level, because I am proud of my country.”

Ebuehi, an Amsterdam-based businessman was at the Super Eagles’ Crowne Plaza London Ealing hotel on Saturday with Dutch wife, Toos.

“Tyronne has always been crazy about football from an early age. I put him in an academy at the age of six and I’m not surprised that he’s on the way to living his dream,” he explained.

Tyronne’s sister Tyvanne is a UK-based model and brother Trevin is a student in Holland.

“I am praying that Tyronne fulfills his ambition of playing for a big club in Europe, and also become an important player for the Super Eagles of Nigeria.”

Army insists personnel did not kill Ogun State resident

The Nigerian Army Monday said none of its personnel attached to the 174 Battalion Ikorodu, Lagos, was responsible for the death of one Mr George at Ogijo, Ogun state.

The deceased was alleged to have died as a result of the beating he received from some soldiers by one Kenny Abel Adesanya on Twitter.

But the Army spokesman Sani Usman disputed Adesanya’s account of what led to George’s death, noting that investigation showed that George was not beaten by soldiers by some people contracted by his landlady’s son.

“For the avoidance of doubt, the location where the incident took place, Ogijo, is in Ogun State and 174 Battalion does not have any deployment there, neither do any of our troops patrol the area,” Usman said in a statement.

He said the Army dispatched a team to Ogijo Divisional Police Station, Ogun State, to investigate the matter, where it was confirmed that the incident dated back to 8th March 2017, when “one Mr George (now late), was threatened by the son of his landlady that he will invite his soldier friends to come and beat him for failing to pay his rent which was long overdue.”

“On the said day, the tenant was taken from the compound by three young men and beaten up. The case was reported to Ogijo police station. The parties involved were arrested and their statements were taken. Thereafter, the police wanted to charge the matter to court for which the tenant and the landlady opted for out of court settlement. The young men who carried out the beating were neither arrested nor their identity ascertained by the police.”

The army spokesman said the police claimed the landlady’s son contracted his friends to beat George and the case was treated as an assault. He said there was no correspondence sent to the Nigerian Army since those involved were not soldiers even after the death of the tenant.

Usman said, “On 24th March 2017, the said tenant Mr George died in his house and his corpse was taken to the frontage of the landlady who quickly reported to the Ogijo Police Station.

“She was arrested and the corpse was deposited at the mortuary. The son of the landlady who is currently at large is being hunted by the police authority.”

Usman, therefore, advised Adesanya to apologise to 174 Battalion in particular and the Nigerian for his ‘false’ post or face legal action.

How I built a Church while in prison – Ex-president Obasanjo

Former President Olusegun Obasanjo has called on Nigerians to be useful to God no matter their circumstance.

Mr. Obasanjo spoke at the Shepherdhill Baptist Church in Lagos, Sunday, during a Thanksgiving Service to mark his 80th birthday.

The former president said God made him do three things while he was an inmate at Yola Prison.

“One, God made me to build a church,” Mr. Obasanjo said.

“It’s very unusual, I asked the authorities for land, they were reluctant, but eventually they gave me land and immediately we started getting donations.

“It was started before I left Yola. Wherever you are, you can still be useful to the work of God.”

Mr. Obasanjo said he also got approval from prison authorities to farm while in detention and he cultivated “enough beans to feed all the inmates and warders.”

When he was transferred to the Kirikiri Prison in Lagos, Mr. Obasanjo said he became the prison pastor and won several souls for God.

“There was a boy whom they had introduced to me, his nickname was Baba Ali,” the former president said.

“Baba Ali was the head of the armed robbers in the North. And if you were an armed robber and you came to prison, you must first of all go and pay homage to him. If you were going out, you must go to him and ask for instruction on what to do next.

“So I called Baba Ali one day and said, ‘You are not coming to fellowship, I want you to be coming to the fellowship.’ And he said, ‘Baba, don’t worry me, don’t worry me at all because God can never forgive me. I have killed so many people in my life, I have drunk the blood of so many people, I have eaten the flesh of so many people and God will never forgive me, so don’t waste your time about me.’”

Mr. Obasanjo said he left Baba Ali for a while, and then returned later to continue his evangelism.

“I went back and said, ‘Baba Ali, you know all you said that you are a murderer, whether you killed only one person or a thousand people, you are a murderer; but you have forgotten that Moses was a murderer but God used him to bring the people of Israel out of Egypt?

“David was a murderer but God called him a man after my heart.

“By the time I was leaving the prison, I told Baba Ali that if he was able to make it and he would like to go to Bible school, I would send him to Bible school.”

Baba Ali was released from prison two years after Mr. Obasanjo, the former president said, by which time he had been elected Nigeria’s president.

“It took him two years to get through to me, when he got to me, I reminded him of our agreement and he said he was ready to go to the Bible school.

“So I sent him to the seminary, Baba Ali spent two years in the seminary. Today, he is a pastor of a Baptist Church. What is more? Baba Ali’s junior brother took after him and has also become a pastor.”

Paris Club refund: Why EFCC must probe Benue Governor, Ortom – Wike

The Rivers State Governor, Nyesom Wike, has called on the Economic and Financial Crimes Commission, EFCC, to probe his Benue State counterpart, Governor Samuel Ortom over the use of Paris Club refund allocation.

This is coming barely one week after he called for the imposition of a state of emergency on Benue State, over what he described as the state government’s show of incapability in handling security matters.

Speaking with newsmen, the governor said despite the amount of money disbursed to Benue, Ortom had not done much to cater to the needs of the people, hence the need for EFCC investigation.

According to Wike, “The EFCC should look into the Paris Club refund allocation to Benue State because there is paucity of infrastructure in the state. The governor should be asked to account for the money and other allocations he has received in nearly two years in office.”

He maintained that Benue people are suffering “because they don’t have dividends of democracy.”

Recall that President Muhammadu Buhari had recently ordered the release of the second tranche of London-Paris Club loan refunds to States .

This is coming at a time the Rivers State Governor had, last week, called for the declaration of state of emergency in Benue State, following the killing of about 52 people in a market in Zaki Biam, Benue State.

The governor had maintained that the state governor failed in managing the problem of insecurity in the state.

OOTC: How do we recover – urgently – our dignity as Nigerians? – By Chude Jideonwo

Let me tell you about my driver of seven years.

The first sign of trouble when he was recommended was the fact that he didn’t have a job at the time. But he came highly recommended and so I asked to meet him.

First question I asked him: Why wasn’t he presently employed?

He had been fired from his last position, he told me without hesitation. They had been owed for three months. They had demanded for their pay. He had rallies his colleagues and led a protest against his employers. They came for the ringleader; and so he had been out of work for the one month since.

Fair enough. I liked his spirit. I was in the process of organizing my first national protest with the EnoughisEnough rallies. This appeared to be the hand of God.

So I negotiated with him: N40,000. That’s what many people who were earning a lot more than me in 2010 were paying their drivers, in addition to corporate organisations. But this man – with no job, no income, no degree, a wife and daughter – rejected it. He said no. To make a good living, he explained to me in Pidgin English, and to do his job effectively, he called an amount higher than that that he considered a basic minimum. He wouldn’t go lower than that.

I didn’t hide my shock. How could he reject a paying job, especially one that was industry standard, when he had nothing else at this time?

He insisted, still. I referred him to the finance manager, who was a good negotiator. He held firm. I assumed he was bluffing, and called it. He politely thanked me for my time, excused himself and left the office. I assumed he would call back in a few days to accept the officer. We all assumed he would.

But one week after, I never heard from him. He never called back. He didn’t settle for less. He had maintained his stand – the amount he called was the minimum he thought a driver deserved to be paid in an economy such as ours.

I was impressed. I called him back. I offered him the job.

He has been my personal driver to this day. I have never suspected him of theft or duplicity or caught him in a lie. He has been straight and committed and, for the most, part professional, ever since.

That decision paid off.

But it was what drove that decision that concerns us today. It is simple, really. I saw something I have hardly seen, even in managers at top multinationals, or hustling businessmen and women who will do something, anything, just to make any buck available: I saw dignity.

What he makes is not a lot of money by any standards, but to him it doesn’t really matter. He has a healthy dose of respect for himself, respect for his own person, the willingness to draw boundaries at what he considers unacceptable, and the dignity of his labour. He is, therefore he deserves to be respected.

You can see that story in either of two ways: It can be an ego-boost telling you how good I am as a person, or it can tell you how personal this theme is for me, how important I take it that I would put my money where my mouth is.

I recalled this story this morning as I drove into my street.

A truck-pusher was in front of me as I sought to turn in. He was most likely illiterate, he was covered in dirt, and he couldn’t speak English. I sounded my horn gently.

He turned back and looked at me, with no anger, and none of the typical Lagos under-the-sun frustration: ‘Oga wait, make the person wey dey my front go’, and he calmly returned to his business.

The person in front of him, whom I hadn’t previously noticed was blocking him, finally moved, this truck-pusher moved efficiently to the right of the world, turned to look at me, and held my gaze. I nodded, reflexively, in respect. He went on with his business. Me, with mine.

This is possibly an insignificant social transaction to many. But in a country suffused with oppression, it contains significant themes. This is not the typical reflex of truck pushers in Lagos. They often react with apprehension, with apologies, or, on the other hand, they mask their embarrassment with disproportionate anger, or try to match the disdain with which they are regarded.

They don’t react as equals, speaking to a person who just has more than they do. This man was different. This man reacted to me with the equanimity of dignity.

Unfortunately, this spirit is deeply rare in our country. And there is good reason for this: our country doesn’t create the framework for people to respect the pother person as human beings.

In the dog-eat-dog world that has been created by action and inaction, everyone believes that the regard with which you should be treated depends on the tangibles that you have – money, power, networks.

There is a reason “Do you know who I am?” is the refrain that defines the powerful and mighty in our society. It is supposed to distinguish those who deserve to be treated as human from those who are not.

The wealthy oppress those who have nothing. Those who have a little look with disdain at those who have less. Mistakenly flag a car on the road as if it were a taxi and see the violence of anger with which the driver will respond to you: “Do I look like a driver to you?!” Pray, how does a driver look? And if indeed you look like a driver, why is being mistaken for another human being such a thing that should make you take offence?

Because we judge our humanity, and the dignity that should attend our humanity based on a base bottom-line – how far away from poverty we have escaped.

This madness is brought to us courtesy of our government. Leadership always role models the behaviours that filters down to citizens. People behave like they see their representatives behave. People react based on how they are treated from the top of the power chain.

Successive governments have robbed us blind, disregarded the service of civil servants, belittled the contributions of professionals, corrupted the idea of value, belittled the essence of hard work, elevated the craft of theft, and replaced the human penchant for respectability and contentment with the crass obscenity of acquisition and waste.

They slowly, steadily inverted our national priorities.

Who can forget the humiliation of the university lecturer in Chimamanda Adichie’s ‘Americanah’, the one who lost his job because he wouldn’t call the governor’s wife ‘mummy’? That was Nigeria in one disheartening, depressing, distressful snapshot.

That’s why the average Nigerian is beaten, surrendered, and obsequious – constantly in a position of ‘abeg’, ‘I hail’, ‘anything for the boys’, and for those that run business, ‘hustling’. We have become a nation of hustlers. We don’t build anymore, we snatch and grab. We don’t grow, we slash and burn.

The Nigerian citizen is beaten down and hollowed out.

When they have no money, they expect no regard. When they know nobody, they demand no respect.

You don’t see that in countries where the dignity of the human person is primary. You don’t see it in Europe or the United Arab Emirates or in America, where taxi drivers walk with the swagger of ‘I pay your wages’ when they speak to their congressmen, where policemen are not fazed by businessmen wielding wads of cash. It doesn’t mean that the art of the suck-up doesn’t exist; wherever they are humans, there are power dynamics. What I am saying is, humiliation isn’t part of the essential national character.

There is a reason the Average American Joe is often depicted as tough-taking, able to stand up for self, able to give as good as she gets, able to find the words to attack or to attend herself, because she lives in a country of laws, where whatever happens, there is at least the pretense for respect for you just because you, too, are human.

Nigerians certainly used to have that sense of respect. We see it reflected in the ‘Are you the one feeding me?’ sentiment, but these days that sentiment is scarce to find, and the spirit almost non-existent.

We treat those who have less as if they are not human, because our governments treat us as if we are not human. They intimidate musicians trying to protest, they demean journalists asking them questions, they disregard teachers whose salaries are owed, and they ignore doctors stuck in a system they despise.

And we in turn do it to the next person. We cover our disdain for the existence of ‘okada-men’ by claiming we are offended by the lack of caution, but in fact if you see the way drivers treat bike riders on the roads, you know that it is disdain for these pests that litter streets that belong to the car owner.

While treating them as vermin, we self-righteously preach down to beggars, asking why they cannot get a job, as if we are unaware that jobs are scarce, a national safety net does not exist, and the vast, vast majority of our people, in their entire cycle of their lifetimes, will live below the poverty line.

And that attitude goes through the line, on each rung of the social and economic ladder. We are grateful that we move from one rung to the other – testimonies in church loudly declaring how God moved us from Oshodi to Lekki, as if those who live in Oshodi are not human – and then proceed to oppress and delegitimize those who are not as lucky as we are.

We treat each other very badly.

The other day, my cousin, a Second Class Upper graduate from Nigeria’s most respected private university informed me that his boss, who runs one of Nigeria’s biggest online platforms, showed up in the office and informed them that, apropos of nothing, he would not pay their full salary for the month. He paid half.

Why? He told them, “I have been too nice to all of you, you need to sit up.” Nice? With their salary? The money have earned? Just like that. And three weeks after he unilaterally, and illegally, withheld their pay, he still has not paid them, or apologized. Because “he is too nice”, and he can get away with it. Because he has more money than they do – therefore he can play fancy free and footloose with his obligations and with their entitlements.

And there are many employers of course who do this. Who treat the paying of monthly salaries like a favour, who find any excuse to shortchange those that work for them.

We pay mechanics and plumbers so little, ruthlessly beating down cost to satisfy ourselves, then wonder why they steal and cut corners with our work. We refuse to get standard rates from informal workers, lie to taxi-drivers about our distance on trips and are quick to call them ‘ole’ when they point to the unfairness of it, and the turns and twists of the route that they were unprepared for, and demand that you pay your due. We treat support workers in companies as if they are not part of the company because they did not go to school or their collar isn’t blue, as if education is the standard for humanity.

“I have more – money, education, power, networks – than you, therefore I am more human than you.”

Our governments role model this to us. We in turn do it to ourselves everyday. And thus we elect more of ourselves to go into government and perpetuate this vicious cycle.

This is the reason, for instance behind the repeated disdain with which the elitist governors of Lagos have treated the weakest of its citizens since democracy’s return. It is why Akinwunmi Ambode can, in flagrant disrespect of court orders, dislocate the lives of the people of Otobo Gbame, demolishing houses and business, just because they can.

Because these are mere ‘fishermen’, a nuisance to the big vision of a cosmopolitan Lagos to which they do not belong. The government is impatient with their demands to be treated like people, like human beings with lives and stories. They were evicted on the 17th of this month, ruthlessly and violently, one of them caught muttering ”We don’t care about court orders. Take it to the governor.”

The all-powerful governor. The one who was voted to secure their humanity, but who will not even pause to regard it. 5,000 people rendered homeless in one fell swoop, and the country continues to move on.

How do we proceed from here?

I don’t have the answers to this particular one. I don’t have answers for how we can begin to rebuild the fabric of our basic dignity.

But perhaps we can start with the questions – each to ourselves, when we sit alone in our rooms, and when we splash water on passersby without remorse, and without stopping our cars to apologise.

We can ask ourselves daily, one to another, citizen to citizen: ”am I treating this one simply as a human being, whatever their disadvantage or their circumstance?”

Do we treat ourselves as Nigerians with the simple self-possession that existence alone demands?

We have to recover our basic dignity. And with it our humanity. One to each other, then systems that make it so. Structures and laws, and rules, and processes and court judgements and simple symbolisms that make it clear that we know what matters.

Life is not worth living without dignity. Nations are not worth having if they cannot ensure it.

We are on top of the latest xenophobic attacks – Nigerian high commission

The Nigerian Mission in South Africa says it is on top of the latest xenophobic attacks on Nigerians in Polokwane, Limpopo Province.

Martin Cobham, Nigerian High Commissioner in South Africa, told the News Agency of Nigeria (NAN) on telephone from Pretoria that the mission had visited the affected area and met with concerned parties.

Mr. Cobham said a senior staff of the high commission travelled to Polokwane with national officers of the Nigeria Union in South Africa, following the recent attacks against Nigerians in the Province.

“Following the reported attack on Nigerians in Polokwane, Limpopo Province, I sent an officer to the area. He held meetings with the local taxi drivers, Nigeria Union and the police.

“The aim is to resolve issues and ensure cordial relationship between Nigerians and South Africans,’’ he said.

Mr. Cobham said the meeting set up a committee comprising the Nigerian community, South African police and taxi drivers to identify trouble makers and hand them over to the police.

“Nigerians in that community volunteered to point out trouble makers and hand them over to the police and with that intervention, peace has returned to Polokwane.

“The committee is to report to the mission periodically, while the mission will take the report to the main body, the Early Warning Unit, set up by the Nigerian Foreign Affairs minister and his South African counterpart,’’ he said.

Mr. Cobham also said, “ the mission is on top of the situation and we assure our people that with the early warning unit in place, a lot will be achieved in this regard’’.

Ikechukwu Anyene, president, Nigeria Union, said the meeting in Polokwane was fruitful.

He said that though no Nigerian died, two were seriously injured and were in hospital.

“We had a meeting with the Nigerian community in the city and told them to be law abiding because the South African Police assured us that they are in charge and will not tolerate lawlessness,’’ he said.

Ile-Ife crisis: Falana faults Police over media parade of suspects

A human rights lawyer, Mr. Femi Falana, yesterday condemned the Nigeria Police for allegedly parading 20 suspects of Ile-Ife crisis and 49 officials of the Peace Corps of Nigeria before the media.

Falana, a Senior Advocate of Nigeria (SAN), added that the decision of the Nigeria Police to parade the suspects before the media before their arraignment violated Section 36 of the 1999 Constitution and Article 7 of the African Charter on Human and Peoples Rights Act.

He faulted the practice of parading suspects before media in a statement he issued yesterday, noting that the media parade and trial of criminal suspects was absolutely illegal, unconstitutional and uncalled-for.

In a statement he personally signed, the human rights lawyer cited different judicial precedents, which according to him, condemned the illegal practice of parading criminal suspects before the media.

He referred to a judicial precedent in a case between Ndukwem Chiziri Nice and Attorney-General of the Federation (AGF), noting that Justice Adebukola Banjoko held that the act of parading a suspect before the media was uncalled for and a callous disregard for his person.

He also cited another precedent in a suit between Dyot Bayi and Federal Republic of Nigeria, noted that the ECOWAS Court condemned the media trial and parade of suspects.

He, thus, quoted the decision of the court as follows: “The court is of the opinion that for the fact that the defendants presented the applicants before the press when no judge or court has found them guilty, certainly constitute a violation of the principle of presumption of innocence such as provided in Article 7(b) of the same African Charter.”

Contingent on the constitutional provisions and judicial precedents cited above, Falana condemned the decision of the Nigeria Police to parade the 20 suspects it arrested in connection to a clash between the Yoruba and Hausa communities in Ile Ife, Osun State.

He lamented that even though the courts “have repeatedly cautioned the law enforcement agencies to desist from parading criminal suspects before the media, the Inspector General of Police, Mr. Ibrahim Idris has justified the illegal practice.”

He noted that the practice “is an outright violation of the fundamental right of criminal suspects to fair hearing. The federal government has had to pay huge monetary damages to victims of media parade and trial conducted from time to time by law enforcement agencies in the country.”

Consequently, the senior advocate asked the AGF, Mr. Abubakar Malami “to order the arrest and prosecution of law enforcement personnel who engage in the media parade, trial and extrajudicial killing of criminal suspects in custody.”

Since the report of the media trial and parade of criminal suspects is libelous by all standards, he urged the publishers and owners of media organisations “to desist from colluding with law enforcement personnel in the crude violation of human rights.

“In view of the constitutional protection of the fundamental right of all citizens, we call on any criminal suspect who is paraded by any law enforcement body to seek redress in a court of law.

BREAKING: CBN sets 360 Naira for Dollars sales to customers

The Central bank of Nigeria, CBN, on Monday directed all deposit money banks to immediately commence the sale of foreign exchange to their customers at not more than N360 to the dollar.

The spokesperson of the CBN, Isaac Okarafor, said all customers requesting forex for their basic transport allowance and personal transport allowance, tuition and medical fees, would henceforth get at an exchange rate not more than N360 to the dollar.

“The CBN will sell to commercial banks at N357 per dollar,” Mr. Okorafor said. “Banks are to post the new rates in their banking halls of their branches immediately.”

He said CBN would send examiners to banks to ensure the new rates are implemented, warning that banks are prohibited from selling forex meant for invisibles to bureau the change..

Last week, inter-bank market transactions ended on a high, with Naira closing at about N375 to the dollar on Wednesday.

Traders were optimistic that the national currency value could rise to about N350 against the dollar.

New investor, Sigma Golf-Riverbank consortium takes over Keystone Bank

The Sigma Golf-Riverbank consortium, the new investor that acquired Keystone Bank Limited from the Asset Management Corporation of Nigeria, AMCON, has taken control of the financial institution.

The new investors pledged to reposition the bank on a growth path with immediate effect, a statement made available to PREMIUM TIMES on Sunday said.

AMCON had recently announced Sigma Golf Nigeria Limited and Riverbank Investment Resources Limited as the new owners of the bank.

The announcement came amid controversies surrounding the sale of the bank, with AMCON alleged to be acting in
breach of extant takeover provisions.

PREMIUM TIMES had exclusively reported that some senior officials of AMCON voiced strong opposition to the planned sale of the bank.

The disturbed officials specifically alleged that Ahmed Kuru, the chairman of AMCON, had concluded plans to hand over Keystone to a coalition of powerful Northern interests, while disregarding extant takeover provisions of AMCON in the process.

PREMIUM TIMES investigations in November 2016 had revealed that Sigma Pensions Limited, a firm linked to former Vice President Atiku Abubakar and Umar Modibbo, might emerge the new owner of Keystone Bank with its nearly 160 branches.

The two influential Nigerians were allegedly being represented by the firm which our sources said did not participate in the bidding process, in a clear contradiction of basic public asset sale requirements.

But Paul Ibe, Mr. Atiku’s spokesperson, however, denied his principal’s involvement in the said deal.

Meanwhile, a statement from Keystone Bank said the completion of the takeover process was held last Thursday with representatives of Sigma Golf-Riverbank consortium; AMCON management; the board and management
of Keystone Bank; the advisers to the buyer (KPMG Professional Services, Boston Advisory Services, Giwa Osagie & Co., and Pan-African Capital Limited); as well as those of the seller (FBN Capital Limited, Citibank Nigeria Limited, Banwo & Ighodalo, and CrosswrockLaw).

The completion meeting signified the effective handover of the bank to the buyer and the commencement of a transition process that will culminate in the reconstitution of the board and management of the bank to reflect the new ownership.

Keystone Bank was taken over by AMCON in 2011 and was until the sale managed by the AMCON appointed board and management that stabilised the bank to make it attractive as a potential target for eventual acquisition by the investors.

While announcing the new investors last week, AMCON had said that the Sigma Golf-Riverbank consortium emerged the preferred bidders after a very transparent and competitive bidding process.

“The emergence of the Sigma Golf-Riverbank consortium will bring a new lease of life with the expected injection of fresh capital that would position the bank to play competitively in the banking space and actualise its full potential,” it said.

“In moving the bank forward as a major player in the industry, the new investors will be backed up by a pool of reputable professionals both currently within the bank and across the industry.

“Keystone Bank therefore assures all its stakeholders that the transition process will reposition the bank to serve its customers better, creating enhanced value for all stakeholders,” it added.

United Airlines bars teenage girls in leggings from flight

Two teenage girls wearing leggings were barred from boarding a United Airlines flight on Sunday, a company spokesman said amid outrage on social media.

Jonathan Guerin, United airline spokesperson, said the two girls were barred because they did not meet a dress code for special pass travellers.
?
The two girls, who were travelling with a companion, would not have been turned away for wearing leggings had they been paying customers, Mr. Guerin added.

“(The two girls) were instructed that they couldn’t board until they corrected their outfit. They were fine with it and completely understood,” Mr. Guerin said, adding that all three passengers missed the flight.

Reuters reports that it is unclear if they had boarded a later plane or made alternate travel arrangements.

Though the three passengers did not complain about their treatment, another traveler, Shannon Watts, who overheard the discussion touched off a firestorm on social media with a series of tweets describing a
policy she suggested was unfairly targeting women and girls.

“This behaviour is sexist and sexualises young girls,” Ms. Watts said on Twitter.

“Not to mention that the families were mortified and inconvenienced,” she added.

United air pass travelers are typically company employees or their friends or family members.

Ms. Watts’ tweets and United’s defense of it touched a raw nerve for many women and girls who have made leggings a staple in their wardrobes.

The popularity of leggings has sparked criticism that they are inappropriate attire under certain circumstances. Some schools have barred girls from wearing them to class.

Social media lit up with outrage against the policy and the airline for its response to the initial outcry.

United Airline later put out a statement titled: “To our customers … Your leggings are welcome!” that explained the policy for passholders in greater detail.

That policy also bars midriff-baring tops, attire that reveals undergarments or is designated as sleepwear or swimwear, mini-skirts, shorts that fall less than 3 inches above the knee or dirty or torn clothing.

Mr. Guerin conceded that the airline, in its initial response to the flap, could have done a better job of explaining the situation and countering apparently inaccurate information about the incident that appeared on Twitter.

“We’ll definitely take something away from today, but we’ll continue to engage with our customers (on social media),” the United spokesperson said.

UNILAG student slumps, dies after night out

Tragedy has stuck at the Moremi Hall of the University of Lagos after a Chemistry Education student, identified simply as Tope, slumped and died at the institution’s medical centre.

Sources in UNILAG said the student, who was squatting in the hostel, died shortly after returning from an outing with a man.

They added that Tope could have been saved if she was promptly attended to at the centre.
One of them said, “Tope was squatting here. She went to a club and returned around midnight on Thursday. It was not long afterwards that she started gasping. We rushed her to the UNILAG Medical Centre, but they blamed the student who allowed her to squat in her room. Tope eventually died, while the other student is being threatened with eviction.’’

However, the management of the university said no student died at the centre. A statement from the school’s Deputy Registrar, Information Unit, Mr. Toyin Adebule, said Tope died before she was brought to the centre.

“I wish to state that the incident did not happen at the centre. Also, there is no report from the hall to the Dean of Students Affairs on the incident. Therefore, no student has been ejected from the hall,” the statement read in part.

Wole Soyinka asks President Buhari to reveal health status

Nobel laureate, Prof. Wole Soyinka, has called on Nigerian President Muhammadu Buhari, 74, to reveal the condition of his health after spending nearly two months in Britain on medical leave.

Soyinka, who spoke in an interview with AFP at Paris Book Fair weekend, also said indigenous people had a right to assert themselves as a distinct people, even within a political and geographical zone anywhere in the world. “He’s ill, there’s no question, and I wish for heaven’s sake that people in public positions would just be honest. “Illness is part of our existence.

Buhari owes it to the nation and I don’t know why he and his advisors are being so coy about it,” Soyinka said. Soyinka, who also noted that US President, Donald Trump, exploited “latent xenophobia” to reach the White House, said a people had a right to agitate for self-autonomy within a geographical expression.

He was obviously reacting to the agitation for declaration of independent state of Biafra in the South East of Nigeria. He said: “It’s not the real estate for me that defines a nation or a people, no, it’s a history, a culture. What is a crime within an artificial entity like Nigeria? You have states being created which are not viable.”

Biafra unsuccessfully fought for independence in a brutal three-year civil war — during which Soyinka was imprisoned for nearly two years over allegations of espionage. Separatist sentiment has grown since the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, was arrested in October 2015, sparking bloody clashes with security forces.

The military denied an allegation by Amnesty International in November that security agents killed some 150 Biafra protesters in the past year. Soyinka said: “I cannot accept the notion that people have a right to kill other people because they want to assert their identity… It it doesn’t cost anything to recognise it.”

Ironically, IPOB threw its support behind Trump’s presidential campaign in the belief he would recognise their independence movement. Soon after Britons voted to leave the European Union in a referendum last July, the group pushed for its own version of “Brexit” from Nigeria that it dubbed “Biafrexit”. He said President Donald Trump, exploited “latent xenophobia” to reach the White House, decrying the erection of walls, especially in people’s minds, anywhere in the world.

He said: “He played to a latent xenophobic streak which exists in all societies including mine,” said Soyinka, who renounced his US green card upon Trump’s victory in November over the Republican’s anti-immigrant rhetoric. When I see that kind of conduct… to gain power, I’m completely revolted.”

Soyinka, who was awarded the Nobel prize for literature in 1986, said further: “To me a horrible moment was to watch hundreds of thousands of people actually applauding when (Trump) uttered these sentiments” during the election campaign. “I’m against the erection of walls, especially in people’s minds,” the white-haired professor added. I’ve never made any bones about it, whether it’s happening in Nigeria” or elsewhere.”

Soyinka recalled when in 1983, faced with a steep drop in oil prices, the Nigerian government, “to cover up all its problems, decided to expel aliens”.

Some two million undocumented immigrants — mainly from nearby Ghana — were given a few weeks to leave the west African country, whose economy is driven by vast oil resources.

“There were hordes of refugees in ramshackle lorries going back to their home countries. Ever since, the chequered jute bag used by travellers throughout west Africa has been known as the “Ghana Must Go bag,” Soyinka said.

PDP Crisis: Again, Sheriff and Makarfi go to war

National chairman of Peoples Democratic Party, PDP, has threatened to arrest old staff of the party secretariat, if they failed to return property in their possession in seven days.

He also threatened legal action against those referring to the National Caretaker Committee, led by Senator Ahmed Makarfi, as a faction of the party, signalling a collapse of the truce brokered by chairman of the National Reconciliation Commission, Governor Seriake Dickson of Bayelsa State.

Sheriff, who noted that he had right as chairman of the party to employ staff, said in a statement signed, yesterday, by Deputy Chairman of the party, Dr. Cairo Ojougbo:

“We are preparing to complete state congresses where necessary and working hard towards our national convention. “We will not be distracted from our set objective to return the party to the grassroots by inconsequential issues.

“We must prevent anybody with the agenda of killing the party, especially those who were brought to the party by those who have already decamped to other parties.

“We are giving seven days to these old staff, who still have the property of our party in their possession, to return them immediately, or we will be left with no other option than to hand them over to the police.” Makarfi had in a statement by Prince Dayo Adeyeye, last week, reacted to the job vacancy issue, thus: “We wish to state unequivocally that there are no vacancies for employment at the national secretariat of our great party, the Peoples Democratic Party (PDP).

“All the staff of the party, in line with the Establishment Manual, are intact and standing strong with all the organs of the PDP in its bid to salvage the party from destroyers. “It is sad to note that Professor Wale Oladipo is ignorant on the workings of the PDP, the Establishment Manual and the position of the recent Appeal Court Judgment of February 17, 2017 which ordered the Party to revert to the Status of the Party before May 21st, 2016.

The Publication is, therefore, a ploy by Senator Sheriff and his cohorts to disengage the Establishment Staff of the PDP for acting in line with their constitutional mandate and convictions. “The vexatious publication is a cheap blackmail designed to intimidate our hardworking and highly principled staff.

It belongs to the trash bin and should be ignored.” Sheriff also said, by the pronouncement of the Court of Appeal in Port Harcourt, the Makarfi group was no longer in existence. He noted that an appeal was not a stay of execution, insisting that the Makarfi group was illegal. “Makarfi should behave himself, he should not interfere in our business, because we are not interested in his private business.

Any further careless statement from him will force us to reconsider our earlier peace agreement. “We have already employed staff who are running the bureaucracy efficiently.

If Makarfi so desires, he should keep the old staff, just as he is doing now. We have had enough and enough is enough of this,” he said.

Meanwhile, chairman of the caretaker committee of the party, Ahmed Makarfi, said, yesterday, that the latest threat by Ali Modu Sheriff to sue anybody who recognises the committee has shown that Sheriff and his group were not reliable.

In a statement by the spokesman of the committee, Dayo Adeyeye, Makarfi said: “Sheriff and his co travelers, especially Cairo Ojuogbo, were never men with whom one can reach any agreement. But we tagged along to avoid being accused of unnecessary intransigence.”

‘’Since the leopard cannot change its spot, it is now very clear that no agreement or political solution can be reached with these bunch of people with huge integrity deficit.

“Cairo is a nonentity, an impostor and a rabble rouser in a non existent National Working Committee (NWC). Sheriff has no men to constitute an NWC with the required constitutional quorum. He therefore has to surround himself with the likes of Cairo who was neither elected or appointed to the Position.

‘’Cairo’s shameless public parade of himself as Deputy National Chairman is the worst case of impunity in the history of our great Party. His threat against our hard working staff should therefore be ignored and treated with utmost contempt coming from a lawless impostor.

“ For the education of Sheriff and his cohorts, our Appeal at the Supreme Court is already on. To that extent, the position and status of the National Caretaker Committee remains completely unaltered. Since they cannot comprehend even very simple matters, we will use a simple analogy.

‘’If a governor loses at the election petitions tribunal and at the Court of Appeal, does he ceases to be a governor even when his appeal is pending before the Supreme Court? And would the civil servants then refuse to serve him? The position of the law is that he would remain the governor and all government employees will be expected to continue to service his government until otherwise determined by the Supreme Court. “

In the light of the above, we urge our loyal Party members and staff to ignore this latest rantings of the APC lackeys. We went out of our way few days ago to reach accommodation with them even when some of our top leaders had serious misgivings about any type of talk with them given their unreliability. We are happy that we have shown our goodwill and they too have demonstrated their bad faith” he said.

He added that the committee “tried strenuously to reach Gov Dickson to report this infraction and deliberate violation of the truce agreement by the Sheriff Group but we were not able to get through to him”.

Make It In Nigeria – By Toibudeen Oduniyi

Nigeria’s population has grown tremendously since from 45.2 million people at Independence 56 years ago, to an estimated 182.2 million people in 2015.  Unfortunately, our population growth has not been matched with an increase in our capability to produce all the things we need and consume as a nation. As our population increased, we became increasingly more dependent on imports to satisfy our booming demand with a huge undesirable impact on the nation’s economy.

Despite numerous industrial development plans in the 60s and 70s, the little industrial base we developed has been decimated by the tough economic environment over the last 25 to 30 years. Even agriculture has not been spared this shame with the country spending astronomical amount of money on food importation because of terminal decline in farming. Policies like Operation Feed the Nation, Green Revolution, etc. driven by governments in the past has failed to stem the rural urban migration as flocks of people head to the cities in search of white collar and blue collar jobs – a common feature of rural-urban migration.

A study of the traffic at seaports and land border posts today will lay bare the dire situation we have where we practically import most of the things we use – food, clothing, machinery, etc. All the big industries of the 70s and 80s have been in decline, with many of them becoming extinct. Paradoxically, all the gains we made during this era has reversed with most of the goods we use today being imported. Most of our industrial areas have become desolate with empty factories, some have been turned into warehouses for imported items whilst others have become derelict.

Our current account has persistently remained in deficit and growing, with a huge chunk of our export earnings being gulped by imports. In some instance, the government has in the past even had to resort to borrowing to finance imports. Nigeria simply spends too much on imports; we cannot produce even the barest things like tooth picks!!! This is one of the reasons why our currency has been under pressure with the naira depreciating significantly over the last 12 months, though it is beginning to recover some lost ground as a result of recent CBN actions. Our current account deficit grew from $14.5bn in 2010 to $20bn in 2016, a very worrying trend.

Today, Nigeria is the largest importer of US hard red and white wheat worth N635 billion annually; world’s number 2 importer of rice at N356 billion; we spend N217 billion on sugar and N97 billion on fish. By 2050 our population is projected to be around 450 million. With the country spending in the region of $22bn annually importing food, in the face of oscillating and declining foreign exchange receipts from crude oil, we need to take drastic action to arrest the situation.

It is imperative that we as people resolve to use what we make and make what we use. This implies a conscious decision for us to patronise locally made goods and find substitutes for the goods we currently import. The public needs to buy-in to this program and philosophy to ensure that our country’s economy not only stabilises but strengthens our local manufacturing base with the multiplier effect on other areas. In addition to using price as an instrument of adjusting consumption habits, the government must actively sensitise our people about the need to produce locally, patronise local producers, and consume locally made goods.

First and foremost, the government must lead by example by ensuring all Ministries, Departments and Agencies patronise locally made goods where possible. I have just returned from Imo State where I was very delighted to see that the State Government only uses Innoson buses for all their bus requirements. This is a highly commendable action that must be imitated by other state governments and the federal government. We need to see more government support and patronage of locally made tools and machinery. The government being a large purchaser can also use this opportunity to drive up standards and enforce strict adherence to the rules around manufacturing such vehicles. There is no reason why this company cannot grow to become the Tata or Hyundai of Nigeria. Countries like India with Tata and Malaysia with Proton used this kind of strategy to develop a booming local car manufacturing businesses that not only saved them considerable foreign exchange but also became good sources of foreign exchange receipts through exports.

It is not all doom after all; there are encouraging news in the three sectors below;

Cement

Nigeria has moved from a being large importer of cement to a net exporter of cement due to cement production explosion from the large cement plants built by giants like Dangote. As at 2011, Nigeria was one of the world’s largest importers of cement, buying 5.1 million metric tons of foreign cement at huge expense to the country’s balance of payments. This ended with Dangote Cement Plc exporting 0.4 million tons of the product to other countries in 2016.

Rice

It is estimated that Nigeria spends around N1 trillion naira on just importing four food items – rice, wheat, sugar and fish. Clearly this situation is unacceptable, as a result of this, various rice growing schemes has been developed with very positive results in many states. We have Umza rice from Kano, Mas rice from Gombe, Mama Happy rice from Niger, Labana rice from Kebbi, Olam rice from Nassarawa, Igbemo rice from Ekiti, Ofada rice from Ogun, Ebonyi rice from Ebonyi, Anambra rice from Anambra and Lake rice form Lagos/Kebbi partnership. This has led to drop in the volume of our rice importation with the country expected to become self-sufficient in rice production by 2018.

Petroleum Products

Though today we still import large volumes of petroleum products, by 2018 when the $14bn Dangote Refinery in Lekki with a capacity of 650,000 barrels per day capacity comes online, it will be producing enough petroleum products to meet Nigeria’s consumption needs and also exporting refined crude products to other countries. The factory will also be producing petrochemicals and fertilisers by the end of the decade.

Stimulating and nurturing the entrepreneur spirit in our people is key to triggering a Made-in-Nigeia explosion in our daily consumption goods. The government needs to promote its numerous Entrepreneurship programs to ensure people know and understand how to tap into these schemes. A good example is the Central Bank of Nigeria (CBN) driven Youth Entrepreneur Development Program (YEDP) – a N210bn fund dedicated to supporting small and medium scale enterprises. Another is the Bank of Industry (BOI) Youth Entrepreneur Scheme (YES), a N10bn fund set up to support the establishment and/or expansion of enterprises promoted by Nigerian youths across the country. There must a concerted effort to ensure that a huge chunk of these funds are channelled into making what we use.

The public needs to have more confidence in our locally produced goods, and for this to happen organisations like the Standards Organisation of Nigeria (SON) needs to step up their act in enforcing good quality to ensure that goods produced in Nigeria meets international standards. If we fail to do this, the public will lose confidence in the locally produced goods. Doing this well will encourage the public to use what we make.

We have pockets of innovation in places like Aba in Abia State that developed a huge indigenous industrial base in the 80s but has since lost momentum. The government needs to find ways to stimulate economic activities in these areas by providing essential services like regular power (as opposed to the present dependency on diesel powered generators) and economic incentives through grants and taxation. This can lead to an explosion in light in consumer goods at the low end of the value chain which can grow to include light industrial tools and machineries.

To achieve the government’s target of Nigeria becoming self-sufficient in food production by 2019, we need more dynamism in our agriculture sector. It needs to be made sexy, a nation that cannot feed itself (be able to meet at least 90% of its food needs) is highly vulnerable and at the peril of fluctuations in international trade. Already we have witnessed a flurry of activities in this sector as people warm up to the government’s numerous incentives and programs, this needs to be sustained and remain in focus of policy makers. We must also move to becoming an exporter of agro-allied products rather than just being an exporter of commodities. Towards this end there needs to be greater co-operation and collaboration between Entrepreneurs and Research Institutes, Universities of Agriculture, Polytechnics to encourage the evolution of machines that will promote mechanised agriculture and enhanced crop yields.

It is my hope that the discussants and speakers at the upcoming Annual Bola Tinubu Colloquium, which has the theme, “Making It In Nigeria,” would come up with solutions to the many challenges Nigeria faces in its drive to become a producing country. The event, which holds on Tuesday, 28thMarch, at the Eko Hotels and Suites, has lined up some of the most successful young entrepreneurs, manufacturers, government officials and policy makers ready to converse on this critical subject.

Beyond this, we also need to stimulate our exports to boost our non-oil revenue and insulate our economy from the volatility in the global oil markets. Countries like India, Brazil and South Korea have managed to enjoy export led growth as lifting a huge chunk of their population out of poverty in the process. Nigeria can take a cue from this….

Three things I did while in prison — Obasanjo

Former President Olusegun Obasanjo on Sunday narrated his prisons experience and declared that he did three things while he was in Yola and Kirikiri prisons serving a jail term for a phantom coup charges by the late military dictator, Sani Abacha.

He also said there should be no position that a man should find himself in life where he should not be useful to God.

He also posited that the major challenge in life was not how to stay alive but “what to live for and what to live with.”

Obasanjo said this while recalling his experience as an inmate in Yola Prison where he said he met a hardened armed robber and serial murderer, Baba Ali, who he preached to and later sent to the bible school and who has today become a pastor over a Baptist Church.

The ex-President spoke at Shepherdhill Baptist Church, Obanikoro, Lagos, where the Lagos State Baptist Conference held a thanksgiving service to mark his 80th birthday.

The programme was tagged, “Special Commemorative, Commendation and Congratulatory Birthday Service.”

Recalling his time as an inmate, Obasanjo said he did three remarkable things, which were that he built a church while in prison; started a farm, converted Baba Ali to a Christian and served as prison pastor.

He narrated, “There’s a difference between joy and happiness. In prison, I had joy but it will be madness for me to say that when I was in prison I was happy. How can you be in prison and say you are happy? But I was having the joy of God with me, not for one day was I sad. And I am grateful to God for the experience that I had in the prison.

“I will mention three things that God made me to do when I was in Yola Prison. One, God made me to build a church. It’s very unusual, I asked the authorities for land, they were reluctant, but eventually they gave me land and immediately, we started getting donations. It was started before I left Yola. Wherever you are, you can still be useful to the work of God.

“Secondly, there was a parcel of land, which was not being used for anything, so, I told the prison authorities that I wanted to farm. They were reluctant but eventually they granted me the permission to farm and I grew enough beans to feed all the inmates and the warders. Don’t remain idle, get something doing.”

The third thing he did, Obasanjo said, was at Kirikiri Prison in Lagos where he took over as the prison pastor.

He said he took over as prison pastor because the prison authorities banned preachers from coming in after some white garments preachers who came to preach had helped some inmates to escape by dressing them in white garments.

He said, “They made sure we did not receive anybody from outside to come and preach to us or fellowship with us. So, I took over as the prison pastor. And there was a boy whom they had introduced to me, his nickname was Baba Ali. Baba Ali was the head of the armed robbers in the North. And if you were an armed robber and you came to the prison, you must first of all go and pay homage to Baba Ali. If you were going out, you must go to Baba Ali and ask him for instruction on what you had to do next.

“So, I called Baba Ali one day and said, ‘You are not coming to fellowship; I want you to be coming to the fellowship.’ He said, ‘Baba, don’t worry me; don’t worry me at all because God can never forgive me. I have killed so many people in my life; I have drunk the blood of so many people; I have eaten the flesh of so many people and God will never forgive me, so, don’t waste your time about me.’

“I left Baba Ali on that occasion, and I waited for some time before I went back and said, ‘Baba Ali, you know all you said that you are a murderer, whether you killed only one person or a thousand people, you are a murderer; but have you forgotten that Moses was a murderer but God used him to bring the people of Israel out of Egypt? David was a murderer but God called him a man after my heart.

“By the time I was leaving the prison, I told Baba Ali that if he was able to make it and he would like to go to bible school, I would send him to bible school. Baba Ali came out of prison two years after me. By the time he came out I had become the President of Nigeria. It took him two years to get through to me, when he got to me, I reminded him of our agreement and he said he was ready to go to the bible school. So, I sent him to the seminary. Baba Ali spent two years in the seminary, today Baba Ali is the pastor of a Baptist Church. What is more? Baba Ali’s junior brother took after him and has also become a pastor.”

The church presented Obasanjo with a bible, a bell and a bottle of olive oil.

He was accompanied by his wife Bola, Senator Olorunnibe Mamora among others.

Pregnant women traveling to the US may be deported – Hakeem Balogun

Hakeem Balogun, the chargé d’affaires of the Embassy of Nigeria in Washington, says different reasons are responsible for the extreme vetting Nigerians face during entry into the US.

In an interview with NAN in Washington, Balogun said the Nigerians restricted from entering the US failed to meet other required procedures.

“What manner of visa did you collect to come to the United States?” he asked.

“For instance, a pregnant woman who comes to the United States on visiting visa will probably be turned back at the point of entry because she does not have a medical visa.

“You are coming in on a visiting visa and the immigration man sees you pregnant. Naturally, he will turn you back.

“Even if you have the medical visa, they want to know if you have medical insurance; do you have you medical documents for you to be able to come and use their medical facilities here.

“So these are issues. Nigeria is not being singled out. We are not one of those countries that have been mentioned. We are definitely not one of them.”

Balogun further said President Donald Trump’s travel ban did not affect Nigerians.

“The executive ban on immigration does not affect Nigerians. Whatever must have taken place regarding visa issuance, vetting at the airports, it’s all normal,” he said.

“All these things have been on even before President Trump. Let’s get one thing well. That you are issued visa is not a guarantee that you will end up wherever you’re going.

“It’s a global thing; it’s not just United States. Even with us in Nigeria, we issue a visa to you here in the Nigerian embassy.

“There is no guarantee that you will get in when you get to Murtala Muhammed Airport or when you get to Nnamdi Azikiwe Airport.

“The final authority is the man at the point of entry – immigration officers there. For instance, you can come to the embassy here, we ask for all the things you need to get the visa.

“How much do you have that we feel will be enough for you to stay in Nigeria for the period you’re going.

“May be as at that time, you were able to show us evidence that you have a thousand dollars which we feel will be enough for you to stay in Nigeria.

“By the time you get to Murtala Muhammed Airport, the man at that end there asked you, all you have to show to him is 100 dollars, definitely, he might turn you back, and that’s normal.”

El-Rufai confirms memo to Buhari, denies leaking it to media

Governor Nasir El-Rufai of Kaduna state has confirmed the authenticity of a memo he wrote to President Muhammadu Buhari last September recently published by online medium Sahara Reporters.

Mr. El-Rufai had said in his memo that many Nigerians were not happy with the APC administration of Mr. Buhari. He said it was partly because the president had surrounded himself with “clueless” and inexperience persons, such as his Chief of Staff, Abba Kyari, and the Secretary to the Government of the Federation, SGF, Babachir Lawal.

The Kaduna governor, in an interview with Daily Trust newspaper, however, denied leaking the 30-page memo to the press, saying those who did so had the 2019 election in mind.

He also said he had written several memos to Mr. Buhari in the past.

In the Memo, Mr. El-Rufai told Mr. Buhari that the “APC administration has not only failed to manage expectations of a populace that expected overnight ‘change’ but has failed to deliver even mundane matters of governance outside of our successes in fighting Boko Haram insurgency and corruption”.

He said the overall feeling even among the governing party’s supporters was that the APC government was not doing well.

In the interview published on Sunday, Mr. El-Rufai said, “I have written several memos to the president. This is the first one that has leaked. I can state categorically that I did not leak it. If I did I would say so.

“I wrote the memo, it’s my own, I could make it public if I chose to, but I did not. It was a private communication and I can’t understand the motives of those that leaked it. I don’t know who leaked it. But who knows? In these days of Wikileaks, even if it is in your computer it can be hacked and taken out. I don’t want to speculate on who leaked it or whatever, what I am surprised at is those that are attributing motives to the memo without even reading it”.

Mr. El-Rufai insisted that he had no bad motive in writing the memo and also denied saying the government had failed.

“There’s nowhere in the memo that I said the government has failed. It’s our government; if it fails then I have failed too. But there’s a lot going on. We are on the political terrain and I am the target of many people for reasons I may come to know later.

“But anyone that reads that memo will see that I did not intend it to be anything other than a private memo to the president.

“Secondly, my advice or analysis or opinions were based on what I believe to be the truth and what I think will advance the cause of the president. There is nothing in that memo that is advancing the interest of Nasir El-Rufai or even Kaduna State. It’s about Nigeria, the president’s success and our party,” he said.

The Senator representing Kaduna Central in the Senate, Shehu Sani, had called on the leadership of the APC to “punish” Mr. El-Rufai for writing the memo and then leaking it to the media.

Mr. El-Rufai said he knew that he would be “misunderstood” after writing it based on his past experience.

“As I said, I have been with the president since 2010, and anytime I write anything and he discusses it with his inner circle, they always say I am very ambitious.

“I have always been accused of having presidential ambition since 2007. I have suffered from these accusations. The late President Umaru Musa Yar’Adua exiled me because of it; former President Goodluck Jonathan tried to imprison me because everyone around him told him to keep me busy or I would contest against you in 2015,” he said.

After 6 weeks, Abuja airport runway upgrade to continue for another 18 weeks – Presidency

After the initial six weeks, the Abuja airport runway will still require another 18 weeks of ‘upgrade,’ an official said on Sunday.

According to a statement circulated to select journalists by the presidency, the 18 weeks’ upgrade would however, be carried out at night, meaning normal flight operations will continue during the day.

The source also said the Minister of State for Aviation, Hadi Sirika, has been working diligently to minimise the inconvenience caused by the closure.

“After the Abuja airport reopens for operations on April 19, upgrade works on the runway would continue for another 18 weeks,” he said.
“This second phase of upgrade works on the runway will be carried out at night, with no disruption to flight schedules, the Presidency official further disclosed.”

The source added that a media tour to allow reporters observe and assess the progress of work on the Abuja airport runway repairs would hold this week.

He added that “the repair is about its mid-point on Wednesday’’.

The committee had launched series of customer engagement initiatives to enable passengers and travellers affected by the closure of the Abuja airport get up-to-date information and updates.

These include a Call Centre (open 7a.m to 10 p.m. Mondays to Fridays and 10 a.m. to 4 p.m. Saturdays and Sundays), a website (AbujaAirportClosure.info), and a Twitter handle (@ABVClosure).

The closure of the Abuja airport and subsequent use of the Kaduna airport has faced heavy criticism even as most foreign airlines stayed away rather than use the Kaduna airport.

Last week, the House of Representativescondemned the arrangements made at the Kaduna airport saying the airport was unsafe and insecure,
On Sunday, the presidency source also said the Federal Government Coordinating Committee overseeing the repairs of Abuja airport said over 43,000 passengers have passed through the Kaduna airport.

The committee which also oversees the closure and relocation of passengers to Kaduna airport, the alternative to the Abuja airport, said that the figure was in respect of the first 11 days of operations in the exercise.

The committee disclosed this in its latest data submitted to the presidency on the Abuja airport’s repair, closure and relocation.
The presidential aide, who preferred not to be named, said the figure was more than the 41,000 passengers the Kaduna airport recorded in the entire first quarter of 2015, and the 21,000 in the first quarter of 2016.

The source also disclosed that, during this period, about 10,000 passengers took advantage of the free bus shuttle, organised by the federal government to transport passengers between the Abuja and Kaduna airports.

“The free bus shuttle conveyed passengers between Abuja and Kaduna airports, starting at the Abuja airport at 6 o’clock in the morning, and at the Kaduna Airport from 8 a.m.

“The shuttle takes 3 hours from airport to airport, and runs every 30 minutes, until the arrival of the last daily flight in Kaduna.
“The Shuttle is in addition to the federal government’s free train service between Abuja and Kaduna.

“The two-and-half-hour Train Service departs Abuja’s Idu Station for Kaduna at 6 a.m., 11.55 a.m. and 5.45 p.m. Mondays to Saturdays; and departs Kaduna’s Rigasa Station for Abuja at 9 a.m., 2.50 p.m. and 8.40 p.m.,’’ the source said.

According to the source, the reconstruction at the Abuja airport is going according to schedule. He expressed optimism that the airport will reopen after six weeks as planned.

The official is also involved in the presidential supervision of the airport closure and oversight.

Danny Blind sacked as Netherlands coach

Danny Blind has been sacked as Netherlands head coach, the Royal Dutch Football Association (KNVB) has confirmed.

Ajax great Blind was appointed as Guus Hiddink’s successor midway through the Oranje’s ill-fated qualification bid for Euro 2016.

A chastening 2-0 loss to Bulgaria on Saturday left the beaten 2010 World Cup finalists facing the prospect of missing out on a second major tournament in succession.

Blind admitted his decision to select 17-year-old Ajax prospect Matthijs de Ligt for what turned out to be a nightmare debut in defence was an error and afterwards stated he would consider his future.

On Sunday, the 55-year-old’s employers made the decision for him.

“We have respect for what Danny did for us and for the team during his tenure,” KNVB director Jean Paul Decossaux said in a statement.

“But because the sporting results are unfortunately disappointing, and because qualifying for the World Cup in Russia is now in difficulty, we unfortunately feel forced to relieve him.”

Blind added: “We were on a good roll. I think the game against Bulgaria was decisive.

“I gave everything I had. It’s too bad that it stops with this now.”

Under-21 boss Fred Grim will take interim charge when Netherlands host Italy in a friendly at the Amsterdam Arena. Their next Group A qualifier is at home to minnows Luxembourg in June.

Netherlands are fourth in Group A, six points behind leaders France and three shy of play-off incumbents Sweden.

Oil prices may fall again as OPEC reviews supply cuts

A joint committee of ministers from OPEC and non-OPEC oil producers has agreed to review whether a global pact to limit supplies should be extended by six months, it said in a statement on Sunday.

Reuters reports that an earlier draft of the statement had said the committee “reports high level of conformity and recommends six-month extension”.

But the final version said only that the committee had requested a technical group and for the OPEC Secretariat to “review the oil market conditions and revert… in April, 2017 regarding the extension of the voluntary production adjustments”.

Oil sector analysts said the lack of an immediate extension could drag on crude prices.

“The dropping of the recommendation to extend cuts in favour of technical review committee is likely to lead to a lot of disappointment and potential further liquidation of long positions by money managers that will put downward pressure on oil prices,” said Harry Tchilinguirian, head of commodities strategy at BNP Paribas in London.

It was not immediately clear why the wording had been changed, although a senior industry source said the committee lacked the legal mandate to recommend an extension.

The Organization of the Petroleum Exporting Countries and rival oil-producing nations were meeting in Kuwait to review progress with their global pact to cut supplies.

OPEC and 11 other leading producers including Russia agreed in December to cut their combined output by almost 1.8 million barrels per day (bpd) in the first half of the year. The original deal was to last six months, with the possibility of a six-month extension.

“Any country has the freedom to say whether they do or they don’t support (an extension). Unless we have conformity with everybody, we cannot go ahead with the extension of the deal,” Kuwaiti Oil Minister Essam al-Marzouq said, adding that he hoped a decision would come by the end of April.

The oil ministerial committee “expressed its satisfaction with the progress made towards full conformity with the voluntary production adjustments and encouraged all participating countries to press on towards 100 percent conformity,” the statement said.

The December accord, aimed at supporting the oil market, has lifted crude to more than $50 a barrel. But the price gain has encouraged U.S. shale oil producers, which are not part of the pact, to boost output.

The committee said it took note that certain factors, such as low seasonal demand, refinery maintenance and rising non-OPEC supply had led to an increase in crude oil stocks. It also observed the liquidation of positions by financial players.

“However, the end of the refinery maintenance season and noticeable slowdown in U.S. stock build as well as the reduction in floating storage will support the positive efforts undertaken to achieve stability in the market,” it said.

It asked the OPEC Secretariat to review oil market conditions and come back with recommendations in April regarding an extension of the agreement.

“This reaffirms the commitment of OPEC and participating non-OPEC countries to continue to cooperate,” the statement said.

Russian Energy Minister Alexander Novak said it was too early to say whether there would be an extension, although the agreement was working well and all countries were committed to 100 percent compliance.

Olivier Jakob, of oil consultancy Petromatrix, said that with the revision of the ministerial committee’s statement, it was becoming more difficult to know who was responsible for what in OPEC.

“That is not the best option to provide clarity to the oil markets,” Jakob said.

Ellen Wald, a consultant on the global energy industry, said: “I think the market will react negatively to the lack of a clear direction on a rollover for the deal.”

‘ENCOURAGING ELEMENTS’

Before the meeting, Iraqi Oil Minister Jabar Ali al-Luaibi told reporters there were some encouraging elements that suggested the oil market was improving, and that if all OPEC members agreed measures to help price stability, Iraq would support such steps.

“Any decisions taken unanimously by members of OPEC … Iraq will be part of the decision and will not be deviating from this,” Luaibi said.

Iraq’s oil production is running at 4.312 million bpd this month, Luaibi said, adding that his country had cut its oil exports by 187,000 bpd so far and would reach 210,000 bpd in a few days.

Compliance with the supply-cut deal was 94 percent in February among OPEC and non-OPEC oil producers combined, Russia’s Novak said.

Russia is committed to cuts of 300,000 bpd by the end of April, Novak said.

Novak said he expects global oil stockpiles to decrease in the second quarter of this year.

“The dynamics are positive here, I believe,” Novak said, adding that inventories in the United States and other industrialised countries had risen by less than in the past.

Kuwait’s oil minister said the market may return to balance by the third quarter of this year if producers comply fully with their production targets.

“More has to be done. We need to see conformity across the board. We assured ourselves and the world that we would reach our adjustment to 100 percent conformity,” Marzouq said.

ICPC Dismisses Allegations Against Aregbesola as Baseless, Unsubstantiated.

The Independent Corrupt Practices and Other Related Offence?s Commission (ICPC) has described the petition of the Civil Societies Coalition for the Emancipation of Osun State against Governor Rauf Aregbesola as baseless and unsubstantiated.

ICPC, in a letter with reference number ICPC/INV/NGB/T.E2/003, addressed to the petitioner, Chairman, Civil Society Coalition for the Emancipation of Osun State, which was copied to the Osun Secretary to the State Government stated that it’s investigations have not established an act contrary to the Corrupt Practices and other Related Offences Act, 2000 as none of the allegations were substantiated.

The commission stated that having diligently investigated the allegations and finding nothing against Governor Aregbesola, the allegations have been dismissed.

The Government, through the Bureau of Communication and Strategy in the Office of the Governor, reminded Nigerians that the ICPC’s final decision was a vindication of the repeated claims by the government that the group was one of individuals hired for the purpose of tarnishing its name.

ICPC, in the letter titled, Re: Petition against Osun State Governor- Mr. Rauf Adesoji Aregbesola, for criminal and reckless mismanagement of Osun State funds since November 2010 to August 2015 held that all of the allegations brought forward have been looked into conclusively with no infraction substantiated.

According to ICPC, “The above case bordering on fraudulent diversion of N11.4 billion obtained through Osun SUKUK bond to private foreign account, money meant for building of schools regardless of the N13.9 billion intervention funds from. The Federal Government through UBEC for the purpose of building classrooms has been investigated conclusively with no infraction substantiated.

“An investigation of? the above allegations confirmed that Osun State government raised N11.344 billion from the issue of the SUKUK bond through Nigerian commercial banks. Investigation also revealed that after the issue of the bond, Osun State Government sought and got approvals from the Securities and Exchange Commission and Shariah Board of Lotus Capital Ltd. To amend the schedule of schools to be constructed from 27 mixed schools to 11 high schools and to furnish the schools. The approval of SUKUK holders is still pending.

“Also contrary to the allegation that the SUKUK proceed was diverted to private foreign account, it was disbursed from Osun SUKUK company accounts with 13 Collecting Nigerian Commercial banks and used for payments of contractors awarded the contracts of construction and furnishing of 11 senior Secondary Schools in various part of Osun State.

“Furthermore, contrary to the allegation that N13.9 billion was disbursed by UBEC to Osun State, the total of N7,192,585,041.64 has been disbursed to Osun SUBEB for the period 2011-2015. This amount consists of Universal Basic Education matching grants, Special Education Funds, Teachers Professional Development Fund and state’s counterpart funds lodgement in line with UBE Act 2004.

“In view of the above paragraphs, investigations have not established an act contrary to the Corrupt Practices and Other Related Offences Act, 2000 as none of the allegations were substantiated. Therefore the matter is hereby laid to rest”. The Commission said.

The Director, Bureau of Communication and Strategy, Office of the Governor, Mr. Semiu Okanlawon, stating the Government’s position over the outcome of the ICPC’s investigations, said the Aregbesola government was never in doubt that the group was an illegal one which was only being used by traducers of the administration to diminish its many achievements.

“When the so-called group was everywhere making its highly irresponsible and frivolous allegations, we never minced words on the fact that it was an unregistered group of few disgruntled, hired individuals to tarnish the image of the government and seek to diminish the massive good governance initiatives that are the hallmarks of our interventions here.

“The ICPC’s dismissal of the frivolous allegations is a vindication of our earlier position on the group and other collaborators in their ignoble campaigns of calumny.

“The Aregbesola administration has instituted the most transparent, people friendly government in its six years and more and we do not intend to depart from this path. This is because we are convinced in this lies the brighter future of our dear state,” Okanlawon added.

Buhari not involved in any certificate scandal – Presidency

The Presidency on Sunday said President Muhammadu Buhari was not involved in any certificate scandal.

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, stated this in a statement made available to journalists.

Shehu said Buhari did not fit into the categorisation because he had no certificate scandal.

He however admitted that the issue of certificate was raised against the President among other allegations ahead of the 2015 presidential election which he won.

The presidential spokesman said the issue of Buhari’s certificate was raised by those who wanted him disqualified from the presidential race.

He said the issue was however successfully dealt with before the election, saying the President has no certificate case hanging on his neck.

The statement read, “We wish to emphatically state that President Muhammadu Buhari does not fit into categorisation of leaders with certificate scandals because he bears none that is on available records.

“In the course of the contest for the office of the President in 2015, a number of wild, untrue and malicious allegations were made against him in order to stop him from contesting for the office in the election.

“The issue of certificates was raised against him but the campaign successfully dealt with the allegations by providing evidence that not only was he qualified to run, he had a far higher academic qualification than is required by the constitution. As a result, he went on to run for the office and eventually win.”

Senator condemns foreign currency tuition fees in Nigerian schools

Sen. Yusuf Yusuf (APC-Taraba) has described as unacceptable the use of foreign currency for the payment of tuition fees in Nigerian schools.

Yusuf, who is Vice Chairman, Senate Committee on Science and Technology, said this in an interview with the News Agency of Nigeria (NAN) in Abuja.

According to the lawmaker, it is wrong for any institution of learning in the country to demand tuition fee in foreign currency.

“There is no support whatsoever for a school to demand any form of payment in Nigeria using foreign exchange.

“For me that is an aberration and it shouldn’t be allowed in any way.

“Cost your things in Naira and you will be paid in Naira; why would someone insist that he or she should be paid in dollars? Where would they get the dollars from?

“ I do not think it is right. I do not think it is fair and we should go all out to stop this kind of practice,’’ he said.

The senator said that a bill was already in place in the Senate to amend the Central Bank of Nigeria (CBN) Act in that regard.

He urged the apex bank to closely monitor businesses in the country against using foreign currencies for local transactions.

The lawmaker further noted that some individuals and companies in the country were equally guilty of the practice.

“There are also claims that NNPC, that is government owned, pays pension and other forms of welfare packages in dollar. Do they have the right to do that?

“The only body that has the right in terms of disbursement of foreign exchange in this country today is the CBN,’’ he said.

On the recent appreciation of the Naira against other foreign currencies, Yusuf said that every bank branch must have foreign exchange window for selling forex to small buyers.

“There are some big time buyers of foreign exchange that are paying lower than what small holdings are paying, so, the market is lopsided,’’ he said.

He urged Nigerians to cut down on their demand for foreign exchange to acquire foreign goods in order to strengthen the Naira.

“There is no cosmetics product or textile that we cannot produce in this country, but unfortunately so much is coming in from China and other places.

“This insatiable taste for foreign goods is also affecting how much we can control the value of our Naira,’’ said the senator.

Few days after a peace pact, PDP’s Sheriff, Makarfi at war again.

Hicham El Amrani Resigns As CAF Secretary General

African Football Confederation Secretary-General Hicham El Amrani resigned on Sunday without giving an explanation, according to AFP. The 37-year-old Moroccan revealed his decision in a letter to African national football associations.

His move is probably linked to the defeat of long-serving Cameroonian Issa Hayatou by Malagasy outsider Ahmad Ahmad in the CAF presidential election this month.

El Amrani was a Hayatou loyalist, constantly defending his boss, who ruled African football for 29 years, against public and media criticism. He became secretary-general, initially on an interim basis, in 2010 when Egyptian Mustapha Fahmy moved to global football body FIFA. Ahmad, who will serve a four-year term, is scheduled to meet CAF staff on Monday at the Cairo headquarters of the 60-year-old organisation.

Senate probes N4 Trillion revenue leakage in Customs

The Senate Committee on Customs, Excise and Tariff, has commenced investigation into over N4trillion revenue leakage in the Nigeria Customs Service (NCS) between 2006 and 2016.

Chairman of the committee, Sen. Hope Uzodinma, disclosed this in an interview with reporters in Abuja. Uzodinma vowed that his committee would stop at nothing in recovering the money.

Preliminary investigation by the committee, he said, revealed that the N4trillion leakage was as a result of various forms of infractions including abuse and non-implementation of Form M (foreign exchange form).

He noted that other factors that may have been responsible for the leakage could have been wrong classification of cargo under harmonized system codes, non-screening of cargoes coming into the country and lack of adequate ICT infrastructure for revenue collection.

Uzodinma said that cancellation of pre-arrival assessment reports, abandonment of single goods declaration may also have been responsible for the leakage.

He said, “The Senate Committee on Customs has condemned the inability of the technical committee on the implementation of comprehensive import supervision scheme to ensure that the provisions of the Act are followed to the letter.

“The committee frowns at the quantum of revenue losses and it will stop at nothing in ensuring that those involved in this ugly act would return all recoverable monies with them.

“The committee also frowns at the level of collusion and corruption within the Customs Service.

“At the end of our current investigation, all these will become a thing of the past and customs revenue will be enhanced and non-oil revenue will be improved upon.

“What we are investigating is not money spent. It is the leakages.

“For instance, I am supposed to pay XYZ amount of duty, I will abandon the documentation, go get fake documents, collude with customs, pay maybe a fraction of it and carry my goods. With that, the true import circle is not closed.

“Another instance is that assessment is abandoned, or I fill the form M for example with a pro forma invoice, apply for foreign exchange in Central Bank, XYZ amount of money is allocated to me, money moves in but no goods shipped.

“I will then go get fake documents, collude with customs and then retire the allocation.”

The committee chairman noted that this sharp practices, which also include round tripping and false declarations, had over time led to increase in the exchange rate. He said that it was also observed that in most cases, the amount of money spent was not commensurate with the volume of goods imported. According to him, his committee had started investigating activities of companies and banks indicted in the matter.

He said, “We will not mention the companies involved because we are also very careful of the integrity and public perception of some of these companies, being that some of them are in the Stock Market.

“We will be diplomatic in carrying out this investigation. This is to the extent that little or no damage will be done to the integrity and image of such companies provided that government revenues in their hands will be recovered.”

He assured that investigation into the over N4 trillion leakage would be brought to a logical conclusion because it had to do with the economy and revenue loss.

He further added that, “I am sure that the executive arm of government will be willing and interested to ensure that the monies that are littered here and there are recovered.

“If they can pay up to five per cent to whistle blowers to recover money, it means in this case where no money is required or whistleblower required, they will be interested to do justice.”

On the committee’s investigation into non-repatriation of proceeds from oil and non-oil products by Joint Venture companies, he said report on the investigation had been concluded.

On the retrospective policy on payment of customs duties on old vehicles, Uzodinma noted that NCS overstepped its bounds by making policies rather than implementing them. The power to make policy for the service, he said, was vested in the Ministry of Finance.

He said, “Having gone through the legislations and books available to my office as it has to do with the administration of the customs service, it only implements policies made by the Ministry of Finance.

“So, it sounds very strange to hear that Customs gets up and says they are making a policy.

“That is what I am yet to understand and there is no way to fathom that before the law.

“The referral is already before us. I was waiting for him to appear before the senate before we commence a full blown investigation into some of those issues that have been referred to us.

“Concerning the suspended policy on payment of customs duties on old vehicles, the committee will continue to interface with the service to ensure that the policy is cancelled not suspended.

“The whole idea is about governance and governance is about the people and nobody is licenced or entitled to talk about the people more than the elected representatives.

“So in my view there is no hullaballoo. We will discuss with them and wise reasoning will prevail,” he said.

Adele Pays Special Tribute To The London Terror Attack Victims (VIDEO)

British music star, Adele sadly paused her show in Auckland, New Zealand to express her grief over the victims of the terrorist attack at Westminster, London yesterday. The singer took a moment to pay tribute to those who were slain and their families.

“Today there was a terror attack in my hometown of London. I’m literally on the other side of the world and I want them to see our lights and to hear us,” the soulful singer addressed the crowd of over 45,000 people.

“I feel very far away and very strange not being at home,” she added. “All I want to do today is just be at home and be with my friends and family. Everyone I know is fine, but there are four people that aren’t fine. So let’s dedicate this to them tonight, and to my hometown, which is my soulmate.”

Adele broke out in “Make You Feel My Love,” her dedication leaving not a dry eye in the Mount Smart Stadium.

Jos varsity students reject N45,000 fee, urges management to be considerate

Students of the University of Jos have kicked against the N45,000 new school fees, and appealed to management to be “more considerate in view of the hard times”.

The institution’s Vice Chancellor, Prof. Sabastian Maimako, recently announced the review of the fees, from N27,000 to N45,000, citing dwindling budgetary allocations, rising bills and the need to upgrade some materials.

Maimako said that the figure was endorsed by parents, old students and other stakeholders at a meeting in Jos, where all factors were considered.

But Mr Sydney Daman, President of the institution’s chapter of the Students Union Government (SUG), who briefed newsmen on Friday in Jos, described the new charges as “too harsh”.

“The university attributed the increase to the economic recession, but it is clear that students are worst hit by current realities,” he said.

Daman appealed to the students to “hold-on a bit”.

“No student should be in a hurry to pay the new fees. We are consulting with management and shall communicate the final agreement to everyone,” he said

He said that the students union had met with management “three times”, where it discussed the fee issue and sought for a figure that was favourable for both parties, but that management eventually did as it wished.

“We have not exhausted all the options; we are still appealing and shall continue to meet all stakeholders,” he said.

Daman, however, called on students to be “responsible, mature and peaceful” while supporting the struggle for a downward review of the charges.

The students’ leader faulted management’s claim that parents and guardians had accepted the hike at a stakeholders meeting.

“The university has 18,000 students; less than 100 parents/guardians attended the meeting, while SUG officials who attended the meeting were barred from talking. So, it is not right to claim that there was fair hearing,” he said.

Ex Benue governor, Suswam faces fresh DSS probe over six new petitions

The Department of State Security Service(DSS) has confronted a former Governor of Benue State, Dr. Gabriel Suswam with six new petitions.

The case haul against the governor has now risen to seven, following the initial investigation of the ex-governor’s link with a militia leader in the state.

Suswam, who has been finding it difficult to meet bail conditions, has, however, begged the DSS for liberal terms at least to regain freedom to prepare his defence.

But he is allowed access to his wife, Yemisi Suswam, and his counsel, Mr. J. B. Daudu (SAN), who was a former President of the Nigerian Bar Association(NBA).

The ex-governor was said to have been emotional when his wife visited him on Thursday and said: “Help me beg the DSS and others to grant me bail on liberal terms. I need bail.”

According to findings by our correspondent, Suswam has not been able to give the DSS “credible clues” which could lead to the arrest of a militia leader, Terwaze Akwazza (a.k.a Gana), who has held three local government areas captive in Benue State.

The local government areas are Logo, Katsina-Ala and Ukum.

Akwazza was alleged to have either relocated to some parts of Cross River State or Rivers State.

But it was learnt that while the DSS was considering bail for Suswam, the Benue State Government and others submitted six petitions against him.

Two of the petitions border on the over 240-page report of the Justice Elizabeth Kpojime Commission of Inquiry  into state finances  from 2007 to 2015 and the alleged misuse of a N4.5billion sourced from capital market.

A top source, who spoke in confidence, said: “The case of Suswam is complex because of the security implications of not apprehending the Benue militia leader, Terwaze Akwazza (a.k.a Gana). He has not been able to provide clues on how to get the suspect that is terrorizing state. He has consistently denied any link with the militia leader.

“While he is grappling with the security factor behind his detention, the DSS has received six new petitions against him, including allegations established against Suswam by the Justice Elizabeth Kpojime Commission of Inquiry into state finances from 2007 to 2015. The panel was set up by Governor Samuel Ortom.

“Now, the burden is on Suswam to act as fast as possible to answer all the allegations in the six new petitions. The DSS has a valid warrant from court to detain him.

“The DSS has been fair to him in custody. He is allowed unfettered access to his wife and counsel. The onus is on him to prove his innocence. As soon as he is able to respond to all the allegations and if he cooperates with the DSS to address security challenge in Benue State, he will be released. The service might also charge him to court.”

The Benue State government had referred the report of the Commission of Inquiry against Suswam and 51 others to the DSS and the Economic and Financial Crimes Commission (EFCC) for further investigation and prosecution.

The over 240-page report alleged that Suswam and many of his appointees, including civil servants, mismanaged the resources of the state.

Those blamed include Hon Solomon Wombo, Omodachi Oklobia, Emmanuel Atini, Asen Sambe, Isaiah Ipevnor, Hon Paul Biam, Aza Biam, Maria Iyortyom, Michael Oko Agbam, Miss Ajuma Olokpo and Abel Musa of GTB.

Others are Mohammed Kabir Rago, Hon. Terna Kester Ikyenge, Hon Yerfa Atoza Hindan, Terna Iyorkyaan, San Carlos Benue Farms/Barr Tyokegh, Christian Aba (aka Mad Lion), Sunday D. Umoru, Ruth Ijir, Kpaapka, Andrew Ayabam, among many others.

Some of the corporate bodies fingered in looting Benue State include: Ashitech and Ashi Foods, Carlos Benue Farms, SCAMPT Nigeria Ltd, among others.

The panel recommended that 52 individuals and 10 corporate bodies should refund over N107 billion to the coffers of the state government.

It also recommended the deeper investigation and possible refund of over N44 billion from transactions they found not in compliance with the laid down financial guidelines.

The panel said N1. 21 trillion accrued to the state from about 27 identified sources out of which N802 billion was appropriated, while N219 billion was expended but not appropriated.

The former state governor, former Commissioner of Finance, Omadachi Oklobia, former Special Adviser on Local Governments and Chieftaincy Affairs, Solomon Wombo and two former permanent secretaries, Emmanuel Atini and Asen Sambe, Messrs Isaiah Ipevnor, a former accountant of the Bureau were alleged to have diverted local government funds amounting to N51, 559,859,968.00 into personal use.

Suswam is already facing trial before a Federal High Court in Abuja for alleged  N3.1bn fraud relating to the same issue raised by the Justice Kpojime-led probe panel.

John Legend Robbed At JFK Airport

American soul singer, John Legend had a pretty rough landing in New York city when someone at JFK airport stole his luggage with some very expensive items.

John arrived at JFK on Thursday when a Delta greeter made a mistake and left his bag on the luggage cart. Someone grabbed the bag while it was left unattended.

We’re told the bag contained a pair of Cartier Panther cuff links with clear and green stones, valued at $30k. The clothes inside were valued at $500, and there was a $500 pair of eyeglasses.

It’s unclear if the thief knew he was stealing John Legend’s suitcase.

Cops were able to use surveillance video to nab the culprit, and John got his bag back.

The police said the thief was John’s livery driver, but Legend says that was not the case. We circled back with cops who say the thief was a livery driver who has had multiple problems with the law at JFK.

Senate VS Customs: Lawmakers begin probe of alleged 4 Trillion Naira leakage

The Senate Committee on Customs, Excise and Tariff, has commenced investigation into over N4trillion revenue leakage in the Nigeria Customs Service (NCS) between 2006 and 2016.

Chairman of the committee, Sen. Hope Uzodinma, told newsmen in Abuja that his committee would stop at nothing in recovering the money.

“We will be diplomatic in carrying out this investigation. This is to the extent that little or no damage will be done to the integrity and image of such companies provided that government revenues in their hands will be recovered.

Dino Melaye is the architect of his own problems – Ex-schoolmate

A former schoolmate of vocal senator, Dino Melaye, at the Ahmadu Bello University, ABU, has said the current certificate scandal he is facing is self-inflicted, Premium Times reports.

?Abdussobur Salaam, who now works at the Federal University of Agriculture, Abeokuta, FUNAAB.

Salaam, who spoke on a Penpushing social media platform also confirmed his comments to the online news medium.

He said he studied Political Science at ABU at the same time Melaye was a student in the Department of Geography at the university.

“Permit me to make an intervention on the issue of Dino and ABU, having been admitted and ‘graduated’ from ABU same year as Dino. I use the word ‘graduated’, very guardedly and with caution.

“Permit me to say that as at the time we were admitted, Geography Department was under the Faculty of Arts and Social Sciences (FASS). In our 200 level, the Faculty was split and Geography Department had issues of where to fit in. It was initially placed under Faculty of Arts and later shifted to Faculty of Sciences where it is presently domiciled. The narrative on his certificate could be correct”, Mr. Salaam wrote.

“Dino and I are supposed to be ‘friends’ but differences never permitted while we were in school. Till date, we communicate once in a while, but I dare say he is the architect of his problems.

“I have spent all yesterday responding to enquiries on different platforms about Dino’s status as a graduate. My take?

“We were admitted the same year, initially into the same faculty of FASS, and given that our courses were four years, we ought to have graduated same year.

“However, recalling how studentship in ABU was that period, you could never be too sure of the academic status of any ‘student’.

“What do I mean? We had ‘students’ who were always around, attended lectures, participated in all student activities, were allocated hostel space, were always holding files and feigning academic seriousness, only for an issue to come up and you would find out that despite your having known them for years, they were never students but just lived pseudo student lives!”

Salaam said during their time at ABU their were many fake students who disguised as authentic ones.

“If they were never discovered, 20 years time, if a controversy arose as to their status, one would swear confidently that the person graduated!”, he stated.

“While this is not exactly the same with Dino, you cannot be too sure until facts are unearthed.

“I know for a fact that we were admitted together. I am aware that he was very active in student political circles, though he has attempted to insinuate that he was SUG president to shore up his political profile. Unfortunately, during our time, under the reign of Uncle K, (General Kontagora as Sole Administrator) the student Union was proscribed, so that claim cannot stick! He lied on that!

“As President of Geography students, I am aware that he was impeached. I also know that he had fraud related issues with the Kogi State Students Association and Segun Halilu personally had lamented to me about this, then.

“I remember that he wanted to join the OAU students club then, and we blocked his membership, knowing his tendencies to cause confusion and take over the structure of the club for personal ends”.

Speaking further, Salaam said it is only the records of ABU that can state whether Melaye was a bonafide graduate of the university.

“On his status as a graduate, only the records can tell. For all you know, he may have had a few unresolved carry-overs. Knowing Dino, he may have bluffed, paid or manipulated the system to ensure those records are obliterated.

“If not, recall that given the circumstances of our year set, many concessions/waivers were given to ensure that we graduated, having spent almost double the statutory length of years we should spend. Dino may just have been such a beneficiary of waivers. It is however not our place to tell, but the truth will unfold itself”, Mr. Salaam stressed.

“As a political scientist, what I see is a class fragmentation struggle. An in-house struggle within the elite class. Saraki and Dino are the subjects of attack today for takeover of the National Assembly. They may get over it or it may consume them.

“However, I do not have my sympathy for him (Mr. Melaye) because he is also a master in the art of subterfuge, blackmail and crude propaganda. Today, he is a victim of the same method he has adopted over the years and I am happy to see the tables turn!

“Unfortunately, issues like this have led to the results they were meant to produce – public hysteria! Everyone is now caught up in debates about the Dino certificate scandal, or is it Dinogate?

“Everyone includes me! Last two weeks, it was Apostle Suleman. This week, it is Dino. Who knows who next week will throw up? While we dwell on personalities, and are distracted by their shenanigans, we continue to remain victims of the plots and scheming.

“At the end of the day, things like this die off, others take their place in an endless cycle of politics of personality. While the elite class continues to regale us with entertainment, the real problems of underdevelopment, poverty, poor infrastructure, bad governance, corruption, and other malaise remain! God help Nigeria!”, Mr. Salaam concluded.

Efforts to reach Melaye on Salaam’s new claims were unsuccessful as the senator refused to pick his call.

Governor Ambode lauds Fashola’s achievements as Lagos Ex-Governor.

The Lagos State Governor, Mr. Akinwunmi Ambode on Saturday lauded his predecessor in office and Minister of Power, Works and Housing, Mr. Babatunde Fashola for his achievements during the eight years he spent as Governor of the State.

In a meeting at the governor’s office, Governor Ambode, who spoke when he received Fashola and some top officials of the Ministry on a courtesy visit at the Lagos House, Ikeja, described the visit as historic, adding that it was gratifying to receive the Minister for the first time at the Lagos House, Ikeja since he left office on May 29, 2015.

“We want to say that whatever it is that we have done in the last 22 months is just more or less a fall out of the great achievements the former governor had already put in place.

We have decided that we would carry on with a sense of continuity in all the things that have been done.

I had always said that what we wanted was this continuity of the last 18 years, but continuity with improvement and we are happy that all that has been done in the last 22 months is just a continuation of the template the former Governor left behind.”

“We are happy that the sense of collaboration that we have expressed here is what we believe can carry whatever it is that Lagos stands for, moving forward. As you may be aware, Lagos is celebrating its 50 years of existence this year.

“The last 18 years has been so dramatic and historic in terms of the growth and development that we have seen in Lagos, commencing from 1999 when Asiwaju Bola Ahmed Tinubu came into office and the eight good years spent by you and the two years we have done. So, obviously, there is a remarkable change between 1999 and now,” Governor Ambode said.

Minister Fashola who described the visit as home-coming for him, said he had come with his team to Lagos as part of a nationwide project monitoring exercise to inspect the job done so far on Federal Government projects.

He assured that the Ministry had made representations to the Federal Executive Council on modalities to pay debts owed State Governments including Lagos State for rehabilitation of federal roads over the years, saying that the debts would be paid through bond instrument.

The Minister also expressed readiness to assist Lagos State power initiative, especially in the rural areas.

Naira at 2017 best as foreign reserves surpass 2016 high

The Naira is currently at its best point since August 2016, while the nation’s foreign exchange reserves is at the highest point since the fourth quarter of 2015.

The local currency on Thursday appreciated to 390 per dollar, while the foreign reserves rose to $30.348 billion — its highest point since October 2015.

Over the past few weeks, the Central Bank of Nigeria (CBN) has taken a number of policy actions which were woven around stemming the liquidity challenge facing the country’s forex market.

After the Organisation of Petroleum Exporting Countries (OPEC) reached a deal to cut crude oil production in December, oil prices rose to a stable point above $50 per barrel on the global market.

In Nigeria, the federal government sought peace deals with militants Niger Delta, raising Nigeria’s production levels to 2.1 million barrels in February 2017.

This rise in production levels coupled with rise in prices led to a surge in Nigeria’s oil revenue, which began to plunge mid-2014.

Over the last month, the CBN has pumped about $2 billion into the foreign exchange market, in a bid to ensure convergence of all segments of the market.

With the naira trading around 380, 385 per dollar at the parallel market, and the pound and euro going for 490, 420 respectively, the CBN is closer to its goal than it has been at anytime in the last seven months.
