Nigeria Immigration Service unveils online Visa-on-Arrival platform

The Nigeria Immigration Service (NIS) has announced the introduction of a liberalised online Visa on Arrival (VOA) facility to the public, especially foreign investors willing to invest in Nigeria.

The Comptroller-General of the NIS, Muhammad Babandede, made the announcement on Thursday in Abuja.

Mr. Babandede said the measure was part of the resolution of the Presidential Enabling Business Environment Council (PEBEC) aimed at attracting foreign investors to the country.

“?As a critical member of the Presidential Enabling Business Environment Council (PEBEC), the NIS has automated its visa application and processing services at all entry points.

“This is to ensure that all genuine requests for Visa on Arrival facility from any part of the world are processed and issued within 48 hours (two working days),” he said.

He explained that the? online VOA application and processing facility is a product of robust visa reforms regime intended to bring Nigeria in tandem with global best practices and attract Foreign Direct Investors and skilled professionals into the country.

The controller-general said the new process was? designed to eliminate all unnecessary bureaucratic visa processing procedures in Nigerian Missions abroad.

He said it was also to serve the interests of would-be visitors from countries where Nigeria does not have a Mission.?

He said that? ?a dedicated e-mail address oa@nigeriaimmigration.gov.ng had been deployed where visa applicants, their representatives or companies could forward their requests and details.

Mr. Babandede said that? a?pplicants were advised to use functional e-mail addresses where copies of approval letter shall be forwarded upon a successful process and payment.?

?”?Applicants are, however, to note that successful payment online is not an approval and should not proceed to Nigeria until you have received “Visa on Arrival Approval letter” duly issued by the NIS Headquarters, Abuja,” he added.?

He said that a VOA desk had been opened at all international airports in the country where visas would be issued upon the presentation of all the necessary travel documents and evidence of visa payment.

The NIS boss expressed optimism that the VOA process and the introduction of the harmonised arr?ival and departure cards would go a long way in attracting investors to the country.

Obanikoro undertakes to return N480m, submits passports to EFCC

A former Minister of State for Defence, Senator Musiliu Obanikoro, has signed an undertaking to return N480m to the Federal Government, The PUNCH has learnt.

Obanikoro has also submitted his United States of America and Nigerian passports to the Economic and Financial Crimes Commission.

In addition, the ex-minister has provided two sureties who are directors in the Federal Civil Service.

Impeccable sources told our correspondent that these were part of the conditions given to the ex-minister for his release.

A source said, “The EFCC asked Obanikoro to submit his passports. He was only willing to drop his Nigerian passport but he has finally submitted the American one. He was asked to produce two directors, who must also present a three-month salary pay slip.

“He has returned N100m and has pledged to return N480m. The actual balance is meant to be N685m, but he was able to provide receipts for some transactions. He paid N85m to someone and that person has been traced.

“He also bought some bulletproof vehicles when he was minister and they will be handed over to the EFCC. The cost of the vehicles will be deducted from the amount that should be returned. Having met the conditions, he should be released any time from now.”

Obanikoro, who left the country around June 2015, was detained by the EFCC on October 17, 2016, after returning and surrendering himself to the commission in Abuja.

He was detained for his alleged role in the diversion of N4.7bn from the imprest account of the Office of the National Security Adviser.

The money was said to have been paid into the bank account of Sylvan McNamara, a company in which his two sons, Babajide and Gbolahan, were directors at the time.

Obanikoro reportedly told detectives that out of the N4.7bn, he paid N3.880bn to Ayodele Fayose and Senator Iyiola Omisore in July 2014, when they were the Peoples Democratic Party governorship candidates of Ekiti and Osun states respectively.

However, detectives challenged Obanikoro with evidence that he also received N785m from the money and asked him to return it.

A source at the EFCC said, “Obanikoro claimed that he used part of his own share to do an anti-Boko Haram campaign in Lagos in 2014. However, we found out that he wasn’t telling the whole truth because some of the money was spent on his governorship campaign when he was contesting against Jimi Agbaje during the PDP primary.

“So, we asked him to return his own share of the money and he has promised to do so.”

Part of the money allegedly given to Fayose was converted to $5.377m and handed to him at Spotless Hotel, Ado Ekiti, in the presence of the then Ekiti State PDP Secretary, Tope Aluko, and other party stalwarts.

Abuja bizman loses filling station, complex to commission

Meanwhile, the EFCC has seized a filling station and a shopping complex from a man who described himself as a building engineer, Abdullahi Rilwan, for failing to explain where he got the money to buy the properties.

The EFCC Act Section 71 (b) gives the commission the power to commence investigations into the property of any person if it appears to the EFCC that the person’s lifestyle and extent of properties are not justified by law.

The EFCC said in a statement by its spokesman, Mr. Wilson Uwujaren, on Thursday, that Rilwan was also arrested for offences bordering on operating a land racketeering syndicate, criminal conspiracy, unlawful possession of classified documents, obtaining by false pretences and money laundering.

According to the commission, the suspect was first accosted in the Kuje Area Council of Abuja during a separate investigation into the $2.1bn arms procurement fraud.

Detectives were said to have visited the area to verify the ownership of several properties suspected to be proceeds of money laundering.

In the course of investigating the ownership of a filling station and a shopping complex both still under construction, located along Pegi Road in the Kuje Area Council, operatives gathered that Rilwan was in charge of the construction work.

The statement added, “Rilwan, who was subsequently engaged, denied ownership of the station but confirmed he was the engineer in charge of the construction work. He admitted to being the owner of the shopping complex. He also told operatives that he was the owner of two companies, Kaibo Oil and Gas and Kaibo Properties, but could not account for his source of wealth.

“A visit to his office, however, revealed that he was involved in several shady and suspicious business deals.”

It was learnt that the revelation made EFCC operatives to beam its searchlight on Rilwan’s business activities.

Subsequently, on October 31, a search and arrest warrant was executed at his Kuje residence.

The statement added, “The search unearthed several implicating documents in his custody, many of which he uses to sell plots of land. Properties recovered from his residence in Kuje included letter-heads in the name of Kuje Area Council, allocating plots of land, an ‘Irrevocable Power of Attorney’ in favour of Air Commodore Bassey Inyang, a ‘Right of Occupancy’ document granted to Henryville Farms, Abuja, among other implicating documents.

“The filling station and the complex are currently under investigation and he would be charged to court as soon as investigations are concluded.”

SSS Blocks Lawmaker From Travelling, Confiscates His Passport

Sunday Karim, a member of the House of Representatives from Kogi State, is currently being prevented by the State Security Service from boarding a flight at Nnamdi Azikiwe International Airport, Abuja, the lawmaker has said.

Mr. Karim, representing Yagba East and West Federal Constituency, says he was on his way to the United States when state agents suddenly seized his passport as he tried to clear immigration.

EFCC Grills Obanikoro’s Daughter Over N800m Transaction, Seizes Her Passport

Operatives of the Economic and Financial Crimes Commission on Friday grilled Shalewa Obanikoro, the daughter of a former Minister of State for Defence, Musiliu Obanikoro, over a transaction of N800m she allegedly made.

Investigators told our correspondent that Shalewa was grilled at the Lagos office of the EFCC for several hours alongside her mother, Moroophat.

An impeccable source at the anti-graft agency said as part of investigations into the N4.7bn allegedly paid into the company account of Obanikoro’s sons – Babajide and Gbolahan – by the Office of the National Security Adviser, the commission started investigating some other members of the family.

The detective said, “Obanikoro’s wife came to our office on Friday morning as part of investigations into the N4.7bn paid into Sylvan McNamara, a company owned by her sons. During investigation, we stumbled on the account of an oil company. We then discovered that Obanikoro’s daughter was a signatory to the account of the oil company and that millions of naira was paid into the account at different times.

“We then invited the daughter and she came to meet us at the office. During investigations, we found out that the daughter gave a standing order to the bank that N800m should be moved into another account. We wondered why such a young girl would have access to such funds so we started quizzing her.

“This is a whole new dimension to the case and we will continue to investigate to find out if it is related to the arms probe or not.”

Obanikoro and his sons, who are citizens of the United States, have remained in the US for over a year.

However, the EFCC swiftly seized the US passport of Shalewa to prevent her from towing the path of her father and brothers.

The investigator said, “We were told that she was planning on travelling to the US soon so we swiftly seized her passport because she is vital to our investigation. However, we told her to be coming from home.”

With This Passport I Thee Wed, UK Marriage Brokers Increase

Immigration to the United Kingdom has been steadily rising over the past 20 years. Although the numbers fluctuate, hundreds of thousands more people now enter the UK every year than leave it, attracted by its (perceived) economic opportunities and political and personal freedoms.

Most Britons seem prepared to welcome them, providing they have entered legally and make an effort to integrate and contribute to society, which of course the vast majority do, but some are becoming less tolerant of the influx. Consequently, in the run up to this year’s UK parliamentary elections (voting takes places on May 7) immigration has become a matter of great contention.

Fearful of appearing weak on the issue, political parties on right and left have clashed repeatedly about which of their respective administrations has set the toughest rules and the highest barriers to entry over the last two decades, with the current Conservative-led coalition government pointing at the barrage of regulations it has introduced in recent years – even though, of course, it has no legal powers to stop the movement of peoples from within the European Union (of which the UK is a member).

Yet as the rules get tougher, it means that people from outside the EU have to try that much harder to get in – and marriage to a partner already entitled to live in Britain is the easiest way.

Every year, over a quarter of a million weddings take place in the UK, mostly between couples with no other motive than a desire to seal a genuine commitment to each other. But among them are thousands of fakes – people who undertake a sham marriage that has been arranged simply because it makes it easier for one of the participants to stay in the country.
