Lagos State Government approves death sentence for kidnappers.

Following the spike in the rate of kidnapping across parts if Lagos State, the Lagos State House of Assembly has approved death sentence for kidnappers, whose victims died in their custody. This development was announced after the end of plenary session by the House yesterday, Thursday, January 5, 2016.

The approval which criminalizes kidnapping in the State followed the adoption of a report presented by Adefunmilayo Tejuosho, the Chairman of the House Committee on Judiciary, Petitions, Human Rights and Lagos State Independent Electoral Commission, LASIEC.

Furthermore, the Kidnapping Prohibition Bill 2016 prescribed life sentence to kidnappers, whose victims did not die in their custody.

The law as passed states that any person, who kidnaps, abducts, detains, captures or takes another person by any means or tricks with intent to demand ransom or do anything against his/her will, commits an offence, and liable on conviction to death sentence.

The law, which criminalised attempt to kidnap, also stipulated life imprisonment for anyone who makes attempt to kidnap another person.

Also, the bill is against false representation to release a kidnapped or abducted person. This attracts seven years imprisonment.

The lawmakers also approved 25 years imprisonment to whoever threatens to kidnap another person through phone call, e-mail, text message or any other means of communication.

This development as however led to mixed feelings among Mainlanders following the increased rate of kidnapping in the State.

This is due the recent happening on Wednesday, January 4, 2016, in Owode end of Ikorodu Road after gunmen stormed the area where commuters and other residents were kidnapped in the process.

Similarly, a little girl was kidnapped around the Iyana Ipaja end of Lagos same day. According to the relative who shared the information on social media, the little girl was abducted by a “light skinned man”.

As a result residents have resorted to the use of local vigilante groups to ensure the protection of their area from kidnappers.

While commenting on this, a resident of Owode told InsideMainland that “we need to protect ourselves from the kidnappers who are bent on causing havoc anywhere they go.”

BokoHaram commander arrested in Ikorodu, Lagos – Buratai

A top member of the Boko Haram sect has been arrested in the Ikorodu area of Lagos state on Saturday.

This was revealed by Tukur Buratai, chief of army staff.

Buratai said this during the reopening of two major roads in the state.

The roads – Maiduguri-Gubio-Damasak and Maiduguri-Monguno-Baga – were closed during the height of the activities of the insurgents in 2013.

He charged his men to arrest fleeing members of the sect.

“You must maintain the momentum of the operation. We must pursue the terrorists wherever they are. We must not allow them to regroup,” he said.

He said in spite of the takeover of the insurgents’ last strong hold in Sambisa forest, “we have no time to waste”.

Buratai described the seven-year fight against the Boko Haram insurgents as “quite sober and touchy”, saying that a number of officers and soldiers had lost their lives in the war.

He prayed for the repose of their souls and vowed that the army would recommit itself to the fight until “remnants’’ of the terrorists were cleared.

Lucky Irabor, theatre commander, operation Lafiya Dole, had earlier said that the north east had been secured.

He also said insurgency had brought untold hardship on the people of Borno and the entire north-east zone.

Lists of projects targeted at Ikorodu residents captured in Ambode’s 2017 Budget

Lagosians were taken by surprise on November 29, 2016, when Lagos State Governor, Mr. Akinwunmi Ambode announced his mind-boggling N813BN 2017 budget for the state – the largest budget ever proposed by a single state in Nigeria’s history.

The budget tagged as ‘The Golden Jubilee Budget’ – coinciding with Lagos state’s 50th anniversary – is over 150billion Naira more than that of 2016 and has been distributed equitably across several sectors including Education, Health and – of course – Transport, with Health sector getting the ‘Lion share.’

However grandiose the budget might appear, it leaves in mind a question of whether in Ambode’s pursuit to urbanize Lagos state, pressing issues on the grassroots level will receive any attention.

Shortly after Ambode proposed the budget to the Lagos House of Assembly, Honorable Sanai O. Agunbiade, representative for Ikorodu constituency, carved out from the budget the provision made specifically for the people Ikorodu.

In a document titled ‘Highlights of Ikorodu’s gains in the 2017 budget as presented by Gov. Ambode,’ he listed six (6) communal projects the budget proposes to embark on in Ikorodu.

  1. Agric-Isawo-Owotu-Arepo Road in Ikorodu
  2. Igbe-Igbogbo Phase II- Bola Tinubu Way in Ikorodu.
  3. Ikorodu-Agbowa-Itoikin-Ijebu Ode Road Project in Ikorodu axis
  4. 114 Local Government Roads project
  5. The Fourth Mainland Bridge in 2017
  6. Art theatre in Ikorodu with a 400-seater hall

Although Ambode laid emphasis on projects in the Health sector saying it will receive the ‘lion share’ of the budget, no project in that regard has been made known.

More importantly, Hon. Agunbiade also promised his constituents that the much awaited Ikorodu Stadium would be ‘physically and financially ignited in year 2017.’

Depending on how you look at the Golden Jubilee Budget, Ambode’s effort is either history in the making – or a disaster waiting to happen.

“We’re Ready To Surrender” – Ijaw Militants in Lagos, Ogun States.

Just few days after Ijaw Youth Council claimed that the guys attacking, looting communities in parts of Lagos and Ogun states were not from Ijaw, some revelations are beginning to play out.
Militants and pipeline vandals within Arepo have indicated their commitment to surrender their arms to the Federal Government.

Leader of the Ijaw militant group – Forest Soldiers and Adaka Boro Last Born – General Agbala, told The Sun in a private telephone interview that they are agitators and not criminals.
The Army, Air Force and the Navy, have been giving them the heat through aerial bombardment to rid the Arepo area of criminal elements.

The operation which also involve the Police, the Department of State Services (DSS) and the Nigeria Security and Civil Defence Corps (NSCDC), has recorded substantial success.

The militants leader, Agbala who spoke partly in pidgin English in the wake of the bombardment of the areas, said he has been doing his best to rid the area of criminal elements, saying that kidnapping has never been in his line. He said a visit to Ogun State would reveal that he had in the past handed over a man named Ototo to the police, Bishibishi and other boys.

Agbala said, “something like kidnapping, armed robbery, I am not involved. But na some bad people dey spoil my name up and down. Na im make me dey vex.”
Speaking on their interaction with the government delegation that visited their camps, Agbala said the visit took place last year and he was the one who received the officials.

Agbala said they told the government delegation that they had no problem with anyone, even as he stated that they had since been waiting for the implementation of the negotiation before the ongoing crisis started. On how to end the pipeline vandalism, Agbala said the government delegation requested they stop vandalizing pipelines so that they would be given contract to secure the pipelines, some would be sent to school, while others would engage in vocational training.

Asked to distinguish between vandals and militants, particularly where his group belong to, Agbala said even though they are in Ogun and Lagos states, they are of Ijaw origin.
Corroborating Agbala’s submission, the General Secretary of Forest Soldiers and Adaka Boro Last Born, Honourable Omomoh, said they have always been assisting government in ridding the areas of criminal elements, saying they made some arrests in the past which the State Anti Robbery Squad (SARS) in Ogun State can testify to.
“We are still waiting for them. We are always loyal to the government, but the casualties recorded are too high,” Omomoh declared.

Meanwhile, the Joint Force, Operation Delta Safe (ODS), has allayed the fears of people in the Niger Delta region over any possible break of law and order.

The Commander of the ODS, Rear Admiral Joseph Okojie who spoke in Yenagoa, Bayelsa State vowed that the military would not abdicate its responsibilities to protect the territorial integrity, lives and property in the region.
While dismissing threats by those he stated have no social base, he assured that ODS with its multi agency composition is capable of nipping any security situation in the bud.

Ijaw Militants Hit As Heavy Military Bombardment Begins At Arepo Creeks, Other Parts of Lagos.

There was pandemonium on Thursday in the Arepo area of Ogun State and some part of Lagos State after the military bombarded the base of suspected militants in the states.

The PUNCH learnt that scores of militants were reportedly killed in the joint military operation which lasted for more than one hour.

A source said the military attacked Fatola, the base of the militants, adding that houses around the area were shaken by the impact of bomb explosions on the Ijaw militants.

He said, “There has been a lot of commotion. The Nigerian Air Force bombarded Fatola, in Arepo, which is the base of the militants. They are shelling the place with fighter jets. Some soldiers also surrounded the area to make sure that if any of the militants should run out, they would be gunned down.”

A resident said people in the area had started fleeing their homes due to the bombardment.

Another resident in the Imushin area of Ogun State told our correspondent that two aircrafts were involved in the operation, adding that only one base of the militants was attacked.

He said, “An aircraft had actually been surveying the creek for the past three days. But a second one joined this evening around 6pm. All we heard was a sudden bomb blast released from the second aircraft. But it appeared that some of the militants had fled into the bush. There are four major bases of the militants in the creek and they are led by two men- OC and Agbala. If the military can get these two people, then they would have succeeded in clipping the wings of the militants.”

A community leader, who claimed to have spoken with one of the officers, said, “The military officer said residents should not panic because it was a military exercise. I also gathered that the casualty figure was high and that a lot of the militants had been killed.”

The Director, Defence Information, Brig. Gen. Rabe Abubakar, confirmed the operation, saying it involved the army and the navy.

He said, “The military only conducts its routine operation for the purpose of denying the vandals and other criminal elements from causing terror in the area. The operation, codenamed, Operation Awatse, was initiated by the defence headquarters to dominate the area with a view to flushing out all manners of criminals including militants and saboteurs. The operation involved the joint forces of the navy and army and it has been successful.”

The Police Public Relations Officer, Lagos State, SP Dolapo Badmos, said the police were part of the operation.

She said, “The Nigerian military and policemen from the Lagos and Ogun commands are part of the operation. We are sweeping through the waterways where we share boundaries to end the activities of the militants. It is a continuous exercise and we cannot tell the number of casualties.”

The acting Police spokesperson, ASP Abimbola Oyeyemi, promised to call back our correspondent, but he had yet to do so as of press time.

Three Rescued Ikorodu Schoolgirls Recovering

The three female students of Babington Macaulay Junior Seminary (BMJS) who were rescued from kidnappers on Sunday are recovering, it was learnt yesterday.

Oluwatimilehin Olusa, Tofunmi Popoolaniyan and Deborah Akinayo were rescued by the police at Igbo-Okuta Bridge, after spending six days in the Adamo creeks, Ikorodu with their abductors..

The teenagers, who were on Sunday, initially taken to their school to be reunited with their parents, were conveyed in a white school bus to the hospital inside the Police College, Ikeja, for medical examination.

It was learnt that the traumatised girls, are undergoing therapy, surrounded by their parents and loved ones.

Oluwatimilehin’s father, Ven. Victor Ayo Olusa, who is also the Excutive Secretary of the Anglican Schools’ Management Board, said medical examination had been conducted on the teenagers.

He said the girls were recovering, adding:

“No, they have not resumed school yet and all three of them are in the same location. They are in the country.

“Like any other person, we were in a state of anxiety and tension when they were held hostage. It was unimaginable and very traumatic.

“But as Christians, we were optimistic.  We had faith that they would come back. We believed that no matter how bleak a situation, God will intervene.

“The girls were traumatised when they were rescued. It was not easy for them. Imagine someone who is used to sleeping on the bed to start sleeping in a place that is not conducive.”

“They are recuperating. Yes, medical examination has been conducted on them. They are happy being surrounded by their loved ones but at times, they feel down when they remember that they were isolated.

“All three of them are classmates. We do not want to subject them to anything that will make them recall while they were in captivity,” he said.

Ikorodu Robbery Suspects Drag IGP To Court

The four suspects paraded in connection with the recent bank robbery in Ikorodu, Lagos State, have dragged the Inspector General of Police before a Federal High Court sitting in Lagos, saying that their alleged confessional statements given out to journalists, was extracted from them behind their lawyer.

The suspects – Agbojule Bright, Promise Abiwa, Monday Omoboye and Monday Ikuesan, were on July 6, 2015, paraded by the police in connection with the robbery of the Ipakodo branches of First  and Zenith Banks in Ikorodu, where an 18-man gang, which they allegedly belonged to, made away with about N80 million on June 24, 2015.

In their fundamental rights enforcement suit filed before Justice Mohammed Yunusa, counsel, Akanbi, claimed that the police violated the right of the suspects to remain silent or to avoid answering any questions until consultation with a legal practitioner or any person of their choice as stipulated by Section 35(2) of the 1999 Constitution.

Akanbi in the suit said that the suspects “made confessional statements to newsmen under duress,” arguing that the police had no right to parade the suspects to be interviewed by the press “unless such a suspect wishes to give interview after the matter has been charged to a court of competent jurisdiction.”

Ikorodu Heist Was Planned In 30 Minutes, Suspect Says

The police paraded suspects in the Ikorodu bank robbery, yesterday. About N80 million was reportedly carted away a fortnight ago by the robbers in a heist one of the suspects said was planned in just 30 minutes.

According to one of the suspects, 25-year-old Bright who has fathered two kids, the robbery was carried out by an 18-man gang.

Bright, a graduate of English/Christian Religious Study from the College of Education, Ekiadolor, Edo State, said a meeting with members of the gang, chaired by the gang’s leader, whose identity he gave as Million, was held in Abule area of Lagos same day the operation was carried out.

“Million is our leader. I was introduced to the gang by a friend named Akpan. I joined because I had no means of feeding my family. I am a wood logger, but business has been bad.

“Akpan took me to the gang’s meeting same day of the operation, on June 24, at Abule Ishawo area of Ikorodu. Those of us from Lagos included myself, M. O., Kelvin, S. K. Careboy and Million, while the rest were recruited from Warri, Delta State, by Million.

“He also brought eight rifles and two pump action guns from Warri, including the two operational vehicles. He taught us how to aim at our targets during the meeting, which lasted 30 minutes, with each of us instructed on what to do on reaching the venue.

“My role was to stand outside, with one of the pump action guns, shooting sporadically. I was also instructed to shoot at anyone who dared to intrude, while the boys recruited from Warri confronted the police.

“I had over 900 cartridges. At the end of the operation, we escaped in a fibre boat and went to the creeks, where the loot was shared. At the creeks, we analysed the operation and Million said we did well, promising to use us for subsequent operations.

“I was not allowed to go near where the money was counted. Million and other leaders counted the money. But Akpan told me they got N80 million. I was given N2 million.

“I bought a Lexus SUV for N1.5 million and I gave my wife N30,000 to enrol for an exam. I also gave some of my friends out of it and also bought jerry cans for my brother, who is a pipeline vandal.

“Million instructed those from Warri to set the operational vehicles ablaze before leaving the scene. That was after the numbers plates were removed,” Bright said.

Bright said the 18-man gang was also responsible for the Lekki and Ijede bank robberies but said he was not part of the two operations.

Other suspects paraded are Omoboye, 39; Ikuesan, 37, and Abiwa, 20.

Outgoing Lagos Commissioner of Police, Kayode Aderanti, said that the arrest was a demonstration of his earlier assurance to the people of the state that no criminal would go scot-free.

The soldiers alerted the Lagos command on the development.

The Lagos Command under Kayode Aderanti raced to pick the suspect.
