Indonesia To Execute Nigerian, Other Drug Convicts This Week

A group of drug convicts including foreigners will face the firing squad in Indonesia this week after authorities Tuesday gave notice of their executions, a diplomat said, despite protests from governments and rights groups.

Syed Zahid Raza, the deputy Pakistani ambassador in Jakarta, told AFP the convicts, who include a Pakistani, could be executed around midnight Friday after officials signalled the start of a 72-hour notice period at a meeting with diplomats.

Nationals from Pakistan, India, Nigeria and Zimbabwe are expected to be executed alongside Indonesians. Officials say no Europeans or Australians will be included in the third round of executions under President Joko Widodo.

Indonesia sparked international outrage with its last batch of executions in April 2015 when it put to death seven foreigners, including two Australians. But Widodo has insisted Jakarta is fighting a war against drugs and traffickers must be harshly punished.

Pakistan has so far publicly voiced the most concern about the upcoming executions, and its foreign ministry Tuesday summoned the Indonesian ambassador to Islamabad to convey their concerns about the case of their national, 52-year-old Zulfiqar Ali.

Activists say that Ali, sentenced to death in 2005 for heroin possession, was beaten and tortured into confessing and did not receive a fair trial. Rights groups have also called on Indonesia to halt the planned executions, citing worries about irregularities with some convictions.

EFCC To Arraign NAMA Chiefs In Lagos This Week

Indications emerged yesterday that the Economic and Financial Crimes Commission, EFCC, would any time this week arraign the arrested and detained officials of Nigerian Airspace Management Agency, NAMA. A source close to the agency confided in our correspondent that the officials, who are still being held at EFCC’s custody in Abuja, would be brought to Lagos to face justice. Those in EFCC custody include Managing Director of the agency, Engr. Abdulsalami Abubakar; director of finance and accounts, Mrs. Clara Aliche; general manager (Finance), Segun Nurudeen Agbolade; acting general manager (Procurement), Muyiwa Adegorite; acting general manager (ICT), Akinribido Bolaniran; acting general manager (Electromagnetic Services), Atiku Abubakar; and Felicia Agubata (project manager). The officials are held over allegations of financial impropriety amounting to about N5 billion.

It was gathered that the anti-graft agency would in a matter of weeks, visit the Nigerian Civil Aviation Authority, NCAA, over alleged corrupt practices. Those arrested were made to explain how Abdulsalam and his predecessor, both singlehandedly signed off payments of over N3 billion on ‘questionable contracts’ between 2013 and 2015. Documents obtained by our correspondent revealed that the bulk of the payments were for clearing of containers and customs duties, which amounted to N2,101,689, 304.14 within the period under review. Most of the clearing/ customs duties payment were said to be non-transparent, as the agency had never really undertaken any “major importation that warrants payments in tens of millions of naira at different times as claimed by the management.”

New Electricity Tariff Out This Week- NERC

Nigerians will this week know the new tariff for electricity, the Nigerian Electricity Regulatory Commission (NERC) said at the weekend.

The regulatory agency said at a workshop in Abuja that it had considered the submissions of the 11 electricity distribution companies (Discos) in Nigeria’s electricity market, and would after a final regulatory meeting in the week, announce the new rates.

The Chairman of NERC, Dr. Sam Amadi, said the regulator had held meetings with the Discos to finalise their respective tariff proposals. He said that the commission had also got feedbacks from both government and the Discos and would now conclude the process.

“We have gone to the Discos, gotten feedback; gone to government and gotten feedback. We have not finalised. In our view, we have basically done the crunching of numbers,” he said, adding: “It is not about tariff increase, it is also not about their financial outlay. We have done the technical work, remaining the regulatory work. By next week, we should sign off on the new tariff.”

Amadi’s disclosure follows that of Minister of Power, Works and Housing, Mr. Babatunde Fashola, who last week announced that NERC and the 11 Discos had been directed to meet and come up with what he described as a fair market tariff.

President Buhari may assign portfolios to his ministers this week.

A source from the Presidency said that it is most likely that the President finalizes all plans on the list and might make final pronouncement on the matter.

“Yes it is most likely that the portfolios for the new ministers may be announced this week but remember that this is entirely the President’s prerogative as he has the final say on it and once it is decided, ours is to publicize his decision,” he said.

He said that the list of ministers which has gone viral on the web should be disregarded as those who published those names and portfolios are merely making guesses.
