Governors Ortom, Wike in war of words over Paris Club refund

Governor Samuel Ortom of Benue State and the Peoples Democratic Party (PDP) in Rivers State are bickering over calls for the probe of Paris Club refund.Chief Press Secretary to the governor, Terver Akase, in a statement described Rivers State governor, Nyesom Wike’s call for probe of Ortom as not only laughable but also diversionary.

He said Wike was apparently trying to divert attention from the gross failure of governance and stinking corruption being witnessed in Rivers State.“Governor Wike’s call for the probe of last December’s Paris Club refund to Benue is a poor diversionary tactic. It is on record that Governor Samuel Ortom was the first to declare the Paris Club refund to Benue and stated specifically how much the state was expecting many weeks before the funds came in. When the N12.7 billion was released, the governor made it public including the disbursement for workers’ salaries. Governor Wike on the other hand has not made known to Rivers people the amount the state received as the first tranche of the refund.

But the PDP chairman in Rivers, Felix Obuah, has extended invitation to Governor Ortom to come and assess the developmental projects of the Wike’s administration.Obuah maintained that infrastructural, human capacity and institutional development have been top priorities of the Wike administration for which Rivers people, residents and business operators in the state are happy about.

He expressed grave concern over the insecurity leading to continued loss of lives of innocent citizens in Benue State under the watch of Mr. Ortom,
noting that any government worth its salt should be able to provide security for its citizens, a great feat that the Wike administration has achieved.

The PDP chairman regretted that Benue State governor, was unable to pay monthly salaries of civil servants running into several months, after borrowing over N60 billion in seven months.

Governor Ortom Orders Adequate Medical Treatment For Zaki Biam Victims

Governor Samuel Ortom has ordered for adequate medical treatment to survivors of the Zaki Biam yam market attack.

The governor also promised to increase the presence of joint security in Zaki Biam to prevent further break down of law and order.

The governor gave the directive when he led the State Security Council to commiserate with victims of the attack, promising to pay their medical bills.

Seventeen persons were reportedly killed at Zaki Biam in Ukum Local Government Area of Benue State.

The Special Adviser to the State Governor on ICT and Media told Channels Television that the killings took place on Monday after an attack on traders in a yam market in the town.

He said Governor Samuel Ortom was scheduled to visit the scene on Tuesday.

While, the spokesman for the State Police Command, Moses Yamu, who also confirmed the attack, said the casualty figure was uncertain.

BREAKING: Governor Ortom orders herdsmen out of Benue town.

Gov. Samuel Ortom of Benue has given Fulani herdsmen in Tombo-Mbalagh, Buruku Local Government Area of the state, a two-day ultimatum to leave the area.

Mr. Ortom gave the order on Monday in Tombo-Mbalagh during a visit to ascertain the damage inflicted on the community by herdsmen.

The visit followed attacks carried out by the herdsmen over the weekend, the News Agency of Nigeria reports.

Eight bodies were recovered, while three persons were missing, according to the sole administrator for the council area, Justina Sorkaa,

The state police commissioner, Bashir Makama, however said six persons died in the attack.

Mr. Ortom said he had directed security agencies as a matter of urgency to lead herdsmen out of the area for peace to reign.

He said the herdsmen must leave since they were not welcomed by the unarmed inhabitants of the area.

Most people in Benue state were disarmed through the amnesty programme executed by the Ortom administration in 2015.

Mr. Ortom encouraged the people to remain law abiding by reporting for appropriate action, any breach of peace by the herdsmen.

“Some of the displaced persons have moved in with their relations in Buruku town and those who do not have anywhere to go are with us in an improvised IDP camp here at St Peter’s Anglican Primary School, Imenger,” the Sole Administrator, Mrs. Sorkaa said.

Governor Ortom: Those wishing Buhari dead should confront God

Samuel Ortom, governor of Benue state, has advised those wishing death on President Muhammadu Buhari to “go and confront God who made it possible for him to become the president at this time”.

Addressing state house correspondents after a visit to Acting President Yemi Osinbajo late Monday, Ortom wished Buhari good health and safe return back home.

He also prayed that God should help the current administration overcome the challenges which he blamed on “bad leadership” by the past government.

“Those that are wishing Mr. President dead should go and confront God who brought Mr President to be president of Nigeria,” he said.

“It was not his making. When that time came, God made it possible, just like some of us.

“It was God that made it possible for us to be here and nobody can remove us until the time that God’s programme for Nigeria is completed and God decides what to do next.”

He appealed to Nigerians to shun violence and acts capable of plunging the country into crisis.

Ortom also counselled those in position of authorities not to abuse power.

“Nigeria is the only country we have. Definitely, we don’t want to be like Syria and other countries that have got entangled in various calamities,” he said.

“I want to implore those who are bestowed with leadership, especially those who have taken oath of office, to obey the laws of the land, to protect the laws of the land and to live by the oath of office they have taken instead of playing politics of the extreme and causing things that can bring major disaster to our country.”

Herdsmen Attacks: Al-Makura Joins Ortom In Joint Security Meeting

Governor Tanko Al-makura of Nasarawa state on Tuesday evening joined his Benue counterpart, Samuel Ortom, in a joint security meeting at the government house, Makurdi.

The meeting bordered on the issues of insecurity affecting the border towns of Agatu and Loko where herdsmen cross the River Benue into Agatu, giving rise to the clashes between farmers and herdsmen.

Journalists were barred from the meeting as it was held behind closed doors.

At the end of the meeting, both governors said that they had agreed to visit Agatu Local Government Area in Benue state to mediate between the warring parties of Fulani herdsmen and Agatu indigenes who have been at loggerheads for the past five years over cattle grazing.

Briefing newsmen on Monday night at the government house Makurdi, Governor Samuel Ortom said that it was imperative, both Agatu indigenes and Fulani herdsmen forgive each other and forge a common front for the return of peace to Benue and Nasarawa border communities.

On his part, Mr Al-makura said that he remained committed to achieving peace between residents of Agatu in Benue state and Loko in Nasarawa.

The security council of both states, including traditional rulers visit Agatu on January 18, 2017.

Attacks by herdsmen on different communities in the states have led to the deaths of hundreds while thousands have been displaced.

There have been several calls on both state governments to address the issue, the latest being a call on Benue lawmakers to pass the open grazing prohibition bill that will streamline the activities of herdsmen in the state.

PDP Is Evil, Should And Should Be Proscribed – Kashim Shettima

The chairman of the Northern Governors Forum and governor of Borno State, Kashim Shettima, has said  that the  Peoples Democratic Party (PDP) should be proscribed, saying  “the party is evil.”

Shettima, who led his counterparts from Bauchi and Kano states, Mohammed Abubakar and Abdullahi Ganduje on a solidarity visit to the newly elected Tor Tiv in Makurdi, Benue State, yesterday, made the remark at Senator George Akume’s house.

Though Shettima did not elaborate on why the PDP should be proscribed, he said that if Buhari had not won the 2015 presidential election, Nigeria would have gone into extinction.

He attributed Nigeria’s woes to “PDPs 16 years of bad governance.”

While addressing a cross section of Benue people at the Government House in Makurdi, Shettima emphasised oneness among northern Nigerians in order to foster peace.

The NGF chairman further dispelled insinuation that the forum’s visit to Benue was targeted at political calculation ahead of 2019, adding that they owed nobody apology for coming to rejoice with the Tiv nation.

According to him, the NGF was in the state for the third time on solidarity visit premised on a happy note, though the previous ones were for condolences.

Responding, Governor Samuel Ortom applauded Shettima for his passionate support for Benue, especially standing with the state in its  hours of trial when herdsmen unleashed terror in parts of the state.

Ortom Denies Involvement In New Mega Party

Benue State Governor, Dr Samuel Ortom, has denied the allegation that he, along with other governors of 16 states are involved in a plan to float a mega party to rescue power from the ruling All Progressives Congress (APC) in the 2019 election.
In a statement by his Press Secretary, Mr. Terver Akase, the governor stated that he was not part of such plan.

In the statement, the governor stated that as the standard bearer of the APC who was popularly elected by the people of the state and is still enjoying maximum support of the people as he continues to deliver good governance.

He noted that for these reasons, he could not have been involved in any clandestine plot to launch another political party.

Ortom said he did not at any time attend any meeting where the formation of the said new mega party was discussed.
He added that he had neither discussed such an idea with anyone nor given it a thought.

“Ortom is a loyal member of the APC and is in full support of the leadership of party under the National Chairman, Chief John Odigie-Oyegun. The governor also believes that the leadership provided by President Muhammadu Buhari is what the country needs to overcome the current challenges and is committed to supporting Mr. President to succeed.”

He said the whole world was applauding President Buhari for his anti-corruption crusade, integrity and discipline, adding that what the president deserves is support from Nigerians and not distraction.

Benue Governor Ortom declare Fridays work-free for agriculture

Benue State Government has again declared every Friday beginning from November 11 work-free.

The government said this was to enable civil servants commence harvest of their farm produce.

Recall that the Imo State government proposed similar policy but it was rejected by organized labour.

Benue said it will now enforce the policy it announced earlier in the year.

Its explanation then was that workers should use the last working day of the week for farming in the face of dwindling economy which made it difficult for the administration to pay salaries.

The latest decision was reached during the state executive meeting which was presided over by Governor Samuel Ortom.

A statement by the Special Adviser to the Governor on Media and ICT, Mr. Tahav Agerzua, said, “The state executive meeting approved that Friday every week be work-free days beginning from November 11, 2016 to end of January next year to enable civil servants harvest the produce in their farms.”

The statement added that the council, however, exempted some workers in education sector, maintaining that the school calendar should be allowed to run normally.

Benue Workers Threaten Strike Over Non-Payment of Salary

The organized labour in Benue state has issued a one week ultimatum to the state government to immediately pay workers the April, 2016 salary or risk industrial action.

In a communique issued at the end their joint meeting in Makurdi signed by the state chairman of Nigeria Labour Congress (NLC), Godwin Anya, his Trade Union Congress (TUC), Ordue Tartenger, and the chairman Joint Negotiation Council, Philip Nongo, labour expressed dismay that the April salary was yet to be paid workers two weeks after the state joint account was read.

They wondered why some top government functionaries are out to frustrate Governor Samuel Ortom’s harmonious relationship with labour even when the governor issued a standing directive on an issue.

Sack Non-Performing Political Appointees – Apir Tells Ortom

A Social Critic and Finance Consultant, Nath Apir, has advised Governor Samuel Ortom of Benue to sack non-performing political appointees in his administration for efficient service delivery.

Apir gave the advice while speaking with newsmen on Thursday in Makurdi stating that if non-performing political appointees are allowed to stay, they will act as clog in the wheel of progress.

According to him, such cabinet shake-up will inject vibrancy in government, stimulate economic growth and enable political stability.

He expressed the regret that most sensitive political positions in the state were given to people with neither requisite knowledge nor experience in the portfolios assigned to them.

Apir said crucial economic decisions affecting the future of the state were left in the hands of inexperienced political office holders who conducted them without recourse to professional advice.

The consultant suggested a workable economic plan that would stimulate growth by encouraging the spread of cottage industries based on the availability of local raw materials.

Apir also suggested the establishment of an industry around the Makurdi axis that could encourage the commercial production of sesame seed in the area.

He said: “This state could also leverage on its huge endowments in citric fruits along Ushongo, Gboko and Kwande axis and large palm oil plantations in Idoma land to generate huge revenues.

“All that is needed is to identify these areas of comparative advantage to invest into and encourage processing of such raw materials to rake in revenue for the state.

“Benue has no business with poverty. In fact, there is no reason not to pay workers their salaries; none whatsoever.”

He said that paucity of ideas from such political aides was stifling the states’ economic growth.

Apir, therefore, advised Ortom to ensure excellence in his administration for the purpose of achieving optimal results.

He said the governor was not disclosing exact revenues generated internally by the state revenue board and the true wage bill of the state.

The consultant cited the report of a probe panel set up by the governor.

Apir said that under Governor Gabriel Suswam, the state wage bill was N2.6 billion and wondered the sudden escalation of the bill to about N4 billion; without additional staff recruitment.

Benue Lawmakers Refunding N317m Car Loan To EFCC – Ortom

Gov. Samuel Ortom has said that 22 state legislators have started refunding car loans they collected for personal vehicles to the Economic and Financial Crimes Commission (EFCC) .

Ortom, who said this when he received youths of Turan in Kwande Local Government, said they were expected to refund N317million to the anti-graft agency in Abuja.

He said the refund was necessitated by the shoddy manner in which the loans were disbursed to the lawmakers.

The governor said that the process fell short of best practices required in such financial transactions.

Ortom explained that out of the number, 12 legislators were from the People’s Democratic Party (PDP) while 10 were from the All Progressives Congress (APC).

He expressed regrets that due process was jettisoned, which led to the lodgments of cash into the accounts of the legislators for the purchase of the cars.

“After the Executive Council approved the contract for the procurement of Prado Jeeps for the assembly members, only eight were procured.”

He said the contractor blamed his inability to purchase the remaining 22 vehicles on the high cost of the dollar.

“Instead of the contractor to get back to the government, he decided to meet the members directly, who opted for cash.

“The EFCC after studying the contract document ordered the 22 members, who collected cash to refund the money to the commission as due process was not followed”.

The EFCC had over the past one month, played host to Benue legislators, including its leadership, in their role in the loan disbursement saga.

Ortom also assured that his former amnesty boss, Terwase Akwaza, who was fleeing from arrest over his alleged role in the killing of his security aide would be arrested and brought to book.

He said more than 60 of his gang members had been arrested for various crimes in the state.

Civil Servants Are Not Farmers – Onwubiko Emmanuel

It is strange to observe that some state governments are currently using their civil servants as guinea pigs for farming duties. Benue State governor, Mr. Samuel Ortom, called this unknown practice a ‘novelty’, which he said could combat the downturn of the nation’s economy.

 

He was reported to have told civil servants in the state to embrace farming to augment their meager salaries, which may not come at the end of each month. The governor declared every Friday of the week, a public holiday to enable state workers till the land for agricultural produce. The Governor thereafter proceeded on two-week annual vacation, as he said, to enable him tend crops in his farm.

 

The State Commissioner for Information and Orientation, Odeh Ageh, who made the announcement, said the work- free day was approved by the the state executive council meeting chaired by Governor Ortom. Ageh explained that the idea would help workers to produce enough food to feed their families in the face of the current economic reality which has made the regular payment of salaries a major challenge.

 

According to him, the work-free day would commence from Friday, June 10 and would last till the end of July, 2016.

 

The Commissioner also announced that the governor would proceed on a two-week vacation as part of his annual leave to work on his farm while the Deputy Governor, Benson Abounu, would act in his absence.

 

It is safe to argue that in Benue State, the government opted for persuasion and has set out a timeline when this practice of conversion of civil servants to farmers would end. But Imo State governor took his version of the modern day slavery practice to a ridiculous heights.

 

Governor Okorocha, who is also of the All Progressives Congress, with the Benue State Governor decided to declare two days work-free days to enable Imo State workers go to farms, to use his words, “to produce food to assist the State’s economy.” The governor said the practice will be for one year in the first instance.

 

The Imo State governor also looked at the rule book adopted by the then old Rivers State’s governor, Chief Clifford Okilo, to term his new agricultural rule “Back to land for Agriculture” even as he stated through his Chief Press Secretary, Mr. Sam Onwuemeodo, that the policy of not working Thursdays and Fridays is meant to enable the state civil servants invest inagriculturalactivities.Butunlike his colleague, Mr. Okorocha did not lead by example by showing journalists his farm. But, he cancelled all annual leaves which are statutory entitlements of the state workers.

One is of the conviction that it is wrong for any state governor to use the parlous state of the economy as a reason to compel civil servants to start farming as part of their job specification. This pol- icy should be abrogated without further wasteoftime. Thepolicyisalsoabreach of the labour law since workers working for their states have valid employment letters specifying the duties expected of them. I am afraid that the conversion of workers to farmers is not part of these terms of contracts signed by them. Government cannot abridge, amend or alter the original terms of employment without proper, adequate and transparent agreement of all the parties to the employment contract. Let us consult the eighth edition of “Black’s Law Dictionary” edited by Bryan A. Garner to get some insights on the meaning of contract so as to situate it within the context of the illegality by the Imo and Benue state governors to convert their State Civil Servants to farm slaves.

 

“The term, contract, has been used to refer to three different things: (1) the series of operative acts by the par- ties resulting in new legal relations; (2) the physical document executed by the parties as the lasting evidence of their having performed the necessary opera- tive acts and also as an operative fact in itself; (3) the legal relations resulting from the operative acts, consisting of a right or rights in personam and their corresponding duties, accompanied by certain powers, privileges, and immunities. The sum of these legal relations is called ‘obligation.’

 

Apart from the fact that state governments are obliged to respect the employment contract it entered into with her workforce without unduly introducing some strange conditionality, the Constitution of the Federal Republic of Nigeria of 1999 (as amended) has also made copious provisions making it a legally binding obligation that government is not allowed to turn its workers into agricultural “guinea pigs”.

 

Section 17(3)(a)(b) and (c) provide as follows: “ all citizens without discrimination on any group whatsoever, have the opportunity for securing ade- quate means of livelihood as well as ad- equate opportunity to secure suitable employment.” “The State shall ensure that conditions of work are just, and humane, and that there are adequate facilities for leisure and for social, reli- gious and cultural life” and “the health, safety and welfare of all person in em- ployment are safeguarded and not en- dangered or abused”.

 

Globally, the most salient aspects of employment laws state that workers must enjoy basic rights at work which must necessarily include getting a writ- ten statement of the main terms and conditions of employment within two months of starting work. Other basic rights of a worker are: The right to an itemized pay slip. This applies from the day the employee starts work; The right to be paid at least the national minimum wage. How did Governors Okorocha and Orthom arrive at the illegality of converting their workforce to farmers? If I may ask, particularly the Imo State governor, have you set up farm settlement centres and obtained good yielding lands for such an initiative?

 

Also, Benue state governor should tell Nigerians if his administration has succeeded in getting President Buhari to stop the rampaging armed Fulani herdsmen from destroying farmlands?

 

Currently, Benue, like most other farming communities across Nigeria is battling Fulani herdsmen.

Benue Suspends Eating Of Rats Due To Lassa Fever Outbreak

The Governor of Benue State, Samuel Ortom, after meeting with Vice President Yemi Osinbajo at the Presidential Villa has asked its people to suspend eating rats for now in order to curtail the spread of Lassa Fever in the State.
He made the plea because rat is a popular delicacy among the people of the state and because the state has recorded a case of the fever.

Benue People Want Thorough Probing Of Suswam’s Administration- Ortom

Benue State Governor, Samuel Ortom, on Wednesday maintained that the people of his state want thorough investigation of activities under former governor Gabriel Suswam.

Suswam has gone to court in attempt to halt the probe of his administration.

Speaking with State House correspondents after meeting with President Muhammadu Buhari at the State House, Abuja, Ortom said it was the desire of the people to know how the commonwealth of the state was spent, especially as the current administration in the state met empty treasury.

Ortom escapes losing seat as Benue Governor after Buhari’s intervention

The crisis rocking the Benue State chapter of the All Progressives Congress (APC) has finally come to an end owing to the timely intervention of President Muhammadu Buhari.

 

The development has saved Governor Samuel Ortom from losing his seat.

 

Announcing the outcome of a Reconciliation Committee constituted at the instance of Buhari, the Speaker of the House of Representatives, Hon. Yakubu Dogara, who read Buhari’s message yesterday, announced that Hon. Emmanuel Jime and Senator Joseph Waku had agreed to withdraw their suit, challenging the eligibility of Ortom as the duly nominated APC governorship candidate in the April 11, 2015 poll.

 

 

The peace committee, after a three-hour meeting behind closed-doors at the APC national secretariat in Abuja, stated that no sacrifice was too much to achieve the desired peace in Benue State.

 

Dogara said, “On behalf of Mr. President and Commander-in-Chief of the Federal Republic of Nigeria, President Muhammadu Buhari, I wish to announce to you our leaders, gentlemen of the press and the whole world that Hon. Jime and Senator Waku have graciously agreed to withdraw or discontinue with the case in court.”

 

Other members of the committee, who attended the meeting include state Governors: Aminu Tambuwal (Sokoto); Simon Lalong (Plateau) and Tanko Al-Makura (Nasarawa). Other stakeholders from Benue like Ortom, Jime, Waku, Senators George Akume and Barnabas Gemade were also in attendance.

We Will Make Benue State Uncomfortable For Homosexuals – Governor Ortom

Benue State governor, Samuel Ortom, has declared that the state government will not spare anyone caught in gay activities in the state.

Governor Ortom made the announcement yesterday at the old banquet hall of the Benue People’s house in Makurdi during a courtesy call on him by the Prelate of the Anglican Communion of Nigeria, Archbishop Nicholas Okoh.

Governor Ortom said gay lifestyle which was being promoted in the Western world was alien to the customs, lifestyles, and the belief of Africans and the church.

He prayed that what he described as a revival would spring from the state and produce evangelists that would drive evangelization in Africa and the Western world, saying the personal knowledge of the Lord Jesus was the solution to the decadence sweeping across many nations.

He commended the Anglican Communion in Nigeria for its stand on gay marriage and pledged his support.

Governor Ortom reiterated that his administration, which was anchored on the fear of God would ensure due process and zero tolerance for corruption, even as it would entrench core values that would enhance the socioeconomic wellbeing of the people.

The Governor assured the Prelate of his readiness to personally participate in the scheduled programme of the Anglican Communion taking place in the state next year and wished them well in their current conference in Zaki-Biam.

The Prelate of the Anglican Communion, Archbishop Okoh had appealed to the Governor to do everything possible to help the church fight against gay marriage in Nigeria.

He noted that Christians, animists, agnostics, and Muslims in the Country were united against such

Gov. Ortom Submits Names Of 13 Commissioner Nominees To Assembly

Gov. Samuel Ortom of Benue has sent the names of 13 commissioner nominees to the House of Assembly for ratification.
The letter was read on the floor of the house by the Speaker, Mr Terkimbi Ikyange, during plenary in Makurdi on Thursday.
Ikyange, while reading the letter, stated that the approval would enable the governor to appoint the commissioners that would support him to steer the affairs of the state creditably.
The News Agency of Nigeria (NAN) reports that the letter was signed by the Secretary to the State Government, Mr Targema Takema.
It stated that the governor intended to bring on board only people of proven integrity.
According to the letter, the appointments are in line with Section 192 of the 1999 Constitution of the Federal Republic of Nigeria.
After reading the letter, the speaker directed the Clerk of the House, Dr Torese Agena, to liaise with the commissioner nominees in order to get their credentials.
The speaker said that the nominees were to submit 31 copies of their resume each for perusal as a prerequisite for the screening

Establishment Of Ranches, Solution To Herdsmen, Farmers Frequent Clashes- Ortom

Governor-elect of Benue State, Samuel Ortom, has promised to establish ranches in order to prevent the incessant bloodshed occasioned by clashes between farmers and herdsmen in the state.

Ortom was of the view that the frequent clashes between Fulani herdsmen and farmers, which had claimed many lives and led to destruction of property and cash crops across the country, would be averted with the establishment of ranches nationwide.

Benue has been a flash point of deadly clashes between herdsmen and indigenes of the state especially those in the rural areas, who are mostly farmers.

In March, one of such clashes led to the death of 84 persons in the hands of the herders with properties worth millions, destroyed. But the governor-elect, who spoke at the Japan International Cooperation Agency in Abuja on Thursday, explained that his government would find a lasting solution to the bloodshed in the state, stressing that security of lives and properties was a top priority for him.

Ortom, who is a former Minister of State for Trade and Commerce, sought assistance from JICA on education, agriculture and sanitation, noting that Benue could benefit from Japanese technology and expertise in these areas.

According to him, Benue State needs quick surgical intervention in various sectors, adding that a partnership with JICA will assist his administration to make concrete progress in core areas that can impact on the lives of the citizens.

He said, “I have always said it that ranching is the best way to end the incessant farmers/Fulani herdsmen clashes in different parts of the country. In other parts of the world, you don’t see herdsmen walking on the road with cattle and other animals; but this is still being done in Nigeria, sadly.

“So, my government will invest in ranches because security of lives and properties is a core area for us. We will end the clashes and bloodshed caused by herdsmen/farmers conflicts and make Benue a peace haven for all”.

Ortom Accuses Suswam Of “Perpetrating Last Minute Frauds”, Vows To Examine His Administration

Benue State governor-elect, Chief Samuel Ortom, has said that he will “look into” Governor Gabriel Suswam’s administration in the state with a view to correct its ills and make government accountable.

Ortom stated this on Tuesday at a briefing in Makurdi, the state capital. He accused Suswam of “perpetrating last minute frauds.”

Ortom spoke through the deputy governor-elect, Benson Abounu, noting that Suswam should comply with democratic best practices of consulting with those who would take over the governance of the state before taking any major decision.
