No New Chibok Girls Released– FG

The Nigerian government has denied reports claiming the release of another set of 21 Chibok school girls abducted by Boko Haram.

Reports had claimed that the girls, who were kidnapped in April 2014, had been transported to Yola, Adamawa State, after their release on Thursday.

Presidential spokesperson Garba Shehu denied that more girls had been released.

“No new girls have been released,” Mr. Shehu tweeted. “To my friends spreading the news of a further release of Chibok Girls, we are not there yet. But, by God’s grace, they will be. Happy Christmas, everyone.”

Mr. Shehu said the 21 girls reported Thursday were those released in October. He said they were being escorted by security to Yola on their way home to celebrate the Christmas with their families.

“Today, the DSS took the 21 Girls already secured to Yola, Adamawa State on their way home to celebrate the Christmas with their families.

“The negotiations are ongoing and the Department of State Service, DSS is full of optimism that they will be successful,” he wrote.

Nigeria To Allocate New Oil Licenses To Fund 2017 Budget

The Federal Government will issue new oil licences as part of efforts to explore new streams of revenues to fund the 2017 budget, an official has said.

The Minister of Budget and National Planning, Udoma Udoma, stated this when he appeared before the Senate Joint Committee on Appropriation and Finance to defend the revised Medium Term Expenditure Framework (MTEF) and the Fiscal Strategy Paper (FSP).

He said the Federal Government would also review the current joint venture arrangements with oil companies, marginal oil fields as well as mount pressure on revenue generating agencies to surpass expected targets.

Mr. Udoma said a total of N10 trillion was being targeted by the Federal Government as revenue for the 2017 fiscal year.

According to him, out of this amount, about N5 trillion is expected to be generated from the sale of crude oil.

“Non-oil revenues will rake in about N5.06 trillion.

“These revenues are expected to come from corporate and company taxes, Nigeria Liquefied Natural Gas, Stamp Duties, capital gains tax and value added tax.

“Others are Customs, excise, fees, surcharges on luxury items, special levies and Federal Government independent revenue,” he said.

New National Airline To Begin Operation Soon

The Federal Government will appoint a transaction adviser next week as part of efforts to establish a new national carrier, an official has said.

The Minister of State for Aviation, Hadi Sirika, said the new national carrier will ensure competition, cut in ticket costs and give Nigerians options to choose from.

Mr. Sirika, who briefed journalists after the Federal Executive Council meeting, said “….between now and Wednesday we will appoint transaction adviser for national carrier, once that is in place Nigerians will have options, they will be competition, good aircraft and this will bring the price down”.

The new national carrier, the minister explained, will be jointly run by the government and the private sector as an incentive for airlines flying the route.

Mr. Sirika also said the Federal Executive Council, FEC, approved about N3 billion for the completion of the rehabilitation work on terminal building phase II and international wing of the Port Harcourt International Airport.

He said that N1.6 billion would be expended on rehabilitation of the international wing of the airport while completion of work on the terminal building phase II of the airport would cost N1.4 billion.

According to him, the council approved the project as it is captured in the 2016 and 2017 budget.

“So, very soon we will complete that very important airport, especially the arrival, Port Harcourt airport has been tagged the worst airport in the world.

 “But, by the grace of God and the wisdom of the council, it has been approved and will be completed.

“The upgrade and the rehabilitation of the terminal building, international wing of the Port Harcourt from N777, 726,669. 30 to N1,684,520,310.58.

“Second one, is the refurbishment of Port Harcourt airport terminal building phase II domestic wing from N746,830,782.12 to N1,411,662,855.67.’’

He stated that government had intensified efforts towards addressing the challenges of security and safety across the nation’s airports.

Mr. Sirika said his ministry would organise a stakeholders forum where issues concerning the aviation industry would be deliberated upon with a view to finding solutions facing the sector.

“By the end of November we are going to have stakeholders meeting and some of these things will be shown there.”

He stated that the parking space at the Port Harcourt and Abuja airports were being expanded to accommodate more vehicles.

“By the time it is completed, we would have a proper parking space which you will go and park for a fee.

“Once the airport is concessioned, all these will take shape and form that you will love to see.

“Just be patient, in the next 24 to 36 months most of these things will be in place,” he added.

Fayose Meets Cattle Owners On New Grazing Law

Members of the umbrella body of cattle owners, Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), will now be part of the patrol teams to enforce the new law to regulate grazing in Ekiti State.
Governor Ayodele Fayose gave the directive on Tuesday at a meeting with the leadership of MACBAN where both parties ironed out ‘grey’ areas in the enforcement of the Prohibition of Cattle and Other Ruminants Grazing Act 2016.
MACBAN leaders had requested to be part of the patrol of Ekiti Grazing Enforcement Marshals (EGEM) to enforce the law a request which was granted by Fayose who declared that he is not against the interest of Fulani people or any other ethnic group in the country.

The meeting, which took place at the Government House, had Ekiti State executive of MACBAN and representatives from across the local governments in the stat?e in attendance.

?Fayose said: “I have nothing against you or any other ethnic group. Nobody should bring politics into this matter. If a Yoruba person destroys your property I will defend you too.

“Leaders are not supposed to discriminate and as a leader, I don’t discriminate. The law of the land is not against anybody who obeys it but those who flout it. It is people destroying other people’s farms that are causing this problem.

“We have given lands to people to farm and they have paid, some for many years to use the lands and when somebody now comes and destroys their means of livelihood and make them suffer losses, we won’t allow that.?

“It ?is the bad people that make others suffer. If anybody says Fayose is after Hausa or Fulani people, that person has no sense. During my first term, I appointed a man from Malumfashi as a Special Adviser. This term too, I appointed Musa Kanga into the Pilgrims Welfare Board.

“In Oke Ako-Ekiti last May, two persons were killed, people’s wives raped by those hiding under the guise of rearing cattle. I have 83 cows too and I have told the person taking care of them that if he goes against the law and any of them is seized, he will be responsible for that.”

Governor Fayose also emphasized against rearing cows along major roads and city centres, saying that had caused fatal vehicular accidents in the past.

He explained: “If you have not been to London or America, I guess some of you have been to Mecca, did you see cattle breeders leading their cattle across city centres and major roads, with the cows defecating everywhere? This is not done and it is not that the people in those places don’t have cows they breed too.”

On the demand by the MACBAN leaders that they be part of the patrol teams to enforce the law, the governor acceded and commended their effort to support his administration in getting rid of bad eggs among the cattle breeders.

The Ekiti State MACBAN chairman, Alhaji Muhammad Nasamu, commended the governor for his frankness and openness.

Nasamu noted that the meeting had disabused the minds of his members about wrong information being circulated by some people about the governor and the state government.

He said: “Seeing you face to face and hearing from you has quelled all the strange stories we are hearing. Leaders from across the federation have been calling me saying where are you? and that they have been hearing funny stories from the state, but now we know the truth. Ekiti is my home and anybody who spoils the name of Ekiti is spoiling my name.

“Today that we have met, we are suggesting that farmers and Fulani rearers be part of the marshals who will patrol across the state. When that is done, there will no longer be any trouble. Those in the office don’t know what is happening in the bush and we will try and bridge the communication gap.”

Doctors Get New Condition Of Service

The Plateau Government has approved a new condition of service for medical doctors in the state in order to attract more indigenous doctors.

The state Commissioner for Health, Dr Kunden Kamshak, made the disclosure in an interview with the News Agency of Nigeria (NAN) on Tuesday in Jos.

Kamshak said the new condition of service would finally put an end to the paucity of medical doctors being experienced in the state due to poor remuneration.
The commissioner said that a great number of doctors left Plateau for other states as a result to poor remuneration.

“When this administration assumed office we discovered that in the health sector we had paucity of doctors in the various health establishments.

“We also discovered that most of our indigenous doctors worked in other states. We discovered that most doctors left the state due to poor remuneration and condition of service.

“As a means of addressing this issue, the governor gave the approval and we came up with an improved condition of service for our doctors, which was implemented in September this year.

“With this we are hoping to attract more doctors who left the state due to the initial poor condition of service,” he added.

Kamshak said that the government would be reviewing the condition of service for the doctors along with other cadres of healthcare workers.

Muslim Cleric Warns Against New Gender Equality Bill

A prominent Muslim cleric in Nigeria has warned Muslim lawmakers that they will be condemned as “unbelievers” if they back a new gender equality bill.

The bill proposes that men and women inherit an equal share, violating the Koran, Sheikh Isyaka Rabiu said.

Gender activists have been pushing for the bill to end discrimination against women in a country with roughly the same number of Christians and Muslims.

Lawmakers say that public hearings will be held before the bill is passed.

Reverend Musa Asake, the secretary of the West African state’s main Christian group, the Christian Association of Nigeria (CAN), told the BBC’s Hausa service that he did not find anything wrong with the bill because in “Christianity inheritance is shared equally between male and female”.

The senate has already rejected an earlier version of the bill, saying in March that it was incompatible with Nigerian culture and religious beliefs.

The BBC’s Muhammad Kabir Muhammad in the capital, Abuja, says the new bill has been sponsored by a female senator, and is a watered-down version of the rejected Gender and Equal Opportunity Bill.

Nevertheless, it is still facing strong resistance from Muslim groups, including the influential Tijjaniya Brotherhood of which Sheikh Rabiu is a leader, our correspondent says.

CBN Licenses 11 New Int’l Money Transfer Operators

The Central Bank of Nigeria (CBN) yesterday licensed 11 new International Money Transfer Operators (IMTOs). The new entrants are joining Western Union, MoneyGram and Ria, which had been cleared by the CBN.

The new operators are Trans-Fast Remittance LLC; WorldRemit Limited, UAE Exchange Centre LLC; Wari Limited, Homesend S.C.R.L, Small World Financial Services Group Limited and Weblink International Limited. Others are Cash Pot Limited, DT&T Corporation Limited, Fiem Group LLC DBA Ping Express and CP Express Limited.

In a statement announcing the new operators, the CBN Acting Director, Corporate Communications, Isaac Okorafor, said the policy shift was in furtherance of efforts to liberalise the Foreign Exchange Market, ensure liquidity and make foreign exchange more readily available to low end users.

He explained that the new operators were licensed in line with the existing guidelines on International Money Transfer Services in Nigeria (2014):

NAF Destroys New Boko Haram Camp, Repel Attack On Troops

The Nigerian Air Force (NAF) on Tuesday destroyed a new camp being operated by the Boko Haram sect between Malam Fatori and Kangarwa in northern Borno State.

The attack which was conducted overnight followed an intelligence report that survivors of a similar NAF Mi-17 helicopter attack on August 20 had converged at the new location.

According to the Director, NAF Public Relations and Information, Group Captain Ayodele Famuyiwa, the post-strike Battle Damage Assessment (BDA) mission also revealed that surviving Boko Haram insurgents converged at the new location.

This was followed up by series of follow-up Intelligence, Surveillance and Reconnaissance (ISR) missions that led to the latest strike.

Famuyiwa said: “The air assault is expected to further degrade the capability of the insurgents while fostering the creation of the necessary enablement for own ground troops to operate.”

Buhari Appoints New Chief Of Defence Intelligence

President Mohammadu Buhari has appointed Air Vice Marshal (AVM) Mohammad Usman as the new Chief of Defence Intelligence (CDI), he takes over from acting Chief of Defence Intelligence, Major General Sardauna Davies.

AVM Usman who took over the mantle of leadership at the Headquarters of the Defence Intelligence Agency (DIA) during a ceremony yesterday in Abuja, said intelligence gathering is the only way to handle insecurity in the country.

He noted that all forms of security challenges need some form of intelligence for security forces to overcome, whilst challenging the intelligence community to think outside the box in other to deliver its mandate.

He pointed out that in the race to add value to society, there is no finishing line.

Buhari Appoints New Police IG

Ibrahim Idris may have been named the Acting new Inspector General of Police, IGP. He replaced Solomon Arase whose tenure officially elapsed on Monday 20th June,2016.

Both had just left President Mohammadu Buhari’s office at the Villa, where a brief meeting held. Official statement is being awaited as to replacement.

Until his appointment by President Muhammadu Buhari, Idris served as Assistant Inspector-General of Police in charge of federal operations, Force Headquarters, Abuja. He understandably hails from Niger State.

Institute Raises Alarm Over New Maize Disease

With Nigerians still grappling with high price of food stuffs, the Institute of Agricultural Research and Training, IAR&T, Moor Plantation, Ibadan, has raised an alarm of looming acute scarcity of maize in the South-West sub-region of the country due to the discovery of a new maize disease ravaging maize on the field in the area.

The institute which is the zonal coordinating research institute for maize in the South-West in a statement issued in Ibadan yesterday by its Head of Public Relations Unit, Mr. Adeniyi Amusat, said uncommon pest/disease is presently ravaging maize farm in the South West agro-ecological zone of Nigeria which may likely lead to shortage of maize in the region.

While calling on all stakeholders to aggressively address the looming danger, he maintained that if not checked there may be scarcity and shortage of maize as experienced with tomato recently.

The statement noted that the new discovery portends serious danger for production and consumption of maize in the country as it forms larger percentage of live stock feeds formulation especially in poultry.

He however, assured that IAR&T which is the institute saddled with maize production mandate in the region is already setting machinery in motion to control the menace.

New Niger Delta Militant Group Emerges, Issues 7-day Ultimatum

The Federal Government now has a new group of militants to contend with, following the emergence of the Red Egbesu Water Lions, which has vowed to team up with the Niger Delta Avengers in ensuring zero production of oil and gas in the region.

But it wasn’t clear as at Wednesday whether it was a resurrection of the Egbesu Mightier Fraternity Of Izon (Ijaw) Land and The Water Lion, a group which became prominent five years ago when its members threatened to eject people of northern origin from the region when the Boko Haram sect started attacking Christians in the North-East.

In a statement by its Creek Network Coordinator, “General” Torunanawei Latei, on Wednesday, the new militant group vowed to work with the Niger Delta Avengers and Indigenous Peoples of Biafra, IPOB, to ensure that all their demands were met in the next seven days.

Among others, the group demanded the immediate release of Nnamdi Kanu, the IPOB leader and the discharge of former National Security Adviser, NSA, Sambo Dasuki from prison custody.

It also urged President Muhammadu Buhari to immediately direct the Economic and Financial Crimes Commission to defreeze the bank accounts of ex-militant leader, Government Ekpemupolo, alias Tompolo.

The Red Egbesu Water Lions, said to be an Ijaw group, threatened to shut down all oil exploration activities in the Niger Delta at the expiration of the ultimatum if the president ignores the group’s demands.

As part of its requests which must be met in the next one week, the group called for the “unconditional and immediate payment to victims of the Bonga Oil Spill and Chevron gas explosion in Koluama, Bayelsa state”.

While decrying the alleged lawlessness of the Buhari-led federal government, the Ijaw group argued that the government was becoming notorious for deliberate disobedience to court orders.

NYSC Gets New Director General

The new Director-General of the National Youth Service Corps, NYSC, Sule Kazaure, on Monday formally assumed duty as the 17th head of the corps, promising to prioritize welfare of corps members and staff.

Speaking at the hand-over ceremony in Abuja, Mr. Kazaure, a brigadier-general, said he would ensure that the welfare of corps members and staff of the corps is improved upon for better service delivery.

He however acknowledged that the NYSC was facing a number of challenges, which could only be overcome through “unity of purpose”.

“I know that the tasks ahead are enormous and the road is rough, but with unity of purpose we will make progress,” he said.

Earlier, the immediate-past DG of NYSC, Johnson Olawumi, said the agitation for the upward review of the monthly allowance of corps members would soon be fruitful.

He explained that the leadership of the scheme had written a series of letters to the federal government on the matter, saying “there seems to be a ray of light at the end of tunnel.”

Mr. Olawumi urged staff to extend the cooperation he enjoyed during his stay to his successor in order to achieve desired result.

Mr. Olawumi, also a brigadier-general, took charge of the NYSC on January 6, 2014.

New Chibok Girls Video ‘Concocted’ Propaganda Tool- Military

The Nigerian military has branded the latest video by Boko Haram terrorists allegedly showing healthy-looking Chibok girls as propaganda by the terrorists to divert attention from the ongoing rescue operations.

The Director of Defence Information (DDI), Brig-Gen. Rabe Abubakar (rtd), while responding to injuries on Thursday, said that the military cannot authenticate the new video.

Abubakar said that it is the terrorists antics, which he vowed, will not derail the ongoing military operations and efforts to clear all parts of the North East of Boko Haram remnants.

He said: “In as much as we saw the menus, we cannot authentic the video. Listen, all these things are campaign. In as much as we saw the so called video, it has nothing to do with our own activities, even though we are sympathetic to the plight of our sisters and brothers with the ungodly group.

“In as much as we have seen the video, it has not nothing to do with our operations. In this era of social media, anytime can happen. It can be concocted because in this era of social mega, anytime can happen, so people should not carried away.”

Buhari Orders Creation Of Technical Committees On New China-Nigeria On Joint Projects

President Muhammadu Buhari has directed that technical committees be immediately established to finalize discussions on new joint Nigeria-China rail, power, manufacturing, agricultural and solid mineral projects.

A statement by the Senior Special Assistant to the President on Media and Publicity, Garba Shehu on Tuesday quoted the President as giving the directive in Beijing after talks between his delegation and high-ranking Chinese government officials led by President Xi Jinping.

The technical committees are to conclude their assignments before the end of next month. The talks are part of the President’s weeklong trip to China

Buhari had at the talks welcomed China’s readiness to assist Nigeria in her bid to rapidly industrialize and join the world’s major economies.

President Jinping agreed that Nigeria’s chosen path of development through economic diversification was the best way to go. To assist Nigeria to achieve this, China promised to fully support the country through infrastructural development and capacity building.

China also expressed an interest in setting up major projects in Nigeria such as refineries, power plants, mining companies, textile manufacturing and food processing industries as soon as the enabling environment is provided by the Federal Government.

“In response to Buhari’s desire to make Nigeria self-sufficient in food production, President Jinping offered 15 million U.S. dollars agricultural assistance to Nigeria for the establishment of 50 Agricultural Demonstration Farms across the country.

China and Nigeria also agreed to strengthen military and civil service exchanges as part of a larger capacity-building engagement.

In line with this, China offered to raise its scholarship awards to Nigerian students from about 100 to 700 annually. In addition, 1,000 other Nigerians are to be given vocational and technical training by China annually.

President Jinping applauded the war against corruption being waged by President Buhari. The Chinese leader assured President Buhari that Nigeria will always have a special place in the affairs of the Peoples Republic of China.

After the talks, Buhari and Jinping witnessed the signing of several agreements and memorandums of understanding by Nigeria and China.

The agreements include a “Framework Agreement Between the Federal Ministry of Trade and Investment of the Federal Republic of Nigeria and the National Development and Reform Commission of the Peoples Republic of China.”

Others were a “Memorandum of Understanding on Aviation Cooperation between the Ministry of Transportation (Aviation) of the Federal Republic of Nigeria and the Ministry of Commerce of the Peoples Republic of China” and a “Memorandum of Understanding Between the Federal Republic of Nigeria and the Government of the Peoples Republic of China on Scientific and Technological Cooperation”.

A “Mandate Letter Between the Industrial and Commercial Bank of China and the Central Bank of Nigeria on Renminbi (RMB) Transactions was also signed.

Ondo Gets New Commissioner Of Police

Ondo State’s new Commissioner of Police (CP) has assumed duty in the State command
The new CP, ?Hilda Harrison, on Monday, addressed reporters and senior police officers in the Command on her resumption.

Mrs Harrison said that she would focus on training and retraining of officers for  effectiveness in performance of their duties.

She expressed her readiness to key into the vision of the Inspector General of Police on zero tolerance on corruption.

Mrs Harrison promised to use all strategies available to ensure that Ondo State was crime free.

She added that the conflict between herdsmen and farmers in the state, would be addressed.

CP Harrison is the 37th Commissioner of Police, taking over from CP Mike ?Ogbodu, who retired recently.

Buhari Appoints New Senior Special Assistant

President Muhammadu Buhari has approved the appointment of Mrs. Adejoke Orelope-Adefulire as his Senior Special Assistant on Sustainable Development Goals (SDGs).

A statement by the Special Adviser to the President on Media and Publicity, Mr Femi Adesina, said Mrs. Orelope-Adefulire served as Deputy-Governor of Lagos State in the last administration and was an accomplished politician with many years of experience in public service.

She has also served as Commissioner for Women Affairs and Poverty Alleviation in Lagos State.

North-East To Produce New PDP Chairman Tomorrow

Leaders of the Peoples Democratic Party (PDP) are to reach a consensus Tuesday, on who replaces Alhaji Adamu Mu’azu, as the party’s national chairman. Sources said the meeting will hold in Gombe, where the new chairman will emerge.

Mu’azu, a former governor of Bauchi State resigned as PDP national chairman on May 20, 2015, after the party lost the presidential elections.
His deputy, Prince Uche Secondus took over in acting capacity pending a replacement from the North-East.
Misunderstanding in the party reached a record high last week, following the emergence of three national chairmen, as an aftermath of a legal tussle. They included Secondus; the party’s national secretary, Prof. Adewale Oladipo, who was directed by the PDP Governors Forum to take over and Barr Ahmed Gulak, a one-time special adviser to former President Goodluck Jonathan.
However, leaders of the PDP from the North-East have resolved to hold a meeting tomorrow, where a trusted and credible party stalwart would be accepted and sent to the national leadership of the party for approval.
It was gathered that various organs of the PDP, including the National Executive Committee (NEC), Board of Trustees (BoT) and the National Caucus ?are also warming up to meet this week in order to look into the issue of the party’s chairmanship, and possibly approve the appointment of whoever emerges from the North-East.

Nigeria, China Mull New Communication Satellite

Nigeria is negotiating with China on possible new satellites for Nigeria Communication Satellite limited (NIGCOMSAT) and support for its ground station improvement.

NIGCOMSAT is the Nigerian Satellite Communication Company and Operator of NigComSat-1R Satellite under the supervision of the Ministry of Communications.

In a bid to further develop the telecommunications industry in Nigeria as well as attract investors, Minister of Communications, Barrister Adebayo Shittu, led a delegation to China.

The visit coincided with the launch of Belintersat-1 Satellite by the China Great Wall Industry Corporation (CGWIC), which NIGCOMSAT will be providing In-orbit Testing Services (IoT), and Spectrum Management Services (SMS).

Buhari Appoints New NDLEA Boss

President Muhammadu Buhari has appointed Muhammad Abdallah as the new the new Chairman/Chief Executive Officer of the National Drugs Law Enforcement Agency, NDLEA.

The Secretary to Government of the Federation, Babachir Lawal, made the announcement on Monday through a statement signed by Bolaji Adebiyi, Director of Press, SGF Office.

According to the statement, the appointment which takes effect from January 11 will be for a first tenure of five years.

Mr. Abdallah, a retired Lieutenant Colonel in the Nigeria Army, has a Certificate of Education from Nigeria Defence Academy in 1977, a Bachelor’s Degree in American Politics and Government from Sam Houston State University, Huntville, Texas, USA in 1989, an M. A. Public Administration, LLB and LLM Degrees from Ahmadu Bello University, Zaria 2005 and 2011 respectively and Bachelor of Law from the Nigeria Law School in 2006.

The statement noted that Mr. Abdallah is a Professional Security Officer whose public service career spanned over 30 years during which he served in various capacities and strategic positions in the military.

Born on November 13, 1954, the new NDLEA boss is from Hong, Adamawa State.

New Birth Control As Man Invents Male Contraceptive

The days of awkward vasectomy conversations will soon be over, if all goes according to plan for German inventor Clemens Bimek.

Bimek claims his “sperm switch” implant will prevent sperm from mixing with semen prior to ejaculation, Mashable reports.

The “spermatic duct valve,” named the Bimek SLV, would serve as a temporary, less-invasive alternative to the vasectomy, which completely closes off the tubes that carry sperm. Although vasectomies can be reversed, only 30 percent of reversal procedures actually result in pregnancy, according to WebMD. Bimek’s device would allow men to control their ability to father a child with the “flip of a switch.”

According to the company, the Bimek SLV is attached to each spermatic duct during outpatient surgery with local anesthetic. Once implanted, it “disrupts the flow of sperm cells when closed” and can be worn for life.

So far, according to the New York Daily News, Bimek is the only man to have the gummy-bear-sized implant. His company plans to start clinical trials this year, with the goal of having the device on the market by 2018.

Lewis has the acting ability but hasn’t really done any straightforward action films since, well, unless you count The Sweeney. And we don’t. At all. At 44, Lewis is on the older side for the character. Keep in mind, however, that Craig was 38 when he signed on for Casino Royale so it’s not outside the realms of possibility here.

5. IDRIS ELBA

Idris Elba’s been linked with the role for quite a long time. At this stage, if he doesn’t get it, he never will. Just one year younger than Elba, committing to Bond is usually a five, possibly six year deal meaning that he’ll be almost 50 by the time he’d be potentially done with the role. It’s a big ask of anyone.

4. MAX IRONS

On the other end of the spectrum, you have the much younger actors. Max Irons is a strong candidate for the role. He’s got that English toff accent down to a tee, he’s athletic and he’s not hugely well-known. More often than not, Bond has always been a relative unknown. Daniel Craig’s best known film before Casino Royale was Layer Cake. Timothy Dalton had done a ton of BBC costume dramas whilst Sean Connery was in Darby O’Gill. Not only that, his dad, Jeremy Irons, would have made a brilliant mid-’80s villain against Timothy Dalton.

3. JOEL EDGERTON

If you listened to The Manual, you’ll know that we came up with this brilliant bit of casting a couple of months ago. Joel Edgerton would be fantastic in the role. He’s got that thin veil of charisma that belies something almost feral and violent – exactly what Bond was in the novels. He’s done plenty of action down through the years – Exodus, Warrior, Zero Dark Thirty – and he’s just recognisable enough to the average cinemagoer to work. In a way, he’s almost too good for the role. He’s better than Bond.

2. AIDAN TURNER

Following in the grand tradition laid down by Pierce Brosnan, Aidan Turner would make a fine Irish Bond. In fact, Turner looks somewhat similar to Sean Connery in the ’60s Bond and he’s more than capable of throwing himself into big action setpieces. Poldark, for example, has been a huge hit with audiences thanks to him being shirtless for 70% of it so that’s the whole sexuality thing sorted as well.

1. JAMES McAVOY

You thought we were going to say Michael Fassbender, right? Nope, James McAvoy’s a better shout. For one, James McAvoy is Scottish. He’s done huge action franchises (X-Men), he’s done smaller thrillers (The Last King Of Scotland) and he’s been seen on-screen in a tuxedo (Atonement). The only thing standing against him is that he’s well-known, something previous actors haven’t necessarily been. Granted, that’s no reason he wouldn’t make a perfect Bond – but would he go for it? Probably.

New Electricity Tariff Out This Week- NERC

Nigerians will this week know the new tariff for electricity, the Nigerian Electricity Regulatory Commission (NERC) said at the weekend.

The regulatory agency said at a workshop in Abuja that it had considered the submissions of the 11 electricity distribution companies (Discos) in Nigeria’s electricity market, and would after a final regulatory meeting in the week, announce the new rates.

The Chairman of NERC, Dr. Sam Amadi, said the regulator had held meetings with the Discos to finalise their respective tariff proposals. He said that the commission had also got feedbacks from both government and the Discos and would now conclude the process.

“We have gone to the Discos, gotten feedback; gone to government and gotten feedback. We have not finalised. In our view, we have basically done the crunching of numbers,” he said, adding: “It is not about tariff increase, it is also not about their financial outlay. We have done the technical work, remaining the regulatory work. By next week, we should sign off on the new tariff.”

Amadi’s disclosure follows that of Minister of Power, Works and Housing, Mr. Babatunde Fashola, who last week announced that NERC and the 11 Discos had been directed to meet and come up with what he described as a fair market tariff.

Scientists Confirm New Sexual Disease, Say Black Men More Likely To Test Positive

Scientists in the United Kingdom have confirmed the existence of a new sexually transmitted disease called mycoplasma genitalium.

The confirmation of the bacterial disease, which causes painful urination among other things, as an STD comes more than two decades after it was first discovered.

A team of fourteen researchers arrived at the conclusion after conducting a national survey of the sexual lifestyles and attitudes of British men and women.

The researchers said the study, which involved testing urine from 4,507 sexually experienced participants aged 16 to 44 years for MG, “strengthens evidence that MG is an STI”.

They added, “MG was identified in over one per cent of the population, including in men with high-risk behaviours in older age groups that are often not included in STI prevention measures.”

The study found that men of black ethnicity were more likely to test positive for MG and showed that the prevalence of the disease was 1.2 per cent in men and 1.3 per cent in women.

It also found that for both men and women, the disease was strongly associated with reporting risk behaviours such as increasing the number of total and new partners and unsafe sex in the past year.

Although it recorded no positive MG tests in men aged 16 to19, prevalence peaked at 2.1 per cent in men aged 25–34 years, while prevalence in was highest in 16 to 19-year-olds at 2.4 per cent and decrease with age.

It added, “Men with MG were more likely to report previously diagnosed gonorrhoea, syphilis or non-specific urethritis, and women previous trichomoniasis.”

Health.com in an article about the study quoted a clinical associate professor, Raquel Dardik, as saying the symptoms for women included irritation, painful urination and bleeding after sex, while those for men included painful urination and watery discharge from the penis.

Labour To Present New Minimum Wage Proposal To FG

The two labour centresin the country has unfolded plans to present a new minimum wage proposal to the Federal Government for promulgation into law, the President of the Nigeria Labour Congress (NLC), Ayuba Wabba, has disclosed.

Speaking at the sixth quadrennial national delegates conference of Non-Academic Staff Union of Educational and Associated Institutions (NASU) in Abuja, Wabba said both the NLC Trade Union Congress of Nigeria (TUC) are currently working on the modalities on wage structure that would be in tune with the prevailing economic realities in the country.

He declared that the declaration of inability to pay in the face of dwindling fortune of the country by some governors would not deter labour from demanding a new minimum wage.

He argued that beside the fact that the National Minimum Wage Act is due for review after five years it become law, the current purchasing power of the Naira is making the N18, 000 minimum wage unsustainable.
The struggle to ensure the continuation of the payment of the N18, 000 by government has received a major backing of the Edo State Governor, Adams Oshiomhole.

The Edo State Governor has vowed to lead protest by the Nigerian Labour Congress (NLC) against any governor that attempts to reduce national minimum wage of N18, 000.

His words: “I have told my fellow governors that when the going gets tough, everybody will answer his father’s name. I am not and I will not support any government, any governor, federal or state that misunderstood the problem to focus on the weakest link. “Be assured that you can count on me. If you want to organize protest, I will join. I will not only join to protest against refusal to pay minimum wage, but to press for the idea of minimum wage to be sustained.”

Ministers Without Portfolio Not New In Nigeria- Saraki

Even with the quantum of criticism that greeted his statement that Nigeria at the moment can’t afford to pay 36 ministers in far away India on Friday, last week, president Mohammad Buhari Tuesday in Abuja ruled out the possibility of assigning portfolios to all the confirmed 36 ministerial nominees by the senate.

Though he gave vent to the constitutionally mandatory 36 ministerial slots, he also reiterated that the economy was battered to accommodate the number.

This came as the senate president, Dr. Bukola Saraki said that the idea of having ministers without portfolio was not entirely novel in the Nigerian political system.

President Buhari spoke when he received the second and last batch of the screened nominees from the senate president at the presidential villa in Abuja.

Saraki had at a brief ceremony to mark the presentation stated that the senate had concluded the assignment.

In an interview session after the brief event, the Senate President said it was not new to have ministers without assigned duties.

He however urged Nigerians to focus on “major issues”.

According to him, the appointment of the ministers would give room for serious government works to better the lots of the citizenry.

Customs Gets New Deputy Comptrollers General

The Nigeria customs Service has appointed six new Deputy Comptrollers of Customs (DCGs) and eight Assistant Comptrollers-General to replace some of the officers who retired last week, spokesman of the service, Wale Adeniyi has said.

The customs had announced last Friday that 34 of its officers had been retired including five DCGs in its restructuring and re-organization effort by the new Comptroller General Col. Hameed Ali (Rtd).

Earlier on Monday, the customs boss dismissed reports that he was planning to sack another 400 officers.

Senate Begins Confirmation Of New INEC Appointments

The Senate has begun the confirmation of the INEC leadership, Prof. Mahmood Yakubu (INEC Chairman) Amina Zakari (Jigawa) Dr. Antonla Okoosi[Kogi], Baba Arfo[Borno], Dr. Mohammed Mustafa[Edo], Soyebi Solomon[Ogun].

First was Mr Solomon who advocated for electronic voting as a means of eliminating errors and overcoming logistics bottlenecks.

He believes the use of card readers must be reviewed for better future use, adding that INEC should train and re-train staff on the use of new technologies introduced by the commission.

He also noted that politicians must adhere strictly to stipulated rules.

On the other hand Dr. Mustafa insists that the role of technology is irreversible in the conduct of elections.

While Amina Zakari says INEC needs to be more transparent in its dealings with members of the public.

Mr. Arfo believes the role of INEC is key in the conduct of primary elections.

The INEC chairman, Prof. Mahmood Yakubu says there is need to consolidate on the successes of the 2015 elections. “There are challenges with the use of the card readers but it is the way to go. Jega has done a marvelous job and I will consolidate on his achievements. My long term goal is to conduct elections where Nigerians will vote seamlessly”.

President of the Senate, Dr. Bukola Saraki read President Buhari’s letter withdrawing Ibeto’s nomination on the floor of the Senate on Wednesday.

The President did not state reasons why he withdrew the nomination of the former Deputy Governor of Niger state.

FG Unveils New NYSC Certificates

Federal Government, Tuesday, unveiled newly improved National Youth Service Corps (NYSC) certificates to be issued to corps members at the conclusion of the mandatory one year service to their fatherland. Speaking at the unveiling ceremony in Abuja, the Director General of the NYSC, Brig-Gen. Johnson Olawumi said the scheme took the step to wage war against forgery and impersonation.

The DG, represented by the Acting Director of Certification, Alhaji Aliu Daura, explained that the new certificate would be embossed with the carrier’s photograph in line with the global best practices. According to Olawumi, the issuance of the new NYSC certificate would take effect from Batch ‘C’ 2014, who will be passing out on 15 October.

ISIS Executes 10 In New Gruesome Video

In a sickening video, ten Kurdish soldiers are lined up and forced to kneel moments before being brutally decapitated by the Islamic State.

Sickening video of the executions was released by the jihadists shortly after suffering heavy losses at the hands of the Peshmerga in Iraq.

The footage, shot near the terror group’s stronghold of Mosul, shows the prisoners kneeling on the floor while executioners cloaked in black stand behind them with hunting knives.

The captives, dressed in orange jumpsuits, can be heard reciting passages from the Koran while one says his final prayers of Shahada – an Islamic testimony of faith.

After the men are beheaded and their placed on their bodies, an ISIS fighter warned of the ‘inevitable fate’ of other peshmerga prisoners still being held captive, it was reported by Kurdish news outlet Kurdaw.

NNPC Signs New Oil Swap With Foreign Companies

Nigerian National Petroleum Corporation, NNPC, has set up four new crude swap contracts to replace those cancelled last month that were vital for bringing in about half of domestic fuel demands, industry sources disclosed.

NNPC cancelled the 2015 deals with Nigerian companies Sahara Group, Aiteo Group and NNPC’s trading arm Duke Oil because they were alleged to have been “skewed in favour of the companies.”

Though there is a change to the new contract winners, it’s unclear whether these will be more transparent.

7 New Babies Born At IDPs Camp

No fewer than seven new births have been recorded at the Mubi transit camp of Nigerian returnees from the Republic of Cameroon. This is just as the National Emergency Management Agency (NEMA) has transported 5,762 returnees to the Internally Displaced Persons (IDPs) camps in Yola, Adamawa State.

Health workers assisted in the safe delivery of seven pregnant women of four girls and three boys who are all in stable condition.

The Director General of NEMA, Alhaji Muhammad Sani Sidi, had earlier visited Mubi to officially receive the returnees and assured them of the Federal Government’s support. The Deputy Governor of Borno State, Alhaji Zanna Umar Mustapha, accompanied him apparently because most of the returnees, who had been displaced by insurgents before fleeing to the Republic of Cameroon, were from the state.

Meanwhile, NEMA’s Director of Search and Rescue, Air Commodore Charles Otegbade, who is coordinating the evacuation, has stated that 4,641 of the returnees were transported at the weekend, from the camps in Yola to Borno State.

He said: “We have moved the returnees from the Mubi reception centre and all those at the Nigerian/Cameroun border post in Sahuda, after clearance by the Nigerian Immigration Service and other security agencies, to the IDPs camps in Yola.”

Inspector-General of Police, IGP, Solomon Arase has deployed new Commissioners of Police in Lagos, Rivers and Ogun states.

According to him, the move is to inject fresh ideas in the security architecture of the states, and some other Force Headquarters Formations.

A statement signed by the Deputy Force Public Relations Officer, Abayomi Shogunle said the postings are with immediate effect.

In the deployment chat, Ajani Fatai Owoseni was posted to Lagos, Chris Ezike, Rivers, and Abdulmajid Ali, Ogun state. Dan Bature will now take charge of Intelligence at the FCIID, Force Headquarters; Valentine Ntomchukwu is now CP Administration, Department of Logistics and Supplies, Force Headquarters and Hyelasinda Kimo Musa, CP Federal SARS.

Others are Kayode Aderanti, CP Administration, Department of Operations, FHQ; E.J Ibine, CP Port Authority, Eastern Command and Ogbusua Aja Oleh, CP Provost, FHQ.

The IGP expressed the hope that the new postings will reverse the crime wave in the affected states, while also strengthening administration in the affected strategic Force Headquarters Formations.

13 Political Parties Blast PDP, Support Buhari On New INEC Boss’ Appointment

The Coalition of Progressive Political Parties, an umbrella organisation for 13 registered political parties in Nigeria, has condemned the statement issued by the Peoples Democratic Party on the appointment of the acting chairman of the Independent National Electoral Commission,

President Muhammadu Buhari had appointed Amina Zakari, acting chairman of INEC, hours after the outgoing chairman, Attahiru Jega, had handed over to Ahmad Wali.

The PDP condemned Mr. Buhari’s action and demanded its reversal.

In a statement issued in Abuja on Thursday and signed by the chairman of the coalition, Bashir Ibrahim, the parties decried what they described as “the dangerous precedent whereby a political party is trying to decide for the country who becomes the INEC Chairman”.

Mr. Ibrahim said the appointment of the INEC chairman was constitutionally reserved for the president and commander-in-chief of the armed forces of the Federal Republic of Nigeria and the National Assembly.

In reference to a statement made in Abuja on Wednesday by the PDP spokesperson, Olisa Metuh, rejecting the appointment of Mrs. Zakari, the coalition warned that “any interference by political parties in the appointment of INEC officials is tantamount to politicising the process and the Commission itself, which is capable of creating dangerous schism in the Commission and generating unnecessary tension in the country.”

“INEC is an independent election management body which must be insulated from politics and irresponsible politicking,” Mr. Ibrahim said.

“The power of and procedure for the appointment of the Chairman of INEC is a constitutional matter and not subject of bargaining by political parties, especially those who are yet to come to terms with the fact that Nigeria is on a very strong change trajectory. INEC is also a regulator of political parties. It is an anomaly for the parties, which the Commission regulates, to dictate who becomes the its chairman. Obviously, for some parties, it is still midnight.

“Mrs. Zakari was not appointed to the Commission by President Muhammadu Buhari in 2015. She was appointed as INEC National Commissioner by former President Goodluck Jonathan in 2010 and by the time she was appointed acting INEC chairman, she had the distinction of being the most senior INEC National Commissioner in terms of time served.

“She is well educated and had served the Commission as chairman of a number of its committees, including the sensitive Election and Political Party Monitoring Committee during President Jonathan’s administration. If she is good to be a national commissioner of INEC and chairman of its committees under President Jonathan, then she is good to be the Commission’s acting chairman at any other time.”

While no violence has been associated with the activities of the group, it is reported to be against western education and is currently holding public preaching, meetings and processions to draw more converts to their cause.

According to the newspaper, members of the group are equally called “Yanlokoloko”, said to be one of the names of one of its leaders, Ismaila Lokoloko, who is assisted by one Bala Amadu. It was gathered that the group is opposed to one of the major teachings of the Islamic religion – the five daily prayers – as it allegedly preaches against offering them as Islam dictates.

With a slogan that identifies them as putting their belief in their Sheikh above God, Yanlokoloko are said to willingly surrender their wives to spend the night with their important visitors, especially scholars from the group.

President Buhari Appoints New Accountant General

President Buhari has appointed a serving director in the Federal Ministry of Mines and Steel Development, Ahmed Idris, as the new Accountant General of the Federation.

The appointment was made known by the Head of the Civil Service of the Federation, Danladi Kifasi, through a statement by his Director of Communications, Haruna Imrana, June 25th.

The statement in part reads “President Muhammadu Buhari has approved the appointment of Alhaji Ahmed Idris as the Accountant General of the Federation. The appointment takes immediate effect from 25th of June 2015.

Idris who hails from Kano State, was born on Nov. 25, 1960, and was until his appointment, the Director of Finance and Accounts, Federal Ministry of Mines and Steel Development.

The position of AGF became vacant after the former Accountant General, Jonah Otunla, resigned on June 12.

The Office of the Head of Service later conducted examinations for prospective candidates for the position which was attended by all Directors of Finance and Accounts and some in the Audit department, from all the Ministries.

BIZARRE: ISIS New Execution Styles Will Shock You

The ISIS Takfiri terrorists have released a new propaganda video purportedly showing prisoners being executed by drowning, explosive beheading, and RPG fire in Iraq.

On Tuesday, the Takfiri group released a graphic seven-and-half-minute video titled “But if You Return, We Shall Return,” showing the execution of 15 prisoners accused of espionage in the northern Iraqi province of Nineveh.

The footage starts with ISIS militants pulling out human remains from a pile of debris, then shows the prisoners confessing to espionage against the terrorist group, and winds up by shots of their executions with three various methods.

In the first round of executions, three prisoners are shown locked in a car somewhere in the desert.

Then the video cuts to an ISIS executioner who fires a rocket-propelled grenade at the vehicle, which bursts into flames purportedly killing the prisoners, who can be heard screaming before burning to death.

The second execution was the drowning of a group of five people locked in a cage that was lowered into a swimming pool.

After a few minutes, the cage is raised from the water showing the prisoners lying motionless on its floor.

The last part of the video shows seven men tied together with an explosive necklace around their necks.

The video then shows the severing of the prisoners’ heads when the explosives are detonated.

Earlier on Tuesday, ISIS spokesman Abu Mohammad al-Adnani called on Takfiris to engage in war to become martyrs during the holy fasting month of Ramadan.

The spokesman also offered amnesty to those Iraqis who had fought against ISIS in the western province of al-Anbar.

The spokesman also reiterated calls by the ISIS leader, Abu Bakr al-Baghdadi, for the return of Anbar citizens, who fled while the militants overran the provincial capital Ramadi last month.

“Oh people of Anbar, return to your homes and go back to your people,” Adnani said.

He also offered a “last chance” for Iraqi police forces, soldiers, and tribesmen to “repent” and surrender their weapons.
