Suspended Jibrin Marks 100 Days Of Budget Padding Scandal By Distributing Gifts To Constituents

Suspended lawmaker, Abdulmumin Jibrin, on Wednesday distributed cash and material gifts as part of an empowerment scheme to mark the 100 days of budget padding scandal.

Mr. Jibrin, who is currently serving a year suspension slammed on him by the House of Representatives, returned to his constituency in Kano on Wednesday, where he gave out items such as motorcycles and generators.

Other items distributed by Mr. Jibrin included sewing machines, grinding machines as well as scholarship package for about 1,000 pupils.

A statement from Mr. Jibrin’s media office said no fewer than 5,000 constituents benefitted from the scheme, which he hopes would help mitigate the effect of the economic recession on their households.

“I have done many empowerment programmes before I ventured into politics, I continued when I was elected and I sustain the tempo despite my suspension.

“This is a clear testimony that we hold our people dear to our heart irrespective of politics,” the statement quoted Mr. Jibrin as saying.

Mr. Jibrin said he will not renege on his promise to remain a vocal voice against sharp practices in the Nigerian parliament.

The whistleblower was suspended for a year without pay on September 21 after being found guilty of ethics violations.

Hon. Jibrin Suspended From House of Reps

Whistle-blower lawmaker, Hon. Abdulmumin Jibrin, has been suspended by the House of Representatives.

 

The lawmaker from Kano at the centre of the unfolding budget padding scandal was on Wednesday suspended fron the house for 180 legislative days.

 

The House seats three days in a week and this consequently means that Mr. Jibrin’s suspension would last more than a year.

 

In a motion recommended by House Ethics Committee chairman, Nicholas Ossai, and adopted by the whole House, Jibrin will also not be able to hold any position of responsibility for the span of the current National Assembly.

 

On 21st July, the former Appropriations Committee Chairman raised the alarm about illegal insertions into the 2016 budget by the leadership of the House.

 

The scandal has been regarded by many as Africa’s biggest parliamentary scandals in recent memory.

Recession: Senators want TSA suspended

Barely 24 hours after the Senate President, Bukola Saraki, advised the federal government to consider selling off some key national assets, including the Nigeria Liquefied Natural Gas (NLNG) Holdings, as way out of the current economic recess, some senators yesterday kicked against the proposal, describing it as unwise.

Similarly, they also noted that the Treasury Single Account currently being operated by the federal government has greatly contributed to the recess the nation presently passes through.

Saraki had, on Tuesday, suggested some measures to bring the nation’s economy out of doldrums. These, he listed to include; part sale of NLNG Holdings, sale of government’s stake in financial institutions and privatisation and concession of airports and refineries.

But the idea did not go down well with some lawmakers, who also called for the sack of Minister of Finance , Mrs. Kemi Adeosun, and her Budget and National Planning counterpart, Senator Udoma Udo Udoma, for allegedly lacking the required expertise and professional qualifications to manage the economy,

Specifically, the Deputy Senate President Ike Ekweremadu, said, selling assets from our oil investment for quick capital in tackling the recession will put the country in messier economic situation, just as he called on President Muhammadu Buhari to take a critical look at his cabinet and put square pegs in square holes.

According to him, Udoma, a lawyer by profession, would do better if posted to a ministry relevant to his profession, so also Adeosun, who he said is an accountant and not economist.

Ekweremadu, a strong advocate of restructuring of the federation, also reiterated the call, saying it should be done based on the template of fiscal federalism and diversification of the economy, for lasting solution against economic crisis of the present magnitude.

He said: “The president needs to look at his cabinet. He has to put square pegs in square holes. Your Excellency, distinguished colleagues, Udo Udoma is my friend, an accomplished lawyer for that matter. But in fairness to him, I believe he can do better in another ministry, especially like trade and investment, certainly not Budget and Planning.

“The minister for finance can do much better in another ministry. At this critical time, we need somebody who is more experienced to man the ministry of finance so that he can be able to coordinate the strategies for this recovery.”

On suggestion for assets said, the lawmaker said, “I have heard about the issue of selling of our assets. I need to caution that other countries are not doing the same. UAE does not even allow you to the oil wells talk less of selling them. And of course, a country like Saudi Arabia, their budget each year is run by investments from their oil revenue not even the air, while other countries are investing and with all the investments we have, and I am sure we will not be fair to the next generation.

“So, if we must sell, we have to sell the non-performing assets so that people can turn them around and create employment. We need to amend section 162, especially from 3,4,5,6 where money in the federation account is enjoined to be shared among the other levels of government.”

Senator Dino Melaye (APC Kogi West), who also called for a re-jig of the federal cabinet with the right people in the right positions, condemned the existing situation of the Central Bank of Nigeria (CBN) not having a Board.

Senators Bassey Akpan (PDP Akwa Ibom North East), Samuel Anyanwu (PDP Imo East) and Mao Ohuabunwa (PDP Abia North), called for a re-think by the federal government on the implementation of the TSA as, according to them, it is one the factors that triggered the recession.

He said between August and November last year, as a result of the implementation of the policy, about N1.8 trillion was withdrawn from the banking system, which increased to N2.8 trillion in January this year and N3.4 trillion now , leading to drastic reduction in lending capacities of the commercial banks with attendant effect on the country’s economy.

Governor Wike Recalls Suspended Cabinet Members And Head Of Service

Governor Nyesom Wike of Rivers has announced the recall of the four suspended commissioners, the Head of Service and the Special Adviser on Lands.

Information on the recall is contained in a statement issued by the governor’s Special Assistant on Electronic Media, Mr Simeon Nwakaudu, made available to newsmen on Friday in Port Harcourt.

Wike suspended the commissioners: Dr John Baziafor (Chieftaincy Affairs), Mrs Tonye Briggs-Oniyide (Culture and Tourism), Dr Fred Kpakol (Finance) and Mr Boma Iyaye (Sports).

Also suspended were Mr Godwin Rufus (Head of Service) and Mr Anugbum Onuoha, the Special Adviser on Lands.

EFCC Arrests Suspended Pension DG, Others For N2.5bn fraud

The Economic and Financial Crimes Commission has arrested the suspended Director-General, of the Pension Transitional Arrangement Directorate, Nelly Mayshak, and three others, Yoab Youssoufou, Patricia Iyogun, and Ruth Imonikhe for a N2.5bn fraud.

PTAD is an independent pension agency established in August 2013 to oversee the management of pensions under the Defined Benefit Scheme for pensioners not transiting to the defined contributory scheme.

It will be recalled that Mayshak was last month placed on an indefinite suspension and investigated after it was discovered that she allegedly received N50m monthly in salary and allowances.

According to sources at the EFCC, investigations into the alleged fraud revealed that Mayshak allegedly misappropriated about N2bn that was left in the pensions’ account of the Head of the Civil Service, Nigeria Immigrations Service, Nigeria Customs Service, and Nigeria Prisons Service.

She also allegedly embezzled about N500m meant as the take-off grant for PTAD.

The alleged scam, which borders on procurement fraud, was committed during her three-year tenure.

A detective at the anti-graft agency told our correspondent that Mayshak allegedly awarded several fictitious contracts to her cronies at PTAD, one of whom was her sister-in-law.

A source at the EFCC said, “In one instance, Mayshak allegedly approved N25,410,000 for the supply of 121,000,000 litres of fuel in one day when in fact there was no corresponding storage capacity, as PTAD only has a storage capacity of about 11,000 litres, which lasts for about a month.

“Mayshak is alleged to have awarded several phony contracts to cronies and members of staff of PTAD, through which she used to enrich herself as they only served as fronts for her.

“Between December 8 and 30, 2014 she awarded multiple contracts to one company , Interactive Wide Nigeria Limited  to the tune of N29,377,993.26. Contracts for the supply of office materials, air conditioners, and conference materials to the tune of N375, 704,287 were awarded to Belzacode, Hosley Nigeria Limited, and Pabak Nigeria Limited.”

Investigations revealed that one of the suspects, Yousoufou, who is the Team Leader, ICT Department, owned Belzacode; while Imonihke, Team Leader, DG’s Office, owned Hosley Nigeria Limited. Iyogun, who is Team Leader, Customs, Immigration, Prisons, Pensions Department, and also a sister-in-law to Mayshak, owned Pabak Nigeria Limited.

The anti-graft agency, however, said the three suspects were merely fronts for the prime suspect, Mayshak.

The suspects will be charged to court as soon as investigations are concluded.

The latest arrest of Mayshak is one of many pension scams in recent times.

Imo State Recalls Suspended Workers To End Protests

The Imo State government has recalled workers it suspended in 19 parastatals in the state, ending the disagreement between the government and labour unions on the issue.

The decision was reached on Wednesday after a meeting between the State government officials and some leaders of the labour unions.

In an agreement signed after talks by the ‘Committee on Joint Government-Labour Negotiation in Imo State’, an immediate recall of all suspended workers of Imo State was recommended, “notwithstanding that the parastatals in the opinion of Government should have been more productive”.

One of the other clauses in the agreement is that the gross revenue of the Government from all sources would be verified every month by the joint committee  of Government and Labour.

The agreement read: “That the Government will retain and run all its  affairs with not more than 30% of the verified revenue for the month, while the committee will apply the balance of 70% in the settlement of salaries of public servants and pensioners.

“Negotiations will continue with a view to fully accessing the wage bill of every Ministry, Department and Agency (MDA) and to determine the funding modalities of parastatals within the agreed percentage sharing framework.

“That a comprehensive agreement will be reached by both parties”.

Both parties were also of the opinion that at a quarterly interval, the position in Imo State on the critical areas would be reviewed and compliance ensured and that all revenue subheads for the month would be fully disclosed by the office of the Accountant General to select Committee of Labour.

Senator Begs Jonathan To Forgive Suspended Permanent Secretary

The senator representing Bauchi central, Abdul Ningi, has urged President Goodluck Jonathan to forgive the Foreign Affairs ministry’s permanent secretary, who was sanctioned last week for recalling Nigeria’s envoys to South Africa without authorisation.

Mr. Sheni was suspended for recalling the diplomats in protest of the xenophobia in South Africa, a move criticized by the South African government.

Mr. Ningi criticised Mr. Sheni for his action, but urged the Senate on Tuesday to intervene and plead with the president to tamper justice with mercy.

“I am aware that the president and Commander-in-Chief is responsible for such a call and also aware that the permanent secretary has no power whatsoever to recall an ambassador without a clear directive by the government,” he said.

“Knowing the anger and the mood of this country and believing that the Senate and indeed the National Assembly did the right thing in suggesting and urging for the executive to recall the ambassador.

“I therefore want this Senate not to look the other way and the president, Commander-in-Chief of the Nigerian Armed Forces to tamper justice with mercy.

Guards Suspended After Mugabe’s Fall

Up to 27 members of Zimbabwean President Robert Mugabe’s security team have reportedly been suspended after failing to help him as he fell at Harare’s main airport.

Sources told The Standard newspaper that the guards were handed their suspension letters on Friday, two days after Mugabe’s tumble, which resulted in a series of memes.

However, a spokesperson in the presidency denied the reports about the suspensions. An official told the newspaper Mugabe’s fall was a serious incident and many departments are being investigated.

The Zimbabwe government has tried to downplay the incident, insisting that Mugabe managed to break his fall and blaming the slip-up on a hump in the carpet, Sapa reported.
