Verification Uncovers 10,000 Dormant Teachers In Oyo

Ten thousand teachers in Oyo State have been discovered to be dormant after a verification by the government.

They were primary school teachers under the state Universal Basic Education Board.

The government embarked on the verification to get an accurate and reliable database.

The result of the exercise, it said, showed that at the primary school level, pupil-teacher ratio is 14 to 1. Whereas optimally, the ratio supposed to be 30 pupils to a teacher.

Commissioner for Education, Science and Technology Prof. Joseph Adeniyi Olowofela, who spoke to reporters yesterday, described the situation as disturbing and retrogressive.

Olowofela said the outcome of the verification confirmed there were more teachers in some classes than necessary.

He insisted there was no going back on restructuring of schools.

Civil Defence Uncovers 2 Bomb-Making Factories In Maiduguri

The Borno State Command of the Nigerian Security and Civil Defense Corps (NSCDC) on Sunday discovered two bomb-making factories in Dikwa. The NSCDC Commandant in the state, Mr Ibrahim Abdullahi, made the disclosure in an interview in Maiduguri.

Abdullahi said that the factories were discovered during a patrol by men of the command in collaboration with the troops of the 22 Armoured Brigade of the Nigerian Army. “In an effort to comply with the directives of the Ministerial Committee on Resettlement of Liberated Towns by the military, NSCDC had deployed its personnel to Dikwa and are working hand in hand with the military.

“This collective effort has therefore, led to the discovery of two major bomb making factories in two abandoned houses. “Our Detection and Bomb Disposal Unit, Intelligence and Detective Operation Unit in collaboration with the troops of 22 Armoured Brigade of the Nigerian Army have since neutralized some of the live IEDs.

“Some IEDs making equipment, gas cylinders and a jet bomb propeller were discovered and handed over to the brigade command.

“Men of the command also discovered 114 live machine gun ammunition along Dikwa-Mafa road just after Shehuri Village that was abandoned by the insurgents,’’ Abdullahi said.

EFCC Uncovers 37,395 Ghost Workers In Federal Civil Service- Magu

The Economic and Financial Crimes Commission (EFCC) said on Tuesday that the Federal Government had uncovered 37,395 ghost workers on the Federal Civil Service payroll and that the government lost about N1 billion to them.

The EFCC’s acting Chairman, Ibrahim Magu, made the disclosure during an anti-corruption sensitization programme organized by the commission for staff of works and housing sectors.

Mr. Magu said that apart from the widespread procurement frauds in Ministries, Departments and Agencies (MDAs), the issue of ghost workers was a source of serious concern to the commission.

“EFCC has uncovered 37,395 ghost workers in the Federal Civil Service and investigation is still going on.

“Our investigations have so far revealed that the Federal Government has lost close to N1 billion to these ghost workers.

The figure will definitely increase as we unravel more ghost workers buried deep in Federal Civil Service payrolls.’’

Mr. Magu also explained that the commission had established a Procurement Fraud Unit in order to handle the increasing number of petitions relating to violations of the Public Procurement Laws.

He, therefore, advised civil servants to avoid any act that was in breach of public procurement, warning that violators risked terms of imprisonment and dismissal from service.

CBN Uncovers Fraud, Suspends Top Officials

The Central Bank of Nigeria said on Thursday night that it had uncovered what it described as a highly sophisticated plot to defraud the bank by some people.

The bank said in a statement issued at about 10:39pm by the Acting Director, Corporate Communications, Isaac Okoroafor, that while preliminary investigations have not revealed any accomplices within the bank, some personnel within the apex bank had been placed on suspension.

The nature of the fraud was not specified in the statement.

It, however, said the need to place these officials on suspension was to allow for proper investigations by the relevant authorities.

The statement reads, “A highly sophisticated plot to defraud the CBN by some criminally minded elements has been uncovered and aborted by the bank.

“Although preliminary investigations so far have not revealed any accomplices within the CBN, the management has decided to place all key personnel involved in the transaction on suspension.

“This is to ensure a full and unfettered investigation. This incidence has been reported to the relevant authorities.”

The CBN in the statement assured stakeholders in the banking sector that the security within the apex bank remains intact and had not been breached.

FG Uncovers Fresh 11,000 Ghost Workers

The Federal Government is currently working to expose another 11,000 ghost workers on its payroll in its second batch of staff audit.

This is coming shortly after the government deleted 23,000 ghost workers from its payroll and saving the nation N2.29bn per month.

The Minister of Finance, Mrs. Kemi Adeosun, disclosed this to State House correspondents on Wednesday at the end of a meeting of the Federal Executive Council presided over by President Muhammadu Buhari.

She was joined at the post-FEC briefing by the Minister of Information and Culture, Alhaji Lai Muhammed, and the Secretary to the Government of the Federation, Mr. Babachir Lawal.

The minister said her ministry was using what she called computer techniques to investigate the 11,000 affected cases.

She said as soon as the cases were resolved, Nigerians would be informed of the amount saved and the number of names removed again from the payroll.

Adeosun said, “On the issue of the ghost workers, of the 23,000 that we had removed, our payroll has reduced by N2.29bn per month.

“The update on that is that we are now investigating another potential 11,000.

“Again, we are using computer techniques to identify those who we need to investigate.

“So we are now looking at the second batch and as we resolve those cases, we will inform you of the amount saved and the number of people removed.”

The minister added that the FEC had approved what he called the presidential initiative on continuous audit of Ministries, Departments and Agencies.

Adeosun said the initiative would allow government to extend the work beyond payroll to other areas of expenditure.

Report Uncovers Shocking Figures Allegedly Embezzled Out Of Nigeria In 9 Year

Over $7.8 trillion was siphoned from the world’s developing and emerging economies between 2004 and 2013, and over $17.8 billion (about N3.4 trillion) of that amount, was from Nigeria, a new report on global illicit financial flows has said.

Nigeria is among the world’s top 20 countries with the biggest losses from skewed financial transactions, the report noted.

South Africa leads the pack in Africa with $209.22 billion lost over the period. It occupies the seventh position on global ranking.

Globally, China leads with $1.39trillion, followed by Russia ($1.05trillion), Mexico ($528.44billion), India ($510.29billion), Malaysia ($418.54billion) and Brazil ($226.67billion), Thailand ($191.77billion) and Indonesia $180.71billion.

Others include Kazakhstan ($167.40billion), Turkey ($154.50billion), Venezuela ($123.94billion), Ukraine ($116.76billion), Costa Rica ($113.46bilion), Iraq ($105.01billion), Azerbaijan ($95.00billion), Vietnam ($92.94billion), Philippines ($90.25billion) and Poland ($90.02billion).

Illicit financial flows are transactions involving the transfer of the proceeds from the exploitation of the resources from a particular region to another, either through money laundering and other illegal means, or commercial activities, without the commensurate value in returns.

The report published on Wednesday by Global Financial Integrity, GFI, a Washington DC-based research and advisory group, said illicit financial flows from developing and emerging economies, which stood at just $465.3 billion in 2004, rose sharply to $1.1 trillion in 2013 alone.

NACA Uncovers 3500 Male Sex Workers In Abuja

The National Agency for the Control of AIDS (NACA) yesterday has said it recently discovered and identified about 3500 male sex workers within the Abuja city centre.

The agency added that it is worried by these figures because over 60 per cent of these men are married,raising the concern of spouse HIV transmission.

At its maiden lecture yesterday to mark this year’s World AIDS day in Abuja with the theme- Strategies for Ending AIDS in Nigeria by 2030, the Director General of NACA, Professor John Idoko said the agency is now targeting hotspot areas in its drive to end the HIV epidemic.

He said, “We found that in Benue, 60 per cent of men who visited bars, restaurants and hotels were seeking sexual partners while 12 per cent of the females were seeking sexual partners and 9 percent of those who patronise these places are female sex workers.

“We also noticed substantial risk behaviour in rural areas. In Benue, 30 per cent of the unmarried men had visited a worker and 18 per cent had visited a sex worker within the last one month. But this was not the same across the state as some places were high risk areas.”

Nigerian Army Uncovers, Destroys Boko Haram’s Rocket, IED Factory In Bama

The Nigerian Army on Monday said it has uncovered a factory in Bama, Borno state, where the extremist Boko Haram sect manufactures rockets and Improvised Explosives Devices.

The spokesperson for the Army, Sani Usman, who make the disclosure in a statement, also said “troops of the Seventh Division Garrison of the Nigerian Army engaged in Operation Lafiya Dole on Sunday made remarkable progress by arresting a Boko Haram terrorist kingpin, John Trankil, at Kasuwar Shanu in Maiduguri metropolis”.

Mr. Usman, a colonel, also said by arresting Mr. Trankil, the troops averted what would have been multiple bombings in Maiduguri, the Borno state capital.

The statement said, “Preliminary investigation revealed that the suspect said that nine of them were sneaked into the Maiduguri armed with AK 47 assault rifle each and a Hilux vehicle laden with 20 Improvised Explosive Devices meant to be detonated at some selected targets in the city.

“The Theatre Commander operation LAFIYA DOLE, Major General Yusha’u Mahmood Abubakar, commended the efforts of the troops and renewed calls for troops and the public to be more vigilant and security conscious particularly at all check points, markets, worship centres, motor parks and schools.

“In a related development, troops of 21 Brigade Nigerian Army, while on offensive operations on Boko Haram terrorists location, with the support from the Nigerian Airforce discovered and destroyed the terrorists’ Improvised Explosive Device (IED) and Rocket making factory along Bama-Gonin Kurmi within the outskirts of Bama town, Borno State.

“The items recovered includes gas cylinders, welding machine, pipes and poles. Others include locally made rocket shells, large quantity of assorted chemicals, unprimed IEDs and various technical and laboratory equipment suspected to be stolen from schools’ laboratories around Bama before they were dislodged from the area.”

House Uncovers Extra Budgetary Spending

The House of Representatives has questioned an extra budgetary spending of over 222 billion Naira for fuel subsidy by the Executive.

The Chairman of the Ad-hoc committee on the Non-Implementation of the Capital Component of the 2015 Budget, Aliyu Pategi, made the discovery during a presentation from the Ministry of Finance on Tuesday.

The committee once again queried the presentation from the Ministry of Finance and the agencies that appeared before the committee.

The Chairman of the House Committee, inquired if a figure of 222 billion Naira said to be spent on fuel subsidy crisis was contained in the budget.

The lawmakers also queried an extra 615 billion Naira loan raised by the Executive without recourse to the National Assembly.

Army Uncovers Massive Illegal Oil Bunkering Site

Nigerian Army has uncovered a massive illegal oil bunkering site barely two weeks after heightened security operations in the area. And strangely too, the location is about one kilometre from the Nigerian Ports Authority (NPA) in Port Harcourt, Rivers State. Thirteen suspects were arrested.

According to the Commander of 2 Brigade of the Nigerian Army, Port Harcourt, Brig.-Gen. Stevenson Olabanji, who broke the news, thousands of litres of illegally refined diesel were discovered at the site. He said Army operatives were immediately deployed to the site at Makoba Beach, after a tip-off. It was gathered that the site is also about two kilometres away from the Rivers State Government House.

Olabanji said: “About 16:40 hours on Monday, we got an information that some illegal bunkering activities were going on along Makoba Beach. On arrival at the area, our personnel discovered illegal activities including bunkering of illegally refined petroleum products and lifting of diesel to local boats…”

Panel Uncovers 991 Sanitation Ghost Workers

A total number of 991 ghost sanitation workers have been uncovered by a committee set up by Kano State governor, Abdullahi Ganduje, to screen 2,620 sanitation workers in the state.

The committee also discovered that some former commissioners and serving directors were involved in fraudulent inflation of the number of sanitation workers to feed fat on their stipend.

Reports gathered that suspicion of public funds being siphoned by some officials in the state prompted government to commence verification exercise in order to ascertain the exact number of the sanitation staff.

The committee, headed by the state commissioner for Water Resources, Usman Riruwai, also discovered dead staff and children on the sanitation workers’ payroll.

A credible source in the committee said apart from 991 ghost workers, 402 existing street cleaners never reported to work for over year.

The source, who preferred anonymity, said the screening exercise would save the state government “at least N12 million”, noting that those who accused government of sacking workers would now see the rationale behind the decision.

Nigerian Army Uncovers Road Bombs Near Gwoza

Nigerian army uncovered Wednesday five bombs planted by Boko Haram militants along a road in besieged Borno state. The troops cleared the explosives from the road which led from the northeastern town of Gwoza, the terror group’s former headquarters.

“The explosives have since been defused and destroyed by the team of Nigerian army engineers,” Nigerian army spokesman Col. Tukur Ismail Gusau told reporters in Abuja. The Nigerian military also discovered a suspected Boko Haram hideout in Dikwa, less than two weeks after recapturing the town from the Islamist militants in Borno state.

The hidden den was packed with weapons and equipment which were suspected to be used by the Nigeria-based terrorists to construct explosives. The troops recovered rocket propelled grenades, compact discs and machines used for drilling, filling and cutting.
