Buhari appoints Aliu Aziz As New NIMC DG

President Buhari yesterday approved the appointment of Engineer Aliyu Aziz Abubakar, as the new director general and Chief Executive Officer of the National Identity Management Commission (NIMC). The new DG was a pioneer staff of NIMC and the director, Information Technology/ National Identity Database department of NIMC before he retired in 2014. He holds a B.Eng in Civil Engineering and M.Sc in Structural Engineering with Specialty in Computer Aided Design from the Ahmadu Bello University (ABU) Zaria.

National Identification Number Becomes Mandatory From Sept 1- NIMC

The issuing authority for National Identity, the National Identity Management Commission (NIMC) has directed that all transactions involving the identification of individuals must be done with the National Identification Number (NIN) beginning from 1st September this year. The Commission has therefore urged on all Nigerians to avail themselves the opportunity of enrolment into the National Identity Database and be issued a National Identification Number (NIN), which is the single version of truth and the foundation identity.

Pursuant to section 27 (1) and (2) of the NIMC Act, 2007,  the Commission said these transactions, include: application for, and issuance of an International Passport; opening of individual and/or group bank accounts, all consumer credits; purchase of insurance policies; the purchase, transfer and registration of land by any individual; National Health Insurance Scheme, such transactions that have social security implications, registration of voters, payment of taxes, and pensions, etc. In a statement yesterday, the Commission’s General Manager, Inspectorate, Regulatory & Compliance Services, Mrs. Hadiza Dagabana said, “any  government agency/institution, bank, insurance company and all other institutions offering services and/or involved in transactions requiring the identity of an individual must first demand for the NIN.  Any individual, institutions/body who fails to comply with the above has committed an offence under the punishable under section 28 of the NIMC Act,”

FG Inaugurates Committee To Probe NIMC Labour Crisis

The Federal Government has inaugurated an independent committee to address the labour crisis between the National Identity Management Commission and the Association of Senior Civil Servants of Nigeria.

Deputy Director of Press, Federal Ministry of Labour and Productivity, Mr. Samuel Olowookere, disclosed this in a statement in Abuja on Friday.

The statement noted that the committee, inaugurated by Dr. Clement Illoh, the Permanent Secretary of the ministry, would look into the purported certificate forgery and irregular career progression in the commission.

It quoted Olowookere as saying that the upgrade and promotions resulting in proposed dismissal of some staff of the commission were also to be considered by the committee.

He said, “I have no doubt that the outcome of this assignment will put to rest all the suspicious misconceptions, ill feelings, emotional outbursts and tension this crisis has generated in the commission.”

He said members of the committee were drawn from the ministry, NIMC, ASCN, Ministry of Interior, Ministry of Justice and Office of the Secretary to the Government of the Federation.

Other members of the committee were drawn from the Office of the Head of Civil Service of the Federation and the Federal Civil Service Commission.

He added that the single term of reference of the committee was to ascertain whether the disciplinary actions taken by NIMC were based on due process, transparency and accountability.

NIMC: 406 Sacked Staff To Face Criminal Charges

Director General of the National Identity Management Commission (NIMC), Mr. Chris Onyemenam has revealed that 406 disengaged staff from the NIMC would be facing criminal charges as required by the constitution.

The Director General disclosed this at a press conference in Abuja where he also denied embezzling N30 billion meant for the production of the National Identity card.
According to him,

“It is not true that NIMC has planned to sack or retrench 1,000 workers. However 406 senior members of staff who falsified their service records and thus have been profiting from that fraud, have been formally reported to the appropriate offices for further action.

Embezzlement of N30 billion again is misunderstanding of the facts that has been
interpreted to suit the presenter’s purpose. In September 2011 government approved N30.066 billion from the procurement of cards and the accelerated expansion of the back end. And within budgetary constraints, we are very proud of the support we have received “

ThisDay adds that he revealed that the said money was meant for a period of three years and the commission had already received N17.2 billion out of the 30 billion, adding that N940 million was spent on the redundant staff sacked in 2012. The DG noted that:

 “Management has ensured that all annual accounts of the NIMC are audited and approved by the Board before submission to the Office of the Auditor General of the Federation as required by law.

It is also published on our website as part of an annual report on the NIMC for each year. The 2014 Accounts that has just been approved by the Board will be published shortly”.

Onyemenam disclosed further that it was not true that management planned to declare redundancy or undertake any retrenchment.

“Management has not behaved with impunity nor did it disobey any Court Orders. All due processes were followed and appropriate approvals obtained as necessary by NIMC Management in the discharge of its duties,” he noted.
