Reps Demand Details Of Buhari’s $26.96bn Loan Ahead Of Debate

There were indications on Sunday that Buhari’s $26.96bn loan request might not get a smooth passage in the House of Representatives

Findings by an eye witness showed that lawmakers were already querying the rationale for the “huge loan”, which they feared was a gradual return to the debt trap of yesteryears.

An official of the National Assembly said, “There will be serious legislative fireworks this week because we are not in ordinary times in Nigeria.

“Any loan that generations after today will continue to repay raises a lot of questions, and the person to provide the answers is Mr. President himself.”

It was gathered that some lawmakers in the House had, immediately the letter conveying the loan request to the House was read, queried the lack of details on how the government planned to spend the money.

A member stated, “$29.96bn is not N29bn. This is a huge amount of money. What do you want to do with it?

“It is not enough for you to write the parliament and say approve for agriculture and all that. Where are the details of the proposed expenditure? This loan request will not have an easy ride.”

House Minority Leader, Mr. Leo Ogor, admitted that members were worried that the President opted for a foreign loan at a time his administration had yet to account for the recovery it made as looted funds.

Ogor spoke more, “We have not seen the details of the loan. We will have to see the details and compare the proposal with the provisions of the Debt Management Office Act.

“There is so much money recovered from looted funds, Treasury Single Account.  How have we utilised the money?

“We are not going to approve any loan without first seeing the details; make comparison with our DMO Act and our foreign liabilities.”

Details Of Aisha Buhari’s BBC Interview On Warning To President Buhari

Nigerian President Muhammadu Buhari’s wife has warned him that she may not back him at the next election unless he shakes up his government.

In a BBC interview, Aisha Buhari said the president “does not know” most of the top officials he has appointed.

She suggested the government had been hijacked, saying a “few people” were behind presidential appointments.

Mr Buhari was elected last year with a promise to tackle corruption and nepotism in government.

His wife’s decision to go public with her concerns will shock many people, but it shows the level of discontent with the president’s leadership, says the BBC’s Naziru Mikailu in the capital, Abuja.

The Nigerian economy, battered by low global oil prices and a currency devaluation, officially entered recession in August for the first time in a decade.

Oil sales account for 70% of government income.

The president famously remarked at his inauguration that he “belongs to nobody and belongs to everybody”.

In the interview with Naziru Mikailu from BBC Hausa, Mrs Buhari said: “The president does not know 45 out of 50 of the people he appointed and I don’t know them either, despite being his wife of 27 years.”

She said people who did not share the vision of the ruling All Progressives Congress (APC) were now appointed to top posts because of the influence a “few people” wield.

“Some people are sitting down in their homes folding their arms only for them to be called to come and head an agency or a ministerial position.”

Asked to name those who had hijacked the government, she refused, saying: “You will know them if you watch television.”

On whether the president was in charge, she said: “That is left for the people to decide.”

Mrs Buhari, who at 45, is 23 years her husband’s junior, said he had not told her whether he would contest the 2019 election.

Her grandfather was Nigeria’s first defence minister.

“He is yet to tell me but I have decided as his wife, that if things continue like this up to 2019, I will not go out and campaign again and ask any woman to vote like I did before. I will never do it again.”

Asked what she regarded as the government’s major achievement, she said it was to improve security in the north-east where militant Islamist group Boko Haram has waged an insurgency since 2009.

“No-one is complaining about being attacked in their own homes. Thankfully everyone can walk around freely, go to places of worship, etc. Even kids in Maiduguri have returned to schools,” Mrs Buhari said, referring to the city which was once the headquarters of the militant group.

Details Of FG’s Readiness To Negotiate Chibok Girls’ Release & Buhari’s Threat To Niger Delta Militants

President Muhammadu Buhari yesterday restated the readiness of his administration to dialogue with the Boko Haram sect for the release of the Chibok schoolgirls who are in captivity.

Buhari, who spoke with journalists in Nairobi where he attended the Sixth Tokyo International Conference of African Development (TICAD VI) at the weekend, said the Nigerian government was ready to dialogue with bona fide leaders of the terror group who know the whereabouts of the girls.

“I have made a couple of comments on the Chibok girls and it seems to me that much of it has been politicised. What we said is that the government which I preside over is prepared to talk to bona fide leaders of Boko Haram. If they do not want to talk to us directly, let them pick an internationally recognised non-governmental organisation, convince them that they are holding the girls and that they want Nigeria to release a number of Boko Haram leaders in detention, which they are supposed to know.

“If they do it through the ‘modified leadership’ of Boko Haram and they talk with an internationally recognised NGO, then Nigeria will be prepared to discuss their release,” he said.

Buhari, who spoke on the sidelines of the conference, warned that the Federal Government would not waste resources on “doubtful sources claiming to know the whereabouts of the girls. We want those girls out and safe. The faster we can recover them and hand them over to their parents, the better for us.’’

The president maintained that the terror group, which pledged allegiance to ISIS, has been largely decimated by the gallant Nigerian military with the support of immediate neighbours: Chad, Cameroun, Niger and Benin.

While the president waved an olive branch for the militants in the Niger Delta to sheath their swords and embrace ongoing efforts to dialogue, he said the government would not hesitate to crush them the way it did to the Boko Haram insurgents in the North East.

Buhari’s warning of the militants came against the backdrop of reports of disagreements among leaders and elders from the zone, which the president observed has made discussions impossible for the government.

‘‘We do not believe that they (the militants) have announced ceasefire. We are trying to understand them more. Who are their leaders and which areas do they operate? We also need to understand other relevant issues,’’ he said.

Also speaking at a bilateral meeting with Japanese Prime Minister, Shinzo Abe, on the sidelines of the conference, Buhari outlined several steps taken by his administration to secure the country and ease doing business in Nigeria, noting that with the defeat of the Boko Haram terrorists by the military, the attention of the administration is now focused on putting an end to the destruction of the country’s economic assets by militants in the Niger Delta.

He said the militants must dialogue with the Federal government. “We are talking to some of their leaders. We will deal with them as we dealt with Boko Haram if they refuse to talk to us.”

But efforts by leaders of the oil-rich region to raise a team to dialogue with the Federal Government is being undermined by the split in the leadership into the camps of Chief Edwin Kiagbodo Clark and King Alfred Diette-Spiff .

Apparently miffed by an agreement reached at the weekend by the Movement for Emancipation of Niger Delta (MEND), Clark and the Minister of State for Petroleum, Dr. Ibe Kachikwu, some militant groups, comprising Reformed Egbesu Fraternities, Egbesu Boys of the Niger Delta, Red Water Lions, Egbesu Mightier Fraternity and the Sea Commandoes yesterday lampooned Clark, insisting he can’t lead the pan-Niger Delta development group.

They claimed that during the meeting with the minister, Clark “attacked” their representatives, including monarchs drawn from all the Niger Delta states, elders and youth leaders, and barred them from airing their views.

Abacha Loot: World Bank Seeks More Time To Give Details

The World Bank has again asked for more time to release details on the spending of recovered loot by late General Sani Abacha. This followed the bank’s decision to refer “portion of appeal by Socio-Economic Rights and Accountability Project (SERAP) to the Bank Archives Unit for processing for public access.”

In a letter dated 8 August 2016 and sent to SERAP, the World Bank said, “In response to your request under AI4288, we would like to inform you that we are working on your request as referred to the Archives by the Access to Information Committee in its decision on the appeal and need additional time to provide a more comprehensive response. We regret any inconvenience for this delay.”

This development was disclosed today in a statement by SERAP executive director Adetokunbo Mumuni. The World Bank’s request for more time followed the appeal SERAP lodged with the Bank on 5 February 2016 on the ground that the Bank’s decision on its initial request did not reveal “important portions of the information requested on how Abacha loot was spent.”

This is the second time the World Bank is asking for additional time to provide SERAP with details of spending of Abacha loot. It would be recalled that the bank in a letter dated 15 October 2015 and signed by Ann May of the Access to Information Team said that “In response to your request under AI3982, we would like to inform you that we are still considering your request and need additional time to provide you with a more comprehensive response.”

Why Buhari Did Not Release Details Of Stolen Asset Recovered From Corrupt Officials– Lai Mohammed

President Muhammadu Buhari did not release details of looted asset, recovered from corrupt persons, due to “legal reasons”, an official has said.

The Minister of Information, Lai Mohammed, disclosed this on Sunday evening, hours after Mr. Buhari’s Democracy Day broadcast.

“Yes, he initially said so (that he’ll give specific details about recovered loot), but he was advised against doing so for legal reasons,” the Cable Newspapers quoted Mr. Mohammed as saying during an interview on Channels Television.

Mr. Buhari had on May 14 in London promised to provide specific details of stolen asset by former public officials.

“So far, what has come out, what has been recovered in whatever currency from each ministries, departments and individuals, I intend on the 29th to speak on this because all Nigerians are getting from the mass media because of the number of people arrested either by the EFCC, DSS. But we want to make a comprehensive report on the 29th,” Mr. Buhari had said.

But during his nation-wide address on Sunday morning, the President failed to make the details public. Instead, he said, the Information Ministry would soon release relevant details.

The development immediately drew the ire of Nigerians, who became outraged that their leader has once again failed to live up to his words.

But Mr. Mohammed said his principal has the right to reverse himself.

“Of course, he has a right to reverse himself on that,” he said.

Mr. Mohammed, however, said the administration will publish some details of recovered loot, but a far cry from what the president initially promised.

“We will get the list but not today; before the end of the week. But I must say not with the names,” he said.

But the claims that legal consequences prevented the president from announcing the names appear to be in sharp contrast with what the president did in January when he released the names of former military officials, private individuals and companies.

On January 15, Mr. Buhari published up to 41 names of former services chiefs, firms and individuals said to be responsible for over $2B arms procurement fund that was unaccounted for.

Buhari To Get Details Of 2016 Budget Soon

Indications that President Muhammadu Buhari may soon get the details of the 2016 Appropriation Bill as passed by the National Assembly emerged on Wednesday as Senator Mao Ohuabunwa, (Abia North Senatorial District), said the National Assembly would soon forward the detailed copy of the 2016 budget to the President.

“What we send normally is the sectoral allocations, it has been like that, it takes about two, three weeks thereafter to put down the details,” Ohuabunwa said in Abuja. “The details actually go to the ministries and the agencies for their own implementation. But like I said every system has its own way, maybe this is the way the President wants to go, he wants to see the detail.

President Buhari had insisted that he would need to scrutinise the details of the approved budget before signing it into law.

He said that in view of the controversial alteration and padding of the budget proposals, he needed to review the appropriation bill to be certain that its contents tallied with the authentic budget proposal presented to the National Assembly.

His words, “Some bureaucrats removed what we put in the proposal and replaced it with what they wanted. I have to look at the bill that has been passed by the National Assembly, ministry by ministry, to be sure that what has been brought back for me to sign is in line with our original submission.”

Senator Ohuabunwa noted that the lawmakers did not err by not sending the details of the bill to the president.

He said, “It is not a law, it is just a convention kind of, but if this is his own line; definitely we will go along with him. We are not fouling or going against any law.

Ohuabunwa said that the legislature would do everything possible to send details of the budget as soon as possible in view of the sufferings of Nigerians.

“The only unfortunate thing is that as we are here waiting for the detail, Nigerians are suffering.

“Knowing that Nigerians are really waiting for this budget and because it has been laid they will not understand what we are going through.

“All they are after is that the budget is with the National Assembly and if you don’t get it passed, people will say, National Assembly, where is our budget.

“Against all odds we tried everything within our reach and our powers to ensure we have passed the budget.

“I believe in the next two weeks, maximum, we will send the details to the President; it is left for him to do the needful.’’

Why We Are Yet To Disclose Details Of Corrupt Officials Returning Stolen Funds- Buhari

President Muhammadu Buhari on Friday explained why his administration was yet to release names of corrupt former officials of the past administration who voluntarily surrendered their loot.

Speaking in Abuja at this year’s edition of the annual Osigwe Anyiam-Osigwe Foundation Lecture, President Buhari said “any disclosure now may jeopardize the possibility of bigger recoveries”.

Mr. Buhari said, “As I stated recently, a good number of people who abused their positions are voluntarily returning the illicit funds. I have heard it said that we should disclose the names of the people, and the amount returned.

“Yes, in due course, the Central Bank of Nigeria will make information available to the public on the surrendered funds, but I must remark that it is yet early days, and any disclosure now may jeopardize the possibility of bigger recoveries.

“But we owe Nigerians adequate information, and it shall come in due course. It is part of the collective effort to change our land from the bastion of corruption it currently is, to a place of probity and transparency.”

Nigerian Army Gives Details Into How Kogi Attack, Maiduguri Bomb Blasts Happened

The Nigerian Army has confirmed that a bomb explosion killed seven people in Maiduguri Tuesday evening.

The army said three blasts detonated by suicide bombers occurred at three minutes intervals at Ajilari, Maiduguri Metropolitan Council, Borno State.

Eleven people were injured and three suicide bombers were among the dead, the army said.

The army also gave details of the attack at a Mosque, Okene, where soldiers clashed with militants on Tuesday.

“Our troops on cordon and search operations at the general area of Enike Mosque, Okene town, Kogi State were attacked by some suspected terrorists at about 5.30am Tuesday. The troops responded and 2(two) of the attackers were killed. In addition, a Rocket Propelled Grenade (RPG) bomb and empty cases of expended ammunition were recovered,” it said.

One soldier also died in the attack and another was wounded.

Army spokesperson, Sani Usman, said the situation had been brought under control.

He said troops of 5 Brigade also ambushed suspected Boko Haram terrorists that attacked a military location and Geidam town last week.

Maiduguri Bomb Blast: What Really Happened

Witnesses have given accounts of the deadly bomb blast that rocked a grocery market in Maiduguri on Friday morning.

Five people were reportedly killed and several others injured in a suicide bomb attack at a crowded earlier morning grocery market in the Borno State capital on Friday.

According to a member of the youth vigilante group, who spoke under condition of anonymity, the attack happened at 6:30 am (local time) when most people were still in bed.

“The bomb was detonated by a woman who arrived the market pretending as if she was one of those that come early to buy vegetables. The woman arrived in a tricycle at about 6:30 am on Friday at Gamboru market where a wholesale trading of fresh vegetables are made,” he said.

Another witness reported that a woman detonated the bomb strapped on her at the tricycles park where passengers are dropped and picked.

“The blast occurred near the entrance of Gamboru Market where operatives of commercial tricycles park to pick passengers that go to buy different kinds of fresh vegetables brought in by local farmers for onward sales in their different stalls. The woman had come on a tricycle like every other person who come very early in the morning to make purchases at the market does,” said the witness said.

Confirming the blast, the information officer of the National Emergency Management Agency (NEMA), Northeast Zonal Office in Maiduguri, AbdulKadir Ibrahim said there was an explosion at the market, but pleaded that journalists to wait a little longer to get the casualty figures.

Justice Mohammed Yunusa of a Federal High Court, Lagos on Tuesday ordered First Bank of Nigeria Plc., to disclose details of a loan facility it granted to the Nigerian Civil Aviation Authority, NCAA, over alleged purchase of some bullet proof cars.

The court also gave an order of mandamus compelling First Bank to grant access to or make available to Enough Is Enough, EIE, Nigeria, the information it requested, in a letter dated October 30, 2013.

The judge issued the order while delivering judgment in a suit instituted by EIE Nigeria against the bank over its refusal to disclose the information to the organisation.
