COP 22: Nigeria to champion Lake Chad basin revival.

Nigeria has announced plans to pursue the reviving Lake Chad Project in collaboration with African Union Commission at the on-going United Nations climate change conference.

The Minister of Environment, Amina Mohammed, who made this known during a pre –press conference on COP22 in Abuja, said varying degrees of work, including the feasibility study has been concluded.

“The next phase of the project would be to commit money to do it. The money is huge and we are looking for billion of dollars to recharge the lake. China has showed interest to support to the revive Lake Chad,” she added.

To her, Nigeria has set up a technical preparatory Committee with clear terms of reference to study, analyze its Nationally Determined Contribution to ensure that it is captured our position along side with African region.

“At Marrakech summit, the central focus is on enhancing ambition, promoting implementation and providing support. It would mark a turning point as the landmark Paris Climate Change Agreement would enter in to force to achieve its threshold.”

Mohammed said: “There would be deliberation on the operationalisation of agreement adopted last year; develop the modalities, procedures and guidelines surrounding the Paris agreement.

“It would discuss roadmap that developed countries will have prepared for mobilizing $100 billion in climate finance for developing countries by 2020. This include, transparency regime, information in communicating NDC and implementation.”

She explained that international support is not only about climate finance, but also about building capacity and accelerating the uptake of clean technology.

“The agreement accept to hold the increase in global average temperature from below 2 degree Celsius to 1.5,recognizing that this would significantly reduce risks and impacts of climate change.

“We want to increase the ability to adapt to adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development, in a manner that it does not threaten food production.”

Troops Rescue 85 Hostages Near Lake Chad

Troops of 7 Division of Operation LAFIYA DOLE, led by the General Officer Commanding (GOC), Brig-General Victor Ezugwu, have rescued 85 Boko Haram hostages, mostly women and children, in Chukungudu, on the fringe of Lake Chad.

The troops neutralised five insurgents in an encounter where several terrorists ran into the Lake Chad waters.

Four rounds of Rocket Propelled Grenade (RPG) bombs, double-barrel gun, 349 packets containing ammunition, three magazines, link belt of machine gun ammunition and AK-47 rifle were recovered.

An Improvised Explosive Device (IED) making factory was found at Geram, with several already-primed suicide vests.

A well-equipped vehicle and motorcycle workshop as well as spare parts warehouse were discovered at Chukungudu, with three vehicles and motorcycles found.

A soldier died during the encounter.

Acting Army Director of Public Relations Col. Sani Usman said in line with the Rules of Engagement, the IED factory, vehicles and motorcycles were destroyed.

Buhari Seeks $14bn For Restoration Of Lake Chad

President Muhammadu Buhari on Tuesday called for global support for the cleanup of Ogoniland and to raise 14 billion US Dollars for the restoration of Lake Chad Basin.

The president made the call while presenting Nigeria’s statement at the 71th session of the United Nations General Assembly in New York, U.S.A.

He said the call had become imperative in view of the drying up of the Lake Chad to the negative consequences of Climate Change.

He said, “Nigeria is proud to have been part of the process leading to the adoption of the Paris Agreement in December 2015, and supports the African Union Initiative on the Great Green Wall to halt desertification.’’

The president said it was in furtherance of the country’s commitment to environmental sustainability that Nigeria launched the cleanup of Ogoniland.

He called on development partners and multinationals to contribute to the Ogoniland Restoration Fund.

The Nigerian leader also spoke on dangers posed by global terrorists.

He said, “Nigeria has made remarkable progress in our resolve to defeat Boko Haram, whose capacity to launch orchestrated attacks as a formed group has been severely degraded.

“In the last few months, their operations have been limited to sporadic use of Improvised Explosive Devices against soft targets.”

According to him, Nigeria will continue to fight terrorism “based on the established rules of engagement and in conformity with international best practices”.

Buhari also called for enhanced international cooperation to defeat the global scourge.

Boko Haram: FG Plans To Recharge Lake Chad At Estimated Cost Of $15bn

The Federal Government has successfully conducted a feasibility study towards recharging the Lake Chad through inter-basin water transfer from Congo basin at an estimated cost of $15 billion.

This is part of the projects envisioned to transform the region into a more stable economic hub after the counter-terrorism and counter-insurgency operations against the Boko Haram terrorists in parts of the North-East.

The Minister of Foreign Affairs, Mr. Geoffrey Onyeama, disclosed this at the weekend on the sidelines during the just-concluded 2nd Regional Security Summit in Abuja.

Onyema noted that even though the figure is a rough estimate, it is going to be executed under a Public Private Partnership (PPP) arrangement when it comes into force.

“We also have the issue of environment and economic activities. Also the issue of recharging the Lake Chad basin, which is extremely expensive. So we will be looking at financiers and the mechanism of Public Private Partnership (PPP).

“Yes, it’s a rough estimate and there is research that was done and the rough patch was that its going to cost $15bn,” he stated.

In the same vein, the Executive Secretary, Lake Chad Basin Commission (LCBC), Engr. Sanusi Abdullahi, gave a few details about the planned inter-basin recharging of Lake Chad as part of grand post-conflict rebuilding projects in the region.

Buhari Asks World Leaders To Save Lake Chad

Nigeria’s President, Muhammadu Buhari, has called on world leaders to forge a united front to save Lake Chad’s ecosystem from further depletion caused by the adverse effects of climate change.

The Nigerian President made the request at the Leaders Event of the United Nations Climate Change Conference, commonly referred to as COP 21, in Paris.

President Buhari said climate change had continued to pose a threat to Nigeria’s security and development.

He said: “At the sub-regional level, we are saddled with the challenge of the drying up of the Lake Chad Basin, which is resulting in the total wipe out of livelihoods of many communities surrounding this trans-boundary natural resource.

“Regrettably, the world is leaving behind millions of people who depend on the Lake for their survival.

“The Government of Nigeria welcomes the Lake Chad Development and Climate Resilience Plan, and the Lake Chad Basin Commission and international partners for designing this climate-based Plan”.

“In all, the experience of countries sharing the Lake Chad further illustrates the mutual challenge we face today and which must be collectively addressed without further delay”.

State Of Emergency Declared At Lake Chad Over Boko Haram

Chad’s government on Monday declared state of emergency in the Lake Chad region on the ground that the area has become a gathering point for Boko Haram militants.

The Minister of Communications Hassan Sylla Bakari, said the state of emergency would empower the governor of the region to prohibit the movement of people and vehicles and order searches of homes during the day and night.

“Boko Haram only remains a threat to the civilian population with suicide bombings which is difficult to prevent,” Bakari said.

He said that members of the sect enjoyed the complicity of some inhabitants of the Lake Chad region, which borders Nigeria, where Boko Haram is based.

The Chadian government had deployed more than 5,000 soldiers to islands and lakeside villages in the region.

In one of the most recent attacks by Boko Haram in the country, at least 41 people died in October when suicide bombers attacked a weekly market in Baga Sola.

Boko Haram, which seeks to establish a state with strict interpretation of Islamic law, had killed thousands of people in Northern Nigeria, Cameroon and Chad.

Troops Block Boko Haram’s Escape Routes At Lake Chad

Defence Headquarters, DHQ, yesterday, announced total blockade of all possible escape routes of Boko Haram terrorists at the Lake Chad Basin, by the Multi National Joint Task Force, MNJTF.

This is even as the Nigerian military has vowed to intensify its joint assaults on terrorists until it killed the last unrepentant terrorist in the North East.

It would be recalled that the Chief of Army Staff, COAS, Lt-Gen Tukur Buratai, few days ago announced blockade of access routes in and out of Sambisa forest, with the aim of routing the insurgents.

DHQ, in an operational update through its Director of Defence Information, DDI, Colonel Rabe Abubakar, said the blockade of the Lake Chad Basin area had become imperative to prevent terrorists from escaping or infiltrating the country and its neighbours. It said that MNJTF has already deployed its 7th Brigade to the area for the purpose.

“The Nigerian Armed Forces have renewed commitment to continue the ongoing coordinated joint assaults on Boko Haram in the North East until the operation of the guerrillas are totally impaired and collapsed.

“To this end, the coordinated operation of the security forces in the contested area designed to dismantle the technical pre-eminence and capabilities of the terrorist group would intensify because the masquerading guerrillas should not be given any breathing space to regroup and re-strategise their campaign…”

Lake Chad Consumes Fleeing Boko Haram Insurgents

Report provides that a large number of terrorists have drowned in the Lake Chad as they fled the heavy bombardment by Nigerian Air force heralding the advance of Nigerian troops on mission to flush them out of Baga, the Nigerian defence headquarters has said.

“Not even the strategy of mining over 1500 spots with land mines on the routes leading to the town could save the terrorists from the aggressive move of advancing troops,” the Director of Defence Information, Chris Olukolade, a Major General, said in a statement.
