How Dasuki Paid Dokpesi N2.1bn Without A Contract- Witness

A prosecution witness in the trial of former chairman of Daar Communications and Investment Plc, Raymond Dokpesi on Tuesday claimed that he(Dokpesi) was paid without executing any contract with the Officer of the National Security Adviser (ONSA).

Salisu Shuaibu, who was former Director of Finance in the ONSA, testified at an Abuja Federal High Court that the sum of N2.1 billion was transferred to Dokpesi through the Central bank of Nigeria (CBN) in four tranches of N500m each.

Led in evidence by counsel to the Economic and Financial Crimes Commission (EFCC), Rotimi Jacobs (SAN), Salisu stated that a contract would usually require an agreement with the company prepared by the legal officer at ONSA and approved by the NSA, which was not done with Daar.

He testified that on the four occasions, he was instructed by the then NSA, Sambo Dasuki to prepare the payment mandate for him to sign while he (Salisu) counter-signs. The document will then be forwarded to the Central Bank of Nigeria (CBN) for execution.

He said the processing of payment mandate for contractors of the ONSA began under the tenure of late General Owoeye Azazi and was used for the purchase of military hardwares, explaining that the contracts do not include media campaigns.

“This payment is the first time we are budgeting for media campaign in the Office of the National Security Adviser,” he said.

However, being cross examined by defence counsel, Wole Olanipekun (SAN), Salisu admitted that the ONSA was not a procurement agency under the Procurement Act, but added that the office enjoys some exemptions in the area of purchase of military equipment.

The case has been adjourned to February 7 and 8, 2017 for hearing.

We’ve Paid Some Aggrieved Herdsmen To Stop Killings In Southern Kaduna– El-Rufai

Kaduna State Governor Mallam Nasir el-Rufai has said his government has traced some violent, aggrieved herdsmen to their countries and paid them to stop the killings of Southern Kaduna natives and the destruction of their communities saying that the renewed violence is carried out by bandits.

El-Rufai made this known while fielding questions from some select Journalists in his office in Kaduna.

He said: “For southern Kaduna, we didn’t understand what was going on and we decided to set up a committee under Gen. Martin Luther Agwai (rtd) to find out what was going on there. What was established was that the root of the problem has a history starting from the 2011 post election violence.

“Fulani herdsmen from across Africa bring their cattle down towards Middle Belt and Southern Nigeria. The moment the rains starts around March, April, they start moving them up to go back to their various communities and countries. “Unfortunately, it was when they were moving up with their cattle across Southern Kaduna that the elections of 2011 took place and the crisis trapped some of them.

“Some of them were from Niger, Cameroon, Chad, Mali and Senegal. Fulanis are in 14 African countries and they traverse this country with the cattle. “So many of these people were killed, cattle lost and they organised themselves and came back to revenge.

“So a lot of what was happening in Southern Kaduna was actually from outside Nigeria. We got a hint that the late Governor Patrick Yakowa got this information and he sent someone to go round some of these Fulani communities, but of course after he died, the whole thing stopped. That is what we inherited. But the Agwai committee established that.

“We took certain steps. We got a group of people that were going round trying to trace some of these people in Cameroon, Niger republic and so on to tell them that there is a new governor who is Fulani like them and has no problem paying compensations for lives lost and he is begging them to stop killing.

“In most of the communities, once that appeal was made to them, they said they have forgiven. There are one or two that asked for monetary compensation. They said they have forgiven the death of human beings, but want compensation for cattle. We said no problem, and we paid some. As recently as two weeks ago, the team went to Niger republic to attend one Fulani gathering that they hold every year with a message from me.”

Reps Uncover N640m Paid To 2 Unlicensed Brokers, Summon Customs CG

Barely a week after Finance Minister Kemi Adeosun accused the Nigerian Customs Services (NCS) of fraud in under-remitting of revenue, the House of Representatives Committee at the weekend summoned the Comptroller-General.

It was over the payment of N250million commission paid to an unlicensed broker.

The House ad-hoc committee investigating return on premium paid to government officials by insurance companies at the weekend uncovered the N640 million paid as commissions to the two unlicensed brokers by insurance companies which provided service for some Ministries Department and Agencies (MDAs). The unlicensed brokers are Chrome Insurance and Standard Insurance Consultant.

Speaking at the resumed hearing of the committee at the weekend, the Chairman, Hon Adekunle Akinlade,said documents presented to the committee revealed that Guinea Insurance, which provided cover for NCS paid N250 million as commission to Chrome between 2013 and 2015, while Staco Insurance, which provided cover to the Nigeria Ports Authority (NPA) paid N390million to Standard Insurance consultant as commission for 2014 and 2015.

When confronted, the Managing Director of Guinea Insurance, Isioma Okokuku, admitted that her company erred by doing business with Chrome Insurance, in contravention of the Insurance Act which bars insurance companies from engaging brokers that are not licensed by the National Insurance Commission (NAICOM). She said her0 company was moved by desperation to keep the Customs’ account.

On his part, the Managing Director of Staco Insurance, Sakiru Oyefeso, who claimed to be a seasoned professional, said it was the duty of the regulatory agency to bring to the knowledge of his company the fact that Standard Insurance was not licensed at the time the transaction took place.

After being grilled by the committee, Oyefeso admitted that his company may have committed an infraction and pleaded for leniency.

In a survey conducted by Variety, the salaries of the highest-paid actors on TV have been unveiled, with the wealthy stars of HBO’s fantasy epic very high up in the drama category.

Peter Dinklage (Tyrion Lannister), Lena Headey (Cersei Lannister), Kit Harington (Jon Snow), Emilia Clarke (Daenerys Targaryen) and Nikolaj Coster-Waldau (Jaime Lannister) make a somewhat sickening grand total of $500,000 per episode.

Tyrion, Cersei, Jon, Daenerys and Jaime are seen as the biggest stars of the show by HBO, which explains why they make the most cash-but does it mean they’re going to make it to the end?

Just last month, Sansa Stark actress Sophie Turner revealed a Game of Thrones shocker when she said more people will die in season seven.

“We’ve got one more season… well, not all of us,” Sophie explained. Alexander Siddig, the actor who played Doran Martell, has also said that he was pissed about his character randomly getting killed.

Though it seems he’s not receiving the $500,000 pay cheque per episode, as Siddig added: “You don’t earn as much as you would if you were doing another show, because they’re Game of Thrones, and they don’t have to pay anyone. So it’s kind of a blessing in disguise.”

Game of Thrones will return to HBO in summer 2017, later than its usual April launch.

My Husband Deceived My Parents, Paid Only N600 As My Bride Price

A trader, Margaret Agwu, on Wednesday told an Igando Customary Court, Lagos, that her husband, Onu, deceived her and her parents and paid just N600 as her bride price when she was still 12 years old.

She also said that sometimes he strips her naked and beats her to pulp.

Margret, who made this known when she testified in a divorce proceedings against Onu, told the court that her husband had turned her into a punching bag.“He once punched me in my stomach and I lost my first pregnancy after a fight.

I have lived every minute of my life in fear but I cannot go back to my parents because of the bride price,” she said. Margaret, 45, had urged the court to annul her 33-year-old marriage citing husband’s duplicity.

“When I was 12 years old, my husband came to my village to ask for my hand in marriage with a promise to my parents that he would send me to school.

“He also lied to my parents that he is a businessman that he owned a provision store and that he lived in a flat. “My parents told him that they cannot release me for marriage because I was too young and besides I was still schooling.

“Onu told my parents that he will send me to school after the marriage, my parent agreed and he paid the bride price,” she said.

Margaret regretted that on getting to the city, she discovered that her husband was not what he made her and her parents believe he was.

Malawi Orders Arrest Of Man Paid To Have Sex With Children

Malawian President Peter Mutharika ordered the arrest Tuesday of a man paid to have sex with more than 100 adolescent girls as part of a traditional ritual marking their passage to womanhood.

The order was issued after the man from the southern district of Nsanje gave a media interview confessing to have slept with the girls for a fee of between four and seven dollars paid by each of their families.

“I order police to immediately arrest Mr Eric Aniva, investigate him and take him to court forthwith for defilement cases,” Mutharika said in a statement.

This little-known local practice is performed in southern Malawi by men known as “hyenas” at the behest of a girl’s parents after her first menstruation.

The ritual is believed to train girls to become good wives and to protect them from disease, or misfortune could fall on their families or their village.

But it is blamed for spreading AIDS.

In a BBC interview broadcast last week, Aniva confessed to being infected with HIV and sleeping with virgin girls without using protection.

Aniva said that the girls were as young as 12.

“All these girls find pleasure in having me as their ‘hyena’,’ he said. “They actually are proud.”

Mutharika said Aniva should “be investigated for exposing the young girls to contracting HIV and further be charged accordingly.”

He also ordered an inquiry into the role of parents, saying “harmful cultural and traditional practices cannot be accepted.”

The sexual cleansing ritual by a “hyena” is also performed on bereaved widows in Nsanje district to exorcise villages of evil spirits or to prevent another death occurring.

Aniva said a “hyena” was selected by the community based on good morals and that custom did not allow him to use condoms.

Malawi, which has one of the highest HIV infections in the world, criminalises sex with a person under the age of 16.

How Jonathan Paid N400m Into Metuh’s Corporate Account- Witness

A defence witness in the ongoing trial of the National Publicity Secretary, People’s Democratic Party ( PDP ), Chief Olisa Metuh, yesterday narrated how former President Goodluck Jonathan paid N400 million into Metuh’s account.

The witness, a columnist with The New Telegraph Newspaper, Mr. Ike Abonyi, told a Federal High Court in Abuja that the former president had asked for Metuh’s account details to enable him to transfer money for the image laundering of the party and himself.

The counsel to the first defendant, Tochukwu Onwubufo (SAN), had asked the court for a short adjournment to enable him to study the brief. He said the constitution still allows for adjournments, though not more than 30 days at a time.

But Justice Okon Abang said the application for adjournment orally made by the counsel to the second defendant would not stop the day’s proceeding, which was for the first defendant to open his defence.

Abang said: “Having considered the oral application by counsel to the second defendant as well as the argument by the prosecution counsel, I need to say that I have decided that the only issue was the relevance of Section 3493 of the Administration of Criminal Justice Act, which came as a new issue on his application for adjournment.

“The law is such that once the court has decided on an issue, no party can drag the court back on the same issue. Having ruled that the second defendant was not entitled to adjournment, I cannot reverse the decision and he cannot raise the issue again before this court.

“Section 3493 should be read subject to Section 3492 and as such, the section cannot be of assistance to the second defendant.

“However, in the overall interest of justice, the court will take the interest of the second defendant into consideration at the end of the proceedings.

“The court will take the defence of the first defendant and later adjourn at the instance of the second defendant”, the judge said.

At that instance, the first defendant witness was called to the witness box. Abonyi told the court that he was invited by Metuh to work with him as a public relations consultant when it was obvious that the PDP needed to enhance its image and that of its leadership.

According to him, a consulting firm, CMC Connect was also engaged by Metuh for its skills having worked for the party in the past.

Saraki Was Paid Governor’s Salary By Kwara After Leaving Office- Witness

The Code of Conduct Tribunal (CCT) sitting in Abuja was informed wednesday of how Senate President Bukola Saraki continued to get paid his salary by the Kwara State Government after he had stepped down as the governor of the state on May 29, 2011.

Details were also laid bare on the numerous lodgments and transfers made by Saraki and his aide during his tenure as governor of the state, with some occurring several times in one day.

However, power failure at the CCT Wednesday forced Justice Danladi Umar, chairman of the tribunal, to adjourn Saraki’s trial to April 18, 2016.

The power outage happened when Mr. Rotimi Jacobs (SAN), counsel to the federal government, was leading a prosecution witness, Mr. Michael Wetkas, in evidence.

Prior to the outage, Mr. Kanu Agabi (SAN), the lead counsel to Saraki, had pleaded with Umar for an adjournment, but the chairman of the tribunal refused, saying he was ready to continue with the case until 6 pm.
However, the blackout did the work for Agabi, as the outage compelled the chairman of the tribunal to adjourn the trial.

Before the lights went out, Wetkas, a detective of the Economic and Financial Crimes Commission (EFCC), while continuing with his evidence which started on Tuesday against the Senate president, claimed he (Saraki) received monthly salaries from the Kwara State Government even after he had stepped down as governor and had become a senator.
Wetkas claimed that Saraki received monthly salaries from June 2011, when he left office as governor of the state, to August 2015 when he served as a senator.

“In the course of our investigation, we wrote to Access Bank for them to give us details of the salary account of the defendant. The salary that was coming into the account was N254,212 as of August 1, 2007,” the EFCC’s detective stated.

“As of June 3, 2011, the salary was N291,124. On July 4, there was another payment with the narration Kwara State Government (KSG), June 2011 salary. The amount was N572,286. On August 29, 2011, there was another payment in the sum of N744,002 from the Kwara State Government,” he testified.

He added that on September 29, 2011 there was another payment of N743,942 with the narration salary payment from the Kwara State Government and with another payment of N1,165,468 as salary payment on October 27, 2011.

The EFCC witness continued: “In November 2011, there was a payment of the same amount. The narration was December pension; on February 1, 2012, there was a payment of the same amount with the narration for pension.

“The salary payments stopped in this account on August 31, 2015. The defendant left office on May 29, 2011, he became senator in the same year.”

How Metuh’s Company Was Paid For “Security Services”- Witness

A witness has told the Federal High Court in Abuja that the money paid by a former National Security Adviser, Sambo Dasuki, to a company owned by the spokesperson of the Peoples Democratic Party, PDP, Olisa Metuh, was for “security services”.

Mr. Metuh is accused of receiving N400 million from Mr. Dasuki, while he NSA.

Investigators say the money was part of $2.1 billion voted for the purchase of arms to fight Boko Haram, but diverted and shared to politicians and government loyalists.

The claim about “security services” payment to Mr. Metuh’s Dextra Investment Limited, was made by Bali Ndam, a legal adviser in the office of the NSA, responsible for drafting memos, vetting contracts, among others.

Mr. Ndam appeared as the third prosecution witness. The details of the security services were not clear.

Mr. Ndam said the NSA’s office, had in January, transmitted a letter to the Economic and Financial Crimes Commission, EFCC, giving names of companies it awarded contracts to.

He said the letter included 78 companies and individuals, amongst them, Dextra Investment Limited.

We Paid Ransom, Says Falae’s Family Source

A family member of the elder statesman said contrary to the claim by the police authorities, ransom was paid before Chief Falae was eventually released

The family source also berated the Inspector-General of Police, Mr Solomon Arase of claiming the glory for Falae’s release saying the police boss just came to Ondo for jamboree “because Police did not have any input in Baba’s release.”

“I wonder why people don’t investigate well before talking. It will be very unfair to give any kudos to the police over Chief Falae’s release having being held hostage for four days.

“If we relied on Police to rescue Baba and ignored his abductors on the ransom they demanded by now we would have been telling another story. But we thank God our Baba came back alive.”

The source did not disclose the actual amount paid but said the family had to appeal to the hoodlums to spare Falae’s life saying the kidnappers threatened seriously.

“So, in this kind of development, we should wait and be listening to the police? My brother, forget. As far as I know, the police didn’t play any role in his release. The family played ball with the abductors, and they took him back to his farm where he was kidnapped and dropped him there. “Baba even said it when he got home that after the abductors had concluded their arrangements with his family, they took him back to his farm at Ilado and dropped him there.

“Baba said when his abductors dropped him, he trekked several kilometers from his farm to a hotel in owo where he met some policemen and introduced himself as Chief Olu Falae. That was how the Police got to know of his release and hijacked the whole process as if they are the one who rescued him. Only an unreasonable person will still give kudos to the police for the Chief’s release. We know who and who we should thank, not the police,” the furious family source said.

FG Paid N222.1bn On Fuel Subsidy Within 7 Months Without Approval- Perm Sec

The Federal Government, on Tuesday, admitted spending N222.1 billion on fuel subsidy between January and July without the approval from the National Assembly and without its provisions in the 2015 Appropriation.

Permanent Secretary, Federal Ministry of Finance, Mrs Anastasia Daniel-Nwaobia, represented by the Director General, Budget Office of the Federation, Mr Aliyu Gusau, made the revelation in Abuja, on Tuesday, in her presentation at the ongoing public hearing organized by the House of Representatives ad hoc committee on the non-implementation of the 2015 capital budget.

She, however, explained the Federal Government, in one of its fiscal items, made the extra-budgetary spending under “Emergency Intervention (fuel subsidy crisis),” to end the eight-month long fuel scarcity which started in December 2014 and ended in July 2015.

This came just as the committee queried the finance ministry over N600 billion it borrowed from Central Bank of Nigeria (CBN)to finance the payment of salaries and wages, contrary to the provisions of the Fiscal Responsibility Act, which “provides that money borrowed should be used to fund only capital projects.”

Forbes has released their annual list of the highest paid celebrities – and Beyonce has been dethroned!

Replacing her as the top earning celebrity for this fiscal year is Floyd Mayweather.

The boxer, nicknamed ‘Money’, earned $300 million (£190m) over the last year. It shatters the record for athlete earnings, which was previously held by Tiger Woods who banked $115 million in 2008.

Mayweather’s May 2 fight against Manny Pacquiao crushed multiple boxing financial records. Not surprisingly, Pacquiao is in second place having earned $160m.

Katy Perry comes in at number three with a whopping $135m. The pop star is the highest-earning non-boxer on this year’s Celebrity 100 list, thanks mostly to her Prismatic World Tour.

Hot on her heels are One Direction with a combined $130m. US shock jock DJ Howard Stern earned $95m, just ahead of country music star Garth Brooks on $90m.
