FLASH: Dogara, Saraki in closed-door meeting with President Buhari

The Senate president, Bukola Saraki, has arrived the presidential villa for a meeting with President Muahammadu Buhari.

Mr. Buhari is currently meeting with the speaker of the House of Representatives, Yakubu Dogara.

Mr. Dogara went into the president’s office at about 11:57 a.m.

Sources at the villa had said Mr. Saraki was also expected to meeting with Mr. Buhari.

The meeting is coming on the heels of apparent Executive/ Legislative rift following the refusal of the Nigerian Senate to consider and approve the list of 27 Resident Electoral Commissioners, REC.

The Senate said it is stepping down the confirmation hearings in protest against the continued retention of Ibrahim Magu as acting chairman of the EFCC by Mr. Buhari in spite of the lawmakers’ refusal to confirm him twice.

Local Government elections in Nigeria a mockery of democracy – Dogara

Speaker of the House of Representatives, Yakubu Dogara, has described the conduct of local government elections in Nigeria as a shame and mockery of democracy. Dogara, in a meeting with senior journalists in Abuja said the current system is not working. “If we keep sticking to it and expecting it to work someday, I don’t know who termed it as the very definition of foolishness.”

He said the local government elections have benefitted only those who constituted themselves into middlemen to grab the resources meant for the development of the grassroots.

The speaker accused the state electoral commissions of promoting a mockery of democracy by organizing elections where only one political party wins by sweeping all the votes.

He posited that as long as the resources appropriated to local government are mismanaged by a powerful few, so long would it remain the bane of development in Nigeria. If local governments are able to achieve autonomy, Dogara believes it will improve the pool of quality leadership that will manage the resources at that level more efficiently and at the end of the day, “we can have an oasis of prosperity in the desert of nothingness and instead of all our people migrating to the cities, they will be able to find some kind of prosperity at the local level that can sustain them.’’

He disclosed that repeated efforts to grant autonomy to local governments through constitutional reviews have remained a mirage because of vested interests. Reacting to the fresh constitutional effort to free the third tier government, he said, “If care is not taken, it will still not scale through. It will take a general resolve from Nigerians, the media, civil society organisations, local government staff to insist on their state assemblies that when the bill is submitted to them, they must pass it.”

He cited the example of value added tax (VAT), where the Federal Government benefits only 15 per cent while 85 per cent go to the states and local governments where the bulk of this fund is believed to be diverted and misappropriated.

Meanwhile, Dogara has assured pensioners that the House of Representatives will meet with President Muhammadu Buhari to work out a definite plan to offset outstanding pension liabilities which currently stands at over N200 billion.

He also disclosed that the House will today consider a motion to invite key players in charge of pension matters to appear in plenary next week Thursday and speak on how they plan to clear the pension liabilities.

He spoke when he received a delegation from the Nigeria Union of Pensioners, led by its national president, Dr. Abel Afolayan. The Speaker emphasised that all pensions due to retired public service workers must be paid because it is a constitutionally provided right.

Saraki, Dogara give 2017 budget panels tomorrow deadline.

Senate President Bukola Saraki has given the committees deliberating on the 2017 budget proposal a final deadline of tomorrow (Thursday) to submit their reports.

Also at the House of Representatives, Speaker Yakubu Dogara announced Thursday March 30, 2017 as deadline for committees in the House to turn in their reports of 2017 budget to the Committee on Appropriation.

Saraki, who handed down the deadline after a closed-door session of about two hours yesterday, expressed disappointment that over 20 committees are yet to submit report to the Danjuma Goje-led Appropriation Committee.

Making the announcement on the floor of the House, Dogara said there was the need to urgently consider and pass the 2017 Appropriation bill.

He urged committees yet to conclude the scrutiny of the various budgetary sums of the government organs they supervise, to quickly do so and turn in their reports to the committee.

Meanwhile, four members of the House of Representatives: Ahmed Babba Kaita, Karimi Sunday, Eucharia Azodo and Aishatu Jibril Dukku sponsored four separate but related bills aimed at amending the Electoral Act 2010.

The proposed amendment to the Electoral Act to provide for death of a presidential or gubernatorial candidate during an on-going election.”

The bills further seek to provide a time line for the submission of lists of candidates, criteria for substitution of candidates and to empower the commission to uphold party primaries where there is a change in the results and for other related matters.

Sunday (Kogi: Yagba: PDP), whose bill is aimed at averting the Kogi electoral debacle wanted the inclusion of a new sub-section 2 to Section 33 of the Electoral Act by removing the ambiguity or lacuna that may arise as a result of the death of a presidential or gubernatorial candidate after commencement of poll but before conclusion of the said election.

Also, the House of Representatives yesterday passed a motion to stop the commercialization of some key maritime services of the Nigeria Navy (NN).

Adopting a motion moved by Ehiozuwa Johnson Agbonayinma at the plenary presided by Speaker Yakubu Dogara, the House urged the Ministry of Defence to ensure the directive is carried out with immediate effect.

The lawmakers further resolved to set up an Ad-Hoc Committee to investigate the arrangement for a business model between the Ministry of Defence, the Nigerian Navy and Shorefac Consortium Ltd and others on the commercialization of the Nigerian Navy .

The Senate yesterday urged President Muhammadu Buhari, to provide funds to redeem all Federal Government pension indebtedness of about N174billion.

This followed a motion, titled “The untold hardship of pensioners occasioned by government’s failure to contribute its statutory share of 5 per cent to the Pension Redemption Fund,” sponsored by Senator Emmanuel Paulker (PDP Bayelsa Central).

What we discussed with Buhari — Saraki, Dogara

The president of the Senate, Bukola Saraki, and the Speaker of the House of Representatives, Yakubu Dogara, said they visited President Muhammadu Buhari to discuss matters of “national interest”.

The leaders of the National Assembly met with the president behind close doors for 40 minutes.

Mr. Saraki told State House correspondents that the president “engaged them very well”.
He said they specifically “came to discuss issues and activities of the National Assembly during the absence of the president”.

Mr. Saraki said the meeting centred on the “budget, the economy, CBN, Euro bond, the issue of the ambassadorial list, the stability in the Niger Delta, and a whole range of issues”.

Mr. Saraki said the Senate has a target to pass the 2017 budget this month.

On his perception of the president’s state of health, the senate president said Mr. Buhari met with them for 40 minutes, adding “I was not talking to myself.? He is doing very well, we discussed issues of national interest”.

On his part, Mr. Dogara said they were not at the villa to assess the president’s health.

He said the journalists who are always there surely knew the president was doing well.

On the relationship between the executive and legislature, Mr. Dogara said it was not in the place of the legislature to fight the executive.

“We fight on issues but mostly issues of national interest. We fight on behalf of the people for the purpose of progress.

“There is one government and no division. If he fails, we all fail, so it is in realisation of this that we always extend the needed support to ensure that he succeeds, so that the government will be rated as a success,” he said.

The two leaders of the legislature arrived the president’s office at exactly 12p.m.

Osinbajo, Saraki, Dogara meet, discuss speedy passage of 2017 budget.

There are expectations that the 2017 Budget would be passed in earnest based on the level of rapport developing between top government officials in the Executive and Legislative arms in the country.

A meeting was held Thursday night between the leadership of the two arms of government at Aso Rock “discussing the Federal Government budget proposals now before the National Assembly,” according to a statement by Acting President Yemi Osinbajo’s spokesperson, Laolu Akande.

The meeting hosted by the Acting President at his official residence lasted about an hour and was attended by members of President Muhammadu Buhari’s Economic Management Team and members of the leadership of both the Senate and House of Representatives including Senate President Bukola Saraki and House Speaker Yakubu Dogara.

The meeting discussed issues and developments around the 2017 budget, while both sides also exchanged ideas and compared notes in order to ensure that this year’s budget passage process is better and faster than previous times.

During the meeting, held in a convivial atmosphere, there were also discussions on the need to ensure that key projects of the Federal Government aimed at enhancing the speedy recovery of the Nigerian economy are well taken care-of in the appropriations that will now emerge from the legislative arm of government to the Presidency.

The Wednesday night meeting also created the opportunity for both arms of the Nigerian government to work on clearing the grey areas in the budget and arrive at agreements on key and related issues.

Despite 3-week break, reps adjourn plenary to mourn dead lawmaker.

The house of representatives on Tuesday postponed legislative business to Wednesday to mourn the death of a lawmaker.

The house, which resumed plenary after three weeks, adjourned to mourn Bello Sani, who represented Mashi/Dutsi federal constituency.

The death of Sani brings to three the total number of lawmakers who have died since the lower legislative chamber was inaugurated in June 2015.

Sani was a member of the Katsina state house of assembly before he was elected to house on the platform of the All Progressives Congress (APC).

He was also the chairman of Mashi local government.

The lawmaker attended Mashi primary school in 1974, government day secondary school Mashi and Hassan Usman Polytechnic, Katsina in 1996. He died at the age of 51.

Yakubu Dogara, the speaker, described Bello as “humane, principled and a cosmopolitan  who interacted freely with all members.”

He died on Wednesday.

2017 Budget: We will give maximum support to President Buhari – Dogara

Nigerian lawmakers will give maximum support to President Muhammadu Buhari and ensure that his government is not humiliated in the ongoing deliberations over the 2017 proposed budget, Speaker Yakubu Dogara said Monday.

Mr. Dogara said the National Assembly took this decision because most of its members and Mr. Buhari all belong to the same political party, the All Progressives Congress.

“I must say that the APC as the party with majority in the National Assembly will not allow Mr. President and the APC as the ruling political party to be humiliated or defeated on its budget priorities as we are all part of the same government,” Mr. Dogara said.

He made the comments when he addressed a round-table on the N7.29 trillion budget proposal organised by governors on the platform of the APC in Abuja Monday morning.

The Speaker also noted that lawmakers across political aisles believe that constituency matters are very crucial to their activities as lawmakers.

“It is however, important to stress that on budget matters members of the National Assembly tend to be very sensitive to their constituency representational functions, irrespective of party,” Mr. Dogara said in an apparent reference to the controversial culture of earmarking funds for lawmakers to carry out projects in their respective constituency.

The practice has come under heavy criticism in recent years, and the call for its abolition peaked in the wake of the budget padding scandal that broke out in 2016.

Critics say the so-called constituency projects line items mostly serve as a conduit for lawmakers to syphon public funds into their pockets because they are often poorly executed or, in most cases, never carried out.

Mr. Dogara updated the governors on the progress so far made by the National Assembly in the ongoing debates about the 2017 budget and promised better transparency and accountability in its passage and implementation.

PDP lawmakers criticise non-inclusion of their member to meet Buhari in London

Some opposition lawmakers on Thursday questioned the non-inclusion of one of them in the National Assembly delegation that recently visited President Muhammadu Buhari.

The lawmakers, including House Minority Leader, Leo Ogor, suggested there was a decision to exclude members of the Peoples Democratic Party, PDP, from the visit even though one of them – Ike Ekweremadu – is the Deputy Senate President.

Notwithstanding, the PDP lawmakers —exactly a half dozen in total— who spoke with PREMIUM TIMES in separate telephone interviews ,Thursday evening, said they were happy to learn from the media that the visit was productive and the president was in good health.

The reactions came a day after Senate President Bukola Saraki travelled to the United Kingdom with Speaker Yakubu Dogara and Senate Majority Leader, Ahmed Lawan, to see Mr. Buhari in London.

The trio arrived in London around Wednesday evening and met with President Muhammadu Buhari.

Mr. Buhari left Nigeria for London on annual vacation January 19, with a promise to return on February 6. He also noted that he would see his doctors while there and handed over power to Vice President Yemi Osinbajo.

But on February 5th, a day before he was due to return, the president sent another letter to the National Assembly, informing lawmakers of his intention to extend the trip until his doctors complete ‘a cycle’ of medical examination on him.

The prolonged absence, which came amidst raging economic crisis, got many Nigerians worried.

Although he had telephone conversations spread over several days with individuals, including Messrs. Saraki and  Dogara as well U.S. President Donald Trump, startling rumours about his health persisted.

But the visit by the National Assembly leaders on Wednesday helped convince many Nigerians that the president was not dead or bedridden.

Mr. Saraki declared in a Twitter update shortly after seeing the president that there was “no cause for alarm.”

Mr. Dogara reported Mr. Buhari was “fit as a fiddle.”

But some PDP lawmakers said Messrs. Saraki and Dogara should have included at least one member of the opposition on the trip.

Even though the lawmakers did not allege foul play or cover up during the visit, they raised concerns about absence of one of them.

Mr. Ogor likened the visit to a similar one paid by APC leaders, Bola Tinubu and Bisi Akande.

“You’re aware that the first visit was done by Tinubu and Akande,” Mr. Ogor told PREMIUM TIMES. “There was no PDP member that participated in that visit, so you can clearly see that it is more of a political party thing.”

Mr. Ogor, from Delta State, said he got wind of the visit early enough and was elated to see the president in good spirit.

“I have a hint of the visit much earlier. I saw the president smiling. I saw the Senate President smiling. I saw the Speaker smiling. And when I saw that picture, I also smiled.

“We thank God for his live. We wish him well,” Mr. Ogor said.

But he insisted that those who made the journey did so in their own personal capacity because there was no consensus amongst lawmakers delegating any group of persons for the journey.

“But I am convinced that that visit was purely based on political colouration. So, it is totally inconsequential because we were not invited.

“It is at the discretion of the president to invite whoever he wants to see him.

“It is not a National Assembly delegation. It is like a private visit to see the president. First, you know we’re not in session. Neither was there any resolution of the House or that of the Senate to go and see the president,” he said.

Mr. Ogor’s position was echoed by another lawmaker from Kogi State.

“I did not hear about this visit before,” the lawmaker said. “I read it last night on PREMIUM TIMES and I was initially shocked, but then said to myself: ‘no need to be surprised about anything these people do.”

“Since we weren’t told ahead, I think it’s very clear that they weren’t making the trip on our behalf,” the PDP lawmaker, who sought anonymity so as not to be seen criticising the House leadership, said. “And they’ve clearly expressed that in the manner they picked those who went on the trip.”

A source in Mr. Ekweremadu’s office claimed the Deputy Senate President was not informed about the trip.

“They didn’t invite the Deputy Senate President on the trip,” the source said, refusing to be quoted. “They bypassed him down to the Senate Leader for reasons we still don’t know.”

The source’s claim could not be independently verified.

The source said Mr. Ekweremadu just returned from a trip abroad but would have followed them to London if invited.

“Yes, he just returned from abroad, but that could not have hindered him from being part of the delegation if they had extended him the courtesy,” he said. “If only to make him be the representative of the southern part of the country instead of all the northern politicians that made the trip.”

The House spokesman, Abdulrazak Namdas, and his Senate counterpart, Sabi Abdullahi, did not respond to requests for comments Thursday evening.

The spokespersons for Messrs. Saraki and Dogara also declined comments.

But Nicholas Ossai, a PDP lawmaker from Delta State, said he had no reservations about the makeup of the delegation.

Mr. Ossai said even though adding a PDP member would have been good, it would not make much difference since the delegates were duly elected by all lawmakers to represent the National Assembly as an institution.

“We believe in the Speaker and the Senate President,” Mr. Ossai said. “We have confidence in them that they’ll tell us the true position of things.”

“We didn’t elect them as APC Speaker or Senate President of the APC. We elected them on the basis that we have confidence in them and we believe in them to tell us the truth.”

“This is a leadership of complete explanation and transparency. Probably taking an opposition along would have been a boost, but, all the same, we believe in our leadership,” Mr. Ossai said.

Saraki, Dogara Travel To Meet Buhari In London.

The Senate President, Dr Bukola Saraki and the Speaker of the House of Representatives Yakubu Dogara have travelled to London to meet President Muhammadu Buhari.

A source at the National Assembly confirmed this to Channels Television.

The Senate President and the Speaker left for London on Wednesday morning, to meet with President Buhari who has extended his vacation indefinitely to attend to his health.

Buhari Extends Return 

The President had on February 5,2017 written to the National Assembly informing of his desire to extend his leave in order to complete and receive the results of a series of tests recommended by his doctors.

This was according to a statement by the Special Adviser to the President on Media and Publicity, Mr Femi Adesina.

“The President had planned to return to Abuja this (Sunday) evening, but was advised to complete the test cycle before returning.

“The notice has since been dispatched to the Senate President, and Speaker, House of Representatives.

“Mr. President expresses his sincere gratitude to Nigerians for their concern, prayers and kind wishes,” Adesina stated.

President Muhammadu Buhari embarked on a 10-day vacation on Monday January 23 and was billed to return to work on Monday February 6, 2017.

Vice President Yemi Osinbajo has since been performing his duties as Acting President.

Buhari called me last night, we discussed food security for Nigerians – Dogara

President Muhammadu Buhari on Wednesday evening called Speaker of the House of Representatives, Yakubu Dogara.

Mr. Buhari, who just extended his vacation in the UK called Speaker Dogara on Wednesday evening.

The speaker stated this on his personal twitter handle on Thursday.

He said: “@MBuhari called me yesterday evening. He talked about what the Executive/ Legislature must do to to ensure food security for all Nigerians”.

“He said he was pained by the suffering endured by most Nigerians last year and he’s resolved not to let events of 2016 repeat themselves

“He also asked me to extend his best wishes to all Hon Members”, he tweeted.

 

Similarly, on Wednesday, the senate president also said the President called him and they joked about working late night.

PDP governments spent N2.7 trillion to put Nigeria in darkness — Dogara

Speaker Yakubu Dogara said on Tuesday that successive administrations from 1999 to 2015 spent nearly N3 trillion on the power sector but recorded little success.

Mr. Dogara noted that within the stated period, when the Peoples Democratic Party controlled Nigeria at the centre, it was as if the more money Nigeria spent on the power sector the more darkness her citizens were plunged into.

Mr. Dogara was first elected to the House in 2007 on the platform of the PDP. He remained in the party until the 2015 general elections when he crossed to the All Progressives Congress and subsequently elected Speaker.

His made the comments at a workshop put together by the House of Representatives to find solutions to perennial power outage in the country.

“Perhaps the most important question is what happened to the N2.74 trillion spent on the sector from 1999-2015?,” Mr. Dogara said in his opening address at the event which attracted major players in power generation and distribution sector.

“Why is it that the more we spent on the power sector, the more darkness we attract?” the Speaker said.

The questions were amongst 23 key issues raised by the Speaker at the two-day event currently underway at Transcorp Hilton Hotel in Abuja, ends tomorrow.

“I am confident that the array of stakeholders gathered here today are eminently capable of dealing with these and many more related questions and puzzles that exist and will arise in the course of deliberations,” Mr. Dogara said.

The House organised the workshop to complement efforts of the Buhari administration towards improving Nigeria’s poor electricity supply.

Participants will “examine extant legislations/regulatory framework guiding the Nigerian power sector to determine if there is need for amendments or enactment of new laws that will galvanise the sector,” Mr. Dogara said in a statement ahead of the event.

For decades, inadequate power supply has remained one of the major challenges hindering Nigeria’s economic growth.

The country generates less than 3,000 megawatts for its estimated 180 million people.

Senate clears Saraki, Dogara, deputies of alleged N600 million rent fraud

The Senate yesterday cleared all four presiding officers of the National Assembly of any complicity in an alleged N600 million house rent fraud.This came on the heels of a disclosure that the gatehouse in the new official residence of the vice president was awarded at the cost of N250 million.

 

Addressing a press conference yesterday in Abuja, the Chairman, Senate Committee on Federal Capital Territory (FCT), Dino Melaye, declared that there was no iota of truth in the allegation.

 

Senate President Abubakar Bukola Saraki, House of Representatives Speaker Yakubu Dogara and their deputies, Ike Ekweremadu and Lasun Yusuff, had been accused of collecting N600 million from the Federal Capital Development Authority (FCDA) as rent.

 

Also yesterday’s the chamber’s Committee on Customs and Excise queried the Comptroller General of Customs, Col. Hameed Ali (rtd), for failing to don uniform since 2015 when he was appointed by President Muhammadu Buhari.

 

Responding, Ali said being a former military officer, the statue does not permit him to wear any other uniform. A response that drew the ire of Melaye who cited that Gen. Halidu Hananiya (rtd) wore the Federal Road Safety Corps (FRSC) uniform when appointed the Corps Marshall, but the Customs CG countered, saying Hananiya erred.

Group demands impeachment of Saraki, Dogara, others over alleged rent fraud

Citing alleged fraudulent involvement in a rent scam, a civil society organisation, Citizens Action to Take Back Nigeria (CATBAN) has demanded the immediate resignation of the Senate President, Dr. Bukola Saraki, Speaker of the House of Representatives, Yakubu Dogara and some principal officials of the National Assembly.

While briefing the media in Abuja yesterday, the co-convener of the group, Ibrahim Garba Wale, threatened to mobilise Nigerians to occupy the National Assembly if the officials indicted fail to step aside.

Apart from the Senate President and Speaker of the House of Representatives, other officials listed by the group included their deputies, Ike Ekweremadu and Yusuf Suleiman Lasun.

The group recently accused the four principal officials of the Assembly of abuse of office in a N630 million fraud through the Federal Capital Development Authority (FCDA) under the guise of renting and renovating their official residences.Despite the rebuttal of the allegations by the aides to the officials, the group said it had evidence that they secretly collected the sum of N150 billion and N120 billion as First Line Charge budget for the National Assembly in the first and second year of the current administration without the knowledge of the members.

However, the Special Assistant to the Senate President on Media and Publicity, Yusuf Olaniyonu denied the claim by the group. According to him, “There is no truth in the allegation. In fact, during the preparation of the budget, the Senate President and the Speaker directed the FCDA to remove the N10 billion voted for the construction of their official residence to save cost. The current leadership of the National Assembly will not be part of any illegal payment to anybody.”

Also, the Special Assistant on Media to Dogara, Turaki Hassan described the allegations as spurious. He said the principal officials by their positions were entitled to official accommodation according to the constitution, just like other key state officials who are covered by the government’s monetisation policy.

“Presiding officers of the National Assembly are entitled to official accommodation which is provided by the FCDA as host of the National Assembly. The same is applicable to the President, Vice President and the Chief Justice of Nigeria because their offices were not covered by the monetisation policy.”

Osinbajo meets Saraki, Dogara, others over 2017 budget

Acting President Yemi Osinbajo yesterday met with the National Assembly leadership in continuation of consultations between the executive and legislative arms of government over the 2017 budget.

The meeting, held behind closed doors of the Presidential Villa, Abuja, had the President of the Senate, Dr. Bukola Saraki and Speaker of the House of Representatives Yakubu Dogara and some cabinet ministers in attendance.

Addressing State House correspondents after the meeting, the Senate President said they discussed issues relating to the nation’s economy, including the 2017 budget proposal before the National Assembly.

According to him, the National Assembly had so far not encountered any problems with the 2017 budget.
“We were meeting on the economy and the budget: the Vice-President, the Speaker, ministers of budget, finance and I. We are aware that the economic team would soon be going on road shows and this meeting was just to brief us and let us know the issues and carry us along. We have started the budget scrutiny, so there are no issues. These are just consultations,” he said.

Meanwhile, the Senate Committee on Basic Education yesterday took the management of the Nigeria Education Research and Development Council (NERDC) to task over high overhead cost of the agency in the 2017 budget proposal.

The NERDC Executive Secretary, Professor Ismail Junaid had in his defence of the 2017 budget of the research council before the committee disclosed that N244million was proposed for overhead cost aside major recurrent expenditure to cover salaries and emolument of staffers of the agency.

The committee, however, felt uncomfortable with the proposal more so, when it discovered that out of the figure, a whopping N30million was budgeted for security services, N15 million for fumigation, N19 million for powering of generator among others.

Senator Binta Garuba Marshi (APC Adamawa North) wondered why overhead cost of such an agency would be far more than half of its capital vote of N377million.

Under Dogara, expenditures are ‘shrouded in mystery’, say reps.

Some members of the house of representatives have accused the leadership of the house under Yakubu Dogara, the speaker, of shrouding expenditures of the lower legislative chamber in mystery.

In an advertorial placed in Tuesday edition of PUNCH, the lawmakers said the green chamber ought to be the vanguard for transparency in the country, but the case under Dogara is different.

“In this period when Nigerians are yearning for change and better governance, we believe that the house under the speaker, Yakubu Dogara, should be at the vanguard of the drive for transparency in the country, but is this the situation now?” the lawmakers under the banner of ‘Concerned Members of the House of Representatives, asked.

“We have observed so far that the answer is a big no, as we have seen in the house that most expenditures under the leadership of Dogara are shrouded in mystery.”

They said that majority of the legislators do not know what is budgeted for running the house.

“Members do not receive the house of representatives internal budget from the speaker for their consideration and approval,” the legislators said.

“Members are also not briefed on the amount utilised for the administration of the house; like what is spent on facility maintenance, the number and the remuneration of SAs (special advisers)/SSAs senior special assistants), whereas members are also aware of the number of SAs/SSAs of the president when he presents their number of approval.

“Committee utility vehicles are only provided to a select few, while we know that at the beginning of this 8th house, the leadership had set aside N1.2bn towards the purchase of these vehicles and the same was provided for in 2016. Please where is the N2.4bn?

“Funding for committee assignments like public hearing is epileptic and haphazard.”

They also alleged that some standing committees were sidelined in favour of ad hoc committees.

When TheCable contacted Turaki Hassan, Dogara’s spokesman, to react to the allegations, he said had not seen them, but that he will do so when he sees the statement.

Abdulmumin Jibrin, former chairman of the appropriation committee of the house, who is currently on suspension, had alleged funds used in running of the house were diverted.

Budget Padding: Court fixes hearing for February 20

A Federal High Court in Kano on Wednesday fixed February 20 for hearing in the case against the Clerk and Speaker of the House of Representatives, Yakubu Dogara, over the suspension of Abdulmumini Jibrin.

Some constituents of Kiru/Bebeji Federal Constituency sued the Clerk and Speaker Yakubu Dogara, challenging the legality of suspending their member, Mr. Jibrin.

The counsel to the plaintiff, Bashir Muqaddam, had earlier applied for a date to enable him respond to the issues raised in the preliminary objection filed by the defence counsel.

According to him, the defence counsel wanted the consolidation of the two suits – the one filed by the constituency in Kano and the other filed by Mr. Jibrin in Abuja.

The counsel to the defence, Kalu Onuha, said he had no objection to the application for adjournment.

The judge, Sulaiman Akoko, said in the absence of objection to the application for adjournment, the case would come up again for hearing on February 20.

Mr. Muqaddam, the counsel to the plaintiffs, told journalists after the sitting that “when the case resumes on February 20, we are going to argue on the issue of consolidation as raised by the defence counsel.”

Security was tight as hundreds of protesters thronged the court with placards shouting “bring back our member and compensate him.”

Mr. Jibrin was on September 28, 2016, suspended for 180 legislative days.

His suspension followed the adoption of the recommendations of the Nicholas Ossai-led Ethics and Privileges Committee.

The report of the committee was adopted on Wednesday after it was debated on the floor.

Speaker Yakubu Dogara did not preside on the matter because he was one of those alleged by Mr. Jibrin for padding the 2016 budget.

The four recommendations were adopted at the Committee of the Whole House presided over by the Deputy Speaker, Yussuff Lasun.

Mr. Jibrin had alleged that Messrs. Dogara and Lasun, Whip Alhassan Doguwa, Minority leader Leo Ogor and nine committee chairmen illegally inserted fictitious projects into the 2016 Budget.

Mr. Jibrin was accused of bringing the House into disrepute with his utterances and action over the scandal.

The budget had been a subject of controversy with Executive accusing the National Assembly of tinkering with the original document submitted by President Muhammadu Buhari.

Initially, both arms of the Assembly denied the allegation after the president rejected the approved appropriation bill.

He represented the bill to the National Assembly and in the process of cross checking, it was discovered that some items were removed.

The House of Representatives committee was found to have added constituency projects and alter some main projects of the executive.

THE CABLE: Return the $600,000 you collected from Ibori, Jibrin tells Dogara.

Abdulmumin Jibrin, suspended member of the house of representatives, has told Yakubu Dogara, the speaker, to return the $600,000 he collected from James Ibori since he has denied the former Delta state governor.

On December 23, Dogara had denied claims by Peter Nwabaoshi, a senator, that the former governor influenced his emergence as speaker in June 2015.

But in a statement on Saturday, Jibrin said the sum allegedly collected by Dogara was used in his campaign.

He said Ibori also provided “huge support” to Dogara by mobilising legislators from Delta state, the south-south and south-east zone to support him.

“It is such a shame that Speaker Dogara  denied the fact that former governor James Ibori provided huge support to his emergence as speaker by mobilising members from Delta state and some from the the south south and south east zone to support him,” the statement read.

“Since he has disowned Ibori, he should at least have the honour to return the $600,000 Ibori donated to his speakership campaign?. I am sure he cannot deny the fact that he collected that money cash.”

Jibrin said that he had secured funding from two reputable international organisations “to establish an online platform that will serve as a central point to disseminate budget fraud, corruption acts and publish evidence.”

He also stated that he would hold series of public lectures and sensitisation programmes on budget fraud and corruption across the country.

“Our first event will hold in Kano on 9th January 2017 with 5000 youths across the country in attendance. Our anti-corruption crusade with be ruthless in 2017,” he said.

“I remain very proud that despite the organised witch-hunt against me using the institution of the house they have not been able to establish any offence that I have committed during the course of discharging my duties in the 5 years I have spent in the house.

“It is noteworthy that no member of the house has formally accused me of corruption or abuse of office as I have consistently done against the speaker and others.”

When TheCable contacted Dogara’s spokesman, he responded with the same words he used on December 23, saying: “Rt Hon Yakubu Dogara does not have a relationship, political or otherwise with former Governor James Ibori of Delta state to warrant the insinuations.”

Budget Padding: Judge’s absence stalls suit against National Assembly, Dogara.

The absence of the judge presiding over a case against the National Assembly and Speaker of the House of Representatives, Yakubu Dogara, on Tuesday stalled the sitting of the Federal High Court, Kano slated for December 20.dogara

Residents of the Kiru/Bebeji federal constituency sued the National Assembly and Speaker Yakubu Dogara, challenging the legality of suspending their member, Abdulmumin Jibrin , from the National Assembly.

Mr. Jibrin was suspended after he publicly raised fraud allegations against Mr. Dogara and other officers of the House. He accused the officials of manipulating the budget figures illegally in a term popularly known as ‘budget padding.’
Speaking to journalists at the court, the lead counsel for Kofa constituency, Bashir Muqaddam, said the Judge, Idris Koko, had travelled out of the state for the Judges Conference, currently holding at the Federal Capital, Abuja.

He said after returning from the conference, the judges would proceed for the Christmas and New Year vacations.

According to him, the judges are expected to resume on January19, 2017 while the case has been fixed for January18, 2017, for mentioning.

“Our prayer seeks that the sum of N2 billion be given to our client, Hon Abdulmumin Jibrin Kofa, as payment for damages to his reputation.

“When we resume on January 18, 2017, the case will come up for mentioning,” Mr. Muqaddam said.

Abdulmumin-Jibrin (1)He said the constituency was challenging the legality of Mr. Jibrin’s suspension by the House of Representatives.

 

“We want to know whether his whistle blowing role in exposing how the 2016 budget was padded was in contradiction of any stipulated law of the land.

“Fundamentally, we want an immediate re-instatement of the suspended member and the court to also order for the payment of all his (Kofa’s) entitlements for the suspension period.’’

Also speaking, the lead complainant in the case, Ibrahim Tiga, assured Mr. Jibrin’s supporters who came to the court that they would follow the case to its logical conclusion.

#2017Budget: House of Reps Speaker Dogara’s remark

PROTOCOLS:

It is a great honour and privilege for me on behalf of our colleagues in the National Assembly to also welcome Mr President, Muhammadu Buhari, GCFR, and his entourage to the National Assembly, on the occasion of the presentation of the 2017 Budget estimates.

2.     We give special thanks to all members of the National Assembly here present for according Mr President and his entourage a warm reception. To the management and staff of the National Assembly ably led by the Clerk to the National Assembly, Mohammed Sani-Omolori, our sincere thanks for organising this ceremony. Our thanks also go to all other participants, especially the media for their support, cooperation and understanding.

3.     We thank Mr President for the lofty goals enshrined in the Budget document just presented which is designed to take Nigeria out of economic recession and achieve significant economic growth for our nation.

4.     Mr President, Commander in Chief and my colleagues, I seek your indulgence to make a few remarks on the budget process, procedure and practice in Nigeria.

5.     It is certainly frustrating that we go through the annual Budget cycle/process: of Budget presentation by Mr President, processing of same by the National Assembly, passage and signing into law every year, without unlocking the full potentials of such Budgets for our citizens. This is because implementation and execution of the agreed Budget is always a major challenge year in year out. Sometimes, implementation rate is as low as 30%, most times it is never higher than 50% at the best of times. This has led to unacceptably high rate of abandonment of projects and distortions in Nigeria’s economic planning. Of course, this is an inherited problem for Mr President as he has only effectively passed through one Budget cycle.

6.     As I counseled last year, an Appropriation Act must be allowed to run for an uninterrupted period of twelve months, for the Executive to have enough time to execute it. This means that both Mr. President and the National Assembly must find a way to continue the execution of the 2016 Budget especially the capital component till May 6, 2017, which is twelve months from the date Mr President signed the 2016 Appropriation Bill. This is also the clear intendment of the definition of a Financial Year in Section 318 of the Constitution. The problem is that most often the recurrent component of the Budget is implemented to an appreciable level, but the capital component execution is very low.  It is crystal clear that the capital component of the 2016 Budget cannot realistically be implemented for only six months period considering the time required for procurement processes and the raising of the revenue including loans by government. Except something is done, this will result in yet another failed budget. A vicious cycle repeated every year. We must therefore put on our thinking caps and ensure that the change promised Nigerians is reflected in our budget process, as we cannot really make appreciable progress as a nation without significant implementation of the Capital component of the Budget.

7.     Your Excellencies, distinguished guests, ladies and gentlemen, kindly join me in urging Mr President to add distorted budget cycle and abandoned capital projects /white elephant projects, to the list of things, in addition to corruption, that he must kill.  This calls for creativity which cannot be realised if we do not lose our fear of being wrong. By being creative in this area, Mr President will build a new order that makes the existing order obsolete. There is no better way by which real change is attained.

8.     The real challenge before us is to make our annual budgets work for all our citizens, especially the poor and the vulnerable. This is a task all of us must be supremely devoted to. It was President J.F Kennedy, who in his timeless and resonating admonishment to the rich and powerful reminded us that, “if the society cannot help the many who are poor, it cannot save the few who are rich”. Sadly, this is fast becoming true of our society right now.

9.     In conclusion, let me, on behalf of my colleagues reassure Mr President of our continued cooperation and partnership in all measures proposed to revamp our economy and put smiles on the faces of our people. As representatives of our people, history will judge us harshly if we act as a stumbling block on the part of progress for our dear nation.

10.     May I, once again, thank everyone here for the many sacrifices that culminated into this huge success which we have all witnessed today. Let me, in advance and in arrears, wish all December Babies (beginning from Mr President, the President of the Senate and my humble self) Happy Birthday. For those of us who are not fortunate to have been born in December, I wish us all Merry Christmas and Happy New year in advance.

SERAP Sues Saraki, Dogara ‘Over Failure To Give Account Of N500bn Running Cost’

Socio-Economic Rights and Accountability Project (SERAP) has sued the Senate President Dr Bukola Sakari and Speaker of the House of Representatives Mr Dogara Yakubu “over failure to give account of the spending of N500 billion as running cost between 2006 and 2016, and the monthly income and allowances of each Senator and member.”

The suits filed last Friday at the Federal High Court Ikoyi followed two Freedom of Information requests dated 25 November 2016 to both Dr Saraki and Mr Dogara asking them to “urgently provide information about alleged spending of N500 billion as running cost between 2006 and 2016, and the monthly income and allowances of each Senator and member.”

The originating summons with suit numbers FHC/L/CS/1711/16 and FHC/L/CS/1710/16 respectively were brought pursuant to section 4(a) of the Freedom of Information Act, and signed by SERAP executive director Adetokunbo Mumuni.

SERAP’s suits against Dr Saraki and Mr Dogara followed disclosure by Abdulmumin Jibrin that Nigerian Senators and House of Representatives members have pocketed N500 billion as ‘running cost’ out of the N1 trillion provided for in the National Assembly budgets between 2006 and 2016, and by former president Olusegun Obasanjo that each Senator goes home with nothing less than N15m monthly while each member receives nothing less than N10m monthly.

SERAP is asking the court to determine the question “Whether by virtue of the provision of section 4(a) of the Freedom of Information Act 2011, the Defendants are under an obligation to provide the Plaintiff with the information requested for.”

The suits read in part: “By virtue of Section 1(1) of the FOI Act 2011, SERAP is entitled as of right to request for or gain access to information which is in the custody or possession of any public official, agency or institution. Under the FOI, when a person makes a request for information from a public official, institution or agency, the public official, institution or agency to whom the application is under a binding legal obligation to provide the Plaintiff/Applicant with the information requested for, except as otherwise provided by the Act, within 7 days after the application is received.”

“The information requested for by SERAP relates to information about spending of N500 billion as running cost between 2006 and 2016, and the monthly income and allowances of each Senator and member. The information requested by SERAP does not come within the purview of the types of information exempted from disclosure by the provisions of the FOI Act. The information requested for, apart from not being exempted from disclosure under the FOI Act, bothers on an issue of National interest, public concern, social justice, good governance, transparency and accountability.”

“The Defendants will not suffer any injury or prejudice if the information is released to the members of the public. It is in the interest of justice that the information be released. Unless the reliefs sought herein are granted, the Defendants will continue to be in breach of the Freedom of Information Act, and other statutory responsibilities.”

“Up till the time of filing this action the Defendants/Respondents have failed, neglected and/or refused to make available the information requested by SERAP. The particulars of facts of the failure, negligence and refusal are contained in the verifying affidavit in support of the application and shall be relied upon at the hearing of this application. The Defendants/Respondents have no reason whatsoever to deny SERAP access to the information sought for.”

“It is submitted that Section 4(a) of the FOI Act 2011 is a mandatory and absolute provision which imposes a binding legal duty or obligation on a public official, agency or institution to comply with a request for access to public information or records except where the FOI Act expressly permits an exemption or derogation from the duty to disclose. Nigerian courts have consistently held that the use of mandatory words such as “must” and “shall” in a statute is naturally prima facie imperative and admits of no discretion.”

“Obedience to the rule of law by all citizens but more particularly those who publicly took oath of office to protect and preserve the constitution is a desideratum to good governance and respect for the rule of law. In a democratic society, this is meant to be a norm; it is an apostasy for government to ignore the provisions of the law and the necessary rules made to regulate matters”.

The suits are respectively seeking the following reliefs:

A DECLARATION that the failure and/or refusal of the Respondents to disclose the spending of N500 billion as running cost between 2006 and 2016, and the monthly income and allowances of each Senator and member amounts to a breach of the fundamental principles of transparency and accountability and violates Articles 9, 21 and 22 of the African Charter on Human and Peoples’ Rights (Ratification and Enforcement) Act.

A DECLARATION that by virtue of the provisions of Section 1 (1) and Section 4 (a) of the Freedom of Information Act 2011, the Defendants/Respondents are under a binding legal obligation to provide the Plaintiff/Applicant with up to date information on the spending allowances of each Senator and member including: Details of projects on which the N500 billion running cost between 2006 and 2016 were spent.

AN ORDER OF MANDAMUS directing and or compelling the Defendants/Respondents to provide the Plaintiff/Applicant with up to date information on the spending of N500 billion as running cost between 2006 and 2016, and the monthly income and allowances of each Senator and member including: Details of projects on which the N500 billion running cost between 2006 and 2016 were spent.

No date has been fixed for the hearing of the suits.

Why I will not honour Reps’ invitation for now — Jibrin

Abdulmumin Jibrin said on Thursday that he will not honour the invitation to appear before the House of Representatives’ Ethics Committee until he receives a formal invitation to that effect from the Speaker, Yakubu Dogara.

Mr. Jibrin said he had already defended all allegations of corruption against the speaker, and dismissed the fresh attempts by Ethics Committee to investigate him for corruption and official misconduct as a charade.

Nicholas Ossai, chairman of the committee, told the House during plenary on Wednesday that he was in possession of new allegations against Mr. Jibrin from his constituencies and a civic group.

Since Mr. Jibrin is already serving a one-year suspension for alleged breach of House’s ethics and privileges of members, Mr. Ossai said it was necessary to get the approval of the whole House to enable Mr. Jibrin enter the premises of the National Assembly.

Mr. Jibrin was declared a persona non-grata around the National Assembly precinct as part of the disciplinary actions lawmakers ordered against him when they decided to suspend him in September.

The offences largely stemmed from the allegations of budget padding that Mr. Jibrin raised against Mr. Dogara and other principal officers of the House.

Mr. Ossai invited Mr. Jibrin to face his committee after receiving a petition linking Mr. Jibrin to ownership of foreign accounts and another one from people of his Kiru/Bebeji Federal Constituency who alleged “poor representation” against him.

Aliyu Madaki, a fellow Kano lawmaker and Mr. Jibrin’s ally, sought to step down the invitation, saying any investigation of Mr. Jibrin while he is still serving his suspension would amount to double jeopardy. But his request was rejected by the whole House.

But in an e-mail to PREMIUM TIMES this afternoon, Mr. Jibrin said he would an issue official response to the invitation upon receipt of same from Mr. Dogara’s office.

“I will make a formal statement on the invitation and petitions when I receive an official communication from the Speaker or his agents,” Mr. Jibrin said. “But in the meantime, I wish to state categorically clear that this disgraceful action is an extension of the witch hunt launched against me by Speaker Dogara and his corrupt cabal in the House.”

Mr. Dogara’s spokesman, Turaki Hassan, did not immediately respond to PREMIUM TIMES’ request for comment Thursday evening.

“Security agencies almost through with Dogara investigation” – Jibrin

Suspended Kano lawmaker Honourable Abdulmumin Jibrin has hit out at the House of Representatives for lifting his suspension just for him to appear before an ethics committee.

In a statement released late on Wednesday, December 7, Jibrin attacked his colleagues after they passed a motion on Wednesday saying his suspension should be lifted just for 24 hours to allow him answer petitions that the Ethics committee received.

Jibrin claimed that the motion was sponsored by Dogara and so were the petitions that he said originated from ‘a nonentity’.

Jibrin wondered why the same committee refused to consider petitions against Dogara about massive fraud yet wanted to grill him about petitions on absenteeism and reportedly owning foreign accounts.

Jibrin claimed that the lifting of his suspension by the House was because of Dogara’s desperation since security agencies investigating the budget padding scandal have reached an important stage.

According to him, the security agencies have already frozen the accounts of some of the leaders of the house of assembly.

Reps set aside Jibrin’s suspension — just for one day

The house of representatives has passed a resolution allowing Abdulmumin Jibrin into the national assembly premises for the purpose of defending himself before the ethics and privileges committee, following fresh petitions against him.

Jibrin was suspended for 180 legislative days on September 24 over an alleged breach of legislators privileges arising from the budget padding allegations he levelled against Yakubu Dogara, the speaker.

But in a motion on Wednesday, Ossai Ossai, chairman of the ethics committee, said he was in receipt of two fresh petitions against Jibrin.

“The committee on ethics and privileges has commenced investigations into the petitions and seeks the indulgence of the house to invite Hon. Abdulmumin Jibrin, on grounds of fair hearing, to be allowed into the precincts of the house for the purpose of the defending the allegations contained in the petitions,” the legislator told the house.

He said the petitions received against Jibrin were on his absenteeism and poor representation of his constituency of Kiru/Bebeji in Kano state and for operating foreign accounts which was in violation of the 1999 constitution.

Contributing to the debate, Aliyu Madaki, a legislator from Kano, said since he had been suspended there was no need to consider the motion.

“Jibrin is not my friend but let us do the right thing. He has been suspended for one year; why are we considering this then? Let the court case take its course,” Madaki said.

Also speaking, Dogara said the matter in court did not have anything to do with absenteeism or the foreign accounts said to be operated by Jibrin.

“We don’t know of any case in court as regards operating of foreign accounts or absenteeism, but this is in line with fairing hearing and I think that is why the motion is here,” the speaker said.

The house adopted the motion after it was put to a voice vote by Dogara.

Governors Who Refuse To Conduct LGA Elections Should Be Removed – Dogara

House Speaker, Yakubu Dogara has said that governors who refuse to conduct council elections should be removed from office for gross violation of the Constitution.
He accused governors of violating the 1999 Constitution by undermining local councils’ independence.
The Speaker accused governors of using local government funds instead of making the money available to the councils.

 

He described the state/local government joint accounts as “evil”, adding that governors had emasculated councils and turned them into cash cows.
According to him, “it is unfortunate that most governors have ‘pocketed’ Houses of Assembly, making them toothless, hence their inability to impeach governors who violate the constitution.”
To Dogara, failure to conduct council elections amounted to “serious violation of the provisions of the constitution”, which he said was “one of the biggest grounds for impeachment”.
Speaking with newsmen on Wednesday, Dogara said the constitution provided that the local government officials must be democratically-elected.

 

He said: “As a matter of fact, joint account is one of the biggest evils because it gives the authority to local government ministries in the state.
“In most states, especially in the north where we don’t have oil and co, the ministry of local government in the state is regarded as the ministry of petroleum resources.

 

“So, we all know when funds are allocated to the councils. Instead of getting to the councils, they are hijacked at that (state) level and appropriated according to the whims of the powers that be.”
On what is to be done, Dogara said: “We will have to make this local government system a bit independent.

 

“I am not saying absolute independence because we may not achieve that since ours is a strong federation. It is not a weak federation like what you have in the United States where councils and states join their own money and then appropriate it and pay royalties in taxes to the federal government.
“So, what we can therefore do is make sure that in the spirit of the constitution, the local government administration is democratically-elected to ensure that by provision of the constitution, that any local government that is not democratically constituted will not have access to any funding from the federation.

CBN hindering economic growth with reckless regulations —Dogara

The Speaker of the House of Representatives, Yakubu Dogara, on Tuesday said the Central Bank of Nigeria has been making access to credit facility difficult for small and medium scale businesses in the country.

Mr. Dogara said the CBN had unilaterally put in place several regulations that hinder economic growth rather than spur it, promising that the parliament would look at the policies with a view to reversing them.

He spoke during the inauguration of a public hearing organised by the House Committee Commerce as part of its deliberation over a bill that seeks to make credit facilities accessible to small business operators.

“Is the CBN authorised to introduce all manner of laws under the broad pretext of promoting ‘a sound financial system’ in Nigeria and giving effect to the ‘objects and objectives’ of the Banks and Other Financial Institutions Act?” Mr. Dogara queried.

“Is the CBN a legislative body or merely a regulatory body in the financial sector?

“The committee needs to determine whether the CBN overreached itself in proceeding by way of regulations instead of by legislation on this subject,” Mr. Dogara said.

The Speaker said despite their huge economic value, millions of small business owners had given up seeking loans from the formal channels because they had since lost confidence in the system.

“According to the World Bank, there are about 37 million micro, small, and medium-size enterprises (MSMEs) in Nigeria who contribute a lot to economic growth, development and job creation.

Mr. Dogara said the Committee on Commerce would produce a bill that will clearly outline the role of CBN and solve most of the current challenges that small businesses are grappling with.

The Bill, if passed into law, will align Nigeria’s secured transactions regime with international best practices since the existence of a modern collateral registry for movables is one of the indices indicated for better doing business ranking.

“This contemplated regulatory framework legislation will also delineate rights, responsibilities and duties of parties to credit transactions in and out of bankruptcy,” he said.

Dogara, Amosun congratulate Akeredolu.

The triumph of Rotimi Akeredolu in the gubernatorial election conducted in Ondo Stateyesterday shows that the ruling All Progressives Congress remains popular, Speaker Yakubu Dogara said on Sunday.

In a congratulatory statement signed by his media adviser, Turaki Hassan, Mr. Dogara hailed Mr. Akeredolu’s victory as one for democracy.

“The election of Barrister Akeredolu and the APC in Ondo state is a clear indication of the popularity of our political party,” Mr. Dogara said. “I would like to congratulate my learned colleague on his victory at the poll, and also commend our great party, the All Progressives Congress, for a thorough and successful campaign.”

The APC seized power at the centre for the first time in the 2015 general election. However, Nigerians blamed the lingering economic crisis on the party, with many suggesting that the its popularity was waning.

Mr. Akeredolu scored 244,842 votes to defeat 27 others in the governorship election held on Saturday.

Eyitatyo Jegede of the PDP came second with 150,380 votes while Olusola Oke of the Alliance for Democracy scored 126,889 votes to book third place, figures released by INEC returning officer, Abdul-Ganiyu Ambali, showed.

Mr. Dogara, however, noted that the victory should be seen as a call to service that both the candidate and the party must render to the residents of the state.

“As a party, we must take our victory in Ondo seriously  since  the people have placed  trust in us.  We must, therefore, deliver on policies that will improve  their standard of living.”

The Ogun State Governor, Ibikunle Amosun, also distributed a congratulatory message to the media on Sunday, expressing optimism that Mr. Akeredolu’s victory will usher in an unprecedented progress for Ondo State.

“This is one choice that will bring unprecedented progress, infrastructural development as well as social and economic growth to the Sunshine State,” Mr. Amosun said. “The victory of Akeredolu in the Ondo polls also portends a good omen for the collective development and progress of the South-West geopolitical zone under the progressive socio-political and economic ideals of the APC.”

The congratulatory messages came as civic groups that monitored the election gave INEC a pass mark for its overall performance.

The Situation Room, which is a coalition of several civil society organisations, said INEC recognised the task it was faced with in the run up to the polls and made adequate preparation.

“There were early distribution and deployment of personnel and materials, which led to the commencement of voting at the scheduled time of 8:00am across the state, taking cognisance of the peculiar terrain of the riverine areas of the state,” the Situation Room said in a statement signed by its director, Clement Nwankwo.

But the group also highlighted a few grey areas where INEC failed to live up to expectation, especially as concerned the use of card readers.

“However, the inability of the smart card readers to authenticate fingerprints in a large number of instances is still a sore point in election management.

“We also observed that some of the SCRs were not fully powered and lacked back up where it became necessary,” Mr. Nwankwo said.

Mr. Nwankwo praised the professionalism of security personnel deployed for the exercise, but expressed reservations about alleged failure of police leadership to provide adequate welfare for them.

“The poor welfare condition of security personnel deployed for elections has become recurring. Situation Room is again concerned that many security personnel still complained of a lack of support and welfare package, especially for those who were deployed from distant states of the federation for the election.

“Despite assurances given by the police that all police personnel had been given their entitlements while commenting on deployment for the election at the stakeholders meeting and observers briefing held in Akure, deployed police personnel lamented that this was not the case.
“We are constrained to raise concern about the minimum standards of welfare for this assignment,” Mr. Nwankwo said.

Okowa sacks aide for defrauding Dogara of N250,000

Delta state Governor Ifeanyi Okowa has sacked his Senior Special Assistant on Protocol, Mr. Temple Mudi, for allegedly defrauding the Speaker of the House of Representatives, Hon. Yakubu Dogara, of N250,000.

 

The Speaker, it was gathered in Government House, Asaba, yesterday was allegedly defrauded by Okowa’s sacked aide when he visited the Big Heart state for a public function.

 

Temple was said to have privately approached the Speaker and told him that ‘one of his convoy vehicles hit his Hilux van when he previously visited the state and that he spent N250, 000 to fix it back.’

 

A top government functionary at the Government House, Asaba yesterday said the Speaker was immediately moved with pity after Temple’s tale, even as he expressed concern and agreeably refunded the money.

“At a second thought, the Speaker decided to discuss the matter with a member, representing Ika Federal Constituency, Hon. Victor Nwokolo, who in-turn tabled the matter before Governor Okowa, before the case assumed a new dimension”, the government official disclosed.

 

Apparently miffed, the governor, however, summoned the Director of Protocol (Government House), Mr. Victor Eboigbe, with a view to unearthing what actually transpired between the Speaker and the former aide.

 

“His Excellency, the Governor,was pissed off by the fraudulent character of Mr. Temple, who swindled a distinguished visitor to the state of N250, 000.

 

His Excellency has directed his D.O.P (Director of Protocol) to relieve him of his appointment,” the source further disclosed.

Scores of SSS operatives swooped on the homes of judges in a coordinated raid across the country on October 7. The raid dragged until the next morning on October 8 before the news of the raid filtered to Nigerians.

Two judges of the Supreme Court, an appellate court judge and five high court judges were arrested in the operation.

The SSS also said it recovered a huge amount of money denominated in different currencies from the judicial officers’ homes and said it was the climax of a sting operation launched months before.

Some of the arrested judges are already being prosecuted for corruption while all of them have been granted bail.

 

President Muhammadu Buhari immediately came out to defend the action of the secret police and said he was fighting corrupt judges and not necessarily the judiciary.

The crackdown created a major fissure amongst Nigerians who immediately took sides on the matter.

While some saw the action of the SSS as needed to fight alleged corruption in the judiciary; others raised alarm that the president is trying to suppress the judiciary and instil fear on judges who might be poised to delivery unfavourable rulings against his administration.

Although Mr. Dogara did not immediately speak out at the time, the House deliberated on the matter during its plenary on October 11, which was the first sitting since the raids.

The deliberation was initiated via a motion of urgent national concern by Kingsley Ogundu, a lawmaker from Rivers State which was part of the affected states.

Mr. Ogundu’s prayer for the House to summon the Director-General of the SSS failed to gain traction amongst lawmakers, but they resolved to raise a committee to investigate the circumstances surrounding arrests.

At the inauguration of the committee today, Mr. Dogara hinted that the executive might have usurped the powers of the legislature.

“The activities of the State Security Service of late have raised concerns in the Nigerian polity as to the propriety of the conduct of officials of the service and whether their actions are consistent with the law setting it up,” Mr. Dogara read from a prepared speech.

“It is in this regard that I enjoin this Committee to make relevant findings of fact that will enable the National Assembly initiate the necessary amendments to the National Security Agencies Act —and even the Constitution where necessary— to ensure conformity with the constitutional design and framework that envisage that federal legislative power should be domiciled in the National Assembly and not shared with the executive in the manner provided under the Act.”

Mr. Dogara said the Buhari administration was exploiting a decree promulgated by the last military junta led by Abdulsalam Abubakar.

Mr. Abubakar, through an instrument in 1999, expanded the role of SSS to include other functions as dictated by the head of state.

But Mr. Dogara questioned the validity of instrument since the NSA Act is amongst the four extant laws under the Transitional Provisions an Savings component of the Constitution.

“The National Security Agencies Act is specifically protected by Section 315(5) of the Constitution as it cannot be altered like ordinary Acts of the National Assembly. It has the same alteration procedure like the Constitution as laid down in Section 9 (2) thereof,” Mr. Dogara said.

The Speaker said lawmakers serving in the committee will answer all questions that stemmed from the action of the SSS and recommend all necessary means of forestalling a recurrence— including a possible amendment to the Constitution.

Dogara Bribing Lawmakers With N3.6 billion Car Purchase Spree – Jibrin

Suspended lawmaker, Abdulmumin Jibrin, over the weekend advised Nigerians to be sceptical of reasons given by the House of Representatives for the purchase of new Peugeot cars.

Lawmakers started taking delivery of Peugeot 508 saloon cars —priced at N10 million each— about two weeks ago, eliciting a huge backlash from Nigerians who said the National Assembly has become a congregation of insensitive politicians.

All the 360 members of the House are expected to benefit from the welfare package at an estimated cost of N3.6 billion to taxpayers.

Nigerians were particularly infuriated about the latest spending spree by lawmakers because it came barely weeks after the country’s economy nosedived into recession.

The distribution, which the House said was needed for legislative functions, is on top of the humongous salaries, allowances and other welfare packages which everyday Nigerians had long groaned was amongst the highest in the world.

Writing from his self-imposed exile in London, Mr. Jibrin said the vehicle purchase binge marked the latest manifestation of the sharp practices that have become synonymous with the parliament under Yakubu Dogara’s leadership.

The Kano lawmaker, who was suspended on September 28 for highlighting possible budget fraud in the House, said Mr. Dogara approved the purchase as a quid pro quo for guaranteed loyalty from members.

“The hurried purchase of the cars is part of the carrot and stick approach deployed by Speaker Dogara to silent members and ensure that the allegations of massive budget fraud and corruption against him never sees the light of the day,” Mr. Jibrin said.

He said lawmakers hardly take a long ride on oversight functions, making the purchase of 360 new vehicles insensitive, reckless and unnecessary.

Mr. Jibrin said administrators of ministries, departments and agencies which lawmakers usually supervise for wrongdoings are usually responsible for logistics of all lawmakers.

“It is an outright lie that the cars are needed for oversight as over 80 per cent of oversight activities of the House of Representatives are carried out in Abuja,” Mr. Jibrin said. “And in almost all instances, it is the MDAs that arrange buses to convey members from the premises of the House to the respective MDAs.”

In the case of “areas that are far away from Abuja, members always use flights to the nearest location while the MDAs arrange vehicles and other logistics to complete the visit.
“In almost all instances the MDA’s provide accommodation and pay for the tickets and other logistics,” Mr. Jibrin said.

Mr. Dogara’s media aide, Turaki Hassan, did not respond to newsmen’s request for comment Monday night.

But Abdulrazak Namdas, the spokesman for the House, confirmed Monday night that 28 lawmakers have so far benefitted from the scheme —with additional 22 more to collect before the end of the year.

“The vehicles are being distributed in batches of 50 vehicles per delivery,” Mr. Namdas said. “I can confirm that 28 lawmakers have collected and we plan to give additional 22 members from the first 50 vehicles that arrived.”
Mr. Namdas, who spoke with newsmen from a gathering of West African parliamentarians in Ghana, said the lawmakers did, in fact, put Nigerians into consideration while deliberating on the purchase.

“Please, let Nigerians understand that these vehicles will not be paid for at once,” Mr. Namdas said. “We will pay on instalments from now until the end of this Assembly in 2019.”
“Also, note that we bought the vehicles from Peugeot Automobile Nigeria, this is because we understand the need to boost local production and keep people in their jobs at the company.

“We did all that because we knew Nigerians were going through a hard time as a result of the economic downturn,” Mr. Namdas said.

The lawmaker also suggested that the cost per unit of the vehicles may be seen as an uptick as a result of the lingering foreign exchange crisis.

“You know the dollar has gone up now and we’re already hearing that there may be a review of the prices that were quoted when we initially negotiated the deal,” Mr. Namdas said.

But he said the controversy over the purchase was only the latest misplaced outrage from the public.
“There shouldn’t be any controversy over this matter because we’ve been on it for over a year,” Mr. Namdas said.

The reps controversy came seven months after their counterparts in the Senate took delivery of exotic SUVs, which civic groups decried as “ungodly” and “criminal.”

Those plotting disintegration of Nigeria will fail – Dogara

Those plotting and fighting for the dismemberment of the Nigerian state are bound to fail because God didn’t make mistake in bringing the various ethnic groups together in one country, Speaker of the House of Representatives Hon. Yakubu Dogara, has said.

Dogara spoke at the weekend during a reception organised by Northern Nigeria Christian Politicians to honour him and the Secretary to the Government of the Federation, Babachir David Lawal, in Abuja, according to a statement issued by his Special Adviser on Media & Public Affairs, Turaki Hassan, on Sunday.

The speaker maintained that in bringing the various ethnic and religious groups together in one country, God didn’t make a mistake and advised those plotting the disintegration of the Nigerian state to have a rethink because their mission is bound to fail.

” For some of us who think Nigeria was a mistake, or that the North, having aggregated so many ethnic groups, and then two dominant force is a mistake, I want to advice us to do a rethink. ”

“The one who put together Nigeria and the North is God and he has the mandate. And anybody who is fighting for the disintegration of this country will not succeed because I believe that God has a plan for Nigeria and likewise, anyone for the elimination of any faith in Northern Nigeria or destruction of Northern Nigeria will not succeed because I believe God has a plan for northern Nigeria and until God is done with his plan, the north will remain as it is and Nigeria will remain as it is. If only one can upturn that, it means he is greater than God.”

“Northern Muslims Supported my emergence as Speaker”

Dogara also urged northern Christians to brace their muslim counterparts because of the former’s extension of olive branch as exemplified by the prominent role played by muslim leaders in his emergence as speaker and the appointment of Engineer Babachir David Lawal and the SGF by President Muhammadu Buhari.

He informed the gathering that there was no way he would have emerged speaker if northern Muslims did not support and vote for him.

Dogara said his emergence as Speaker and the appointment Mr. Lawal as SGF are pointers to the new thinking and resolve to return to the good legacies of Sardauna of Sokoto, the late Premier of northern Nigeria Sir Ahmadu Bello, who elevated prominent northern Christians into top government positions which helped in uniting the various peoples of the region.

“Now, talking about interfaith in the North, what we are celebrating today, you know who the president is, and we know what he has done for our brother (Babachir Lawal) . In my own case, the emergence that we are celebrating today, I want to thank God for Senator Zwingina who made this very wonderful remark that they are wonderful Muslims. ”

“There are those who sincerely believe that the Christian community in the North deserve more among our Muslim brothers and I can tell you this, without that thinking, there is no way that I would have been standing here as the speaker of the House of Representatives.

“There are those who said look, time has come for the North to go back to those days of Sardauna where those who call themselves, or are referred to as the core North, will deliberately fashion out ways of compensating their brothers, Christians, in the North.

“It may interest you to know that that school of thought, obviously, I won’t mention everyone, but I will mention few. We got serious support from the present governor of Sokoto State, from the governor of Zamfara State, from people like Senator Wammako, Senator Ahmed Yerima, from people like Hon. Kawu Sumaila, who really, in spite of the fact that they had invested so much capital in building political networks and connections, they decided to go against this networks to ensure that this position is given to a Christian from the North.”

” It may interest you to know that in Sokoto State, we lost only two votes. If all the members only from Sokoto State had decided to vote for my opponent, there is no way we would have won that election. And in Zamfara, we lost one vote. ”

“What does that speak to us? That means there is an invitation to us as Christians to go back to our old ways. What ways? When we used to work together, we used to live together and it is only through that way that we can live in peace which is a key ingredient for development. ”

The speaker expressed appreciation to President Muhammadu Buhari, for appointing “one of our own as the secretary of the government to the government of the federation. Those who know the inner workings of government would know that that position combines many ministers together. And for us as a community, at least in my own lifetime, I don’t know what the elders have seen, I can this is the first time a northern Christian is holding that position.”

“Without peace, we cannot even practice our religion. And as long as we don’t enjoy peace in our region, there is no way that we will experience development because even if we are developed, lack of peace will destroy it. Syria is a case in point. So that is the challenge before us. As they open their arms to embrace us, we should also open our arms to embrace them so that we can write a new political history.”

Jibrin’s constituents sue Dogara, N’Assembly over suspension.

Aggrieved by the suspension of their representative, Abdulmumin Jibrin Kofa, from the House of Representatives, electorates of Bebeji/Kiru federal constituency, have taken the Speaker, Yakubu Dogara, House of Representatives and the House Clerk to court.

 

Jibrin was suspended from the lower federal legislature for 180 days for his role in the alleged padding of the 2016 budget.

 

Counsel to the aggrieved party, Barrister Bashir Muhammad Muqaddam, briefed journalists, yesterday, in Kano, after filing the case at the Federal High Court, Court 2.

Muqaddam revealed that the constituents were challenging the authenticity of the suspension of the former Chairman of the House Committee on Appropriation, stressing, “His suspension breaks many ground rules, from the House to the Constitution of the Federal Republic of Nigeria. ”

 

“We are contesting the action; that is why we are taking them to court, so that we can get proper interpretation of the purported suspension of the member,” he said.

Why we bought N3.6bn exotic cars during recession – Reps

The House of Representatives on Thursday defended its decision to buy exotic cars for its 360 members at a period the country’s economy is in recession.

It said lawmakers must have a means of mobility while carrying out oversight duties over Ministries, Departments and Agencies of the Federal Government.

The House will spend at least N3.6bn across 24 months to complete payment for the luxury vehicles supplied by the Kaduna-based Peugeot Automobile Nigeria Limited.

The PUNCH had reported exclusively on Monday that the firm had already delivered 28 units of Peugeot 508 series to members in the first batch of 50 cars.

A total of 360 units of the exotic automobile would have been delivered by January 2017.

The Deputy Chairman, Committee on Media and Public Affairs, Mr. Jonathan Gaza, while defending the procurement of the cars on Thursday, said that recession would not stop lawmakers from performing their legislative duties.

He argued that in a recession, both the executive and legislative arms of government were expected to work even harder to find urgent solutions to challenges facing the country.

Gaza noted that while working during recession, members were not expected to trek to the premises of the MDAs for oversight duties.

He added, “In a recession, we will all put on our thinking caps. We are working; these are committees’ cars and they are not the personal property of members.

“When you came here today, how did you come? Did you walk down to this place (National Assembly) from your house?

“If a member is going to visit an agency, will he trek there?

“We need materials, computers, stationery, cars; these are all for work.”

Asked to comment on whether the National Assembly would approve Buhari’s bid to take a loan of $29.96bn, Gaza replied that discussions were ongoing between the two sides.

The lawmaker said no conclusions had been reached.

He also declined to speak categorically on whether the government had begun making releases for the constituency projects of lawmakers.

The constituency projects of senators and members are worth N100bn in the 2016 budget of N6.06tn.

The refusal of the government to fund the projects is reported to be one of the sore points in the relationship between Buhari and the National Assembly.

But, when asked a direct question on the issue, Gaza parried it.

“We don’t release money for constituency projects. Our work is to pass the budget and we passed the 2016 budget. It is the responsibility of the executive to release funds for projects.

“Also, the money is not paid into our pockets, we don’t touch it,” he replied.

VP Osinbajo, Saraki, Dogara, Governors Meet Over $30 Billion Loan

The Senate President, Dr. Bukola Saraki, on Monday said the meeting the leaders of the National Assembly had with Vice-President Yemi Osinbajo and some state governors was meant to ensure good governance and collaboration.

Saraki spoke with State House correspondents at the end of the meeting held inside the Vice-President’s office at the Presidential Villa, Abuja.

The meeting was also attended by the Speaker of the House of Representatives, Yakubu Dogara; the Secretary to the Government of the Federation, Babachir Lawal; as well as governors of Ogun, Adamawa, Zamfara, Osun, Imo and Niger states.

The meeting was believed to be one of the efforts aimed at resolving the issues arising from the Senate’s recent rejection of President Muhammadu Buhari’s $30bn foreign loan request and the 2016-2018 Medium Term Expenditure Framework as well as other party matters.

Osinbajo heads the present administration’s Economic Management Team.

“I am sure the Vice-President will issue a statement. But nothing of great alarm, it (the meeting) was all for good governance, inclusion and collaboration with all arms. The states are here, the National Assembly executives just came up with ideas on how to make things work even better, that’s all,” Saraki told reporters.

Saraki had met with Buhari thrice within one week on the same matter.

The meetings came after the Senate rejected Buhari’s request for approval to take $30bn foreign loan.

The Senate had also dismissed the Medium Term Expenditure Framework submitted to it for approval, describing it as “empty.”

The document was said to have been returned to the Executive.

Saraki had after a meeting with Buhari told State House correspondents that the issue of the foreign loan was work in progress.

 

Osinbajo, Saraki, Dogara Meeting In Aso Rock

Vice President Yemi Osinbajo is currently meeting with the President of the Senate, Bukola Saraki and the Speaker of the House of Representatives, Yakubu Dogara, at the Presidential Villa, Abuja.

The meeting is believed to be one of the efforts aimed at resolving the issues arising from the Senate’s recent rejection of President Muhammadu Buhari’s $30bn foreign loan request and the 2016-2018 Medium Term Expenditure Framework.

Osinbajo heads the present administration’s Economic Management Team.

The meeting started at about 2pm with the arrival of the heads of the two chambers of the National Assembly in the Vice-President’s office.

$30bn loan: Osinbajo in closed-door meeting with Saraki, Dogara.

Vice President Professor Yemi Osinbajo is currently holding a closed-door meeting with President of the Senate, Bukola Saraki, and the Speaker of the House of Representatives, Yakubu Dogara, Daily Trust reports.

 

The meeting with the leaders of the National Assembly is believed to be in line with reaching a truce on the $30bn loan request currently before the legislature from the presidency.

 

Both men are believed to have arrived the Aso Rock villa at about 2pm for the meeting, which is holding in the Vice President’s office.

 

The Senate had penultimate Tuesday rejected the request citing incomplete documentation.

Help Nigeria Out of Recession – Dogara Urges Dangote, Other Entrepreneurs

As the country continues to grapple with the economic recession, speaker of the House of Representatives, Yakubu Dogara, has charged President of the Dangote Group, Alhaji Aliko Dangote and other industrialists to exhibit patriotism by helping ensure that the country came out of the current recession.

This is even as Alhaji Dangote urged Governor Obaseki of Edo State to adopt Lagos State’s development template to transform Edo State from where his predecessor, Adams Oshiomhole stopped.
Dogara gave the admonition in the presence of many heads of industries and players in the financial sector, including Dangote, AIG Imoukhuede, among others, at the Governor’s Ball held in honour of Obaseki, to celebrate his inauguration in Benin City at the weekend.

The speaker, according to a statement signed by his Special Adviser on Media and Public Affairs, Turaki Hassan, expressed confidence in the industrialists to make the necessary impact needed to re-engineer the economy, and appealed to them to put their heads together to tame the recession.

Speaking on the new government in Edo State, Dogara said judging from past performances, he was positive that Obaseki and his deputy, Philip Shuaibu, have the capacity to deliver growth and development to Edo people.

He said: “I had come in contact with the governor when I was serving in the House of Representatives, specifically, on the House Committee on Capital Market. He made appearances before that committee and I can attest to the fact that I knew him to be a man that is very deep.

“And so, when I heard that the people of Edo State identified him as one of the shining stars that will take over from the governor that by popular consensus, performed credibly well, I knew that they had made a good choice. “I believe beyond reasonable doubt, that together, you will achieve a lot for Edo State, what has not been possible.”

Meanwhile, Alhaji Dangote urged the newly sworn-in governor, Godwin Obaseki, to replicate the leadership template of former governor of Lagos State, Bola Tinubu, to transform Edo and make it a reference point for commerce and development.

Dangote, who also spoke at the inaugural dinner held in Benin to usher in the new governor, said Tinubu laid a solid foundation for development of Lagos, which his successors keyed into and even scaled up to bring about massive transformation and development.

He said just like Tinubu, Adams Oshiomhole, had also placed Edo on sound footing for development, urging the new governor to also follow the path of continuity for progress.

FG set to pay N720bn debt to states – Dogara

The Speaker of the House of Representatives, Mr. Yakubu Dogara, has disclosed plans by the Federal Government to pay debts owed the 36 states by paying them N720bn with each state collecting N20bn a piece.

Dogara said the money would be used for the provision of infrastructure by the states.

Many states had in the past undertaken to rehabilitate failing Federal Government infrastructure in their domain, especially road projects with the understanding that they would be repaid by the latter.

A statement on Sunday by the Speaker’s Senior Special Assistant on Media and Public Affairs, Mr. Iliya Habila, quoted Dogara as making the disclosure during a visit to the Igwe of Ogwuekpele, His Royal Highness, Valentine Onyema-Ogidiga.

Dogara visited the monarch in his Ogwuekpele palace in Anambra State.

It read in part, “Regards to debts being owed to states, I can announce that very very soon, a chunk of money will be given to states.

“It is being processed and I know that no state will get less than N20bn from the money that is coming.

“That will be something substantial in the hands of the governors. Those that are spirited, I believe they will be able to translate that money into development so that they can support the diversification (agenda) of the Federal Government.”

The statement explained that Dogara was responding to complaints made by the monarch that social infrastructure in the state was decaying and needed urgent funds for resuscitation.

It added, “Without capital, you cannot invest; so these are the two things that this government is devoted to. By doing so, state governments can have enough capital; they will have the needed infrastructure for the establishment of functional industries for the evacuation of either solid minerals or agricultural products. And we know that agriculture has the potential of providing employment for the majority of our people.

“And I can assure you that when we talk about diversification, it is not just on paper. Recently, there are efforts by the government to source money so that it can begin in earnest the putting up of infrastructure; functional road networks, intermodal and multimodal connectivity of our transportation system and building airports, railways and integrating them with land transportation.

“These are the things that are on the agenda and then giving citizens access to cheap capital that they can use to better their lives and start business and provide employment that will earn us foreign exchange.”

The Igwe had earlier appealed to the Federal Government to support Anambra State in the building of infrastructure.

He said infrastructure would help farmers to move farm produce easily from the villages to urban markets in cities like Onitsha, Awka, Nnewi and beyond the state.

Dogara wants Trump to maintain a cordial relationship with Nigeria

Yakubu Dogara, speaker of the house of representatives, says he hopes that Donald Trump, United States (US) president-elect, will maintain the cordial relationship that his country has with Nigeria.

In a statement on Wednesday, Dogara congratulated Trump on his victory, and described the US as a “priceless ally in Nigeria’s democratic journey”.

The speaker, who said the US was a model for values of freedom and integration, also desired that Trump’s quest to make America great again would be firmly premised on aforementioned values.

“The United States of America has been a priceless ally in Nigeria’s democratic journey, in issues concerning trade, governance and even security. This is something we cherish and we hope that the president-elect will maintain this cordial relationship,” Dogara said.

“The American democratic system has inspired governance in nations across the world, including our system here in Nigeria.

“Democracy safeguards choice and because of the way in which leaders are chosen, it is also expected to foster understanding. I therefore congratulate President-Elect Donald Trump for being able to secure the required votes and emerged victorious in a keenly contested election.

“The United States has remained a model for values such as freedom, inclusiveness and integration, and we also hope that  Mr. Trump’s quest to make America great again. Will be firmly premised on these values.”

‘Help They Want to Kill Me’ – Jibrin Alleges Threat to His Life

Suspended former Chairman of the House of Representatives Committee on Appropriations, Abdulmumin Jibrin, has gone on exile.

He has vowed never to return to Nigeria unless his safety can be guaranteed.

The embattled lawmaker who left Nigeria for London last week to receive an award and take his anti-corruption campaign to international community, made his decision public in an interview aired on the London based Ben TV, on Monday.

Jibrin explained that his decision to flee the country was informed by threats he said he had been receiving from some of his colleagues whom he accused of fraud.

According to him, a cabal in the House allegedly led by the Speaker, Yakubu Dogara, the Deputy Speaker, Yusuf Lasun, the Chief Whip, Alhassan Doguwa, and the Minority Leader, Leo Ogor, are using Herma Hembe to threaten him and members of his family.

The lawmaker also said the initial silence of President Muhammadu Buhari on the matter was a blessing in disguise because if the President had spoken much earlier he would have been accused of using him to fight the House leadership.

Jibrin said, “The situation currently at hand is different from the initial stage of the crisis. The silence of the Presidency is no longer sending the right message to Nigerians and the international community.”

He also revealed that he recently wrote to President Buhari, seeking an audience to brief him about the monumental fraud in the 2016 budget, the individual and systemic corruption in the House and some vital information on how to check corruption in the House and further fraud in the budget process and reform the House for the good of the country.

He said over 2,000 fraudulent projects worth over N284bn were inserted into the 2016 budget, adding that such fraud never happened in the history of the Nigerian legislature.

Jibrin, who exonerated himself from any wrongdoing in the appropriation process, said he had been in the House for five years and had never abused his office or corruptly enriched himself.

While reiterating his resolve to continue with the anti-corruption campaign, he revealed that he would now take the campaign to the international stage by reaching out to foreign governments, parliaments, media, civil society groups and Nigerians in Diaspora, to press for the arrest and prosecution of Dogara, Lasun, Doguwa, Ogor and other members of the corrupt cabal in the House of Representatives.

When contacted, the Special Adviser to the Speaker, Mr. Turaki Hassan, said he would “not dignify the suspended lawmaker with a response.”

Jibrin opens fresh can of worms on Reps.

Suspended chairman of the Committee on Appropriation, Abdulmumin Jibrin, yesterday, made fresh disclosures on alleged corruption in the House of Representatives.

Jibrin explained why members who had earlier supported his anti-corruption push suddenly became quiet, and how representatives allegedly help themselves to billions of naira under the guise of ‘running costs’.

The lawmaker, who confessed, “I took running cost,” said: “Members collect about N10 million every month. In the past, since I came into the National Assembly, till date, there has been a situation where N10 million has been collected. Sometimes it’s between N10 to about N20 million monthly.

“To make matters worse, there is a kind of arrangement, that ensures that the cumulative of that amount is paid to you upfront. That is why you see someone comes into the National Assembly with nothing, but after swearing-in, he is already buying a car of N20 million.
“There is a fraudulent arrangement. For instance, if what you take is N20 million per month, that brings it to about N900 billion in four years. There is an arrangement that ensures you could get even up to half of that money instantly. It is such a mess.”

According to Jibrin, the leadership of the House, at a meeting, had warned members that many heads could roll if the issue of running costs is revealed.He said: “So, he (Speaker) just said it straight. ‘I won’t go down alone. If you allow these issues to be investigated, of course, we have to open up the running cost issue’. From that meeting, people started backtracking. That was why you even had a peaceful session on the first day of sitting after resumption.

“Everybody was ready for a showdown. But that night, he struck. He put the fear of running cost in the hearts of lawmakers because the running cost issue will send hundreds of members to jail directly. You don’t need to investigate it. It’s a fraud. It’s a huge and massive fraud and I have never pretended or avoided saying it.”

But asked if he would still have challenged the Speaker had he not been removed as chairman of the House Committee on Appropriation, Jibrin answered: “The issue is that my removal was just a trigger. It was just an immediate cause. There had been a remote crisis. I have reported in the media that I protested when I saw 2000 projects worth N284 billion in the budget. I confronted the Speaker on it and I said, ‘I cannot allow this to happen’.

“We fought internally when he wanted me to put projects worth N30 billion in the budget. I said this is ridiculous. It has never happened, and I am not going to do it. There has been lots of issues, and that is why I keep explaining to people that I have fought this battle extensively, internally, and they’ve not come out to say no, because I have given out documents to anti-graft agencies and to the Nigeria Police Force, to show that these are the battles I have been fighting internally before now.”

PRESS RELEASE: I have not withdrawn my case against Dogara and others” – Jibrin

It has come to our attention the circulating misrepresentation of facts that our client, Hon. Abdulmumin Jibrin has withdrawn his suit filed vide FHC/ABJ/CS/595/16 against The Speaker, House of Representatives and 14 others wherein we sought for injunctive reliefs restraining the the Defendants from suspending the Plaintiff, Honourable Abdulmumin Jibrin.

This is not the true position of things and the said untrue information is calculated to misinform and in fact disappoint the teeming generality of Nigerians who seek for justice to be done in this matter.

As you all are aware, despite the pendency of the above suit and the Defendants representation in same, they went ahead and suspended Hon. Abdulmumin Jibrin with the aim of foisting a state of helplessness on the court. We shall resist this callous misbehaviour by men who are constitutionally  saddled with law making responsibilities..

For the avoidance of doubt, We have also filed a fresh suit by way of an Originating summons in Suit No. FHC/ABJ/CS/ 812/16 in Hon Abdulmumin Jibrin vs. The Speaker, House of Represebtatives & 2 ORS which is  currently pending before Justice John Tsoho of the Federal High Court 3 Abuja seeking for the following prayers to wit:

1.            A DECLARATION that the suspension of the Plaintiff from the floor of the House of Representatives for 180 legislative days commencing from the 28th day of September 2016 is a violation of the Plaintiff’s fundamental right to freedom of expression guaranteed by Section 39 of the Constitution of the Federal Republic of Nigeria 1999 (as amended) and Article 9 of the African Charter on Human and Peoples Rights (Ratification and Enforcement) Act (cap. A9) Laws of the Federation of Nigeria 2004.

2.            A DECLARATION that the resolution passed by the Defendants on the floor of the 2nd Defendant on the 28th day of September 2016 suspending the Plaintiff from the floor of the 2nd Defendant for 180 legislative days is in breach of the provisions of Section 68 of the 1999 Constitution of the Federal Republic (as amended) and Section 21 and 24 of the Legislative Houses (Powers and Privileges) Act 2004 and Order 10 rule 6 of the Standing Orders of the House of Representatives.

3.            A DECLARATION that by virtue of the provisions of Chapter VII, paragraph 7.5 of the “Code of Conduct for Honourable Members”, the Plaintiff or any member of the 2nd Defendant has a duty to expose corrupt practices in the 2nd Defendant.

4.            AND ORDER of this Honourable Court setting aside the purported suspension of the Plaintiff from the House of Representatives for 180 legislative days forthwith.

5.            AN ORDER OF INJUNCTION restraining the Defendants from preventing the Plaintiff from participating in the Committees of the 2nd Defendant or accessing his legislative chambers or compelling the Plaintiff to tender an apology to the Defendants or any member of the 2nd Defendant before he is allowed into the Chambers of the 2nd Defendant to perform his legislative duties.

6.            AN ORDER directing the Defendants to pay the Plaintiff his outstanding salaries, accrued allowances and all other entitlements due to him from the date of his suspension from the floor of the House of Representatives until the judgment of this Honourable Court is executed.

7.            THE sum of N1, 000,000, 000.00 (One Billion Naira) being general damages for the suspension of the Plaintiff for 180 legislative days from the floor of the 2nd Defendant.

Be informed that the Honourable Court has slated the above suit for hearing on the 22nd day of November 2016.

EFCC set to Invite Dogara, Lasun, others over N100bn constituency projects

There are indications that the Economic and Financial Crimes Commission (EFCC) may invite the Speaker of House of Representatives, Hon. Yakubu Dogara, his deputy, Hon. Yusuf Lasun, Chief Whip, Alhassan Ado Doguwa, and Minority Leader, Leo Ogor, over the allegations made against them by the former House Committee Chairman on Appropriation, Dr. Jibrin Abdulmumin.

Abdulmumin, had among other issues, accused the speaker, other principal officers, and some House committee chairman of diverting N40 billion out of N100billion allocated to constituency projects in the 2016 budget.

The former Chairman on Appropriation, who was recently suspended for 180 sittings over his allegations against his colleagues, said that constituency projects worth N40 billion were shared among the principal officers without the approval of the House.

He also claimed that the speaker ignored his complaint that the chairmen of 10 out of the 96 standing committees of the House inserted 2,000 projects worth about N284 billion into the budget, among others.

He further alleged that his refusal to accept a request to insert N30 billion into the 2016 budget caused the rift between him and the leadership of the House.

A senior operative of the said in Abuja yesterday that the anti-graft agency was currently conducting a “discreet but thorough investigation” into the allegations made by Abdulmumin, disclosing that the investigation had reached an advanced stage.

“Our senior operatives involved in the investigation have grilled officials of 16 federal ministries in connection with the on-going probe into the allegations contained in a petition written to the commission by Abdulmumin, the source who spoke in confidence stated.

“Our operatives have gathered some evidence on some of the issues raised in the petition. The commission would soon send invitation letters to some of the members listed in the petition to our commission,” he said.

The source added that the investigation into the petition was “progressing smoothly”, saying that the investigation was being handled on a ministry-by-ministry basis and was going on well.

“Very soon, we will get to a point where those who have any case to answer would be summoned to make clarifications where necessary. In this fight against corruption, we believe nobody is above the law,” the source said.

Jibrin’s Suspension Is Unconstitutional – Femi Gbajabiamila

Majority leader of the House of Reps, Femi Gbajabiamila, has kicked against the suspension of former chairman of the House committee on Appropriations, Abdulmumin Jibrin for one year, describing it as unconstitutional.

The House had on 28th September, suspended Jibrin for failing to appear before the committee on Ethics and Privileges over the allegations of Budget padding he leveled on Speaker Yakubu Dogara and 13 other lawmakers.

In an interview with Thisday, Gbajabiamila questioned the legality of suspending a lawmaker who represents a constituency from the House.

He said, “My concern on the suspension is the same that I always had, even when Dino Melaye and others, were suspended in the 6th Assembly.

“Now what is this concern? I find it difficult as a Constitutional Lawyer, to accept that our rules can actually pass constitutional muster, if put to test. If you suspend a member for a year, you are effectively suspending his constituency and the people he represents, from participation in participatory democracy. This, in my own personal opinion, violates the constitution which delineates the country into Federal Constituencies for effective representation, at the centre. For every constituency, it is a right to be represented in the national assembly, not a privilege that can be taken away.

“The constitution says clearly that, all Federal Constituencies must be represented for 4 years, and lists, I believe, only 1 or 2 circumstances under which such a constituency can be unrepresented. e.g. by process of recall etc. Even at that, the vacancy is to be filled immediately.

“Our constitution does not envisage a situation where a Federal Constituency is unrepresented or underrepresented. If, for instance, an issue comes up in a member’s constituency, that requires federal attention or legislative address, who do they go to? We cannot take away a mandate, given by the people or short change a constituency.

“In law, the seat of a representative is held in trust for the constituency. It is an in rem matter, not a personal matter. This is why when a member gets up to speak, he goes through the formality of announcing his name and the constituency he represents.

“In fact, in other democracies and Legislatures, when a Speaker wants to recognise a Representative to speak, he addresses him or her not even by name, but as for instance, “the gentleman from so so constituency”. That is the pre-eminence given to a constituency in a democratic setting.

“So it is not about Honourable Jibrin, it is about Bebeji Constituency. I do not stand in the gap for Jibrin, or is this in any way a defence on his behalf. You may not know this, but Jibrin and I stopped relating as friends and colleagues, since March or thereabout.

“However, I am not one to shy away from the truth and the rule of law. I believe that there are other ways that would be constitutional, if the House wants to discipline any member.

“On whether this was contempt of court, I believe that you are speaking about the Federal High Court decision in the Melaye case, when the Court said that the House lacked the powers to suspend the members. I do not remember the basis upon which the Court made its decision, but I will definitely look at it again. I suspect it was on the basis of fair hearing, as provided in the Constitution.” he said

Speaker Dogara tasks media on professionalism

The Speaker of the House of Representatives, Yakubu Dogara, on Tuesday in Abuja charged the media to demonstrate high level of professionalism in the discharge of their duties.

Dogara, who made the call at the inauguration of the House of Representatives Media Centre, said adhering to high ethical standard was crucial in improving the country’s democracy.

While charging the media to report truthfully the activities of the House, Dogara underscored the need for the reports to be balanced at all times.

Dogara said: “As representatives of the people, we will not shy away from our mistakes and we will never seek to cover them.

“The media has a duty to report us in a manner that is fair, truthful and balanced; that is the responsibility that comes with your work.

“Citizens rely so much on information emanating from the media and when distorted information or unchecked facts are presented to the public, it beclouds the kind of choices they make.

“There is always this temptation in the modern media to deviate from the normal norm.

“These days as news is breaking, all social media outlets are breaking them and there is this temptation to jump into an island that is not truly our professional calling.

“But when I read from conventional media, there is this temptation to always believe what is reported because the information is coming from people who are holding themselves up there to be professionals.

“Nothing distinguishes media operation from that mix and you need to adhere to at least minimum standard of ethics; so, anytime you see news from conventional media, your instinct will tell you that this is coming from a professional.”

Budget Padding Scandal: Jibrin vows to upturn suspension in court

Following his suspension by the House of Representatives, Abdulmumin Jibrin, on Wednesday night said he would seek redress in court.

The House on Wednesday afternoon slammed 180 legislative days —a full session— suspension on Mr. Jibrin after being found guilty of violating ethics and privileges of lawmakers.

Mr. Jibrin through his widely publicised allegations of budget fraud against the Speaker of the House and over a dozen other lawmakers had stirred controversies and subjected the House to public scrutiny since July.

But the lawmaker remained defiant, saying he had done nothing wrong and, as such, will not apologise.

“Let me say, I will never ever apologise to anybody in the House of Representatives,” Mr. Jibrin said in a statement. “I did not commit any offence.”

Mr. Jibrin’s allegations against Speaker Yakubu Dogara and others stemmed from his ouster as the chair of the much-coveted Committee on Appropriation.

Mr. Dogara announced Mr. Jibrin’s removal shortly before the House proceeded on an eight-week-long recess July 20, citing budget fraud and serial betrayal of trust.

On September 21, barely a day after resuming, Mr. Dogara’s loyalists moved a motion at the plenary seeking disciplinary actions against Mr. Jibrin.

Emmanuel Orker-Jev, a lawmaker from Benue, proposed tough sanctions against Mr. Jibrin for the damage his allegations had wrought on the House.

The image of the House has never been worse than this before. Hon. Jibrin was reckless and the allegations were false. He knew that the allegations were false and scandalous and he had no regards at all to whether the allegations were true or false,” Mr. Orker-Jev said.

The House subsequently assigned the matter to its Ethics and Privileges Committee for further investigation and to report back within a week with its findings and recommendations.

Nicholas Ossai, chairman of the committee, convened the first hearing on the matter September 23, during which Mr. Orker-Jev submitted his evidence against Mr. Jibrin.

Mr. Jibrin received an invitation to appear before the committee on Monday. But he decided to boycott the hearing, even though his demand that the sitting be thrown open to the public was met by Mr. Ossai.

Mr. Jibrin also asked his lawyer, Femi Falana, to seek discontinuation of the committee’s activities saying continuing  would amount to subjudice as the matter was in court.

Mr. Ossai said Mr. Jibrin’s failure to appear before his “properly and constitutionally constituted committee” was, in effect, a defence.

The report of the committee was laid before the House plenary at noon on Wednesday.

By 2:30 p.m., the House voted to adopt the recommendations of the committee as read out by Mr. Ossai on the floor.

The recommendations included a 180-day suspension, a formal letter of apology and a removal of rights to hold position of responsibility through the span of the current 8th National Assembly.

Although analysts said it was draconian and counterproductive, Mr. Jibrin’s, nonetheless, saw a bright spot in his suspension.

“At this point, I must say they freed me up to concentrate on the matter in court,” Mr. Jibrin said. “I know the suspension is not going to stand, secondly, I’m going into a massive alliance with civil society groups, NGOs and well meaning Nigerian to continue to press ahead.”

Analysts also said Mr. Jibrin’s suspension did not resolve the questions of what the House would do about the allegations of budget fraud confronting it.

House spokesman, Abdulrazak Namdas, did not respond to PREMIUM TIMES’ request for comment about this Wednesday night.

A top lawmaker in the House said the lawmakers will not consider Mr. Jibrin’s allegations since he didn’t present anything before them.

“I understand people want his allegations investigated,” the source told PREMIUM TIMES Wednesday night. “But don’t forget he didn’t present them before us.”

“He had an opportunity to do this last week when someone raised a motion for his suspension, but instead walked out in a show of arrogance.”

Mr. Jibrin is the first lawmaker to be suspended since 2010 when Dino Melaye and 10 others were found guilty of breaching House ethics and privileges.

West Idahosa, Austin Nwachukwu, Gbenga Onigbogi, Doris Uboh, Gbenga Oduaye, Independence Ogunewe, Solomon Achinawhi, Kayode Amusa, Anas Abass, and Bitmus Kaze received indefinite suspension alongside Mr. Melaye on June 22, 2010 under the speakership of Dimeji Bankole.

Mr. Melaye is now a senator representing Kogi West.

In the 4th National Assembly, 1999 -2003, two senators, Arthur Nzeribe and Joseph Waku, were suspended for ethical misconduct.

Mr. Jibrin’s suspension would see him barred from the premises of the National Assembly in the course of the disciplinary action. His office will be sealed and will not receive salaries or allowances.

Buhari Meets Dogara, Tambuwal Behind Closed-door

President Muhammadu Buhari yesterday met with House of Representatives Speaker Yakubu Dogara and Sokoto State Governor Aminu Waziri Tambuwal.
Dogara and Tambuwal were driven to the forecourt of the Aso Rock Presidential Villa in Abuja in a single vehicle.

The closed-door meeting, which took place inside the president’s office, lasted about one hour.
When approached by State House correspondents after the meeting, Dogara and Tambuwal refused to disclose their mission of visiting the president.
Asked if the meeting was about the House of Representatives, Tambuwal, who is a former speaker of the House, responded: “Not at all.”
Governor Tambuwal, however, stated that he and Dogara visited the president to give him support.
Asked if the meeting discussed the current economic recession and the proposed sale of assets, Tambuwal simply said: “I’ve already aired my views on the sale of assets.”
On whether the ‘feud’ between the National Leader of the All Progressives Congress (APC) Asiwaju Bola Tinubu, and the APC National Chairman John Odigie-Oyegun was discussed during the meeting, Tambuwal said: “I don’t know about that.”

The struggle has just begun – Jibrin tells Dogara

Former Chairman of the House of Representatives Committee on Appropriations, Abdulmumin Jibrin, has stated that the Speaker, Yakubu Dogara, used legislative tricks to save himself by not allowing the budget padding allegations to be debated by members.

Declaring that he would not appear before any House committee except its hearing is made public; he asserted that “the struggle has just begun”.

Recall that the House had on Wednesday descended into a rowdy session where it passed a motion to investigate the breach of members’ privileges as a result of recent allegations made by the ousted chairman.

The motion, moved by Chairman, House Committee on Rules and Business, Emmanuel Oker-Jev, said the lower chamber had come under “heavy attack” following the allegations.

Jibrin is to appear before the Ethics and Privileges committee, which would investigate him and make recommendations to the House; if found guilty by the committee, the embattled lawmaker risks six months suspension.

He said in a statement, “Rather than open up the matter for discussion in view of the public interest it has generated and allow me to brief my colleagues, an opportunity I have been denied for several months, Mr speaker deployed some legislative tricks and theatrics to save the day.

“In a move that smacks of abuse of process, Speaker Dogara granted under point of order, an opportunity to the chairman of business and rules committee, who started with a speech then suddenly transited to a motion under privilege — a clear case of manipulation and gross abuse of the house rule.

“This is the easiest resort since the attempts to secure a vote of confidence had woefully failed.

“But what happened on the floor of the House today is just the end of another beginning. I have never lived with the illusion that this matter will be a sprint, knowing the deeply-rooted corrupt interest of a few cabal in the House, headed by Speaker Dogara.

“I have all the stamina and agility to go the marathon and ensure justice is served. Despite all these and since I can substantiate the allegations I raised with cogency, I will take up the opportunity provided by the Ethics committee to state my case under the condition that the hearing will be public and will allow the Press, CSOs, NGOs, NLC, ASUU, NANS, NBA and the general public to witness the entire proceedings.

“Predictably, in his speech, Mr. Speaker tried to drag the entire House into the matter to give the impression that the entire House is the accused. I wish to state for the umpteenth times that the allegations I raised are against the quartet of Speaker Yakubu Dogara, Deputy Speaker Yusuf Lasun, House Whip Alhassan Doguwa, Minority Leader Leo Ogor and few other members — not the honourable house as an institution.

“The bad news for Nigerians is that in the face of such grievous allegations against the Speaker, which members are aware of, and his decision to sit tight, he has become a lame duck Speaker. But even more painfully is the fact that we will continue to call, though in the short run, such fraudulent and corrupt persons in Dogara, Lasun, Doguwa and Ogor number 4 citizen and principal officers of the House respectively.

“Let me use this opportunity to reassure Nigerians that the struggle has just begun.”

Budget padding: Jibrin’s allegations destroyed NASS integrity, image – Dogara

The Speaker, House of Representatives, Mr Yakubu Dogara, said budget padding allegations in the house impacted negatively on the integrity of the National Assembly.

The speaker said this in his remarks while welcoming members back to plenary after their eight-week recess.

A member of the house, who was removed as Chairman, Appropriations Committee, Abdulmumin Jibrin, made the allegations against Dogora and some principal officers of the lower chamber.

Dogara said that the scandal orchestrated by the member posed a threat to the corporate integrity and image of the house as a democratic institution.

“Shortly after we adjourned for the recess, the erstwhile Chairman, Appropriations Committee, embarked on strange propaganda clearly aimed not only at the destruction of the image of some members.

“It was also a systematic destruction of the institution of the House of Representatives and indeed, the legislature, by portraying it to the public as an irredeemably corrupt institution.

“The motivation for his actions as he has said severally and repeatedly, is to have the four principal officers removed from their positions and not that the truth should be known.

“These wild allegations which were initially directed at four members of the House leadership progressively engulfed the entire membership of the House and then, the institution,’’ he said.

According to Dogara, the house leadership chose the part of maturity by maintaining great restraint, fully conscious of the fact that at the appropriate time, the truth will prevail.

He said, “I have bad news for those who think they can pull down this institution of the people.

“If history is any guide, no one, in a democracy has ever succeeded in destroying a democratic institution such as the House of Representatives.’’

While assuring that the House was fully conscious of its watchdog role, the speaker asserted that the lawmakers would not be distracted by insidious antics to confuse Nigerians.

He described the modus operandi adopted by Jibrin to address his allegations as inappropriate, saying there were constitutional avenues to address them considering the criminal nature of some of the allegations.

“It is, however, important to briefly say that nothing warrants the deliberate attempt at destructive public misinformation aimed at discrediting the house as an institution”, he added.

The speaker promised that reforms in the budgeting process would be initiated by the National Assembly to guard against abuses.

He revealed that he had directed the various committees to conduct fact-finding on the level of implementation of the 2016 budget by various Ministries Departments and Agencies (MDAs).

“We must take our oversight responsibilities seriously and report back to the house.

“It is the report of the committees that will determine the level of appropriation to any MDA in 2017,’’ he stated.

Budget Padding: I am ready to be suspended – Jibrin

A former chairman of the House of Representatives committee on Appropriations Abdulmumin Jibrin says he is ready to pay the price of being suspended to rid Nigeria of corruption.

 

Jibrin made the remark as a guest of Channels Telesivion’s live programme ‘Politics Today’

 

He said, “On the issue of suspension I am less bothered. Perhaps that is the sacrifice I will have to make for the country and for us to be able to deal with the issues of corruption in the House but I doubt very much that the 360 members, having followed the events of last two months, and of course the letter I wrote to each member last week, I doubt very much if they will go on the floor of the House and start talking about suspending me.”

The Kano born lawmaker reiterated his commitment to follow to the latter his allegation of budget padding against speaker of the House of Representatives Yakubu Dogara, and other principal officers regardless of if he was suspended or not.

 

Jibrin said, “Whatever happens on Tuesday and the rest of the days we want to spend in the House before the end of the year, one thing is certain and I say this without any element of contradiction; I will continue to pursue this issue until justice is served on Speaker Dogara and other principal officers whether I am suspended or not.”

Attempt To Implicate Me In Budget Padding Scandal Unfortunate – Omisore

Former deputy governor of Osun State, Senator Iyiola Omisore, has faulted Abdulmumin Jibrin for describing him as godfather to Speaker of the House of Representatives, Mr Yakubu Dogara, saying Jibrin’s attempt to implicate him in the budget padding scandal is unfortunate.

 

Jibrin, former chairman, Appropriations Committee of the House of Representatives, had alleged that Omisore is the godfather of Dogara.

Omisore, who spoke through his Media Adviser, Prince Diran Odeyemi, said “He (Omisore) is not a member of the House of Representatives and there is nothing wrong having friends across the country. So, if he (Omisore) has friends across the country and somebody wants to rope him in in any issue, it is very unfortunate and it is very unfortunate.”

 

Speaking further, he said “he (Omisore) is not a member of the APC and everybody knows that. As a senior colleague and former member of the Senate, he relates with virtually all politicians in this country. So, for somebody to accuse him (Omisore) of being a godfather to anybody, it is unfair.”

Jibrin Names Dogara’s Godfather, Exposes More ‘Secrets’

Former Chairman, Appropriations Committee of the House of Representatives,  Abdumumin Jibrin, in a letter addressed to the Chairman of the APC, John Oyegun, has disclosed who Speaker Dogara’s godfather is and also exposed more ‘secrets’. Jibrin apologised to their party chairman and members of APC for being instrumental to Doraga’s victory at the House.

In the letter, he however noted that his relationship with Dogara began to suffer when he started getting reports of the Speaker’s alleged “corrupt practises.”

“We practically disagreed on almost everything.

“His godfather is Sen Iyola Omisore. Speaker Dogara is of the habit of taking standing committee chairmen to swear oath of allegiance before Omisore. Continue for more shocker…

“During the build up to the appointment of committee chairmen, I had a terrible disagreement with him. I stayed far away from him.

“Who will I tell or run to having played such a leading role in bringing him on board? He operates alone, keep weird relationships with top politicians.

“I was in London when he insisted that he wanted to see me. He came to my hotel room and we talked for hours. I gave him a lot of advice, but I never knew it was getting in from one ears and out from the other,” Jibrin said.

“The role I played, to the best of my conscience at then, sir, was patriotic. I analysed the two candidates (Dogara and Femi Gbajabiamila, who is not the Majority Leader of the House) and felt Speaker Dogara had a better temperament to make a good Speaker.

“It was a narrow line of thinking, an error of judgement. It took only few weeks after the election for me to realise the … inside the skin of Speaker Dogara. That was when I started getting reports of his … practices for many years in the House undetected. I fell apart will Speaker Dogara instantly. Contrary to public belief, we have never been close since few weeks after he emerged Speaker.1

“We practically disagreed on almost everything. From the appointment of committee chairmen, to splitting of committees, to nondisclosure of the finances of the House, to his greed of unifying everything under his control, commercialisation of bills, divisive approach across ethnic and religious line, arrogance and power drunk, during the budget period among many others. But who will I tell or run to having played such a leading role in bringing him on board.”

“I wish to state that I deeply regret the role I played in the emergence of Yakubu Dogara as Speaker. I seek the understanding and forgiveness from you, our leaders and every member of the APC family that was hurt by my action. Thank God Almighty, I am young and energetic. I will be 40 on September 9th. I promise that moving forward, I will dedicate and completely commit myself to achieving the goals set out by the party. This case should serve as a lesson for everyone in the future,” Jibrin said.

Budget Padding: Jibrin Files Suit Against Dogara, Others.

Former Chairman, Appropriation Committee, House of Representatives, Abdulmumin Jibrin, has sued the Speaker, Yakubu Dogara, his Deputy, Yusuf Lasun, and other principal officers of the lower chamber over an alleged plan to suspend him.

 

In the suit marked: FHC/ABJ/CS/595/2016, commenced by way of writ of summons and filed at the Federal High Court, Abuja on August 9, 2016, Jibrin  seeks principally to restrain the House of Representatives and its principal officers from giving effect to their alleged plot to suspend him as member of the House.

 

Jibrin, an All Progressives Congress (APC) legislator representing Kiru/Bebeji Federal Constituency of Kano State, has also filed an ex-parte motion seeking, among others, an other restraining the defendants from taking steps to suspend him pending the determination of the substantive suit.

 

Listed as defendants in the suit are: The House of Representatives, the Clerk of the House of Representatives, Yakubu Dogara, Yusuf Lasun, Alhassan Ado Doguwa, Leo Ogor, Herman Hembe, Umar Mohammed Bago, Zakari Mohammed, Chike Okafor, Dan Asuquo, Jagaba Adms, Haliru Jika and Uzoma Abonta.

 

Jibrin, in the substantive suit, seeks a declaration that the defendants are bound to comply with the provisions of Sections 49, 54, 56 and 60 of the 1999 Constitution and the Standing Orders of the House of Reps, regulating its sitting, procedure and other matters in the conduct of its legislative functions as provided in the Constitution and the Standing Orders made pursuant to the Constitution.

 

He also wants the court to make a declaration that the decision taken by the defendants at a meeting held on August 3, 2016 to suspend the plaintiff as a member of the House of Reps without granting him the right to fair hearing is unlawful.

 

The plaintiff stated, in a supporting affidavit, that Immediately the 3rd to 14 defendants (Dogara and other principal officers)  got wind of the petitions presented against them by the plaintiff to the Independent Corrupt Practices and other related offenses Commission (ICPC), Economic and Financial Crimes Commission (EFCC), the Inspector-General of Police (IGP) and others, they held a meeting on August 3, 2016, where they allegedly resolved to suspend him immediately as member of the House of Reps.

 

He said that the defendants also agreed to urgently reconvene the House from its current recess “with a desperate agenda to suspend the plaintiff contrary to the Rules of the House”.

 

“That one of such meetings was held by the 3rd to 14 defendants at the residence of the 3rd defendant (Dogara) in Apo, Abuja on August 3, 2016.

 

If the reliefs of the plaintiff are not granted, the plaintiff will be suspended as a member of the House of Reps, and this will greatly prejudice him and thousands of his constituents, who rely on him to afford them their due representations in the Federal Legislature,” Jibrin said.

 

It could not be confirmed when filing this story yesterday whether any proceedings had been conducted in court in relation to the motion ex-parte or whether a date had been set for hearing by the court’s current vacation judge, Justice Okon Abang.

Jibrin Challenges Dogara To Public Debate On Budget Padding Scandal

Embattled former chairman of Appropriations Committee, Abdulmumin Jibrin, has challenged the Speaker of the House of Representatives, Yakubu Dogara, to a public debate on the allegations of padding if the 2016 budget.

 

In yet another statement he issued yesterday, Hon. Abdulmumin said rather than defend himself against allegations of corruption levelled against him, the Speaker was embarking on “diversionary plan to mislead the public, avoid the anti-corruption agencies and buy time to cover up their dirty mess.

 

He said what the leadership and some committee chairman did amounted to “appropriation fraud.

 

“For instance, let’s say an item in a budget proposed by the executive under Power for the purchase of a transformer cost N2million and same amount was budgeted, If the Chairman House Committee on power because he has the “powers” to appropriate decides to add N3million naira to jack up the allocation to 5million naira when it is a public knowledge that the transformer cannot cost more than 2million naira, what do you call that? That essentially means appropriation fraud.

On the other hand, let’s say he decides to irrationally reduce the amount to 500,000 thousand naira knowing fully well that, the said amount cannot buy the transformer, what do you call that? Appropriation Sabotage and such a chairman is a Saboteur. I have no apology for saying this!Little by little, I will be providing more in-depth details,” the statement said.

 

I challenge Speaker Dogara and his cabal to a public debate on their claim that the fraudulent insertions they made in the budget is not an offense that can be prosecuted under the laws of Nigeria. Rather than continue their futile effort to blackmail the entire country or continue their begging mission to the Party, Transparency and Integrity Group, Speaker Dogara and his gang should submit themselves to the anti-corruption agencies and answer thousands of questions waiting for them” he said.

“Don’t Drag Buhari Into Budget Padding Allegations” – Hon. Ajibola Famurewa

The member, representing Atakumosa West/Atakumosa East/Ilesa East and Ilesa West Federal Constituency in the House of Representatives, Hon Ajibola Famurewa, has cautioned his colleagues in the House of Representatives not to drag President Buhari into the ongoing padding crises rocking the National Assembly but allow him to concentrate on tackling various challenges facing the country at the moment.

 

He made this statement while reacting to insinuations in some quarters that the presidency signed a padded budget as well.

Famurewa said it is so painful that counter accusation of budget padding could be going on at a period when Nigerians are expecting so much from the political class.

 

He, however, urged President Buhari to remain focused in fulfilling the campaign promises of the All Progressives Congress to Nigerians.

 

The House of Representatives member further reiterated his support for the corruption fight of President Buhari’s administration and pleaded with Nigerians not to lose hope in the National Assembly

Budget Padding: Why I Cannot Be Interrogated, Tried—Dogara

The event was organized by the Policy &Legal Advocacy Center, PLAC, in collaboration with the House of Representatives. While responding to questions, the Speaker, maintained that no one or agency has the powers to pry into activities of the House, saying “most of the things we do in the National Assembly are privileged”. According to him, legislative business of the House, “cannot be grounds for any investigation or any procedure or proceeding to be commenced in court against a member of parliament, either the Speaker or even the Senate President, once they are done in exercise of their proper function. “The law is there. Both communications, whatever it is, they are privileged. That is in order to give independence to the legislature. If the legislature is not independent we can’t do anything. If whatever you say on the floor or before a committee or whatever you communicate is subject of litigation then all the members will be in court and at the end of the day when debate come you cannot even air your views”. However, Dogara took time to narrate his own side of the story, stressing that the House of Reps under him, had the powers to tinker with the budget proposal that was sent to it by President Muhammadu Buhari.

Budget Padding: Dogara Shuns Police Invitation

The Speaker of the House of Representatives, Yakubu Dogara, has shunned the invitation of the police Special Investigating Panel over allegations of budget padding.

It was reliably gathered on Wednesday that the Speaker did not honour the police invitation because the letter was not signed by the Inspector-General of Police, Ibrahim Idris.

The panel had in a letter to Dogara requested him and others mentioned in the petition to appear before it last Friday.

The Speaker, however, did not honour the invitation.  Rather, he met with President Muhamadu Buhari over the budget crisis on Friday.

While Dogara’s accuser and a former House Appropriation Chairman, Abdulmumin Jibrin, appeared before the panel last week Friday and on Tuesday, Dogara and other principal officers shunned it.

We Are Elected To Pad Budget – Honourable Abiodun Olasupo

The Chairman House of Representative Committee on Legislative Compliance, Abiodun Olasupo, has insisted that ‘budget padding’ remains a constitutional responsibility of the legislative arm of government and as such the House of Representatives did not err in the current ‘budget padding’ controversy.

 

Olasupo, representing Iseyin/Itesiwaju/Kajola/ Iwajowa federal constituency, stated this during the inspection of some his zonal intervention projects and federal government projects within his constituency on Wednesday in Oke-Ogun area of Oyo State.

 

He said Sections 80 and 81 the Nigeria constitution,guarantees the lawmakers the Powers to alter the Budget Proposals?.

 

The lawmaker argued that budgets presented by the executive arm of government do not often reflect true federal character hence the need for ‘padding’?.

 

”If you look at the Nigeria Constitution, what Honourable AbdulMuminin Jibrin refer to as padding is tantamount to what the constitution defines as the function of a member of House of Representative because the constitution guarantees the three major function of making law, appropriation, and over sight.

 

“In appropriation it is either for us to add, subtract or change and what Hon Jibrin has been trying to say is that we are changing, inserting and adding, so if that is what he calls padding then that is what the constitution expects the house of representative to do.

“In my own opinion been an active member during the budget defence, I was involved in the budgeting system of up to six ministries, I participated in FERMA, NAVY, health institutions, governmental agencies and a whole lot of them. The entire budgeting system make it possible that if you are elected as a member of national assembly and you are not ready to do what Muminin Jibrin calls padding then you are a failure, because basically the budget that is been brought to the national assembly does not reflect the principle of federal character as guaranteed by the constitution,” he said

 

Olasupo said all projects and employments from the executive should be done in a way that it reflects all parts of Nigeria, adding that: ”but what do we get in the budget, you will see a disapprotionate distribution of projects and basically if you look at it reflects mostly on where the minister is coming from since it is the executive that brings in the budget.”

 

The lawmaker went further that: ”When the executive are bringing the budget they are not considering my constituency, so they will bring a budget to me and I am expected to approve it, and if it doesn’t have the interest of my constituency you want me to keep quite, no I won’t, what I will also do is to insert what will favour the people of my constituency which is what Jibrin calls padding.

 

“I am not saying somebody is wrong or right but I do not see what is bad in attracting projects to my constituency. For the first time in the history of this country a budget presented by the executive was reduced when a president personally presented the budget to the national assembly personally. It means that we are shifting away from impunity, and corruption that has characterised the government of the past.”

 

Olasupo noted that the legislature have only had an unhindered experience of 16 years when compared with the executive, appealing to Nigerians to be patient with the national assembly to get right all their lapses in no time.

Budget Padding: APC Angry At Jibrin For Disobeying Its Directives.

The acting National Publicity Secretary of the All Progressives Congress, APC, Comrade Timi Frank has slammed former chairman of the House of Representatives Committee on Appropriations, Abdulmumuni Jibrin, for flouting the party’s order to desist from further public utterances regarding the budget padding scandal in the house.

 

After the directive by the ruling party, Jibrin had gone ahead to accuse the Speaker, Yakubu Dogara of conniving with two serving governors and four former Reps members to block his access to President Muhammadu Buhari in order to explain his side of the story.

 

But Frank, in a statement issued in Abuja on Monday, accused Jibrin of having no respect for the Sen. Shuaibu Lawal-led committee empowered by the party to look into the issue.

 

He said, “It is now obvious how disrespectful, mannerless and desperate Hon. Jibrin could be even to the leaders of our party which include the deputy national chairman (north), national secretary, national treasurer and others who have been sleeplessly working to ensure that peace returns to the House.

 

“But if Hon. Jibrin does not have respect for Speaker Dogara as a person, it is expected of him to respect the office of the speaker, the number four citizen of our party and the country. Jibrin should also be told that he has clearly shown disrespect for President Muhammadu Buhari who is the leader of our party by this singular act.

 

“It is high time Hon. Jibrin kept quiet and stopped this public show of shame before his excesses will be made known to Nigerians and the whole world.”

 

The acting APC spokesman reminded Jibrin that “his continued show of shame does not only stop at him but has great negative impact on the party, its members and the President Muhammadu Buhari-led government.

 

“He should also be aware that disobeying the party in this manner may attract sanctions if the party deems it fit.”

Only Tailors Engage In Padding, Lawmakers Don’t – Ex-Rep Speaks On Budget Saga

The Spokesman of House of Representatives in the Sixth Assembly, Eseme Eyibo, has said that there is nothing like budget padding.

Eyibo told newsmen in Abuja on Thursday that adjustments must be made in a budget before it could be passed into law.

He said that Section 80 (4) of the 1999 Constitution empowers the national assembly to make necessary adjustments to budget proposals presented to by the executive.

“I know padding is associated with tailoring, fashion, but I am not conversant with it as associated to appropriation process.

“It becomes difficult for an average man in the street to understand that in the course of budget preparation and the input of the legislature, there will definitely be the issue of adjustment.

“The adjustment could be deleted or added and something could be allowed to serve as it were.

“The essence of the public procurement act was to enforce the principle of accountability and thin out possibility of corruption.

“But the challenge is, has there been the enforcement or compliance of the full principles of the public procurement act?

He added that the budget proposal as presented by the executive was intended to come through the legislature so that the issue of checks and balances, separation of powers would be strengthened.

According to him, when that is done, that does not take away the input and contributions of the legislature into that proposal.

“If that was so, they wouldn’t have been a pre-budget meeting or oversight,’’ Eyibo said.

He said that the integrity of the legislature as an institution must be protected and strengthened. (NAN)

250 HOR Members Want Dogara Removed.

The former chairman of the House of Representatives committee on appropriation, Abdulmumin Jibrin claims 250 members of the Green Chambers have signed a petition calling for the Speaker, Yakubu Dogara to resign.

This is despite the instruction from the All Progressives Congress (APC) to Jibrin asking him to desist from commenting on the budget padding scandal.

The former chairman, while speaking on African Independent Televison (AIT), said the Reps have also demanded that the House be reconvened so the issue can be ironed out.

He also revealed that the Department of State Services (DSS) has beefed up security around him.

According to Jibrin, “I am not alone, I am with many members. Yesterday (Wednesday), a lot of them said they wanted to go to the secretariat with me, but I said no. I didn’t want us to make the thing to look like a movie.

“We have the transparency group and it did not just start now; so no one can say Jibrin initiated it. It was formed even before we went on holiday. Anyone that says we are lying must be a joker because there were about 200 signatures before we left for holiday.

“Now, they have increased to about 250. Another group has emerged aside the integrity group and these groups have come together and all they are asking Mr. Speaker to do is to reconvene the House immediately and step down, but the body language of Mr. Speaker and a few corrupt people around him is that the issue would have died down when we resume in September and Nigerians would have forgotten.

“You are corrupt and you are talking about September. What we are asking for is that Mr. Speaker should reconvene the House immediately and step down so that internal and external investigations can go on concurrently.”

Meanwhile, The Majority Leader of the House of Representatives, Femi Gbajabiamila has said that Dogara is innocent until proven guilty.

Budget Padding: APC Moves To Silence Jibrin, Wants Issue Dealt With Internally

The All Progressives Congress (APC) has finally decided to intervene in the budget padding scandal currently rocking the House of Representatives. In a letter addressed to Honourable Abdulmumin Jibrin, the party says it is embarrassed by recent developments in the House over the 2016 budget and is now working on finding an internal resolution to the crisis.
 
The statement, signed by Senator Lawal Shuaibu, Deputy National Chairman (North), says the National Working Committee of the party has directed that Jibrin should henceforth avoid issuing any public statement on the budget padding matter and the allegations of corruption against Speaker Dogara and other principal officers of the House. Jibrin is also to desist from making further comments on social media.
 
This move by the APC is seen by many as a strategy to sweep the allegations of budget padding, financial mismanagement, corruption and bribery levied by the former Appropriation Committee Chairman against the Speaker Yakubu Dogara and three other principal officers of the House.
 
You will recall that Jibrin accused Dogara and three others of singlehandedly padding the 2016 budget with over N40 billion while also allocating projects worth over N30 billion to their constituencies. The Kano lawmaker on Monday went to the offices of the EFCC, ICPC and DSS to formally submitted petitions against Dogara and the three others.

Budget Padding Scandal: Police Invite Dogara, Others.

Acting Inspector-General of Police (IGP), Ibrahim Idris, has raised a five-man special team to probe the alleged padding of the budget by House of Representatives Speaker Yakubu Dogara and some of his principal officers.

 

The Assistant Inspector-General of Police (AIG) Amodu Ali-led Special Investigative Panel (SIP) has invited Dogara, his deputy Yusuff Lasun, Chief Whip Alhassan Ado Doguwa and Minority Leader Leo Ogor to appear before it on Friday.

 

The panel Tuesday had what was called “a preliminary session” with ousted House Committee on Appropriations chairman Abdulmumin Jibrin, who accused Dogara and others of padding the budget with N284 billion.

 

Last Monday, Jibrin petitioned the police, the Economic and Financial Crimes Commission (EFCC) and other anti-corruption agencies over the matter.

 

Jibrin was said to have “furnished the SIP with vital information and a heap of documents” at their meeting yesterday.

 

A highly-placed police source, who spoke in confidence, said Ibrahim has directed the SIP to conduct a “comprehensive investigation into Jibrin’s petition.”

 

We have commenced full investigation into the N284billion budget padding in the House of Representatives based on a petition from Hon. Jibrin.

 

A Special Investigative Panel (SIP), with a crack detective, AIG Amodu Ali as the chairman, is the one saddled with the responsibility of looking into the allegations in the petition.

 

The same Ali uncovered the lid on the $620,000 bribery scam in the House for which a former Chairman of the House Committee on Fuel Subsidy Management, Mallam Farouk Lawan, and the Clerk of the committee, Mr. Boniface Emenalo were indicted. The case is in court.

 

You will recall that Ali was deeply involved in the investigation of the $180million Halliburton scam. So, the SIP is led by an officer who is tested.

 

Asked of the preliminary work done by the SIP, the source added: “As I am talking to you (4pm yesterday), a letter of invitation has been addressed and sent to the Speaker, the Deputy Speaker, the Chief Whip and the Minority Leader.

 

“They will be interrogated by the SIP on Friday. As a prelude to the invitation of the principal officers, the SIP chairman and members had a session with Jibrin on Tuesday.

 

“It was not a grilling session. But Jibrin furnished the team with vital information and a heap of documents to back up the petition he submitted on Monday.

 

We are going into the merit or otherwise of the petition on Friday by inviting Dogara and three others. It is going to be a gradual thing but we will crack the padding controversy.

 

Jibrin confirmed on Tuesday that security has been beefed up around him by the Department of State Service (DSS) and the police.

 

He also asked the All Progressives Congress (APC) to prevail on Dogara to reconvene the House and step aside to face prosecution for alleged budget padding.

 

Jibrin, in a message on his Twitter handle, said: “My attention has been drawn to media reports that I have been summoned to appear before a disciplinary committee of our great party.

 

That I received a letter yesterday evening (Monday) inviting me to a meeting in respect of the crisis in the House on Tuesday (yesterday) by 2pm at the party’s office.”

 

“The letter did not in any way indicate it as a disciplinary committee. And I have responded that I will attend the meeting despite my tight schedules shuttling between security and anti-corruption agencies to provide support and evidence against Speaker Dogara and nine others.”

 

I am confident that the party will do the right thing by throwing its weight to support our resolve to wipe out corruption in the House and direct Speaker Dogara, Deputy Speaker Lasun, Whip Doguwa and Minority Leader Ogor to reconvene the House immediately and step down to face imminent prosecution and save the party and our dear country from further embarrassment.

Tension In House Of Reps Over Plot To Remove Speaker, Yakubu Dogara

Speaker, Yakubu Dogara might be in serious trouble as members of the House of Representatives have become divided over his involvement in the alleged budget padding.

There was obvious tension in the House of Representatives on Monday over an alleged plot to remove the Speaker, Mr. Yakubu Dogara for his involvement in the budget padding allegations made by a former Chairman of the Committee on Appropriation, Mr. Abdulmumin Jibrin.

According to reporters, members on vacation were forced to rush from their vacation spots to meetings in Abuja where the alleged plot was discussed. Even after the Majority Leader, Mr. Femi Gbajabiamila had urged members to calm down while urging members to have faith in the leadership of the House under Dogara, there is still palpable fear of the unknown.
Gbajabiamila had since maintained a sealed lips over the budget brouhaha since it started on July 21. Gbajabiamila had refused to speak openly in support of Jibrin or Dogara, and the three other principal officers whom Jibrin had accused of padding the 2016 Budget. The others are the Deputy Speaker, Mr. Yussuff Lasun; the Chief Whip, Mr. Alhassan Ado-Doguwa; and the Minority Leader, Mr. Leo Ogor.

It was learnt that some persons in the House in a text message that members of the House received on Monday accused Gbajabiamila of siding with Jibrin to remove Dogara because of his silence.

Plot to destabilise the leadership of the House of Reps has taken a new dimension as the Attorney-General of the Federation, working with Gbajabiamila, Jibrin and the Secretary to the Government of the Federation, has drafted charges to arraign and detain principal officers of the House so that the Transparency Group, who recently met with Tinubu’s wife, will effect a leadership change with Gbajabiamila as Speaker and Jibrin as the Deputy.

“This is why Jibrin did not mention Femi (Gbajabiamila) in his allegations. The 8th House won’t be anybody’s rubber stamp. We will resist them like the Senate resisted them,” the message read.

It was the message being circulated that prompted Gbajabiamila to write members to calm them, urging them to disregard the text. He also explained that he had kept silent to avoid his comments being mistaken for taking sides. Gbajabiamila told members that he chose to break his silence because the text message gave the wrong signal.

Gbajabiamila however sent a text message to other members.

“Since the budget controversy that engulfed the House about a week ago, I have pointedly maintained a dignified silence. I did this for the sake of the institution that I represent and which I have laboured hard to grow and protect, knowing that whatever I say could be impactful both within the House and outside it.
“I was determined to keep in place the glue that holds an otherwise fragmented House, protect its integrity and at same time avoid eroding the little confidence and vestiges of hope Nigerians have in us.

“Unfortunately, the controversy has now taken a different turn following the rather strange text making the rounds among members about my complicity in this rather sordid matter. I am being dragged into an arena I tried very hard to stay out of for the good of the House.

“The speakership election has come and gone. The election was divisive and acrimonious, but I have worked hard to heal the wounds, some of which still fester among members on both sides. It is my responsibility to bring together all tendencies in the House and I have worked well with the Speaker and all other principal officers in the interest of the institution and the country.

“The text message, which desperately seeks to finger me in some macabre plot to destabilise the House, is a throwback and echoes our dark post-speakership election history. The resurfacing of the faceless text messengers will not help us as a House, and let me quickly add that it will fail.
“My strongest critics and biggest political adversaries in the House cannot deny the fact that my commitment has always been to strengthen the legislature and its processes and our democracy as a whole.
“I consider everyone a friend and colleague and urge that as we collectively work towards a stronger legislature and strive to deepen our democracy, we do not pull back the hands of the clock or lose sight of the enormous responsibility placed upon us by providence as members of a critical arm of government.”
On Jibrin’s budget padding allegations, Gbajabiamila noted that judgment could not be passed on any official based on mere allegations.

He stressed that before the law, an accused remained innocent until proven guilty.

As the crisis continues, Jibrin on Monday submitted copies of his petition against Dogara to the EFCC, ICPC and the DSS.

APC Summons Abdulmumin Jibrin Over His Allegations Of Budget Padding Against Speaker Dogara And Others

The National Leadership of APC yesterday wrote a letter to embattled former Chairman of the House of Representatives Committee on Appropriation, Abdulmumin Jibrin, summoning him to appear before it at the National Secretariat of the party today August 2nd.
Jibrin has continued his media campaign against the House Speaker, Yakubu Dogara, three principal officers and nine other lawmakers, accusing them of budget padding and corruption.

In a letter signed by the party’s Deputy National Chairman for the Northern Zone, Lawal Shuaibu, APC said it is totally unacceptable for Jibrin to have resorted to media war against its party members

when he had not exhausted the party’s internal dispute resolution mechanism.

“As a disciplined party, the constitution of our party has made adequate provisions on ways of resolving any issue among our members. It behoves on the party to take all necessary steps in order to ensure that no member of the Family brings dishonour to the party. To say the least, it is absolutely unacceptable to resort to media war as a means of settling scores without recourse to and/or exhausting the party’s internal dispute resolution mechanism. You are, therefore, by this invitation, expected to appear before the undersigned at the APC National Secretariat on Tuesday, 2nd August, 2016, at 2 p.m. Kindly note that failure to and/or refusal to honour this invitation will amount to a decision you have made not to submit to the party” ?the letter read

 

Budget Padding: Why I Revealed The Secret Late – Jibrin

Erstwhile chairman of the House of Representatives Committee on Appropriations, Hon. Abdulmumin Jibrin, yesterday admitted that his revelations over the alleged padding of the 2016 budget were late.

 

Jibrin explained that he could not expose the budget padding in good time, as it was difficult for him to stand against the institutionalised corruption in the House of Representatives.

 

He also said that allegation of corruption levied against the National Assembly by former president Olusegun Obasanjo could not be totally.

 

Jibrin, while speaking on the controversial insertions into the 2016 budget, on a Channels Television weekly programme, ‘Sunday Politics’ said although this revelations were coming late late, but as the chairman of the committee, he was made to believe that certain information were not to be disclosed.

 

“I fought the battle of my life, I didn’t help myself, I started speaking late,” he said.

 

He added that; “I am a product of the establishment, and now my mentors will now realize that I have gone out of the cycle. I am so glad that I am breaking away from the cycle.”

 

He however explained that the insertions did not affect the size of the budget, noting that the harmonisations committee chaired by the deputy speaker Yusuf Lasun took advantage of the committee to insert more items for personal aggrandizement.

 

Abdulmumini stated further that just 10 standing committees out of the 96 standing committees posted 200 projects which amounted to N284 billion were inserted into the budget.

 

“After collecting the reports of the various committees, we did the statistics and shockingly, I discovered that just about 10 standing committees out of the 96 standing committees of the House posted about 2000 projects, totaling about N284 billion,” he stated.

 

Although, he admitted that the insertions were constitutional that the insertions into the budget by the principal officers of the House were constitutional, and it is a usual practice in the national assembly, he maintained that the insertions were outrageous and above the limit.

“There is that unanimity in the national assembly, we all do not agree with the word padding, of course as I have explained that there are so many insertions from the angle of the National Assembly, even though the law allows it, internally, I raised an observation, of course, I discussed the matter with the speaker, that personally I believe that the insertions were too much. And it is also very important that the constitution gave us the power to appropriate, but the intention is what I question, those were the issues I fought until eventually I left,” he said.

 

He stated further that; There have been insertions in past budgets; I saw the insertions in budgets of 2011, 2012, 2013, 2014 and 2015. The only difference is that in 2016, the insertions went completely above the board.”

 

Abdulmumini maintained that there is Institutionalised corruption in the House, but members are quick to deny the fact.

 

“There is institutionalised corruption in the House, but we keep living in denial, it is my fifth year in the National Assembly, I have never been involved in corruption, I have never shared money.”

 

According to Abdulmumini, the size and quantity of insertions would always cause a rift between the executive and legislative arm of government. If the insertion into the budget is done from the executive arm of government, members of the national assembly refer to such insertion as padding, and when it is done by the National Assembly members, the executive arm of government also refer to it as padding.

 

When pointedly asked to explain the role of ministries, departments and agencies in the conspiracy, Jibrin said; “I don’t want to involve the executive arm of government in this, because the matter is already controversial, of course a lot transpired between the Ministry of Finance and the Ministry of Budget office on one hand and the Ministry of Budget and the Budget Office on the other hand.”

 

He noted that his mission was to force a revolution in the House of Representatives and a lot of issues ranging from corruption and conduct of members will be raised.

We Will Not Intervene In The Budget Padding Scandal – APC Governors

The governors of the All Progressives Congress, APC, have said they would not intervene in the current budget-padding scandal rocking the House of Representatives.

 

The governors had last week met President Muhammadu Buhari and obtained permission from the president to mediate in the crisis.

 

Governor Mohammed Abubakar of Bauchi State stated this during a chat with journalists in Abuja.

 

“I assure you that we are not going to delve into cases that are before the courts or tribunal. We are not going to delve into the current issue of the moment. We are only going to touch on the political issues pertaining to the National Assembly.

 

“What is before the court, those of us who are lawyers, know that it is subjudice and the current issue is just coming up and it is not politics.

 

“As far as I am concerned, if any proof is found to any of the allegations, these are criminal offences. So, there is no way any committee of governors can delve into that, I assure you,” he stated.

Reps Say No Need For External Probe Of Dogara, Others

Members of the House of Reps Committee on Appropriation said yesterday that there was no breach whatsoever in the 2016 budget process that would warrant the probe of Speaker Yakubu Dogara, his deputy Yussuf Suleimon Lasun, chief whip, Alhassan Ado Doguwa and minority leader, Leo Ogor. Addressing a press conference yesterday in Abuja, deputy chairman of the committee, Rep Chris Emeka Azubogu (PDP, Anambra), who was accompanied by eight other members of the committee, said the allegations levelled against the quartet by the former chairman of the committee, Abdulmumin Jibrin, were all lies.
A new group in the House known as ‘Transparency Group’ comprising of over 100 members, had on Wednesday called for an external probe into the matter and that anybody found wanting should be punished. But the appropriation committee members insisted that there was no need for that.

Jibrin had following his sack last week alleged that Dogara and the other three leaders tried to force him to insert projects worth N40 billion for them in the budget, among other weighty allegations.
However, the lawmakers said they were dismayed and disappointed by Jibrin’s conduct and allegations since his removal, saying he was the one who perpetrated all the irregularities in the budget. They also alleged that Jibrin “hijacked” the budget process and single-handedly ran away from them only to return after weeks with a report on the budget. “We wish to state that we totally disassociate ourselves from all the calculated plot to pull down the integrity of the leadership and members of the 8th House of Representatives.”
They said following Jibrin’s action of “hijacking” the budget, they approached the Speaker with complaints and demanded the former chairman’s sack.
While calling on Jibrin to tow the path of honour and conduct himself in a manner befitting of a lawmaker, the legislators said they were “solidly in support of Mr Speaker, Rt. Hon. Yakubu Dogara and other principal officers of the House of Reps.”

Bomb Shell: Dogara Gave Appropriation Committee Members $20,000 Bribe Each To Lie At Press Conference – Jibrin

MY RESPONSE TO THE PRESS CONFERENCE ADDRESSED BY 9 MEMBERS OF THE 40-MEMBER APPROPRIATION COMMITTEE OF THE HOUSE OF REPRESENTATIVES
 
All the accusations they leveled against me are not in any way different from the bunch of lies contained in the shameless statement released by Speaker Dogara and the 3 other principal officers through Hon Namdas which I have fully provided response to. But to prove my innocence, I have resolved that I will respond to any accusation or allegation leveled against me, unlike the corrupt Speaker Dogara, who rather than respond to the 25 allegations I leveled against him and others, has resorted to use legal gimmicks to stall the allegations. Mr Speaker, you cannot sweep such hefty allegations under the carpet. You think Nigerians are not watching?
 
First, only 9 out of the 40 appropriation committee members agreed to participate in such a dishonorable press conference after shamelessly collecting $20,000 each distributed to them two days ago at the Speaker’s residence by his Deputy Chief of staff Hon CID Maduabum. My same Deputy Hon Chris Azubogu (you will remember his history with Hon Hembe in the 7th Assembly) who was used to organize the press conference was clearly on camera almost crying at the press conference where I announced my resignation. It took a couple of minutes before I could calm him down, get him seated for me to commence the event. See attached documents showing his greedy demands for insertions 111 projects into the budget which I turned down. You can imagine the pressure I went through. The 9 of them are a disgrace to their constituents.
 
On the lies that I never conferred with committee members or excluded them, here is the fact. The members of appropriation committee were fully carried along except those periods that the Quartet of Speaker Dogara and others took away the entire secretariat from me. When the appropriation bill passes second reading and is referred to the appropriation committee, a meeting with standing committee chairmen, their deputies and principal officers is usually held to discuss the guidelines for the committee work. We held that meeting on Wednesday January 27th 2016 With Mr Speaker in attendance. (see attached for document showing agenda of meeting and guide lines provided to standing committees).
 
The 40 members of the appropriation committee are grouped into sub-committees and allocated a number of standing committees to supervise. Their role is so important such that they must first agree with the report of the various standing committees they supervised before the report of such committees are considered, deliberated and adopted by the appropriation committee. The implication of that process is that every member participated and endorsed the reports. God so kind, the entire session was recorded publicly. I will release the videos so that my Hon colleagues and the general public will see videos of appropriation members in action. And the 9 members of the appropriation committee with short memory will be reminded.
 
No report of a standing committee of the house was received without the approval of members of appropriation committee. See attached for document showing full list of members of appropriation committee, distribution into sub committees, secretary of each subcommittee, contacts and meeting rooms. Interestingly, the distribution and allocations was done by this same Deputy chairman of mine! Where is his honour?
 
Again they tried to drag the entire house and body of principal officers into this matter. I have stated categorically clear several times that my allegations are not against the House as an institution or the entire body of principal officers but specifically on Speaker Yakubu Dogara, Deputy Speaker Yusuf Lasun, Whip Alhassan Doguwa and Minority Leader Leo Ogor and few other members.
 
It is also a blatant lie that I disappeared. I was always at home since we were on a short break. Even more shocking is the fact that my Deputy Hon Chris Azubogu who was regularly at my home during that period can go on national TV for a price of $20,000 to tell such shameful lies. Well, CCTV don’t tell lies. The period that my colleagues didn’t see me was the two occasions that Speaker Dogara and the others took away my secretariat. At least, now you know that your budget was with Mr Speaker not me.
 
On the issue of pressure by members against me, I have explained that countless times. Who can blame them when they do not have the facts of the matter. All they know and hear is Hon Jibrin. This is in addition to a well-orchestrated blackmail by Speaker Dogara and his cohorts to spread false hood and effectively block me from briefing members. The conspiracy of silence by the few committee chairmen who are culprits didn’t help my case. Well, now the whole members are getting to know what transpired.
 
The contradictions in all your statements are too much. Here you are talking about sack. What do we believe after the Speaker first admitted that I resigned? Again, on one hand you say Hon Jibrin padded the budget, on the other hand you say nothing like padding in the entire budget. Which do you want us to believe? Yes we have complete powers of appropriation but the intention of the constitution is not to say you should exercise that power in a senseless manner, okay?

Budget Padding: EFCC, ICPC Must Investigate Allegations Against Dogara, Others – Jibrin

Former chairman of the House of Representative Committee on Appropriation, Honourable Jibrin on Friday insisted that the Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices and Other Related Offences Commission (ICPC) must probe the allegation of budget padding he levelled against the Speaker, Honourable Yakubu Dogara and three other principal officers.

 

He said that, “This is a defining moment for the House of Representatives. It will never be business as usual”.

 

To this end, he urged members “to join hands and do the honourable thing by asking Speaker Yakubu Dogara and the three other principal officers to reconvene the House and step down with immediate effect to face prosecution.

 

According to him, “They have all lost the moral grounds to call themselves presiding and principal officers of the House. The more they cling on to power, the further the image of the House will be battered.”

 

The statement reads in part: “I wish to inform you that I have officially approached the EFFC and the ICPC to come in and decisively deal with this matter and other corruption cases in the House. Kindly note that the allegations must be externally investigated.

 

He also questioned the rationale behind his former deputy, Honourable Chris Azibogu and few others’ decosopm to address a press conference where they claimed there was no budget padding.

 

He wondered why “only 9 out of the 40 appropriation committee members agreed to participate in such a dishonorable press conference after  shamelessly collecting $20,000 each distributed to them yesterday at the Speaker’s residence by his Deputy Chief of staff, Hon CID Maduabum.

 

“My same Deputy Hon Chris Azubogu ( you will remember his history with Hon Hembe in the 7th Assembly) who was used to organize the press conference was clearly on camera almost crying at the press conference where I announced my resignation.”

“Dogara Tried Breaking Into My Office To Discard Evidence” – Jibrin

A former chairman of House Committee on Appropriation, Abdulmumin Jibrin, on Thursday said unnamed individuals acting on the orders of Speaker, Yakubu Dogara, had moved computers used by officials of the committee.

 

Mr. Jibrin has accused the speaker of budget fraud, an allegation Mr. Dogara denies.

 

In a statement Thursday, Mr. Jibrin said there was also an attempt to burgle his office, saying all the systems were shut down.

 

“Speaker Dogara has ordered that all the computers in the appropriation secretariat be shut down and moved to his office as if that is the answer to the allegations I raised,” he said. “The secretariat staff are being harassed to keep quite and suppress facts. There has also been an attempt to break into my office at the House.”

 

Mr. Jibrin said Mr. Dogara’s action was calculated at manipulating documents crucial to the unfolding budget padding scandal involving him, the speaker, his deputy, Yusuf Lasun, House Whip, Alhassan Doguwa and Minority Leader, Leo Ogor.

 

He said the plan would not work because he was in possession of “enough evidence” already.”

 

“I know he wants to tamper with documents critical to his and the three others future investigation and prosecution but unfortunately for him we already have enough evidence in our possession,” he said.

 

He urged Mr. Dogara to allow an independent investigations into the allegations.

Budget Padding: 100 Reps Want Dogara, Lasun, Doguwa, And Leo Ogor Prosecuted.

Members of the House of Representatives, under aegis of Transparency Group, yesterday, told the anti-graft agencies to wade into alleged padding of the 2016 budget by the Speaker, Yakubu Dogara; his deputy, Yusuf Lasun; Chief Whip, Ado Doguwa, and Minority Leader, Leo Ogor, and ensure credible investigation.

 

The group also claimed that it had collected signatures from about 100 members of the House, cutting across the six geopolitical zones of the country and from different political parties, dissociating themselves from the media briefing by the chairman, House Committee on Media and Public Affairs, Abdulrazak Namdas, saying the allegations had nothing to do with the entire House.

Budget Padding Scandal: Why We Can’t Probe Dogara, Others– House Ethics Committee

The House of Representatives Committee on Ethics, Privileges and Public Petitions says it is awaiting a petition from a former chairman of House Appropriations Committee chairman, Abdulmumin Jibrin, who has accused the Speaker, Yakubu Dogara, and other members of massive corruption.

The chairman of the ethics committee, Nicholas Ossai (PDP-Delta), sais by phone on Friday that it would need a petition to investigate weighty allegations of budget fraud against Mr. Dogara; deputy, Yusuf Lasun; deputy majority leader, Ahassan Doguwa; and minority leader, Leo Ogor.

He however said it was wrong for Mr. Jibrin to claim that lawmakers “padded” the 2016 budget. He said the budget was merely “amended”.

Mr. Jibrin, who was removed from his position last week, said the speaker, Mr. Dogara, and the other three principal officers, inserted layers of fictitious projects worth N40 billion into the budget for fraudulent reasons.

He has called for their resignation.

“In legislature, you don’t talk about padding,” Mr. Ossai said. “Budget is an appropriation bill and is like other bills that you amend. You know in bills you talk about clauses. Every head in the budget is a clause. So legislators have power to amend it.”

He said lawmakers were allowed to introduce constituency projects as “effective representatives” of the people.

Pressed on Mr. Jibrin’s claim that besides constituency projects, chairmen of 10 committees “padded” over N284 billion through 2000 projects, into the budget, Mr. Ossai said he could not comment because “that is part of investigations”.

“We are waiting for petition and I know pages of newspapers are not petitions,” said Mr. Ossai. ”The ethics committee looks forward to receiving petition. No petition has been brought before the committee; the committee must receive petition before it dabbles into any issue.”

Asked whether his committee could not act proactively given the seriousness of the allegations, Mr. Ossai said a petition would still be better.

“Petition formalises everything. Without recourse to letter that comes from the House (after it received petition), the ethics committee can move into and investigate the matter but it is better empowered if a petition is forwarded to it,” he said.

Buhari’s Govt ‘Dragging Feet’ On Petroleum Industry Bill- Dogara

The House of Representatives is picking up the Petroleum Industry Bill for a speedy consideration, its speaker, Yakubu Dogara, said Monday.

Mr. Dogara said the legislature found the initiative necessary after President Buhari’s administration repeatedly ignored calls to send an executive version of the bill.

The bill has remained stuck at the National Assembly since 2009 despite the huge impact experts said a petroleum industry law could have on Nigeria’s economy.

“I have on at least three different occasions publicly requested the executive to as a matter of urgency send an executive bill on its intended reforms in the petroleum sector,” Mr. Dogara said.

Mr. Dogara said he sought to prevent past occurrences whereby the executive sent in the legislation late, consequently depriving lawmakers the much-needed time to thoroughly consider such a humongous document.

Mr. Dogara said the house was considering members-sponsored bills that would help reform the oil and gas sector.

“It is deliberate that Section 44 (3) of the Constitution of the Federal Republic of Nigeria, apart from vesting the powers to make laws in the legislature, went further to clearly invest it with powers to make laws for the management of the oil and gas sector,” Mr. Dogara said.

 “We had hoped to avoid the situation in the last two Assemblies where the PIB was sent to the National Assembly very late in its tenure, thereby guaranteeing failure to pass the bills.

“In the absence of an executive bill on the matter, two private member’s bills have now been introduced. We urge participants to familiarize themselves with these bills and make necessary inputs at the public hearing stage.

“We also hope that this summit will craft its own version of the PIB for the attention of the National Assembly, taking into consideration all the existing drafts and also the pending bills,” Mr. Dogara said.

Mr. Dogara denied media reports about the existence of an executive version of the PIB before the National Assembly, adding that lawmakers could no longer ignore the rot in the oil industry.

According to Nigeria Extractive Industry Initiative, NEITI, the PIB, if passed into law, would “strengthen the capacity of indigenous Nigerian companies in the oil and gas sector to compete with international oil companies in the search and acquisition of hydrocarbons in Nigeria. The measure was also intended to reduce exploitation in the sector and limit, to the barest minimum, Federal Government’s exposure to oil and gas exploration and production through joint venture operations”.

Dogara Decries Nigerians’ N1.5trn Spending On Overseas Education

The Speaker of the House of Representatives, Mr. Yakubu Dogara, said on Monday that an urgent solution must be found to the “over N1.5tn” spent by Nigerians in search of education overseas yearly.

The speaker admitted that this was an indication that the country’s education sector required immediate overhaul by the Federal Government, the National Assembly and other stakeholders.

Dogara spoke in Abuja at the opening of a public hearing on three bills and three motions by the House Committee on Tertiary Education.

One of the bills, which generated interest at the session, was a ‘Bill for an Act to Amend the TETFund ACT 2011’.

The Speaker was represented by the Chief Whip of the House, Mr. Alhassan Ado-Doguwa, while the committee was chaired by Mr. Aminu Suleiman.

Dogara said, “The alarming report that Nigerians spend over N500m annually on their children studying in the United States of America and the United Kingdom calls for concern from every Nigerian.

“The House of Represen-tatives is equally worried that over N1.5tn, which is nearly half of the total Federal Government Appropriations in 2015, is spent on Nigerians studying abroad.

“There is no better time for all hands to work together to overhaul our education sector than now so that this sector can be turned into a source of foreign exchange as is the case with other countries.

“The House is determined to pursue this goal to fruition in fulfilment of its prescriptions in the Legislative Agenda to make concerted efforts in bringing about the desired change in the sector.”

At the hearing, the management of the Tertiary Education Trust Fund kicked against any plans to include federal colleges of education as beneficiaries of the fund.

The Acting Executive Secretary of TETFund, Mr. Aliyu Na’Iya, told lawmakers that including agricultural colleges as beneficiaries would defeat the aim of the fund.

He explained that TETFund was for universities, polytechnics and colleges of education, excluding agricultural colleges.

Na’Iya stated, “The existing Act should be allowed to exist as it is.

“If amended, it will result in eroding the intervention function and impact of the fund.”

But, many stakeholders, who thronged the venue of the hearing at the National Assembly, Abuja, disagreed with the TETFund boss.

The majority of them, who were provosts of colleges of agriculture from across the country, argued that non-funding of the colleges by TETFund had denied them of development.

According to the stakeholders, the name “monotechnic”, was coined for the colleges just to allow them to suffer neglect over the years.

They told the committee that the name was strange as it could not be found in any English Dictionary.

Meanwhile, academic researchers in Nigeria, under the aegis of Academic Staff Union of Research Institutes, on Monday, stormed the National Assembly protesting against their exclusion from the TETFund.

While demanding a review of the TETFund Act, they said the scope of distribution of funds should be extended to all research institutes in the country.

At about 9am, the protesters, numbering over 200 and led by the Secretary-General of ASURI, Dr. Theophilus Ndubuaku, besieged the National Assembly, chanting solidarity songs.

Some of the protesters displayed placards with various inscriptions.

According to the group, despite campaigns for diversification of the economy, government has not deemed it necessary to adequately fund the research institutes sector.

Senate President,  Bukola Saraki, has urged Muslims to use this year’s Ramadan fast to pray for peace, security and God’s intervention in tackling the myriad of socio-economic challenges confronting the nation.
In a statement to mark the commencement of this year’s Ramadan fast signed by his Special Adviser on Media and Publicity,  Yusuph Olaniyonu, Saraki thanked God for the grace to participate in another holy obligation.

Speaker of the House of Representatives Speaker, Yakubu Dogara, yesterday appealed to Muslims to use the holy month of Ramadan to offer special prayers for Nigeria and her leaders at all levels.
Dogara, who described the month as a special one which Muslims around the world focus on prayer, fasting, giving out charity and religious devotion, said Nigeria ought not be left out in this period of prayers.
He said through a statement by his spokesman, Turaki Hassan in Abuja that the country was in dire need of special prayers in view of the present state of the economy and the security situation in the country.

Dogara Introduces Electronic Voting, E-Parliament

The Speaker of the House of Representatives, Yakubu Dogara, has introduced electronic voting system in the conduct of legislative business of the House.

Dogara, who last Thursday announced the adoption of the e-voting system, said it was in compliance of the 8th Assembly Legislative Agenda.

Consequently, forms have been distributed to individual members to collate their data ahead of production of e-voting cards to all the 360 MPs. The implication of the new system is that records of each member’s punctuality and voting patterns can easily be accessed by his/her constituents and members of the public.

According to details of the Legislative Agenda as adopted by the 8th Assembly early in its life last year, “The 8th House commits to the use of ICT in the daily conduct of legislative activities of the House.

E-parliament and e-voting platforms will be made a regular feature of the House.” ” E-voting will be used regularly during voting to properly reflect voting records of Members and parliamentary accountability. The House shall collaborate with relevant stakeholders to achieve the goal of an e-parliament.”

The e-parliament initiative will operate on the platform of modern, up to date digital technology. Internet and intranet access supported by computerized legislative information management system will be put in place. Other initiatives that will be introduced include the establishment and equipping of a Parliamentary Information Centre where information and documents of the National Assembly will be made available. Doing this, will further increase citizens access to the legislature and solve the problem of public access to authentic documents of parliament.

Budget: Buhari, National Assembly Leaders Resolve Grey Areas

President Muhammadu Buhari and leaders of the two chambers of the National Assembly on Tuesday night rose from a 10-minute meeting, saying all grey areas in the 2016 Budget had been resolved.

The meeting which was held inside the the First Lady’s Conference Room started at about 9.20pm and ended around 9.30pm.

Those who attended the meeting included Vice-President Yemi Osinbajo; President of the Senate, Bukola Saraki; Speaker of the House of Representatives, Yakubu Dogara; Deputy President of the Senate, Ike Ekweremadu; Deputy Speaker of the House of Representatives, Yusuf Lasun; Senate Minority Leader, Godswill Akpabio; House Leader, Femi Gbajabiamila; and other leaders of the National Assembly.

The Chief of Staff to the President, Abba Kyari; Minister of Budget and National Planning, Udo Udoma; the Senior Special Assistant on National Assembly Matters (Senate), Ita Enang; and the Senior Special Assistant on National Assembly Matters (House of Representatives), Samaila Kawu, also attended.

At the end of the meeting, Saraki told State House correspondents that the lawmakers came to inform the President and his team of the solutions they had found to the budget impasse.

Tuesday night’s meeting followed an earlier meeting between Buhari and Dogara at the Presidential Villa.

Saraki explained that both sides agreed on the way forward and assured Nigerians that the process would be completed in a matter of days.

He said, “We just finished a meeting with the President and the Vice-President. We came to let them know some of the solutions that we found in moving the budget process forward  and we are happy to say that we have agreed on the way forward.

“We believe that this process will be completed in matter of days rather than weeks.

“So it is good to Nigerians and all of us, we have found a way forward and in a matter of days, the budget will be ready for the President’s assent.”

When asked to be specific on the way forward that they arrived at, Saraki said, “We have committees that have been set up on our side and also on the Executive side.

“We will engage over the next few days to just tidy up a few loose ends and here and there and the outcome will be satisfactory to everybody.”

When also asked to be specific of the budget would be signed this week, he said, “You heard what I have said. I said it is a matter of days and not weeks. So, you can start counting the days which means that between now and Monday or Tuesday, I’m hopeful that the budget will be signed.”

Udoma also confirmed to reporters that the Executive had agreed with the Legislature to resolve all grey areas and the modalities of doing so in the next few days.

The minister said, “We have agreed to work together to resolve all issues in the next few days and we have also agreed on the modalities of or doing so.

“It was a very good meeting, very positive and within the next few days all issues will be resolved.

“We are working together, both the Executive and the Legislature, to sort those things out. Within the next days, all matters will be resolved.

Saraki, Dogara, Others Meet To Decide On Budget

The leadership of the National Assembly held a crucial meeting on Monday night to take a final stance on the decision of President Muhammadu Buhari to withhold his assent to the controversial 2016 budget.

Investigation showed that the President of the Senate, Bukola Saraki, would chair the meeting to be held at his Abuja residence.

The Speaker of the House of Representatives, Yakubu Dogara; the Deputy President of the Senate, Ike Ekweremadu; the Deputy Speaker of the House of Representatives, Mr. Yussuff Lasun, and other principal officers of the Senate and the House would attend the meeting.

The budget of N6.06tn had been passed by the National Assembly on March 23.

With just days to April 23, a date the budget would have been with Buhari for 30 days, it was still unclear last night if the President had returned it to the legislature stating reasons why he would not sign it as provided under Section 59 of the 1999 Constitution.

But some legislative officials said that the aim of the meeting was for the leadership of both chambers to take a position in anticipation that Buhari would return the document with explanatory notes on the “grey areas.”

“The meeting may not necessarily be about overriding the President’s veto. There isn’t a veto per se because Buhari has not said so officially.

“It is to look at the areas where the executive has already complained of distortions in the budget so that both houses will agree on what to do when a formal letter comes from the Presidency,” one of the officials said at 7.55pm.

Findings indicated that the meeting was billed to start around 9pm.

Saraki, Dogara Hire 282 Aides- Report

The National Assembly management has requested the presiding officers to reduce the number of their aides by at least 60 percent as part of cost cutting measures.
Senate President Bukola Saraki and the Speaker of the House of Representatives Yakubu Dogara and their deputies have hired over 400 aides, sources said.

Saraki is said to have over 112 aides, Dogara about 170, Deputy Senate President Ike Ekweremadu 60 and Deputy Speaker Yusuf Suleiman Lasun 58. But the assembly bureaucracy has lately asked the presiding officers and their deputies to reduce the figures drastically.

Sources said Saraki and Dogara have been requested to cut down the numbers to 25 each while Ekweremadu and Lasun should have 17 each.

The aides are in three categories – Special Advisers (SAs), Senior Special Assistants (SSAs) and Special Assistants whose salaries range between N700, 000 to over a million naira each.

The special advisers earn about the same salaries as federal permanent secretaries while the others earn higher than directors in federal government establishments.

Daily Trust reports that two weeks ago over N10bn was paid as severance package to Senate and House legislative aides that served in the seventh assembly.  The severance pay was 300 percent of their annual basic salary.

In January, the presiding officers met with the National Assembly management on how to cut down on expenditures. Sources said the management intimated the presiding officers that they could not guarantee regular payment of salaries to such aides, especially when most of them were placed on higher grade levels.

Findings revealed that the salaries of all the political appointees have not been paid since January. It was gathered that the last time the aides collected their salaries was in December. Most of the aides are said to have little or even nothing to do. They hang around the National Assembly complex or stay in their colleagues’ offices as they have no offices of their own.

A source close to the office of the Senate President explained that most of the appointments were mere ‘political patronage.’ “The appointments are political patronages; it is an avenue to settle supporters politically. Most of them will be collecting salaries without doing anything. I know only last week two persons were recruited. They showed me their employment letters,” he said.

Senate President Saraki Promises To Publish National Assembly Budget Next Week

Senate President, Dr. Abubakar Bukola Saraki has revealed that Nigerians would in the next few weeks be availed with the details of the National Assembly budget which will be a departure from the tradition of having one line item budget.

Speaking with a team of editors of the London based newspaper, The Economist, at the weekend, Saraki, in a statement by his Special Assistant on Public Affairs, Mohammed Isa, said the Senate was ready to partner with President Buhari to ensure the success of the anti-corruption war.

“Under my watch the Senate will cover corruption except if the information didn’t come to us,” he said.

“For the first time we promised Nigerians to give out our budget breakdown. The committee will make its report available by next week. We are resolved to break the tradition of one line item.”

He said the Senate had already demonstrated it’s anti-corruption commitment through its interventions on many alleged corrupt transactions such as its swift investigation and adoption of a report on the management of the Treasury Single Account (TSA) that saved the nation about N7billion and the exposure of the inconsistencies in the 2016 budget.

The step, he said was a departure from the past where such reports were either watered-down or not presented for debate and adoption. He cited the report he presented to the last Senate on the over N1trillion fuel subsidy scam that never saw the light of the day.

On the economy, he said the Senate has embarked on series of legislative interventions to create conducive environment for the private sector, as he said, “it is only when the private sector thrives that the issue of unemployment will be addressed and the nation’s GDP will increase.”

“Few days ago, we received a report on the laws that need to be amended in order of priority importance to ease doing business and overall private sector participation in the stimulation of Nigeria’s economy.

“We will soon commence the implementation of the recommendations in the report in addition to pushing for the amendment of the Procurement Act to stimulate and protect our local industries.
“If people have confidence that these policies have come to stay, nothing will stop them from coming to invest in the country,” he stressed.

He allayed the fears that the low prices of oil will have negative impact on the implementation of the 2016 budget, saying that, “what we need to do is to block leakages and show more transparency.”

“If we can block leakages, stop the wastages and institute a culture of transparency in governance, the revenue in-flow will not be substantially affected. Without these, even if oil is sold at more than a $100 per barrel, we will continue to witness a decline in revenue in-flow as we witnessed in the past,” Saraki said.

Commonwealth Honours Dogara For Passing 130 Bills In A Day

The Royal Commonwealth Society Nigeria on Thursday, honoured the Speaker, House of Representatives, Yakubu Dogara, with Commonwealth Ambassador’s Award for leading the legislators to pass 130 bills in a day.

 

The Vice President of the association, Mr Abdullahi Faruk, told newsmen at the 2016 Commonwealth Day Celebration in Abuja that the feat was novel.

 

A total of 130 bills passed first reading at the House of Representatives on Dec. 10, 2015, a development Dogara, described as “unprecedented”.

 

“We looked at the antecedents of the person of Yakubu Dogara, how he has taken the mantle of legislative leadership.

“We looked at how he has, for the very first time, introduced over 100 bills in one day for the legislators to deliberate for the good of Nigerians.

“We looked at the feat, it is an all-inclusive kind of governance for Nigerian people and he deserved that recognition and that is why the Commonwealth gave him that recognition.”

 

Faruk, however, said that the recognition given to the Speaker was to ensure that he continued to deliver for the good of the Nigerian people.

 

The Chairperson, House Committee on Foreign Affairs, Mrs Nnenna Ukeje-Elendu, who represented Dogara, told NAN that Nigeria had benefitted a lot from her membership of the Commonwealth.

“The Commonwealth gives us another opportunity and platform where we can converse about Nigeria outside of the United Nations and other international organisations that we belong to.

“This opportunity is such that grows and emancipates our people and deepens our democracy,” she said.

 

Ukeje-Elendu noted that Nigeria, as the largest country and the largest economy in Africa, could not live in isolation in a world that had become increasingly without borders.

 

She explained that Nigeria was indeed recognised and affirmed by those international institutions it belonged to as the “giant of Africa”.

“The Commonwealth is an association of people who have filial, historical affinities and is a platform where we can actually speak on the issues that matter to us most.

“These issues are freedom, gender equality, global and security, and bridging the gap of poverty, diversification, creating platform for trade and to speak about the things that affect us.”

Laws Protecting Rights Of IDPs Will Be Enacted Soon – Dogara

The House of Representatives is putting legislative structures in place to ensure protection of the rights of internally displaced persons (IDPs), Speaker, Mr Yakubu Dogara, has assured.

 

A statement signed by Turaki Hassan, Special Adviser, Media/Public Affairs to the Speaker, said Dogara gave the assurance when received a delegation from the United Nations High Commission on Refugees (UNHCR).

 

The statement was issued to newsmen on Monday in Abuja.

 

Dogara said that efforts were on top gear by relevant committees in the House to ensure that Nigeria domesticate and ratify the UN Kampala treaty on the rights of refugees.

 

He said that the committees would soon conclude work on the document and submit it at plenary for further legislative action.

 

He said that the bill for the establishment of the proposed North-East Commission and the Kampala Commission were also before the committees.

 

He added the report of the committees would be brought before the House during plenary for consideration.

 

“Hopefully we will pass it and in no distant time, it will be ratified,” he said.

 

The speaker told the delegation that in recognition of the plight of IDPs and the need to rehabilitate and resettle them, the House constituted a committee on IDPs.

He said that the House would not support the call for over 2 million displaced persons to return to their communities until adequate security was provided in the affected areas.

 

“There is no way we can do that unless we bring the conflict to an end; it makes no sense for anybody to insist that IDPs should go back
to their communities.

“Chances are there that they may be attacked if conditions that gave rise to the crisis are not totally eliminated,” he said.

Dogara said that democracy would not thrive in Nigeria if the lives of the citizens were not secured.

 

“As it is said, democracy is a promise that deals with life and the pursuit of happiness.

“All other promises of democracy cannot come through unless there is life. That is the most important promise of democracy,” he added.

 

Earlier, leader of the UNHCR delegation, Mr Volke Turk, stressed the need for the government to find solution to the challenges facing the IDPs.

NASS Plans Petroleum Industry Bill – Dogara

The Speaker, House of Representatives, Mr Yakubu Dogara, says National Assembly (NASS) is working on its own version of Petroleum Industry Bill (PIB) to reform the nation’s oil and gas sector.

 

The speaker announced this when he received the former Prime Minister of Sweden, Mr Fredrick Reinfieldt in Abuja on Monday.

 
Dogara explained that the decision of NASS to draw up its own bill was reached because of the urgent need to reform the oil and gas sector.

 

He said the House was willing to cooperate with the executive arm of government in bringing about the necessary reform in the oil and gas industry.

 

Dogara expressed optimism that the planned version of the bill, when passed and assented to, would reform the oil sector and amend necessary laws guiding its operations.

 

The speaker added that if the executive comes up with its own version in the process of considering the bill, “there are enough instruments within NASS to merge the two.

 

‘’We hope to introduce it in both chambers of the National Assembly, if it happens that the executive transmits its own version, we have provision in House rules to merge the two’’, he said.

 

He said the need for oil and gas reform Bill became pertinent with the challenges facing the sector and Nigeria’s dependence on revenue accruing from it to fund its budget.

“We have repeatedly called on the executive to present reform proposals in the petroleum sector. However, we may not continue to wait for an executive bill on this subject matter as we are prepared to introduce the National Assembly’s version.

 
“We cannot continue to take the blame for non-passage of the petroleum reform legislation in Nigeria, as I speak to you, work on our own version has reached advanced stage.

 

Dogara said the House would partner with Exractive Industries Transparency Initiative (EITI) first quarter of 2016, to consider and debate the Nigerian Extractive Industry Transparency Initiative (NEITI) audit report.

 

He, therefore, directed the committees on Petroleum (Upstream) and Rules and Business to introduce and reschedule report for debate before the end of the first quarter.

 

Earlier, Reinfieldt commended Nigeria for being one of the first African nations to key into EITI.

 

He stressed the need for transparency and prudent use of natural resources and the country’s early acceptance of Transparency Initiative principles in its extractive industries and also backing it by law.

 

He urged other African countries to take a cue from Nigeria by establishing and empowering local chapters of EITI.

 

Mr Ogbonnaya Orji, Acting Executive Secretary, NEITI, who accompanied Reinfieldt, stressed the need to fight major challenges in the oil sector.

PDP’s Defeat Saved Nigeria — Dogara

Speaker of the House of Representatives, Yakubu Dogara, yesterday, declared that the Boko Haram insurgency would have destroyed Nigeria if President Goodluck Jonathan had remained in power, asserting that the defeat of his government saved the nation from imminent collapse.

 

While declaring that President Muhammadu Buhari’s administration was winning the war against insurgency, Dogara called on the President to immediately organize an International donor conference for the North East, saying funds realized from such a conference would be used to rebuild the war-torn region. The speaker stated this when he visited the Internally Displaced Persons, IDPs, camp at Uhogua in Ovia North East Local Government Area of Edo State.

 

Addressing the IDPs, Dogara who, expressed shock at the number of IDPs in the camp, lamented that PDP’s government failed to tackle the war as expected. He said this created the current crisis in the country and commended Edo State government and the General Overseer of the camp, Pastor Folorunsho Solomon, for keeping the camp running. He vowed to ensure that the National Assembly played its part to ensure that IDPs were well taken care of.

 

 “I want to thank God for the intervention in our affairs that he brought change in government. If we had continued like before, probably the Boko Haram fighters would have reached places like Jos by now. “It would have been millions of IDPs but God heard our prayers, he brought change in government. And the commitment in ending this fight has commenced in earnest by this administration.

 

“We have seen that attacks have reduced drastically. So it is hoped that very soon, may be this year, most likely most of us who are here today and want to go back to their communities may be able to do that. “They will go back without any fear of intimidation, we must do it because we have no other country but Nigeria.” The speaker, who donated bags of rice, beans, wheat, sugar and other items, promised to offset the bills of students in the camp involved in NECO and WAEC examinations. “I never knew that I will see this multitude of my own brothers and sisters. I have been told but maybe I did not believe enough, but the moment I stepped into the church, I saw a people that are determined not to be broken, in spite of the circumstances of their life.

 

“Apart from the war against terrorism, we in the House of Representatives are trying to pass a law that will establish the North East Development Commission. “So if that happens, it means we are going to have funds that will be used to rebuild the communities that you have come from when the war is over. And we will ensure that every fund meant for that is channelled for that purpose. Apart from that, there is a provision in the budget that will take care of you. “That is to say that the government has not forgotten you. And we have been encouraging private sector participation in managing the IDP crisis in Nigeria. “We have the victim support fund that is private sector driven. It is led by one of our eminent sons, Gen.T.Y.Danjuma.

 

“In addition, we have been calling on government to organize what is known as the International donor conference for the North East. “Just recently, it was done for Syria, so we want to reiterate this call for government to immediately convene an international donor conference for the North East. “So as soon as these funds start coming, we will make sure that wherever IDPs are in Nigeria, the hands of help to all IDPs in Nigeria will come. So as long as this government endures, you will always be in our heart. “Because we are in church, I will talk to you from the perspective of Christianity. I have not come here like any other politician, as I must sympathise with you, I must also encourage you. “I know the circumstances that brought you here because I am part of that region of the North East as well. And I remember that in my own local government, I had to concede one of my houses for IDPs from Yobe and some parts of Borno State.”

NASS Has Contributed Greatly To Nigeria’s Democracy – Dogara

The Speaker, House of Representatives, Hon. Yakubu Dogara, on Monday, said the National Assembly (NASS) contributed greatly to Nigeria’s democracy through the enactment of landmark legislations.

 

 

He made the remark in a lecture at the opening of the 2016 Annual National Political Summit organised by the Save Democracy Group Africa (SDG-Africa) in Abuja.

 

 

The legislations, he said, included the Pension Reform Act, the Privatisation and Commercialisation Act, the Compulsory, Free Universal Basic Education Act, among others. He added that the legislature also played a very positive role toward electoral reforms and the quest for credible elections in the country.

 

 

He noted that the legislative arm had used its authority to stabilise the nation’s polity by providing the required legal framework, including the Electoral Act for the conduct of elections.

 

 

“A notable constitutional amendment was also made to insulate the Independent National Electoral Commission (INEC) from control of the President of the federation in running its affairs,’’ he added.

 

 

Dogara, therefore, called for proper funding of the legislature, saying “we cannot actually have a vibrant, independent and highly motivated legislature ready to take on the executive for good governance and accountability on behalf of the Nigerian people without proper funding.

 

 

“A well funded legislature is cheaper in the long run. This is because one properly conducted investigation with NASS that is financially self sufficient could make savings that may be more than the yearly budget of the entire Assembly.’’

 

 

He said that the 8th national assembly would sooner than later revisit the issue of constitution amendment. In his lecture, Alhaji Maitama Sule, an elderstatesman, urged the summit delegates to find a way of making African democracy to reflect the culture of its people. Sule said that the cultural perimeter of the people should always determine the peoples’ style of democracy.

 

 

 

“I may be wrong but I think our democracy in Africa is `Euro-centric, not Afro-centric.  In your discussion, I will like you to see how we can make our democracy to really succeed by considering our culture.’’ Prof. Amos Sawyer, the President of Interim Government of Liberia said Africa was making progress in establishing and sustaining democratic institutions in spite of associated challenges.

 

 

Some of the challenges, he said, included civil conflict caused by poor governance, abuse of power, the lack of ideology and internal democracy among political parties. He said that “in spite of the imperfections, democracy remains the best form of government and many African countries are working on free and credible elections.’’ Sawyer added that African countries were looking up to Nigeria in advancing their democracy, especially gender mainstreaming in politics.

11 APC Reps Drag Dogara To Court Over House Rules

Eleven members of the All Progressives Congress, APC, in the House of Representatives, have dragged the Speaker, Yakubu Dogara, the House and its Clerk, Sani Omolori, before an Abuja High Court over the new standing orders of the Green Chamber.
However, the House has refused comments on the matter, saying the court be allowed to do its work.
The House had on October 8, 2015 adopted the report of its ad-hoc committee to review the House Standing Orders, 2011. In the new rules, the Speaker is vested with the enormous powers to suspend any member that approaches the mace with intents whatsoever.
The new Standing Order also provides that the Speaker can suspend a member for 30 plenary days for failing to obey the presiding officer’s directive for such a lawmaker to assume his seat during plenary.
In a summon through their lawyers, Ahmed Bello Mahmud dated December 14, 2015, the 11 lawmakers, led by Aliyu Sani Madaki (Kano), sought the court to declare the new Standing Orders as null and void and unconstitutional.
Madaki is the lawmaker, who was notable for allegedly attempting to snatch the mace sometime in August 2015, when a fracas erupted on the floor of the House, following the insistence of the APC to have Femi Gbajabiamila as the Majority Leader, which was opposed by the Dogara camp.
Madaki afterwards, refused to appropriately apologise on the floor, even after the issue was resolved, with his counterparts apologising and Gbajabiamila getting the Majority Leader position.
Consequently, the House in a bid to restore sanctity in the hallowed chamber and forestall such action in the future sought and inculcated it as an offence in its rules to interfere with the symbol of authority of the legislature. The lawmakers prayed the court to restrain Dogara, the House or any of its agents from exercising “the purported amendments” vested on them in the new rules pending the determination of the matter.
The other 10 APC lawmakers are Mohammed Musa Soba (Kaduna); Yusuf Bala Ikara (Kaduna); Abubakar Lado Suleja (Niger), Lawal Yahaya Gumau (Bauchi); Rotimi Agunsoye (Lagos); Aminu Ibrahim Malle (Taraba); Sunday Adepoju (Oyo); Ahmed Babba Kaita (Katsina); Philip Shuaibu (Edo) and Abubakar Chika Adamu (Niger).
They prayed the court to declare as “repressive, susceptible to abuse and breaches” of their constitutional rights the powers granted Dogara to present any proposal for the suspension of any member.
When contacted, Chairman, House Committee on Media and Public Affairs, Abdulrazak Namdas, said: “Although I have not seen the court papers, but since the matter is in court, it will amount to contempt for me to say anything.
“All I can say is that the court should be allowed to do its work and determine the matter.”

Dogara Calls For Probe Of Anambra Gas Explosion

The Speaker of the House of Representatives, Rt. Hon Yakubu Dogara, has expressed sadness over the death of several Nigerians in a gas explosion in Nnewi, Anambra State.

While calling for a thorough investigation into the incident which occurred on Christmas Eve, leaving several others injured, the Speaker said this was one incident too many that have claimed lives of innocent Nigerians.

?He, therefore, called for a thorough investigation to ascertain the root and immediate cause of the explosion in order to avert a reoccurrence.

“It saddens me that at a time when we should be celebrating, some people have been thrown into needless mourning. This incident must be investigated to find out what exactly happened and how to stop it from happening again,” the Speaker said.

Dogara Felicitates With Muslims On Maulud Celebration

The Speaker of the House of Representatives, Yakubu Dogara, on Wednesday felicitated with the Muslim Ummah on the celebration of Maulud Nabiy.

Dogara also called on Muslim faithful to imbibe the spirit of humility, gratitude and charity to one another as demonstrated by the life and times of the Holy Prophet Muhammad.

Dogara Condoles With Benue Over Tor Tiv’s Death

The Speaker of House of Representatives, Mr Yakubu Dogara, has condoled with the government and people of Benue State over the demise of Tor Tiv, Alfred Torkula.

This condolence is conveyed in a statement signed by the Special Adviser on Media and Public Affairs to the Speaker, Mr Turaki Hassan in Abuja.

Dogara said Nigeria had lost one of its finest traditional rulers.

According to the speaker, the late traditional ruler was a man of peace who worked assiduously to bring about peace in his kingdom.

“His reign as Tor Tiv witnessed unprecedented development, peace and tranquillity in Tiv land.

“He helped in uniting the various ethnic groups in northern Nigeria as a strong believer in the unity and indivisibility of Nigeria.’’

According to Dogara, the late monarch has written his name in gold in the annals of Nigeria as a symbol of unity.

“Our special condolence goes to the late monarch’s family and the entire Tiv nation in Nigeria.

“I pray God grants them the fortitude to bear the irreparable loss.’’

“68% Of The Total IDPs Are Children” — Dogara

SPEAKER of the House of Representatives, yesterday, said 68 per cent of Internally Displaced Persons, IDPs, in Nigeria were children.

Speaking at the sensitisation workshop and launch of UNHCR hand book, “On Internal Displacement for Parliamentarians,” Dogara said statistics from the UNHCR showed that 68 per cent of IDPs in Nigeria were children, adding that there had been about 60,000 births in IDP camps so far.

The speaker further stressed that today’s event offered the opportunity to restate the fact that there was no adequate legal framework for handling issues of internal displacement.

According to him, though Nigeria at the executive level has ratified the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention), it has not yet been domesticated by the legislature.

He said: “We need to further explore the theme of this handbook for parliamentarians, which is ‘Internal Displacement: Responsibility and Action’, in a nutshell, who and what is responsible for internal displacement and what action is being taken by relevant authorities to address the problem.

“For our purposes, I think we should adopt the description of IDPs as ‘persons or group of persons who have been forced or obliged to flee or leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized state border.’ (Article 1(k) of the Kampala Convention).

“Large scale development and environmental projects can also generate IDPs. What is clear from the above definition is that IDPs are citizens of our country. They are not refugees from another country.

“They are our constituents, some of who voted us into office. As legislators, we have a duty and responsibility to care for them, protect them, assist them, provide for their needs, their welfare and to advocate on their behalf.”

“To be displaced or uprooted from one’s home is one of the most degrading and humiliating experiences that can befall any human being.

“They are very vulnerable and are exposed to all forms of exploitation and misery, women and female children are sometimes subjected to sexual abuse, and trafficking.

“IDPs lack appropriate shelter, food, water, sanitation, healthcare, child protection and educational opportunities.

“Access to money and work is severely limited or non-existent. Statistics from the UNHCR show that 68% of IDPs in Nigeria are children and there are so far about 60, 000 births in the IDP camps.

“The National Assembly has made its own contributions to the fight against terrorism and internal displacement, over the years.

“On the fight against Terrorism, we should recall that the National Assembly speedily passed both the Terrorism Prevention and the amendment Acts to aid the executive in its anti terrorism measures.

Dogara, Gbajabiamila In Fresh Feud Over Committees

Majority leader of the House of Representatives, Femi Gbajabiamila has written to the speaker, Yakubu Dogara, complaining of his total sideline and ignorance in the formation of the 96 House Standing Committees announced a fortnight ago.

Gbajabiamila’s letter, dated October 20, preempted the scheduled announcement of the committees by the speaker, which was made on October 22 and sought for the observance and respect of the provisions of the House rules ahead of the announcement.

Ever since the announcement of the 96 committees by the speaker, which saw an increase of seven committees from the previous 89, criticisms have continued to trail the sharing of the committees, where the ruling APC got 48, while the PDP got 46.

The APC lawmakers have been unequivocal in their displeasure over the number of committee, including those termed as “juicy” allocated to the opposition PDP by the speaker.

But the speaker’s office has defended the allegation in a letter signed by Dogara’s chief whip, Jerry Manwe and addressed to all principal officers for a consultative meeting scheduled just hours before the announcement on the floor.

The speaker’s letter, dated October 21 and titled “Notice of meeting of Principal Officers of the House of Representatives” was annexed with another, showing the attendance of the meeting by the principal officers.

It indicated against all the nine listed principal officers their attendance signature, where the House leader’s name was also written against his position as an attendee.

Gbajabiamila’s letter to Dogara, which was copied to the APC national chairman, said severally, the House leader had held meetings with the speaker both at home and in office to be acquainted with the situation of committees’ composition, as a member of the selection committee.

“I did this because of the incessant rumor that some had been composed. On each occasion, you assured me that nothing had been done. From all indications however it appears that an announcement of the Chairmen and Deputy Chairmen is imminent and such may be done this week,” the letter had said.

Gbajabiamila cited Order 7 Rule 27 (2)c of the House rules, which underscored the explicit role of the House leader to work “with committee chairmen and other functionaries of the House.”

He called on the speaker to consider the House rules and the parliamentary tradition globally to avoid undermining the office of the majority leader if the legislature is to be strengthened.

North East IDPs Hit 5m- Dogara

The number of Nigerians displaced by violence in the insurgency-ravaged North East has reached five million, speaker of the House of Representatives, Yakubu Dogara has said.

Dogara who spoke when he received the head of the United Nations High Commission for Refugees (UNHCR), Ms. Angel Dekonge Antangara in his office, disputed official figures of IDPs put at 2.1 million.

He said the actual number of people affected by Boko Haram insurgency may be close to five million.

“As an indigene of the North East, it is safe to say the number of IDPs in Nigeria can be up to five million,” Dogara said in a statement issued by his spokesman, Turaki Hassan.

Dogara recalled that he has sponsored a motion which in part, requested President Muhammadu Buhari to urgently establish a North East Development Commission and convene an International Donor Conference or Summit to mobilise additional financial resources through international donor funding for the rehabilitation of the North East.

The speaker appealed for help for the North East from the UNHCR and other donors.

Makinde Smith: Buhari Meets With Saraki Again; Governance Just Kick-Starting

Several statements have vehemently proclaimed that Buhari will never recognize Saraki as Senate President. Some expressed he will never hurt Tinubu (his greatest benefactor ever) by embracing Saraki, while others even insinuated that Senator Lawan isn’t anyone’s preferred consensus but Buhari’s personal candidate. How truthful are all of these hypotheses when Buhari himself has been playing a highly intellectual game among all persons that lent him a token of support to the Presidency and earlier said that the election of the National Assembly was democratic?

The most hilarious thing is how people expected the President to throw up a celebration feast for Saraki in the Aso Rock, all he cares to show his overwhelming acceptance of his person and his victory as the leader of the 8th National Assembly. It is so funny as that they expected the President address the nation on this regard. He just had to declare his stand to the public. After all, this’s a burning matter of his party, and the party is worth shutting down the nation for… those are the kind of expectations people are carrying around. I laugh in Korean language J

Be that as it may, whenever I recall what and what transpired on the floor of the red chamber on 9th of June 2015, I feel ashamed of APC as an unorganized party. Well, that alone might not be sufficient to justify my judgement, but each time I see how the party has subsequently been taken to disrepute by some party lords setting dangerous daggers toward another, looking for every possible and impossible means to shut down the National Assembly, I consider myself right, to a larger extent.

In anyway, the only person that can redeem the image is no one than Mr. President. To me, he’s the real leader. He’s the center-glory that unites the party. I must even say he has the responsibility of putting the party back in order before its goodwill is finally buried.  Not that alone, the factual complain that the government is still not in a good shape, over four months, is also a serious concern that the President must honestly concentrate, and perhaps that has just commenced with the submission of #TheList.

However, contrary to some massive media-dictated perceptions, I’ve said it to many people that when it’s the right time for the duo of Buhari and Saraki to meet, surely they will, and nothing will prevent that. The recent Independence Day celebration at the Aso Rock would not be enough to substantiate this view, but the last-night meeting of the President with the leadership of the National Assembly, with Mr. Saraki as the team head, indisputably does. To be candid in fact, governance is just about to take off. The Ministerial list before the Senate is a well-enough-reason for the President to call for that August meeting. Obviously, there must be a cordial understanding and harmony between the Executive and the Legislative body for things to work out efficiently. Well, let me just say: it’s honorable you appear only when you’re needed.

I’m no way insinuating that Saraki or the whole of the NASS leadership was called to be lobbied, No! Get my point clear, please. I’m only saying that proper and progressive democracy is just visiting the Change government.

House Leadership: S’East Reps Grumble Over Exclusion

THE two All Progressives Congress members of the House of Representatives from the South-East geopolitical zone on Tuesday grumbled over their alleged exclusion from the House leadership positions by the party caucus.

The South-East Reps rejected the argument that they were first-timers hence not qualified to hold principal office in the lower federal chamber.

They argued that the Senate Minority Leader, ex-Akwa Ibom State Governor, Godswill Akpabio, was also a fresh member of the upper chamber.

One of the South-East Reps, Chuka Okafor, who had been initially nominated by the Speaker, Yakubu Dogara, at the height of the leadership crisis in the House to serve as the Deputy Whip spoke on Thursday on behalf of the zone.

Okafor said, “You may recall that the South-East APC had nominated me for the post of deputy majority whip, a nomination that was duly accepted by the presiding officers of the House.

“As you already know, the final position is that the South-East is the only zone that is excluded from the leadership caucus, while one zone has two plum positions.

“On principle, I accept the outcome of that session in good faith and sincerely congratulate the new leadership of the House as presently constituted.”

He urged the national leadership of the party to stop placing the South-East on the fringes in the scheme of things, adding that as far as the Nigerian project was concerned, every region must count, if things are to go right.

He said, “If indeed our ideology of leadership involves, even in the minutest way, the integration of every section of our country, Nigeria, then our pontificating on Federal Character should go beyond lip service and rhetoric to practical embrace of every section of the country in the spirit of the change which we have promised.

“A number of persons hold the erroneous view that the APC did not have a good outing in the South-East but every sincere Nigerian that understands the politics of the region can attest to the fact that the party in the South-East fought against stupendous odds and the statistics are there to prove it. It is needless to mention that the region has been a stronghold of the PDP since 1999. In the last election, PDP in the South-East states merely managed a paltry average that was less than half a million votes due to the efforts of APC faithful in the region.

“In that election, APC in the South-East exhibited the highest level of courage, doggedness and fierce loyalty to the party; in most cases to the point of risking their lives.”

The complaint from the South-East lawmakers came even as Dogara and his erstwhile “enemy”, now the Majority Leader, Mr. Femi Gbajabiamila, said at the end of the APC caucus meeting midnight Wednesday that the leadership crisis in the party had been “buried for good.”

Dogara and Gbajabiamila had emerged from the APC caucus meeting smiling and holding hands.

The meeting, which was called by Gbajabiamila, was the first after the speaker conceded to the Lagos lawmaker’s nomination by the leadership of the party as the House leader on Tuesday.

“The closed-door meeting was attended by all members of the now collapsed factions in the House. It was to discuss as one family and strengthen the party as the majority party”, one member told The PUNCH on Thursday.

“You can see that all is now well. We are a family and we are better now,” Dogara also said.

On his part, Gbajabiamila, who was full of smiles, admitted that “APC has come out of the crisis, better and stronger.”

Facts however emerged on Thursday on how the warring factions resolved the leadership crisis in a last-minute decision to avoid going for caucus elections.

No Peace Yet Until Dogara Cuts PDP Ties — APC Group

Some members of the All Progressives Congress’ faction in the House of Representatives known as the Loyalists Group on Sunday denied that the leadership tussle in the legislature was over, contrary to Saturday’s public announcement by key figures of the group.

Rather, the lawmakers said there could only be “genuine agreement” on how to achieve peace in the House if the Speaker, Mr. Yakubu Dogara, would sever his “unholy ties” with the Peoples Democratic Party members of the House.

This came amid mounting tension ahead of the rescheduled resumption of the House on Tuesday.

Dogara is also set to name the principal officers of the House tomorrow.

However, the loyalists insisted that discussions on peace must be with all the members of the group lead by a former Minority Leader of the House, Mr. Femi Gbajabiamila.

The members, who addressed a news conference in Abuja, argued that an APC-dominated legislature with a leadership by the PDP was not their idea of the change the APC worked hard to attain at the 2015 general election.

The spokesman for the group, Mr. Nasir Zangon-Daura, gave this position at the news conference, where 21 out of the 174 members of the group showed up.

However, Zangon-Daura explained that he had the mandate of the absentee members to speak on their behalf.

He denied that any concessions or offers on how to resolve the crisis had been offered to the group, against a position taken by key members of the group in Abuja on Saturday.

Zangon-Daura said, “To have a genuine agreement that is not tainted by the PDP, the Dogara group will have to first of all cut off the umbilical cord between it and the PDP and secondly, engage in candid reconciliatory discussions with our group as a whole through our approved members under the leadership of Hon. Femi Gbajabiamila.

“We are, however, aware of the Trojan offers of party principal officers’ positions being made to individuals in our group in their individual capacities in order to lure them from our group.

“We, hereby, restate for the avoidance of any doubt that this struggle is not about Femi Gbjabiamila, Yakubu Dogara, Alhassan Ado-Doguwa, Mohammed Monguno or Pally Iriase.

“This is about being loyal and committed to the party’s manifesto, which among others, includes the fight against corruption by President Muhammadu Buhari.”

Zangon-Daura recalled that efforts to resolve the leadership tussle culminated in an intervention by the APC’s Governors’ Forum through the Governor of Sokoto State, Mr. Aminu Tambuwal.

He noted that, having met the loyalists group led by Gbajabiamila and the Consolidation Group of Dogara, the former expected the Tambuwal committee to convene a meeting of the two sides for further discussions.

Zangon-Daura added that while this second phase of meetings was being awaited, it came to them as a surprise that the Dogara group had appointed principal officers and was about to unveil them on Tuesday.

“This second meeting between Governor Aminu Tambuwal and our group has yet to take place,” he said.

On Saturday, Ado-Doguwa (Kano State); Iriase (Edo State); and Monguno (Borno State) seen as strong mobilisers of the loyalists group, had declared support for Dogara, a move that confirmed the crack in the group.

The lawmakers claimed that they had realised it was better to place the interest of the country ahead of all other considerations to accept the positions of the principal officers of the House as proposed by Dogara.

Yakubu Dogara Condemns Refining Oil Outside Nigeria

The Speaker of the Federal House of Representatives, Yakubu Dogara, on Monday said it was illegal for the crude oil produced on the shores of Nigeria to be refined outside the country.
Dogara who stated this while addressing National Executive of Independent Petroleum Marketers Association of Nigeria, IPMAN, led by its President, Chinedu Okoronkwo, expressed regrets over the failure of past administration to encourage domestic refining of the nation’s crude oil.
He said that singular act by the previous administration could make the country a laughing stock in comity of nations.
According to him, “I don’t know if there is any country that produces the kind of oil that is produced in Nigeria that refines outside its products own shores. For me, it is kind of illegal. This is most inexcusable because we have turned this nation into a laughing stock.
“Why is it that we can’t refine this oil here? Why is it that in an oil producing country our brothers and sisters have to queue for nine hours to buy a product that should just be there? This is something that I believe that with your expertise you need to leverage on.”
On the removal of oil subsidy, the speaker said: “As a legislator, I can tell you there is something about subsidy removal that we are not looking at.
“There is a Price Control Act; if you look at the PCA, section 4 talks about regulating or controlling the prices of products that are listed in the first schedule of that act.
“One of the products listed in the first schedule is petroleum products, so by law in this country, we must control the price of petroleum products.
“But the law as passed by parliament gives a window and prescribing, vesting the responsibility of adding up items on the schedule of the giving items to the price regulating board and I am not sure we have that board in place.”

N’Assembly Crisis: Tambuwal Peace Moves Crumble

The peace committee chaired by Sokoto State Governor, Mr. Aminu Tambuwal, appear to have failed to resolve the leadership tussle in the caucus of the All Progressives Congress at the House of Representatives.

The indication of this came on Wednesday as the leadership of the House dismissed as “nothing like party position” an earlier letter the APC wrote to the Speaker, Mr. Yakubu Dogara, on the zoning of principal offices.

After the Tambuwal committee met with the group led by Dogara, and that of a former Minority Leader, Mr. Femi Gbajabiamila, the issue – the sharing of four principal offices – is yet to be unresolved.

Dogara Condemns Attacks In Jos, Zaria

As the country grapples with heightened terror attacks, the Speaker of the House of Representatives Yakubu Dogara, has called on Nigerians to persevere in prayers for the country. While condemning the bomb attacks in Jos and Zaria which left scores dead, Dogara said recent happenings in the country can-not be solved through conventional human wisdom but divine intervention.

A statement issued yesterday by his special adviser on media and public affairs, Turaki Hassan, said the Speaker made the remarks at the commissioning of a church at Ubulu-Uku, built by Hon. J.O. Mrakpor who represents Aniocha/Oshimili Federal Constituency of Delta State.

“I will urge that we continue with prayers for Nigeria. If Nigeria will be exalted it will be on the account of righteousness,” the Speak-er said.

“As leaders, we need prayers from all Nigerians. When you con-tinue to pray for your leaders for righteousness to reign in the af-fairs of the nation, definitely, Nigeria will be exalted and it will re-flect on our citizens.

“These are very uncommon times and all we need to survive is prayers. That is why altars like this are necessary,” he added.

APC Southwest Chairmen Vow To Never Acknowledge Saraki, Dogara

Chairmen of the All Progressives Congress, APC, in the Southwest have vowed not to recognize the emergence of Senate President, Bukola Saraki and Speaker, House of Representatives, Yakubu Dogara until the crisis revolving around the National Assembly contest is sufficiently resolved by the party.

Chairman of the Ekiti State chapter of the party, Chief Jide Awe disclosed this yesterday as his counterpart in Oyo State, Chief Akin Oke insisted that the two presiding officers of the National Assembly should apologise to the party to avoid compounding their problems.

The duo spoke in the wake of assertions that the Southwest caucus of the party may have decided to boycott activities of the party upon the crisis provoked by the failure of Hon. Femi Gbajabiamila to win the leadership contest and the subsequent resistance to his emergence as Majority Leader of the House.

Speaking on the development, Awe said: “I was at the NEC meeting but I did not go and salute the Senate President and the Speaker. This is because there are issues on ground that have not been resolved by the leadership of the party. This crisis has to be resolved. We are a third party to this crisis and a third party should not contribute to an existing problem, rather he should look for solutions.”

I Was Not Invited To Buhari’s Meeting– Dogara

Speaker of the House of Representatives, Hon. Yakubu Dogara, has denied reports that he was invited for a meeting with President Muhammadu Buhari.

There had been media reports that Buhari would hold a meeting with Dogara and Hon. Femi Gbajabiamila who was the choice of the All Progressives Congress (APC) leadership for the speakership position.

Dogara in a statement signed his Special Adviser Media and Public Affairs; Mr. Turaki Adamu Hassan said “Attention of the Office of the Speaker of the House of Representatives has been drawn to some news reports about a purported meeting between Mr. Speaker, the President and some members of the House under the platform of the APC.”

“We wish to make it abundantly clear that there was never a time the Speaker was invited for a meeting with the president on Wednesday July 1, 2015.”

APC Crisis: Buhari, Saraki, Dogara, Others To Assemble Today For NEC Meeting

The All Progressives Congress (APC) vowed yesterday to emerge strong from its first National Executive Committee (NEC) meeting after its post-election crisis.

The crisis, which has split the party’s leaders, erupted after the June 9 election of principal officers at the National Assembly.

Senate President Bukola Saraki and House of Representatives Speaker Yakubu Dogara emerged against the party’s wish.

The party endorsed Senator Ahmed Lawan for Senate and Femi Gbajabiamila for Speaker.

“We are set for the meeting which will address some issues. We are expecting the President, our governors and leaders in the National Assembly. The NEC will properly constitute the Board of Trustees (BOT) of APC because we want all our organs to function effectively.

“We are in the process of reconciliation; we will definitely put our house in order and emerge stronger,” National Secretary Mai Buni said yesterday, adding:

“Politics is sometimes like that. You know our party is the first story of a successful merger of major parties in the country; we were also the first opposition party to dislodge a sitting government; and this is the first time an opposition party is having majority in the National Assembly. You should expect some teething problems but we will reconcile and reunite all.”

Buni said one of the key parts of the agenda is on “ensuring that everybody respects the party.”

There was anxiety last night that the meeting could make or break the APC in view of the “volatile nature” of the agenda.

The warring groups in the National Assembly engaged in marathon consultations and intensified the lobbying of NEC members.

Ex-Vice-President Atiku Abubakar, however, set the tone for the meeting by pleading with APC leaders to “shift ground and move to the centre”.

The Senate President, Dr. Bukola Saraki and the Speaker of the House of Representatives, Hon. Yakubu Dogara, yesterday, debunked claims by the former Interim National Chairman of the All Progressives Congress, APC, Chief Bisi Akande that their election as Senate President and Speaker was facilitated by oil barons describing the allegation as baseless, false and unbecoming of a respected statesman.

I Never Struggled For Anything In Life- Dogara

The Speaker of the House of Representatives, Honourable Yakubu Dogara, on Sunday said he had been a product of grace and never had to struggle for anything in his life so far.

Dogara said this when he attended a Thanksgiving Service at the Winners Chapel in Durumi, Abuja. The speaker said that ever since he encountered God before his university days, he never lacked any good thing.

He added that “ever since I met God through this commission at a tender age, I have not had to struggle for anything in life. “I never had any reason to struggle nor lack any good thing in my life.”

While acknowledging God as his source, the speaker urged Nigerians to keep praying for leaders, saying that without prayers, nothing could be achieved. He said conventional problems do not need conventional wisdom but divine wisdom, stressing that “Nigeria needs God’s blessings at all times. “The nation needs ?steadfast leaders who will do the will of God, not theirs. We need your prayers, we can’t do it alone.”

Pastor John Adelekan, the Senior Pastor of the Church, urged the congregation to keep praying for leaders in the country, adding that this was the right thing to do. He said “service to God pays, as it is the easiest way to experience unending blessings from Him.”

The pastor said service to God also opened the doors of favour when a man’s way pleased God, as He would make ones enemies to be at peace with him. The speaker was in company of his wife and nine other representatives.

How Subsidy Thieves, Corrupt Businessmen, Enthroned Saraki, Dogara- Bisi Akande

The former Interim National Chairman of the All Progressives Congress, Bisi Akande, has fingered fuel subsidy thieves, and corrupt businessmen as being behind the current crisis in the APC which culminated in the emergence of Bukola Saraki as senate president and Yakubu Dogara as speaker of the House of Representatives, contrary to the wishes of the ruling party.

In a statement Sunday, the former governor of Osun state said those jittery of President Muhammadu Buhari’s constant threat of anti-corruption battle encouraged and financed the rebellions against the APC democratic positions which led to the emergence of Messrs Saraki and Dogara as candidates of the PDP tendencies inside and outside the APC.

“Before the party knew it, the process had been hijacked by polluted interests who saw the inordinate contests as a loop-hole for stifling APC government’s efforts in its desire to fight corruption,” Mr. Akande said.

“Most Northern elite, the Nigerian oil subsidy barons and other business cartels, who never liked Buhari’s anti-corruption political stance, are quickly backing up the rebellion against APC with strong support. While other position seekers are waiting in the wings until Buhari’s ministers are announced, a large section of the Southwest see the rebellion as a conspiracy of the North against the Yoruba.”

Why I Didn’t Read Oyegun’s Letter- Dogara

Speaker of the House of Representatives, Hon. Yakubu Dogara, yesterday explained his refusal to read the letter from the National Chairman of the All Progressive Congress (APC), Chief John Odigie-Oyegun, nominating principal officers on the floor of the House last week.

He disclosed at a meeting with some former members of the House who visited him at the weekend that he decided against reading the letter because of a pending court case. The former members were led by Hon. Dauda Bundot and Hon. Jonathan Asake.

The APC members in the House last week threw decency to the dogs as they exchanged blows over principal officers’ positions. Some members of caucus later blamed the feud on the refusal of the Speaker to read Odigie-Oyegun’s letter which had listed names and zones of those to occupy principal offices.

Insisting that he never meant to disregard the position of the party, Dogara said that in as much as he had wanted to act on the party’s letter nominating some persons as principal officers, as a law-abiding citizen, he was compelled to do otherwise as a result of a pending court case instituted by about 36 APC lawmakers from the North-Central who alleged that the party had schemed them out in violation of constitutional provisions on the federal character principle.

The Speaker stressed that the tradition had been that the six principal positions are shared evenly among the nation’s six geo-political zones of the country in accordance with the federal character principle.
He said federal character “is so import to our dear country that we have to establish a commission to enforce that particular position of the federal character. “Even before I saw the letter, there was a court process served on the leadership of the House. What they are alleging is very simple: whether it is in accordance with the Constitution of Nigeria and the House rules that a political party has the right to chose the principal officers of the House.

“The second question is: assuming the political party has the right, whether it is in tandem with the Constitution to exclude their zone, l (North Central) and whether that meets the requirement of the provision of the federal character.

“It is not that we don’t want to announce the position of the party. But there are issues of law, issues relating to court, issues relating to the provisions of the constitution.” He said: “Let me just explain: assuming we go ahead to announce the party’s position, which did not recognise members of the North-Central as principal officers and most of the members from the South-West as principal officer positions and then the North-Central members made a very strong allegation against APC…”

APC Lawmakers Vow To Ensure Dogara Obeys Party

Some members of the All Progressives Congress in the House of Representatives have vowed to ensure the position of the party on the choice of principal officers in the House prevails. The lawmakers made this known at a press conference after the House descended into chaos Thursday.

Nasiru Zango Daura, a member representing Zango/Baure Federal constituency of Katsina State, spoke on behalf of the lawmakers. Fracas erupted in the House following agitation by the lawmakers that the party’s nominees for key leadership positions be upheld.

The National Chairman of the APC, John Odigie-Oyegun, had in a letter to the Speaker, Takubu Dogara, nominated Femi Gbajabiamila as House Leader, Alhassan Doguma as Deputy House Leader, Mohammed Monguno as Chief Whip and Parry Iriase as Deputy Whip.

Saraki, Dogara, Reject APC’s Choices Of Principal Officers For Senate, House

The Senate President, Bukola Saraki, and the Speaker of the House of Representatives, Yakubu Dogara, have yet again defied their party, the ruling All Progressives Congress, rejecting the APC’s nominees for top leadership positions in the two chambers of the National Assembly.

Messrs Saraki and Dogara defeated candidates nominated by the APC for the positions of Senate president and House Speaker respectively.

Ahmed Lawan and Femi Gbajabiamila were the APC’s official candidates for the positions of Senate President and House Speaker.

On Tuesday, the party wrote the two leaders directing them to adopt candidates who lost at the elections as principal officers.

In its letter, the party picked Mr. Lawan as Senate Leader; Sola Adeyeye as Chief Whip; George Akume as Deputy Senate Leader; and Abu Ibrahim as Deputy Whip.

For the House Representatives,Mr. Gbajabiamila is the party’s choice to emerge House Leader, while Mohammed Monguno would serve as Chief Whip; Alhassan Doguro Deputy Speaker; and Pally Iriase as Deputy Whip.

Sultan Helped Me Become Speaker- Dogara

The Speaker of the House of Representatives, Yakubu Dogara, has thanked the Sultan of Sokoto, Sa’ad Abubakar, for helping him emerge Speaker.

To emerge speaker, Mr. Dogara defeated his challenger, Femi Gbajabiamila, who was supported by their party, the All Progressives Congress, APC.

Speaking at a Thanksgiving Service held in his honour at the Church of Christ in all Nations, COCIN, Tafawa Balewa, Bauchi State, the speaker said the Sultan intervened in his election despite his being a Christian.

“This victory; what he celebrate here today, won’t have been possible without God, the Sultanate and others across the country,” he told the church congregation. “For us who are Christian minorities in the North, we should acknowledge that this victory we are celebrating here today, was made possible by the intervention of the Sultan and other others. We should know that there is new thinking in the North.”

“We owe it a duty to make sure we unite our own part of the country and other parts of the country. My emergence as Speaker is as a result of the support of all major tribes of Nigeria, and all faiths in Nigeria,” he said.

Mr. Dogara hails from same part of Bauchi State as Nigeria’s first and only Prime Minister, late Tafawa Balewa. He did not, however, state how the Sultan helped him win the election.

APC Demands Apology From Saraki, Dogara

Although some chieftains of the All Progressives Congress, APC have initiated moves to reconcile the aggrieved camps and bring back peace in the party, its national leader, Asiwaju Bola Tinubu is not yielding to it until his conditions are met.

Vanguard exclusively gathered yesterday that Tinubu who felt greatly slighted by the elections of Senator Bukola Saraki and Rep. Yakubu Dogara as the senate president and the Speaker, House of Representatives respectively against the party’s official candidates, Senator Ahmed Lawan and Femi Gbajabimila had said of what can assuage his anger and that of the party.

A competent party source told Vanguard in Abuja that principal among the conditions is that both Saraki and Dogara must tender and publish a full page apology publicly using the national dailies.

To this end, the source hinted that an extended meeting of the national leaders of the party with APC governors involved had been slated for next week.

The meeting, it was learnt, would hold either Monday or Tuesday.

“You don’t joke with the man (Tinubu). He said they must make a public apology to him using the newspapers. A meeting that will involve all APC governors has been scheduled to hold either on Monday or Tuesday. Wait and see what will happen. They have to do it”, the source said.

Our Salary Not In The Region Of N1m Per Month- Dogara

The Speaker of the House of the Representatives, Yakubu Dogara, on Friday, said he was not aware of the jumbo salaries being earned by legislators.

Mr. Dogara said this when he spoke with journalists shortly after paying a courtesy visit to Gov. Simon Lalong of Plateau State.

He said, “When I hear about jumbo pay for legislators I get confused”.

“The issue of salary is quite clear because we don’t fix our salaries; it is the responsibility of the Revenue Mobilisation, Allocation and Fiscal Commission to do that.

“Any Nigerian that wants the information can take the benefit of the Freedom of Information Act to request for this information from the commission.

“I do know that our salary is not in the region of N1 million per month”.

The speaker, however, said he was aware of discussions that relate to the allowances being paid to members.

Dogara Cautions Politicians Against Early Campaigns For 2019

The Speaker of the House of Representatives, Yakubu Dogara, on Wednesday urged politicians to avoid early campaign for positions in 2019. Rather, he advised that they should cooperate with the Buahri administration to move the country forward.

Dogara gave the advice when the Presidential Primaries Convention Committee of the All Progressives Congress (APC), visited him in Abuja. “We have to rally round with all the tools we can get, to make this government a success.

“We cannot fail our people and that is why I fault those who are already having their eyes on 2019,” Dogara said.

He stressed that the preoccupation of the lawmakers and the party members should be the wellbeing of the country.

The Speaker reiterated his commitment to collaborate with President Muhammadu Buhari’s government to ensure the implementation of programmes that would affect the lives of Nigerians positively.

Earlier, the leader of the committee, Dr Alex Ideh, urged the speaker to carry every member of the House along in the business of the House. “Please reach out to Representative Femi Gbajabiamila and the party in the true spirit of humility and sportsmanship,” Ideh advised.

He said a strong cooperation between the National Assembly and the Presidency would speed up development in the country.

Dogara Appoints Ex-PDP Rep As Chief Of Staff

The Speaker of the House of Representatives, Yakubu Dogara, has appointed Jerry Manwe as his Chief of Staff.

A letter of appointment with reference No. NASS/SPK/MGT/VOL.I/002 dated 15th June, 2015, addressed to the Clerk National Assembly and signed by the Speaker, conveyed Mr.  Manwe’s appointment as his chief of staff.

Mr. Manwe, a staunch member of the Peoples Democratic Party, PDP, for years, made a surprise defection to the Social Democratic Party in January.

He blamed his decision on alleged manipulation of the last primaries of the PDP in his home state of Taraba.
Born on June 26, 1958 in Karim Lamido, Taraba State, Mr. Manwe was first elected as member of the House of Representatives in 1991, and later in 2007 and 2011.

He is the immediate past chairman of House of Representatives committee on Electoral Matters and had chaired House Committees on Finance and Economic Planning, Interior and Communications.

The new chief of staff was also a Commissioner of Housing and Urban Development in Taraba State between 1999-2001, member Christians Pilgrim Board 2001-2003, Chairman, National Commission for Colleges of Education, 2005-2007.

He holds Certificate in Accounting, Higher National Diploma in Business Management and Bachelor of Technology (in view).

He attended Lau Primary School between 1966-1973, Government Secondary School Jalingo 1974-1979, Federal Polytechnic Mubi, 1984-1986 and Federal University of Technology Yola.

He started his working career as an Accountant with Mubi Burnt Bricks from 1985-1989.

The appointment is with immediate effect.
