Governor Ugwuanyi Promises Better Welfare Of Inmates In Enugu

Enugu State Governor, Ifeanyi Ugwuanyi, has assured the inmates in the state of his resolve to attend to their welfare.

Speaking during his 53rd birthday celebration at the Enugu Maximum Prisons, Governor Ugwuanyi said he has set aside funds and necessary logistics to lawyers and Civil Society Organisations to secure the prompt release of inmates.

“Having taken notice of the over-crowding or congestion in the prisons, especially the ever-growing population of inmates that are awaiting trials, we have set aside funds and we are providing necessary logistics to lawyers and civil society organisations to secure the prompt release of inmates where legally possible.

“I have listened to the demands of the Comptroller of the Enugu Prison Command, I want to assure and reassure you that very soon, government will attend to some of those issues,” he said.

In her address, the Enugu State Comptroller of Prisons, Mrs Ukwuori Ndukwe Kalu, commended the Governor for the attention the command has received since inception of his administration.

“I have been following with keen interest your assistance to prison inmates since my arrival in the state, ranging from prompt intervention during the Nsukka jail break incident in 2016, renovation at the Enugu Prison, release of funds for procurement of drugs for inmates and granting of pardon to seven deserving inmates among others,” she said.

The Prisons Comptroller noted that the level of sophistication of inmates would require proactive measures to avoid incidents like jail breaks and riot in the prisons.

“To be proactive, we need five escort vehicles to convey armed squad personnel to and from courts in Enugu, three eighteen-seater buses with gadgets for effective communication to convey suspects and inmates to courts across Nsukka, Oji River and Enugu Prison in the State Command,” she said.

Mrs Kalu also called the governor’s attention to the sewage challenges they face in the facilities, especially in Nsukka.

In his response, Governor Ugwuanyi reiterated his commitment to assisting the command in the area of welfare.

“We have taken note of sewage and other allied challenges confronting these prisons and I have resolved to take necessary measures and we will address them adequately and satisfactorily,” he said.

Enugu Governor Calls For Overhaul Of Electoral System, More Credibility.

The Enugu State Governor, Ifeanyi Ugwuanyi, has advocated an overhaul of Nigeria’s electoral system to foster greater credibility and consequently ensure good governance.

Speaking at the southeast public hearing on the review of Nigeria’s electoral system, Ugwuanyi suggested that the Justice Uwais report serves as a background to the present review.

“The reform we envisage will have to include overhaul of the electoral process and the proposed reform should help entrench culture of respect for the will of the people expressed through the ballot box.

“I believe that the recommendations of justice Uwais’ electoral reform should be adopted to serve as a background in appreciation of any reform measures.

“This exercise avails us the opportunity for a robust engagement on the recommendations of the committee as it affects the strengthening and protecting the autonomy of INEC from political interference,” Ugwuanyi said.

He also noted that the issue of pre-election litigation should be considered critically.

“Another issue of concern is the area of election litigation in the country. A situation where the pre-election litigation runs through the strata of courts in the country and even sub cedes after the winner of election has been sworn in is worrisome.

“The question therefore arises as to whether it would not be necessary to set a timeline for determining issues arising from party primaries and other pre-election matters just like post-election petitions.” he noted.

The committee chairman, Ken Nnamani, who told the gathering that the single objective of the public hearing is to see how electoral systems can be reformed to strengthen democracy, urged participants to discard every fear that the outcome of the reform would not be implemented.

“For those of you who are afraid that the outcomes of this hearing will not be implemented, be rest assured that if Mr President, who has been a victim of our electoral system for more than three times is on seat, he is most likely to implement the outcome of this hearing”.

He, however called on other citizens who could not make presentations to send email to the committee before the end of two weeks.

Enugu Government Signs 2017 Budget Into Law.

The Enugu State governor,  Ifeanyi Ugwuanyi has signed the 2017 budget estimated at 105.72 billion Naira,  themed budget of Economic Recovery and Inclusive Development into law.

Governor Ugwuanyi commended the Enugu State House of Assembly members for a speedy passage of the budget and promised to fully implement it for the development of the state.

“I wish to express appreciation to the good people of the state for the opportunity to serve and reassure that our promise to deliver good governance and selfless service remain non-negotiable.

“I wish to assure you of our commitments to fully implement this budget so that we can achieve the objectives we have set out for rapid growth of the state.

However, the Speaker of the House of Assembly, Edward Ubosi, said that there was no alteration to the budget as it was the size presented by the governor on December 23, 2016.

Mr Ubosi, however, said that the lawmakers juggled some of the entries where they found necessary to make the document more responsive to the yearnings of the state. He said that some ministries and government had unnecessary allocations to themselves but such were moved to other more pressing areas.

“In the course of looking at the budget we made some adjustments in areas we deemed necessary,” for instance the Ministry of Works was allocated two hilux vans, one of such vans was for five million Naira, the other was for 10 million Naira.

He said that the office of the Secretary to the State Government had allocated some money to rent a house “but we found it unnecessary and put the fund to another ministry.

Mr Ubosi appealed to the governor to ensure the full implementation of the budget, adding “the budget is a social contract between you and the people”.
