Frustrated by pipeline vandals, Buhari seeks crude oil supply from Niger Republic

The Nigeria Petroleum Corporation, NNPC, is exploring the possibilities of piping crude oil from Niger Republic for refining in Kaduna, NNPC Group Managing Director, GMD, Maikanti Baru, said on Friday.

Mr. Baru who visited on Gov. Nasiru El-Rufa’i in Kaduna, said President Muhammadu Buhari was personally committed to the project.

He said it was important to explore alternative crude supply to Kaduna Refining and Petrochemical Company, which has been affected by vandalism of pipelines and age.

“Due to challenges with the aged refinery and crude oil pipelines that had been breached severally, the operations of the refinery has been epileptic.

“This we are determined to resolve through various intervention methods including evaluation of alternative crude oil supply from Niger Republic through building of a pipelines of over 1, 000 kilometers from Agadem to Kaduna.

“That efforts is being championed by Mr. President himself.

“We have already started engagements with the Nigerien Minister of Petroleum and the Chinese that are operating the field at Agadem.”

Mr. Baru also pledged to sustain efforts at enhancing energy supply to power industries in Kaduna through the development of Ajaokuta-Abuja-Kaduna-Kano gas pipeline, as well as development of power plants in Kaduna and Abuja.

“These projects will be given special attention during my tenure,” he said.

The GMD disclosed that the College of Petroleum Resources in Kaduna would start operation on January 1, 2017, and thanked the state government for undertaking to construct internal roads in the school.

He urged the governor to sensitise residents of Kaduna against sabotage of the nation’s oil assets due to its adverse effect on the community, environment and national economy.

Responding, Mr. El-Rufa’i said the corporation has assumed a new toga since Mr. Baru took over, adding that prompt remittances by the corporation to the Federation Account has remained consistent.

“We are very interested in the NNPC because how well you do affects our lives as states and as a country.

“This is why many of us are quite gratified you are in charge, and already results are beginning to show as remittances to the Federation Account are higher, state governors are happier than before,” he said.

The governor pledged to support the gas pipeline project because of its tremendous potentials to the social and economic stability of the state.

He expressed confidence that ongoing reforms of the NNPC would strengthen the corporation to serve Nigeria better.

Mr. El-Rufa’i assured that the government would tackle issues of water supply to KRPC and pipeline security through massive enlightenment and treating those engaged in illegal activities as criminals.

22 Arrested Over Street-lights Vandalism In Kaduna

Security agencies in Kaduna have arrested 22 suspects for vandalizing and stealing solar street lights installed by the Kaduna State Government.  Spokesman to governor Nasir Ahmed el-Rufai Samuel Aruwan, disclosed on Wednesday that 19 out of the 22 suspects have been charged to court.

Aruwan, further reiterated the state government’s commitment to prosecute anyone found vandalizing or stealing public properties.

He stated that “security operatives have arrested 22 suspects for vandalizing and stealing of solar streetlights fixed by the state government. Others in the net are buyers of the stolen properties within the metropolis.

“After careful combing of the crime scene, solar batteries and their covers and one iron saw were recovered inside the cemetery along Bashama road, Tudun-Wada area of the metropolis.

Attacks on oil installations, vandalism crash monthly allocation by N90.2bn

Despite increase in average price of crude oil at global market from $46.0 per barrel in May to $48.43 in June, sustained attacks on oil installations and pipeline vandalism have reduced total allocation available for sharing to the three tiers of government by N90.2 billion.

The picture was made clearer yesterday as the sum of N420 billion was approved for September for sharing as against N510.270 billion disbursed among the three tiers of government in August.

Militant attacks on oil installation led to a decrease in volume of crude oil export by 1.15 million barrels in the month of June alone.

Permanent Secretary in the Federal Ministry of Finance, Dr. Mahmoud Isa- Dutse, confirmed the figures and the adverse effect the attacks are having on the oil-rich region when he presided over Federation Account Allocation Committee (FAAC) meeting in Abuja. The decrease in revenue cuts across statutory revenue, Value Added Tax (VAT) and Nigeria Customs Service’s duty.

For instance, while net statutory allocation was N315.045 billion in the previous month, it came down to N250.947 billion in September, VAT was N75.962 billion in previous month but came down to N64.265 billion in September.

On statutory allocation, Federal Government got the highest sum of N120.351 billion, states, N61.044 billion, while local governments got N 47.062 billion.

The sum of N13.729 billion went to oil producing states as their share of 13 per cent derivation. Balance in Excess Crude Account stood at $2.454 billion.

Kano DISCO losses N108.8m to vandalism

The Kano Electricity Distribution Company said it had lost transformer oil, aluminium conductors, upriser cables and other valuables worth N108.8 million to activities of vandals in three states, Kano, Katsina and Jigawa, from August to date.

 

This is contained in statement signed by the company’s Public Relations Officer, Mr Mohammed Kandi, and issued to newsmen in Kano on Thursday.

 

According to Kandi, the spate of vandalism, energy theft and meter bypass had recently risen extremely in the company’s areas of operation and was becoming unbearable.

 

The appalling development has caused the company huge losses and setbacks within a period of six weeks,” he said.

 

He called on customers of the company, “who bear the brunt” to watch over the installations in their areas and report to the appropriate security agencies any suspicious move for action.

The spokesman quoted KEDCO’s Chief Technical Officer, David Omoloye, as saying “the quantity of vandalised materials include: 46.5 drums of transformer oil, 2, 130 aluminium conductors (150mm2), 4, 500 aluminium conductors (100mm2), 535 and 15 (150mm2&70mm2)”.

 

Other materials, the CTO said, are: “825 XLPE Cable (35mm2), 529 (500mm2) &161 (300mm2) Incomer Cables and 40 Busbar”.

 

Omoloye said that the nefarious acts took place in Sabon Gari, Sharada, Tudun Wada, Dala, Dakata, Dutse, Funtua, Hadejia, Kabuga, Katsina, Kumbotso, Malumfashi, Mariri and Nasarawa.

 

I am appealing to all our esteemed customers in Kano, Katsina and Jigawa states to watch over our installations as their own because when the damage is done they suffer weeks of blackout,”he said.

Okowa Condemns Attack On Oil Facilities, Reads Riot Act To Perpetrators

Governor Ifeanyi Okowa of Delta State, has condemned in strongest terms, the recent attacks on the oil and gas facilities across the state and called on all Deltans to cooperate with the security agencies to unmask the criminals behind the heinous crime.

 
In a statement signed by his Chief Press Secretary, Charles Ehiedu Aniagwu, the governor urged the security agencies to intensify their surveillance over the oil facilities and pledged the commitment of his administration to support all measures that would restore the confidence of all stakeholders in the oil and gas industry operating in Delta state.

 

 

“These attacks should be condemned by all well meaning Nigerians, particularly compatriots from Niger Delta. This is an attack on our soul. The state is bleeding again and its implication for the economy and image of Delta state grave”, he said.

 

 

The governor noted that only last week, his administration hosted a stakeholders’ summit on the effects of the vandalism of oil and gas facilities in the state; where the various arms of the security agencies, the oil and gas operators and the host communities converged to brainstorm on measures to stem the activities of vandals. He noted these attacks, coming just few days after the summit, was not a good way of reciprocating the good intentions of his government and the enormous resources that are being invested in turning around the fortunes of the state.

 

 

He called on community leaders and youth groups to resist any temptation to be drawn into these nefarious activities as this might jeopardize the on-going intervention of federal government, in the lives of the youths, through the Amnesty Office.

 

 

“Do not be part of this crime and refuse to listen to any leader or politician who would want to pitch one ethnic nationality against the other as a result of these incidents. The destruction of oil facilities is purely criminal and we reject attempts to label it otherwise,” the Governor observed.
