Proprietors Of Private Schools Cry Out Over Multiple Taxes In Plateau

Proprietors of private schools in Plateau have cried out over what they called multiple taxes in the state.
They also expressed the fear that “such massive extortion” could lead to the closure of some institutions.

“The taxes are not only very heavy, but so many.

` We have been trying to get the authorities to harmonise them otherwise it will be very difficult for many of us to cope,” Chief Ezekiel Sabo, President, National Association of Proprietors of Private Schools (NAPPS) in Plateau, said on Sunday.

Sabo, in an interview with the News Agency of Nigeria (NAN), listed the taxes to include the N200,000 charged schools whose registration process was still on-going.

Other charges, he said, included the annual renewal fee of between N75,000 and N200,000, depending on the number of arms as well as the Pay As You Earn (PAYE) taxes paid on behalf of school workers.

He said that the proprietors were also charged separate taxes, depending on the income and size of the school.

“In the case of proprietor’s tax, government officials will just call for your books, assess them and declare what you will pay.
` Nothing is specified and there is no criteria to prepare you ahead,” he said.

Other charges include tenement rate paid to local governments in addition to that collected by the Fire Service.

Sabo said that NAPPS had met with officials of the Ministry of Education, Board of Internal Revenue and local government councils where it pleaded that the taxes be reviewed and harmonised to ease payment.

“We need such review and harmonisation to enable us plan ahead and stay afloat,” he said.

On service delivery, he said NAPPS had mapped out strategies, including peer review mechanisms as well as consistent training of teachers to boost quality.

He called for a law to make it mandatory for individuals or groups seeking to establish private schools to first seek clearance from NAPPS so as to ensure quality and minimise proliferation of private schools.

“NAPPS should be given powers to regulate schools.

“Such powers will include inspecting the emerging schools to be sure they met standards and conformed with basic requirements,” he said.

Sabo also called for more involvement of NAPPS in educational policies, wondering why the body was usually left out in spite of the crucial role it was playing in the provision of quality education.

He also decried a situation where assistance to schools was never extended to private schools.

“The private and public schools have one goal – educating young Nigerians toward a better country; so it is wrong to assist one and leave the other since the goal and benefits are one,’’ he said.

Sabo, who also reacted to the alleged involvement of private schools in examination malpractice, said:

“I don’t know about the situation in other states, but in Plateau, not many private schools are guilty of that.

“In 2014, for instance, out of nine schools indicted for examination malpractice during WAEC and NECO examinations, only three were private schools.

“In 2015, nine schools were also indicted; none of them was a private school.’’

He said that private schools were usually more careful during the examinations “because the torch lights of examination bodies are always on us.

“We have the fear that anyone that is caught will have his school closed, in addition to other sanctions.

“But for the government schools, the worst punishment is to transfer the principal, so they do not have much to lose,” he explained.

Sabo, however, urged government and other employers to de-emphasise certificate qualifications and rather opt for quality and experience so as to minimise the craze for undeserved grades at examinations.

The president said that NAPPS would soon set up a disciplinary committee to check unwholesome practices among members, vowing to rid private schools of people whose main concern was profit.

Deputy Speaker Decries Lack of Activity In Plateau LGs

The Deputy Speaker, Plateau House of Assembly, Mr Yusuf Gagdi, has decried what he called “lack of activity” in the state’s 17 local government areas.

This, he said, had worsened the plight of people in the rural areas.

“The House of Assembly makes laws for the local governments and approves funds for their activities, but we have not seen any improvement in the areas,” he told the News Agency of Nigeria (NAN) in Jos on Wednesday.

He said that the situation was telling on the welfare of the rural poor because the local government councils were statutorily expected to provide most of the basic needs of the poor.

“It is the business of the local governments to promote hygiene and primary health care; they are also supposed to provide markets, feeder roads and culverts.

“But if you get to any local government now, you are going to find that even common medicine in the rural clinics must have been supplied by the state government.

“You will also find that potholes are being fixed by the state, which also provide refuse bins.

“ So, you keep wondering what the local governments are doing as the tier that is supposed to be the closest to the grassroots,” he said.

He said that the House had resolved to send its committee to all local governments to verify what was going on.

Gagdi wondered why the management committee chairmen of the local governments had not been able to deliver and vowed to tackle those found wanting.

NAN reports that three months into his administration, Gov. Simon Lalong had dissolved the elected council executives and appointed management committees to steer their affairs.

Gagdi, in his assessment, alleged that none had executed any meaningful projects and programmes that would impact on the people at the grassroots.

According to him, between 80 and 90 per cent of on-going projects at the local government tier were being carried out by the state government.

He said that many local governments secretariats were eyesores, having been taken over by weeds, while structures and vehicles were dilapidated.

The deputy speaker wondered what the management committees were doing with the “ huge monies , especially the Value Added Tax (VAT) released to them over time.’’

“The VAT monies should particularly be accounted for because it is solely for development,” he said.

Preaching Laws To Be Enforced In Plateau State

Plateau State Governor Simon Lalong has indicated that his administration will enforce the laws regulating religious preaching to guard against hate speech and to stave off religious crises.
“Here, we are keeping to the old law regulating religious activities,” the governor said when he met with newsmen at a parley organised to mark his one year in office. “Whether you like it or not, we must implement some of the rules,” he added.

Lalong was responding to a question on whether the state would introduce legislations to regulate religious preaching as done in the neighbouring Kaduna State, where Governor Nasir el-Rufai sent an executive bill to regulate public preaching.
Lalong said Plateau would not initiate a bill for such a law, but added that there was already a law to regulate public preaching by religious organisations. He said the state would not hold back from enforcing the law.
“Because there was no regulation, we had this case of Boko Haram from the grassroots. It metamorphosed into what we are going through now,” Lalong said, recalling that in his time as speaker of the state legislature, the House had responded to pressures from concerned persons to initiate and pass a law in that regard.

Plateau To Reduce Dependence On Federal Allocation – Lalong

Plateau governor, Mr Simon Lalong, says his state is already diversifying its economy in order to reduce dependence on allocation from Federation Account.

He made this known in Abuja on Friday at the All Progressives Congress Media Roundtable.

The governor said that development of the state was on course but said that it was gradual.

He appealed to Nigerians to be patient and give President Muhammadu Buhari’s administration at least a year for the change being yearned for to be felt.

“We know people are expecting change but they should also understand the economic situation; we need to be patient with the reform that is going on so that the expected change will come. Let us give ourselves at least one year and see what the president and states are doing. Some of us are already diversifying.

We are moving into agriculture and other ways of diversification.

For me, if you give me between six months and one year and with adequate funding, like getting our full bailout, let me go into Internally Generated Revenue.

By God’s grace, when you come, you will see a different Plateau,’’ he said.

On the president’s trips, Lalong said that they would be beneficial to the nation at the long run.

“I don’t see anything wrong with it. Presently, I am granting an interview in Abuja and not in Jos; if I didn’t travel to Abuja from Jos, who will fight for my bailout?

For example, foreigners have stopped coming to Jos due to insecurity. If you want private investors, you have to travel all the way to Abuja because that’s where the foreigners are.

“That is also exactly what Mr President is doing. He is trying to attract private investors into the country to do business. He has been invited to several workshops and seminars.’’

Concerning the allegation that lawyers were part of the reason why the corruption fight was slow, the governor who is a lawyer said “If there are allegations against a profession like that, it is good to be specific.

“Each profession has a way of disciplining its members. This means that there are members who are recalcitrant.

So, it is better to name those lawyers, arrest, investigate and prosecute them.

I also have been detained by the EFCC in 2005/2006 for more than 40 days before I was later prosecuted, discharged and acquitted by the Supreme Court.

“All of that was because I wanted to follow due process with regards to illegal impeachment.’’

On the need to assign more women into positions of authority, he said that they had important portfolios in his government because he believed in their capabilities.

“We have three female commissioners; the Commissioner for Finance is a woman and that of Agriculture whose ministry is the thrust of our diversification programmes.

“We also have seven permanent secretaries who are doing excellently well; so we are taking good care of women affairs in the state,’’ he said.

TSA: Plateau Recovers N2.7 Billion

Gov. Simon Lalong of Plateau on Friday disclosed that the state government had recovered N2.7 billion through the implementation of Treasury Single Account (TSA) in the state.

Lalong made this known at the All Progressives Congress (APC) media roundtable in Abuja.

According to him, the money, which had hitherto been missing, was traced to some accounts in the state and have been recovered.

He said that the recovery had enabled him to pay workers in the state, who had been on strike for months, at a time.

“Recently, we recovered about N2.7 billion in the state, money that was regarded as lost. We traced and recovered the money which was meant for teachers.

“Teachers, civil servants, the judiciary had gone on several months of strike; some nine, some 11 but now, since I came on board, we did our best. We now have arrears of salaries of only two months.

“For teachers, we paid all; they are back to work. The judiciary is also back to work. So, for the plateau, we are moving on well.

“In the area of corruption, we are putting pressure on the Economic and Financial Crimes Commission (EFCC) to hasten their investigations so that they can begin prosecution and we can also gain recovery of looted funds,’’ Lalong said.

He said that several other cases had also been sent to the EFCC and the Independent Corrupt Practices and other Related Offences Commission (ICPC), “which will yield results soon’’.
He disclosed that like the Federal Government, there was pressure to stop prosecution of some cases, while some people with concrete evidence refused to come out to testify.

He, however, said that such antics did not and would not deter the government from pushing for the recovery of stolen funds in the state.

The governor said that he was unsure why other governors were finding it difficult to implement the TSA, disclosing that the merits of the system outweighed its demerits.

“I am not an accountant but immediately I became aware of both the advantages and disadvantages of TSA, I gave the instruction that it should be implemented.

“I organised a committee immediately and today, TSA is being implemented.

“I don’t know why some governors are finding it difficult to implement TSA in their states but out of the TSA implementation in our state, we have gained some dividends.

“We are now tracing some accounts that were not known to us before and we are seeing some excesses in those accounts, especially in some of the ministries.

“So, I will advise other states that have not yet implemented TSA to do so,’’ he said.

Lalong assured that in spite of the reduction in monthly allocation to the state, there would be no downsizing of workers in the state.

“It will be very difficult to downsize on the plateau; I don’t intend to and I will not. All I want to do is to maintain what I have and also improve on it.

“That’s why our concentration is on improving on the revenue so that we can, if possible, employ additional workforce.

“Downsizing in this present administration is going to be very difficult; the president has advised state governments and even corporate organisations not to downsize,’’ he said.

The governor said that although he was yet to pay all outstanding salaries, he would do so as soon as the Federal Government paid the bailout he applied for in full.

“Before the issue of bailout, we had already started paying workers in the state.
When the issue of bailout came, we applied for N10 billion which was supposed to be for the arrears of salaries for about eight to nine months and so far, we have only received N5 billion.
“Plateau was supposed to get N10 billion for salaries and for infrastructure but all we have got so far from the Central Bank of Nigeria is N5 billion.
“Even with that, we have been able to clear most of the arrears of salaries; we only have an outstanding of two months salaries not paid in our state.
“We have paid all the outstanding salaries for all our local governments. If I am able to get my balance of N5 billion, within a week, all the remaining salaries would have been cleared.’’

He spoke in Jos at the swearing in of three newly appointed judges into the Plateau judiciary.
“Your role is very crucial to protecting the dignity of the human person; a society without justice cannot stand, so you must strive to ensure that Nigerians get justice at all times,” Lalong said.
He expressed his administration’s commitment toward a strong, vibrant and independent judiciary, and challenged judges as the pillars of that system to live up to expectation.

Bye Election: PDP Cede Assembly Ticket To Late Member’s Relation

The Peoples Democratic Party (PDP) in Plateau, has given its ticket for upcoming House of Assembly bye-election for Qua’pan North seat to Mr Alloy Daboer.
The election, which has been fixed for No. 29 by the Independent National Electoral Commission (INEC), is to replace Geoffrey Dashe, the member representing the constituency but died in August.
Publicity Secretary of PDP in the state, Peter Shyepsuk, told the News Agency of Nigeria (NAN) in Jos that Daboer emerged through consensus.
He said that five people indicated interest in the race but that the number was later reduced to two, from whom the candidate was chosen without going through real primary.
According to him, one of the last two aspirants conceded to Deboer after some deep consideration.
Shyepsuk said that Daboer was ‘’very capable’’ of replacing the late Deputy Chief Whip, adding that all stakeholders were behind him.
‘’We won the seat on April 11, and we shall win it again on Nov. 29,” he said.
He explained that the choice of Daboer was not just because he was a relation of the late member, but because he possessed requisite qualities that would make the party to win the election.
“The party had earlier prepared to conduct primaries, but after due consultations with elders and stakeholders from the constituency, Daboer emerged through consensus.
“We actually wanted the primaries, but the PDP Constitution allows for a candidate to emerge via consensus, and so, what we did was legal and in line with our vision.
”We are not fielding Daboer because he is a relation of the deceased member, but we have been following his antecedents.
‘’Indeed, we are convinced that he has won the trust and confidence of his people,” Shyepsuk said.
He, however, said that the party would not relent but would put in everything to win the poll.
“We are not resting; we are not sleeping; we are not taking anything for granted. We do not want to lose that seat because it is very dear to us,” he emphasised.

Plateau State Secure, Safe For Investment- Lalong

The Governor of Plateau State, Mr. Simon Lalong, on Thursday said the people of the state now enjoy peace, having successfully overcome the security challenge that bedevilled it.

He said the state government will do everything possible to push for the reactivation of the Inland Dry Container Port being executed by the federal government in Jos, the state capital.

Lalong, who made the statements during a working visit to the management of the Nigerian Shippers Council in Abuja, said that contrary to fears created in the minds of people about the security situation in the Plateau, the entire state now enjoys relative peace and order.

He said Plateau state is about 80% peaceful.

“Apart from the issue of cattle rustling that is also rampant in other parts of the north, the state is now enjoying a peaceful atmosphere, which is good for business. I must say that we have received a lot of cooperation from Mr. President, because anything we ask in terms of security, we always get. So, for now we have a very peaceful atmosphere for people to invest,” he said.

He expressed the hope that as soon as the Inland Dry Port project is completed, actual export and import business will boom  in the Plateau.

He said having been informed of the reasons why the project was kept on hold, his administration would take immediate measures to reactivate it.

“I am personally interested because he said the idea of the ICD was mooted when I was the Speaker of the House of Assembly but was disappointed the project has been abandoned,” he said.

The two communities attacked in two days are Inding village and Ropp village, both in Barkin Ladi local government.

In the attack in Ropp village on Wednesday afternoon, nine members of the villages were burnt to ashes inside a room they were hiding.

Chairman of Barkin Ladi local government, Hon Emmanuel Loman who confirmed the attacks said the attackers came in hundreds and surrounded the village preventing the villagers from escaping.

The council boss said, “These killings are becoming too much and we have been shouting on top of our voices but the appropriate authorities paid deaf ears to our cries.”

According to Loman, “In the last two weeks, over sixty people has been Killed by gunmen in Barkin Ladi local government alone.”

One of the victims of the Ropp attack who escaped narrowly, Samson Dadu said, “At first, the gunmen came and rustle 38 cows from the village. Those cows were recovered the next day by the special task force when the stolen cows were being transported to the local government.

“But after recovering the stolen cows from the Fulanis, they mobilize themselves and attacked people of Inding village where they killed 7 people.

“The next day the attackers came in hundreds and surrounded the whole village, they set every house ablaze and if the occupants of the house try to escape they are either shot dead or hacked down with matchet.
