Niger To Hand Over Scores Of Boko Haram Militants To ICC- President Issoufou

The Niger Government has arrested scores of Boko Haram militants and will hand them over to the International Criminal Court (ICC) for trial, President Mahamadou Issoufou, has said.

This is contained in a document from the World Humanitarian Summit, ongoing in Istanbul, Turkey, made available to reporters in New York.

The document said Mr. Issoufou made this known on Tuesday during a high-level leaders’ round table titled “Uphold the Norms that Safeguard Humanity”.

He said the Nigerien government would ensure the militants are tried by the ICC.

“This is something that all countries should do,” he said.

The best way to protect civilians, he added, was to ratify humanitarian conventions.

“Political, military and administrative authorities must be aware of pledges made by Governments and of the sanctions provided for under those conventions,” he said.

Mr. Issoufou added that all countries must take on commitments to respect international humanitarian law and human rights instruments, as well as guarantee that populations in need received humanitarian aid.

I Will Hand Over A Nigeria Completely Free Of Terrorist Strongholds – Jonathan

President Goodluck Jonathan has pledged that he will do all within his powers to ensure that all Nigerian territory still held by Boko Haram insurgents are totally liberated before May 29th.

He made the pledge when he had audience with a delegation of Heads of Customs from the West and Central African Region of the World Customs Organisation led by the Secretary-General of the organisation, Mr. Kunio Mikuriya.

President Jonathan said that he was determined to hand over a country completely free of terrorist strongholds to the President-elect, General Muhammadu Buhari.

The President said that ongoing military operations in the North-East had already recorded huge successes, with two states completely free from the control of terrorists, while operations in the third state had reached a concluding stage.

“We can now say two states are completely free from terrorist control, while in the third state, it is only in one Local Government Area that they are still present. That is in the Sambisa Forest,” he said.

He disclosed that the military had already moved into the forest to seize the remaining camps of the terrorists, adding that the recent rescue of about 300 abducted girls and women was further evidence of the success being achieved in the ongoing operation.

On his decision to concede victory to the President-elect, Buhari, before all the results of the presidential elections were announced, Jonathan said that elections must be approached from a nationalistic point of view.

“Our elections should be about where Nigeria is going. If Nigeria is moving forward, it is for the good of all Nigerians. My children and grandchildren will live and grow in this country and contribute to it.

“I always tell my colleagues to leave office when their time is up. We are trying to encourage African leaders not to remain in power as kings until death,” he said.

Mikuriya in his remarks commended the President for supporting the reform of the Nigeria Customs Service, noting that other African countries had already started emulating the vision, strategy, adoption to new technology and result- oriented training of officers that were captured in Nigeria’s reforms.

Jonathan’s Transition C’ttee ‘Trickish’ – Buhari Campaign Spokesman

The Director, Media and Communication of the All Progressives Congress Presidential Campaign Council, Malam Garba Shehu, has described the transition committee set up by President Goodluck Jonathan, as “trickish”.

The committee set up by Jonathan, who lost the March 28 presidential election, is headed by Vice President Namadi Sambo.

The committee is expected to meet with the one to be set up by the President-elect, Maj. Gen. Muhammadu Buhari (retd.), ahead of the May 29 inauguration of the new administration.

But Shehu, in an op-ed, which was published on Sunday, said Jonathan’s committee was constituted by “the worst of our prejudices”.

The APCPCO spokesman, therefore, warned the Buhari-led incoming administration to be careful about its choice of people who would constitute its own version of the committee.

He stated, “The President, Dr. Goodluck Jonathan, has earned an incredibly high amount of goodwill following his acceptance of the outcome of the election, which itself had the effect of de-escalating tensions not just among Nigerians but all over the continent.

“But the President’s committee on transition and handover looks to be a trickish one. It seems to be like one drawn to ‘massage’ the numbers and ensure safety for ‘team Jonathan’.

“Some names on that list have certainly made the eyes pop out of their sockets. In the President’s list, you have men and women who reflect the worst of our prejudices; men and women who have made themselves the mouthpieces for everything regressive.

“This is one reason why President Buhari and his party cannot be too careful on choosing who they will give their part of the assignment to. There is no room for complacency in doing this either. Nothing that puts the new government at a risk should be allowed to happen”.

Shehu, who cautioned against including politicians in the committee to be set up by Buhari, insisted that the committee should be made up of purely technocrats.

Jonathan Urged To Hand Over Power May 29

Chairman of Inter-Party Advisory Council (IPAC), in Yobe, Alhaji Umar Kukuri, has urged President Goodluck Jonathan to hand over power on May 29, 2015. Huhuri made the call during interview, in Damaturu on Saturday.

He said, “the May 28 handover proposal has generated arguments with a lot of suspicions and interpreted negatively. “So, Mr President should complete the 24- hour difference and hand over power to the president-elect on May 29 to sustain the statesmanship he demonstrated during the election.

“President Jonathan has earned himself international respect when he conceded defeat and congratulated Gen. Buhari. He should sustain this for the remaining period of his administration and beyond.

“Handing over power on May 29 will erase every suspicion, fear of creating vacuum and the judicial interpretation to the difference between May 28 and May 29.’’

According to Kukuri, Nigerians are united towards peaceful transition after the peaceful elections, so, the traditional handover date of May 29 should be respected’’, he said.

He urged the two transition committees of the outgoing and incoming governments to give priority to national interest.

The chairman called on all stakeholders to support a smooth transition from Goodluck to Buhari to consolidate the achievements recorded in the just- concluded election. “The security agencies should also support a successful transition, every Nigerian has a role to play in ensuring a peaceful and successful transition for Nigeria’s democracy to become a role model in Africa.’’

He expressed optimism that the issue will be resolved easily. “l do not see this as a problem, but it seems to be generating serious arguments, l am sure it will be resolved amicably’’, he said.
