Workers Lock Out Minister of Finance, Protest N1.2bn Unpaid Allowances

Staff of the Ministry of Finance, yesterday, prevented  the Minister of Finance, Mrs. Kemi Adeosun, from entering her office following  a protest to  demand the payment of N1.2 billion unpaid  allowance.

As  early as 7am,  the staff had barricaded the gate and chanting  “Adeosun must go. Adeosun must go”. Their placards read: “Staff welfare means nothing to Kemi Adeosun”;  “Adeosun Kemi must stop treating us like foreigners in our country”;  “Mr. President remove Adeosun before she destroys the economy.”

The workers who spoke on condition of anonymity,  said that since the Minister assumed office she has not met with either the workers or the union executives. They alleged that the Minister told them that she was appointed by the President for a specific assignment and not for the staff.

The workers who defied the rains and the presence of armed policemen, vowed to continue the protest until the President removes the Minister.

However, the Director,  Information, in the Ministry of Finance, Salisu Na’nna Dambatta, said the payment known as  a Special Overtime (SOT), was stopped by the last administration in 2014 on the grounds that it was not listed in any extant government Circular, Financial Regulations or the Public Service Rules and the sum of N1.2 billion computed by the staff union for payment could not have been budgeted for in 2016 in the first place, not only because of the paucity of funds but also due to the fact that the SOT allowance was not part of the remuneration in the Federal Public Service. 

The Director also noted that the Federal Ministry of Finance, the Office of the Accountant General of the Federation and the Budget Office of the Ministry of Budget and National Planning do not individually or collectively owe any of their personnel their salaries.

“In view of the foregone, the management of the Federal Ministry of Finance wishes to categorically state that the protests have no justifiable grounds,” he said.

How Dariye Diverted N1.2bn Ecological Fund– Witness

A Federal Capital Territory (FCT) High Court was informed yesterday how, former governor of Plateau State, Senator Joshua Dariye collected N1.2 billion from the Central Bank of Nigeria (CBN) and did not deposit same into any account of the state government.

A prosecution witness and detective from the Economic Financial Crimes Commission (EFCC) Musa Sunday disclosed this yesterday when Dariye’s trial resumed after almost nine years.

Dariye was arraigned 2007 for various offences bordering on money laundering, abuse of office and corruption.  He pleaded not guilty to all the 23 count charge preferred against him but filed interlocutory appeals to scuttle his trial.
Dariye was then the governor of Plateau State when the offence was allegedly committed.
Before the case started yesterday, the trial Judge, Justice Adebukola Banjoko warned all parties that her court would not tolerate any application for frivolous adjournment.
In his evidence in chief, detective Musa Sunday, who was led by Rotimi Jacobs (SAN), informed the court there was a request from the UK Metropolitan Police which was referred to the Attorney General of the Federation with a petition to the EFCC.
The detective said the names of some banks were mentioned on the petition.
The letter of request from UK Metropolitan Police and that from Attorney General of the Federation’s office were sent to EFCC under its former chairman Nuhu Ribadu.
According to him, as the team received the letter, they moved on the request to the mentioned banks. “First we went to All States Trust bank where we met the manager who made the account available to us and we also collected the mandate card for the account which was opened in the name of Haruna Dariye as signatory to the account.
“The signature on the mandate was signed by the accused Senator Dariye. An officer in charge of the account was arrested by EFCC to assist the commission identify “Haruna Dariye.”’
According to him, “The circumstance in which the said account was opened in All States Trust Bank was suspicious because there was no picture in the mandate card. We confirmed that waivers were given to Dariye not to use his passport photograph.”
Meanwhile the matter continues today.

Petroleum Subsidy Hits N1.2bn

The subsidy on petrol that the Federal Government will pay has hit 1.2 billion naira after it slashed the price of the product by N10 per litre on January 18, 2015 according to figures from the Petroleum Products Pricing Regulatory Agency (PPPRA).

The PPPRA, stated that the Expected Open Market Price for petrol, which is the summation of the landing cost plus the subtotal margins, was N101.50, as against the approved retail price of N87 per litre.

This showed that the government will pay about N14.5 as subsidy on every litre of petrol consumed in the country in the past two days that the price of Brent averaged $61 per barrel.
