Reps To Investigate 500m Naira Fund For Chibok Secondary School

The House of Representatives is to investigate why the Girls’ Secondary School, Chibok, Borno state has not being reconstructed despite 500 million naira being earmarked for the project in the 2016 budget.

 

This resolution followed a motion sponsored by Rep Raphael Igbokwe who reminded the House that the former Minister of Finance, Ngozi Okonjo-Iweala had flagged off the reconstruction project.

 

Lawmakers wondered if the funds have been diverted and called for a proper investigation to be done in the matter.

 

The House also resolved that all schools destroyed in the course of fighting insurgency should also be reconstructed.

Jang, Rep Kick Against Grazing Reserve In Plateau

Immediate past governor of Plateau State and senator representing Plateau North in the National Assembly, Jonah Jang, has described the issue of grazing reserve as irrelevant and one that portends grave danger to people of the state.
He therefore asked the Governor Simon Lalong to do away with the policy in the interest of people of the state.
Lalong had earlier endorsed the policy and had already concluded plans to introduce grazing reserves for herdsmen in some designated areas in the state. But in a statement issued yesterday in Jos by his aide, Comrade Clinton Garba, Jang noted that the issue has generated a lot of controversy amongst Plateau people because the government of the day had decided to play politics with issues that affect the very fabric that defines the people’s heritage, culture and their land.
He urged Plateau people to rise against any subtle attempt or otherwise, to cede their land for the purpose of satisfying the selfish and egotistical whims of a few who are hell bent on disturbing the peace.
The former governor, who berated the All Progressive Congress, APC led administration in the state for non-performance, wondered how a government which he said had not shown any interest in developing agriculture in the state in the last one year, had suddenly awoken to support a policy that is neither in the interest of Plateau people nor to the public good, except for “the outrageous contract to supply fertiliser which farmers are yet to receive.”
Jang added: “For the Federal Government which owns no cattle, to connive with willing state governors to impose a grazing reserve policy on hapless citizens who have suffered the brunt of rampaging herdsmen in the no distant past, is not only abuse of their rights but an assault on their already battered psyche.
This must be vehemently resisted.” Jang said his position on grazing reserve policy remains the same both on the floor of the senate and at any other forum that Plateau people have not land to cede the federal government or any group for grazing.
“As a people, who have experienced the atrocities of those who seek to take over their land by whatever means, Plateau people must be resilient in rejecting any law or request that seeks to tamper with their heritage, not even the involvement of the government of the day should deter them,” he warned.
He therefore called on the people to “rise up against any subtle attempt or otherwise to cede their land for the purpose of satisfying the selfish and egotistical whims of a few who are hell bent on disturbing the peace of the state.”
Also, member representing Barki Ladi/Riyom federal constituency in the House of Representatives, Istifanus Gyang in a statement signed by his media aide, Mr Chuwang Dungs, cautioned Lalong against taking actions that would be regretted in the long run, noting that its aftermath could plunge the state into crisis.
He warned that no portion of lands within his constituency should be gazetted for such grazing plan because his people vehemently disagree with it.

Rep Denies Complicity In Power Outage During Saraki’s Trial

There have been allegations of complicity against a member of the House of Representatives from Kwara State, Zakari Mohammed, over power outage during the trial of the Senate President, Dr. Bukola Saraki, at the Code of Conduct Tribunal, CCT, last Wednesday.

However, the lawmaker has denied any involvement in whatever form on the power outage, claiming that the report was stage-managed and politically motivated to hoodwink the public. Reacting to the report associating him with the light-out during Saraki’s trial, he said: “I have read a story in an online medium, which insinuated that I was behind power outage last Wednesday at the sitting of the Code of Conduct Tribunal, CCT, during the ongoing trial of the Senate President, Dr. Bukola Saraki.

“The said publication was not only false but an outright balderdash, sheer rubbish and a deliberate attempt to use this medium to tarnish my hard-earned reputation.

“The so-called stage-managed and politically-motivated report was designed to hoodwink unsuspecting public to believe that I am a violent political office holder.

“To set the records straight, I had no hands in the outage at the CCT Tribunal. I have no relationship with any staff or technicians at the tribunal which would have made me to influence the outage.

“I also do not work with or own shares in Abuja Electricity Distribution Company to have wielded contacts to disrupt power supply to the tribunal. “I have never met with technicians in charge of the alternative source of power for the tribunal.”

Tribunal Sacks Rep For Lack Of School Qualification

The Yobe Legislative Elections Petitions Tribunal sitting in Abuja has nullified the election of a member representing Nangere/Potiskum Federal Constituency in the House of Representatives, Sabo Garba, for lack of educational qualification.

Mr. Garba was elected on the platform of Peoples Democratic Party, PDP.

The three-member tribunal, presided by Frances Ikponmwen, gave the nullification order while delivering judgment in a petition filed by Ali Yakubu of the All Progressives Congress, APC.

Mr. Yakubu and his party had asked the tribunal to nullify Mr. Garba’s election on the ground that he did not possess the requisite qualification to contest the election.

Delivering judgment, the tribunal ordered Mr. Garba to vacate his seat in the House of Representatives.

It also ordered the Independent National Electoral Commission, INEC, to declare the petitioner as the winner of the election and issue Certificate of Return to him.

The tribunal held that Mr. Garba failed to defend the allegation that he did not possess the relevant qualification to contest the election.

Out of the four issues raised by the petitioners – malpractice, noncompliance with electoral guidelines, forgery and lack of educational qualification – the tribunal based its judgment on the fourth issue of educational qualification.

No Senator or Rep Will Earn Up To N1 Million Again- RMAFC Boss

Following President Muhammadu Buhari’s order directing the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) to address public outcry over huge salaries and allowances of members of the National Assembly, the chairman of the commission, Elias Mbam, said on Tuesday that Senators and members of the House of Representatives will earn less than N1 million by the end of next month.

Speaking at the State House after Mr. Mbam made presentation on the activities and challenges of the commission, President Buhari chided the RMAFC for approving excessive remunerations for some political office holders, and urged the commission to seek a proper interpretation of its powers and address the public outcry against the unreasonably high payments.

President Buhari also warned that severe sanctions will be visited on any individual or organisation that violates the directive on the payment of all national revenue into the Federation Account.

Call Oshiomhole To Order, Rep Tells Buhari

The lawmaker member representing Ohaozara/Onicha/Ivo Federal Constituency in the House of Representatives, Linus Okorie, has advised President Muhammadu Buhari to quickly call Governor Adams Oshiomhole of Edo state to order on the purported appointment of two foreign forensic audit firms to look into federal government revenue generating agencies from 2010 to 2015.

In a statement in Abakaliki, Mr. Okorie observed that neither the Mr. Oshiomohole-led National Executive Council Adhoc Committee on Excess Crude Accounts and Remittances to the Federation Account nor the NEC itself has the power under the constitution to make the purported appointments.

He also stated that even if they had the legal authority, the said appointment is contrary to the clear provisions of the Public Procurement Act 2007, adding that the NEC created under the part 1 of the third schedule 1999 constitution (as amended) is merely an advisory body to the President and has no authority to enter into contractual obligations on behalf of the government of the federation.

Rep Advocates Cut In All Govt Officials’ Salary

As the outburst over the alleged jumbo wardrobe allowance for members of the National Assembly, Hon. Chike Okafor has suggested that there should be a cut in overhead, salary, allowances and emoluments for all government officials in the three tiers of government.

Hon. Okafor who represents Okigwe Federal Constituency in the House of Representatives, in an interview with Vanguard in Abuja, Thursday said that the economy was experiencing a serious down turn that had made it imperative to cut costs so as to save money for infrastructural development.

According to him, there was need for downward review of emolument and salary to save more funds to be able to fund infrastructure, provide security, to form and provide jobs, fund education as well as health care delivery.

The former Commissioner of Finance in Imo State said since the economic situation in the country would not allow for an increase in earnings, it was a simple economic balance to hold down cost.

Senator Representing Jonathan’s Constituency & Rep Defect To APC

The senator representing President Goodluck Jonathan’s home constituency in the Senate, Senator Clever Ikisikpo, and Rep. Nadu Karibo, serving member of the House of Representatives from Bayelsa East have defected from the Peoples Democratic Party (PDP)  to the All Progressives Congress (APC).

Others who dumped the PDP for the APC on Wednesday include Hon Azibola Omekwe, reprensenting Ogbia Constituency 1; Hon Fini Angaye , Kolokuma/Opukuma constituency 2 of Bayelsa State House of Assembly, former Ogbia local government chairman, Hon Innocent Kaku and a chieftain of the party, Nadari Banigo.

Announcing their defections, Ikisikpo, who led the defectors, cited neglect and hijacking of the PDP by some selfish individuals. He noted that Bayelsa State would be better represented under the APC platform.

Welcoming the defectors, Timipre Sylva, former governor of the state, said Bayelsans had realised that they needed change and that time had come for them to embrace it.

With The Constitution’s Help, PDP Hopes To Produce New Speaker Of House Of Reps

While the All Progressives Congress delays in agreeing on candidates for National Assembly leadership, the Peoples Democratic Party is reportedly planning to field a candidate on June 6 when an election would be held to pick a new speaker for the House of Representatives.

According to a report by Vanguard newspapers, the PDP caucus has held series of meetings in different locations within Abuja to strategise on how the party can present a speakership candidate to sidestep the APC.

The strategy of the PDP is believed to be hinged on Section 50(b) of the 1999 constitution, as amended, where it is expressly stated that the lawmakers shall pick their leaders among themselves.

One of those championing the move explained in detail to Vanguard what the constitution says about electing a Speaker of the House of Representatives.

“Do not also forget that section 4 of our House rule states that” “a member-elect , addressing the clerk shall propose another member-elect with legislative experience as member of National Assembly to the House to be Speaker and shall move that such member-elect do take the chair as speaker of the House of Representatives”.

“You can clearly see that both the constitution and the House never mentioned that a party or a group of people should pick a speaker rather the members of the Green Chamber on our own should elect our leaders”.

“We are 139 and we can use this figure to turn the table in our favour by fielding a reliable and popular lawmaker who is a great bridge builder among us.”
