EU Split One Year After Merkel Migrant Offer

One year since Germany controversially opened its arms to Syrians fleeing war, the EU has tightened the borders of “Fortress Europe” but remains deeply divided over how to share the refugee burden.

Angela Merkel justified her decision at the time by saying that the biggest migrant crisis since World War II “did not reflect well on Europe”, yet other countries furiously accused her of opening the floodgates.

Since last year when one million migrants entered the continent, the EU has successfully shut the main Balkans route, while a deal with Turkey has massively reduced numbers reaching the Greek islands.

However the bloc’s flagship scheme to share out refugees around the bloc has been an embarrassing failure — meeting just two percent of its target — while deaths in the Mediterranean have actually risen this year.

Yves Pascouau, director of migration at the European Policy Centre think-tank, told AFP that the “idea of cutting migration routes, in terms of realpolitik, has worked effectively.”

But the deal with post-coup-bid Turkey is “fragile” and “we have still not succeeded in overcoming the divisions between member states” on sharing out migrants and on reforming asylum rules.

Shekau’s Audio Fuels Talk Of Split In Boko Haram

Boko Haram’s elusive leader, Abubakar Shekau finally broke his silence yesterday to insist he was “still around” following reports that Islamic State had replaced him, but his message fuelled talk of a split within the jihadist group.

For months, speculation has been rife over the fate of Shekau, who has led the Nigeria-based Islamist group since 2009 but has not been heard from since March.

But yesterday, following a report suggesting he had been replaced, Shekau, according to AFP, released an audio message insisting he was still very much alive and in charge of the group, which last year had pledged allegiance to the Islamic State jihadists.

“People should know we are still around. We will never cause any discord among the people, we will live by the Koran,” Shekau said in a 10-minute audio message. “This is our stand and we remain in our capacity as Jama’atu Ahlissunnah Lidda’awati Wal Jihad,” he said using the Islamic name for Boko Haram.

His voice was recognised by an AFP journalist familiar with previous messages he has posted on the social media.

It was also confirmed as Shekau’s voice by Berlin-based jihadist expert Yan St-Pierre of the Modern Security Consulting Group (Mosecon), who said his message had laid bare divisions within the group.

“The person who posted on the internet is a very reliable source,” he told AFP. “We knew that Boko Haram was divided on a strategic point of view, now their divisions are public,” he said.

Shekau’s audio message was released after IS on Tuesday published an interview with Sheikh Abu Musab al-Barnawi in its Al-Naba online weekly magazine in which he was introduced as Boko Haram’s new leader.
In the interview, Barnawi talks about the history of jihad in this region but makes no clear reference to Shekau.

St-Pierre said the message suggested Shekau was trying to retain his base of support within Boko Haram without compromising the commitment to IS.
“In the message, Shekau refers to Boko Haram under its previous name, but with some ISIS propaganda elements, as if he wanted to reassure its old combatants and base, without denying his commitment to (its leader Abu Bakr) al-Bagdadi,” he said.

Tagging All Herdsmen Criminals Can Split Nigeria – Fulani Group

The Jonde Jam Fulani Youth Association has said there is a conspiracy to tag all Fulani herdsmen across the country as criminals, warning that such a move will affect the unity of the nation.

The National President of the group, Saidu Maikano who spoke to journalists in Jos, the Plateau State capital, said though there were some criminal elements among the herdsmen, it was unacceptable to tag all herdsmen criminals, especially in the South-South and South Western parts of the country.

Maikano said, “Criminality is not peculiar to one ethnic group. Criminality has no ethnic or religious attachment and, therefore, should not be used as a Fulani identity.”

The group said there is a grand conspiracy to evict Fulani herdsmen from other parts of the country but insisted that such a move would be resisted.

It said, “This country belongs to all of us; there is no part of the country that has accommodated other ethnic groups like the North and when some of these people commit offences in the North, we don’t brand an entire ethnic group as criminals because as civilized people we should only ensure that the criminals are prosecuted and justice is done.”

On the issue of cattle rustling, Maikano said, “Cattle rustling has become a booming business headed by a cartel. Security agents must connect the dots so as to get to the real sponsors.”

President Buhari To Split NNPC Into Two Entities

President Muhammadu Buhari plans to split Nigerian National Petroleum Corporation (NNPC) into two entities, his spokesman said.

He has said his government will trace and recover what he called “mind-boggling” sums of money stolen from the oil sector.

“Mr President will soon split the NNPC into two entities. One will be an independent regulator and the other one an investor vehicle,” said spokesman Femi Adesina, who did not a provide a timeframe for the restructuring.

The NNPC currently represents national interests in oil and gas exploration, manages the energy sector and is the industry regulator in Africa’s top crude producer.

It has been accused of failing to account for billions of dollars in the last few years although it has said that the money was not lost.

An NNPC source, who wished to remain unnamed, said the planned changes were long overdue.

“We can’t continue to be a regulator, a revenue collector and a business, all rolled into one. That gives room for a lot of confusion, obfuscation and misrepresentation,” he said.

Last month Buhari dissolved the NNPC board and more sackings are expected.

The president, who has said he will not appoint a cabinet until September, is widely expected to keep the petroleum portfolio for himself.

Under the constitution, the NNPC is supposed to hand over its oil revenue to the federal government, which then pays back what the firm needs based on a budget approved by parliament.

But the act establishing the state oil company allows it to cover costs before remitting funds to the government.

Lawmakers Split Over Tambuwal’s Endorsement Of Dogara As Speaker

The alleged endorsement of Yakubu Dogara as the next Speaker by Aminu Tambuwal, the outgoing Speaker, has divided the House of Representatives.

Some federal lawmakers from Kano State have condemned Tambuwal for endorsing Dogara. The lawmakers accused Tambuwal of backing Dogara for selfish interests.

They accused Tambuwal of instigating members to snub the yet-to-be announced All Progressive Congress (APC) zoning formula if it does not favour Dogara.

Some other lawmakers from Kano have, however, threw the weights behind Tambuwal’s choice.

Two Months After Attack, Splits at Charlie Hebdo Over Money

Two months after the jihadist attack in which staff at the French satirical weekly Charlie Hebdo were murdered, a split has emerged in the newsroom over the nearly 30 million euros received since the killings.

Eleven staff members have called for all employees to become equal shareholders in the magazine, setting them up for a battle with the current management.

Charlie Hebdo is currently 40 percent owned by the parents of Charb, the former director of the magazine who was killed in the January 7 attacks, 40 percent by cartoonist Riss, who is recovering in hospital from shoulder wounds and 20 percent by joint manager Eric Portheault.

But one of the Charlie Hebdo journalists, Laurent Leger, stunned the editorial conference on Wednesday by announcing the creation of a group to open talks on an equal division of the magazine’s capital.

Afenifere Renewal Group Part Ways Over Jonathan’s Endorsement

Tuesday’s endorsement of President Goodluck Jonathan’s re- election bid by the Pan-Yoruba group, Afenifere, has created a crack in the group. A faction in the group, Afenifere Renewal Group (ARG), has disassociated itself from the endorsement.

Kunle Famoriyo, ARG’s Publicity Secretary, noted that the group was not a party to the endorsement and does not in fact think the performance of President Jonathan since May 2010 is worth the endorsement of any patriotic citizen.

He noted that the group does not dictate to the generality of the Yoruba people, rather it gives voice to their feelings and aspirations.
