31 Killed In Kaduna By Herdsmen After Communities Sign Peace Accord

A day after Kaduna State Governor Mallam Nasir el-Rufai, set up a public apology billboard in Samaru Kataf, 31 people have been reportedly killed in Chawai Chiedom, Kamaru Ward in Kauru Local Government Area of the state.

This came as the Kano State Police Command yesterday confirmed that eight members of the Islamic Movement of Nigeria (IMN) popularly known as Shiites had been killed in the state during the clash between the sect members and the police.

The governor had while unveiling the public apology billboard in Samaru Kataf of Zangon Kataf Local Government Area last Saturday, promised that the state government would prosecute people who called on locals to defend their communities.

The communities allegedly attacked on Sunday by suspected Fulani herdsmen, were said to have included Ungwan Rimi, Kitakum, Ungwan Magaji and Kigam in Kauru. About 45 houses were said to have been burnt.

Residents, in conjunction with the leadership of the Southern Kaduna Peoples Union (SOKAPU) were said to have compiled a list of the houses that were destroyed and while the death toll was put at 31.

Iran, China Sign Agreement To Boost Defense-military Cooperation

Iran and China have signed an agreement to boost defense-military cooperation and fight terrorism.

The agreement was inked by Iranian Defense Minister Brigadier General Hossein Dehqan and his Chinese counterpart General Chang Wanquan in Tehran on Monday at the end of an earlier meeting between the two sides.

“The development of [Iran’s] long-term defense-military relations and cooperation with China is among the top priorities of the Islamic Republic of Iran’s defense diplomacy,” Dehqan said in the meeting.

He added that the two countries’ defense-military cooperation would guarantee regional and international peace and security.

He emphasized that all countries in Asia and the Oceania shoulder the responsibility to maintain peace and stability.

“Today, foreign meddling and lack of respect for the national sovereignty of countries have turned the Middle East region into a hotbed of crisis and insecurity in the world and led to [the emergence of] terrorism and its spread throughout the world,” Dehqan said.

He added that the US and some regional countries are supporting terrorism and the scourge is overflowing into Europe, Central Asia and the Caucasus as well as other regions.

“Today, the threat of Daesh and terrorism has turned into an important regional and international challenge,” the Iranian defense minister said.

Kaduna Communities Sign Peace Pact

No fewer than 29 ethnic communities spread across five local government areas in southern Kaduna state have signed a peace pact to stem communal clashes in the area.

This was contained in a communiqué signed by chairmen of the 29 ethnic communities in Kafanchan and made available to the media.

The chairmen expressed worry over the recent communal crises that engulfed southern Kaduna and have resolved to end such clashes and remain in peace with one another .

Leaders from the five local government areas, made up of Kachia, Kaura, Jema’a, Sanga and Zangon Kataf said the pact followed a parley brokered by Swiss government sponsored Nairobi based inter-governmental organisation, Centre for Humanitarian Dialogue.

According to them, more than 20 people were killed in the recent clashes in Jema’a Local Government Area of the state.

Areas affected included Godogodo, Ninte, Gada Biyu, Gidan Waya, Antang and Dogon Fili as well as Kagoro in Kaura Local Government Area.

The chairmen expressed their common resolve to peaceful resolution of all issues that led to the clashes and assured of their peoples continued commitment to uphold the peace in southern Kaduna.

They also acknowledged that the inter communal dialogue process, which focused among other issues on the prevalent farmer and grazer clashes, the return and settlement of internally displaced persons, was a continuous process.

The leaders said that they were committed to sustaining the peace through ensuring the implementation of the dialogue recommendations.

They said that the community-driven approach had given the people more direct involvement in finding solutions to such issues.

“We cultivated a new culture among ourselves of embracing dialogue as the mechanism for dealing with our disputes, hoping to ultimately lead to peaceful co-existence between us.

“The peace pact, entitled ‘Kafanchan Peace Declaration’, also assured that every attempt must be made to end the attacks and ensure that there were no reprisals.’’

As part of fence-mending, the leaders agreed on joint condolence visits to affected families, resettlement of displaced Fulani and natives and to hold perpetrators accountable so as to end impunity.

To ensure permanent end to the conflict, the leaders urged the state and local governments to define specific conflict prevention and goals, and factor the promotion of conflict prevention objectives into polices and legislation.

The communities are to intensify the dissemination of information to the broader community.

The dialogue cut across all levels of civil society and sought the buy-in and support of key stakeholders including the Federal, State and Local Governments, the business community, traditional rulers, community and religious leaders, women and young people.

The bottom up approach provided a different model for addressing the issues and was received positively by the affected communities.

World Class Mineral Discovered In Nigeria, Govt. To Sign Exploration Deal With Australian Firm

A private mining syndicate has made a potentially “world class and highly unusual” Nickel discovery in Nigeria, The Australian, an Australian national newspaper is reporting.

The private mining syndicate is reportedly headed by Hugh Morgan, a mining industry veteran.

“The discovery is unusual because the nickel is found in small balls up to 3mm in diameter of a high purity in shallow soils in what could be the surface expression of a much bigger hard-rock nickel field,” the newspaper said.

“The nickel balls, rumoured to grade better than 90 per cent nickel and thought to be a world first given their widespread distribution, offer the potential for early cashflow from a simple and low-cost screening operation to fund a full assessment of the find that has exploration circles buzzing.”

Details of the discovery are sketchy, according to the newspaper, but it was rumoured to be close to Dangoma, a small farming town about 160km northeast of the Nigerian capital of Abuja.

Checks by showed that Dangoma is located in the North-West state of Kaduna.

When asked to comment last week, Mr Morgan reportedly said it was for the Nigerian government to make an announcement.

Kayode Fayemi, the Minister for Solid Minerals, will be among the speakers at a three-day Africa Down Under mining conference at Perth’s Pan Pacific Hotel, Australia, in September.

“We are a coalition of artists who, today, are joining millions of Americans in our commitment to defeat the presumptive Republican nominee for president, Donald Trump,” the online pledge reads.

“We believe it is our responsibility to use our platforms to bring attention to the dangers of a Trump presidency, and to the real and present threats of his candidacy.”

Herdsmen, Agatu Farmers Sign Peace Accord To End Crisis

Sides to the crisis in Agatu, Benue state, which has seen clashes between Idoma resident farmers and Fulani nomadic herdsmen grazing cattle in the community have agreed to immediately cease all hostilities.

A townhall meeting brokered last week between the 1 Idoma Inititative and the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has resolved MACBAN will direct immediate withdrawal of all herdsmen from Agatu across the border to Nasarawa state while both sides continue dialogue toward a peaceful resolution.

Youths in Agatu will also desist from patrolling the river bank until “better understanding is sought between the two parties,” both sides announced at a joint press conference in Abuja, days after the townhall meeting.

They are asking federal agriculture ministry to consider grazing reserves and map out primary, secondary and tertiary cattle routes, with possible legislative backing, to avoid future conflicts between nomadic farmers and resident farmers.

Both sides have condemned the proliferation of firearms in either community and pledged support for federal, Benue and Nasarawa government to encourage both sides lay down their arms.

Leadership of both MACBAN and 1 Idoma Initiative signed peace documents at the weekend and will be part of a committee set up by the federal government to investigate the cause of the crisis and find a solution.

The committee will also be mandated to ascertain the level of destruction of lives and properties from both sides, according to the peace agreement.

The 1 Idoma Initiative convener Paul Edeh and MACBAN president Muhammadu Kiruwa, alongside MACBAN secretary Baba Othman Ngelzarma and Christian Enenche, president of Agatu Network forum, signed the document.

The two sides recommend for federal government to begin reconstruction, to rehabilitate and reintegrate people displaced from Agatu and compensate herdsmen who lost cattle in the crisis.

Both groups will make up a joint team to face off against the Super Eagles in a football match to raise awareness for peace and raise funds to pay for reconstruction of property destroyed in the clashes, according to the document.

Why I Won’t Sign 2016 Budget In A Hurry- Buhari

President Muhammadu Buhari on Thursday explained why he would not hurriedly assent to the 2016 passed by the National Assembly.

He said he would critically review the document before assenting to it, according to a statement by Femi Adesina the special adviser to the President on media and publicity.

Speaking at a meeting with the United States Secretary of State, John Kerry, in Washington DC, President Buhari said in view of the controversial alteration and padding of the budget proposals, he needed to review the appropriation bill to be certain that its contents tallied with the authentic budget proposal presented to the National Assembly.

“Some bureaucrats removed what we put in the proposal and replaced it with what they wanted,” Mr. Buhari said. “I have to look at the bill that has been passed by the National Assembly, ministry by ministry, to be sure that what has been brought back for me to sign is in line with our original submission.”

Declaring that his administration will continue to vigorously prosecute its war against corruption, President Buhari sought and received an assurance from Mr. Kerry that the United States Government will facilitate the repatriation of all stolen Nigerian funds found within the American banking system.

“It will greatly help our country if you assist us to recover all our stolen funds which we can establish to be within your financial system,” the President told Mr. Kerry.

Responding, the Secretary of State said that he has been told that the stolen Nigerian funds were in “billions of dollars”.

Nigeria, Equatorial Guinea Sign Agreement On Joint Patrols

Nigeria and Equatorial Guinea Tuesday in Malabo signed an agreement on the establishment of a combined Maritime Policing and Security Patrol Committee.

The conclusion and signing of the agreement is expected to enhance security in the Gulf of Guinea and help in curbing maritime crimes such as piracy, crude oil theft, sabotage of oil rigs and arms smuggling.

According to a communiqué issued at the end of President Buhari’s visit to Malabo, both countries also agreed to discuss greater cooperation on oil and gas production and a bilateral trade agreement.

It was further agreed that the Nigeria-Equatorial Guinea Joint Commission will be revived from its present state of dormancy and empowered to play its proper role in the strengthening of bilateral relations between Nigeria and Equatorial Guinea.

President Muhammadu Buhari and President Obiang Nguema Mbasogo expressed satisfaction with the atmosphere of trust and solidarity that now exists between their countries.

In their talks during the two-day visit, the two leaders discussed sub-regional, regional and international issues including terrorism, violent extremism and the state of the global economy, especially as it affects Nigeria and Equatorial Guinea.

They also discussed the crises in some African countries and efforts by the African Union to achieve peace, stability and progress across the continent.

President Buhari who has since returned to Abuja thanked President Mbasogo and the people of Equatorial Guinea for the warm reception given to him and his delegation during the visit.

Nigeria To Sign UN Gas Flaring 2030 Deadline Agreement

With the support of the National Assembly, Nigeria intends to sign the United Nations Agreement on Zero Routing Gas Flaring by 2030, according to the Vice President, Prof. Yemi Osinbajo.

He was speaking on Monday at the opening of the 6th African Petroleum Congress and Exhibition where he represented President Muhammadu Buhari.

The Vice President, who declared the conference opened, said that ending gas flaring was an imperative for African oil producers considering the amount of waste involved, adding that the Nigerian government had set an earlier national target of 2020 to end gas flaring in the country.

While calling on African countries to take advantage of the gas-to-power potentials, he observed that “there is also the gas-to-power challenge in many member-states and the paradox of much gas but precious little gas to fire power plants.”

“It’s time to take a much further stand on gas flaring, both from environmental and a waste-of-needed-resources perspectives,” the Vice President stated to the gathering composed of oil and energy ministers from several African countries and chieftains in the oil and gas sector.

The Vice President explained that the incremental use of gas in Africa’s energy mix has become an imperative, stressing that “if Africa must meet her future energy needs, the issue of the development of a robust gas infrastructure must be jointly addressed.”

According to him, of the over 150 billion cubic metres of associated gas flared annually in the world, “Africa flares an estimated 40 billion cubic metres, while about half of that is flared by Nigeria.” He further observed that Nigeria has the 7th largest deposit of gas in the world with reserves estimated at over 185 trillion cubic feet (TCF), and also the highest quality.

Governorship Aspirants Sign Peace Accord In Bayelsa

Barely one month to the governorship elections in Bayelsa State, aspirants from various political parties have converged to sign a peace accord, to ensure peaceful and credible elections.

The signing of the peace pact which was initiated by the Independent National Electoral Commission (INEC), in collaboration with United Nations Development Program (UNDP), had heads of security agencies, traditional and religious leaders in attendance.

The Resident Electoral Commissioner in the state, Baritor Kpagi, said that information available to INEC suggested that a number of cloned cards were in circulation in the state, and such cards would not be verified by the smart card reader.

“It’s A Trap”, Soyinka Advises Buhari Not To Sign Anti-Rape Bill

Nobel laureate, Wole Soyinka, has urged President Muhammadu Buhari to withhold his assent to the Sexual Offences Bill (also known as the anti-rape bill) passed by the last National Assembly.

In a letter apologizing for his absence at an event marking the June 12 anniversary in Lagos, Mr. Soyinka said that a nation should not be founded on the sexual exploitation of the fragile and innocent.

“President Buhari – and here I make my first imposition on his presidency – should never place his assent on such a nefarious distraction,” Mr. Soyinka, a professor of Comparative Literature, said in the letter to the organizing committee of the June 12 Movement of Nigeria.

“Its implications doom the victim to afflictions that churn the stomach even to think of the human toll. Perhaps those legislators think that vaginal fistula is something thought up by arm-chair critics with nothing better to occupy their minds. No matter, let those who profess a genuine concern declare their stand on this.

“On my part, I find unacceptable any effort to build a nation on perversions that merely minister to man’s sexual appetites. This is a sordid appeasement of a minority who actually require psychiatric help.

“President Buhari should not give his assent to the Bill without amendments that address the earlier Yerimah gift to the nation. It’s a trap.”

The Sexual Offences Bill, 2015, was among the 46 bills passed by the 7th Senate in a last minute flurry of activities last week.
The bill stipulates a life imprisonment for any individual found guilty of rape or sexual intercourse with children under 11 years; 10 years for incest; 10 years for child pornography or a fine of N2 million; and 14 years for sexual abuse, among others.

Mr. Soyinka asked for help in understanding the bill which he described as a case of “rubbing vaseline on leprosy”.

“In this supposedly progressive bill, sponsored by the respected Senator Chris Anyanwu. I could not help but notice a reiteration – as if to ensure that there is no ambiguity – of the word ‘child’, near superfluously,” Mr. Soyinka said.

“Well, we understand ‘child’ as defined in most dictionaries. There is however also child as defined by the Nigerian legislature. This definition is contained in a prior Bill, sponsored, no less, by a notorious serial paedophile and cross-border sex trafficker, yet lawmaker – one Ahmed Yerima.

“Does Yerima’s Bill, gleefully assented to by his peers, not simply vitiate this latter, supposedly humane concern for the protection of the child? Again, I confess to being only a ‘bloody layman’ in such matters.

“However, reading both bills, it strikes me that all the new bill does is empower the clique of paedophiles. All you need do is ‘marry’ even a six-year old under any local laws, and do whatever you want with her. Through marriage, she is already an ‘adult’. Her ‘defiler’ is now fully protected by this law. She is not.”

Mr. Soyinka said that the issue of child protection looms large all over the world, including bills passed or under debate, adding that it defines how a people is viewed in the global community.

“The current bill is the ancient story of locking the stable door after the horse has bolted. End of story? Yerimah and his fellow perverts are having the last laugh,” said Mr. Soyinka.

“This latest addition of insult to social injury was tucked within a last-minute avalanche of bills that were passed at lightning speed during the tail-end of the last legislative assemblage – 47 bills in under 3 hours – surely one for the Guinness Book of Records. An accident? Or by design?

“This bill, subjected to wrong arguments, merely consolidates the reduction of female minors to sex objects. As long as you can afford a bag of rice or – as in the case of cross-border tastes such as Ahmed Yerima’s – ten thousand dollars, you are free to rape a child to death.

“This, surely cannot pretend to represent the will of a people who care. Once you re-define female adulthood as marital status, all subsequent protection bills for the girl-child are worthless, cynical.”

Mr. Soyinka called on Nigerians to learn from the heroes of June 12.

“Few people have done more for the cause of liberation than the hero of this day. M.K.O. Abiola was an open polygamist,” he said.
“None of his wives was ever found to be below the only age of consent that is now needlessly under contention – the scientific. We cannot substitute science and observation for any spurious alibis that sacrifice the child to private lust.”

Jonathan To Sign Constitution Amendment, As NASS Removes Controversial Clauses

The National Assembly has agreed to remove the controversial clauses in the amendments to the constitution under the Fourth Alteration Act, 2015, which it passed this year.

President Goodluck Jonathan had withheld his assent to the amendments to the 1999 Constitution, and the Attorney General instituted a suit against the lawmakers to annul the amendments.

The lawmakers agreed to amend the Act in an out-of-court settlement between the executive and legislative arms of government in Abuja on May 26.

Parties agreed that the views of the president be considered and effected by deleting some alterations in the Alteration Act, 2015, for which the president had withheld his assent.

The six-point of settlement in the suit between the Attorney-General of the Federation and the National Assembly, was made available to the News Agency of Nigeria (NAN) on Wednesday.

According to the terms, NASS agreed to delete alterations made to Section 8 of the Principal Act on referendum in respect of state creation.

It also agreed to delete alterations made to Section 9 of the Principal Act dispensing with the assent of the president in the process of constitution amendment.

NASS also agreed to delete alterations made in Sections 45a-45b of the Act relating to Free Basic Education and Maternal Healthcare Services.

It also deleted alterations made to Sections 150, 174, 195 and 211 of the Principal Act relating to the separation of the office of the Attorney-General of the Federation and Minister of Justice. This also applies to State Attorney-General and Commissioner For Justice.

Accordingly, the suit of the Attorney-General in Suit No: SC/214/ 2015 before the Supreme Court was withdrawn following a motion for discontinuance. The court accordingly struck out the case. It was also agreed that the President Goodluck Jonathan shall assent to the Fourth Alteration Act, 2015.

Why I Did Not Sign Amended Constitution- Jonathan

President Goodluck Jonathan, yesterday, gave reasons why he refused to assent the constitution amendment bill forwarded to him by the National Assembly even as some eminent lawyers backed his decision.

Raising about 13 grounds, President Jonathan in a letter entitled: “Re: Constitution of the Federal Republic of Nigeria, Fourth Alteration Act, 2015,” questioned the power the National Assembly has to arrogate to itself the power to pass any constitution amended without the assent of the President.

He also picked holes in whittling down the power of the President, allowing the National Judicial Council, NJC, to appoint the Attorney-General of the Federation, separating the office of the Accountant-General of the Federation from that of the Federal Government, and limiting the period when expenditure can be authorized in default of appropriation from six months to three months, among others.

Leading lawyers, who endorsed the president’s action were Professor Itse Sagay (SAN), Chief Emeka Ngige (SAN), Mr Festus Keyamo and Mr Kayode Ajulo.

Shocked by the President’s letter, the National Assembly Conference Committee, comprising members of the Constitution Review Committee in both the Senate and the House of Representatives, yesterday, began a two-day retreat to look into the bill and the attendant consequence of the president’s action. It will come out with a definite position on the issue next week.

The President’s letter was read on the floor of the Senate during plenary yesterday by the Senate President, David Mark. But he stopped Senators from debating the President’s refusal to assent to the amended bill, when some senators, led by Senator Sadiq Yar’Adua, APC, Katsina Central, raised a Point of Order, seeking permission to that effect.

The President, in the letter also lamented what he termed as usurpation of powers of the executive by the legislature in the fourth alteration of the constitution.

Shortly after the Senate President finished reading the letter, Senator Abubakar Yar’Adua, APC, Katsina Central, raised a Point of Order, seeking that the Senate be allowed to debate the President’s letter.

He said: “I think it is important for us to discuss that letter and see whether there is need for us to consider the letter or not. I think he has raised very serious fundamental issues, especially in terms of our conscience as lawmakers and his own position as the chief executive officer of the Federal Republic of Nigeria. That is why I am raising this point or order.”

In apparent departure from the statesmanlike disposition of President Goodluck Jonathan, the Peoples Democratic Party, Wednesday morning refused to sign the final result sheet for the March 28 presidential election, won by General Muhammadu Buhari (retd.) of the All Progressives Congress, APC.

President Jonathan, the PDP, candidate, had conceded defeat earlier before the Chairman of the Independent National Electoral Commission, INEC and Chief Returning Officer of the election, Prof. Attahiru Jega, returned Buhari as the President-elect at about 3.44am on Wednesday.

 One of the PDP agents, Godsday Orubebe, who, earlier caused a row when the collation exercise continued on Tuesday, had left the National Collation Centre in Abuja before the announcement of the final result by Jega.
