IGP Set Up 27 Man Committee To Tackle Cattle Rustling

The Inspector General of Police, IGP Ibrahim  Idris has set up a 27 man committee saddled with the responsibility of offering solutions to tackle cattle rustling.

The Committee, which is headed by the Assistant Inspector General of Police, Animal Branch, AIG Charles Ugomuoh and members drawn from all over the affected states, and ECOWAS, is a standing committee, and was tasked to draw up policies and strategies to handle the issue of cattle rustling.

Also, the IGP has directed a high powered investigation team to unravel the circumstances surrounding the death of DSP Mohammed Alkali and others missing?.

The IGP condoles with the family for this great loss and identify with the grief of his colleagues.

The IGP also expressed satisfaction in the performance of the police officers deployed in the re-run parliamentary elections in Rivers State held on Saturday, December, 10 2016.

The IGP noted that “there is no doubt that some disgruntled elements in the state attempted to foist violence and insecurity on the populace that are generally peace loving. Comparatively, the re-run election was a huge success in contrast to past elections in the state that were usually characterized by violence and wanton destruction of lives and property.?

“The IGP master plan on election security will continue to be improved upon for future elections in the county. This master plan will usher in credible, fair, free and acceptable elections in accordance with the principles of democratic policing and international best practices.”

FG To Establish Specialised Petroleum Force To Tackle Militancy

As part of its 2017 target to ensure zero militancy and drastic reduction of violence in the Niger Delta, which affect Nigeria’s oil production, the federal government has indicated that it would set up a specialised petroleum force, comprising coastal patrol teams, Niger Delta subsidiary police, and other paramilitary set-ups.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, disclosed this shortly after President Muhammadu Buhari launched his government’s policy document for the country’s oil and gas sector – the seven big wins in Abuja.

Kachikwu, who spoke during the post-event press briefing noted that the specialised force would complement whatever efforts and mechanisms oil companies would put in place to secure their production assets and activities.

Besides, he gave reasons why the planned co-location of new refineries alongside existing ones in Kaduna, Port Harcourt and Warri was taking long to be concluded as well as the delay in having a Final Investment Decision (FID) on Train-7 expansion project of the Nigerian Liquefied Natural Gas (NLNG).

The minister had initially stated that under a new security arrangement, the government planned to pull out the country’s military from the Niger Delta region and allow oil companies set up their own security processes to safeguard their production.

He also stated that the specialised force would be amphibious in character and equipped to support the security efforts of the oil companies.
According to him, some participants in the current Amnesty Programme for former Niger Delta militants would be incorporated into the force as the government looks to close down the programme in 2017.

“All over the world, oil companies take care of their facilities. The presidency has also agreed to look at the possibility of setting up a specialised petroleum force that is going to draw on the elites of the security services, and be provided with resources that are amphibious, that are technology-driven to enable them to be able to respond to the request of the oil companies if they get overwhelmed outside their first line security,” Kachikwu said.

He further stated that, “The government is looking critically at the amnesty programme and we are looking towards an eventual wind up of the programme in about one year period.

“The whole idea is within that time frame we need to address some issues. We are going to be looking at things like coastal patrols, Niger Delta subsidiary policing and some paramilitary type organisations not armed. You will be able to suck in some of those people who were trained.

“We are also going to provide funding for those who want to set up their own businesses within the corridors of those areas.”
Speaking on the delayed Final Investment Decision (FID) on NLNG Train-7 project, the Kachikwu explained: “Bonny Train-7 is an issue of money. The prices of gas today is low, so anybody who is going to put money into gas development today needs to have very really strong fiscals.”

He noted the government was still committed to the project, saying, “That is not looking very encouraging, but the nice thing is that the NLNG has done very well and has access to be able to get facilities. So, we are going to be working with them on Train-7, as Train-7 is what we have commitment to.

Police To Create Special Unit To Tackle Cybercrime

The Nigeria Police Force on Monday said it would create a Specialists Unit to deal with the rising cases of cybercrime in the country.

The Inspector-General of Police (I-G), Mr. Ibrahim Idris, disclosed this at a three-day Training Workshop on Cybercrime for police officers in Abuja.

Idris was represented by AIG Umar Shehu, Assistant Inspector-General of Police, Intelligence department.

He said that the training further demonstrated the commitment of the force to check cybercrime in the country.

He said that the workshop would focus on scientific police investigation processes, tools and techniques for tackling cybercrime, among others.

“We are building on our existing forensic and cybercrime facilities in order to successfully tackle the menace of this complex crime.

“Apart from setting up a dedicated forensic and cybercrime unit, we are going to continue to educate our rank and file on ICT,“he said.

The I-G said that the force was also providing up-to-date training and retraining to the rank and file.

He said that there was a need for collaboration between the police and the Cybercrime Advisory Council Office and other stakeholders to check the threat.

He reiterated the commitment of the force to do everything within its powers to tackle cybercrime.

“As you can see, the challenges we face in policing cybercrime are multidimensional,“he said.

BBOG To Tackle Buhari At UN Meeting In New York Over Chibok Girls

The Bring Back Our Girls (BBOG) group has said it would protest against the failure of the Federal Government secure the release of the abducted Chibok girls at the United Nations General Assembly meeting in New York City.

The group said it would demand the release of the Chibok girls through a letter it plans to submit to President Muhammadu Buhari at the meeting.

In a notice sent to supporters and journalists, the group said, “On Tuesday, September 13, 2016, the United Nations General Assembly commences in New York. World leaders, including Nigeria’s President Buhari, will be there to discuss various issues plaguing our world, including the global refugee crisis.

Buhari Seeks Emergency Powers To Tackle Economy

President Muhammadu Buhari will be seeking emergency powers from the National Assembly to push his planned stimulus for the economy.

The objectives of the action-plan on the economy, which is in recession, include shoring up the value of the naira, creation of more jobs, boosting of foreign reserves, reviving  the manufacturing sector and improving power.

Government sources said the decision to seek emergency powers for the President was based on a proposal from the economic team headed by Vice President Yemi Osinbajo. The team reviewed the various policies so far introduced and how they have affected the economy.

The economic team, it was learnt, gauged the mood of the polity and decided that unless there is an urgency which some of the extant laws will not permit, “the recession may be longer than expected and Nigerians will not get the desired respite, which is the goal of this government”.

An executive bill titled: “Emergency Economic Stabilisation Bill 2016” is to be presented to the National Assembly when the Senate and the House of Representatives resume from vacation on September 12.

In the bill, the executive will be asking for the President to be given sweeping powers to set aside some extant laws and use executive orders to roll out an economic recovery package within the next one year.

Buhari will be seeking powers to:

  • abridge the procurement process to support stimulus spending on critical sectors of the economy;
  • make orders to favour local contractors/suppliers in contract awards;
  • abridge the process of sale or lease of government assets to generate revenue;
  • allow virement of budgetary allocation to projects that are urgent, without going back to the National Assembly.
  • amend certain laws, such as the Universal Basic Education Commission (UBEC) Act, so that states that cannot access their cash trapped in the accounts of the commission because they cannot meet the counterpart funding, can do so; and
  • to embark on radical reforms in visa issuance at Nigeria’s consular offices and on arrival in the country and to compel some agencies of government like the Corporate Affairs Commission (CAC), the National Agency for Foods Administration and Control (NAFDAC) and others to improve on their turn around operation time for the benefit of business.

FG Votes N500bn To Tackle Unemployment– Ngige

Dr Chris Ngige, the Minister of Labour and Employment, said the Federal Government voted N500 billion to tackle unemployment and provide care for the vulnerable.

The minister said this during a courtesy visit by the Rwanda High Commissioner to Nigeria, Mr Stanislas Kamanzi in Abuja.

He said the Federal Government was determined to face the menace of unemployment squarely, especially among youths in the country.

Ngige said the government would fight spiritedly to solve the unemployment problem totally in the country.

Ngige said the government was also poised to engage the over 500,000 that graduate yearly from the nation’s institutions, adding that this would prevent them from engaging in untoward activities.

Buhari Blames Previous Administration For Inability To Tackle Boko Haram

Nigeria’s President, Muhammadu Buhari, has blamed the previous government at all levels for what he called “abuse of trust in the purchase of equipment and other ammunition to fight the war against Boko Haram”.

A situation, the President, said has cost Nigeria huge loss of lives and property.

The President made this disclosure while addressing members of the House of Representatives, who he hosted to a presidential dinner at the Banquet Hall of the Presidential Villa.

President Buhari described as unfortunate, a situation where the Nigerian Army which defended Africa in peacekeeping operations, could not engage Boko Haram.

He said that the millions of Naira and Dollars expended by the past administration could not be properly utilized.

The President called on the members of the House to support him in the fight and expressed optimism that the war on Boko Haram must be won.

He also gave the assurance that his administration is making concerted efforts to raise the moral of the soldiers and get the necessary equipment.

UK Offers To Assist Nigeria Tackle Boko Haram

The United Kingdom has offered to further assist Nigeria in its quest to end the violent activities of the Boko Haram sect by December.

The British Chief of Defence Staff, Gen. Nicholas Houghton, disclosed this to State House correspondents on Thursday shortly after a closed-door meeting he had with President Muhammadu Buhari at the Presidential Villa, Abuja.

Houghton said he was sent by his government because the United Kingdom shares an interesting security situation with Nigeria.

He said he was in the country to see how the UK could give the necessary support to the government and the President to ensure that the country optimises whatever support it could give Nigeria.

He said, “My concern is in the security situation, in particular the war being waged by Boko Haram.

“I think that Nigerian armed forces have made some remarkable progress in the last few months in pushing Boko Haram back.

“But as it comes to the end of the rainy season, I know the President has got a very strong ambitions  to what he can achieve by Christmas, it shows because the UK has a strong support for your troops training just to make sure we optimise our support and that is the best way we can.”

Why APC Government Cannot Tackle Corruption- PDP

The Peoples Democratic Party (PDP) has said despite the “holier than thou” posture of the All Progressives Congress (APC)-led federal government in fighting corruption, there is incontrovertible evidence that grave corrupt practices are ongoing and allowed to fester by associates and cronies of government, including former and present APC governors and others who played major roles in financing election campaigns with ‘stolen state funds’.

The party accused the administration of President Muhammadu Buhari of  creating a system that was neck deep in corruption, while the government hoodwinks unsuspecting public with propaganda.

“We therefore challenge the President Buhari-led APC administration to show integrity and commitment in the fight against corruption by first cleaning its house and coming out clear on the numerous sleazes going on at present under its watch,” PDP said.

Ambode Seeks Navy’s Support To Tackle Robberies

Governor Akinwunmi Ambode of Lagos State says the Nigerian Navy, like other stakeholders, should be part of the efforts to rid the state of crime.

The governor, according to a statement on Tuesday, spoke during a courtesy visit to the Chief of Naval Staff, Admiral Usman Jibrin, at the Defence Headquarters, Abuja.

Ambode stated that the call became imperative due to the spate of robbery attacks in Lagos State, which started a week into his administration.

The governor added that the need for the full involvement of the navy in the fight against crime informed his audience with the Chief of Naval Staff. He said, “Lagos State is the commercial hub of the country. The state is therefore strategic and cannot be allowed to become a breeding ground for criminals.”

The governor recalled that some robbers struck at two different banks in the Ikorodu area of the state last Wednesday and carted away undisclosed amount of money before fleeing via the waterways.

“My administration has therefore resolved to evolve strategies that will frontally confront insecurity through collaborative efforts of the government, the private sector and security agencies. The rise in the spate of armed robbery must be stopped,” he added.

In his response, Jibrin, who was flanked by other senior officers of the Nigerian Navy, congratulated the governor on his election and inauguration.

The CNS said Lagos State, being the major operational hub of the Nigerian Navy as a coastal state with vast maritime potential could not be allowed to be a haven for criminals.

He said, “There is the need for combined use of the security forces on air, waters and on the ground for effective control of crimes in the state.”

Saraki, Dogara Blast Ex-APC Chairman

The Senate President, Dr. Bukola Saraki and the Speaker of the House of Representatives, Hon. Yakubu Dogara, yesterday, debunked claims by the former Interim National Chairman of the All Progressives Congress, APC, Chief Bisi Akande that their election as Senate President and Speaker was facilitated by oil barons describing the allegation as baseless, false and unbecoming of a respected statesman.

The duo also said the allegation levelled against them was lacking in substance and merit and could best be described as figment of Chief Akande‘s imagination.

Chief Bisi Akande had on Sunday fingered fuel subsidy thieves and corrupt businessmen as being behind the current crisis in the APC which culminated in the emergence of Bukola Saraki as senate president and Yakubu Dogara as speaker of the House of Representatives.

South-West Senators Tackle Tinubu Over Senate Presidency

The All Progressives Congress (APC) senators-elect from the South-West have joined forces with their Peoples Democratic Party (PDP) counterparts from the region to frustrate Bola Tinubu’s candidate for the Senate Presidency.

South Africa Army To Tackle Migrant Attacks

The South African army will be deployed to end a wave of attacks on foreigners, Defence Minister Nosiviwe Mapisa-Nqakula has said. Soldiers would be deployed to Alexandra township, north of the main city Johannesburg, the minister said.

This will be the first troop deployment since the violence broke out early this month, killing at least seven people. Tension has been high in the township since the killing of Mozambican Emmanuel Sithole at the weekend. Many people would “appreciate the decision to bring in the defence force”, Ms Mapisa-Nqakula told journalists.

Troops would not take over the responsibilities of the police but would assist in maintaining order, she added. The South African Ministry of Defence said they would be deployed from 18:00 local time (16:00 GMT) in Alexandra township.
