NNPC Redeploys Staff; Promotes 108, Demotes One

The Nigerian National Petroleum Corporation, NNPC, has undertaken a massive reorganization, with the redeployment of key officials.

In the redeployment memo obtained from the NNPC, yesterday, while 108 staff were promoted from Manager and General Manager positions to General Manager and Group General Managers respectively, one was demoted from Executive Director to Group General Managers (GGM).

Why no reason for the redeployment was stated, sources in the NNPC said it was part of ongoing restructuring in the NNPC and as key measures to cut cost, boost profitability and help make the corporation commercially viable.

Specifically, Mr. Chidi Momah, who was formerly GGM, Company Secretary and Legal Adviser, was redeployed to become Secretary to the NNPC, while Hadiza Commasie was appointed Legal Adviser; A.A. Adamu, Sarah Ndukwe and O. Omigie were appointed General Managers in charge of Commercial Law, Litigation & Property Law and Corporate Law respectively.

Esther Ogbue retained her position as Managing Director, NNPC Retail; Felix Wono, Executive Director, Pipeline and Farouk Ahmed, Managing Director, Nigeria Products Marketing Company.

Ndu Ughamadu was redeployed from GGM, Government and Labour Relations to GGM Group Public Affairs Department; Adewale Ajayi Oladapo, formerly GM, Technical Services Limited, was reappointed GM, Capital Projects, while Animashaun Onipeko , formerly GM, Companyb Secretary/Legal, Nigerian Petroleum Development Company, NPDC, was reappointed GM, Board Support.

Okonkwo Chukwuma, formerly GGM, Liabilities Management was reappointed Managing Director, NNPC Capital; Wunti Maijama’a was appointed GM/technical Assistant Downstream from a former position of GM, Efficiency Unit.

Meanwhile, the NNPC posted a trading deficit of N17.18 billion for the month of September 2016, dropping further from a deficit of N11.22 billion recorded in August.

500 Women & Girls Infected With HIV In One IDP Camp- HRW

Human Rights Watch (HRW) has alleged, in a report released yesterday, that 500 women and girls have the Human Immuno-deficiency Virus (HIV) in one Internally Displaced Persons (IDP) camp in the North East.

The group cited an unnamed medical worker in its report, who alleged that those infected with HIV in one IDP rose from 200 to 500, with more cases unreported, over fear of stigmatisation.

“A medical health worker in one of the camps, which has 10, 000 residents said the number of people requiring treatment for HIV and other sexually transmitted infections has risen sharply, from about 200 cases when the camp clinic was established in 2014 to more than 500, in July 2016. The health worker said she believed that many more women could be infected but were ashamed to go to the clinic and are likely to be suffering in silence without treatment.” HRW did not, however, name the camp involved.

Promptly, President Muhammadu Buhari has ordered Inspector General of Police, Idris Ibrahim and North East governors, to, as a matter of urgency, commence investigation into alleged cases of sexual abuse and exploitation of women and girls in Internally Displaced Persons (IDPs) camps.

The president was also reacting to allegations of sexual abuse of women and girls in IDP camps in the North East, as contained in the HRW.

Regardless, the president, who described the HRW report as “worrisome and shocking,” said he will wait for the outcome of the investigation before taking action.

His Senior Special Assistant on Media and Publicity, Mallam Garba Shehu  conveyed the president’s directive in a statement, yesterday.

Shehu said the president reiterated welfare of the IDPs, whom he described as ‘most vulnerable of Nigerians,’ remains  a priority of his government. “Nigerians and the international community can rest assured that the allegations raised in the HRW are not being taken lightly. President Buhari has instructed the IGP and state governors of the affected states to immediately, commence investigation into the issue. Their findings will determine the next course of action for the government and define an appropriate response.”

The HRW alleged in its report that “government officials and other authorities in Nigeria have raped and sexually exploited women and girls displaced by the conflict with Boko Haram.”

The group further added that, four months ago, specifically in July, it documented sexual abuse, including rape and exploitation of 43 women and girls living in seven IDP camps in Maiduguri, capital of Borno State.

“The victims had been displaced from several Borno towns and villages, including Abadam, Bama, Baga, Damasak, Dikwa, Gamboru Ngala, Gwoza, Kukawa, and Walassa. In some cases, the victims arrived in the under-served Maiduguri camps, where their movement is severely restricted after spending months in military screening camps.

“It is bad enough that these women and girls are not getting much-needed support for the horrific trauma they suffered at the hands of Boko Haram.

“It is disgraceful and outrageous that people, who should protect these women and girls are attacking and abusing them. Four of the victims told HRW that they were drugged and raped, while 37 were coerced into sex through false marriage promises and material and financial assistance.

“Many of those coerced into sex said they were abandoned after they became pregnant. They and their children have suffered discrimination, abuse, and stigmatisation from other camp residents. Eight of the victims said they were previously abducted by Boko Haram fighters and forced into marriage before they escaped to Maiduguri.”

One In 10 Children Has ‘Aids Defence’, Study Says

A 10th of children have a “monkey-like” immune system that stops them developing Aids, a study suggests.

The study, in Science Translational Medicine, found the children’s immune systems were “keeping calm”, which prevented them being wiped out.

An untreated HIV infection will kill 60% of children within two and a half years, but the equivalent infection in monkeys is not fatal.

The findings could lead to new immune-based therapies for HIV infection.

The virus eventually wipes out the immune system, leaving the body vulnerable to other infections, what is known as acquired human immunodeficiency syndrome (Aids).

The researchers analysed the blood of 170 children from South Africa who had HIV, had never had antiretroviral therapy and yet had not developed Aids.

Tests showed they had tens of thousands of human immunodeficiency viruses in every millilitre of their blood.

This would normally send their immune system into overdrive, trying to fight the infection, or simply make them seriously ill, but neither had happened.

Boko Haram Ambushes Army Commander, Kills One Soldier

The convoy of the acting General Officer Commanding (GOC), 7 Division, Nigerian Army, Brigadier General Victor Ezugwu, was ambushed yesterday morning by suspected Boko Haram terrorists when he was en route to visit troops in Bama, Borno State.

A statement by the spokesman of the Nigerian Army, Col. Sani Usman, said the ambush resulted in the death of one soldier and two others who sustained injuries from the attack.

However, the army convoy was according to the spokesman, able to clear the ambush, killing some of the terrorists and recovering a vehicle and weapons from them. The recovered items included a Toyota Hilux vehicle, two AK-47 rifles and several rounds of ammunition.

According to Usman, the acting GOC continued his operational visit to Bama, while the body of the late soldier and others wounded were evacuated to Maiduguri, the Borno State capital.
The Chief of Army Staff, Lieutenant General Tukur Yusuf Buratai, has also spoken with the GOC after the attack, the statement added.

The Nigerian Army reiterated its unalloyed commitment and determination to continue to clear the remnants of the Boko Haram terrorist wherever they might still be hiding.

The attack on the GOC’s convoy occurred barely 24 hours after the terror group engaged the military in a fierce battle that lasted for several hours in their daring attempt to capture the 113 Battalion at Kareto close to the border with Niger Republic.

Usman also confirmed that two officers and 22 soldiers were wounded in the battle with Boko Haram terrorists in Kareto on Monday.

He said the wounded soldiers were being treated at the Military Hospital in Maiduguri.

The army spokesman said the attack was repelled due to the timely response of the troops and the involvement  of air cover as more reinforcement was deployed.

One Known Ebola Case Left In Guinea After Girl’s Discharge

A dedicated Ebola clinic was treating Guinea’s only known case of the virus on Thursday after the recovery of a girl diagnosed with the disease, the charity running the facility said.

The Alliance For International Medical Action (ALIMA) runs the country’s sole treatment centre in the southern city of Nzerekore, where it has handled six of the 10 confirmed cases recorded since the outbreak was officially declared over in December.

“(Of) six confirmed cases, four have died, one was discharged after recovery and the sixth is still here,” said ALIMA emergency co-ordinator Solenne Barbe.

Barbe attributed the high mortality rate to the fact that the recent patients arrived too late to be treated with a good chance of survival.

The newest confirmed case is an elderly man from Macenta prefecture to the north of Nzerekore, she said, thought to be a healer visited by one of the dead while still alive and infected with the virus.

1. He is hygienic, but cleans his nails and trims his nose hairs outside of a nail salon.

2. He can balance both swag and sophistication and a career and a personal life without too many proverbial exclamation points (and certainly not multiple ones in a text message. No, no, no).

3. He reserves his “LOL” for actual laughter, which he exudes out loud and often.

4. He isn’t looking to play “pen pal” with you through your iPhone because he knows that all text and no play makes Johnny a very dull boy.

5. When he’s interested in a woman, he doesn’t wait three days to call her, but he does actually call her, and when he does, he asks her out for dinner, makes reservations, picks a great bottle of wine (because he knows how to) and then makes sure she gets home safely.

6. If he wants to see her again, he lets her know, and if he doesn’t, he politely lets her know that it was a pleasure to spend time with her, even if it wasn’t. He does, however, let her know gently and firmly enough that he’s not interested so that she doesn’t waste her time thinking it might become something it won’t.

7. He reads actual books and newspapers and holds opinions on everything from scotch pairings to world events all the while understanding that not all of his opinions are facts and that not everyone has to agree with him in order for him to maintain his relationships or his manhood. In fact, he enjoys it when you don’t agree with him because it means he gets to indulge you in a good debate or leave you thinking a little bit harder about things than when you sat down in front of him.

8. He opens doors and takes coats, not because he feels a woman is weak, but because he is strong enough to show that he cares about the comfort of those around him.

9. Sure, he might want to get into a woman’s bed, but he’s also interested in getting into her head as experience has shown him that seduction is a delicate dance and the man who resides in her mind has conquered every other part of her.

10. He appreciates a woman who shows she cares for him, but he isn’t interested in being courted. He enjoys taking the lead in courting and doesn’t need to be “chased” because he’s in desperate need of an ego stroke. He also won’t play “puppy dog” to a woman who takes advantage of this.

11. He doesn’t look to be anyone’s father or savior, and he doesn’t pretend to be the leading man in any woman’s fairy tale. He’s just a man looking for a partner who can slay her own dragons, pay her own bills and explore the world alongside him.

12. He looks for a woman who doesn’t need him, but wants him, not for money or the happiness or a baby or a safety net, but solely for who he is.

13. He has a career, a hobby, a family of close friends and a favorite way to have his steak prepared and he isn’t the least bit intimidated when the woman in front of him shares these qualities; quite the contrary, it makes him want her more.

14. He has taken the time to get to know himself and has a strong understanding of his own character and convictions, what he values and what he doesn’t. He is a man who is honest with himself about himself and therefore is OK being honest with those around him.

15. He takes as much pride in the way he treats women he’s with as he does his job and the way he looks.

16. He’s not the bad boy, a good boy, or a boy at all; he’s a man. A leading man, and he’s looking not for a good girl, but a great woman. One who shares all of the solid qualities that he brings to the table, and perhaps, can teach him something along the way. He’s willing to wait and work for this woman, to fight for her and will gladly hold out for her as long as he needs to. But when she comes along, he doesn’t sit on the fence; he’s smart enough to know when he’s gotten damned lucky. And when she finds him, she should be smart enough to know the same.

Two Suicide Bombers Strike Maiduguri Checkpoint, Kill Soldier

Two male suicide bombers creeping around a military checkpoint at about mid night Tuesday in Maiduguri, Borno state capital, set off the bombs they wore killing a soldier and injuring a young woman, security sources said.

The attack came after nearly four weeks of respite for the troubled city.

Speaking under the condition of anonymity, a witness, who is also commander of the youth vigilante, Civilian-JTF, in Ngomari Area of the city, told journalists that the two suicide bombers were killed instantly, alongside one of the airforce personnel on duty at the checkpoint.

“I was there on duty with the soldiers when the incident happened at about 11 p.m. At that time the curfew hours was getting serious and movements of both vehicles and pedestrians have begun to reduce,” said the Civilian-JTF Commander.
