Pakistan, Russia Fighter Jets Set To Join War Against Boko Haram- NAF

The Nigerian Air Force (NAF) will take delivery of war -planes and helicopters from Pakistan and Russia to boost its fleet ahead of the final push against Boko Haram insurgents, it was learnt yesterday.

Nigeria has failed to procure fighter jets from the United States and Brazil.

Chief of Air Staff (CAS) Air Marshal Sadique Abubakar, who broke the news in Abuja, said  Air Force personnel were undergoing training in many countries, including the United States, United Kingdom, Pakistan, Egypt and China.

The news came as Chief of Army Staff Lt.-Gen. Tukur Buratai ordered his men to end the insurgency this month.

Air Marshal Abubakar said: “We have been enjoying support from other countries. Sometimes arms procurement is shrouded in a lot of politics. Unfortunately, I’m not a politician, so I cannot say much on that. But what I can tell you is that right now we are expecting the Pakistani Chief of Air Staff in Nigeria soon. Pakistan has accepted to sell 10 trainer airplanes. And that is why the Pakistan Chief of Air Staff is coming for the induction ceremony in Kaduna.”

The Chief of Air Staff said the Air Force was assisting the Army and the Navy in the North and South fighting terrorism and militancy through operational strategy, air interdictions strategy and soft-core strategy.

He said the objective was to create an enabling environment for the ground and surface forces to operate with little or no hindrance.

He said the Service was carrying out massive reactivation of redundant aircraft and many of them are already involved in the fight against Boko Haram.

“Another sub -strategy is the reactivation of airplanes. We have embarked on the reactivation of airplanes and today we are on the 13th aircraft. What I mean by reactivation is that aircraft that were not involved in any fight before the coming of this Federal Government; they were parked before but are today part of the fight.

“The 13th aircraft as I speak to you is being worked upon in Yola and we are hoping that before the end of this month that airplane will be flying. When you train, you must reactivate the platform to be used in flying.”

He praised the competence of NAF pilots, saying:  “In the last 18 months, we have flown almost 3000 hours with no incident. The pilots are among the most competent. Because the training curriculum is very clear. And that is why now in the Air Force you look at the wings, pilots wear wings. We have categorised the wings according to their skill levels.

Tinubu’s Associates Set To Revive AD Ahead Of 2019 Election

Ahead of 2019 general elections, the moribund Alliance for Democracy (AD) may be the political haven for associates of embattled National Leader of the ruling All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu.

It was gathered that except President Muhammadu Buhari and well-meaning stakeholders in the ruling party take concrete and genuine steps to placate the former Lagos State governor, his allies may ditch the party for the AD.

A party source revealed that Tinubu’s camp may have opened discussions with stakeholders of the platform that brought him to power in 1999.

The party source noted that the forthcoming Ondo State governorship election would be used to test the waters.

The rejection of the  recommendations of the three-member Election Appeal Committee chaired by Mrs. Helen Bendega, which called for cancellation of the poll that produced Chief Rotimi Akeredolu (SAN), and the submission of his name to INEC by the National Chairman, Chief John Odigie-Oyegun was the cause of the cold war betweenTinubu and the latter.

Tinubu, while demanding for the resignation of Odigie-Oyegun, accused the former Edo State governor of treating with disdain the joint petition written by Chiefs Oke, Olusegun Abraham and Senator Ajayi Borrofice rejecting the outcome of the primary that produced Akeredolu.

While the national leader backed Abraham for the ticket, forces in the Presidency supported Akeredolu, who was president of the Nigeria Bar Association (NBA).

NLC Set To Shut Six Banks For Sacking Workers

The Nigeria Labour Congress (NLC) yesterday threatened to shut the six banks that sacked their workers.

The umbrella union gave the affected banks two weeks’ ultimatum to recall the sacked workers and allow unionisation.

The action has pitched the organised labour against employers of labour, with the umbrella body of the employers, the Nigeria Employers Consultative Assembly, saying the government had no right to tell banks not to sack workers.

Organised labour also threatened to picket the banks, if they did not halt the mass sack of workers, accusing them of disallowing unionisation and reneging on the principles of collective bargaining.

NLC, in a letter to the management of the banks, which was signed by its Deputy General Secretary, Chris Uyot, said it would be forced to close the banks and their branches, if they failed to recall the affected workers.

The affected banks are: Fidelity Bank, Diamond Bank, First City Monument Bank, First Bank, Ecobank and Skye Bank.

The letter reads: “I have been directed to inform you that it has been brought to our notice by our affiliate union – the National Union of Banks, Insurance, and Financial Institutions Employees (NUBIFIE) – that your bank is one of those that arbitrarily sacked workers recentoy, contrary to laid down procedures and the country’s extant labour laws.

“Also of concern has been that these blatant retrenchments were carried out without recourse to several correspondences, including letters and circulars sent to you by the union to retrace your steps in line with best practices in labour relations and laws of the land…”

WAEC Set To Introduce New Device To Check Collusion

The West African Examinations Council (WAEC) says it is set to introduce a device that will henceforth check collusion during its examinations across the country.

The council’s Head, Media and Information, Mr Damianus Ojijeogu said this in an interview with the News Agency of Nigeria (NAN) on Wednesday in Lagos.

He said that during the 2014/2015 examination, it was discovered that collusion was gradually replacing other previous forms of malpractices recorded by the council including impersonation.

“We are planning to introduce software called Item Differential Programme. This device is one that would assist in detecting collusion in any given examination.

“The introduction of the device is based on the high level of collusion that we discovered during the 2014/2015 examination.

“The device will be able to detect if candidates have jointly answered a particular multiple choice question, which we refer to as item.”

“For instance, if out of 100 candidates, 80 per cent of them go for a particular item which might be wrong as their answer, the device will immediately flag such item and aggregate the candidates,” he explained.

Ojijeogu noted that the device, if approved by council, might be introduced at its 2016 November/December diet of the West Africa Senior School Certificate Examination (WASSCE) for private candidates.

He, however, said if it was unable to introduce it during the examination in November, it would do that during the 2017 May/June diet of the WASSCE.

According to him, the council is already doing trial run and fine tuning the device.

Fraud In NBC: EFCC Recovers N10b, Set To Prosecute Ex-DG Mba, Three Others

The Economic and Financial Crimes Commission (EFCC) has recovered NN10,061,172,600 from the National Broadcasting Commission(NBC) being alleged inflation of collateral funds meant for Digital Set-Top -Boxes.

The commission is set to prosecute a former Director-General of NBC, Mr. Emeka Mba and three others.

Also to face trial is  the NBC’s Director of Finance, Mr. Patrick Areh, who received a curious transfer of N390million and another N20million cash gift from the contract sum.

Others are  the Managing Director, Technology Advisor, Mr. Basil Udotai, and the Managing Director of In-View Technology Limited and D-Vine Partners Limited, Mr. Babatunji Amure.

According to EFCC’s investigation, NBC under Mba defied the Federal Government’s directive  of August 7, 2015 on Treasury Single Account (TSA) to divert N15,038,400,000, out of N34,114,500,000 received from MTN for Spectrum Band Width, to finance the contract for the Digital Set-Top -Boxes.

Out of the diverted N15,038,400,000 as collateral security to Zenith Bank Plc, EFCC investigators discovered that only N4,977,227,400 was needed.

The commission said “only eight (8) out of the 12 companies opened letter of credit amounting to N3,739,727,400.00 while the sum of N1,237,400,000 was for the Digital Access Fees making a total of N4,977,227,400.”

The EFCC said after a reconciliation meeting with the Ministry of Information and Zenith Bank Plc, it was “agreed that N10,061,172,600 was in excess and should be recovered by the EFCC.”

Mba and others will face trial for non-compliance with the Federal Government’s directive on TSA, abuse of the Procurement Law, and award of contracts beyond the N50million spending limit of the DG of NBC.

Discos Set Agenda For Fashola

For the new Minister of Power, Works and Housing, Mr. Babatunde Raji Fashola, is to make any headway as he tackles the perennially weak public power supply in the country, then he must, among others, focus on privatising the Transmission Company of Nigeria (TCN), electricity distribution companies (Discos) have said.

The Discos say the weakness of the grid and the power tussle within TCN, especially the alleged meddling by the Ministry of Power officials, had further dimmed the hope of a vibrant transmission network for the country.

These were among the issues canvassed by the Director of Research and Advocacy for the Association of Nigerian Electricity Distributors (ANED), Sunday Olurotimi Oduntan, in an interview with The Guardian.
“The power sector expects Fashola to sort out the problem in TCN,” he said.

He also called attention to the need for the minister to lead the campaign for a cost reflective tariff and also for the Federal Government to allow the Discos access to funds from Sovereign Wealth Fund.

INEC Faults Tribunal’s Judgment On Rivers Guber Election, Asks Appeal Court To Set It Aside

The Independent National Electoral Commission (INEC) has filed an appeal  against the judgment of the Rivers State Governorship Election Tribunal nullifying  the election of Governor Nyesom Ezenwo Wike.
The electoral body filed her appeal dated November 4, 2015 at the Court of  Appeal, Abuja Judicial Division on  November 5, 2015.

In a 12-grounds appeal filed on behalf of INEC  by her counsel, Dr. Onyechi Ikpeazu, SAN, the  electoral  body challenged the  entirety of  the tribunal’s judgment.

The  reliefs sought by INEC  in her appeal include: “an order allowing  the  appeal, an order setting aside the decision of the tribunal and an order dismissing the petition as lacking in merit.”

According to INEC, the learned justices of the tribunal erred in law when it failed to evaluate the evidence of each of the witness called by the petitioners before reaching  its decision.

INEC stated: “The tribunal was obligated to making findings as to where elections were said to have held on the one part and where they were alleged not to have held on the other part.”

The electoral body further stated that the tribunal  erred when it resorted to generic declaration like “many instances,” when the justices were obligated to specify where the  evidence  elicited under cross examination enhanced the case of the first and  second  respondents.

The INEC further stated that the tribunal erred  when it used the testimonies of witnesses  who were not at polling  stations  to nullify  the Rivers  governorship election.

Anti Boko Haram Raids Set To Begin

UN West Africa Representative, Mohamed Ibn Chambas, says a regional security operation against Boko Haram in West Africa is due to start at the end of the rainy season in a bid to put an end to the militants’ offensive in the region.

According to Mr Chambas, the expected joint raids would adapt to the changing tactics of the enemy.

“The rainy season is always an opportunity for terrorist groups and extremist movements like that to hide in the forests to perpetrate the atrocities they commit in the Sahara, Sahel and Savanah zone.

“When the rainy season is over, it makes the movement of the military much easier and we expect to see a very aggressive approach against Boko Haram this coming dry season,” he said.

Students Set School Buildings Ablaze In Katsina Because Of Poor Performance

There was pandemonium at the Federal Science and Technical College Dayi, Malumfashi LGA of Katsina State, yesterday, where yet to be identified students reportedly set school store, clinic and two other structures ablaze.

It was gathered that the suspected students, in an act that defied logic, set fire on the building which houses foodstuffs worth hundreds of thousands of naira.

Our source listed other structures set ablaze by the students to include a library building said to have been built and donated to the school by Parents Teachers Association (PTA).

There were however two different versions of the reasons for the students’ action with one source saying the students embarked on the heinous crime to register their displeasure over the ban on use of handsets in the school.

“You know this principal is strict and has directed that no student should be seen with handsets as it disrupts their learning. Some students who violates the directive had their phones seized. We suspect the students did this to protest that” a source who doesn’t want to be named said.

But another source said the destruction which is the first of its kind in the history of the school was caused by some aggrieved students who were asked to repeat classes following poor performance.

North Set To Take Over NNPC- Report

Barely 48 hours after President Muhammadu Buhari dissolved the board of Nigerian National Petroleum Corporation (NNPC), intense lobby has begun to fill the positions of the Group Managing Director (GMD) and those of Executive Directors. Eight new structures are being proposed for the corporation and it is already awaiting the approval of the President.

It was further gathered that there was likely to be further sweeping changes at NNPC, a development which may lead to the sack of other Managing Directors and General Managers. As part of measures aimed at ensuring a smooth take-off of the proposed new structures, some highly placed northerners from the core northern states are already strategizing to fill existing vacancies, while other “qualified” officers from the North-Central, South-West, South-East and South-South geo-political zones, would be “pushed to obscure departments and positions.”

So far, Daily Sun further gathered, three names from the North-West and North-East zones are believed to have been penciled down for consideration and possible approval for the position of Group Managing Director (GMD) of the NNPC. The three persons are: Malam Isa Inuwa from Kano State, Dr. M. K. Baru, Bauchi and Alhaji Sa’adi Farouk, Sokoto State.

Dr. Baru is a former Group General Manager of NAPIMS, a subsidiary of the NNPC, while Malam Inuwa, whose background is in Accounting, is the Deputy Managing Director/Chief Executive Officer of the Nigeria Liquefied Natural Gas (LNG) just as Alhaji Farouk, had served as Group Executive director (GED) Exploration Production of the NNPC.

A source said some powerful forces from the North close to the Presidency that include a governor of one of the North-Western states, is said to be leading the trio of Malam Sarki Abba, Adamu Adamu and AVM Muktar in lobbying Aso Rock Villa to approve the new structure and appointment of one of the three nominees.

President Buhari Set To Name Chief Of Staff, SGF, Other Aides Today

The shape and faces to the Muhammadu Buhari administration will begin to unfold today baring any last minute change of mind by the president, Vanguard has learnt. Among those to be named are the Chief of Staff, Secretary to the Government of the Federation, SGF and personal staff of the president and the vice-president.

Yesterday, the president requested the Senate to approve 15 special advisers for him. Meanwhile, the delay in the announcement of senior officials of the new administration, it was learnt yesterday, flowed from the delay by the former officials of Goodluck Jonathan administration in forwarding their handover notes to the transition committee constituted by Buhari.

Sources close to the President and the ruling All Progressives Congress, APC, disclosed yesterday that the president would make known the senior officials of his government today. Besides the Chief of Staff and SGF, other officials to be named may include the Special Adviser to the National Assembly, Political Adviser among senior aides of the president.

“The announcements will be made today baring a last minute change of decision,” a source privy to the development told Vanguard last night even as he added that the president’s scheduled trip to Niger and Chad may be the only factors that may delay the announcement. Meanwhile, a senior associate of the president yesterday traced the delay in the announcement of the president’s senior aides to the delay in the transmission of the handover notes by the Jonathan officials to the transition team constituted by Buhari ahead of his inauguration.

“All we have been doing since Friday is poring over these notes. This is because you need to know the position of things before you delegate the appropriate personnel to any establishment of government,” a source privy to the ongoing developments told Vanguard last night.
