Why Senate Rejected Buhari’s $30bn Loan Request

The Senate, yesterday, unanimously, threw out President Muhammadu Buhari’s request for external loan of $29.96 billion to execute key infrastructural projects across the country between 2016 and 2018 because the letter conveying it was not accompanied by a borrowing plan.

The Senate did not even discuss the request as it died immediately it was mentioned as an executive communication by Senate Leader, Senator Ali Ndume.

However, the Presidency, in a swift reaction by Senior Special Assistant to the President on National Assembly Matters, Senate, Senator Ita Enang, said it would engage the Senate and provide all the needed documents and borrowing plan.

The matter came up soon after the Senate convened for the day’s plenary and the request was number one under Executive communication in the Order Paper.

Leader of the Senate, Senator Ali Ndume, moved a motion that the request be considered and his motion was seconded by the Deputy Minority Leader of the Senate, Senator Emmanuel Bwacha.

President of the Senate, Bukola Saraki who presided over the plenary, put the question forward whether or not the request should be debated.

However, Senate President Saraki was interrupted by Senator Dino Melaye, APC, Kogi West, who raised a point of order. He was still speaking when he was cut short by Saraki, who insisted that the question be put forward before Melaye’s position will be accommodated.

Senate President Saraki, thereafter put it to vote and the nays had it. Senator Saraki who was surprised and apparently out to give President Buhari a soft landing, decided to put it to vote the second time and the Senators again thundered ‘nay’ and the Senate President had no option than to rule in favour of those who voted against collecting the loan.

The request was shot down at about 11am yesterday.

Why I Rejected Ambassadorial Nomination– Tallen

A former deputy governor of Plateau, Mrs Pauline Tallen, has  said that she turned down her ambassadorial nomination in order to be fair to other parts of the state in terms of federal appointments.

Tallen, a former Minister of Science and Technology and Labour Party governorship candidate in Plateau in 2011, made this known in Abuja on Monday.

“I hail from the same local government and tribe with Gov. Simon Lalong. I turned down the nomination because of balancing of appointments; I don’t think it is right for me to accept the appointment.

“Secondly, proper consultation was not done, my governor was not consulted because I called him when he was in United States of America to ask but he said that he was not aware.

“For me, I was consulted and I turned down the appointment even before the announcement was made,” adding that “my husband’s ill-health is another reason why I will not accept the appointment.

Tallen said that Mr President gave her another option and also assured her that Plateau would not miss its two slots.

The former deputy governor, who appreciated President Muhammadu Buhari for the honour, said that her name was not included on the list of nominees and was surprised when the announcement was made.

She further said that her decline would not affect Plateau chances for the two slots as another name had already been submitted in her stead.

Meanwhile Gov. Simon Lalong has described Tallen’s decline as an exhibition of political maturity.

“Plateau is always on the front-burner when it comes to politics, that shows her maturity not just in Plateau but as a national figure.

“Once things are not done properly, it is better for a leader and a mother to come out and say that things are not done properly in the interest of the state.

“When I heard the announcement I was very shock because what happened was without proper consultation,” he said while interacting with newsmen in Abuja.

The governor said that his administration was working toward addressing the issue of balancing appointments, and pointed out that he had already discuss the issue  with Mr President in their last meeting.

Lalong said that the opposition was already saying that the appointments were lopsided, but stressed his administration was a government of change and they would only do what would favour all sections of the state.

He appreciated Tallen for her decision, and assured the people that their quota would be filled and he would go further to ensure that  distinguished sons and daughters of Plateau get more appointments.

How Senators Rejected Bill Seeking Gender Equality

Nigeria Senate on Tuesday blocked a bill seeking equal marital rights for women.
The bill, titled “Gender Parity and Prohibition of Violence against Women”, was presented by Abiodun Olujimi, representing Ekiti south, during the senate’s plenary session.
According to Mrs. Olujimi, the bill would seek equal rights for women in marriage, education and job.
She said if the bill was passed, a widow in Nigeria would automatically become the custodian of her children in the event of the death of her husband, and would also inherit his property.
The deputy senate president, Ike Ekeremadu, supported the bill. He said Nigeria would develop if women were given the same rights men have.
“Only last night, I was going through a document prepared by George Bush of America. Those countries that are doing well are those who give women opportunities,” he said.
“Where I come from, women don’t eat egg and are restricted from touching the non-essential parts of animal. But now that has changed. What is needed is time and education, not necessarily legislation. We will continue to encourage our women. I support this bill”, he said.

The Senate Majority leader, Ali Ndume, criticised the bill, and urged Nigerians to stick with either religious or traditional marriage.
Sani Yerima, a senator from Zamfara state, condemned the bill, arguing that it was in conflict with the Nigerian Constitution.
He said the bill negates the principles of the Sharia law, which the Constitution recognises.
The bill was defeated when the senate president, Bukola Saraki, put it to vote.

Jonathan Rejected BoT Chairman Offer, Says Senior Party Leader

President Goodluck Jonathan turned down his Peoples Democratic Party’s offer to head the party’s Board of Trustees, before a former minister was appointed on Monday, a senior party leader has said.

The outgoing president was rumoured to be preparing the grounds to take over as chairman of the troubled party’s BoT, following a precedent set by former President Olusegun Obasanjo.

That speculation gained fillip after the party’s BoT chairman, Tony Anenih, who resigned last week, said he was stepping down to pave way for the president to assume the post as he leaves office.

But on Monday, the party’s BoT named Haliru Mohammed Bello, a former defence minister and acting chairman of the party, as its new acting chairman after a late night meeting at the presidential villa in Abuja.

Speaking to journalists after the meeting which ended at about 11:15pm, the Deputy Senate President, Ike Ekweremadu, said Mr. Bello was nominated to act for the next few months.

“Haliru Mohammed Bello was selected as the Acting Chairman of the BOT during the BOT meeting to serve for the next few months,” he said.

On his part, BOT Secretary, Walid Jibril, said President Jonathan had rejected the offer of becoming the party’s BOT Chairman.

According to him, Mr. Bello is to act for about two to three months when election will be conducted to choose a substantive chairman.

Mr. Bello accepted the position and promised to work hard to bring the party back to its feet.

Among those who attended the meeting are the immediate past Chairman of the Board of Trustees of the PDP, Tony Anenih, Acting National Chairman of PDP, Uche Secondus.

Others include a former Minister of Information, Jerry Gana, PDP Women National Leader, Kema Chikwe, former Deputy Senate President, Ibrahim Mantu, Chief of Staff to the President, Jones Arogbofa, Senator Hope Uzodinma, BOT Secretary, Walid Jibril, former Minister of Women Affairs, Josephine Anenih.

Over 103 Nigerian Products Rejected Globally- FG

The Federal Government on Thursday lamented that within the last five years, over 103 Nigerian products, which were exported to other countries, have been rejected for not meeting acceptable international quality standards.
The Minister of Industry, Trade and Investment, Mr Olusegun Aganga, stated this in Abuja while unveiling the new office complex of the Standards Organisation of Nigeria. Aganga said the high volume of rejected products was not acceptable.
He attributed the development to lack of accredited laboratories in the country, where the products could be tested before being shipped abroad. For instance, he said while the rate of rejected products exported from Nigeria was over 103, countries like South Africa and Ghana had just six and seven rejected products.
The minister, however, said with the reforms that had been carried out by the current administration within the last four years, Nigeria now had an internationally-accredited laboratory in Lagos, which would help to check the drift.
He explained that since the laboratory in Lagos meets international standard, any product tested there would be acceptable anywhere outside the country, thus saving the huge revenue being lost to manufacturers and countries wherever there was product reject.
He said, “We all say we want to diversify the economy with a view to increasing our income from non oil products. But there is no way we can achieve this without having quality infrastructure such as the laboratory.

“For instance, we could not export yam to the United Kingdom because we do not have a laboratory to test it here. Those who export products in Nigeria take them to Ghana to test them and the credit goes to Ghana.

Why Jonathan Rejected Amendment Of 1999 Constitution

President Goodluck Jonathan has defended his decision to reject amendments to the 1999 Constitution by the National Assembly.

In a correspondence from the President read on Monday at plenary by the Senate President, David Mark, Jonathan said he would not assent to the amendments because they do not satisfy the strict requirements of section 9(3) of the 1999 Constitution. Charles Akpan, Assistant Director in the Presidency, said the President in his correspondence faulted some errors in the amendment.

These include the non compliance with the threshold specified in sectionn9(3) of the Constitution, alteration cannot be valid with mere voice vote unless supported by the votes of less than four fifths majority of members of the National Assembly and two thirds of all the thirty six House of Assembly, right to free basic education and primary maternal care services imposed on private institutions and 30 days allowed for assent of the President.

Other objections by the President includes limiting expenditure in default of appropriation from six months to three months,  creation of the Office of Accountant General of the Federation distinct from the Accountant General of the Federal Government, allowing National Judicial Commission to now appoint the Attorney General of the Federation rather than the President.

He accused the National Assembly of unjustified whittling down of the Executive powers of the Federation vested in the President by virtue of section 1(5) of the 1999 Constitution, said Akpan.
