A Nigerian government minister has unveiled plans for the entire population to be put on a biometric database to fight crime and the growing threat from Islamist militants.
Osita Chidoka, the country’s new aviation minister, said that building “a national data infrastructure” was the only way to stop the Boko Haram terrorists bent on slaughter in the north.
