Recently, there have been tales of terrible gridlocks in a particular part of Lagos, the third mainland bridge to be precise and this has over time had it’s toll on the traffic situation of some major routes in the metropolis.
The Third Mainland Bridge is the longest of three bridges connecting Lagos Island to the mainland, the other two being the Eko and Carter bridges. The bridge which serves as an alternative route to Agege Motor Road and Ikorodu Road especially to motorists and commuters who work or live on the Island, is no doubt one of the busiest basically because it links the Mainland to the core Lagos Island namely; Ikoyi, Obalende, Victoria Island and even Lekki-Ajah.
The recent traffic gridlock however can be traced to the ongoing rehabilitiation of the third mainland. After findings, I was able to deduce that adequate information was not made public in terms of warnings to motorists and commuters who ply that route on a daily basis. This is an act of gross irresponsibility and negligence of duty.
This development is totally unacceptable from the Federal Ministry of Power, Works and Housing which ironically is headed by a former governor of Lagos State.
Mr Babatunde Raji Fashola, who during his term in office as governor of Lagos State ensures that the public is notified of proposed construction works on federal projects in the state. In most cases, the Lagos State Government is properly briefed on such proposals and the government in return relays such notification to members of the public. However, reverse is the case and ultimately more disappointing that the former governor who is now the Minister for Power, Works and Housing does not deem it fit to put proper measures in place to avert or reduce the resultant effect of a road diversion especially on a busy route like the third mainland bridge.
A close look at the ongoing rehabilitation of the bridge, it is clearly evident that the Federal Roads Maintenance Agency (FERMA) which is saddled with the responsibility of rectifying the recent damages on the bridge is far from capable and professional. Series of construction-related accidents have been recorded in the past few days and I think in my own opinion that the government agency may lack the capability to handle the task. The FG, over time has had a good work history with world renowned construction giants, Julius Berger Nigeria Limited. Why the FG has decided to overlook a more professional company for the one contracted to rehabilitate the bridge is a cause for concern.
The capability of FERMA to adequately secure lives and property during the period it has to fix the bridge is questionable as some of the heavy duty equipment being used by FERMA broke down today and caused a very terrible gridlock which created a messy backlog up to areas like Ogudu, Ojota, 7UP and Motorways area of the mainland. Also, FERMA has failed woefully to ensure it properly puts up traffic signs and warnings on the route. Any responsible construction agency should know that warning signs are integral part of their work equipment. It is grossly irresponsible of FERMA who embarked on the rehabilitation of a major road without prior notice to show up on-site without important work tools such as traffic signs and safety measure tools.
So, basically the partial closure of the third mainland bridge, broken down heavy duty equipment belonging to FERMA, added up with the irresponsibility of the Federal Ministry of Power, Works and Housing communication-wise are to blame for the un-quantifiable manpower and productive time Lagosians wasted in traffic today.
If the former governor of Lagos State do not see anything wrong with the negligence of duty as regards prompting the current governor of Lagos State about an impending infrastructural work like this particular one, then it is our duty as citizens to point it out.
Proper and well-timed communication has done a whole deal of reducing friction in recent time and it still remains the most effective tools of governance. I will implore the minister and all other public office holders to take most importantly this cheap tool called effective communication in carrying out their constituted assignments. Lagosians can only hope for a speedy rehabilitation of the third mainland bridge because it serves as a link for commercial activities for a huge percentage of Lagosians and it’s importance, value is not of little magnitude.
I also hope that measures to curb accidents and ensure safety of both workers and commuters while work is being carried out, will be in place. The ministry needs to do better to also ensure that the rehabilitation of the third mainland bridge does not totally cripple the economy of Lagos State.

Ambode’s Initiatives have Addressed Lagos Traffic Problem – Oshiomhole
The Governor of Edo State, Comrade Adams Oshiomhole, on Wednesday commended his Lagos State counterpart, Akinwunmi Ambode, for his various interventions in the last 18 months of his administration, saying that it has greatly impacted on the State, especially in the area of traffic reduction.
Oshiomhole spoke at the closing ceremony of the 16th National Women Conference, organised by the Committee of Wives of Lagos State Officials.
He commended the wife of the Governor of Lagos State, Bolanle Ambode, particularly for sustaining COWLSO since its establishment, adding that the choice of the theme for this year’s Conference: “Strong Family, Strong Nation,”’ was quite instructive.
Speaking on the specific challenges posed by modern lifestyle on the family where the parents would have to leave home early and come home late, Oshiomhole said Ambode, with his strategic traffic management initiatives, was to a very large extent addressing the challenges.
Oshiomhole said: “As I was coming to this place today, I noticed something that I think is worth celebrating because of its impact in helping family unity and family union.
“Why will you wake up at 5am or 4am just to be at work at 8am devoting all the time to traffic?
“The reason was because of the huge traffic challenges, but when I received the invitation for today’s event and I was advised that it was 10am and I know my brother, Governor Ambode, keeps to time, I said we have to get up early and I told my wife that we are going to spend about two hours from Ikeja Airport to get to Ikoyi.
“But I was very pleasantly surprised that coming from Ikeja to this place, it was like flying a first class aircraft from Alausa to the heart of Ikoyi.
“When I got here, I was asking the Governor how he did it and he shared with me the interventions put in place within months of his assumption of office that have helped to completely reorder the traffic in Lagos, such that when we slow down to about 20km per hour, we noticed people asking what is causing this go slow, but things have changed so much.”
Oshiomhole said the interventions of the Governor was not only reducing traffic and fuel consumption, but was also bringing back the good times of family bonding as travel time has reduced, hence husbands and wives don’t have excuse of traffic to get home late or leave very early.
Oshiomhole said over the years as Governor of Edo State, he has had cause to learn and borrow from the template Lagos was running, expressing optimism that his successor and Governor-elect, Godwin Obaseki, would be willing to borrow a leaf from the COWLSO Conference as well as the traffic management strategy of Lagos.
He said: “We borrowed what is happening in Lagos to make the case for Godwin Obaseki in Edo that Nigeria must move away from a tradition in which you have to be a celebrated politician to become eligible to contest for a political office and that what we need in times like this are skills and people with managerial acumen and competence and we readily referred to Lagos as an example of what works with a seasoned and indisputable leader like Asiwaju Bola Ahmed Tinubu laying the foundation, dreaming big, dreaming clearly and setting the vision and identifying capable young men and women to translate those vision in a manner that is unprecedented in the history of our country.”
Oshiomhole added that with the achievements of Governor Ambode so far, he has shown that the only poverty to address is the poverty of ideas, adding that once the brain is creative and imaginative with a Governor that is ready to apply himself, there is no problem that would defer solution.
“You have shown that our task as leaders is not to lament what does not work but to think through how to make it work and that you are doing; that you have done and I know that you will continue to do,” Oshiomhole said.
Earlier in her remarks, Mrs. Ambode said the three-day conference had opened the mind of participants to new ideas, information and statistics, adding that the women are better empowered to become change agents.
She explained that the success story of the conference could not have been without the excellent cooperation of the women who form COWLSO, just as she admonished them to put all what they were taught at the conference into use in their respective offices and homes.
Why We Chose “Number-Plate Removal” Over Towing Of Vehicles – LASG
The Lagos State Government has defended the enforcement method of its Special Offences Task Force, which favours the removal of number plates of erring vehicles over clamping down and towing of vehicles.
The government also denied allegations of highhandedness against officials of the Task Force and those of the Special Offences Tribunal (Mobile Court), describing the complainants on social media as hypocritical and manipulative.
In a statement jointly issued by the State’s Honourable Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem and the Commissioner for Information and Strategy, Mr. Steve Ayorinde, the State government said “it was within the purview of the traffic law enforcement officers to identify violators of traffic laws and have them booked and tried according to the peculiarities of their offences without having to clamp their tires or tow the vehicles.”
The new method being adopted by the Task Force, particularly for illegal parking of vehicles or obstruction of traffic, according to the statement, simply involves capturing the offence on video, removing the number-plate of the erring vehicles and putting a branded sticker on the windshield of the car to inform the owner/driver of such cars about their offence and invitation for trial at the Special Offences Mobile Court which may sitting at any proximate local Government office or at the Special Task office at Alausa in Ikeja. It added that the Task Force is authorized under the Lagos State Road Traffic Law of 2012 as well as the Special Offences Court established by the Special Offences Court Law Cap S8 Laws of Lagos State 2015.
“The technique that has been adopted by the Task Force is in line with International Best Practices which prefers issuance of tickets to erring offenders over clamp downs or towing of vehicles that do not only cost both the government and erring drivers money but also clogs public spaces where such vehicles would have been kept,” the statement said.
It added that once the offender honours the invitation for trial, where a magistrate presides over the proceedings, the offender is usually presented with a video evidence of the offence before he or she is charged. A fine or a community service is then imposed if the offender pleads guilty. But if the offender chooses to put up a defence and is without a defence counsel, he or she will be entitled to the services of a lawyer from the Office of the Public Defender at no cost.
The statement stressed that “the essence of this exercise is not to engage in unwholesome revenue drive as being erroneously peddled in certain quarters but to deter violations of the traffic laws “which is why community service is often preferred for the offenders so that they can become advocates of the laws which seek to bring sanity to Lagos State roads and instill a sense of responsibility in drivers and car owners, particularly the elites who think they are above the law.”
The statement said while the State government would not relent in its vaunted method of adequately sensitizing the public before embarking on enforcements, it added that ignorance is not an excuse in law and perceived inadequacies in car park provisions by frequently used establishments like banks, malls and eateries does not give car owners an excuse to park on the kerb or main roads thereby obstructing traffic.

The statement said “parking on the kerb or walkways or outside the premises where the driver has come to transact business in a manner that either obstructs traffic or constitutes illegal use of public space is a violation of the law and could attract a fine of Twenty thousand Naira (N20, 000) or a community service after a documentary evidence has been presented to the offender.
“Section One of the Special Offences Court Law Cap S8 Laws of Lagos State 2015 stipulates that the Court could sit at any convenient place close to the scene of the commission of any offence triable by the court. Section Two of the same law allows the Court to sit on Mondays to Saturday, whilst Section 3(1) same law states that the Court has jurisdiction over offences listed in Schedule 1 to this Law.
“A cursory look at the offences listed in the said Schedule 1, reveals that Road Traffic Offences as contained in the Lagos State Road Traffic Law Cap R5, Laws of Lagos State 2015 and Environmental Offences as provided for in the Schedule to the Environmental Sanitation Enforcement Agency Law, Cap E5, Laws of Lagos State 2015 are under the jurisdiction of the Mobile Courts.”
The state government explained that “it should be noted that most banks make provision for parking within their premises or designated car parks outside their premises where customers are expected to make use of same and not to cause obstruction to human or vehicular movement.
“There is no way a responsible and responsive government would sit idly by and watch citizens groan under the hardship of road congestion caused by infractions of a few recalcitrant drivers or those who simply think that they can blackmail the government into submission while being economical with the truth whenever government wields the big stick against such infractions.
“Parking on the road while using the ATM is a clear traffic transgression that is similar to parking on the yellow lines abroad. We wish to implore our law-abiding citizens to desist from such conducts that run foul of the law and which invariably attracts consequences and discomfort once the law is enforced.”
The Statement added that the Akinwunmi Ambode-led administration appreciates the exponential growth that the state is currently facing, particularly in the area of traffic which is why the government has been introducing several pro-people measures like the massive injection of the Bus Rapid Transport in order to manage the situation better.
It added that while it may take a while to get used to the number-plate removal technique of the Task Force, just like it did when compulsory use of seat belts was introduced or when commercial motorcycles and street hawking were banned on the highways, it says the government is happy that a large section of the public is applauding the method that retains the liberty of traffic offenders even when they have transgressed. It assured that the Lagos State government would continue to show compassion and drive enforcement through technology while ensuring that the interest of the larger society is protected at all times.
Policeman Killed While Clearing Traffic For Kenyan President
A police officer died on Sunday night after he was hit by a speeding motorist on Mombasa Road as he controlled traffic to pave the way for President Uhuru Kenyatta’s motorcade.
According to www.nation.co.ke, the officer, identified as Corporal Levi Njonjo, was in company with Embakasi OCPD Apollo Onyonyi, OCS Victor Nyongesa and three other officers near a diversion to the airport a few minutes before midnight when he was hit by the car.
His colleagues escaped unhurt when they saw the car approaching.
One of the officers, Mr Onyonyi, said, “We were clearing traffic awaiting the President’s arrival from the AU summit in Ethiopia.
“A speeding Toyota Which was driven by a man approached and did not stop. We jumped off the road but one of the officers was hit.”
Nairobi Traffic Commandant Edward Mwamburi said the driver of the car would be charged after investigations into the crash were completed, the website reported.
The driver was arrested and taken to the Embakasi Police Station. His vehicle was also detained at the station.
#Pausibility: Ambode and The Burden of Continuity by Adebayo Coker.
Two Sundays ago, Mr Jimi Disu, the host of The Discourse With Jimi Disu, dedicated the whole of his one hour phone-in radio programme to discussing the possible solutions to the problems Lagos State is seemingly faced with in recent times. It is expected that some people will see such an eye-opening discourse as a threat to their political hegemony, but I found it incredulous that someone will resort to name calling in the guise of doing a rejoinder to the many elicitations by Lagosians through the programme. JD is an egbon to ju agbalagba lo and he was never rude to anyone on that particular programme, nor at anytime on his radio show.
Anyways, I would not want to deify nonsense and its peddler, hence I will summarise the so-called ‘response’ as one of those cries of insanity. It will take the deepest level of insanity for anyone to agree that Lagos is working as it is presently. It is that level that so many of us will not slither to. Nobody is just kidding here.
This will be my second note after: #Pausibility: Ambode, Lagos Is A State Of Excellence!
Governance is usually measured based on deliverables of tangibles and intangibles. Physical and social infrastructures are tangibles because they are what the people can see: Roads, water, hospitals, etc fall under this divide. For the intangibles, both social and economic policies occupy this divide; if I may add: security of lives and properties. These are things that are felt. Any Lagosian can attest, we took both almost for granted under the immediate past administration, hence, the nostalgia.
During the campaigns, we were sold a first class graduate, a chartered Accountant per excellence, a guy who self-financed his education. A man who almost went through his childhood shoeless like the former President. He was not a talk-active but his action-packed posters caught some people’s interest. Even when dust was raised about his ancestry, many ignored it with the faith that we are certain of continuity of the changes that were heralded by BRF. But little did we know that the clout that governed Lagos till the morning of 29th May, 2015 took flight immediately Fashola left Marina; instead a Jonathanian spirit gained the Right of Occuppancy in Lagos House. It is the ilk of Jonathan that will serenade their audience with: I had no shoe, get into office, and raise the hopes of the people because they believe his humble background will make him align with the common man, but instead of stepping up to the plate, steep deeply down the curve due to incapacity and intelligence. The first could be pardoned but when arrogance will not make you call out or listen to people that can help you out of your quagmire even when they are available, then the latter cannot be overlooked. I see no reason why Fashola should not be reached out to at this time. One thing I know, Fashola would not want his town razed because he was not born in Ondo. He gave his words when he was leaving, he said he is always a phone call away and he never gives his word and go back on it, although, The Beautyful Ones Are Not Yet Born.
A friend of mine would always say that this guy he is looking at doesn’t strike him as someone who has the smartness of Lagos to govern Lagos but I will always argue that the guy does not need to do more than is expected (Fashola’s stroke can only be Fashola’s), he only has to follow a path that is already paved with shinning light. But when a son inherits a well-maintained archetype of his father but decides to remodel the structure and pulls down the edifice, first of all, before contacting the draughtsman or considering the financial implication of such a task, then such a child doesn’t deserve anyone’s praise.
Why would any sane person disrupt the easy flow of events?
If one wants to know how a state is governed, test the impulse of the commercial bus drivers then you will know the volition of the state Governor. The directive to LASTMA of non-impoundment of vehicle even when such a vehicle is caught in the act of grievous violation of traffic rules is meant for a society that can boast of adequate biometric of citizenry and verifiable vehicular databank. The insanity of the commercial drivers that followed that directive threw Lagos back into several decades of incivility. We know you may have some good intention beyond your usual populist approach( populist: like the one that was reported that you went on vigil with the police in one of those dark spots in Lagos), but that good intention was immediately eroded, that even the Danfo drivers themselves became nostalgic of the metropolis they had just few months ago. Iya Ramota with her lambebe sef dey ask if the government for Lagos no be APC to APC again? Any sane mind expected Lagos to run on Plug-And-Play. It takes more than executive pronouncement or recitation of Riot’s Act to curb the madeness of Lagos traffic.
We were told that when the OBJ-led Government saw the need to muscle Lagos in order to frustrate the existence of the additional local government areas created by Bola Ahmed-led Lagos State government by not releasing the fund accruing to Lagos state from the Federation Account, Ambode designed the IGR masterpiece which is quintessential in the nation. The Fashola-led administration enjoyed the plan and he was able to perform to the level that Lagosians took both the tangibles and the intangibles of governance for granted. We have not been told the people have refused to pay their taxes because me I dey pay my tax. Till few months ago, I drove on better roads well lit at night with refreshing greenery greeting me here and there. I felt like a cosmopolitan in my city without having to be in Dubai or in any of the cities of the Queen or Obama’s lane before I savour the beauty of nature. Today our dear green is gone and I don’t think they will return in a long time to come. Hardly would one drive for ten minutes without your car having to screech because our roads are punctuated with potholes at alarming intervals that one would wonder what happened to those yellow-overall guys we used to see blocking those deathtraps few months ago . Anytime I come to such a stop, I reflexively jam my palms and say: Orisa bo le gbemi… Apart from the need to have a very sharp headlight for night drive in Lagos recently, you also must make sure your car cooling system is working fine. Bereft of the two, you either get buried in the hole or get brazenly robbed that you would suddenly realize what those Armoured police vehicles stationed at various points few months back meant.
As the Chief Security Officer of the state, Mr Fashola never for one day gave Lagos the excuse that he couldn’t curb the menace of robbery because the security agencies were not under his control. Fine, he complained of inadequacy of men of the security agencies but never did I read where he opened up the State to the robbers of whatever operation level on the premise that it is the job of the Commissioner of Police to secure the state. Lagos State Security Trust Fund (LSSTF) was even instituted to assist the security agencies in carrying out their duties smoothly and we all were better off.
What happened to those novelties?
I am fortunate to live close to a Water Works but for several days now I can only patronize meruwa. Few months ago my tap would not go dry this long. I was recently in the office of one of the senior members of your cabinet, we could not get water to drink. The excuse was that they had to go to the Office of the Deputy Governor to make requisition before they can refill their water bottles. What pettiness!
That someone run to the press claiming that they curbed wastages does not mean it is not a ploy for greater ‘wacking’. Now, we are asking: who sent you to save money meant for service delivery? Watch out, because soon, the ‘wacking’ will start vociferously like no man’s business and if you raise any question, the answer is there: Weren’t you the one that told us to spend?
We should stop concentrating on people’s degrees but rather, we should screen their pedigree. Fashola’s pedigree was a no-nonsense man, even as the CoS to Asiwaju. But the story of someone being pushed out of service was politically quelled with some old good story. The unfolding events point to a vendetta: the striking move to undo Fashola at all cost.
If you must undo what is good, replace it with what is better or put in its stead what is best. The way you are going about it may spell your political doom regardless of who your godfathers are. You are allowing the service that you were employed for to suffer.
I wonder the level of excellence you have brought in.

Ambode Reads Riot Act To Traffic Offenders, Okada Riders, Street Hawkers
Governor Akinwunmi Ambode of Lagos State, Friday, read the riot act to commercial motorcycle operators popularly called Okada riders, commercial buses and street hawkers, saying that the state government will no longer tolerate their nefarious activities on the streets and highways which has caused untold hardship for the people of the state in recent times.
Addressing Government House Correspondents shortly after an emergency Security Council Meeting which he chaired, Governor Ambode said that it had become evident that traffic crimes and robbery are mostly as a result of the menace of Okada riders and street hawkers, while recalcitrant commercial buses have become lawless and reckless on the road.
He said the Council made far reaching decisions at the meeting in line with the commitment of his administration to ensure security of lives and property as well as the enforcing of the Rule of Law.
The Governor said that the government will not allow a few notorious elements to cause a breakdown in law and order and upset the peace that the state has enjoyed over the years.
To this end, he said he has directed the full enforcement of the Lagos Road Traffic Laws, especially as it concerns the restriction of okada and tricycle operations.
He reminded that Schedule II of the Lagos State Road Traffic Law 2012 restrictsOkada, tricycle (Keke Marwa), carts and wheel barrows on some routes including Lagos-Ibadan Expressway, Apapa-Oshodi Expressway, Oworonshoki-Oshodi Expressway, Lagos-Ikorodu Expressway, Lagos-Abeokuta Expressway and Third Mainland Bridge.
Others routes include Eti-Osa/Lekki –Epe Expressway, Lagos –Badagry Expressway, Funsho Williams Avenue, Agege Motor Road and Eti-Osa/Lekki Coastal Road.
The Governor therefore said, “Any person who fails to comply with any of the provisions of this Section commits an offence and shall be liable on conviction as stipulated in the law.
“Henceforth, all commercial vehicles, except Bus Rapid Transport buses, must use only the service lanes in accordance with existing traffic laws. All conductors of Commercial buses must sit down in their buses and keep the doors closed at all times while in motion. It is against the Law for conductors to hang on the bus doors and leave the doors open. Any bus contravention will be met with severe punitive measures.

Ambode Visits Apapa-Oshodi Traffic Gridlock (Photos)
On his visit yesterday to the Apapa-Oshodi expressway, Lagos state governor, Akinwunmi Ambode threatened to sanction erring tanker drivers who park indiscriminately on bridges and roads in Apapa.
The governor who a paid a visit to the area said a special task-force team will be set up soon that will ensure free flow of traffic in the area. He also witnessed first hand, the frustrating traffic caused by petroleum tanker drivers who park their tanks on the expressway while going to collect fuel at the Apapa Petroleum depot.
7 Lagosians Ordered To Cut Grass For Plying BRT Lane
Seven Lagosians who were caught plying BRT lanes ,were ordered to cut grass on the football field of the Ministry of Youth and Social Development remand home,Oregun .
The defaulters were arraigned at the Special Offences Court at Alausa, Ikeja , and were sentenced to one hour community service in addition to payment of traffic fine..They are :

They were apprehended on Tuesday, 21st of April, 2014 inside the BRT corridor at Anthony area of Lagos State by LASTMA officials around 9am.
They all pleaded guilty to the count charge of BRT violation and admitted they regularly plyed the BRT lanes in order to meet deadlines or beat traffic gridlocks . Kimi Egbekun however maintained that he was caught on his first attempt.
The offenders while showing remorse for their actions,said they were humbled by the punishment and urgedother motorists to avoid the use of the corridor or face the wrath of law.
