NCC Explains Proposal, Reversal Of Plans To Hike Data Price

The Nigerian Communications Commission on Wednesday announced the immediate suspension of the new minimum pricing template for data services by mobile operators in the country.

The director, Public Affairs at the NCC, Tony Ojobo, said the decision to rescind its earlier directive to telecom operators to commence charging the new floor price rate for data from December 1, was to allow for further consultation with industry interest groups.

“Following concerns that visited the directive to introduce price floor for data segment of the telecommunications sector beginning from December 1, 2016, the Nigerian Communications Commission (NCC) has suspended any further action in that direction,” Mr. Ojobo said in a statement.

“The decision to suspend this directive was taken after due consultation with industry stakeholders and the general complaints by consumers across the country.”

Mr. Ojobo said the Commission has already asked all operators to maintain the status quo until the conclusion of study to determine retail prices for broadband and data services in the country.

Prior to the suspension, Nigerians had raised concerns about the impropriety of the decision by government to hike price of data at this time.

Several Nigerians accused the NCC of insensitivity, considering the high cost of living in the face of the current economic recession in the country.

Social media users expressed fears the government planned to limit citizens’ access to the Internet.

JUST IN: Saraki saves Buhari’s proposal from Senate rejection

The Medium Term and Expenditure Framework (2017-2019) proposed by President Muhammadu Buhari narrowly beat rejection, after Senate President Bukola Saraki persuaded his colleagues to pass the document for committee review, following an extensive debate on Wednesday.

There was stiff bi-partisan opposition to the MTEF and the Fiscal Sustainability Paper, FSP, as most of the Senators from both the ruling All Progressives Congress and the opposition Peoples Democratic Party expressed preference for rejection of the fiscal proposal.

They said the proposals were unrealistic. Adeola Solomon (APC-Lagos) said Mr. Buhari’s economic team was in disarray, thereby joining others to ask that the documents be returned to the Executive.

But Mr. Saraki, rounding off the debate which saw the Senate vote to extend its sitting beyond 2 p.m., said the documents only contained assumptions and the Senate had a responsibility to “turn them around” through its committees.

“We won’t take documents from the executive and send it back that way.

“Committees should take the comments of everybody and use it to decide,” said Mr. Saraki, softening ground for the vote that was to follow.

The Senate eventually referred the MTEF/FSP to the committees on finance and appropriations, the stiff opposition to the proposals nonetheless.

From a negative growth rate for three quarters consecutively this year, the government targets an increased 3.02 GDP growth rate in 2017.

“I don’t know how this will happen; it can’t work because nothing is happening,” Stella Oduah (PDP-Anambra) commented.

Mr. Solomon fired negative remarks, stating, “This document we have before us is no document. We should return it to them”

“The Economic Team of the President is in disarray. I say this without being sentimental; I say as a true Nigerian,” added Mr. Solomon, close ally of former Lagos Governor Bola Tinubu, believed to be eyeing governorship seat of his Ogun home state cone 2019.

Samuel Anyanwu (PDP) expressed satisfaction that both PDP and APC Senators agreed the proposals were unrealistic; so, the documents should be returned.

Abiodun Olujimi, Mohammed Hassan, Foster Ogola and John Enoh – all PDP Senators – also wanted the proposals rejected.

APC’s Dino Melaye dismissed the documents as “not factual”.

However, Minority Leader, Godswill Akpabio, supported the transmission of the documents to committees for consideration.

Ahmed Lawan, Gbenga Ashafa, Bukar Ibrahim and Jibrin Barau of APC also asked the Senate to refer the documents to relevant committees.

But before the report of the joint finance and appropriations committees on the documents, the Senate will debate performance of the current 2016 budget, Mr. Saraki said.

Meanwhile, the report of the Danjuma Goje-led appropriations committee on Mr. Buhari’s request for virement of N180 billion from the Special Intervention Funds to critical infrastructural projects was laid before the Senate today.

Woman bathed with acid after accepting lover’s proposal

A 25-year-old woman, Ogochukwu Nwosu, is in a critical condition at the Lagos University Teaching Hospital, Idi-Araba, Surulere, Lagos State, after she was bathed with substance suspected to be acid.

PUNCH Metro learnt that Ogochukwu was at Ilasa bus stop, on the Oshodi-Apapa Expressway, when a man allegedly dropped from a motorcycle and poured acid on her.

He was said to have jumped back on the motorcycle and fled the scene.

The victim, who sustained burns on her face, neck, breasts, among other parts of her body, was reportedly rushed to LUTH by passersby.

Ogochukwu, who spoke with our correspondent from her hospital bed, accused one Mrs. Chidi, the wife of the man who had proposed marriage to her, as the culprit.

She alleged that Mrs. Chidi had been threatening her on the telephone and through text messages immediately she learnt of her husband’s intention to marry her (Ogochukwu).

She said she had turned down Mr. Chidi’s proposal because he was married, adding that the latter persisted.

“On Thursday, I had closed from Computer Village where I work. Around 8pm, when I reached Ilasa bus stop, I dropped off the bus.

“I was about to cross to the other side of the road when a man dropped from a motorcycle and poured something on me. He immediately fled on the motorcycle. People came to my rescue and took me to the hospital.

“I suspect Mrs. Chidi because she had been threatening me before the incident. And while I was on admission at the hospital, she called and spoke with my brother, saying that was just the beginning,” she added.

Ogochukwu’s brother, Peter, said he recorded a part of the conversation with Mrs. Chidi on his mobile phone.

Peter said he reported the incident at the Itire Police Division, adding that Mrs. Chidi was arrested and detained for two days before the case was transferred to the State Criminal Investigation and Intelligence Department, Yaba.

Our correspondent, however, gathered that the police admitted the suspect to bail shortly after the matter got to the SCIID.

PUNCH Metro learnt that counsel to the victim, Louis Nwaugbala and Anthony Obi, had already petitioned the Deputy Inspector General of Police, Force Headquarters, Abuja, over the matter.

A copy of the petition, obtained by our correspondent, read in part, “Sometime in 2012, one Mr. Chidi approached our client and started making advances to her and promised to marry her. But she vehemently refused the proposal. She told him that she was not interested in the marriage since he was already married.

“Upon Mr. Chidi’s insistence of wanting to marry our client and even making preparations to visit our client’s family to formalise the marriage rites, our client advised Mr. Chidi to inform his wife of his plans to take our client as his second wife, since both of them will be cohabiting in the same house.

“Immediately Mr. Chidi made his plans known to his wife, all hell broke loose as Mrs. Chidi started calling and persistently threatening our client’s life through phone calls, text and Whatsapp messages.”

The petition alleged that the suspect threatened to wreak havoc before December 2016, the purported month of the traditional marriage between Mr. Chidi and Ogochukwu.

It added that Ogochukwu was persuaded against reporting the threat to the police by Mr. Chidi, who allegedly promised to persuade his wife to accept the union.

It said tragedy struck when the victim was attacked while she was returning from work on Thursday, October 6, 2016.

Nwaugbala, the victim’s lawyer, said justice must be served in the case, adding that Ogochukwu must be flown abroad for plastic surgery by the suspect and her husband.

“That is the only thing that can assuage the damage presently done to her. She should be flown abroad for treatment,” he added.

When contacted, Mr. Chidi declined comment, referring our correspondent to the police at the SCIID.

He said, “I cannot speak with you, neither can my wife. The case is under investigation at the SCIID. Go and speak with the police at Panti; they are the ones investigating it. We cannot make any comment.”

The Police Public Relations Officer, SP Dolapo Badmos, confirmed the incident.

She explained that Mrs. Chidi was released on bail because she could not be directly linked to the attack.

She said, “It was reported that the victim was bathed with acid by two men on a motorcycle. The victim alleged that she suspected the woman because she (the victim) is a girlfriend to Mr. Chidi and because she (victim) might likely marry the man, Mrs. Chidi might have planned the attack.

“Mrs. Chidi was picked up, made to undergo investigation and the command could not get any clue linking her to the case for now. And to protect her right, she was granted bail. Investigation is still ongoing to unravel what actually happened. Anyone linked to the case will be duly prosecuted.”

Nigerian Lawmakers’ Immunity Proposal Satanic– Femi Falana

Human rights lawyer, Femi Falana, has criticized a proposed life pension and immunity from prosecution for Bukola Saraki, the Senate President, and other presiding officers of the National Assembly.

In a statement Sunday, Mr. Falana described the proposal as insensitive, irrational, and immoral.

“Indeed, it is the height of insensitivity for legislators to propose life pension for their leaders at a time that workers are owed arrears of salaries in many states of the federation,” said Mr. Falana, a Senior Advocate of Nigeria.

The lawmakers, at the end of a two-day retreat on constitution review on Saturday, took the decision to shield its presiding officers, as well as those of state Houses of Assemblies, from prosecution.

They argued that since the other two arms of government – executive and judiciary – are enjoying immunity, the third arm ought to follow suit.

Mr. Saraki is currently facing prosecution for forgery and false and anticipatory assets declaration, while Ike Ekweremadu, his deputy, is being tried for forgery.

The proposal came amidst allegations of sexual misconduct against three Nigerian lawmakers by the United States government during the lawmakers’ visit to Cleveland for the International Visitor Leadership Programme.

Mohammed Gololo (APC, Bauchi) was accused of grabbing a hotel maid and soliciting sex, while Samuel Ikon (PDP, Akwa-Ibom) and Mark Gbillah (APC, Benue) allegedly requested a car park attendant to help them secure the services of prostitutes.

Mr. Falana said the lawmakers’ proposal to shield their presiding officers from prosecution is “provocative.”

“No serious nation can grant immunity to legislators who have been linked with criminal diversion of public funds, forgery and rape,” he said.

“We can assure the concerned members of the public that the satanic proposals of the legislators will not succeed.

“It is pertinent to inform the legislators that the members of the human rights community have resolved to mobilize the Nigerian people to reject both proposals.”

Gov. Ayade Rejects Proposal To Increase Taxes

The Cross River State Governor, Ben Ayade, has promised that his administration would not impose further taxes on the people of the state but would rather harness the natural resources that abound to better the lot of the people.

Governor Ayade made the promise at the government house in Calabar the state capital, in reaction to a presentation made to him by a consulting firm and a financial institution on how to increase the state’s Internally Generated Revenue (IGR) by introducing new tax heads.

He said that his administration is poised towards reducing the hardship of the low income earners rather than make life difficult for them through tax levies.

Ayade lamented that the model presented by the investors, which according to them has worked in Lagos and Ogun states to boost their Internally Generated Revenue (IGR), would rather add to the hardship being suffered by the people.

Speaking further, he said that he was not in support of taxing people in order to raise money, but believes in tasking his brain to generate income by taking advantage of the many natural resources that abound in the state.

He stated that he represents the people who voted for him and their interest comes first.

Labour To Present New Minimum Wage Proposal To FG

The two labour centresin the country has unfolded plans to present a new minimum wage proposal to the Federal Government for promulgation into law, the President of the Nigeria Labour Congress (NLC), Ayuba Wabba, has disclosed.

Speaking at the sixth quadrennial national delegates conference of Non-Academic Staff Union of Educational and Associated Institutions (NASU) in Abuja, Wabba said both the NLC Trade Union Congress of Nigeria (TUC) are currently working on the modalities on wage structure that would be in tune with the prevailing economic realities in the country.

He declared that the declaration of inability to pay in the face of dwindling fortune of the country by some governors would not deter labour from demanding a new minimum wage.

He argued that beside the fact that the National Minimum Wage Act is due for review after five years it become law, the current purchasing power of the Naira is making the N18, 000 minimum wage unsustainable.
The struggle to ensure the continuation of the payment of the N18, 000 by government has received a major backing of the Edo State Governor, Adams Oshiomhole.

The Edo State Governor has vowed to lead protest by the Nigerian Labour Congress (NLC) against any governor that attempts to reduce national minimum wage of N18, 000.

His words: “I have told my fellow governors that when the going gets tough, everybody will answer his father’s name. I am not and I will not support any government, any governor, federal or state that misunderstood the problem to focus on the weakest link. “Be assured that you can count on me. If you want to organize protest, I will join. I will not only join to protest against refusal to pay minimum wage, but to press for the idea of minimum wage to be sustained.”

NLC To Present New Minimum Wage Proposal

Nigeria Labour Congress (NLC) President Ayuba Wabba has said a new minimum wage will soon be presented to the government.

Speaking at the delegate conference of the Non Academic Staff Union (NASU), Wabba said since the five- year period stipulated for the review of the minimum wage had lapsed, the NLC was working in collaboration with the Trade Union Congress (TUC) to arrive at a figure to be presented to government.

He said the recent announcement by governors under the Nigeria Governors Forum that they could not continue to pay the N18,000 minimum wage was part of a ploy to frustrate the demand for an upward review.

He vowed that the congress would make the states ungovernable for any governor that tinker with the current minimum wage, pointing out that the leadership of the labour movement in the country was committed to a review.

Senate Rejects Proposal To Pay Unemployed Youth N5, 000 Monthly

The Senate on Wednesday rejected a motion for the payment of N5, 000 monthly allowance to unemployed youths in the country.

The motion was sponsored by Philip Aduda (PDP, FCT) but was greeted with shouts of “no, no” when he tried to explain it.

Attempts by the Minority Leader, Godswill Akpabio, to second the motion were disrupted by the rowdiness.

Intervening, President of the Senate, Bukola Saraki, posed the question but the senators responded along party lines.

While Peoples Democratic Party (PDP) members yelled ‘’aye’’ in favour of the motion, All Progressives Congress (APC) senators, who were in majority, rejected it.

Man Kills Girlfriend For Rejecting Marriage Proposal In Imo

One Miss Onyinyechi Okegbulam of Egbu in Owerri North Local Government Area of Imo State has allegedly been killed by her boyfriend for refusing his marriage proposal.

A source said that the girl was shot in the head at close range by her supposed boyfriend in the village.

The source recalled that the deceased was, last Saturday, lured out of her family home by the boyfriend at about 7p.m.

“Some people, who were close to the scene of the crime that night, reported that as soon as the boy saw the girl approaching him, he fired at her,” the source said.

Another source claimed that soon after shooting the girl, the young man tried to smuggle Onyinyechi’s lifeless body into his car but scampered for safety when a woman raised alarm, which attracted several people to the scene.

Another story, however, had it that the boyfriend was responsible for the entire educational expenses of the girl, who later ditched him.

A resident of the area said: “We heard that the boy picked the bills for the girl’s education, but that the girl later abandoned the boy and opted to marry another man.

“We have even heard that the marriage has been fixed before the boyfriend struck.”
