Dogara Vows To Amend SSS Law, Condemns Raid On ‘Corrupt’ Judges Homes

Speaker Yakubu Dogara on Wednesday said the invasion of the homes of senior judicial officers by the State Security Service was a disorganised and worrisome act.

The Speaker said the clampdown was a duplication of the function of other anti-corruption agencies such as the Economic and Financial Crimes Commission and promised sweeping reforms to prevent its recurrence.

Mr. Dogara made the observations when he inaugurated a House committee charged with investigating the clampdown and its aftermath.

“It is untidy, it seems, to have multiple agencies exercising similar functions. The EFCC already handles issues of corruption and economic crimes in Nigeria,” Mr. Dogara said. “Should the State Security Service also be charged with the same functions?”

Scores of SSS operatives swooped on the homes of judges in a coordinated raid across the country on October 7. The raid dragged until the next morning on October 8 before the news of the raid filtered to Nigerians.

Two judges of the Supreme Court, an appellate court judge and five high court judges were arrested in the operation.

The SSS also said it recovered a huge amount of money denominated in different currencies from the judicial officers’ homes and said it was the climax of a sting operation launched months before.

Some of the arrested judges are already being prosecuted for corruption while all of them have been granted bail.

Senate Suspends Moves To Amend CCB/CCT Act

The Senate on Wednesday suspended further deliberation on the amendment of Code of Conduct Bureau (CCB) and Tribunals Act as well as the Administration of Criminal Justice Act.

The Deputy President of the Senate, Ike Ekweremadu, who presided over plenary, announced the suspension following a two-hour closed door session.

The close-door session was informed by a Point of Order raised by Sen. Hope Uzodinma (PDP-Imo West) on the need for the senate to discuss some issues affecting the integrity of the upper house.

The News Agency of Nigeria (NAN) recalls that the Bill to amend the Acts, sponsored by Sen. Peter Nwoboshi (PDP-Delta North), passed through the first and second readings on April 12 and April 14.

The senate, while declaring support for the President of the Senate, Bukola Saraki, in view of his trial, also suspended discussions on the petition of inflammatory statements on the Senate against Sen. Kabiru Marafa (APC-Zamfara Central).

“The senate in a closed-door session discussed a number of issues affecting the smooth working of the senate.

“And I am happy to announce to our colleagues and the entire nation that after exhaustive deliberations and being sincere to ourselves, we decided to put behind us all things that have divided us since the inception of the 8 Senate and work as a united senate in the best interest of our country.

“We also agreed in the closed-session to suspend the discussion of the committee on Ethics report on Senator Marafa.

“We agreed to suspend further deliberation on the amendment on the Code of Conduct Bureau and Tribunal’s Act and the Criminal and Administration of Justice Act the amendment thereto.

“We agreed that this senate should stand and we do stand by the senate president in his trial until proven guilty by the court in accordance with our constitution and democratic practices all over the world including South Africa, Brazil and Russia.”

The deputy president of the senate further announced that the upper house had set up committees to reconcile the warring factions in the senate and other pertinent issues.

“We also agreed to set up a committee two from each geo-political zone to address all the remaining issues and as part of the reconciliation those in court should consider withdrawing the cases.

“Further to the agreement to set up the committees, the geo-political zones have sent names of their representatives.

“For South South, we have Sen. Akpabio and Sen. James Manager; for North West, we have Sen. Sani Yerima and Suleiman Hunkuyi; for the North East, we have Sen. Bukar Abba and Joshua Lidani.

“For the South East, we have Sam Egwu and Hope Uzodinma; for the North Central, we have Gemade and Abdullahi Adamu; and for the South West, we have Monsurat Sumonu and Sen. Gbenga Ashafa.”

Saraki’s Corruption Trial: Lawmakers Speed Up Controversial Bill To Amend Anti-corruption Law

A bill for an amendment of the Code of Conduct Tribunal and Bureau Act scaled second reading at the Nigerian Senate, Thursday, just 48 hours after it was first read.

In Nigeria’s lawmaking process, rarely do bills get such accelerated legislative action.

The bill, sponsored by Peter Nwaoboshi (PDP-Delta State), passed second reading and was subsequently referred to the committees on Judiciary and Ethics, Privileges and Public Petitions.

The committees is to report back in two weeks.

THE AMENDMENT

The bill seeks to amend Section 3 of the Code of Conduct Bureau and Tribunal Act “to give every public officer appearing before the Bureau fair hearing as provided for under Section 36 (2)(a) of the CFRN 1999 which provides:

“For an opportunity for the person whose rights and obligations may be affected to make representations to the administering authority before that authority makes the decision affecting that person.”

FG Moves To Amend Charges Against Orubebe

The scheduled commencement of trial in the case against former Minister of Niger Delta Affairs, Godsday Orubebe was stalled Thursday by the Federal Government’s decision to amend an earlier charge of four counts filed against Orubebe.

Orubebe is charged with false asset declaration and acceptance of bribe totaling N70 million.

The prosecution, led by Peter Danladi had on November 9, 2015 sought an adjournment for two weeks to enable it prepare its witnesses for trial.

The tribunal Chairman, Danladi Umar granted the prosecution’s prayer and adjourned to November 26 for the prosecution to open trial.

Thursday, everyone had expected the prosecution to call it witnesses only for Danladi to announce plans by the prosecution to amend the charge.
