FRSC Clears Air On Motor Vehicle Registration, License Plates

Following repeated complaints from Nigerians about the discrepancies in obtaining motor vehicle licence plates, the Federal Road Safety Corps, FRSC, has issued a statement to clarify issues bordering on vehicle registration in the country.

The statement said the FRSC is only required by law to produce license plates for onward distribution to states’ internal revenue boards.

The statement, which was signed by the agency’s head of media relations and strategy, Mr. Bisi Kazeem, said only states are permitted by law to issue number plates to citizens.

“The FRSC responsibility is to design and produce vehicle number plates by virtue of Section 5(g) and Section 10 sub section 3(f) of the Federal Road Safety Commission (Establishment) Act, 2007. After production, the number plates are handed over to the States through States Boards of Internal Revenue (SBIRs) who now sell to the public.”

Nigerians have berated the FRSC for its handling of motor vehicle registration across the country, describing it as “cumbersome” and “exploitative.”

But in his statement, Mr. Kazeem said the FRSC does not partake in decisions about license plates fees but only collaborates with states to set national standards and develop reliable database for motor vehicles.

“The payment for number plates by motorists is strictly within the purview of the States since such payments are regarded as road taxes. In like manner, registration of vehicles is also the responsibility of the State Licensing Authorities. The FRSC however, collaborates with the State agencies involved to set national standards anto develop a reliable national database for all registered vehicles in Nigeria.”

Solid Minerals Operators Rush To Beat License Deadline

The Federal Government has raised more than N500m as licensees and leaseholders in the solid minerals sector struggle to beat Thursday’s deadline for them to activate their operations or lose their licenses.
Investigation by our correspondent on Wednesday showed that the Mining Cadastral Office handling the regularization of the licenses was besieged by the beneficiaries of leases and licenses due to the revocation threat.
As a result, it was learnt that more than N500m had been paid into the government coffers as the beneficiaries had been going to the banks to pay necessary fees that had accrued from holding dormant approvals granted by the Federal Government.

NCC Renews MTN’s License

The Nigeria Communication Commission (NCC) has extended MTN Group’s operating license, the company said on Tuesday, quelling fears that Africa’s biggest mobile phone firm would have to pay a $5.2 billion fine before the license could be renewed.

Johannesburg-based MTN is in talks with the Federal Government about the fine, imposed on its unit in Nigeria for failing to cut off more than 5 million users with unregistered SIM cards, Reuters reported.

Nigeria has been pushing operators to verify the identity of their subscribers, on concerns that unregistered SIM cards were being used for criminal activity in a country facing an insurgency from the Boko Haram sect.

“We view this extension as a demonstration of confidence in MTN’s capacity to continue to provide ground-breaking and innovative services to its customers,” Reuters quoted MTN corporate affairs executive, Akinwale Goodluck, as saying in a statement.

NBC To License Free View TV Channels

The National Broadcasting Commission has commenced the process of issuing licences for the provision of free view digital television content to be transmitted to Nigerian households.

In a statement issued in Abuja on Tuesday, the Director of Public Affairs, NBC, Awwalu Salihu, said the regulatory agency, after a detailed assessment of the current television market, observed serious gaps in the content available to serve the social and economic needs of Nigerians.

It, therefore, invited prospective service providers to submit proposals for meeting the gaps as a preliminary step towards applying for licences. The regulatory agency categorised FTV digital television into several genres, including general entertainment, kids, lifestyle, sports, movies/soaps/sitcoms, music, documentaries and factual/news.

It stressed that the channels would strictly comply with the programming mandates of the commission as well as the Nigerian Broadcasting Code and other conditions to be set out in the licences to be granted to successful applicants.
