Fire guts WAEC office in Kaduna state

A section of the Kaduna Zonal Office of the West African Examination Council, WAEC, was on Tuesday engulfed by fire.

A senior security source told our reporter that the fire started around 9:10a.m at the zonal office along Kaduna/Zaria Road, Kawo, Kaduna.

“We received a distress call this morning of a fire incident at some offices of the Kaduna WEAC zonal office this morning.

“Four offices were affected by the fire, which has been put under control by the combined efforts of the fire service and other security outfits.

“We suspect the fire was caused by electrical problem,” the source said.

An official of the WAEC office who did not want his name mentioned because he has no authority to speak to journalists, said the exams and administrative offices were affected.

The spokesperson for the police, Kaduna command, Aliyu Usman, did not respond to calls and text messages sent to him.

Daily Trusts quotes WAEC’s deputy registrar, and zonal coordinator, Fidelis Gaya, as saying the fire razed down eight offices in the examination record section and administrative office.

NCAA okays helicopter operations on Abuja route

The Nigerian Civil Aviation Authority (NCAA) yesterday cleared all duly certified helicopter operators to commence operations in and out of Abuja henceforth.

Spokesperson of the regulatory body, Sam Adurogboye, said letters have been dispatched to all concerned to resume operations and enable air connection to Abuja.

The Guardian yesterday reported that several commercial helicopters deployed for operations in and out Abuja remained stuck at the Nnamdi Azikiwe International Airport (NAIA), Abuja despite the reversal of the ban.

Office of the National Security Adviser (NSA) penultimate Friday banned helicopter operations in Abuja, citing security concerns following the closure of the NAIA for repairs on the runway.

Minister of State for Aviation, Hadi Sirika, however said yesterday that the ban had been lifted following reports of the economic implications of such order.

Meanwhile, except for last minute change, workers in the aviation sector will today picket Arik Air over alleged failure of the new management to re-instate sacked union leaders and other unresolved welfare-related issues.

The workers under the aegis of National Union of Air Transport Employees (NUATE), Air Transport Services Senior Staff Association of Nigeria (ATSSSAN) and National Association of Aircraft Pilots and Engineers (NAAPE), threatened to shut down operations of the airlines nationwide, commencing from today.

General Secretary of NUATE, Olayinka Abioye, said the decision to picket Arik was informed by the new management’s intolerance to unionism.

Abioye alleged that the new management through a circular recently warned the workers not to join the unions and had refused to address all the pending issues as they affect the staff in the airline.

Kaduna Investment Summit To Boost State Business Activities – Official

As part of efforts to boost business activities and generate huge revenue for development, the Kaduna State will be holding its second edition of Economic and Investment Summit in April 2017.

Briefing journalists on the preparations ahead of the summit with the theme “Making Kaduna the Investment Destination of Choice” the Executive Secretary of Kaduna State Investment Promotion Agency( KADIPA), Gambo Hamza, said the summit is organized to consolidate on the gains recorded last year.

He announced that foreign investors from the United States, European Union and other parts of the world as well as local investors are expected to attend the 2017 edition of investment Summit.

According to him, some of the 2016 achievements include $150m Olam animal, poultry and hatchery factory located in Chikun Local Government Area of the state along Abuja-Kaduna Express way, $120m Vicampro potatoes farm and processing facility in Manchok, Kaura, in the Southern part of the State.

Hamza, further said the previous summit also brought in a $10m Dangote Tomatoes production plant in Kaduna, which all the investment projects have reached advance stage of completion.

He said the summit which will begin from April 5-6 2017, would unveil Ease of Doing Business Charter:” The summit will highlight the innovative approaches such as, process mapping and digitization that the state is employing to attract and keep high value investments”

Hamza said the KadInvest 2017 will be hosted by state governor, Nasir El-Rufai, and the state’s economic agenda and development plan would also launch the Bus Rapid Transit System(BRT) during the summit.

Kaduna State Government Meets With Community Heads Over Crisis

The Acting Governor of Kaduna State, Bala Bantex, has met with community leaders from different parts of Nigeria that are resident in the state.

The meeting, which included security agencies, was organised following the recent clash between Hausas and Yorubas in Ile Ife, Osun State, as well as the lingering violence in Southern Kaduna.

It was also convened to forestall any form of reprisal attacks in Kaduna State, and seek the support of the leaders in finding  solutions to the Southern Kaduna crisis which has claimed so many lives.

Resident community leaders comprising of Igbo, Yoruba, Igala and others from various part of the country gathered at the Government House, on the invitation of the Kaduna State Government.

Speaking, Mr Bantex warned those trying to incite unnecessary tensions in the state as a result of recent events elsewhere to desist from circulating videos, images and making inciting comments.

He appealed to the community leaders to prevail on their subjects to uphold peace in the state, remain calm and firmly reject any attempt to drag them into any form of violent behaviour.

Police arrests killers of two Fulani Herdsmen in Kaduna

The Kaduna state police command on Monday said three suspects who allegedly killed two Fulani herdsmen in southern Kaduna have been arrested.

Agyole Abeh, commissioner of police, told journalists in Kaduna that the deceased were grazing their livestock when they were killed at Unguwan Luka in Jema’a local government area on Saturday.

He said the three suspects were arrested after a tip-off by good samaritans.

Abeh added that the suspects had made confessional statements and would soon be charged to court.

He declared that peace was gradually returning to southern Kaduna, and urged the public to go about their normal businesses.

Abeh also assured the people of the command’s readiness and commitment in providing secure environment, soliciting for more support from the public to enable police personnel discharge their duties effectively.

“I want to assure the people of the state of my resolve to flush out all forms of crime and criminality in the area,” Abeh said.

IG Idris deploys 350 armed police officers to Kaduna-Abuja road

The Inspector-General of Police on Friday announced the deployment of 350 armed personnel to provide security along Kaduna-Abuja Highway.

Muazu Zubairu, Commissioner of Police in Niger, disclosed this in an interview with the News Agency of Nigeria in Minna.

He said that the deployment was to protect lives and property of road users and residents.

Mr. Zubairu said that a comprehensive operational order was issued to commissioners of Police in Abuja, Kaduna and Niger commands, on securing motorists along the way.

The commissioner said that police officers deployed were well equipped to tackle any form of security threat along the highway.

“We are even ready to confront cattle rustling, kidnapping and activities of armed bandits especially in the North Central region.

“The IGP stressed that police personnel nationwide have been mandated to flush out criminals and ensure their prompt prosecution,’’ he said.

He solicited the support of Nigerians in the task of ridding the nation of criminals.

“It is the civic responsibility of all citizens to provide adequate information to security agencies to track down and curtail all forms of criminal activities,” he said.

He urged traditional rulers to mobilise their subjects to embark on community policing and remain security conscious, to reduce criminality.

NEMA Deploys Helicopter, Ambulances To Kaduna.

The National Emergency Management Agency (NEMA) has deployed a rescue helicopter, three Mobile Intensive Care Unit (MICU) Ambulances and three Rapid Intervention Vehicles to Kaduna State.

This according to the agency is to join other stakeholders in providing support for emergency operations in the state, following the closure of the Nnamdi Azikiwe International Airport in Abuja, Nigeria’s capital.

A statement issued on Friday by the spokesman for NEMA, Sani Datti, explained that the helicopter would be used for medical patrol, while the MICU ambulances with the Rapid Intervention Vehicles are stationed along Jere and Katari Towns, Kaduna-Abuja road and Kaduna International Airport.

“The MICU ambulances are used to administer first aid treatment and stabilisation for trauma victims on their way to the hospital, as it serves as a mobile hospital with the capacity to carry one critical and one less critical victim.

“The Rapid Intervention Vehicles are used for search and rescue, fight fire rapidly and extrication of victims trapped in accident vehicles or collapsed structures,” he said.

NEMA asked the public to contact it through its North West Zonal office at number 15 Wurno, Road Unguwan Sarki, Kaduna.

#ABVClosure: Kaduna airport ready for 24-hour operations – NCAA

The Nigerian Civil Aviation Authority (NCAA) has stated that the Kaduna International Airport, Kaduna is now ready for a 24-hour operations.

The General Manager Public Affairs of NCAA, Sam Adurogboye, who made this disclosure in Lagos on Tuesday, added that the airport was ready for local and international flights.

The Federal government had announced that it would today shut the Abuja Airport to enable the Federal Airports Authority of Nigeria (FAAN) carry out major rehabilitation of the runway at the airport.

Speaking on the development, Adurogboye explained that all necessary steps to ensure that the status of the airport as an alternative airport to the Abuja International Airport during the closure had been taken.

“The navigational aids have been well calibrated and fully functional to facilitate continuous smooth landings and takeoffs.

“Therefore, towards a seamless flight operations in line with Standard and Recommended Practices (SARPs) all relevant departments and directorates with full complement of staff have been redeployed to Kaduna”, he said.

Adurogboye added that the Regional Managers of NCAA for Abuja and Kaduna offices were on ground to allow for smooth integration of the additional staff coming to Kaduna.

Adurogboye said the Directorate of Consumer Protection (DCP), Directorate of Air Transport Regulations (DATR), Directorate of Aerodrome and Airspace Standard (DAAS) and Aviation Security Personnel were already at the airport.

The official named other agencies deployed as NCAA, Federal Airports Authority of Nigeria (FAAN) Nigerian Airspace Management Agency (NAMA) Nigerian Customs and Exercise (NCS) and Nigerian Immigration Service (NIS).

Only one foreign airline agrees to use Kaduna airport as Abuja airport is closed

Only one foreign airline has agreed to use the Kaduna International Airport, as the Nigerian government officially announced the closure of the Abuja International Airport on Monday.

The Minister of State for Aviation, Hadi Sirika, told journalists that so far only Ethiopian Airlines has agreed to use the Kaduna airport as an alternative.

The government said the Abuja airport will be closed beginning from 12 a.m. Wednesday.

The closure will last for six weeks to allow a comprehensive maintenance of the airport runway.

The decision to close the only airport in the federal capital has been criticised by aviation experts, and several international airlines warned they will not operate the Kaduna route.

Mr. Sirika said observations made by acting President Yemi Osinbajo who was in Kaduna Airport on Friday had been “taken care of”.

Acting President Osinbajo inspects Kaduna Airport ahead of closure of Abuja Airport

Acting president Yemi Osinbajo is currently inspecting the Kaduna Airport to see its level of preparedness ahead of the closure of the Nnamdi Azikiwe International Airport, Abuja.

Osinbajo, who was accompanied by Kaduna Governor, Nasir El-Rufai and Minister of Transport, Rotimi Amaechi is at the airport which will serve as an alternative following the planned closure of the Abuja Airport.

The Abuja Airport will be closed for six weeks beginning from March 8, to enable the authorities fix its faulty runway.

El-Rufai Swears In New Commissioners, Permanent Secretaries.

The Kaduna State Governor, Nasir El-Rufai, has sworn-in four new commissioners and eight permanent secretaries.

The new commissioners sworn in included: Barrister Umma Hikima, Attorney General and Commissioner of Justice, Jafaru Ibrahim Sani, Commissioner for Local Government, Professor Kabir Mohammed Mato, Commissioner for Agriculture and Forestry and Hafsat Mohammed Baba, Commissioner for Women Affairs and Social Development.

The governor also appointed two caretaker chairmen for Giwa and Zangon-Kataf Local Government Areas.

In his address at the inauguration of the appointees, El-Rufai said his government decided to bring new commissioners to energize the administration for better performance.

While commending the former commissioners for their service rendered to the people of Kaduna state, he explained that none of them were dropped or sacked but were deployed to handle other government assignments.

He reminded the appointees that they were joining the cabinet at a time the state and country as a whole is facing economic challenges, hence they must work harder to deliver on their mandate.

“I thank the former commissioners for their service in our state. I want to make it clear that we didn’t drop any commissioner.

“None of our commissioners was dropped. Some former commissioners have been deployed to other functions of government. So, our team is intact and we are all together.

“We carefully selected our team members. We decided to bring new commissioners to energize the administration and to inject new blood.

“You are joining a ‘wahala’ team and I sympathise with you because we work with little earnings.

“The permanent secretaries were chosen based on their competence, integrity and all the directors chosen to be permanent secretaries sat for exams and faced oral interview so, we have the best of permanent secretaries,” he explained.

Some of the appointees thanked the governor for deeming them fit to serve in his administration, hence, promised to contribute their quota towards making Kaduna state great again.

Kaduna State Governor El-Rufai Reshuffles Cabinet, Drops Four Commissioners.

Kaduna State Governor, Nasir El-Rufai, on Tuesday, sacked four commissioners from his cabinet.

In a minor change of cabinet, Governor El-Rufai nominated replacements for the sacked commissioner for confirmation by the Kaduna State House of Assembly (KSHA).

The Clerk of the House of Assembly, Umma Hikima, was appointed as the Commissioner of Justice and Attorney-General of the state, while Professor Kabiru Mato was nominated as the Commissioner for Agriculture and Forestry.

Hafsat Baba was also appointed as the Commissioner for Women Affairs and Social Development and Jafaru Sani as the Commissioner for Local Government.

The governor also redeployed the Commissioner of Justice to environment, the Commissioner for Agriculture to Commerce and the Commissioner for Environment to the newly created Ministry of Stakeholders Relations.

The appointment of eight new Permanent Secretaries and retirement of five old ones who have concluded their tenure was also announced.

According to the statement released by the Special Assistant to the Governor, Samuel Aruwan, Governor El-Rufai thanked all members of the team for the successes the State Government has recorded so far and wished them good luck in their future endeavours.

In Kaduna, Police arraign SSS operative for drunk driving.

The police has arraigned an operative of the State Security Service before a Kaduna Magistrate Court for drunk driving.

The operative, Julius Johnson, was charged with causing a fatal road accident on December 4, 2015 while driving his car along Constitution Road, Kaduna under the influence of alcohol.

According to police prosecutor, Nimze Hinga, Mr. Johnson had hit and severely damaged a Pontiac 2010 model car belonging to one Garba Ahmed.

The cost of repair of the damages to the vehicle was estimated at over N470,000, for which the accused agreed to pay but later defaulted.

The Chief Magistrate, Nasheed Abdullahi, had earlier adjourned the case to Monday for the accused to enter his defence.

Due to the absence of counsel to the plaintiff who is the owner of the car, Sadau Garba, and that of the defendant, T.Y Luka, the judge on Monday adjourned the case to March 6 for continuation of the case.

According to Mr. Ahmed, after the SSS operative was arrested following the accident, he had slept throughout the night on a bench at the Magajin Gari police station because of the heavy influence of alcohol on him.

“He (DSS operative) only knew where he was the next day and was not even aware of his missing service weapon that is still with the police.

“My major concern now is that he has refused to fulfil the written agreement of a N20,000 monthly instalment for the repairs of my car.

“I reported the case to his State Director, yet no tangible measure has been taken against him,” he said.
The service rifle of the operative is being held by the police pending the determination of the court.

SR: Inside The Poor Community Where Ex-NNPC GMD Andrew Yakubu Hid Over N3Bn

Godwin Isenyo paid a visit to the poor community in Kaduna State where operatives of the Economic and Financial Crimes Commission found over N3bn in a house allegedly belonging to a former General Manager of the Nigerian National Petroleum Corporation.

When 30-year-old Ibrahim Alfa first heard that over N3bn was discovered by operatives of the Economic and Financial Crimes Commission in a house somewhere in Kaduna State, he rolled his eyes in disbelief. When he was later told the said sum was found in a house located inside his poor community in Sabo Tasha, Alfa, who holds a Higher National Diploma in Electric Engineering, screamed expletives.

Our correspondent found Alfa on Chikun Street, by the popular Y Junction along the Sabo Expressway, in Sabo Tasha, Chikun Local Government Area of the state. There, Alfa sat outside his one-bedroomed apartment he shared with his friends, talking about his future, which was far from being as bright as the afternoon sun.

“I am short of words. How can one believe that such amount of money was found here, in a place where there is no regular electricity supply, water supply? To think that a man of such immense  wealth has something to do with this community without contributing anything is, to say the least, disheartening,” Alfa said.

Chikun Street has since become popular following the discovery by operatives of the EFCC, on February 9.

Following a tip-off by an informant, operatives of the agency stormed a house in Sabon Tasha, allegedly belonging to the former Group Managing Director of the Nigerian National Petroleum Corporation, Dr. Andrew Yakubu. The anti-graft agency said it found the sum of $9.7m (N2.96bn) and £74,000 (N28.19m), a total of over N3bn hidden in a fireproof safe inside the house.

Yakubu was NNPC GMD between 2012 and 2014 before he was relieved by the administration of former President Goodluck Jonathan for alleged corruption and insubordination. He had worked with the NNPC for over 30 years.

Chikun LGA has an estimated population of over 360,000, with Sabo Tasha and Angwan Sunday having about half of the estimated population.

Alfa said, “As you can see, I am going to the next compound to fetch water from a borehole. This is as a result   of the government’s inability to provide for us. Yet we have somebody who hid money in foreign currencies in our area. This country is sick. Look at the poor drainage system, bad road network and lack of hospital facilities. Many of the residents are not happy with the man (Yakubu) for what he did. People in this community are angry. They wished the money was shared among them. He could not even touch anybody’s life in this community.”

An unexpected find in squalor

Last Friday, a statement from the EFCC spokesman, Wilson Uwujaren, noted that “the surprise raid of the facility followed intelligence which the commission received about suspected proceeds of crime believed to be hidden in the slums of Sabo Tasha area of Kaduna.”

Uwujaren said the caretaker of the house, one Bitrus Yakubu, a younger brother to Andrew Yakubu, disclosed that both the house and the safe where the money was found belonged to his brother, Yakubu.

The EFCC spokesman further said on February 8, Yakubu had reported to the commission’s zonal office in Kano and made a statement wherein he allegedly admitted ownership of the recovered money, claiming it was a gift from unnamed persons.

The discovery by the EFCC has sparked outrage among Nigerians, especially Yakubu’s poor neigbours.

A resident of the area, 30-year-old Celestine Musa, said members of the community were woken up by the unusual presence of operatives of stern-looking EFCC operatives.

Musa said he was shocked that such huge sums could reside in such a poor community where many like him where struggling to eke out a living.

The house where the money was recovered was a stark difference to the amount it carried for months. But for the EFCC revelation, nothing pointed to the fact that N3bn was stashed somewhere in the unimpressive house with drab painting.

Directly opposite the building were shops, where a grinding machine for tomatoes, pepper and other stuff was displayed. To the extreme right was a firewood seller, displaying a hip of firewood.

Our correspondent gathered that the compound, where the money was recovered, had two two-bedroomed flats, self-contained apartments and a room-and-parlour. Two window-sized air conditioners were said to be in the room where the currencies, reportedly stored in an anti-fire safe, were discovered.

When SUNDAY PUNCH visited the house where the money was uncovered, it was learnt the older sister of the former GMD, a retired nurse fondly called “Mama,” resided there with other tenants.

The house is said to be one of the many properties owned by Yakubu. Interestingly, the unimpressive building in question is a kilometre  away from the 29, Bourbillion residence of the  ex-GMD by  Narayi High Cost Junction, an upscale neighbourhood in the state.

However, unlike the largely attractive houses in Narayi, Sabo Tasha has all the trappings of squalor and poverty. The area does not boast of a government primary or secondary school. The less-than-a-kilometre road is untarred and driving during rainy season, according to residents, is hellish.

“It is unfortunate that such an amount was recovered on my street where there is no good road. In fact, I am shocked and angry about the whole situation,” Musa added.

For Mr. Paul Okoye, a 70-year-old welder, said the discovery felt like a scene from a bad movie.

The septuagenarian noted that it was outrageous to trace such an amount of money in “hard currency” to a community lacking in life’s simple comforts.

He said, “Take a look at the deplorable condition of the road in the area. It is only a wicked person that can hide over N3bn in the midst of squalor. Personally, I have decided to refrain from commenting on this matter because it could give me a heart attack. We are hungry and dying of poverty, yet somebody kept such a huge amount of money and can still sleep well with his two eyes closed. It is the height of wickedness. It is unfair.”

A 50-year-old carpenter, who is also a motorbike rider, Mr. Godwin Odoh, echoed the same views.

Odoh has five children. He said he prayed to God to assist him and his family, since the likes of the ex-GMD could not assist the poor in their midst. “I have been living in this area for decades, and I never imagined that that amount of money could be kept in the area, not to mention the type of house where it was found,” he said.

Similarly, a 33-year-old seamstress, Comfort Ojei, whose shop is opposite Yakubu’s house, said she was shocked at the EFCC’s findings.

“It is obvious that we lack the basic amenities of life in this area, such as good roads, functional health care facilities, as well as schools, yet our neighbour was hiding dollars while we were suffering and dying of hunger. We are not happy at all,” the mother of two said.

Another neighbour, Samuel Koro, told SUNDAY PUNCH that he had once approached the Zango-Kataf-born Yakubu for assistance when he was still NNPC GMD. But Yakubu told him that he had no money.

“I had gone to meet him (Yakubu) for N20,000 for payment of my rent, but he said there was no money. Operatives of the Department of State Security guarding him then simply shoved me aside. So, when I heard of the EFCC discovery, that sad encounter flashed through my mind. He was not friendly with us at all,” Koro said.

However, like the saying goes, different strokes for different folks.

Mrs. Habibat Ifijeh, a trader, whose provision store is attached to the building where the money was uncovered, described the former GMD as a kind man who had touched many lives.

“All I can say is that the man is a gentleman. He assisted (my family) with our rent. We are tenants in his house and whenever we couldn’t afford the rent or didn’t have money to pay, he would simply tell us to ‘just forget it.’ I feel bad but I don’t know why he decided to keep the money here. Let the court judge him,” she said.

What we want FG to do with recovered money — Residents

Mr. John Ibekwe, whose one-roomed apartment is not far from the house where the money was recovered, said a fraction of the money would help his family and that of three generations after him.

Ibekwe said, “I am struggling to fend for my family. I cannot afford to pay the school fees of four of my children. I am approaching 48 and the future is still bleak for me and my family. Why should only one man have N3bn in his house when many in the country are suffering? In the past, they said ‘no food for lazy man’; now we work and their is still no food because of bad leaders. My heart bled when I heard of the discovery. We are all here and right under our nose was hidden dollars and nobody knew. Our leaders are wicked.”

Youths in the community are angry at Yakubu, noted Musa. “It is shameful. Only God knows what would happen to him if they should get hold of him. I pray he doesn’t come to this area because he will be lynched,” he said.

Ibekwe urged the Federal Government to use the money recovered for the benefit of the common man in the community and across the state.

“The Federal Government should ensure the recovered money is properly accounted for. Government should identify capital projects to utilise the money for. If the money recovered from looters are judiciously utilised, many Nigerians would be willing to join forces with the government in the fight against corruption in the land,” he said.

Ojei said the former GMD did not help his neighbours. “We want the recovered money shared. We want government to reconstruct our roads, build schools for our children and provide electricity and water for the community with the recovered money. During the rainy season, this road is not motorable,” he said.

Another resident, who refused to give his name, said, “Apart from the bad road which you see and at the same time feel, we don’t have good schools and other social amenities in this area. We can use such money to fix our roads, schools and health facilities. He should simply forfeit the money to the government. Let the government use this to show us that the law is working. We don’t want a situation whereby a court will give him a meagre amount like N100m as fine and ask him to go and sin no more.”

What N3bn can do for Kaduna State, Nigerians

The sum of N3bn recovered from Yakubu would have provided about two percent of the Kaduna State government’s 2017 budget put at about N214bn (made up of N83.46bn in recurrent spending and N131.45bn in capital expenditure), which would have gone a long way to provide several social infrastructure in the community and the state.

Last year, the governor of the state, Nasir el-Rufai, lamented that over 4,000 primary schools in the state were in various stages of disrepair.

Also, the state government is struggling with the school feeding programme; the amount would have fed the estimated 1.9 million primary school pupils in about 4,300 primary schools in the state for one month.

It would also have provided thousands of jobs as the state’s feeding programme is expected to directly create 17,000 jobs for catering vendors and others who would work for them.

The Executive Director, Centre for Creativity and Leadership Development, Kaduna, Abdullahi Ali-Dogo, said the amount could have done more for the state and development of its infrastructure.

“Some of the things the money can provide for this community include a good road network, well-equipped hospital and a borehole for every household. This will go a long way in reshaping the community. I believe the major problems of that community are bad roads and lack of educational facilities. A fraction of that amount can get all the streets there tarred; provide well-equipped health care centres, potable water, as well as primary and secondary schools where children of the poor would be adequately catered for and the children would not have to pay school fees for three years.”

An economist and a former employee of African Development Bank, Yakubu Aliyu, said the recovered N3bn would have provided the country valuable foreign exchange that could also support its external reserves.

“In a way, the continued depreciation of the naira could be linked to such kind of leakages, people holding on to foreign currencies like the dollar without putting it to use. When you convert the money at the parallel market rate, it is closer to N5bn (than N3bn). Many states in Nigeria do not take much in a month from the federation account. So, in effect, a state government could have used that amount to pay salaries, contractors and fund security in a whole month,” Aliyu said.

The economist further said the amount would have also funded capital projects in the country.

He said, “The entire start-up capital of Emirates Airlines, which is now among the top five airlines in the world and employs a staff of over 50,000, was about $10m in 1985. Imagine what that amount could do for many Nigerians two to three decades down the line if it is used to start a profitable venture.

“Also, take the Central Bank of Nigeria/Bank of Agriculture anchor lending to farmers that has now sparked off a real agricultural revolution across the country. The loan per farmer is N250,000. With such an amount stashed away by the former NNPC boss, the scheme could reach about 20,000 farmers. Imagine the huge multiplier effect on food production, stimulation of rural economy and farmers’ incomes. The effect on poverty reduction will be monumental.

On February 14, the Federal High Court sitting in Kano ordered for the temporary forfeiture of $9.8m and the £74,000 recovered from Yakubu to the Federal Government, as had been requested by the anti-graft agency.

Ali-Dogo urged the Federal Government to follow China’s example in punishing looters of public money. “Let’s go the China way, anybody that steals government money or is proven by law to be corrupt should face the death penalty,” he said.

Kaduna airport tested and ready, says relocation committee chairman.

Mohammed Joji, chairman coordinating committee on Abuja relocation, has said that the Kaduna international airport is ready for heavy commercial use.

Joji, who is also the secretary general, aircraft operators in Nigeria, made the remark on Friday after inspecting facilities at the airport.

Speaking to reporters in Kaduna, Joji said, “All the equipment were tested and are doing fine. As far as I am concerned, I am comfortable with this one, we are happy about it.”

Joji said the airport had been re-branded with modern equipment in line with international best standard.

He listed some of the items installed at the airport to include lighting system, distance measuring equipment, solar power, and other vital facilities.

Alkali Usman, an assistant inspector general of police, added that adequate measures had been taken to ensure security at the airport and on the Kaduna-Abuja road once flight operations were diverted from Abuja to Kaduna.

“Our level of deployment on the road has been assessed and we have earmarked where we will cover in terms of patrol,” she said.

“We have also made arrangement to protect the airport and equipment, building and everywhere.

“We have also ensured that all hotels and places of interest are protected and guarded, and we are going to increase patrol visibility.”

Amina Salami, the Kaduna airport manager, said the airport was 95 per cent ready for traffic from Abuja.

Recovered N3 billion: Angry neighbours mock ex-NNPC boss Andrew Yakubu

Residents of Zaria Road, Sabon Tasha, a poor suburb of Kaduna, have no sympathy for their neighbour from whose house the staggering sum of $9.7million and 74,000 pounds was recovered last week.

The Economic and Financial Crimes Commission, EFCC, last Friday announced it recovered the money (about N3 billion in total) from a house in Sabon Tasha belonging to a former Group Managing Director of the Nigerian National Petroleum Corporation, NNPC, Andrew Yakubu.

Mr. Yakubu, who reportedly admitted owning the money, has since been arrested and is in custody of the EFCC.

The Federal High Court in Kano presided over by Justice Zainab Abubakar on Tuesday gave an interim order for the forfeiture of the money to the Nigerian government.

When a PREMIUM TIMES reporter visited the area on Tuesday, the residents generally expressed shock and outrage over the discovery in their neglected community.

Many of the interviewees spoke in a mixture of English and pidgin.

Grace John, a private school teacher, first directed her anger at petty criminals she said daily terrorise ordinary residents of the area instead of going after the likes of the former NNPC boss.

“There is a street nicknamed ‘Black Street’ in this community. There is no kind of crime that does not happen there. Why is it that they didn’t discover that house where this money was hidden?” Ms. John said.

“They should have gone there instead of breaking into the homes of innocent people who struggle everyday to survive the harsh economy caused by people like Andrew Yakubu”.

She could not restrain her disgust for the embattled former boss of the state oil firm.

“The man is wicked. I pray that nemesis will continue to catch up with his likes,” she said, snapping her fingers.

Blessing Luka, a fruit hawker, pointed morosely at the irony of the discovery in a neighbourhood she said is without water, good road and hospital, and has a large number of unemployed and vulnerable youth.

“Yet, the money that would have been used to solve these problems and many other social and economic problems were stolen by one corrupt person and hidden under our nose”, she fumed.

Ms. Blessing, a widowed mother of five, said she knew Mr. Yakubu and had made several attempts to get him to support her trade.

“His boys will tell me come today, come tomorrow. Asheh plenti dollar dey for the house. Na wah ooo, rich people wicked oo!

“Wetin pain me be say this man for give me N10,000 to use am sell orange take feed my children and pay for their school fees and house rent before government collect everything!”

Florence Udogu said she felt bad when she heard the news of the discovery. She said even though it was a stolen money, it should have been invested in establishing an industry.

“He even has the dirty mouth to say it is a gift or a donation. Who is he fooling? He brought all these stolen money and hid it within our reach and left us in poverty and illness. But our God is alive and will continue to expose these corrupt politicians and government officials,” she said indignantly.

“We hear say the man dey save the money to contest Governor of Kaduna State, when even we wey dey stay near him house dey hungry. God catch am. Na for that prison him go die put” Jacob Dominic, a commercial tricycle operator who took our reporter round the slump, said.

“Na so bad name go dey follow him family. Ole! That is why dem wan kill Baba make him no catch them go prison.”

Andrew Abdul, a private legal practitioner who resides in the area, said he was shocked at the the level of corruption in the society, even as he awarded a pass mark to the EFCC as a corruption fighting agency.

He said all stolen money recovered should be invested in the economy and infrastructural development, especially in communities such as where Mr. Yakubu’s loot was discovered.

“The discovery of such huge amount of money hidden in an unexpected location has further exposed the level of selfishness, self-centredness, indifference and greed of some Nigerians”, the lawyer stated.

“Whatever is the source of the money or reason for saving the money is questionable. As a public officer, any money collected as gift should be declared publicly at the point of collecting it,” he said.

He advised the National Assembly to enact a law setting a ceiling on amount a public office holder or an individual could keep in their accounts without investing it into an economic venture.

“If somebody has that kind of looted money or even if it is a gift as Mr. Yakubu claimed, why can’t he help the poor community where he stashed the money?”, said Idibia Gabriel, a journalist who resides in the area.

“Some people said that if they had known about the hidden loot, they would have struggled to get something for themselves before the long arm of the law caught up with the former GMD”, he said, chuckling.

“Some said if they were Mr. Yakubu, they would have invested the money for people to benefit rather than keeping it,” he said.

Kaduna-based fishmonger in trouble for raping 7-year-old Almajiri boy

A Non-Governmental Organisation (NGO) responsible for the protection of children in Kaduna State, the Arridah Relief Foundation of Nigeria, is seeking justice for a seven-year-old Almajiri boy allegedly raped more than 10 times by a fish seller.

The victim, name withheld, who finds it difficult to control his anus as a result of the rape, said: “He gives me fish head every time and uses me the way he wants through my anus. He also threatened me not to inform my schoolteachers and friends of what he was doing to me.”

The victim’s Arabic tutor, Mallam Adamu Umar, when contacted said they noticed some changes in the boy’s behaviour, which informed their suspicion.

Umar added that the rapist’s family begged to sweep the case under the carpet, but they didn’t yield to their demands due to the sensitivity of the case.

“The family of the rapist visited us and begged us to forgive their brother, but we looked at the critical situation the child is in, and then decided to forward the case to a human rights organisation to fight for the child’s right.”

Coordinator of the NGO, Hajiya Rabi Salihu, said the increasing report of rape at Maraban Jos in Kaduna was becoming worrisome because of the abject poverty in the area. He disclosed that the case had been filed in court and they would do everything possible to ensure justice prevails.

Abuja airport closure: NAMA upgrades Kaduna navigation aids

The Nigerian Airspace Management Agency, NAMA, said it has commenced the upgrading of navigational facilities at the Kaduna airport, ahead of the closure of Nnamdi Azikiwe International Airport, Abuja, for repairs on the runway.

Mathew Pwajo, the NAMA General Manager, Safety Management Systems/Quality Assurance, made the disclosure at a news conference on Sunday in Lagos.

He said the Abuja airport is scheduled to be shut for the six weeks repairs on March 8.

Mr. Pwajok explained that the upgrade was to absorb the increased volume of traffic to be diverted from Abuja to Kaduna airport.

He added that “toward this end, we are deploying both equipment and personnel to strategic areas of need to ensure seamless flow of traffic at the airport during the six-week period.”

The NAMA general manager said the agency had commenced the installation of a digital Instrument Landing System (ILS) at the Kaduna airport.

“This facility would undergo flight calibration along with Very High Frequency Omnidirectional Radio Range (VOR) already installed to ensure accuracy.

“NAMA is also currently conducting safety assessment of the entire Kaduna airport to ensure that it conforms to international safety standards, just as new equipment are being procured for the control tower under construction.

“A mobile control tower will also be deployed to the airport to support the old control tower already in use.”

Mr. Pwajok added that while the Abuja radar would be used to provide surveillance of traffic moving in and out of Kaduna and also provide safety and efficiency of flight operations, new generating sets would be installed.

“The facilities will provide secondary power supply to the navigational aids, as cooling systems will also be installed soon.

“Other facilities already deployed at the station include a low level wind shear alerting system and other cooling systems.

“The Performance Based Navigation (PBN) procedures for satellite-based navigation capability have been published for aircraft that are equipped to use for approach and landing, rather than ground aids.

In the area of personnel, he said various categories of personnel would be deployed to the airport to complement available manpower in Kaduna throughout the duration of the Abuja airport closure.

According to him, they include Aeronautical Information Services (AIS), Communications, Air Traffic Control and Engineering officers.

Meanwhile, the Managing Director of NAMA, Fola Akinkuotu, who recently inspected the facility upgrade at the airport, expressed satisfaction with the level work.

He said the sophisticated nature of facilities being installed meant that Kaduna would be an excellent alternative to Abuja airport.

Horrible car accident claims 22 lives on Kano-Kaduna Expressway.

No fewer than 22 people lost their lives when an articulated vehicle with registration No: WDL 502 XA suffered a tyre blowout on the Kano-Kaduna Expressway on Friday.

The FRSC Unit Commander in Tashar-Yari, Ahmed Sa’idu-Daura, who was at the scene of the accident at Tashar-Musa, Makarfi Local Government, confirmed the development to the News Agency of Nigeria (NAN).

Mr. Sa’idu-Daura said 58 others sustained varying degrees of injuries from the accident.

He said the truck overloaded with both people and wood.

Mr. Sa’idu-Daura said the injured persons were taken to a primary healthcare centre at Tashar-Yari.

Those found to be seriously would be referred to the Ahmadu Bello University Teaching Hospital, Shika, Zaria from the primary healthcare centre, he said.

Mr. Saidu-Daura cautioned motorists against speeding, overloading and all other forms of reckless driving to ensure safety of lives and properties.

“I want to use this medium to call on motorists to be mindful of the fact that lives of those people onboard their vehicles are in their hands.

Kaduna State Governor Nasir El-Rufai has denied paying Fulani herdsmen to instigate the Southern Kaduna crisis.

His media aide Samuel Aruwan, at a news conference yesterday, reiterated that El-Rufai did not pay the herdsmen, to either appease or arm them, as widely reported in the media.

The Senator representing Kaduna South, Danjuma La’ah, accused El-Rufai of paying the Fulani herdsmen for killing his constituents.

According to Aruwan, El-Rufai has continued with the peace efforts of former Governor Patrick Yakowa, and will do whatever is legitimate to secure lasting peace in the area.

He noted that the late Yakowa tried to foster reconciliation with affected Fulani communities, to stem the spiral of vengeance and reprisals.

“Yakowa’s efforts were not sustained after his death and violence persisted. When it became our responsibility to provide security for the state, we re-established these contacts so that those who felt they lost in the 2011 violence could let go.

“The quest for peace and the imperative of stemming human suffering require leaders to explore conventional and unusual means to build peace. That is why the Kaduna State government is combining security action with dialogue and peace-building efforts in Southern Kaduna,” Aruwan said.

 

Kaduna refinery loses N2.2bn annually to ‘illegal water tapping’ – NNPC

The Nigerian National Petroleum Corporation (NNPC) says its subsidiary, ?Kaduna Refining and Petrochemical Company (KRPC), loses about N2.2 billion annually ?to illegal tapping of its raw water pipeline.

Ndu Ughamadu, group general manager, group public affairs division of the organisation, said this in a statement released on Thursday.?

Ughamadu said the raw water pipeline that runs from Kaduna river generates power for the running of the refinery, serves as coolants for equipment and combats fire outbreaks.

“Sequel to the series of tapping, the refinery now spends more on diesel and other material inputs in the maintenance of its generators and other equipment,” he said.
?
He said Idi Mukhtar, KRPC managing director, lamented that the consumption of the water by settlers who encroached on the company’s premises was an unnecessary, additional burden to the refinery’s industrial requirements.

?He added that the encroachment slows down the build-up rate of water in the reserve tanks, which endangers the refinery as “the plant is expected to maintain a minimum level of water requirement that is considered safe for operations”.

“The illegal acts are committed mostly in Janruwa, Kamazo, Namaigero and Mahuta areas of Kaduna metropolis, which are the communities along the raw water intake pipeline right of way,” he said.

“We need to put more effort to meet our industrial requirements because of the incidents of illegal tapping of our water pipeline.”

?He explained that Kaduna State Urban Planning and Development Authority and Kaduna State Water Board had been contacted to address the issues of land encroachment on KRPC Right of Way.

Ughamadu advised illegal tappers of the refinery’s raw water pipeline to desist from the act, saying the raw water was not fit for human consumption because it was untreated.

“The daily rate of loading is massive; even, on Sundays products are being loaded to meet the growing demand in the country,” he said.

Abuja airport closure: Nigeria to deploy sniffer dogs to Abuja-Kaduna highway

The Nigeria Police Force said it would deploy K9 Dog trailers to the Abuja-Kaduna highway and other strategic areas in Abuja for crime control.

Charles Ugomuoh, Assistant Inspector-General of Police in charge of Force Animal Branch, disclosed this at the inauguration of the K9 Dog trailers in Abuja on Wednesday.

Mr. Ugomuoh said that other areas the dogs would be deployed included Abuja international airport, Force headquarters, National Assembly, National Defence College, Federal Secretariat and other black spots.

He said that the trailers would also be deployed to escort peaceful protesters and processions.

He said that the k9 sniffers would be used to detect IEDs, narcotics, arms and ammunitions, and crime prevention and detection.

Mr. Ugomuoh said that the acquisition of the technology was one of the many efforts of the Inspector-General of Police to re-strategise the police force for better service delivery.

He said the technology consisted of six compartments kennels with factory fitted air conditioner for the deployment of sniffer and general purpose patrol dogs.

The Inspector-General of Police, Ibrahim Idris, directed the deployment of more dogs to the Abuja and Lagos airports to track drugs and other airport crimes.

In a related development, the Nigeria Police Force has officially enrolled into the Integrated Personnel Payroll System, IPPIS.

Mr. Idris said that the system would enhance the welfare of police officers and help to ascertain the numerical strength of the force.

He said that it was mandatory for all personnel of the force to enrol, noting that it was one of the most transparent systems of payment.

Southern Kaduna Violence: Detained Nigerian journalist granted bail.

A journalist arraigned before a magistrate court in Kaduna State on allegation of false report about the Southern Kaduna crisis has been released on bail.

Luka Binniyat, the Kaduna state correspondent of Vanguard newspaper, was accused of falsely reporting that five students of the state College of Education were killed by Fulani herdsmen.

The report was published on January 24.

The Chief Magistrate, Emmanuel Yusuf, granted Mr. Binniyat bail on a N200,000 bond and a surety in like sum.

He said the surety must reside within the jurisdiction of the court and posses landed property within the jurisdiction of the court, covered with a Certificate of Occupancy.

Mr. Binniyat, who was invited for questioning by the State Security Service, SSS, Kaduna Command, drove himself to the SSS office at about 10a.m. Monday, and after interrogation was handed over to the police who later charged him to court.

He, however, met the bail condition and was released at about 1:30 p.m. on Tuesday by the court after he had spent a night in prison.

Speaking at the court premises before being taken to the Kaduna Prison on Monday, Mr. Binniyat denied the allegation, saying he had his facts and source.

“My problem now is that the state government is now focusing on my person rather than looking at the organization that published the alleged story, Vanguard Newspaper, which is my principal.

“I expected them to have been joined in the suit but everything is, ‘You Luka Binniyat’. But I am not discouraged by this as I will continue to put in the best in my profession as a journalist,” he said.

A security source said the journalist’s report that five students were killed at a road block erected by Fulani herdsmen along Gidan Waya-Pasakori road in Jema’a Local Government, compounded security situation and created tension that almost plunged Southern Kaduna into another cycle of killings.

The journalist was accused of fabricating the name of a student (James Joseph) as among those killed, and saying the student was a native of Kurmin Musa village in Jaba Local Government Area.

The source also said Mr. Binniyat stated in his report that James Joseph was a student of Mass Communication in the institution.

“Immediately, security agencies embarked on thorough investigation to the institution and the area the purported attack took place and Kurmin Musa village. There was no single student that was killed; there is also no Mass Communication course in the College of Education.

“Our findings in the village revealed that there is no student known as James Joseph. And the area in question is in Kachia and not Jaba LGA. In a nutshell, everything reported in the story was found to be false,” the source added.

Kaduna government commences construction of road linking train station to airport.

The Kaduna State Government has said it will complete a 5.1 kilometre road that links a train station to the Kaduna international airport before March 8.

March 8 is the day the Nnamdi Azikiwe International Airport in Abuja will be closed for six weeks to enable major repairs on its only runway.

During the closure, flights to Abuja are expected to land at the Kaduna airport from where the passengers will be ferried by rail and road to Abuja.

Despite criticisms of the plan, the federal government has said there is no going back with both the federal and Kaduna governments saying adequate preparations have been made to ensure a safe and hitch-free six weeks.

Completing the new road that links the Abuja-Kaduna train station in Kaduna to the Kaduna airport will ensure smooth transportation of passengers to and fro the airport from the station.

The Kaduna State Commissioner of Works, Ibrahim Uthman, said the state government embarked on the train station- airport road project to reduce the long distance passengers from the airport would have encountered.

“This road will take the passengers directly to the train station in Rigasa, instead of a round journey that will have to go through Mando, Nnamdi Azikiwe Way, Bakin Ruwa and then into Rigasa.

“The project will be completed before the relocation of flights from Abuja to Kaduna,” he said.

Mahmidu Umma, a farmer, said apart from providing job opportunities for over 100 unemployed youth in the Rigasa community, “the new road will solve the problems of cattle rustlers who attack settlements along that part.”

Abiodun George, Managing Director of Embryo Nigerian Limited, one of the two contractors handling the road project, said they will work day and night to ensure completion of the project within one month.

The Kaduna State Commissioner of Works, Mr. Uthman, also said the state government plans to complete a bridge and the 16 kilometre township road project in Gonin Gora, Chikun Local Government Area of the state abandoned since 2012.

The road project was awarded at the cost of N640 million but had been abandoned by the contractor since 2012.

“It was re-awarded for completion at the cost of N480 million,” a source said.

Mr. Uthman, during a site inspection tour on Tuesday, said the state government has sued the former contractor to recover the undisclosed amount of money paid to him as mobilisation since 2012.

He said the project will be completed by the new contractor before the commencement of rainy season.

“This new contractor mobilised to site even without mobilisation money,” the commissioner said.

Liuinus Sidi, a community leader who spoke to our reporter, said three pupils were killed by flood while trying to cross the uncompleted bridge in 2014.

“We are grateful that work has resumed on the bridge after all these years,” he added.

Kaduna partners Vodacom in use of ICT for health, education.

The Kaduna State Government and telecoms giant, Vodacom, on Monday announced an ICT for development initiative.

The goal of this partnership is to support mass service delivery in healthcare, education and agriculture through the deployment of tailored ICT solutions to promote greater efficiency in each sector.

The new partnership was unveiled in Kaduna on Monday at a joint press briefing by Nasir El-Rufai, Governor of Kaduna State, and Vuyani Jarana, chairman of Vodacom Business Nigeria.

Already, the first programme under the ICT for development initiative is being implemented in the public health system of Kaduna State.

Known as, ‘SMS for Life 2.0’, it is a mobile technology-based healthcare program in Kaduna State which aims to improve the delivery of healthcare for citizens who access public health services as well as increase the availability of chronic or essential medication by monitoring drug stock levels.

Vodacom is the technology partner for the initiative, which is a public-private partnership with Novartis and the Kaduna State Ministry of Health. Over 250 public health facilities are now using the platform.

Mr. El-Rufai welcomed the progressive evolution of the partnership with Vodacom.

“The Kaduna State Government is delighted to apply technology to advance governance and the delivery of public services. Working with Vodacom, we seek to further enhance service delivery, improve data collection and strengthen accountability,” he said.

The partnership will also deploy Vodacom technology for mobile school management in Kaduna State, with facilities for real-time visibility of all management activities at schools.

A school feeding programme module allows the state to monitor feeding programmes in schools to ensure that pupils on the programmes receive quality meals. The district office has access to real time reports on teacher and learner data through the application. The solution, which uses mobile phone and tablet technology, will be implemented in 4000 schools across the state.

Mr. Jarana praised the efforts of the El-Rufai government in Kaduna.

“I have just finished a very transformational session with the governor of Kaduna State, Malam Nasir Ahmad El-Rufai. We discussed how we can work with the Kaduna State to transform healthcare delivery, education management and agriculture using technology.

“We have already deployed healthcare solutions in 255 primary healthcare facilities, we will be implementing school management solution in 4000 schools in Kaduna.

“The leadership of the Kaduna state has clear objectives for the agriculture sector and understands the exponential effect of deploying ICT alongside other initiatives. Soon the rest of Africa will come to Kaduna to learn how a great vision is translated into reality, how strategy is turned into action to deliver mass social progress. We will walk side by side with the leadership of Kaduna.”

South African Airways to suspend Abuja operations during runway repair

South African Airways yesterday said it plans to suspend its Abuja operations during the six weeks period of the Nnamdi Azikiwe International Airport runway repair.

The Guardian learnt that the airline, in a letter to the authorities, said the measure became imperative following its decision not to fly to Kaduna Airport, designated to serve all Abuja-bound aircraft during the closure.

The implication of the temporary suspension of operations is that passengers of the airline can only board in Lagos and contend with limited flight options, while paying more for travel expenses.

President of the National Association of Nigerian Travel Agencies (NANTA), Bernard Bankole, warned that allowing the airlines to suspend operations would be a bad omen for the sector, with effects lasting longer than the six weeks duration.

Bankole said instead of South African Airways and other foreign airlines suspending operations, the Federal Government should rather divert foreign traffic to Lagos, while domestic operators go to Kaduna airport.

South African Airways said its last flight into Abuja would be on March 6, while the Federal Government will close the airport on March 8.

It was gathered that the airline has already sent the notice of its position to the Minister of State for Aviation, Senator Hadi Sirika. The letter to Sirika, from South African Airways by its Acting Chief Commercial Officer, Aaron Munetsi, said the operations to Abuja would resume on April 18, 2017.

According to Munetsi, “SAA commends the Nigerian authorities concerning the planned repairs of the NAIA runway. However, due to network and fleet operations planning, SAA regrets to advise that the airline will suspend its Abuja operations with effect from 6th March until the 18th April, 2017,” the letter read in part.

The airline said it would be in constant touch with the Nigerian aviation authorities as the repair work progresses in order to establish its readiness for revised operations in accordance with its work schedule.

President of NANTA, Bankole said that the civil unrest in Kaduna worries the foreign airlines and their affiliated travel agencies, leaving none satisfied with the security provision of the Federal Government.

He said it would not augur well for the international carriers to divert to Kaduna. And to prevent them from suspending operations, the option of diverting foreign airlines to Murtala Muhammed International Airport (MMIA), Lagos, should be considered.

In his words, “The international carriers will not joke with the lives of their passengers. Most of the airlines arrive at night and will not risk night travel by road anywhere in the country.

“The danger of them leaving us for six weeks is much. With the way airlines run, they will not take off their plane and allow it idle for six weeks. Rather, the planes will be redeployed to other routes and they may just not come back to Nigeria.

“Instead of loosing the slots and carriers, it is better to allow them fly to Lagos in the interim, while domestic airlines partner with the foreign ones to redistribute their passengers to Kaduna and other places,” Bankole said.

Police arrest 5 for planning attack on southern Kaduna

The Police in Kaduna State have arrested five suspects for allegedly planning to attack one of the remote areas of southern Kaduna. The Commissioner of Police, Mr Agyole Abbey, made the disclosure while presenting the suspects to newsmen on Friday in Kaduna.

 

Abbeh said the suspects were arrested on Thursday evening at Samaru Kataf in Zangon Kataf Local Government Area. He said preliminary investigation revealed that the suspects were allegedly planning to attack one of the remote settlements in the area.

 

“We recovered the following items from the suspects: one Golf car; two Ak-47 rifles; one locally made pistol; three live cartridges; five cell phones; assorted charms; a touch light and the sum of N86,000.

 

The exercise is code-named “Operation Harmony.” This operation is now yielding positive results,” the commissioner said. He called on members of the public to continue to support the command in its efforts to rid the state of criminal activities.

Abuja Airport Closure: Nigerian government to buy more rail coaches.

The Nigeria Government has approved the purchase of additional coaches for use on the Abuja-Kaduna rail line.

The measure is to meet with the additional passengers on the route expected from the planned closure of the Abuja International Airport in March.

The Minister of State for Transportation, Hadi Sirika, who addressed State House correspondents at the end of the meeting of the Federal Executive Council at the Council Chamber, Aso Rock Villa, Abuja, on Wednesday said the meeting approved two memoranda from the ministry.

“One is for the procurement of coaches; two first class coaches, two for baggage and six for long distance economy class to improve upon this Kaduna airport project,” he said.

The minister said the purchases are to “boost rail transportation on the Abuja Kaduna standard gauge railway to improve on passengers and goods and also following the impending closure of the Abuja airport”.

He also said the effort “is to increase our capacity to handle passengers during this airport closure”.

Mr. Sirika said the other memo was for the establishment of joint briefing offices in all 21 federal government airports across the country.

He named the Airports to include those of Lagos, Kano, Abuja, Port Harcourt, Ilorin, Sokoto, Maiduguri, Jos, Yola, Calabar, Enugu, Owerri, Kaduna, Benin, Osubi-Warri, Katsina Zaria, Minna, Bauchi, Ibadan and Akure, adding ” and of course three aerodromes namely; Bonny, Excravos and Eket”.

“These joint briefing offices will include the air automation and would co-locate the track-up projects, the total radar coverage, the air automation system, which include the air automation system and the pilot briefing offices.

“These are prefabricated because during the remodelling exercise of those airports they were tempered with so we thought we should just co-locate them in one area for efficiency and to safeguard against future relocations,” he said.

Southern Kaduna: El-Rufai Advocates More Funding For Security Agencies.

Governor Nasir El-Rufai of Kaduna state has called on the Nigerian government to increase the funding of the security agencies to enable them adequately deal with the attacks in the southern part of the state and other internal security challenges across the country.

He made the appeal on Tuesday when the Senate adhoc committee on Southern Kaduna crisis and other parts of the country visited him in his office in Kaduna.

While briefing the Senate delegation led by Senator Kabiru Gaya, Governor El-Rufai stressed that the federal government needs to better equip and increase logistical support to the troops to further step up the momentum of the war against banditry and other forms of criminality in the state and Nigeria in general.

The Governor, who said that the state government had so far committed four billion naira in support of security agencies in the state despite having no control over them, noted that if the security agencies were adequately funded, they would enhance the troops’ capacity to combat the insurgency and also boost their morale.

“As the Chief Security Officer of the state, we really do not have control over the security agencies, but we have committed so much in funding security agencies in the state.

“We have bought even bullet proof vest; we have committed four billion naira in support of security agencies in the state.

“There is also need for training and retraining of security agencies, and the purchase of additional security equipment.

“The state government will continue to support the security agencies in the state even though it is the responsibility of the federal government. When we came in we met three main problems on ground, cattle rustling, urban gang and communal killings.

“I will do whatever it takes to deploy resources to facilitate the takeoff of the proposed military garrison in Southern Kaduna

“I am the Governor of Kaduna state. If you break the law you will be punished. The entire Kaduna city has been divided and there is need to regain the confidence.

“The reasons Southern Kaduna crisis has continued unabated is because those involved have neither been punished nor prosecuted in the 35 years.

“I am not an ethnic jingoist or a religious bigot. So, those who alleged that I am sponsoring Southern Kaduna crisis are just mischievous, no Governor wants crisis in his state.

“Even with the presence of security agencies, peace is a choice and people decided within themselves to live in peace.

“Let people know that there are always consequences for insecurity, and this crisis would have consequences – economic, political, development and even social.”

Lasting Solution

Earlier, the Chairman of the Senate delegation, Senator Kabiru Gaya, told the Governor that the committee was set up by the Senate to investigate and find solution to the Southern Kaduna crisis.

He said that the committee would interact with government, stakeholders, community leaders, security agencies towards finding a lasting solution to the crisis.

He commended the Governor for the efforts so far put in place to tackle the situation and urged all the warring parties to drop their arms for the sake of peace and development of Kaduna state.

“The committee is set up by the Senate to investigate and find solution to the Southern Kaduna crisis. Our mission is to interact, discuss with government, stakeholders, community leaders, security.

“Information received so far is commendable,” he said, urging the government to sustain the tempo to bring about peace in the state.

Social Media Bill

He also encouraged the Governor to continue with the town hall meetings.

“I know you are doing your best, but you should continue to seek people’s opinion, including religious leaders.

“With the way people are now misusing the social media to give out false information, I believe the Senate will revisit the social media bill,” he added.

Meanwhile, the Methodist Arch Bishop of Kaduna diocese, Arch-Bishop Sunday Idoko has called on religious leaders in the state to support the state government’s effort in addressing the violence in southern Kaduna.

The Bishop made the appeal when the Director General of Kaduna State Geographical Information   Service, presented him a land processing form in his office.

He appealed to all aggrieved parties involved in the southern Kaduna crisis to sheathe their swords and embrace peace.

‘Resist divisive tendencies over Southern Kaduna killings’ – Osinbajo tells Nigerians

Acting President Yemi Osinbajo has urged the citizenry to display true leadership virtues and resist the temptation to succumb to divisive tendencies.

A source in the Presidency, who craved anonymity, quoted the Acting President as responding to the leadership of Christian Association of Nigeria (CAN), which accused him of keeping silent in the face of brutal killings of Christians in Southern Kaduna.

The source said Osinbajo would always work in line with the rule of law and was committed to the best standards of governance that value the life of every Nigerian, regardless of religion or ethnicity.

He noted that even though there were weaknesses in the nation’s criminal justice system that limited his action, the Acting President was still working within government to bring the reforms necessary, including the option of community policing, to effectively arrest the situation in Southern Kaduna and other places.

The source said: “The Acting President has always acted to defend the rule of law and course of Justice. He is firmly committed to the best standards of governance that primes and values the life of every Nigerian, regardless of religion or ethnicity. El-Rufai swears-in new Kaduna Head of Service, wants more women in public service.

Governor Nasir El-Rufai of Kaduna State on Friday urged more women in the country to join public service in order to move the nation forward.

Mr. El-Rufai made the call in Kaduna when he swore-in the state’s new Head of Service, Bariatu Ibrahim.

The governor said he believes that women have always had exemplary carrier in the public service and pledged that his administration would always give them the chance to excel.

According to him, the new head of service has contributed immensely towards improving and revamping the state civil service.

“Before we came into office, we were informed by the UK Department for International Development that Kaduna State civil service is the most competent out of the 19 Northern states; that was some reassurance.

“But still there are a lot of work to be done to renew and revitalise the civil service.

“I am happy that Bariatu has done previous work in this area and she will now take charge of this vital duty of ensuring that our public service is young , energetic, ICT compliant and gender balanced.”

In her remarks, Ms. Ibrahim thanked the governor for the appointment and promised to pursue ongoing reform of the state civil service.

Responding to questions from journalists after the event, the head of service said she would focus on the training of personnel to drive the reform process.

According to her, absence of training was identified as one of the major inhibitions to an effective result-oriented civil service.

“We had selected few people who are competent in various cadres in the civil service, we put them together and did a workshop and we identified our weaknesses and our strength.

“One of such weaknesses is absence of training, and we expect that the training of all cadre of staff will be the beginning of the reform programme in the state.”

She solicited the support of all civil servants and the guidance of Allah to enable her succeed in “this big task” as head of the state civil service.

Kaduna Government Insists Violence Is Not A Religious Conflict.

The Kaduna State government has described as untrue the attacks in the southern part of the state is an orchestrated plot against Christians.

The state government maintained that the attacks are being carried out by some armed bandits that have been terrorising some states in the northern region.

 

The government also cautioned religious and political leaders to desist from making inflammatory comments that are capable of worsening the crisis in the southern part of the state, where suspected armed bandits have been attacking communities in recent time.

 

The government warned that such statements coming from men of God are capable of plunging the state and the country into a religious war.

 

The Kaduna state deputy governor, Bala Bantex who gave the warning at the end of the State Security Council meeting, said that the law will descend on any religious leader found guilty of making provocative statements or inciting people into violence.

 

Mr Bantex while condemning statements by some religious leaders outside Kaduna state, asking Christians to take up arm and attack their Muslim counterparts whenever they come close to them, appealed to Religious leaders to preach peace and love to their members and also support government and security agencies towards restoring peace in Southern Kaduna.

 

The state government also directed security agencies to arrest and prosecute the masterminds of the attacks and any individual or group that incites the citizens to take laws into their hands.

 

He explained that government has demonstrated total commitment to the restoration of peace in Southern Kaduna, by ensuring that troops are deployed to the troubled areas and also ensuring that Internally Displaced Persons are brought back to their homes for them to start their normal life.

Kaduna State College of Education, Gidan Waya is in receipt of a report on unfounded news going round the media especially the social media that five (5) students of the College were ambushed and killed by Fulani Herdsmen on their way to the College along Kagoro-Gidan Waya road on Sunday, 22nd January, 2017.


The College wishes to categorically state that the story is totally false and unfounded. Similarly, the College is not aware or in receipt of any report of such incidence from the Police.  Moreover, the College does not run any Department of Mass Communication and all her students of the Gidan-Waya campus are presently on break.


We are surprised that such insinuation is being patronised and perpetrated by certain reputable media outfits such as Vanguard. 

Members of the general public are therefore, called upon to totally disregard such stories as they are mere attempt to compound the security challenges being experienced in Southern Kaduna and the State in general. 

Governor El-Rufai and key members of his cabinet hosts World Bank officials

Kaduna State Governor, Nasir El-Rufai and some key members of his cabinet, on Wednesday, played host to World Bank officials at the state government house.

 

This was made known in the pictures shared on social media few minutes ago by one of the governor’s aide.

 

The early morning meeting with the World Bank officials was aimed at strengthening partnership on the development of the state.

 

Details of the meeting would be made public soon.

Kaduna Government Proposes 1Bn Naira To Tackle Malnutrition

The Kaduna State government has said it is proposing an annual budget of 1 Billion Naira, to tackle malnutrition, among children in the state.

Governor Nasir El-Rufai disclosed this at a summit on emergency nutrition action plan held in the state capital.

The governor announced that as part of efforts to address hunger and starvation in the state, his administration will set aside funds to take care of 50,000 malnourished children in collaboration with UNICEF.

He however called on the citizens to invest at least 6,000 to 8,000 Naira to save a malnourished child

“If a child is not given the right nutrition within the first 1,000 days he or she is most likely to be incapable to think well.

“A malnourished child may not finish primary school. Investing in the life of malnourished children is to save us from insurgency” the governor said.

Speaking at the event, wife of the governor and initiator of the summit , Aisha El-Rufai, lamented that, despite Kaduna been ranked as first in the production of maize, soya, tomato and ginger, the state was still faced with the challenge of using the best natural and human resources to feed people in the most proper and acceptable manner.

She also expressed concern on the helpless women and children who were affected by malnutrition.

“Because they do not have a choice in this affliction, malnutrition strives more in impoverished homes due to inadequate supply of the balanced diet or inappropriate form of cooking, methods leading to the destruction of the nutrients plus lack of knowledge

“The past pictures of malnourished women and children were seen in distant countries but now the menace is either directly or indirectly within people of the state”.

The National Nutrition Health Survey, (NNHS) of 2015 confirms that 42% of children in Kaduna State are termed wasted from acute, under nutrition while a further 52.1% of children under 5 years old are termed stunted from chronic under nutrition”

Mrs El-Rufai said: “The nutrition indices leads to more than 50% of under-five mortality in Kaduna State.

“This poor nutrition situation cuts across all the 23 local government areas of the state.

“As a mother my heart bled when I went round and saw the situation of women, expecting mothers and children in communities of this state, especially in health care centers and other outpatient therapeutic program sites.

“It totally depressed me and gave me sleepless nights but it also triggered me into action with the purpose of saving lives and giving the women and children of this state,  hope and a reason to live a meaningful and productive life”, she said.

Airport Closure: “It’s easier to connect Kaduna from Abuja by road”, says Fashola

Babatunde Fashola, minister of power, works and housing, says the decision of the federal executive council to favour Kaduna airport over Minna airport is due to the ease or otherwise of connecting roads.

Fashola explained that given the current conditions of both roads, the Kaduna-Abuja highway currently lends itself more to the kind of emergency intervention to restore it to motorability within the short time assigned for the completion of the rehabilitation.

“While the road distance from Minna to Abuja is about 156 kilometres and Kaduna to Abuja is about 186 kilometres (a difference of 30 kilometres or thereabouts), I have driven on both roads recently and the Kaduna-Abuja road is in much better condition than Minna-Abuja, and lends itself more quickly to the implementation of this kind of emergency repairs,” Fashola said.

The minister, who reiterated that his ministry came into the matter in a complementary and supportive role, also added that the Abuja-Minna road is also currently under procurement.

He explained that though the contractor was having difficulty with his financing, the issues would eventually be resolved and the road fixed.

The minister also disclosed that in anticipation that Kaduna Airport would be the alternative airport, his ministry utilized the provisions of the emergency provisions of the Public Procurement Act to seek and obtain the approval of the Bureau of Public Procurement for the emergency rehabilitation of the bad sections of the Kaduna-Abuja highway at a cost of N1.058 billion.

He said although the contractor, Messrs CGC Nigeria Limited, had moved to site since January 7, 2017 and had proposed that it would be finished in 50 days, ending thereabouts on the 28th of February from the work plan that they have submitted to the ministry, they had not yet been paid.

“They have moved men and materials to site and this is the consequence of the confidence that has begun to come back to the construction industry since the implementation of the 2016 Budget that you passed,” he said.

Also acknowledging the inconveniences that Nigerian will experience during the period, Fashola advised that “this is also perhaps a time for us to adapt so that we can be safe”.

He called on airport users to alter some of their pre-scheduled programmes ahead of the closure or until after the closure, adding that they could also employ available technology such as skype or e-mail, SMS and teleconferencing.

Melinda Gates commends Kaduna Government on child health, others.

The Kaduna State Governor, Nasir El-Rufai, has been commended for his leadership in improving child health. Melinda Gates, co-chair of the Bill and Melinda Gates Foundation, BMGF, gave this assessment when she visited Kaduna on Wednesday.

 

Mrs. Gates, whose plane landed at the Kaduna Airport, told the governor that the Gates Foundation also lauded Kaduna State’s drive to improve the range and credibility of data collection.

 

“Your commitment to data collection is really admirable. You can’t make decisions without data. We are pleased to help you with that”.

 

She assured the governor that the Gates Foundation has a joint interest with the Kaduna State Government to reduce infant mortality.

 

Assessing the progress on routine immunisation, Mrs. Gates said the BMGF is impressed by the scale of the polio surveillance mounted by the Kaduna State Government.

 

Speaking further on the healthcare segment of the partnership between her foundation and Kaduna State, Mrs. Gates said that the primary health centres will continue to be supported so that they can offer a broad range of services to patients.

 

Mrs. Gates also promised that the BMGF will invest more in agriculture and in promoting access to financial services.

 

Mr. El-Rufai expressed gratitude to the Gates Foundation for supporting Kaduna State. He proposed that the partnership between the foundation and the state be strengthened by making it to better cohere with the state’s priorities. These include maternal and child health, child spacing and nutrition. He further suggested that the BMGF should support the state’s data revolution, its state residency identification system and efforts to promote security and justice, and to address the root causes of poverty and development.

The governor noted that Mrs. Gates’ direct flight to Kaduna Airport is a welcome endorsement. He added that Kaduna State looks forward to strengthening the relationship between the two partners.

Kaduna announces further relaxation of curfew in Jema’a, Kaura, Zangon Kataf LGAs

The Kaduna State Security Council on Tuesday in its 41st meeting reviewed the current security situation in the State.
The Council deliberated on the security situation in Jema’a, Kaura and Zangon Kataf Local Government Areas in Kaduna South Senatorial District. Following its assessments of reports from the field, the Security Council relaxed the 24-hour curfew in Kaura local government Area. The curfew is now from 7pm to 6am daily.
Last week, the Council relaxed the curfews in Jema’a and Zangon Kataf Local Government Areas to 6pm to 6am. Today, the Council further relaxed the curfews in these two local governments to 7pm-6am.
The Kaduna State Security Council meeting, which  was chaired by Governor Nasir Ahmad El-Rufai, had in attendance, the Deputy Governor, Arc. BREAKING: Magaji, Kaduna FA chairman, dies at 52.

Abdulkadir Magaji, chairman of Kaduna state Football Association and independent vice-chairman of the Nigeria National League(NNL), has died.

 

Abdulsalam Jere, secretary of Kaduna FA, announced this on Tuesday, saying Kapaka died in a Lagos hospital after a brief illness.

 

According to Jere, the deceased was aged 52.

 

In December, Magaji attended the 72nd general assembly of the Nigeria Football Federation (NFF) in Lagos, where the new board of the NNL was inaugurated.

 

A graduate of the Ahmadu Bello University, Zaria, Magaji was a two-time member of the Kaduna state house of assembly, and was also a two-time special adviser to Ibrahim Yakowa, former Kaduna governor, on sports.

 

He was a member of the NFF match commissioners’ appointment committee before he was announced as the independent vice chairman of the NNL.

 

He is survived by his father, wife and three children.

Southern Kaduna: In search of peace and justice – By Oyekan Adeolu

Over the last 37 years, Kaduna State has witnessed numerous violent conflicts, most of which are ethno-religious in nature. Contests for domain controls, resources and religious supremacy has led to the burning of religious places of worship, homes, marketplaces and public property.

Institutions of higher learning, which ought to be somewhat immune to the irrationality that fuels these conflicts, have many times been the theatre of war, as the College of Education riots of 1987, ABU crisis of 1988, and the Federal College of Education violence of year 2000 indicate. Notable places like Zagon Kataf, Kanfachan, Zaria among others, have become flashpoints where contest for identity recognition often results in bloodshed and wanton destruction.

More unfortunately though, attempts to permanently lay these recurrent conflicts to rest have failed, largely owing to half-hearted efforts by the authorities to implement enduring decisions identified as capable of bringing lasting respite.

It would seem that the political class benefits from the exploitation of the fault lines of the highly heterogeneous state for personal benefits. Granted that some of the lingering disputes have roots in colonial meddlesomeness that arbitrarily redrew districts and political domains, there has been little or no effort by the political leadership over time, to find lasting solutions. It is for this reason that the recurrence of violence, though sad, has not been surprising. It is within that brief overview that one must situate the ongoing conflicts in southern Kaduna.

The current conflict, said to have claimed close to a thousand lives, has exposed the fragile, distrustful relationship that exists between the different ethnic, religious and occupational groups in the state. The government, both at the state and federal level unfortunately, has conducted itself in a way that aggravates rather than ameliorate the crisis.

Governor El Rufai didn’t help matters when he, without recourse to verifiable facts attributed the conflict to non-Nigerian Fulani herdsmen who suffered losses while grazing, in the aftermath of the 2011 elections. The implications of this is that while the governor acknowledged the killings in southern Kaduna, he exonerated the indigenous Fulani community and held foreigners responsible for the numerous coordinated attacks on lives and property within his domain. By so doing, he has added a new, more frightening dimension to the issue, as it means that Nigeria is under attack from a band of aggrieved bandits who come into the country at will, wreak havoc, recoil and spring again as the nation watches helplessly. The implications of such an account wasn’t lost on any of the security agencies who have refrained from conferring credibility on the governor’s claim. The governor goes ahead to say that he Knows the perpetrators of these crimes, have visited them, and also offered huge monetary incentives to stop the destruction. Evidently, the governor did not consider as grievous and counter-productive, the use of unappriopriated resources of the State to pacify a party to an ongoing conflict, to the exclusion of the other sides whom the governor himself acknowledges to have suffered great human and material loss. While the governor’s ‘foreign invaders’ thesis is unconvincing, seeking to buy peace from a party to a conflict without a proper mechanism of mediation in a way acceptable to all the stakeholders takes the mismanagement of the Kaduna crises to a new height of incompetence.

Already, the attack on the residents of southern Kaduna a few weeks back, leading to the reported massacre of over 800 persons in the middle of a 24 hour curfew has been interpreted in some quarters as the tragic outcome of the governor’s handling of the issue.

Some have insinuated outright connivance. While we may not be able to affirm the connivance of the State governor with the Fulani side of the Kaduna crises merely on account of ethnic affiliations, the shoddy handling and management of the situation is evidently complicit.

Granted that the federal structure operative in the country gives the governor little control over security agencies, his self-explained use of the instruments of his office in bringing about peace falls far short of an objective, peace-oriented approach to the conflict.

Yet, more worrisome is the apparent indifference of President Muhammadu Buhari over the ongoing killings. It took public excoriation from many quarters to squeeze out a tepid press statement from presidential media aides in respect of the issue. This has unfortunately fuelled the belief in some quarters, rightly or wrongly, that the president, a Fulani himself, is sympathetic to the herdsmen at the centre of the conflict. The mistrusts that this presidential indifference has bred is inimical to lasting peace in Kaduna. Most worrying still, is that President Buhari is wittingly or unwittingly framing himself as a leader incapable of rising beyond narrow, primordial considerations in tackling matters of national importance.

The non-challant approach to conflicts involving herdsmen was an issue of much media debate in the wake of the attacks on farmers in Benue, Enugu and a few other places in months past. Rather than cement further, the increasing perception of the president as a sectional figure, General Buhari could have acted swiftly and decisively in the present Kaduna crisis to demonstrate to all in very clear terms the commitment to being a president for all as he swore to.

All over the world, we see the value attached to lives as leaders show up in areas where there are crisis, to console, identify with, and reassure their citizens in words and deeds that the people’s lives matter to those in power. In July 2016, President Francois Hollande of France was an early caller in Saint Etienne-du-Rouvray, where terrorists had killed a local clergyman. This was in spite of the fact that the assailants were killed at the scene by security agents. Earlier in 2015, in the wake of the murder of nine worshippers by the white supremacist, Dylan Roof, at a church in Charleston, President Obama visited the community to grieve with them. The import of this is very clear. When tragedies happen, it is expected of leaders to demonstrate empathy and commitment to a healing process. When tragedies occur as a result of conflict, it is even more imperative that a leader intervenes symbolically, calming jarred nerves and going beyond that to show the way forward in the interest of enduring peace, and more importantly, justice.

On this score, President Buhari has been grossly wanting. Unfortunately, such a disposition is not likely to be met with indifference from the feuding parties. It has the dangerous tendency to infuriate and energize further, those who perceive themselves as victims, while equally emboldening those accused of committing serious atrocities. In the absence of decisive and effective leadership, a conflict of this nature can only breed more anarchy and disorder, as people interpret justice and fairness from the perspective of self-interest. Ineffectiveness is a great incentive for degeneration into a Hobessian state

The federal government has decided to establish an Army formation in the part of southern Kaduna most prone to conflicts in order to restore peace. It remains to be seen if such a move will yield expected results in an area where distrust and accusations of connivance on the part of the Armed Forces are rife. In any case, the establishment of a military formation is at best a medium to long term solution which in itself is not encompassing. Peace enforcement all over the world is a temporary measure which precedes peace-building.

Achieving the latter requires establishing the credibility of government and its institutions as unbiased arbiters, dispelling methodically the grounds for further discord between the different sides, and bringing reforms carefully designed to address holistically, the numerous dimensions of the crisis.

In the case of Kaduna, finding lasting peace ought to factor in the political, economic, religious and social dimensions that the contesta has assumed. Areas of influence for each group must be clearly delineated and made binding to the satisfaction of all ethnic groups and other interested parties, while issues relating to the transition from the grazing approach to ranching by herdsmen equally requires a definitive resolution. Efforts must also be made to bring to justice, those known to have committed grave crimes on both sides. These steps, among others will go a long way in restoring trust, a sense of fairness and safety, and the needed peace and order upon which any developmental agenda can be predicated.

Abuja Airport Closure: Amaechi, Sirika Appear Before Senate.

The Minister of State for Aviation, Mr Hadi Sirika and the Minister of Transportation, Mr Rotimi Amaechi, have appeared before the Senate on Thursday, to explain the reason for the planned closure of the Nnamdi Azikwe International Airport, Abuja.

The Senate invited both ministers on Thursday to explain the reason for the closure and rather explore other options besides closing the airport.

According to the lawmakers, closing the airport would bring hardship on local and international travelers.

Mr Sirika, however explained that to continue to operate, the Abuja airport would be unsafe and unreasonable as daily incidents occur on the runway.

Furthermore, the former pilot, stated that every flight plan always has alternate landing routes and Kaduna has always been the alternate for the Abuja airport.

He also pointed out that most of the sections of the runway have collapsed and if multiple sections have collapsed, it means the entire runway has collapsed.

The runway in the Abuja airport was constructed in 1982 with a lifespan of 14 years which had been exceeded.

Kaduna State Government Announces Killings’ Masterminds

The Kaduna State governor, Nasir el-Rufai, has announced the arrest of some of the people behind attacks in the southern part of the state.

The governor disclosed the names when he visited the State Commissioner of Police, Mr Agyle Abeh in his office.

He vowed that his administration would ensure all those involved in the attack in Southern Kaduna would be fished out and prosecuted in accordance with the law.

Governor El-Rufai stressed that his administration would not condone any form of criminality and lawlessness in the state.

Earlier, the Police Commissioner while parading some of the suspects before the governor, said that they were arrested for various offences, ranging from involvement in Southern Kaduna violence to armed robbery and kidnapping.

He assured the governor that the command, under his watch, would not relent until criminals were chased out of the state and until normalcy returned to all troubled areas.

The governor also took out time to address the suspects with a view to know their involvement for the crimes which they were accused of.

Speaking to reporters, Governor El-Rufai called on citizens of the state to embrace peace and tolerate one another for the interest of peace and development of the state.

In the meantime, Muslim clerics under umbrella of Council of Imams and Ulamas have called on Federal and Kaduna State governments to arrest and prosecute the Senator representing Kaduna South in the National Assembly, Danjuma Laah, and few others for making inflammatory statements and instigating the recent Southern Kaduna crisis.

Addressing journalists on state of affairs in Southern Kaduna, the Chairman of the Imams and Ulamas, Sheikh Abubakar Babatunde, said the council was in support of Federal and Kaduna State government in taking any measures legally to deal with any individual or group of persons found guilty in the attacks without fear or favour.

Islamic clerics blame ‘reckless utterances’ for southern Kaduna crisis.

The council of Imams and Ulamas in Kaduna state say “reckless utterances of southern Kaduna political and religious leaders” is the cause of the crisis in the southern part of the state.

On December 24, 2016, the Kaduna state government declared a 24-hour curfew Kaura, Zangon-Kataf and Jema’a local government areas owing to the persistent killings going on there.

The curfew has since been relaxed by 12 hours in Kaura and Zangon-Kataf with the exception of Jema’a.

Speaking with journalists on Monday, Abubakar Babantune, chairman of the Islamic clerics, said the southern Kaduna political and religious leaders urged their people to defend themselves.

He said that this has led to the death of Fulani and Hausa people in those LGAs.

“In the last one year or so, Kaduna state has not been in peace resulting from the activities of some mischief makers and the reckless utterances of southern Kaduna political and religious leaders,” he said.

“The council of Imams and Ulamas is most disturbed with the recent events in the southern part of the state in particular the recent demonstration organised by persons who don’t want peace in Kafanchan which led to the merciless killings and destruction of property worth millions of naira.

“To actualize their sentimental zeal by way of making insinuative statements that could destabilize the state, several news report credited to southern Kaduna political and religious leaders urging their people to take arms to defend themselves and nothing was done to prevent its occurrence until the worse had happened.

“Thus, the situation degenerated into the senseless and merciless massacre of hundredth of Hausa/Fulani Muslims in that area.”

Foreign airlines ‘reject’ Kaduna airport

Representatives of foreign airline operators say the Kaduna airport is not an option to them during the period the Nnamdi Azikiwe International Airport, Abuja will be under repairs.

On December 19, Hadi Sirika, minister  of state for aviation, said the Abuja airport would be closed for six weeks between February and March 2017 to enable repair on the damaged runway.

Sirika also announced the choice of Kaduna international airport as the alternative.

But according to DAILY TRUST, Osho Joseph, a representative of the international airlines operators, while speaking at a stakeholders meeting on Wednesday, said the Kaduna airport may be a good option for local airlines but not for foreign.

“We believe Kaduna may be an alternative for local operators but definitely not for international airline operators. But we will get back on this,” Joseph said.

Sirika said the federal government would ensure that the foreign airlines are comfortable if they chose to fly to Kaduna.

“On whether some of the international airlines won’t fly to Kaduna, that’s an economic decision.  But we will ensure they are comfortable if they choose to fly to Kaduna. Kaduna has the capacity to take jumbo jets and B777s,” the minister said.

“What I have is not final. We are still open to new knowledge on this matter. At the end of our preparation, stakeholders will be invited to inspect Kaduna to ask further questions.”

He assured stakeholders that security would be guaranteed “within the airport, Kaduna Metropolitan City, en route to railway station and along Kaduna-Abuja road”.

Kaduna Security Council Relaxes Curfew In Jema’a, Zangon Kafaf LGAs

The Kaduna State Security Council has relaxed the 24-hour curfew in Jema’a and Zangon-Kataf local government areas with immediate effect. However, the 24-hour curfew remains in effect in Kaura local government.

The curfew in Jema’a and Zangon Kataf local government areas is now for twelve hours daily, from 6pm to 6am. Medical and health personnel carrying out essential services are exempted from the curfew which was imposed in December 2016.

A statement from the state security council said that improvements in the security situation in Jema’a and Zangon Kataf LGAs informed the decision to relax the curfew. The council noted that it was keeping the situation in a Kaura local government under review.

The decision to relax the curfew in the Jema’a and Zangon Kataf LGAs and its continuation in Kaura LGA was unanimously taken after deliberation and review of security situation in the three local government areas and the entire state.

The Kaduna State Security Council is chaired by Governor Nasir Ahmad El-Rufai. Its members include the Deputy Governor, Arc. Barnabas Yusuf Bala, Kaduna State Commissioner of Police, Agyole Abeh, Director DSS, Mohammed Tijjani Wakili, Brig. Gen. I.Isa, Garrison Commander, 1 Division Garrison, Nigerian Army, Rear Admiral TT Dakwat, Commandant Nigerian Navy School of Armament, Kachia and AVM Bello Garba, Base Commander, Nigerian Air Force, Kaduna.

Security agencies have also been empowered to arrest individuals and groups found violating the curfew.  Furthermore, the Security Council urges security operatives to ensure enforcement using best practices.

Kaduna crisis: True religious leaders don’t fan embers of hate – Dambazau

The federal government has warned opinion and religious leaders to refrain from giving religious connotation to the crisis between herdsmen and farmers in Southern Kaduna.  ?

Abdulrahman  Dambazau, minister of interior, gave the warning in Abuja on Tuesday.

He said it became expedient ???following insinuations that the violence in the region had religious interpretation.

Dambazau said some people were always looking for ways to further create division along religious or ethnic fault lines for their selfish interest.

“True religious leaders do not? fan the embers of hate, but ensure that communities live in peace and harmony,” read a statement issued on his behalf by Ehisienmen Osaigbovo, his press secretary.?

Dambazau said those who perpetrate violence against innocent, law-abiding citizens do not discriminate along religious and ethnic lines, citing examples of how Communities in Zamfara, Katsina, Taraba, Enugu, Lagos and Niger were attacked by “violent criminals”.

“A criminal should be treated as such, whether he is involved in armed robbery, drug trafficking, homicides or cattle rustling,” he said.

“People should avoid honouring criminals with religious or ethnic attachment.” ?

He advised religious leaders to focus on the real enemies of our society, who illegally acquire weapons to terrorise Christians and Muslims communities alike.

Dambazau said he had directed the Nigerian ?police to ensure the sustenance of law and order, and to arrest and prosecute anyone involved in criminal activities in the area and across the country.

He ?urged citizens to cooperate with the police by providing information in its quest to restore normalcy to the troubled communities.

Dambazau assured Nigerians of government’s commitment to tackling the root causes of similar crisis in all parts of the country.

Different religious groups have traded blames over the crisis in the region.

Airport Closure: We’ll rather lose billions of dollars than risk lives, says FG

The federal government says it prefers to lose billions of dollars in revenue than to risk lives.

Hadi Sirika, minister of state for aviation, said this on Monday, disclosing that Thursday had been slated for engaging stakeholders in the industry on  issues arising from the proposed closure of the Nnamdi Azikiwe International Airport, Abuja.

Sirika had earlier announced closure of the airport for repairs on its runway.

He explained that Thursday’s meeting was a follow-up to the decision to temporarily shut down operations at the airport for six weeks in February and March.

According to the minister, the stakeholders’ forum will afford him with the opportunity to officially inform the sector’s players of the decision.

“It is also to brief them on efforts being made to ensure that the use of the Kaduna international airport as an alternative during the six-week closure of the Abuja Airport is seamless and hitch-free,” read the statement signed by James Odaudu, deputy director, press and public affairs, ministry of transportation.

“The stakeholders will also be expected to make their contributions and key into the plans to make their operations during the period less problematic.”

Sirika said the forum was in line with government’s belief in hearing people’s opinions in formulating and executing policies.

He said government is aware of the likely high level of discomfort and inconvenience the proposed closure of the airport would cause air transport passengers, airline operators and other service providers.

Sirika explained that the decision was informed by safety and security concerns.

The minister also disclosed that the ministry would invite other ministries, departments and agencies (MDAs) as well as security agencies and the Kaduna state government who were expected to play roles during the six-week period.

Peace gradually returns to southern Kaduna as residents reach truce with herdsmen

A milestone for the cessation of attacks and killings in Southern Kaduna communities was achieved at the weekend, when Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), the umbrella body of the Fulani herdsmen, agreed to a ceasefire, and embraced peace.

This is as indigenes of Southern Kaduna, under the aegis of Southern Kaduna Peoples Union (SOKAPU), described the Fulani group’s decision as a welcome development, provided they are sincere about embracing peace.

At a press conference in Kaduna, yesterday, where the herdsmen also stated their grievances, they claimed that they were not the aggressors in the unending crises.

That notwithstanding, the Assistant National Secretary of MACBAN, Ibrahim Abdullahi, called on the people of the area to forgive what had happened, stressing that both parties should learn to forgive one another.

“This crisis will never end if you think you would go and revenge what happened to you. So, we are appealing to all parties to sheath their swords and embrace peace. We want to also support the steps so far taken by the government of Kaduna State, and all the security agencies in order to return normalcy to the area. We call on leaders in particular, political, religious and otherwise to desist from making inflammatory speeches that could escalate the situation. There should be no hate speeches … We inherited a peaceful Southern Kaduna and I don’t think we are sensible if we bequeath to our children and grandchildren a Southern Kaduna that is fighting itself.”

Abdullahi commended the role played by Governor Nasir El-Rufai, in ensuring that the crises come to an end, including resuscitating the peace process started by the late Sir Patrick Ibrahim Yakowa.

Responding to MACBAN’s ceasefire, President of SOKAPU, Solomon Musa, told The Guardian that the people of Southern Kaduna are ready to embrace peace, provided the peace move is not deceptive.

Musa explained that any development that calls for sincere dialogue or ceasefire is welcomed by his people In a related development, Chairman, Nigerian Catholic Diocesan Priests Association, Kafanchan Chapter, Reverend Father Williams Abba, has described the killings in Southern Kaduna as efforts aimed at ethnic cleansing.

According to him, the killings are sustained in an effort to drive the people away from their communities, and forcibly grab their lands for grazing. Abba, who alleged that religious conquest, political relevance and economic benefits were some of the hidden motives behind the attacks and killings, expressed worry at the level of sophistication of the attackers, and weapons deployed.

He also flayed the state and federal governments for failing the people of region by not quickly intervening saying: “The primary duty of government is the protection of lives and property. The state government has been slow, lackluster and lackadaisical in its response, whenever there is an attack. On many occasions, the governor will not visit the affected areas after the crises.

“The victims are internally displaced without adequate relief materials from the state government. They have not been compensated or resettled till date. Their children are still wandering without schools to attend. Their farm produce are being stolen by the herdsmen because our people are too afraid to go to the farms for fear of attacks by the Fulani herdsmen.”

Meanwhile, the Ijaw Youth Council (IYC), yesterday, described as reckless, irresponsible and worrisome, the statement by El Rufai that Niger Delta militants have been hired to carry out attacks in troubled Southern Kaduna.

He said: “It could lead to a breakdown of law and order, as some will perceive Niger Delta people as troublemakers. It is a reckless statement and we must put the record straight.

“Our issues have no business with their ethnic cleansing that is going on in the North. The Niger Delta issue is about the economic engagement of our people. We have no business with ethnic cleansing. We want to participate in any activity going on in our environment, period. And that is what led to the agitation today for which we have been labeled as terrorists and all kinds of names.”

The Governor of Kaduna State, Nasir El-Rufai, has described 2016 as a year of attainments and challenges for the state.

In his new year message to the people of the state on Saturday in Kaduna, he said his government has confronted its difficulties with the same decisiveness it used to produce results across sectors.

The governor said amidst the successes, the state has experienced security challenges especially in parts of Southern Kaduna.

He welcomed the assistance of the Federal Government in deploying additional security asset to the area.

“We have imposed discipline on the finances of our state, increased IGR and ensured that we pass our budget well before a new calendar year. We must uphold hope and a common humanity,” he said.

“We invoke the blessings of the Almighty on all our people, that harmony will prevail in our land and that the apostles of violence and division will be shamed.

“We have high hopes for 2017; that it will be a year of peace and growth for our state, and our country, Nigeria.

“For us in Kaduna State, 2016 was a year of attainments and challenges. We made tangible progress in implementing our governance agenda. Much has been done, but much more remains to accomplish,” he added.

UPDATE: The Kaduna State government has relaxed the 24-hour curfew.

The Kaduna State government has relaxed the 24-hour curfew that was imposed on three local government areas in the state ahead of the Christmas and New Year celebrations.

The state government on Wednesday imposed a 24-hour curfew in Zango Kataf, Jemaa and Kaura local government areas following last Monday’s violent protest by indigenes of southern Kaduna over the frequent killing of their kinsmen by suspected herdsmen.

A statement by the spokesman for the state government, Samuel Aruwan, said the adjustment of the curfew was made to enable residents have a hitch-free christmas celebration.

He explained that the 24-hour curfew would be relaxed to 12 hours from 6:00 a.m. to 6:00 p.m. local time with effect from December 25 and 26 while the 24-hour curfew in the three LGAs would continue from December 27.

The statement also announced that more troops had been deployed to all parts of the state ahead of the festivities.

“In order to strengthen security in Southern Kaduna and the state at large, more troops and operatives comprising the Nigerian Army, DSS and other intelligence personnel/investigators have been deployed to ensure the security of citizenry and maintenance of law and order.

“The Nigeria Police has also deployed various units of Mobile Police, Counter Terrorism Units (CTU) as well as many units of both conventional and undercover police to adequately provide security to the people.

“You may recall that the Governor had met Mr President regarding the security situation in the areas and the intelligence reports at the disposal of security agencies,” the statement read.

Police investigate attack on Kaduna Governor, Nasir el-Rufai.

The Kaduna state police command has commenced investigations into attack on Nasir el-Rufai, governor of the state.

 

Aggrieved youth in Kanfacha pelted the convoy of el-Rufai with stones on Tuesday.

 

Some women also destroyed vehicles belonging to the governor after holding a meeting with him.

 

But addressing reporters on Friday, Agyole Abeh, the state’s commissioner of police, said an investigation team, headed by an assistant commissioner of police, had been dispatched to Kafanchan.

 

He vowed that perpetrators of the heinous act would be brought to justice, and warned people of the state not to take the law into their hands.

El-Rufai on Kaduna crisis: We’ll overcome these forces of darkness

Nasir el-Rufai, governor of Kaduna state, has expressed confidence that normalcy will soon be restored in Southern Kaduna.

The area is currently tensed as a result of religious crisis.

On Monday, One Aliyu Muhammad, a driver, was murdered in Kafanchan. The convoy of el-Rufai was also attacked by aggrieved residents of the community, while the residence of Bege Katuka, chairman of Je’ma local government, was torched.

Responding to the volatile situation, el-Rufai said “by the special grace of God, the forces of darkness” would be subdued.

He appealed for calm, describing the attack on him as one of the burdens of leadership.

“In the name of God, I am begging you. No one should take the law into his or her hand over what happened in Kafanchan,” read a statement issued on the governor’s behalf by Samuel Aruwan, his spokesman.

“Although it is unfortunate, but we must rise above induced prejudice and hatred. We must defeat hate with patience, love and dedication to duty and not eye for an eye.

“It is also a burden of leadership and we will, by the special grace of God, overcome these forces of darkness who are dividing our citizens using religion, ethnicity and politics. I commend high the sense of professionalism exhibited by security personnel.

“I listened to three of the women who led the protesters as they asked me questions. I answered them and even invited them to a larger meeting, but they went on rampage and burnt the residence of the local government chairman.

“The government of Kaduna state and the security council sympathise with the chairman of Jema’a local government, Dr. Bege Katuka and his family over the unfortunate incident that led to the burning of their home. Our prayers and support go with them.”

The statement said the governor will update the people of the state on the steps being taken to improve security in the state in a state-wide live radio interview between 8pm and 10 pm.

NNPC to begin comprehensive rehabilitation of Port Harcourt, Warri, Kaduna refineries.

The Nigerian National Petroleum Corporation (NNPC) has slated a comprehensive rehabilitation of the nation’s three refineries located in Port Harcourt, Warri and Kaduna to achieve optimal capacity utilization for next year.

The Chief Operating Officer (COO), Refineries, of the NNPC, Mr. Anibor Kragha, at the Annual General Meeting of the three facilities in Abuja, yesterday, stated that the corporation was determined to move away from the approach of quick fixes and undertake a comprehensive rehabilitation of the plants.

‘’The plan for next year is to get the comprehensive rehabilitation programme done. The situation is like having three cars in your garage that have not been maintained for 15 to 20 years while you expect optimal performance from them. Changing one fuel pump here, one compressor there is not helpful. What we are doing now is to step back and take a holistic approach and do a full rehabilitation of all the refineries”, Kragha stated.

Meanwhile, after one year of experimenting with non-petroleum revenue for budget financing in the country, the managers of the country’s economy have returned to oil reliance budget financing.

The experimentation with the non-oil revenue sources as the cornerstone of budget financing was undertaken in the current 2016 Federal Budget which implementation is expected to wind down in May next year. It was planned to be led by non-petroleum revenue resources projected to fetch the country N1.45 trillion while oil mineral resources was projected at a cautionary level of N820 billion.

Oil mineral proceeds now have a larger projected revenue target of N1.985 trillion, while non-oil conversely now has a lower projection of N1.373 trillion.

Offering more insight into the policy shift at a briefing yesterday, the Minister of Budget and National Planning, Udoma Udo Udoma, said that revenue expectations from the non-oil window fell grossly below their targets and seriously impinged of the implementation of the 2016 budget.

He said: “ The projected independent revenue was N1.1 trillion as against N0.2 trillion realised during the period. The projected revenue for Customs was N0.3 trillion as against N0.2 trillion realised, while the projected non-oil tax receipts for the 1st – Q3 of 2016 is N0.8 trillion as against N0.5 trillion realised during the period.”

BREAKING: 24-hour Curfew Imposed in 3 LGAs in Kaduna State

A 24-hour curfew has been imposed on three local government areas in Kaduna State. These are Zangon-Kataf, Kaura and Jema’a. The Kaduna State Security Council said it took the step based on credible intelligence about risks to lives and property in the affected areas.

 

Samuel Aruwan, Governor Nasir Ahmad El-Rufai’s spokesman, disclosed this in a statement shortly after an emergency Security Council meeting on Wednesday.

 

Aruwan disclosed that the Kaduna State Security Council also reaffirmed the ban on all processions and unlawful assembly throughout the state.

 

The statement said that security agencies have also been empowered to arrest and prosecute any individualor groups that violate these orders.

 

Furthermore, the Security Council urged security operatives to ensure best practices in enforcing the directives.

Southern Kaduna Indigenes have continued to protest the incessant attacks on their communities by alleged Fulani herdsmen.

 

Southern Kaduna had over time witnessed persistent killings with the state governor, Nasir El-Rufai, recently revealing that he paid some Fulani herdsmen to forestall peace, a disclosure that resulted in heavy criticisms.

 

Hundreds of youths, women and children have continued to pour out on to the streets to protest the continued attacks and killing of residents by suspected herdsmen.

 

Kaduna State Government bans processions, unlawful assembly.

The Kaduna state government has announced a ban on processions and “unlawful assembly”.

 

Samuel Aruwan, spokesman of Nasir el-Rufai, governor of the state, disclosed this in a statement issued on Sunday.

 

Aruwan said the decision was arrived at during a stakeholders, explaining that it is a s a result of the security situation in the state.

 

“No processions will be allowed for now in Kaduna state. The Kaduna government said the ban on processions and unlawful assembly applies throughout the state, and called for the cooperation of all citizens to respect this restriction until it is formally lifted,” the statement read.

 

“A meeting of heads of security agencies in the state was convened to review the security situation in the state.  Based on assessments of security reports, the meeting recommended that the Kaduna State Government should impose a temporary restriction on processions and act sternly against unlawful assembly.

 

“The government has endorsed the recommendation and has decided to restrict processions accordingly. The decision was taken in the interest of the citizenry and to ensure law and order in the state.

 

“Security agencies have been mandated to ensure compliance to the ban.  All citizens are advised to go about their lawful activities, and to do their utmost to uphold peace and harmony.”

Southern Kaduna communities, Fulani herdsmen meet over incessant attacks

Worried by incessant attacks that have claimed many lives and displaced thousands of rural dwellers, communities in Southern Kaduna at the weekend met with Fulani herdsmen toward halting the trend.

The News Agency of Nigeria reports that the meeting, convened by Emmanuel Jekada, and held at St. Thadeus Science Academy, Madakiya, near Kafanchan, had representatives from the 87 wards of the eight local governments that constitute the Kaduna South Senatorial Zone.

In a keynote address at the meeting that also featured representatives of Hausa, Ibo, Yoruba communities and youth groups, Mr. Jekada said that the gesture was part of his “little contribution” to the efforts by the Kaduna State Government toward ending the attacks in the area.

“As a concerned citizen, I am trying to support the peace moves of the Kaduna State authorities; and as a military man, I want the youth to understand that war does not lead to peace. It only leads to more wars as it is currently being experienced in Southern Sudan and the Middle East,” he said.

The meeting was divided into eight groups according to respective local governments, with each of them given posers and questions on the possible causes of violence in their specific areas, and how best to address them.

According to the presentations by the groups, the causes of the violence included poverty, unemployment, drug abuse, religious and tribal sentiments, as well as perceived injustices.

Other identified causes included abandonment of culture and tradition, bad leadership, intolerance, bad teachings by some religious leaders, political manipulations and rumour peddling.

Other factors included the destruction of farm produce and the killing of cattle, unprovoked attacks and insincerity by government and its agents.

NAN quotes the participants as particularly calling for more fairness on the part of security personnel deployed to restore law and order, while also insisting that suspects arrested in connection with the attacks should be prosecuted to deter others from fomenting trouble.

Individual Fulani contributors, during the group discussions, however, exonerated the resident herdsmen from the attacks, which they blamed on foreign herdsmen that usually attack the local communities and flee.

They, however, regretted that they were always left to face the consequences of the attacks, and alleged that the native communities had always pounced on them each time there was an attack.

The Fulani recalled that they had always lived in peace with the local communities, and called for more dialogue and avenues of interaction to boost mutual understanding and curb the violence.

On their part, the natives alleged that the state government was being misinformed on the true nature and causes of the crises, and advised government to always insist on hearing from all sides so as to be well guided into taking informed decisions.

They also advised the Fulani communities to help the security personnel and the state government by reporting the movement of strangers among them so as to prove that they had no link with the attackers.

The local communities also wondered why security men, who were always quick to arrest locals for possessing even dane guns used for hunting, had not been able to arrest the attackers that wield very sophisticated weapons.

Mr. Jekada, who spoke with NAN after the meeting, said that the resolutions would be forwarded to the Kaduna State Government to help its efforts toward ending the bloodshed.

He advised the media to be more security conscious in their reportage, and cautioned against sentiments that could worsen the already bad situation.

“The primary purpose of government is to provide security of lives and property. Everyone should positively contribute to this task because without peace, no other endeavour can prosper,” he pointed out.

The retired military officer advised security men tasked with restoring peace to the area, to be professional in their conduct, and avoid actions that could give the impressions that they were either incompetent, poorly trained or just out to complicate the situation.

Kaduna State Government launches door-to-door waste, revenue collection

The Kaduna State Government has officially launched its door-to-door revenue and waste collection, an initiative designed to ensure the evacuation of waste from points of generation to dumpsites.

 

The initiative is also expected to generate revenue for the government and create jobs for the teeming youths in the state.

 

Speaking at the launch of the initiative in Kaduna, Ms. Abiola Bashorun, the Managing Director, Zoom Lion Global Alliance Nigeria Limited, said that it seeks to encourage the people of the state to develop a good culture of waste management.

 

Bashorun said that the token levy to be paid by the residents would be utilized judiciously for effective service delivery to all and sundry through the provision of basic infrastructure.

 

According to her, the pioneer personnel have been well trained for the job and 1,500 will be engaged to enhance service delivery.

 

Also speaking, the Commissioner for Environment and Natural Resources, Malam Shehu Balarabe, said that the Minister of Environment had donated water Hycinth Harvester machine to assist the government in evacuating solid waste and clearing weeds along River Kaduna.

Don’t protest in Abuja, Police warn Shiite IMN members

The police have warned the Shiite Islamic Movement of Nigeria, IMN, not to embark on any protest in the Nigerian capital, Abuja.

In a statement on Wednesday, the Federal Capital Territory Police Command said it had been informed of a planned protest by the IMN.

The police warned the group to desist from embarking on any protest.

“The attention of the FCT Police Command has been drawn to the plan by members of the Islamic Movement in Nigeria to carry out mass protest at the Three Arms Zone, Abuja on Wednesday, 14th, December, 2016.

“The Command wants to state unequivocally that the action of the group is illegal as they have neither written to notify the Command of their planned action nor have they secured any approval from the Commissioner of Police go on with the planned protest.

“It is sequel to the above that FCT Police Command is warning members of the Islamic Movement in Nigeria to immediately stay action on their planned protest or be prepared to be dealt with in accordance with the appropriate sections of the law,” said the statement which was signed by the command’s Public Relations Officer, Manzah Anjuguri.

Despite court orders rulings that have shown that Nigerians do not need a police permit to embark on protest, the police have always insisted on such especially for protests considered unfavourable to the government in power.

In a reaction to the police statement, a leader of the IMN said the group has no immediate plans to embark on such protest.

The Secretary General of the Academic Forum of the IMN, Abdullahi Musa, who spoke with PREMIUM TIMES on the matter, said his members have not protested since a court ruling ordering the release of the Shiite leader, Ibrahim El-Zakzaky.

“We took the case to court. And the court ruled in our favour and said that they should release our leader in 45 days. What sense will it make if we start protesting before that time. We have not protested and we will not protest till the 45 days elapses; if he is not released,” Mr. Musa said.

“Although I heard that a group protested yesterday, but I am telling you that we, the Shiite members whom I speak for, have not protested and will not protest now,” he said.

An Abuja Division of the Federal High Court had on December 2 ordered the release of Mr. El-Zakzaky.

Justice Gabriel Kolawole ordered the Nigerian government to release the cleric within 45 days, from December 2.

Mr. El-Zakzaky has been detained without trial since December last year after over 300 members of the IMN were killed by soldiers in controversial circumstances in Kaduna.

It is with utmost delight that I welcome you to Sir Kashim Ibrahim House this morning. Our purpose today is to sign the 2017 Budget that was passed by the Kaduna State House of Assembly on 1st December 2016. It is worth noting that our legislature is the first to pass an appropriation bill into law for the next fiscal year.

 

This feat is the product of hard and diligent policy work, and cooperation across the government. We signed the 2016 Budget on 22 December 2015. We have done better this year by presenting our draft estimates on 12th October and getting the 2017 Budget passed and signed faster. I hope that this marks the institutionalization in Kaduna State of a disciplined budget process that aligns the fiscal and calendar years.

 

The 2017 Budget size is N214.921bn, made up of N83.46bn in recurrent spending and N131.45bn in capital expenditure. This is a capital to recurrent ratio of 61:39. This budget is deliberately structured to be expansionary, rising from the N172bn approved for 2016, precisely because we need to increase spending in a recession.

 

The budget retains our commitment to pro-poor programmes that directly address our commitment to improving access to education, healthcare, infrastructure, jobs and security. It puts the needs and interests of our people first. In 2017, Kaduna State will spend N44.84bn on Education; N10.49bn on Health; N24.50bn on Infrastructure and N8.1bn on Water. Agriculture, one of our areas of comparative advantage, will get N4.58bn.

 

All these investments are meant to ensure that in 2017, we deliver the Zaria Water project, begin a school rebuilding and equipment programme that is unprecedented in the history of the state; complete the refitting of 278 primary health centres and hospitals and improve our investment profile and job-creation capacity with the establishment of an agro-industrial zone. In addition, we will expand our programme to rebuild and maintain township roads and kick-off the first phase of the Kaduna mass transit scheme. An Emergency Nutrition Intervention Programme to reduce malnutrition and hunger amongst our poorest citizens and children will also be implemented.

 

Mr. Speaker, Sir, I wish to commend the honourable members of the Kaduna State House of Assembly for the thoroughness of their efforts in passing the budget. Our legislators actually reduced the draft estimates we presented by N1bn when the temptation might have been to pad it. We welcome their commitment to a partnership in the interest of our people, and the hard work they have demonstrated in passing 20 laws in 19 months. The B+ Fitch Ratings Kaduna State recently got owes a lot to the policy and legal framework created by legislation such as the Tax Codification, Public Procurement, Fiscal Responsibility and Public Finance Management laws.

 

I wish to inform our legislators that we shall be submitting a Supplementary Budget to enable us capture the debt refunds we have just received from the Federal Government. Fifty-five percent of these funds belong to the state government, and the balance is for the local governments. We propose to apply 50% of the funds to settling the inherited arrears of gratuity and death benefits for state and local government workers. Some of these unpaid arrears date from as far back as 2010. Mr. Dan Ndackson, the Executive Secretary of the Bureau of Pension, has done a great job of sorting out these records and we will be ready to pay once the supplementary budget is passed. This is unprecedented, but we are happy to clear the problems created by those before us. The balance of the funds will be dedicated to rural and urban roads.

 

I wish to acknowledge the contributions that our Commissioners and heads of MDAs made to the budget process by abiding with the budget preparation schedule. Now that the budget has been signed, our MDAs are expected to be quicker with procurement processes so that in 2017 we can record vast improvements in the performance of the capital budget. This is of vital importance if the goals of the expansionary budget and the needs of our people are to be met.

 

We note that the retooling of our MDAs is continuing, with many departments now complying with their new, streamlined establishments. This ensures that MDAs carry optimal personnel and makes possible a service-wide refit and matching of personnel to skills and opportunities.

 

I am happy to inform you that I have received reports that the Judiciary is making great progress with the e-judiciary project. When completed, this project will make it unnecessary for our judges to take down court proceedings in long hand, making the lives of our judges easier and improving the pace of the administration of justice.

 

Permit me to conclude by thanking the Federal Government for its support to Kaduna State. We assure our investors that we will continue to improve the ease of doing business in Kaduna State. The 2017 budget contains items that reflect our increased investment in security and appropriate technology for deterring and detecting crimes, and enabling the prosecution of criminals.

 

Having laid the structural foundations in policy and legislation, restructured government to cut waste and redirected resources to serving the people, 2017 is the year to realize the many tenders, procurement and projects we have initiated. Our governance agenda is broad, but focused on providing public goods and enabling an environment to promote investments and job-creation. We have made steady progress on all these, and we are on  course to achieve more.

 

Mr. Speaker, honorable members of the State House of Assembly, and the Executive Council, let us continue to work together to make Kaduna great again.

Security Agencies Studying Shiites’ Audio Message Threatening Revenge Of Zaria Attacks

Security agencies are currently studying a purported audio message of an unnamed cleric of the Islamic Movement Nigeria (Shiites) threatening to avenge the death of over 300 members of the sect in last year’s attack by Nigerian soldiers in Zaria, Kaduna State, SaharaReporters has learnt.

The threat of reprisal, SaharaReporters learnt, is directed against the Nigerian military and the government. The attack, which took place exactly a year ago on Sunday, presaged the outlawing of the group.
SaharaReporters’ translation of the Hausa audio message yielded naked threats to the military and government. It detailed the attacks on the sect, describing the country as an animal kingdom and warning that the group has not forgiven attacks against its members and will never forgive.

The message alleged that the sect has been treated with disdain, claiming that Niger Delta militants and Boko Haram, who are in open armed conflict with the country, are treated with leniency. The group warned that if any untoward thing should happen to its leader, Ibrahim El Zakzaky, the whole of the country will be made to pay.

“We were just killed like that in a broad daylight. There was no any reason for that massacre apart from the fact we say Prophet Muhammad is the messenger of God and we wanted to adhere to the part that was brought by the Prophet Muhammad. To them, why should we say that? That’s why they created laws that were not in the constitution; that were not in the state bills, that were not in any law in any nation and implemented them on us.

“So, what happened from December to date has taught us many lessons. First of all, we knew which country we are living in. We knew that we are living in the animal kingdom. We knew our enemies within us. We knew the laws that were made for us. We knew their weaknesses. What we are telling them now with a harsh voice that it is one year from the mass killings in Zaria. And is also two weeks now from the mass killings in Kano. We are also fully aware of their plan for another mass killings.

“We swear to Almighty God that what they did to us we have not forgiven and we will never forgive. We did not stop, and we will never stop. We swear to Almighty God we must take revenge. We all now know their language because what we thought was these people have a sense of reasoning since we have so many times told them that we don’t carry weapons and we don’t fight. Thinking that they will call us for reconciliation, but instead, they are killing us daily and pushing us to the wall.

“Is this how we are going to allow these people to be killing us? To kill our men, our women, and our children? Is this how we are going to live? We must take all possible means to start protecting ourselves. We want this message to reach them that we will start protecting ourselves. If we we are living in a country where there is a government, we may expect something to be done. But we realize that we are living with animals. That is why we are telling them in a harsh voice we will start protecting ourselves. We will not fold our arms so that everyday they will come and kill our women and children.

“Niger Delta militants have their arms with them fighting the government, killing the soldiers, killing policemen and vandalizing oil pipelines. But up to now, they are not killed like us. Boko Haram also have their weapons, killing soldiers, policemen,  but the number killed are also not like us, we the followers of Malam Zakzaky. This is just to show that if  we had taken our weapons, we wouldn’t have being killed like this. They have killed over 2,000 among us just like that. We swear we will start protecting ourselves. We will not continue just to sit down like that and be killed. Common sense will not accept this.

“The only solution to this problem is, we either stop practising our religion, so that they will stop killing us or we take some measures to protect ourselves so that everyone will suffer. One life is not superior to the other.  This is my message and I can repeat it everywhere and in front anyone.

“We are still saying that  if anything happens to our leader, Malam Zakzaky, I swear, it will affect everybody. No one will live in peace. Let them not think that if they kill our leader, we will just cry, mourn, wear black clothes and leave everything to God. We are going to change our approach in a way no one expects.”

NLC, TUC reject El-Rufai’s eviction order on civil servants; vow to fight to death

The Nigeria Labour Congress and Trade Union Congress of Nigeria are at loggerheads with the Kaduna State Government over a directive for all civil servants living in government quarters to quit the premises within seven days.

At a joint press conference in Kaduna on Monday, Adamu Ango, and Shehu Mohammed, state chapter chairmen of NLC and TUC respectively, on Monday in Kaduna, said the notice was not only an abuse of the right of the civil servants, but violated the known laws between a tenant and a landlord.

According to them, the law establishing Kaduna State rent tribunal, where all matters relating to tenancy is settled, stipulates that three months’ notice be given to any tenant before any eviction can be carried out.

The unions called on all its members occupying government quarters in the state to disregard the eviction order and remain in the premises.

“We have taken all diplomatic steps to ensure that the governor sees reason but all in vain. So we are calling on all our members to stay put at the same time calling the state government to prepare their arsenal because we are ready to sacrifice our lives to protect our members,” the unions said.

The labour unions also expressed dismay over the recent retrenchment by the state government, saying it is a ploy to kick some civil servant out of service.

Speaking on this, Mr. Mohammed said the Kaduna State Property Development Company which had 60 personnel, now has 14, while SUBEB with staff strength of 300, now has only 34 staff.

“Some of our members have already been sent to the office of the Head of Service where they are doing nothing, and in the end the government may decide to terminate their appointments saying their services are no longer needed.

“Therefore the restructure is not acceptable to us and cannot hold because we are going to fight against it,” he said.

Samuel Aruwan, Special Assistant on Media and Public Affairs to Governor Nasir El-Rufai, did not respond to calls or text messages on Monday.

El-Rufai appoints new MD for Kaduna media corporation

In a bid to reposition the Kaduna State Media Corporation (KSMC) to continue to serve the people of the state and beyond, the Kaduna State Government has announced the appointment of Ibrahim Ismail Ahmed as the new Managing Director of the corporation.

His appointment is coming at a time that the State Government is working to digitize and enhance the corporation with state of the art equipment.

The announcement was contained in a statement issued by the Special Assistant to the Governor on Media and Publicity, Samuel Aruwan.

The statement said “that Governor Nasir Ahmed El-Rufai, had, while presenting the 2017-2019 multi-year budget proposal to the state House of Assembly on Wednesday, 12th October 2016, disclosed that the State Government would send a Bill to the State House of Assembly to create a neutral public service broadcaster that will educate, entertain, inform and enlighten the public, devoid of partisanship and that can operate in a commercialized environment”.

He said the newly appointed Chief Executive of KSMC, Ibrahim Ismaila Ahmed, is expected to use his wealth of experience in broadcasting to achieve these goals.

The new MD is an experienced broadcaster who has traversed radio and television.

Ibrahim Ismaila Ahmed is currently the Assistant Director, Director General’s Special Unit at the Nigeria Television Authority (NTA) headquarters, where he has been Assistant Director (News) and Manager/Head of News and Current Affairs on News 24.

He holds a first degree in Language Arts from the Ahmadu Bello University (ABU), Zaria, and a Master’s Degree in Media and Communication from the Pan-Atlantic University, Lagos.

He has attended several professional and leadership courses in his 26-year career in broadcasting.

Shehu Sani: I’ve been suspended about 20 times — yet I remain a member of APC

Shehu Sani, a senator representing Kaduna central, says he cannot be suspended by his party, the All Progressives Congress (APC).

The Kaduna state chapter of the APC had suspended the legislator, who has been feuding with Nasir el-Rufai, the state governor, indefinitely over alleged anti-party activity.

Speaking with state house correspondents in Abuja on Friday, Sani described his suspension as a ruse, stating that he remains a member of the party.

“I cannot be suspended. I am unsuspendable (sic), if there is any word like that. I remain a member of my party, If you simply feel uncomfortable with my words all you can do is to simply put some cotton on your ears so that it can block it,” he said.

“And if you are not comfortable with seeing me physically, you simply need to use sunglasses but in every sense you can’t hide behind attempts to silence Shehu Sani. In fact, I have been so suspended up to about 20 times that my car doesn’t need any suspenders right now, each time they call it’s about to suspend.”

Speaking of his strained relationship with el-Rufai, he said: “Well it’s a normal thing. You can be Siamese twins and then you may engage in combat, you can also be twins and then engage yourselves in disagreement and you can also be from the same house or family or same room but still disagree with each other.”

“I think it’s a normal thing in a democracy to disagree.”

When asked if his rift with the governor had to do with 2019 election, the senator, who accompanied Bukola Saraki, senate president, to the villa for Jumat prayers, said it was foolish to talk about a future election at this point in time.

“Well, it is foolish for anybody to start talking about 2019 when we are just less than two years into this tenure. What is most important to each and every one of us is to deliver on the mandate for which we have been elected whether you are a governor, senator, a member of house of representative, in whatever capacity,” he said.

“But in the course of it, it is also normal that missiles will strike from here and there, it is normal in a democracy.”

Zaria Clash: Shiites Reject Kaduna White Paper

The Islamic Movement in Nigeria (IMN), also known as Shiites, has rejected Kaduna State Government’s White Paper on its clash with the officers of the Nigerian Army on December 15, 2015.

The state government, on Monday, released a White Paper on the clash and branded members of the IMN as terrorists, having banned the movement in October, based on the recommendartions of its Judicial Commission of Inquiry.

Regardless, addressing journalists, yesterday, Head of IMN’s Shuhadah Foundation, Sheikh AbdulHamid Bello alleged that the state government ignored 99 percent of the recommendations of the commission and recognised only those which called its restriction.

Asked if IMN is a registered organisation, Sheikh Bello said all organisations under IMN are registered, and added that, “IMN is not a body, it is a phenomenon. It is not an organisation, it is like Islam and Christianity. Can you register Islam, can you register Christianity?. So, all organisations under IMN are registered.

“From our preliminary analysis of the so-called retroactive White Paper, Kaduna state government rejected 99 percent of the core recommendations of the Jcommission and only accepted the ones which suggested the unconstitutional restriction of IMN activities in Nigeria and continuation of hostile activities towards its properties.

On Monday, Kaduna officially branded the IMN as  terrorists in a White Paper released by media aides of Governor Nasir Ahmad el-Rufai.

The state government indicated readiness to prosecute detained Shi’ite leader, Sheikh Ibrahim El-Zakzaky, holding him solely responsible for the December 2015 clash and deaths, therefrom.

Meanwhile, Senator Danjuma Tella La’ah has described comments ascribed to Governor Nasir el-Rufai that he paid Fulani herdsmen to stop killings in Southern Kaduna, as nonchalant attitude to the plight of 19 affected communities.

Senator La’ah, of the Peoples Democratic Party (PDP) also faulted a threat by the state government to arrest and prosecute those calling on the people of Southern Kaduna to defend themselves since government has failed in that responsibility. The lawmaksaid he should be the first to be arrested as he has also suggested same.

Police warns Shiite group against disrupting public peace in Kaduna

The Kaduna State Police Command has warned members of the proscribed Islamic Movement of Nigeria (IMN) against any form of procession in the state.

 

A statement by the command’s spokesman, Aliyu Usman, issued in Kaduna on Thursday also declared a group called Civilian JTF, an unlawful organisation.

 

It warned that any activity including the disruption of peaceful and free movement of people by the two organisations would not be tolerated.

 

“The command, therefore, wishes to reiterate that person (s) found organising or conducting unlawful processions in any part of the state shall be dealt with in accordance with the law.”

 

The statement advised the public to go about their lawful businesses, as adequate security measures have been put in place to guarantee their safety.

 

It stressed that it would deal decisively with any form of “lawlessness, inciting disturbances, unlawful assembly and any other action capable of breaching the peace of the state”.

 

It also cautioned residents to be vigilant, security conscious and report any suspicious activity during the ember period.

QUESTION: There have been a lot of hues and cries over the banning of the Islamic Movement in Nigeria (IMN) as activists argued that their human rights have been violated. Why did the government decide to infringe on the Shiites’ freedom of association and the freedom to practice their religion? 

Gov. El Rufai: The issue of Islamic Movement in Nigeria (IMN) and their declaration as an unlawful society is something that we did with all sense of responsibility. Many media outlets have presented what we did in various ways which are misleading.

What we did was not to ban any organization; we have no power to ban an organisation if it exists, we cannot ban religion or religious practice. What we did is to say that the Islamic Movement in Nigeria is an unlawful society and we derived the powers to do this under the Penal Code that was passed in 1963, so it is not a new thing that we did. The governor can declare any organisation an unlawful society, if it poses a threat to the security, peace and governance of the state. And we concluded, after receiving the report of the Judicial Commission of Inquiry that looked into the clashes between the IMN and the army, that the IMN poses a threat to the peace, security and good governance of Kaduna state. That is what we did.

We did not ban Shiism, we did not ban Shiites. We did not say they cannot practise their religion, because in Kaduna state, there are at least two Shiites organisations that we know. There is Al-Thaqalayn Foundation, there is Rasul A’azam Society. These are all Shiites organisations and they are not outlawed. They are not outlawed because all they do is to preach their brand of Islam and they practise their brand of Islam and they are free to do so. Both of them are registered with the Corporate Affairs Commission (CAC), they recognise the constitutional order in Nigeria, they recognise President Muhammadu Buhari as president of Nigeria. They recognize Nasiru El-Rufai as governor of Kaduna state and they obey the laws of Nigeria and Kaduna state. They have no paramilitary arm, they do not carry arms, they do not block public highways, they do not occupy schools.

The IMN does not recognise the constitution of Nigeria, they do not recognize Buhari as President of Nigeria, they do not recognise me as governor of Kaduna state because they had their governor in Tudun Wada. They have their para military wing, the call them ‘Hurras’. They train them in violation of our laws. They do not accept that any law in Nigeria applies to them. They block public high ways, they occupy schools when they are doing their processions and they feel that to practice their religion, they have to infringe on the right of others. That is completely wrong!

There is also a misconception that IMN is the same as Shiites, IMN is only one out of many Shiites organisations. There is a prominent Shiite organisation with its headquarters here in Kaduna that is headed by Sheikh Hamza Lawal.

Because IMN doesn’t recognise Nigerian laws, they are not registered with CAC, so they cannot be sued or held responsible. They build anywhere they want without approval. They don’t even bother to acquire title to land. Their allegiance is not to Nigerian government, their allegiance is to somewhere else.  I want to ask you, if you put all these facts together, what does IMN look like? IMN looks like an insurgency waiting to happen.

The report of the commission of inquiry recommended that we should proscribe IMN because they are not registered, they can’t sue or be sued in their own name. The media should stop referring to the IMN as Shiites because they are just one group out of many others. I will like you to speak with other groups to hear what they think of IMN. The IMN is a political organisation. The objective of El-Zakzaky is to gather enough followers to effect an Iranian type Islamic Revolution in Nigeria and you know what that can cause! Nigeria is not 100 per cent a Muslim country that you can do Islamic Revolution, it is a recipe for crisis.

I laugh when some people that are not informed on this subject are sympathetic to him, talking about human rights. What he has in plan for you, you will not have any human rights. Anybody that tries to say Nigeria will be an Islamic country, do you know how much crisis he is trying to create? That is the agenda. So let us understand this problem.

We remain open to talk to their members like any citizen, not as IMN because they are unlawful and if you claimed to be a member of IMN, it is seven year imprisonment. That is why we are looking for Ibrahim Musa who has signed a statement as their spokesman. We are raising the reward for exposing him to N500, 000. Anyone that knows where he is should tell us so that the police can collect him, we are going to try him for signing a statement that he is a spokesman for IMN after the publication of an order outlawing the organisation.

QUESTION: The crises in Southern Kaduna have been recurrent and there seem not to be an end in sight. Recently, the Centre of Humanitarian Dialogue started a peace-building effort. Will this initiative make any difference? 

Gov. El-Rufai: When we came to office, the two problems we faced in the area of security were cattle rustling in Birnin Gwari/Giwa axis and this communal killings in southern Kaduna. We were very concerned about both and we did two things. We needed to understand what was happening in southern Kaduna. We understood cattle rustling and we convened a meeting of all the north-west governors because the problem was centred around the forest ranges of Kuyambana and we felt state cooperation was necessary. We came together and launched an operation to deal with cattle rustling. We were successful because we degraded their ability to do cattle rustling, even though that created a problem of kidnapping, because they moved from cattle rustling to kidnapping we are still facing.

For southern Kaduna, we didn’t understand what was going on and we decided to set up a committee under Gen. Martin Luther Agwai (rtd) to find out what was going on there. What was established was that the root of the problem has a history starting from the 2011 post-election violence. Fulani herdsmen from across Africa bring their cattle down towards middle belt and southern Nigeria. The moment the rains starts around March, April, they start moving them up to go back to their various communities and countries. Unfortunately, it was when they were moving up with their cattle across southern Kaduna that the elections of 2011 took place and the crisis trapped some of them. Some of them were from Niger, Cameroon, Chad, Mali and Senegal. Fulanis are in 14 African countries and they traverse this country with the cattle. So many of these people were killed, cattle lost and they organised themselves and came back to revenge.

So, a lot of what was happening in southern Kaduna was actually from outside Nigeria. We got a hint that the late Governor Patrick Yakowa got this information and he sent someone to go round some of these Fulani communities, but of course after he died, the whole thing stopped. That is what we inherited. But the Agwai committee established that.

We took certain steps. We got a group of people that were going round trying to trace some of these people, trying to trace some of these people in Cameroon, Niger Republic and so on to tell them that there is a new governor who is Fulani like them and has no problem paying compensations for lives lost and he is begging you to stop killing. In most of the communities, once that appeal was made to them, they said they have forgiven. There are one or two that asked for monetary compensation. They said they have forgiven the death of human beings, but want compensation for cattle. We said no problem, some we paid. As recently as two weeks ago, the team went to Niger Republic to attend one Fulani gathering that they do every year with a message from me.

So this was the problem, we knew this by August last year and we started taking steps. But what is happening now, I don’t want it to be restricted to southern Kaduna. I noticed that some people are trying to bring religion or ethnicity into it. What about Zamfara State? Are there southern Kaduna people in Zamfara? That is why I considered the statement by the President of Christian Association of Nigeria (CAN) as regrettable. Some people don’t understand the burden of leadership. The same Fulani are killing Fulani in Zamfara, it is not about religion or ethnicity, this is a pure case of banditry! They are criminals, their ethnicity, their religion does not matter. Let’s fight the problem, let’s not bring sentiments, sensationalism and division into it. What is happening in southern Kaduna today, in my opinion, has roots in banditry, it has nothing to do with what has happened in the past to a large extent.

It was a small problem that started in Ninte village, Godogodo that could have been handled better by the local communities; but the leaders of the Fulanis and the leaders of the communities did not do it well. I was very sad, I went there. Any life lost in Kaduna state is a burden on me because as the governor, I have to defend the life of every one. As a government, we regret the loss of lives. We regret the destruction of property.

Today in Kaduna State we have arrested 400 people for kidnapping and cattle rustling and armed robbery. All except about five of them are Fulanis. I am Fulani, does it mean I should not have them arrested and prosecuted? I don’t consider them Fulani, I consider them criminals. Whenever I sit with Fulani leaders I tell them that we arrested over 400 suspects and 99 per cent of them are Fulanis and they should ask themselves why is it only Fulanis that are doing this. Is that part of the culture of the Fulanis? Since when did they start carrying AK47 rifles and so on?

From a small problem in Ninte, some people found a way to add fuel to the fire, because it is politically expedient to do so not caring how many people get killed. Over time, the culture of impunity has permeated all segments of society, people think they can do anything and get away with it. There is very weak law enforcement or uneven law enforcement. If you are from this ethnic group or religion, you can do something and get away with it but the other one cannot. There is a mindset that you can take the law into your hands. This is what has been happening and escalating the problem. So it is most unfortunate, but honestly the whole challenge is that of banditry and it has to be addressed.

Secondly I think that those that preach the message that this one is a settler, he shouldn’t he here or this one is of different tribe and religion, he should not live with you, are more responsible for what is happening than anything else. How can you look at somebody that has stayed in a place for 200 years and say he is a settler. How long have you lived there? We all came from somewhere.

The media should not give these kind of people the oxygen that they need to propagate this. Those that think that there is any profit to be made from this kind of narrative and division should go to Plateau State and ask. Jos is quiet, peaceful, because after years of killing each other both sides realised that it doesn’t make any sense. That is why when we went to Samarun Kataf for the unveiling of the apology, we invited the Gbong Gwom Jos, His Majesty Da Buba Gyang, because he has been through it, he has seen it.

We must have peace for any progress and there is no problem in the world that you can solve through violence. Even if you go to war, the war doesn’t end until you come to a table and discuss peace. Why not start with the peace?

For some of the politicians from the southern Kaduna that are trying to politicise this, they should go to Plateau State and find out or talk to former Governor Jonah Jang and find out what happens when you add fuel to the fire of this kind of division.

We are deploying more and more security to the crisis prone areas. It is costing us tons of money at a time when we don’t have resources, but we have to do it because security is the foundation of everything.

There are people that are sending a message, defend yourselves, we will get them; defend yourself is hate speech. You can’t defend yourself if there is a government. We are going to arrest and prosecute all those that pass that message.

The Centre for Humanitarian Dialogue (HD) has done a lot and they have been very successful in helping bring peace to Plateau State, this is why we asked them to come and help us in Kaduna. We have made a lot of progress with the Kafanchan declaration, but there are people bent on frustrating that and we know them and they are being monitored by the security agencies.

There Are No Indigenes In Kaduna- El Rufai

The Governor of Kaduna State, Mallam Nasir el-Rufai has retweeted a tweet that quoted him as saying Kaduna state does not have indigenes.

The post which was made by Bello El-Rufai which he attributed to the Governor reads: “We have no indigenes or settlers in Kaduna. Anyone that adds to our development is a citizen.  “Indigenes” don’t like it.”

Killings: Kaduna Christians threaten to resort to self defence

Christian youths have threatened to resort to self defence any time Fulani herdsmen attack any village in the Southern Kaduna Local Government Area of Kaduna State.

They premised their threat on the alleged complacency or complicity of the security agencies and politicians in the attacks.

According to them, since Governor Nasir el-Rufai of Kaduna State has claimed that the Fulani terrorists killing Christians were foreigners, the Federal Government should close Nigeria borders with Chad, Cameroon and Benin Republic without delay.

They also urged the Kaduna State House of Assembly “to impeach El-Rufai immediately” for allegedly conniving with terrorists to kill Nigerians.”

Operating under the aegis of Christian Association of Nigeria (Youth Wing), the youths, who condemned the plan by the governor to compensate Fulani herdsmen for their lost cattle as well as sponsoring them as delegates to meet Fulani leaders outside Nigeria, condemned the verbal attacks being launched against the President of CAN, Dr. Samson Ayokunle by El-Rufai.

The National President of YOWICAN, Daniel Kadzai, in Abuja Monday also described as untrue, the claims by El-Rufai that the masterminds of the attacks “who organised themselves and came back for revenge” in Southern Kaduna and Plateau State came from outside Nigeria.

The governor was said to have while debunking the comments of the CAN President, attributed the killing of Christians in Southern Kaduna communities to bandits claiming that “the same Fulani are killing Fulani in Zamfara State.”

While warning him to stop playing politics with the killing of Christians, Kadzai said the unfortunate condemnation of the CAN President over the killing of Christians had further exposed the governor’s refusal to come to terms with realities for political reasons.

He said, “Whether the Fulani terrorists are from Nigeria or not, we the Christian youths agree that there is a deliberate and calculated attempt to cleanse Christians in Nigeria. Thus, we call on all Christians to resist attacks.

“In conclusion, we call on the Kaduna State Governor, Mallam Nasir el-Rufai, to respect the CAN President and know that Christians have the right to self defence, especially where there is complacency or complicity on the part of security operatives and politicians.”

According to YOWICAN, the decision by El-Rufai to compensate the Fulani amounted to playing to the gallery and smacks of sentiments without recourse to the Christians killed or the plight of their mourning families.

Kadzai said, “It is the highest point of insensitivity to use state funds to pay and placate the aggressors/terrorists at the expense of the victims.”

Meanwhile, the leadership of CAN in Kaduna State on Monday faulted alleged threat by the governor to arrest those calling on the people of Southern Kaduna to embark on self-defence if they were attacked by the Fulani herdsmen.

The CAN Chairman in the state, Bishop George Dodo, said it was most unfortunate for the state government to be calling for the arrest of those who would resort to self defence when the  government was incapable of protecting the people.

Dodo said even the United Nations Charter on Human Rights recognised the right to self-defence as an act of protection.

He argued that “if animals are entitled to self-defence, why should human beings not be entitled to that?”

Addressing journalists shortly after its Chairman-in-Council meeting in the state capital on Monday, the CAN Chairman also carpeted the governor for saying that his administration had to pay  the Fulani herdsmen in order to halt the killings in Southern Kaduna.

Why we stopped school feeding programme — El-Rufai

Malam Nasir el-Rufai is the governor of Kaduna State. In this interview with journalists in Kaduna, he speaks on his stewardship so far, especially the free feeding programme, the increase in revenue and budget implementation.

 

Excerpts:

 

You submitted the 2017 appropriation bill to the State House of Assembly. Can you give a breakdown of the implementation of this year’s budget?

 

Our budget implementation has been satisfactory. I will not say it is very impressive by our standard. But if we compare it to what has been done before, this administration has done very well. As at October 2016, we had about 50 per cent budget implementation with the following breakdown: 85 per cent of personnel cost has been drawn; 77 per cent of overhead cost has been drawn; and 32 per cent of capital expenditure has been drawn. So, the overall in percentages, amounts to about 50 per cent implementation.

 

In specific terms, as at October this year, we have spent about N29 billion on capital projects compared to N27.5 billion in 2013 for the entire year; N17 billion in 2014 for the entire year; and N27.6 billion in 2015 for the entire year. So, we have already spent more in the first 10 months of this year than the previous three years, two and a half of which were under the PDP government.

 

The bulk of this spending was on emergency education intervention, water supply, road construction and health care. We are spending money in areas that we think add value to the society and create jobs. We have seen a drastic reduction in recurrent expenditure, though we have employed more than 5,000 people in the public service since we came in. As you recall, we employed 2,550 into Kaduna State Traffic Enforcement and Environmental Law Enforcement Agency (KASTELEA) and we also employed over 2,250 science teachers in our secondary schools. Yet, our personal expenditure has been going down. As at October this year, our recurrent expenditure clocked N43.4 billion.

 

In 2013, the PDP government spent N56 billion on recurrent expenditure. So, we are much lower. They spent N66.7 billion in 2014 and N64 billion in 2015. But so far, we have spent only N43.4 billion with only two months of the year to go.

 

Of course, you cannot spend money without income. You recall that for the first time in the history of the state, we hit monthly internally generated revenue of N1.6 billion in July this year and this has remained more or less around this level up till today. We are moving away from reliance on federation account, to more on self-sustenance based on what we have. By the end of the year, we hope to achieve 50 per cent capital budget implementation and 65 per cent total budget implementation.

 

Why did you stop free feeding in schools?

 

Part of the packages of the reforms that we introduced in education includes not only the free basic education for nine years, but the primary school feeding programme. It was costing us N1.1 billion a month and we believe in it. We felt that even if you make education free, if a child cannot get pocket money to eat while in school, the parents may decide it is better to withdraw him or her from school. But we didn’t want that. This is why we introduced this programme. For the 1.8 million children in schools in Kaduna, this is what we were spending.

 

We were encouraged to start the programme because the office of the Vice President, under the Social Investment Programme, promised to subsidise 60 per cent of the cost of the programme. So, we started spending our money in the expectation of being reimbursed. We have spent, nearly N8 billion on this programme this year and the office of the Vice President is supposed to pay us back in the region of N6 billion to N7 billion.

 

Since we made education free, the enrolment in class one was huge. We have not been paid this money. The amount we earmarked for the programme in the 2016 budget has been exhausted. So, we cannot continue with the programme. We are expecting the reimbursement from the office of the vice president. We have been assured over and over that we would be reimbursed. But we didn’t think that we had the resources to continue without that reimbursement. We had exhausted what we budgeted for it. We will do well in education generally. I cannot prove it because it takes time before any investment in education matures. But I can give you some statistics to show that we are doing well.

BREAKING: Kaduna Government declares war on Shiite IMN, officially labels group ‘insurgent’

The Kaduna State Government has officially labelled the Shiite Islamic Movement of Nigeria, IMN, an insurgent group.

 

This is contained in a White Paper released by the state government on Monday in Kaduna.

 

“For all intent and purpose, the IMN is an insurgent group and ought to be treated as such,” the government said n the white paper.

 

The government also said the detained Shiite leader, Ibraheem El-Zakzaky, will be held responsible for all acts carried out by the group’s members.

 

“Members of the IMN owe absolute loyalty to Sheikh Ibraheem El-Zakzaky,” the white paper states. “He therefore bears responsibility for all the acts of lawlessness committed by the organisation and should therefore be held responsible, fully investigated and prosecuted.”

 

In the white paper, the state government also indicated it may not prosecute the soldiers involved in the killing of over 300 members of the IMN in December last year, but may leave their prosecution to the federal government.

JUST IN: Shehu Sani blames El-Rufai for attack on campaign office

Kaduna State senator, Shehu Sani, on Saturday said the attack on his campaign office in Kaduna was carried out by men working for Governor Nasir el-Rufai.

The office was invaded by armed men on Saturday morning.

Witnesses said police arrived quickly and stopped the attackers from torching the building.

The senator said the attack took place as his social media aides held a meeting.

No casualties were immediately reported.

Mr. Sani blamed the attack on Mr. el-Rufai in a statement on Saturday afternoon.

“Some few minutes ago I received a report that some heavily armed thugs raided and attacked my constituency office located at Stadium Roundabout by Constitution Road, Kaduna.

“They unleashed terror on my social media team whom where meeting in the office. They vandalized the office in their violent act.

“We have the lead and the information that Thugs were fully recruited and paid by political appointees of Governor Nasiru el-Rufai,” Mr. Sani said in a post on his Facebook page.

The two leaders have had a prolonged political battle. A faction of the ruling All Progressives Congress loyal to the governor announced Mr. Sani’s indefinite suspension last week.

The governor’s spokesman, Samuel Aruwan, could not be reached for comments Saturday afternoon. Calls to his phone did not go through.

Mr. Sani, a former civil society leader, said he had forwarded the names of those he believed were responsible for the attack to the State Security Service and the police.

“We have the names of the political appointees and we have the names of those they are funding. Right now their details are given to the SSS and the police for investigation.”

Mr. Sani said a similar attack was attempted on his family home in downtown Kaduna only a few days ago.

“Two days ago attempt to burn down my family house in Alkalawa Road, Tudun Wada, Kaduna, by sponsored thugs was thwarted by vigilant residents and neighbors, which led to the brief deployment of policemen in the area,” the senator said.

Mr. Sani said the governor sponsored the attack against him to silence him.

“I wish to state it categorically clear that I hold Governor Nasiru Elrufai personally responsible for whatever happens to me or any of my family members or supporters.

“After the use of financial inducement on APC executive committee in the state to silence Shehu Sani in the name of suspension, which never worked,they have now taken the road of violence.

“We are men of ideas, of ideals and of peace. Those who take to the road of violence have no place in a democratic society.”

BREAKING: Gunmen attack Kaduna Senator, Shehu Sani’s campaign office

The campaign office of the senator representing Kaduna Central District, Shehu Sani, has been attacked by unknown gunmen, the police said.

Suleiman Sule, the senator’s aide, said some supporters of the lawmaker were meeting at the campaign office on Saturday when armed men invaded the property.

There were immediate reports of casualties.

“Police officers have already cordoned the office area,” Mr. Sule told PREMIUM TIMES.

Residents of the area said the attackers came in large numbers.

“They were all with dangerous weapons and all headed across the road where Shehu Sani’s office was. They dispersed some people who were holding meeting in the office,” one resident said. “Thank God it is a busy area and there is always the presence of police officers. Before it could get out of hand they thugs ran away.”

A police spokesperson who identified himself as Abba Danjuma, an Inspector, confirmed the incident, but called for clam.

“The Kaduna police are on top of the situation as our officers have arrived the scene and investigation has begun. There was also no report of casualty at the moment,” the police said.

Mr. Sani has been enmeshed in a running political battle with Governor Nasir El-Rufai of Kaduna State.

Last week, a faction of the party loyal to the governor announced the indefinite suspension of the Senator.

Mr. Sani fought back calling the governor a “dubious progressive”.

6,346 youths get N-Power jobs in Kaduna – official

A total of 6,346 youths have been recruited for the Federal Government’s N-Power jobs in Kaduna State.

 

The News Agency of Nigeria reports that some of the successful applicants on Friday underwent verification in Kaduna prior to their postings.

 

At one of the screening centres at the Kaduna Agricultural Development Project office, an official said that the successful candidates would be posted after an aptitude test to be conducted next week.

Mallam Yau Kassimu, Director, Agricultural Extension Services of the agency said that 1, 211 unemployed youths were recruited to serve as agricultural extension workers.

 

According to him, 4,103 of the successful candidates would be posted to teach in primary and Junior Secondary Schools while 587 will be posted to Primary Healthcare Centres.

Kaduna inaugurates first sexual assault referral centre

The Kaduna State Government on Thursday inaugurated its first Sexual Assault Referral Centre (SARC) that would provide psycho-social counselling, forensic examination, medical treatment and legal services for victims of sexual assault.

Inaugurating the centre located in Gwmna Awan General Hospital, Kakuri Kaduna, the state Attorney-General and Commissioner for Justice, Mrs Amina Sijuwade, said the development was the initiative of the Justice Reform Committee.

Sijuwade said that the centre would be run by the Ministry of Justice, in partnership with the Ministry of Women and Social Development, Ministry of Health and other relevant stakeholders.

She said that the Ministry of Health would provide forensic examination and treatment, the Nigerian Police would investigate, and the Ministry of Justice would provide legal services.

Sijuwade added that the Ministry of Women Affairs would equally provide psycho-social counselling for the victims, making it a complete package in response to the increasing cases of sexual assault in the state.

“The Ministry of Justice has already designated a gender desk officer who will prepare all legal documents for legal action for victims.

“Also, all the officials that will work at the centre have already been trained with support from the Department For International Development (DFID).

“This initiative will greatly help in curbing the alarming rate of violence and sexual assault against minors in the state,’’ she said.

The commissioner said that three additional centres would be established, one in each of the three senatorial districts in the state, for victims to increase access to the services.

She commended DFID for supporting the initiative through Justice For All project.

Also speaking, the Commissioner for Women Affairs, Hajiya Rabi Abdulsalam, said that the centre would serve as a convergence ground for all stakeholders to act in addressing the scourge of sexual assault in the state.

Abdulasalam, represented by the ministry’s Permanent Secretary, Mrs Mary Sawok, said that the services to be provided at the centre would equally help in addressing trauma and stigmatization.

On his part, the Chairman of the Justice Reform Committee, Justice Darrius Khobo, said that the centre would serve as a healing ground for victims.

Khobo, represented by the Chairman of the Nigerian Bar Association, Kaduna Chapter, Sherif Sule, noted that a larger percentage of sexual assault in the state have remained unreported.

The representative of the DFID at the occasion, Mr Godwin Ode, called on all relevant stakeholders to support the initiative and contribute to ending sexual assault in the state.

Kaduna Assembly approves N214.9 billion 2017 Budget

The Kaduna State House of Assembly on Thursday passed into law, the state’s budget of N214.9 billion for 2017.

 

The News Agency of Nigeria reports that the figure is N1 billion less than the budget proposal forwarded by Governor Nasiru El-Rufa’i to the assembly on October 12, for approval.

 

The Speaker of the assembly, Aminu Shagali, who read the content of the budget clause by clause, said N83.46 billion was approved for recurrent and N131.45 for capital expenditure.

 

He said the budget would cover from now till December 31, 2017.

 

The Chairman, House Committee on Appropriation, Ahmed Mohammed, later told journalists that the N1 billion cut from the original proposal was from the expected revenue of two agencies.

 

He said that revenue projection of the state Geographic Information System and Internal Revenue Service was reduced by N500 million for each of the agencies, “in view of current economic realities.”

 

He assured that the assembly would monitor the implementation to ensure that it serve the people better.

Seven local government chairmen of the All Progressives Congress in Kaduna State have endorsed the controversial suspension of a senator, Shehu Sani, from the party.

The local governments, LGs, represented by the seven chairmen make up the Kaduna Central senatorial district which Mr. Sani represents in the Senate.

The APC council chairmen who endorsed the suspension are Magaji Bala, Chukun LG; Abdullahi Jariri, Birnin Gwari LG; Musa Shehu, Kaduna North LG; Ibrahim Musa, Giwa LG; Halidu Bature, Igabi LG; Bala Wahab, Kajuru LG; and Ibrahim Soso, Acting Chairman of the APC in Kaduna South.

“We have received information from Ward 6 in Kaduna South LGA of our great party the APC, on the indefinite suspension of the erring Senator Shehu Sani from the party at those levels,” the party chairmen said in a statement sent to PREMIUM TIMES.

“Subsequently we wish to hereby endorse this suspension by the ward chapter…”

The chairmen said they endorsed the suspension because Mr. Sani was disrespectful to the “party and its leaders,” and because of “his various attempts at causing divisions within the party in the state, by sponsoring frivolous petitions and troublemaking.”

The senator was also suspended for “his continuous refusal to show remorse for his actions and seek forgiveness from any level of the party in the state,” they said.

They said Mr. Sani’s actions constitute “serious offenses against the party as captured by article 21 section (A), sub sections i, ii, iii, v, vi and vii of the constitution.”

“We recommend that the state party executive committee make haste in also endorsing this appropriate indefinite suspension,” they said.

The initial suspension by a faction of the party in Mr. Sani’s Ward 6 of Tudun Wada was opposed by the chairman of the party in the ward.

The chairman had accused a political adviser of Governor Nasir El-Rufai, of offering N3 million bribe to the ward officials to suspend the senator, who has been critical of the governor’s performance. Though the alleged beneficiaries denied receiving any bribe, the governor’s aide has kept mum on it.

On Wednesday, in reply to the suspension by the ward, Mr. Sani released a scathing statement attacking Governor El-Rufai.

It was hours after the senator’s statement that the APC council chairmen met to endorse the suspension.

In his reaction to the council chairmen’s endorsement, Mr. Sani’s aide, Abdulsamad Amadi, said the signatories were coerced to sign the document.

“The document was already prepared in the government house. They were being practically forced to sign that document. When they see that people are trooping to the government house, they became apprehensive and later took them to the Seventeen hotel to sign the document.

“The suspension letter was never written on a letter headed paper which could mean that anybody could have written that. I am assuring you that by tomorrow or next, some of the chairmen who were claimed to have signed the document will speak with you people.

“The people that signed the letter were not properly constituted as most of the zonal exco members were not consulted and were not carried along. The zonal chairman was not part of the meeting also.” Mr. Amadi said.

The rift in the Kaduna State chapter of the All Progressives Congress, APC, worsened on Wednesday as the party slammed the senator representing the state’s central district, Shehu Sani, over his diatribe against Governor Nasir El-Rufai.

The party described the senator as uncouth, shameless and disgraceful.

The fresh harsh words were in response to Mr. Sani’s reaction to his “indefinite suspension” earlier announced by a faction of the party in his ward.

The APC faction in Mr. Sani’s Tudun Wada, Ward 6 led by the ward secretary, Awwal Abdulhamid, had announced the suspension on Tuesday. The move to suspend the senator was opposed by the chairman of the party in the ward, Abbas Ani.

The acting publicity secretary of the party in Kaduna State, Salisu Wusono, in a statement issued in Kaduna on Wednesday lashed Mr. Sani as representing “the politics of fraud and deceit”.

Mr. Wusono stated: “As if determined to prove that he is beyond redemption, Shehu Sani penned a pathetic response to his continued suspension from our party that testifies that he is a denizen of the gutter.

“Anyone that harboured any doubt about the morass in his mind and the decadence of his conduct would now have those uncertainties wiped away. Crassness of language is a twin to crass of conduct.”

The party said Mr. Sani’s “outburst is a confirmation, that he has no sense of shame.

“He is a man full of tantrums, a busker who simultaneously entertains and distresses people with his shameless antics.

“He has since lost focus and why he was elected to the Senate of the Federal Republic of Nigeria by the good people of Kaduna Central under the banner of the APC.

“He represents fraud, deceit in the name of Nigeria’s masses. We suspended him indefinitely following his various anti-party activities and utterances aimed at tearing the party to pieces.

“The masses of Kaduna Central have since unravelled his deceit. His heart and mind are in the PDP whose agent he has been in our party. We wonder when he would gather the courage to publicly move to the party he hobnobs with in private.” the statement said.

But in a swift reaction at a press briefing by his aide, Suleiman Ahmed, Mr. Sani said the state governor was being deceived by one of his advisers, Uba Sani.

The senator alleged that Mr. Uba Sani was using his office and the governor to pursue his personal ambitions and vendetta.

He said it was “painful and disheartening” that public funds were being used to sponsor “miscreants” to cause trouble in the society.

“While states like Sokoto and Boko Haram-ravaged states like Borno and Yobe are commissioning mass housing projects, all our governor does is to paint roundabouts in Kaduna State”, the senator said.

The aide said despite Mr. Sani’s suspension by the party, he “has been up and doing in the Senate, proposing and supporting bills that will bring succour to our people.

“On the other hand Governor El-Rufai has been busy wasting state funds on a useless fight against an individual, leaving the state in a state of despair and hopelessness.

“Our health sector is in decay, education has collapsed there is pervasive insecurity everywhere you go in the state,” he added.

Just In: APC suspends Shehu Sani indefinitely

The representative of Kaduna Central Senatorial District, Senator Shehu Sani, has been handed an indefinite suspension by his party, the All Progressives Congress.

The indefinite suspension was contained in a letter addressed to Sani, dated November 29 and signed by 15 executives from his ward.

 

The letter reads: “As you are aware, your suspension from the party for a period of eleven months elapsed today, being Tuesday 29th November, 2016.

 

“The suspension which was in line with the constitution of our great party, the All Progressives Congress (APC), was to enable you to defend yourself against illegalities committed by you against the party as well as breach of its constitution.

“We expected the period of your suspension to give you the grace of being remorseful, but you rather choose to play otherwise, and this made our party to be vulnerable to disunity, disharmony and further shattering the existing peace mechanism within our ward and the state at large.

 

“Therefore, in consideration of the constitutional provisions as contained in Article 21 (A) i, ii, iii, v, vi, and vii of the constitution of the All Progressives Congress (APC), you are hereby suspended indefinitely from active participation of APC activities. This is in conformity with article 21 (D) i-(F) which provides punishment for any erring member of the party.

 

“With this letter, you are hereby warned to abide by the party’s decision.”

 

Sani has been having a running battle with the Kaduna State Governor, Mallam Nasir El-Rufai.

Kaduna killings prompt indefinite shutdown of College.

Following persistent attacks on villages bordering the Kaduna State College of Education, Gidan Waya, by unknown gunmen, authorities of the institution have suspended academic activities indefinitely.

 

A statement issued on Tuesday by the Public Relations Officer of the college, Danlami Aduwu, said the suspension of academic activities was informed by the need to safeguard the lives and properties of staffers and students.

 

The statement directed staffers and students to vacate the campus.

 

It urged all staffers to report to the temporary site of the institution at Kafanchan.

 

The News Agency of Nigeria (NAN) reports that all staffers and students of the college have since deserted the Gidan Waya campus for fear of losing their lives.

 

Villages surrounding the institution such as Godogodo, Pasakori, Mile One and Tudun Wada, have been serially attacked by unknown gunmen.

Nigerian veteran journalist Abdulkareem Albashir is dead.

A Kaduna-based journalist, Abdulkareem Albashir, died on Monday at the age of 68.

 

Family sources said he died at Ahmadu Bello University Teaching Hospital, Zaria, around 3:47 p.m. after a protracted illness.

 

“The body has just been transported home at Kinkinau GRA in Kaduna and we are currently preparing for his burial tomorrow Tuesday by 11am,” one of the sons of the deceased said.

 

The senator representing Kaduna Central, Shehu Sani, in a condolence statement issued by his aide, Suleiman Ahmed, described Mr. Albashir as a journalist who exemplified himself in his field of discipline for decades.

 

Mr. Sani also described Mr. Albashir as a man of dignity and honour who lived a reputable life of service to his country, and to humanity.

 

“His unmeasured contribution to the development of journalism in Nigeria can never be forgotten in the history of the profession,” he added.

 

Mr. Albashir is survived by one wife and seven children.

 

He was a staff of Federal Radio Corporation of Nigeria, FRCN, a former editor-in-chief of the defunct New Democrat newspapers, and a columnist.

Why we declared Shi’ite group illegal – Nasir El-Rufai

Governor Nasir El Rufai of Kaduna state has said that he decided to declared the famous Shi’ites group, the Islamic Movement in Nigeria (IMN) an unlawful society because its activities was an insurgency waiting to happen.

 

Governor El Rufai who spoke to a select-group of journalists Monday, said that IMN leader, Sheikh Ibraheem El Zakzaky was not practicing the doctrine of Shi’ism but was gathering enough members in order to stage an Iranian-type Islamic revolution in Nigeria.

 

The governor clarified that he neither banned the Shiite sect nor Shi’ism in Kaduna state but merely invoked the powers conferred on him by the penal code which was enacted in 1963, to declare IMN an unlawful society.

 

According to El Rufai, the government only declared IMN illegal but there are two other Shi’ite sects that are carrying on with their activities freely in Kaduna state. He argued that it is wrong to equate only IMN with Shi’ism, adding that IMN is just one group that professes the doctrine but there are several others.

 

‘’There is also a misconception that IMN is the same thing as Shiites; it is only one sect out of many Shiite organizations. There is one Shiite group that is headquartered here in Kaduna, which is headed by Sheikh Hamza Lawal. He used to be with IMN but he left them when he realized that IMN is more interested in political struggles than religious development, ‘’ he said.

 

El Rufai said that Sheikh Hamza appeared before the Justice Lawal Garba Judicial Commission of Inquiry and gave evidence by saying that ‘’there is nothing in Shia doctrine that says that you should not recognize the government of your country.’’

 

He pointed out that the government cannot ban any religious organization or practice in the state but that the penal code gives him the powers to declare any organization as an unlawful society ‘’if it poses a threat to the security, peace and governance of the state.’’

‘’We concluded, after receiving the report of the Judicial Commission of Inquiry that looked into the clashes between IMN and the army, that IMN poses a threat to the security, peace and governance of the state,’’ he said, adding that ‘’we did not ban Shiism, we did not ban Shiites, we did not say that they can’t practice their religion.’’

 

Adducing more reasons why he declared IMN an unlawful society, the Governor said that the group ‘’does not recognize the constitution of Nigeria. They do not recognize Buhari as president. They do not recognize me as governor of Kaduna state, they had their own governor in Tudun Wada.’’

 

According to him, IMN have their own paramilitary personnel which they call ‘’Hurras’’ and they used to bear arms in violation of the Nigerian laws. ‘’And they do not accept that any law in Nigeria applies to them,’’ he further said.

 

The governor pointed out that ‘’because they do not recognize any law in Nigeria, IMN is not registered with Corporate Affairs Commission. So, they cannot be sued or held responsible for their actions. They build anywhere they find land, they do not even bother to apply for land titles.’’

 

El Rufai also said that IMN used to block public high ways and occupy schools during their processions. ‘’In the practice of their religion, they infringed on the rights of others and that is completely wrong in Islam.’’

 

‘’So, if you put all these together, you will realize that IMN was an insurgency that was waiting to happen. IMN was a political organization. The intention of El-Zakzaky was to gather enough followers to effect an Iranian-type revolution in Nigeria. Nigeria is not a 100% Muslim country that you can do that kind of revolution,’’ El-Rufai said.

 

In spite of the fact that IMN has been declared an unlawful organization, El-Rufai however said that it is wrong for citizens to take the law into their hands by attacking them.

 

He said that those who attacked some IMN members during the last Ashura celebrations have been apprehended and being prosecuted in court.

The Outlooks are Stable. The ‘B’ ratings reflect Kaduna’s dwindling revenue prospects in line with declining statutory allocations from the central government as a result of weak oil prices. Oil-related revenues account for 70% of Nigeria’s current external receipts and Kaduna’s current revenue. The ratings also reflect the region’s fast growing debt although servicing requirements will be moderated by government subsidies, concessionary terms and a long grace period.

They further take into account the state’s developing economy focused on agricultural activities and low per capita revenue by international standards. The ‘A+(nga)’ rating reflects Kaduna’s low risk relative to the country’s best risk given strong financial and revenue support from the central government. The Stable Outlooks factor in Fitch’s expectation that a flexible expenditure framework and a sustainable borrowing capacity will allow Kaduna to weather volatile statutory transfers in the medium term.

Along with Moody’s and Standard & Poor’s, Fitch is one of the top three credit rating agencies. Its rating system is very similar to S&P’s in that they both use a letter system.

A bond rating is a grade given to bonds that indicates their credit quality. Private independent rating services such as Standard & Poor’s, Moody’s Investors Service and Fitch Ratings Inc. provide these evaluations of a bond issuer’s financial strength, or its the ability to pay a bond’s principal and interest in a timely fashion.

Credit quality is one of the principal criteria for judging the investment quality of a bond or bond mutual fund. As the term implies, credit quality informs investors of a bond or bond portfolio’s credit worthiness, or risk of default.

An individual bond or bond mutual fund’s credit quality is determined by private independent rating agencies such as Standard & Poor’s, Moody’s and Fitch. Their credit quality designations range from high (‘AAA’ to ‘AA’) to medium (‘A’ to ‘BBB’) to low (‘BB’, ‘B’, ‘CCC’, ‘CC’ to ‘C’) (Milan/London Report, 2016).

Investors interested in the safety of their bond investments should stick to investment grade bonds (‘AAA’, ‘AA’, ‘A’, and ‘BBB’), while other investors willing and able to accept a higher level of risk could consider lower credit-quality bonds.

In 2015, N166billion was approved as Kaduna State 2016 Budget for the year under review. The budget was quantitatively primed on the ratio of 60:40 in favor of Capital Expenditure.

The yearly fiscal projections are a microcosm of a medium term crowd-sourced Five-Year Development Plan for social and economic advancement of the State, tagged “Restoration Development Strategy”.

The 2017 Estimates, also on same Budget-flow Quadrant of 60:40 is already in the House of Assembly for legislative imprimatur.

How far has the 2016 budget been deployed toward Capital is subject to national enquiry as it appears Mallam El-Rufai is a prototype model for the 2 tier of the Nigeria federacy.

The estimate for the 2017 fiscal year included N85.5bn for recurrent expenditure and N130.3bn for capital projects.

The first phase of the intra-city Kaduna light rail project will link Rigachikun with the refinery.

The government indicated that funds for the rail project would be sourced through a loan from the Central Bank of Nigeria.

The state government has also voted N2, 445,160,730.00 for the ongoing state trunk road project, while township road projects will gulp N7,705,788,694.58 in the fiscal year.

It is therefore instructive to note that with the rating so far, investors and creditors like the CBN etc will not have doubts whatsoever for the Value for the Money (VfM).

Kaduna is a microcosm of the needed Government by Objectives across Nigeria, it is therefore hoped that other states would follow this simplification of governance out from the realms of Rocket Science.

Open Government: How This Nigerian State is Blazing the Trail in Budget Transparency

The importance of open governance in a political environment where corruption is endemic like Nigeria cannot be overstated. For decades successive administrations at federal, state and local government levels have capitalised on the opactiy of public finance to perpetuate massive corruption and mismanagement of public funds.

 

The process of budgeting and its implementation in Nigeria is one that is fraught with corruption. This is not unconnected to the fact that budget documents are rarely made available to the public for scrutiny. In light of this, the decision by the Kaduna State government under the leadership of Mallam Nasir El-Rufai to make the state 2017 budget available to all and sundry is commendable.

 

The Kaduna State 2017 – 2019 budget made available on the website of Kaduna Ministry of Budget and Planning contains full details of revenue and expenditure projections in an open and transparent manner. This is the first time any government in Nigeria is making such detailed budget information available to the public.

 

According to the information on the website, the key targets of the Kaduna State 2017-2019 Budget are:

 

  • Ensuring adequate provision for the completion in 2017 of projects and procurements initiated in 2016;
  • Ensuring the actualization of the development priorities of the government as articulated in the State Development Plan (SDP) and respective Sector Implementation Plans (SIPs);
  • Maintaining a favourable proportion of Capital to Recurrent expenditure (a target of 60%:40%);
  • Leverage N800 billion in PPP funding between 2016 and 2020;
  • Maintain a sustainable debt position in line with Federal Debt Management office(FDMO) criteria
  • Expand the revenue base of the state by exploring untapped sources
  • Improve economic growth through investment in physical infrastructure
  • Eliminating wastage and other unjustifiable expenditure that are not clearly linked to policy objectives; and
  • Continue interventions in the social sector that will enable the less privileged have opportunities to grow through targeted investments in education and healthcare.

Nigeria to deploy 150km/hour locomotive on Abuja-Kaduna rail

The Managing Director, Nigeria Railway Corporation, NRC, says the corporation will soon deploy a 150 kilometre per hour locomotive on Abuja-Kaduna rail gauge to meet passengers’ demand.

Mr. Okhiria, who disclosed this to the News Agency of Nigeria, NAN, on Wednesday in Abuja, said engineers were currently in China for the final factory acceptance test.

He said once the design specification was confirmed by the engineers, the corporation would start making arrangements for its shipment and subsequent deployment.

According to him, the second locomotive for the rail line is also expected to be on track in the next two weeks since the engineers have also gotten the parts.

He added that “very soon, we will get the 150km per hour locomotive being shipped, engineers have just gone for the final factory acceptance test.

“We received information that it has been done and for the second locomotive that is coming in the next two weeks, we will put them on track.

“We are proactive, some of my engineers are already in China and they are going to come back with the pack for the second locomotive next week,’’ he stated.

The NRC boss said that railway stations were always far from the heart of the cities to allow people to move closer to the station in order to help create and expand the city.

He noted that the measure was to avoid demolishing people’s houses and paying compensation, adding that the out of town station encouraged development of towns and cities.

According to him, it is advisable to locate train stations away from city centres, saying the old Kaduna station that is now in the city was originally outside the city.

“However, within the next two years, the station you called out of town would be a major centre of activities.

“It is always like that because we don’t want to demolish houses because we cannot pay money for compensation.”

Okhiria said Nigerians had accepted the railway system, especially the Abuja-Kaduna line, adding that there had been continuous increase in passengers traffic on daily basis.

He assured that more locomotives and coaches would be deployed to the rail line in the coming year for passenger service, noting that NRC was developing the freight angle.

A passenger, Halima Saidu, a businesswoman based in Kaduna, commended the corporation for effective service on the Abuja-Kaduna line.

Ms. Saidu, who said she was travelling on the train for the first time, described the train movement as smooth and fast.

She called on the Federal Government to develop more of the kind of Abuja-Kaduna rail line in every state for easy movement of people.

According to her, if more railways are provided, the pressure on the roads will reduce and the number of road accidents will also reduce.

Innocent Ajiji, the Deputy President, Nigeria Union of Railway Workers, who also rode on the train, said it was smooth to ride on light rail unlike the narrow gauge train.

According to Mr. Ajiji, it is faster and it moves smoothly because it doesn’t make a lot of noise like the narrow gauge train.

“If Federal Government can change the system into standard gauge, I think we will have a better rail system,’’ he said.

Southern Kaduna killings: Stakeholders say Army, Police bias as Kaninkon victims get N5m

The Interim Management Committee Chairman (IMC) Jema’a local government area of Kaduna State, Dr. Bege Katuka, has reiterated his council’s readiness to nip the security challenges bedeviling the area.

He gave the assurance at a Town hall meeting on the need for security in the area.

The Chairman noted that the crises which started in Ninte community between a Fulani herdsman and a native farmer, could have been avoided through communal effort without government interference if only the people had been patient to allow the law to take its course.

He however assured the people that the state government and local government in collaboration with the security agencies were doing everything possible to bring the warring parties together for dialogue geared toward finding a lasting solution.

He disclosed that the curfew imposed in Kafanchan metropolis helped to avoid the spread of the crises.

Katuka appealed to the people to mend fences and live peacefully with one another irrespective of any difference.

He also appealed to the government to deploy more security personnel to the area.

In their separate remarks, the representatives of the Emir of Jema’a, the Chief of Kaninkon and the Chief of Fantswam appealed to the youth in the area to live in mutual respect and understanding amongst themselves for the progress of the society.

Meanwhile, natives of the affected areas have raised N5 million and assorted relief materials for the victims.

The funds and materials were generated through the effort of Kaninkon Elders’ Forum, living within and in diaspora.

The distribution which took place at the Goska Public Primary School, Goska, near Kafanchan, in Jema’a LGA, had in attendance, the Interim Management Chairman of Jema’a LGA, Dr Humble Katuka and a large number of natives from Kaninkon District.

At the occasion, Katuka decried the attitude of soldiers and police deployed to the various communities.

“They have failed in securing us and they have failed to uphold the oath they took when joining their various organisations,” he lamented.

Speaking at the occasion, the National Chairman, Kaninkon Development Association, Mr. Waje Goska William, decried the continued detention of the District Head of Goska, Mr Moses Barde, saying it was against the law.

He said: “After the attacks occurred in our four communities, five more people were attacked and killed in their farms. Government on their own side have shown that all people are not equal before the law.

“This is evident in the sense that, after the attack in Misisi, our traditional leaders were arrested and no Fulani Ardo was arrested even when the attack was against our people and it took place in our community.

“Imagine a community that have being ravaged by suspected Fulani herdsmen but the traditional leader is currently remanded on false allegation of kidnapping of 2 Policemen, conspiracy and terrorism.

“This is injustice against a people and we equally view the arrest of our leaders and their illegal detention in Kaduna Central Prison as an agenda when put into consideration that Barde was held for 21 days and the Police in Kaduna refused to accept the bail application brought forward by his legal counsel.

“Again, after the High Court 3 Kaduna granted our royal father bail, the Police disrespected the bail Order and charged him to court 5 Barnawa, Kaduna and that court remanded him.”

Kaduna partners GE to equip 278 hospitals.

Kaduna State and global corporate giant, General Electric, Thursday, flagged-off a programme to equip 278 health care facilities in Kaduna State.

This is the biggest ever refit of the public healthcare infrastructure in the state.

It represents the Kaduna State Government’s effort to provide a comprehensive solution to the healthcare challenges in the state, including maternal and infant mortality, communicable illnesses and the problems caused by the growth of chronic conditions like diabetes, heart disease and cancer.

At its first health summit held last year, Nasir El-Rufai, governor of the state, announced the determination of the government to the perils that pregnant mothers and infants face.

He said it is a priority to improve health outcomes for ordinary people.

To achieve these goals, Kaduna State is striving to improve primary healthcare for all people, while at the same time, improving the quality and readiness of health service delivery by ramping up the supply and quality of health professionals.

Under the partnership between GE and Kaduna State, 255 primary health centres will be equipped along with 23 general hospitals across the state. The programme also includes a package of training for the healthcare professionals and a three-year maintenance agreement for the equipment. The project will deliver at least one refitted hospital in each of the 255 wards in the state.

Nasir El-Rufai, Governor of Kaduna State, welcomed the flag- off of the partnership with GE.

“The Kaduna State Government is seeking better health outcomes for its people. This partnership with GE will accelerate the development of our health facilities and equip them to deliver better services. Days after the Kaduna clash, Police plot to tackle Shiites in Borno.

The police in Borno State are mobilizing for a planned rally by Shiites, sources have told reporters.

A source said the police received a special intelligence report that the protest would kick-start shortly after the Friday Jumat prayer.

The protest is expected to start at two main mosques – the Mai Saje Mosque, a popular Friday mosque, centrally located in the heart of Maiduguri, and Fodiya Centre, near a spot called Yan Nono in Bulumkutu along the Kano-Maiduguri highway.

“The aim of the protest is to show their anger over the detention of their national leader and the recent clash with the police in Kano,” a police intelligence report reviewed by reporters showed.

It is not clear if the police plan to forcefully stop the protest as was done to similar Shiite marches in Abuja and Kano, but the Borno State Commissioner of Police, Damian Chukwu, according to a source, directed several units including the police mobile force and the counter terrorist unit to deploy their men to various Friday mosques within Maiduguri and other liberated communities across the state for “decisive actions to any untoward development”.

PREMIUM TIMES further learnt that the police is not taking any chance in ensuring that the proposed Shia protest does not escalate the already tense situation in the state. Mr. Chukwu had to cancel the weekly briefing with his officers as the police prepared for the Shiite protest.

Officials at the police headquarters have reported that canisters of tear gas were released at about 10.30 a.m. on Friday to be possibly used against the protesters.

Unlike several states in the northern Nigeria, Shia processions have been very rare in Borno.

The Shiites are demanding the release of their leader, Ibrahim El-Zakzaky, who has been held without trial since last December after over 300 of his followers were killed by soldiers. The army accused the Shiites of blocking a major road and plotting to kill the army chief, Tukur Buratai, an allegation the Shiites denied.

Another rally by the Shiites on Monday in Kano led to the death of at least 9 people including a police official as the police tried to stop the protesters.

Local and international rights groups and foreign countries have called on the Nigerian government to exercise caution in dealing with the Shiites.

The U.S. government on Friday issued a statement calling for “greater communication between Shia citizens and government authorities.”

Christian clerics in Kaduna have faulted the plan by the Kaduna State government to spend N100 million on the rehabilitation of churches and mosques destroyed by armed Fulani herdsmen in Southern Kaduna communities.

 

They urged Governor Nasir El-Rufai to rather use the money meant for this purpose to reinforce the security of lives and property in the affected areas.

 

Governor El-Rufai had announced plans by the state government to provide N100 million for the reconstruction of damaged churches and mosques in some communities in Southern Kaduna after the violence unleashed on the area.

 

During a press conference by the 19 District Church Council (DCC) fellowship of the Evangelical Church Winning All (ECWA) Church yesterday, the clerics said instead of the state government rehabilitating churches and mosques in the crisis-ridden communities, efforts should be made to secure the lives and property of the people against further attacks by Fulani herdsmen.

The Chairman of the 19 DCC of ECWA Church, Rev. Zachariah Gado, said: “We acknowledged the gesture of the governor in offering N100 million for the rebuilding of churches and mosques destroyed in Southern Kaduna, but we wonder who would worship in these churches since most of the worshippers have fled for fear of their safety or they do not even have homes anymore to live in.”

 

He said the only way the government could ensure normalcy in Southern Kaduna communities was to reinforce security so that the people could live in peace and return to their normal businesses.

 

“We appeal to the state government, in the interest of justice, peace and security to respect the wishes of Southern Kaduna and their elected representatives and stop the creation of grazing reserves in the area, especially since this is tantamount to rewarding perpetrators of murder, arson and destruction of property,” he stated.

Three siblings denounce Christianity in Imo, travel to Kaduna for Islamic education

Three siblings – Chinonso, Chika and Chibuzor, who hail from Chokoneze in Ezinihitte Mbaise Local Government Area, LGA, of Imo State have reportedly converted to Islam.

 

The news making the rounds on the social media has it that the siblings reportedly abandoned their Christian faith, embraced Islam, and headed straight to Kaduna State to undergo Islamic education.

 

According to a Facebook page, Islamic Calling Family, the siblings have been enrolled in Islamic school in Kaduna state to have basic Islamic education.

 

The statement of the page reads, “ISLAM MUST CONTINUE TO GROW IN IGBO LAND.

 

“Three brothers of same parents from Chokoneze in Ezinihitte Mbaise LGA Imo State accepted Islam 2 days ago.

31 Killed In Kaduna By Herdsmen After Communities Sign Peace Accord

A day after Kaduna State Governor Mallam Nasir el-Rufai, set up a public apology billboard in Samaru Kataf, 31 people have been reportedly killed in Chawai Chiedom, Kamaru Ward in Kauru Local Government Area of the state.

This came as the Kano State Police Command yesterday confirmed that eight members of the Islamic Movement of Nigeria (IMN) popularly known as Shiites had been killed in the state during the clash between the sect members and the police.

The governor had while unveiling the public apology billboard in Samaru Kataf of Zangon Kataf Local Government Area last Saturday, promised that the state government would prosecute people who called on locals to defend their communities.

The communities allegedly attacked on Sunday by suspected Fulani herdsmen, were said to have included Ungwan Rimi, Kitakum, Ungwan Magaji and Kigam in Kauru. About 45 houses were said to have been burnt.

Residents, in conjunction with the leadership of the Southern Kaduna Peoples Union (SOKAPU) were said to have compiled a list of the houses that were destroyed and while the death toll was put at 31.

Kaduna govt donates N100m for rebuilding damaged churches, mosques.

Governor Nasir el-Rufai has donated N100 million to support the rebuilding of damaged churches and mosques destroyed during ethno-religious crisis in Southern Kaduna communities.

 

Announcing the donation during the unveiling of public apology billboards by five communities from Jama’a, Kachia, Kaura, Sanga and Zangon Kataf, El-Rufai said his government had drafted a bill to set up the Kaduna State Peace Commission in fulfilment of the promises he made in 2015.

 

He said that the commission, which is expected to be established after the endorsement of the state House of Assembly, would promote harmonious co-existence among all indigenes.

 

He added: “In recognition of the vital importance of showing concrete manifestations of peace, the government has decided to support civic efforts to rebuild damaged churches and mosques with a seed fund of N100 million.

 

“The challenge of achieving peace and justice is a complex process that requires imagination, wide consultations, technical support, research and time. I have promised you change. I will not be derailed from the legacy of peace that Southern Kaduna deserves from my generation.“This state belongs to everyone that has chosen to make it home. Let us respect each other.”

22 Arrested Over Street-lights Vandalism In Kaduna

Security agencies in Kaduna have arrested 22 suspects for vandalizing and stealing solar street lights installed by the Kaduna State Government.  Spokesman to governor Nasir Ahmed el-Rufai Samuel Aruwan, disclosed on Wednesday that 19 out of the 22 suspects have been charged to court.

Aruwan, further reiterated the state government’s commitment to prosecute anyone found vandalizing or stealing public properties.

He stated that “security operatives have arrested 22 suspects for vandalizing and stealing of solar streetlights fixed by the state government. Others in the net are buyers of the stolen properties within the metropolis.

“After careful combing of the crime scene, solar batteries and their covers and one iron saw were recovered inside the cemetery along Bashama road, Tudun-Wada area of the metropolis.

El-Rufai Applauds Total for Empowering Kaduna Youths

Kaduna State governor, Mallam Nasir el-Rufai, has applauded Total Nigeria Plc for empowering 80 youths within their host community as part of its Corporate Social Responsibility (CSR).

el-Rufai who stated this during the presentation of starter packs to beneficiaries of the skill acquisition programme of the 2015 batch, reiterated his administration’s resolve to making Kaduna great again, stressing that service delivery to its citizens is a priority.

Represented by his adviser on Economic Matters, Alhaji Murtala Dabo, the governor described Total Nigeria Plc empowerment scheme as a very excellent one, urging them to keep the good work.

To the benefiting graduands, the governor urged them to make judicious use of what they have learnt during their training programme and also utilise the starter packs they have been given.

Governor El-Rufai to distribute 20,000 free prepaid electricity meters.

Gov. Nasiru El-Rufai of Kaduna State would flag-off the distribution of 20,000 electricity prepaid metres for customers in the state.

This is contained in a statement issued by the company’s Head, Corporate Communication, Mr Abdulazeez Abdullahi, and made available on Monday in Kaduna.

Abdullahi said the metres are part of the 50,000 the Kaduna Electric metres earmarked for distribution in its franchise states of Kaduna, Sokoto, Zamfara and Kebbi.

“After the successful flag-off of the mass deployment of 50,000 prepaid smart metres in its franchise states at a ceremony in Sokoto in October, Kaduna Electric is set to launch the deployment of the metres in Kaduna state.

“The Kaduna Launch, which is expected to be flagged off by State Governor, Malam Nasiru El-Rufa’I, is scheduled for Wednesday.’’

“The company is expecting the delivery of more metres before year end which shall also be deployed to its teeming customers in Kaduna, Sokoto, Zamfara and Kebbi, its franchise states,’’ the spokesman said.

He urged customers to embrace the installation of the metres in their homes as it is a better way of accurately reading the amount of energy consumed by them.

According to him, customers will be sure to pay for what they consume.

It will be recalled that the Minister of Power, Works and Housing, Mr Babatunde Fashola, flagged off the mass metre deployment in October in Sokoto.

Meanwhile, the Managing Director of the company, Mr Garba Haruna, has assured of the company’s commitment to metering its customers through a five-year metering plan.

No drugs, mattresses, toiletries in Kaduna prison – official

The deputy controller of Prisons, Ahmed Usman, has expressed sadness over the plight of inmates of Kaduna Prison.

Chief superintendent of Prisons, Fatumbi Sunday, who received Senator Shehu Sani, on behalf the deputy controller, said the prison was in dare needs of drugs, mats, mattresses, toiletries and disinfectants.

He stressed the need for inmates to be properly cared for as the less privileged of the society.

Mr. Fatumbi lamented the congested state of the prison, said Kaduna Convicts Prison which was initially built for 547 inmates, presently houses 1,283.

“Despite the frantic efforts of the government towards ensuring good treatment of offenders in the prison, we still have many challenges ranging from drugs to mats and mattress, toiletries and disinfectants.

“As at today we open out 1,283 while the prison was actually built to lock up 547 inmates. These inmates are human beings who eventually became less privileged whereby their freedom has been ceased and they need special care,” he said.

Responding, Sen. Shehu Sani said, “I am here first of all as a Senator representing the zone where this prison is located. Secondly, I am here as someone who has been here as a political prisoner during the military era.

“We have a duty as a democratic government to intervene and support the prisons. For those of you that have been following my activities on the floor of the Senate, you will testify that I have consistently raised issues about the deplorable state of Nigerian prisons.”

The Nigerian Prisons need more funding and all the support it needs to make our prisons proper Correctional Centres where inmates’ lives can be reformed before they serve out their terms and return into the society as good and responsible citizens.

“And as a political prisoner, I assure you that I shall continue to champion the cause of the Nigerian Prison and not only to champion the cause of the prison but to do everything humanly possible to support you to make this place conducive for human habitation towards fulfilling the purpose of its existence.

“I have heard your request and I assure you that before next Saturday, we shall address the problems you have raised here and now.

Senator Shehu Sani observed that the Nigerian Prisons have not witnessed any major change from what it was during the colonial rule adding that the welfare both the inmates and staff have not been properly taken care of, while noting that the prisons have not been fully funded.

“The prison service has not seriously changed from what was obtainable in the era of the colonial masters in the sense that the welfare both the inmates and staff of the Nigerian Prisons have not been properly taken care of and the prisons have not been fully funded. We will ensure that through legislation necessary funding will be provided for the resuscitation of the prisons as well as to provide an after prison terms care for the inmates.

“Right now, I am working on Bill that will make it a transition period for inmates so that after serving their prison terms, they can be taken over by institutions rendering to society the kind of skills these inmates might have acquired during their term. This will make their lives useful to the society they are rejoining.

The legislator also observed that all recommendations made by over 15 presidential committees set up to examine the myriad problems in the Nigerian prisons in the last 30 years were never implemented by successive governments but neglected.

“What I am simply saying is that these recommendations have not translated into implementation. So, we will do everything possible within our mandate as legislators to assist the prisons and for a prison like this that has the history of detaining very high profile political prisoners like Prof Wole Soyinka and others like Dr. Beko Ransom Kuti.

“I want to conclude by saying that my visit here today is mainly to see one of friends who is here, Dr. John Danfulani who is here as an awaiting trial. When I was once in detention in 1993, John Danfulani visited me and so today, I also have the honour to visit him. I am dedicating this visit to Dr. John Danfulani as a political prisoner. Whatever we shall later deliver is done in his honour,” he said.

Sultan 10th Anniversary: Kaduna Yoruba Community Holds Special Prayers In Church, Mosque

As part of activities to commemorate  the 10th years anniversary of the Sultan of Sokoto, Alhaji Sa’ad Abubakar  III, leadership of Yoruba Community in Northern States and Abuja has planned a special jumat and church prayers for the foremost Northern traditional leader in Kaduna.

A statement signed by Chairman of the Yoruba Council of Chiefs in the North and Abuja, Ambassador Mohammed Arigbabuwo and madeavailable to newsmen in Kaduna yesterday said the prayers is organized to thank Allah for His mercy on the President of the Islamic Council of Nigeria who has reached ten years on the throne of his ancestor.

The statement read in part “the leadership of Yoruba Community in Northern States and Abuja has planned a special anniversary of the Sultan of the of Sokoto, Alhaji (Dr) Sa’ad Abubakar the III to be held in Kaduna.

“The two religion prayers would serve as a contribution of the Yoruba Community to appreciate the fatherly role of Sultan whom is a pillar and leader who loves and respect every mankind.

“Since he ascended the throne, the nation has witnessed unity among all tribes and has made friends across the country.

“We also hailed the Sultan for the roles he had played in fostering unity, peace and love among all tribes, not only in his domain but across the nation”, the statement added.

Kaduna Communities Sign Peace Pact

No fewer than 29 ethnic communities spread across five local government areas in southern Kaduna state have signed a peace pact to stem communal clashes in the area.

This was contained in a communiqué signed by chairmen of the 29 ethnic communities in Kafanchan and made available to the media.

The chairmen expressed worry over the recent communal crises that engulfed southern Kaduna and have resolved to end such clashes and remain in peace with one another .

Leaders from the five local government areas, made up of Kachia, Kaura, Jema’a, Sanga and Zangon Kataf said the pact followed a parley brokered by Swiss government sponsored Nairobi based inter-governmental organisation, Centre for Humanitarian Dialogue.

According to them, more than 20 people were killed in the recent clashes in Jema’a Local Government Area of the state.

Areas affected included Godogodo, Ninte, Gada Biyu, Gidan Waya, Antang and Dogon Fili as well as Kagoro in Kaura Local Government Area.

The chairmen expressed their common resolve to peaceful resolution of all issues that led to the clashes and assured of their peoples continued commitment to uphold the peace in southern Kaduna.

They also acknowledged that the inter communal dialogue process, which focused among other issues on the prevalent farmer and grazer clashes, the return and settlement of internally displaced persons, was a continuous process.

The leaders said that they were committed to sustaining the peace through ensuring the implementation of the dialogue recommendations.

They said that the community-driven approach had given the people more direct involvement in finding solutions to such issues.

“We cultivated a new culture among ourselves of embracing dialogue as the mechanism for dealing with our disputes, hoping to ultimately lead to peaceful co-existence between us.

“The peace pact, entitled ‘Kafanchan Peace Declaration’, also assured that every attempt must be made to end the attacks and ensure that there were no reprisals.’’

As part of fence-mending, the leaders agreed on joint condolence visits to affected families, resettlement of displaced Fulani and natives and to hold perpetrators accountable so as to end impunity.

To ensure permanent end to the conflict, the leaders urged the state and local governments to define specific conflict prevention and goals, and factor the promotion of conflict prevention objectives into polices and legislation.

The communities are to intensify the dissemination of information to the broader community.

The dialogue cut across all levels of civil society and sought the buy-in and support of key stakeholders including the Federal, State and Local Governments, the business community, traditional rulers, community and religious leaders, women and young people.

The bottom up approach provided a different model for addressing the issues and was received positively by the affected communities.

Kaduna To Spend N2.55bn On Drones, CCTV

The Kaduna State Government has earmarked over N2.55bn to procure CCTV cameras and drones, to provide adequate security cover in the state in 2017.

More than N1.5 billion of the amount was earmarked for the procurement and installation of CCTV cameras in strategic areas of the state, to reduce crime.

The figure is contained in the state’s 2017 budget document currently before the state House of Assembly.

He said, “The N1.5 billion is for procurement and distribution of CCTV cameras for monitoring and surveillance towards reducing criminal activities within the metropolis and securing the state.”

The government has also allocated N265m for the procurement of drones “to identify locations of armed bandits in forest reserves across the state.”

The document indicated that the government would also spend N193.6m to secure the state from the menace of kidnappers.

It said the money would be used to procure “geo-position interceptor and location of GSM, UMTS system to check trends, intercept and locate kidnappers’ GSM calls.”

The government also plans to spend N600m in 2017 to set up a forensic laboratory, to assist in determining substantial evidence in cases that had proved difficult to solve in the past.

Kaduna residents to pay N3,000 monthly for waste collection.

The Zoom Lion Global Alliance, a waste disposal company, says residents of Kaduna state will soon begin to pay between N200 and N3,000 monthly levy for door to door waste collection.

The company’s Managing Director, Mrs Abiola Bashorun, disclosed this during an assessment tour of dump sites and transfer station in Kaduna on Wednesday.

Bashorun said her company had been given the approval by the Kaduna State Government to embark on smooth waste management as well as improve the state’s internally generated revenue.

According to her, the rate of waste generation in the state is extremely high when compared to other bigger states, hence the need for strategic intervention to meet up with the challenge.

“The levy will be based on property, location and income cadre.

“People in GRA with the biggest house will be paying N3,000 while in places where we have low income earners will be levied as low as N200 monthly,“ she said.

The managing director said the door to door waste evacuation would help in generating money for the state.

Earlier, State Commissioner for Environment and Natural Resources, Mr Shehu Giwa, said residents would equally make enough money from waste they generated to augment the monthly levy.

According to him, when the three dump sites and 10 transfer stations currently under construction are completed, it will make the state to become one of the best in terms of environmental friendliness in the country.

“When the three dump sites in each senatorial zone and 10 transfer stations; six in Kaduna, three in Zaria and one in Kafanchan are completed, our state will be the cleanest.

“The second stage is where we will begin recycling and we will be transforming waste to wealth.

“ We will be recycling both organic and inorganic fertiliser, industrial materials and energy,” he said.

All these plans, he added, were two sides of the coin, adding that while government was trying to make the state better, residents who were beneficiaries should also play their own role.

“We can have the state we all dream of when all of us can cooperate with the government by carefully disposing our waste,’’ the commissioner said.

Just In: Kaduna upholds religious freedoms and all constitutional rights – ElRufai

The Kaduna State Government wishes to reiterate its respect for the right of every resident to practise the religion of their choice. As it has often stated, the government has a duty to uphold fundamental rights and the security of everyone. This involves ensuring that nobody or group exercises their rights in ways that restrict the rights of others or subjects them to danger, distress or the diminution of their humanity.

Every resident of Kaduna State is free to practise the religion of their choice. This is a fundamental, constitutional right. The freedoms that are so guaranteed by the constitution, including that of worship, thought, association, and movement are enshrined in Sections 38 and 40, and their exercise is limited only by considerations that they do not infringe on the rights of others or constitute a danger to public order and public safety.

It is not the place of government to assess or certify any creed. That is strictly the purview of the individual. But it is a fundamental obligation of the government to preserve security and uphold the rights of all citizens, both to practise faith and not to be imperilled or distressed by others’ exercise of faith.

The Kaduna State Government did not, and cannot, ban any religion. At every moment, the government is guided by its duty to prevent threats to the peace and security of the state. In discharge of this obligation, it has acted to declare unlawful a specific group that continues to threaten public order in the state. The IMN was never a registered organisation and it refused to conduct itself with adherence to the laws of this state.

Other groups in the Shia tradition are active in Nigeria. Like adherents of all other faiths, they are free to practise their creed, and like everyone else must take care not to injure the rights of others.

Kaduna State Gazette No. 21 of 7th October 2016 has declared the IMN an unlawful society. The reasons are clearly set out and the laws on which it is anchored are spelt out, mainly Section 97A of the Penal Code Law of Kaduna State and Sections 5(2) and 45(1) of the 1999 Constitution.

The Gazette noted that:
1.      The Judicial Commission of Inquiry into the clashes between the group with the appellation ‘’Islamic Movement in Nigeria’’ (IMN) and the Nigerian Army in Zaria between Saturday 12th and Monday 14th December 2015, found as facts inter alia that:

i.      The Islamic Movement in Nigeria is an unregistered society and recommended that immediate steps be taken by the Kaduna State Government to proscribe it.

ii.     The members of the movement have over the years engaged in acts of aggression and violence against individuals and communities resulting in clashes with security agencies which culminated in the recent deaths of at least 347 persons.

iii.    The Movement has constituted itself into a parallel government with a uniformed paramilitary wing in complete disregard to the Constitution and Laws of Nigeria.

2.      The Movement has overtly continued with unlawful processions, obstruction of public highways, unauthorized occupation of public facilities including schools without regard to the rights of other citizens and the public peace and order of the State.

3.       These acts, if allowed to go unchecked will constitute danger to the peace, tranquility, harmonious coexistence and good governance of Kaduna State.

Gentlemen of the Press, these are the facts.

There is a common law in Nigeria, and it serves to protect everyone. The law courts are the appropriate platform for any citizen to challenge any legislation or order they consider improper. No citizen or group of persons can decide to disobey a valid law, without expecting that law enforcement will do its work. The day individuals choose which law to obey and proceed to violate the laws with which they disagree and get away without any sanction, then the rule of the jungle will have triumphed.

But the Kaduna State Government insists that only law enforcement agencies have the authority to act to prevent and deter violations of the law, or to arrest violators. We have warned that mob action will not be permitted under any guise. The duty of every citizen is to report every illegal action or suspicious activity to the security agencies.

Kaduna State has suffered and endured too many calamities, triggered by persons and groups that insist on foisting their faith or political preferences on others. It is a hallmark of civilisation that every assertion of rights by a citizen is done with full acknowledgement of, and respect for the rights of other citizens. That is the norm in a free society that is anchored on the equality of persons. We have a duty to build a state that upholds lawful conduct.

Kaduna State declares Zakzaky’s IMN an unlawful society.

The Kaduna State Government, on Wednesday, officially released the Gazette on Sheikh Ibrahim Zakzaky-led Islamic Movement in Nigeria (IMN), declaring the group unlawful.

The government disclosed that it did not and cannot ban any religion, but that it has a duty to declare unlawful any group that threatens the peace and security of the state.

Addressing a news conference in Kaduna, Governor Nasir El-Rufai’s spokesman, Samuel Aruwan, said government upholds religious freedoms
and all constitutional rights of every resident to practice the religion of their choice.

He noted that it was the fundamental obligation of government to preserve security and uphold the rights of all citizens to practice their faith and not be imperiled or be distressed by the way others exercise their faith.

It would be recalled that the Judicial Commission of Inquiry chaired by Justice Muhammed Lawal Garba, along Prof. Auwalu Yadudu,Special Adviser on Legal matters under late Gen.Sani Abacha, Prof.Ibrahim
Gambari,former minister of Foreign Affairs, Afakriya Gadzama,former Director General State Security Service among others recommended the
proscription of IMN.

Aruwan stressed, “It solemnly declared unlawful a specific group that continues to threaten public order in the state. The IMN was never a registered organization and it refused to conduct itself with
full adherence to the laws of this state.”

He added that IMN ignored the law and neglected the obligations of civility.

According to him, “Other groups in the Shi’ite tradition are active in Nigeria. Like adherents of all other faiths, they are free to practice their creed without injuring the rights of others.

“Kaduna state has suffered and endured too many calamities, triggered by persons and groups that insist on foisting their faith or political
preferences on others. It is a hallmark of civilization that every assertion of rights by a citizen is done with full acknowledgement of, and respect for the rights of other citizens.”

Speaking on the released of the gazette, Aruwan said, “Kaduna State Gazette No.21 of 7th October 2016 has declared the IMN an unlawful
society.

The Gazette noted, “The Judicial Commission of Inquiry into the clashes between the group with the appellation, Islamic Movement in Nigenria, IMN, and the Nigerian Army in Zaria between Saturday 12th and Monday 14th December 2015,found as facts inter alia that the Islamic Movement in Nigeria is an unregistered society and recommended that immediate steps be taken by the Kaduna State Government to proscribe it.

“The members of the movement have over the years engaged in acts of aggression and violence against individuals and communities resulting in clashes with security agencies which culminated in the recent deaths of at least 347 persons.

“The movement has constituted itself into a parallel government with a uniformed paramilitary wing in complete disregard to the constitution and laws of Nigeria.

“The movement has overtly continued with unlawful processions, obstruction of public highways, unauthorized occupation of public facilities including schools without regard to the rights of other citizens and public peace and order of the state.”

Aruwan added, “Gentlemen of the press, these are the facts. There is a common law in Nigeria, and it serves to protect everyone. The law courts are the appropriate platform for any citizen to challenge any legislation or order they consider improper. No citizen or group of persons can decide to disobey a valid law, without expecting that law
enforcement will do its work.

“We have warned that mob action will not be permitted under any guise.The duty of every citizen is to report every illegal action or suspicious activity to the security agencies.”

Kaduna NDLEA seizes N30m worth of illicit drugs from traffickers.

The Kaduna State Command of National Drug Law Enforcement Agency (NDLEA), has seized illicit drugs worth over 30 million Naira and arrested nine suspected drug addicts and peddlers in Zaria.

Parading the suspects before journalists at the command’s headquarters in Kaduna, the state commander, Samuel Azige, said the suspects were arrested during a raid at their hideouts in Zaria where they stored the illicit drugs in a warehouse.

According to him, preliminary investigations revealed that the suspects stored in cartons banned tramadol drugs weighing over 500 grams.

He explained that the drug apart from being banned by the World Health Organisation, (W.H.O) has also expired and therefore harmful for human consumption.

The NDLEA Commander stated that the suspects would be charged to court as soon as investigation is concluded.

He said the command has made several seizures of illicit drugs amounting to over 20 tons as well as over 50 arrests since the beginning of this year.

BCPG President Kunle Awobudu Warns Of Possible Earthquake In Nigeria.

The national President of Building Collapse Prevention Guild, Mr Kunle Awobudu, has expressed the possibility of Nigeria experiencing earthquake and the need for the federal government to immediate take preemptive action by reducing the spate of substandard building construction across the nation.

Recall that mild earthquakes recently occurred in parts of Oyo, Bayelsa, Rivers, and Kaduna states.

According to him, vibrations accompanying the earth tremors resulted in the collapse of mud houses and infliction of visible cracks in modern buildings within the affected areas.

“This development has clearly ossified the harbinger on the possibility of Nigeria having an earthquake induced disaster in the near future,” Awobudu said.

In a press statement made available to journalists in Lagos, Awobudu expressed concern that the notion that Nigeria is safe or far from seismic active regions is no longer tenable.

He disclosed that Shaki in Oyo State has been subjected to intermittent earth tremors this year and climaxed in the first week of June 2016. More so, communities in Bayelsa and Rivers on July 10, 2016 had a similar experience but in this case due to prolonged effect of oil exploitation.

Records from the seismological station of the Centre for Geodesy and Geodynamics (CGG) showed that the earthquakes that occurred in Kwoi area of Kaduna State on 11th and 12th September, 2016 ranged from 2.8 to 3.1 in magnitude.

The statement reads in part: “Shaki and Kwoi towns are not far from the Ifewara – Zungeru fault Zone, which is linked with the Atlantic fracture system. The fault transcends the South-West and North-West of the country, thereby making that stretch of land susceptible to seismicity due to stresses generated within the earth-crust, that is, partial reactivation of fossil plate boundaries.

“Earth tremors occurred in Nigeria in 1933,1939,1964,1984,1990,1994,1997, 2000, 2009, 2011 and now 2016. A series of earth tremors might not necessarily lead to the high intensity earthquake, a reason that should douse our fears.

“However, a study carried out by Dr. Adepelumi Adekunle Abraham of the Department of Geology, Obafemi Awolowo University, Ile- Ife and his team of researchers exacerbated the portentous signs in the following grim words, “After the earth tremor of 2009 in South- Western Nigeria, (which) was felt in several towns and villages in Oyo, Osun and Ogun States, a detailed short-term probabilistic earthquake prediction was carried out by our team, our findings indicated the probability of earthquake occurrence in the study area between the year 2009 and 2028 increased from 2.8% to 91.1%.

“The result also showed that the probability of three events occurring annually has the highest likelihood within the predicted years. Also, found that the Weibull probability density model predicts a damaging earthquake (Magnitude 5) before year 2020.”

“Buildings are the bastion of physical development which is used to adjudge a nation’s rung in the global socio-economic ladder.  Investors in buildings should be concerned about the durability of the buildings they are providing fund for. The longer a building exists, the more the revenue or value the owner derives from it. Indubitably, a solidly constructed building can stand the test of time.

“The wise learns from the errors of others. Nigeria must not continue to repeat the mistake of Haiti and Nepal where stringent building regulations were lacking, thereby aggravating the effects of  the earthquakes on buildings. In an earthquake disaster, the vulnerable, substandard buildings have always been the major cause of high death toll. And unfortunately in Nigeria, the National Building Code is legally and practically not in existence just as it was in Haiti.

“A 5.7 magnitude earthquake occurred near Bukoba town in Northern Tanzania on September 10, 2016. According to local authorities, all fatalities were people ‘in brick structures’ that collapsed. Lesson from this experience is a warning to prospective homeowners and developers in Nigeria that they should endeavour to follow due process and avoid quakes. Government should pay due attention to building construction from the scratch by strengthening ministries of physical planning and development control, and also uphold the tenet of professionalism in the nation’s building industry.

BCPG in the statement reiterated the call by the Director of  Centre for Geodesy and Geodynamics, in Toro, Bauchi State, Dr. Tahir Abubakar Yakubu that Nigerian government should establish additional seismological stations to monitor crustal movements in the identified earthquake prone areas, and the suggestions of Dr. Adepelumi Adekunle that Nigerian Government should invest in earthquake electromagnetic precursors monitoring devices that are capable of monitoring foreshocks, main shocks and aftershocks of any future earthquake event.

A nation without an effective national building code will end up in ruin in an occurrence of an earthquake. Enforcement of building regulations without compromise will prevent serious calamity in the future. Many nations, including USA, Japan and Australia have been constructing earthquake resistant buildings in their seismic regions. Nigeria can imitate such preventive measures. To be forewarned is to be forearmed,” the statement reads.

14 Fulani herdsmen reportedly hacked to death in Kaduna.

An angry mob attacked Fulani herdsmen in Kaduna State on Monday, killing fourteen people in the process.

“I was returning from Plateau state with eight passengers, all of them Fulani herders,” a commercial bus driver, Adamu Aliyu told PUNCH.

Aliyu said his bus broke down in Kaduna state, so he left it to go and search for a mechanic.

“While I was away, a mob surrounded the vehicle and forcibly brought out the eight passengers. They hacked them to death, dumped them in the vehicle and set it ablaze.

“Another vehicle was also attacked when it stopped to refuel and all the six people were burnt to death along with the car.”

Aliyu said problem ensued in the streets, with soldiers and police finally intervening to contain the carnage.

“When the situation calmed down, I returned to my vehicle and found out that it has been burnt down, with charred remains of the passengers,” Aliyu said.

Jema’a local government chairman Bege Katuka said the area had been thrown into chaos with “indiscriminate” shooting the night before.

“On Saturday suspected Fulani herdsmen invaded Godogodo and opened indiscriminate fire on residents,” Katuka said.

“The following day, youths in the area mobilised and blocked the highway, vandalising vehicles and attacking motorists,” Katuka said.

Kaduna state police spokesman Aliyu Usman acknowledged the Godogodo attack and the riot, but said only two people had died in the unrest.

24-hour curfew imposed in Kafanchan, environs relaxed.

The 24 hour curfew imposed in Kafanchan and environs in Jema’a local government area of Kaduna State following the incessant attacks, killings and destruction of property in the area has been relaxed.

The Interim Management Committee Chairman, Dr Bege Katuka, said the curfew would commence from 6pm to 6am until the security situation improved in the area.

He disclosed to DAILY POST in a telephone interview on Tuesday that ”Going by seurity reports, if the situation improves, the curfew hours will be reviewed further on the basis of recommendations from the heads of law enforcement agencies in the local government.

“Residents are advised to co-operate and stay indoors as effort is in top gear to ensure that normalcy returns to the area so that people can go on their daily activities.”

It would be recalled that the incessant attacks by suspected Fulani herdsmen had become the order of the day in Southern Kaduna in recent years, leading to the killing of hundreds of innocent souls and destruction of properties.

2 Shi’ia members ‘slaughtered’ in Kaduna, 9 in Katsina during Ashura procession

Two people were slaughtered in kaduna state while another nine were killed in Katsina as security agencies prevented Shi’ites from performing the Ashura festival, the Islamic Human Rights Commission (IHRC) has said.

According to the commission, security agencies are hellbent on preventing members of the Islamic Movement of Nigeria (IMN) from taking part in annual processions.

The processions mark the martyrdom of a grandson of the Prophet Muhammad.

In Kaduna, the IHRC late on Tuesday said a horde of soldiers surrounded the Markaz mosque filled with worshipers.

It said it was in possession of credible evidence that the worshipers were “trapped” inside the mosque, and called on the Nigerian authorities to withdraw the soldiers and “allow the worshippers to continue to exercise their constitutional right to freedom of assembly and worship”.

“The worshippers have gathered to commemorate historical events associated with the Islamic month of Muharram that are particularly significant in the Shia calendar”, the advocacy organisation said.

“Shortly before the the Kaduna Markaz mosque on Zango Road was encircled armoured military vehicles carrying heavily armed soldiers and also an ambulance were among a convoy of 18 military vehicles seen nearby.”

Nasir Mansur, an eyewitness at the scene of the Kaduna incident, revealed to TheCable that in spite of the tension generated by the activities of the security agencies, Monday’s event took place and Shia members dispersed.

According to Mansur, the siege laid on the Markaz mosque and surroundings continued on Wednesday, which ultimately led to the burning of the building.

“Today being the tenth day of Muharram, we usually have the annual Ashura procession, which initially took place peacefully,” he said.

“The attacks started when the security besieged the IMN centre shooting teargas after which they invited hoodlums who burned down the Muslim centre in Tudun Wada.”

Mansur said the security operatives were a combination of soldiers, police and civil defence while claiming that the agencies enlisted the help of thugs to carry out attacks on Shia members.

“Two people were killed by hoodlums invited by police who have also ordered them to kill any IMN member at sight. They were slaughtered in the presence of police. There are several other people injured.

“Yesterday, we were at the centre at Zango road in the afternoon for the usual mourning event. The joint military and police had earlier besieged the area since noon, taking over the Fudiyya primary school which was located about 100 meters away from the centre.

The IHRC also reported fatalities from other northern states where the Ashura processions are taking place.

“At least nine people are reported killed after security forces opened fire with live rounds on followers of IMNthe Islamic Movement of Nigeria taking part in a procession in Funtua in Katsina state.

The UK-based organisation said a similar occurrence is taking place in Jos, Plateau state.

“Troops are currently attacking the IMN centre with tear gas and live rounds in the city of Jos in Plateau state, inside which several people including a leader of the IMN, Sheikh Adamu Tsohos, are trapped.

“Sheikh Adamu Tsohos’s house in Jos was also reportedly under attack. Earlier people were stopped and arrested or turned back as they made their way into Jos to participate in the religious procession”, said IHRC.

Meanwhile, Sani Usman, army spokesperson, promised to find out the true state of things.

“I have no idea about that but I will find out and get back to you. This is not the first time we have been victims of campaigns of calumny,” he said when TheCable contacted him on Tuesday night.

Angry Youth Attack Shi’a Members, Torch Leader’s Home In Kaduna

Angry youth in Tudun Wada, Kaduna, on Wednesday morning torched the home of Mukhtar Sahabi, a leader of the Shi’a Islamic sect, along Zango Road.

A resident who was at the scene confirmed the incident.

The youth, believed to be residents of the area, attacked some members of the Shiite sect who were living in the house.

“I was wondering what was going on this morning when I saw youth in hundreds setting the house on fire,” said the witness. “Before the security operatives could come all of them had gone.”

Sahabi Mukhtar is the leader of the Shia sect in Kaduna and is popularly called the governor.

The area has been cordoned by security operatives.

“We are standing at distance to see what next is going to happen. But there is peace around the area,” the witness, who preferred to remain anonymous, said.

The attack came a day after a standoff between soldiers and members of the group, outlawed last week by the Kaduna government.

Worshippers had gathered to commemorate historical events associated with the Islamic month of Muharram that are particularly significant in the Shia calendar, UK-based Islamic Human Rights Commission, said earlier Tuesday in a statement.

Later, the gathering was encircled by armed troops.

The standoff ended later in the night after the troops withdrew.

The military activity around the area earlier on Tuesday was reminiscent of the run-up to the massacre last December of hundreds of supporters of the Islamic Movement of Nigeria by the army and the arrest of its leader Sheikh Ibrahim Zakzaky.

Mr. Zakzaky remains in government custody.

Kaduna Electric begins distribution of 50,000 pre-paid meters

The Kaduna Electric on Monday commenced the distribution of prepaid meters to its customers in Sokoto, Kaduna, Kebbi and Zamfara State.

The free meters were part of efforts by the company to ensure optimal service delivery.

The Minister of Power, Babatunde Fashola, and Governor. Aminu Tambuwal of Sokoto State flagged off the distribution in Sokoto.

In his remarks, Fashola said that the new billing system would curb losses to the power firms, due to inability to collect due rates.

The minister also said the metering system would eradicate the problem of paying for unmeasured electricity by customers.

Fashola said: “They will therefore ensure fair billing system as well as enhance regular power supply.”

In his remarks, Tambuwal said the pre-paid meters would curb the menace of the controversial estimated billing of customers.

The governor added that the system would reduce the cost of using power by residents.

Tambuwal said: “The system will empower the customers to control their usage of power,” he said, adding that it would enhance efficiency in power supply.

“We have also purchased 172 transformers at over N600 million to boost power supply across the state.

“The state government’s Independent Power Project will also soon come on stream, in partnership with KAEDCO.”

According to Tambuwal, the government has undertaken various measures to augment power supply to the state.

He disclosed that the government had collaborated with the Nigeria Energy Support Programme to tap the abundant renewable energy sources in the state.

The governor said the focus would be on wind and solar energy, as well as electricity generation from Goronyo dam.

Earlier, the company’s Chairman, Alhaji Yusuf Abubakar, commended the minister for the “optimal” reforms going on in the power sector.

Abubakar also hailed Tambuwal for his “uncommon commitment” to the issue of power in the country.

One thousand motorcycles purchased for the firm’s sales representatives and metering officials in the four states were also inaugurated at the event.

New Cases Of River Blindness In Kaduna Untrue- Sightsavers

United Kingdom registered charity Non Governmental Organisation (NGO), Sightsavers has debunked recent reports that new cases of River blindness has been discovered in parts of Kaduna State.

According to Kaduna State DFID-NTDs programme Officer, Sightsavers Nigeria, Abdulkadir Isah in a statement made available to newsmen in Kaduna yesterday, while denying earlier media report that hundreds of people were at risk of rivers blindness in Kaduna State, pointed out that a survey covering epidemiological, entomological and ophthalmological investigations was conducted to asses the claims and which was found out to ?untrue.
He disclosed however that 80 percent of all types of blindness could be prevented and cured, adding that since the establishment of the foundation about 30 years ago, the NGO had restored over nine million sights, as well as trained over 5000 primary eye care workers.

He said, “Teams of surveyors used standard methodologies such as rapid assessment blindness examinations and skin snip samples to check communities for the disease.

“Surveyors also carried out a search for black flies, the vector of the disease, and their larvae along river banks in the communities and laboratory examinations of the flies for presence of onchocerca volvulus, the causative agent of the disease.

“The result of the survey showed an absence of adult black fly in the communities and the analysis of the skin snip tests were negative for the disease, proving that there is not a presence of river blindness in these communities.

“The ophthalmological investigation showed a blindness? prevalence of 2.5 percent. It was found that three of the eight blind people were blind as a result of optic atrophy attributable to river blindness, but all three people were above 50 years of age, thereby indicating that these are not new cases of river blindness.

“Sightsavers has been operating a river blindness drug distribution programme and assessment programme to reduce the number of people contracting river blindness and also monitor the occurrence of new cases”.

Kaduna Pilgrims to Enjoy Telecom Services

The Secretary to Kaduna State Government, Alhaji Lawal Balarabe Abbas, has directed the Overseer of the Pilgrims’ Welfare Board, Imam Hussain Tsoho, to liaise with the landlords of all the Houses where their pilgrims are lodged in Makka, so as to provide boosters that will enhance telecommunication services for their accommodation .

Alhaji Lawal Balarabe who gave this directive yesterday, said that it is necessary for pilgrims to communicate with their families at home. He emphasised that government is committed to pilgrims’ Welfare.

It will be recalled that some Kaduna State pilgrims had protested against the limited telecommunication services at their accommodation, an issue that elicited diverse comments on pilgrims social platform groups.

Speaking when he met with officials of the pilgrims board, the SSG said that Governor Nasir El-Rufai has been following the airlift of pilgrims from Nigeria to the Holy Land, adding that he has expressed satisfaction on the exercise so far.

The SSG further said that he has also monitored the Hajj exercise on both mainstream media and Hajj close groups platforms.

He added that he did not only inspect the Mando Hajj camp in Kaduna, but he also inspected the pilgrims’ accommodation in Makka.

According to him, the activities of Kaduna State Muslim Pilgrims Welfare Board is one of the best in the country, adding that it returned only 60 seats out of the slots allocated to it by the National Hajj Commission of Nigeria (NAHCON), which represents the the lowest in the country.

Speaking during the meeting, the Overseer advised officials not to rest on their oars, having been up and doing in previous operations. He said that the SSG’s commendation should act as a catalyst for them to serve the pilgrims better .

This was contained in a statement issued by Kaduna State Pilgrims welfare board Public Relation officer, Yunusa Abdullahi.

Imam Tsoho emphasised that the task ahead is a daunting one, ranging from going to Muna, to Arafat, Muzdalifa and back to Muna before going to Jamarat.

In his own contribution, the Director of Operations, Alhaji Lawal Yakubu Ikara advised officials to ensure that pilgrims adhere to the new guidelines of stoning the devil ritual.

He warned that Saudi authorities are very serious about enforcing the guidelines and defaulters will be summarily deported.

Second Tremor Hits Kaduna In 24 Hours, Leaves Many Displaced

Many residents of Sambang Dagi in Jaba Local Government Area of Kaduna State have been displaced as a result of another earth tremor witnessed in the area in the early hours of monday.

The incident occurred barely 24 hours after the first tremor was reported at Nok village about 20 kilometres away from Sambang.

The News Agency of Nigeria (NAN) reported that the second vibration occurred around 4a.m yesterday, leaving shocked residents scampering for safety.

It was not immediately clear whether there were casualties.

Earlier, the state government had in a statement urged residents of the affected communities to remain calm.

The government last Sunday appealed for calm, and sympathised with the residents of Kwoi in Jaba Local Government Area, following the first tremor.

The government said in a statement signed by Samuel Aruwan, the Special Assistant on Media and Publicity to the State Governor Nasir el-Rufai, that it had made a formal report to the appropriate authorities to investigate the development.

BREAKING: Earth Tremor hits Kaduna community

Fear gripped residents of Southern Kaduna yesterday after two earth tremors shook the ground and buildings but caused no damage.

Urging calm, the Kaduna State government said it had made a formal report to appropriate authorities to investigate and issue appropriate guidance on the development.

Already, experts have warned that six states, Lagos, Rivers, Delta, Bayelsa, Cross River and Oyo, could experience earthquakes before 2020.

The Nigerian Association of Water-Well Drilling Rig Owners and Practitioners (AWDROP) called on the Federal Government to take measures that could mitigate effects in the vulnerable states.

The two tremors, which occurred while people were in church, were particularly strong in Kwoi town, headquarters of Jaba Local Council of Kaduna State. According to information received in Abuja, the incident left many people confused.

“We initially thought it was a bomb blast. The sound and reverberations were repeated within an hour, sending chills down our spines. We were told they were from the Nok area. But a call there showed it was not so. Please, pray for us,” Taliya Ezra said.

An indigene of Kwoi, based in Abuja, confirmed the tremors, but said his enquiries did not show there had been any damage to structures or even the earth surface.

This is the second time tremors would shake parts of Kaduna State this year. On July 30, 2016, Haying Magani in Ikara Local Council of the state was shaken by a light tremor, which destroyed homes and injured people.

According to a statement by Special Assistant to the Governor (Media and Publicity), Samuel Aruwan, Governor Nasir Ahmad El-Rufai confirmed that geological and emergency agencies had been notified.

“The governor sympathises with the people in the Kwoi area over the reported tremors. He has directed the State Emergency Management Agency (SEMA) to mobilise to the area and comfort our citizens. The National Geological Agency has also been notified, and has been invited to investigate the tremors and provide appropriate guidance,” reads the statement in part.

Confirming the incident, the chairman, Caretaker Committee of Kwoi Local Council, Ben Kure, said: “I was in church around 10:30 a.m. when, for about three to five seconds, the first one occurred, shaking the entire town and buildings. AWDROP, at a press conference addressed by its National President, Michael Ale, lamented that lack of Underground Water Abstraction Regulation in Nigeria could induce earthquakes and sea water intrusion, “hence the need for government to ensure strict compliance in the implementation of the code of practice in borehole drilling.”

Ale said his association had been informed of salt-water intrusion affecting underground water usage and subsidence along the land-ocean boundaries in shoreline areas.

Researchers from the Department of Geology, Obafemi Awolowo University (OAU), Ile-Ife, led by Dr. Adepelumi Adekunle Abraham, had, in a report titled, “Preliminary Assessment of Earth Tremor Occurrence in Shaki Area, Shaki West Local Government, Oyo State”, warned of an impending ‘damaging earthquake’ in the next four years.

Adepelumi’s report states: “After the earth tremor of 2009 in southwestern Nigeria that was felt in several towns and villages in Oyo, Osun and Ogun States, a detailed short-term probabilistic earthquake prediction was carried out by our team. Our findings indicate the probability of earthquake occurrence in the study area between the year 2009 and 2028 increased from 2.8 per cent to 91.1 per cent.”

Eid-El-Kabir: Ram Sellers Lament Over Low Patronage

Ram sellers in Kaduna on Monday expressed regrets about the low sale they had recorded, barely a week to the Eid-el-Kabir festival.

 

Many ram selling points which include Zango, Bachama road and Rigasa markets in Kaduna metropolis saw the presence of many rams that remain unsold for days.

 

Alhaji Rabo Mohammad, who sells his rams at Bachama Road market, told NAN that the ram sellers had never had it so bad.

 

Mohammad, who came from Sokoto with rams, said he sold only five out of the 50 rams he brought to Kaduna two weeks ago.

 

The economic situation has contributed to the low patronage and is affecting even our pockets. There is still hope, as the festival is one week from now, we pray to make some sales before then. Returning the animals to Sokoto will be a great loss to me because of the expenses involved,“ he said.

 

Mohammad said prices of the animals ranged from N25, 000 to N120, 000.

Another ram dealer, Baballe Yaro, also blamed current economic recession as the main factor responsible for the low sales recorded so far.

 

The present economic meltdown has now become a threat not only to ram sellers but also to entire business activities in Nigeria. The Federal Government should do something urgently to address the suffering of the masses.

 

Although people want to buy rams for the festival, they cannot afford to due to the prevailing economic situation in the country.”

 

Yaro believed that the price may eventually crash as many traders would not want to return back with the animals.

 

According to him, some of the traders bought the rams from Niger Republic, Sokoto, Zamfara and Katsina States.

 

But there is hope since we have one week before the celebration if all civil servants will have their salaries before Sallah,“ Yaro said.

Kaduna To Blacklist Defaulting Contractors- Commissioner

The Kaduna State Government says it has started compiling lists of defaulting contractors handling various project to blacklist the companies.

The Commissioner for Budget and Planning, Muhammad Abdullahi, made the disclosure in an interview with the News Agency of Nigeria (NAN) in Kaduna on Friday.
Abdullahi said that the blacklist would contain list of contractors that consistently execute poor quality of jobs awarded to them.

He said that contractors, who were slow in project implementation and those who do not even implement at all would never again benefits from any contracts in the state.
“We have already started building the list and Gov. Nasir El-Rufai has asked that we submit it personally to him when we are done.
“When we do that, it means that these contractors will not be awarded any more contracts in the state for the duration of this administration,’’ he said.
He said that the step became necessary because the state government did not want contractors that did not have the capacity to deliver to bid for its projects.
“They waste the time and resources of the state and they don’t deliver quality job.
“What we want is a list of contractors that are commendable, dependable, trust worthy and can get the job done,’’ Abdullahi said.
The ministry had the responsibility of monitoring the implementation of all projects, adding that it does this through its monitoring and evaluation unit called, “The Eyes and Ears of Projects’’.
“We go out every week to monitor the contractors; find out where they are and assess the level of work and to equally ensure that the project is being done to specifications.
“We also ensure that there are enough resources to fund the plans, so that they don’t just remain theories on paper.”

Kaduna Proposes Life Imprisonment For Rapists

The Kaduna State Government has proposed life sentence for rapists in the new Child Right Bill forwarded to the State House of Assembly for passage into law.

Deputy Director, Civil Litigation in the state’s Ministry for Justice, Mr Irimiya Samson, made this known in an interview with the News Agency of Nigeria (NAN) in Kaduna.

Samson explained that the development became necessary, following incessant cases of rape, particularly of minors, being recorded daily in the state.

He noted that current penalty for rape in the Penal Code was very light, as such it was important to make the law more strict to curtail the ugly trend.

“The incidences of rape have become very rampant in the state. It is particularly disturbing that the offenders are mostly elderly men whose victims are toddlers, minors within the age range of three to six.

“In curbing this abominable act, the state government has decided to invoke a stiff punishment for offenders in the child right law.

“As such, when the bill is passed, anyone caught would remain behind bars for life.”

He added that the law also criminalise child trafficking, child labour, street hawking, and begging, which are common practices in the state.

“Similarly, exposing children to obscene materials like phonographic content has also been criminalised.

“Offenders would be imprisoned or made to pay fine of N500, 000 for individuals and one to five million for companies, plus a two-year ban.

“The proposed law also de-emphasise detaining or locking up children for juvenile offences, having realised that detention do not help the children in anyway.

“What the law proposed in place of detention is community service, which in all sense could instill some level of discipline in juvenile offenders.

“Education was also covered in the law, making it mandatory for every child to acquire basic education,” the official added.

Flood Renders Thousands Homeless In Kaduna

Thousands of people in Kaduna State have been rendered homeless by flood as a result of three days downpour.

The flood which also submerges nearly 200 houses across the state, started since Friday morning, Saturday and Sunday evening.

Those forced out of their homes are estimated to be about 5000 persons.

It was gathered that some communities in Jema’a local government were worst by the flood.

Other communities hit by the flood included, Zaria, Abubakar Kigo road new extension, Barnawa, Narayi , Rom, Rigasa among others.

The flood also washed away farmlands and properties, as some residents were seen rushing to remove some valuable equipment in their homes.

A resident of the area, Mr. Bulus said they were fast asleep when they suddenly discovered water was rushing into their home.  Before they could jump up the whole place was flooded within a twinkle of an eye.

“We were asleep at about 12.30am when we discovered water was coming into the house.   Before I could jump up the whole house was flooded, and within a twinkle of an eye it got to my shoulder, so, we just struggle to find our way into the ceiling crying for help,” he said.

Kaduna Targets N3.5bn Monthly IGR– Commissioner

The Kaduna State Government is targeting N3.5 billion monthly Internally Generated Revenue (IGR), the state Commissioner for Budget and Planning, Muhammad Abdullahi, has said.

Abdullahi told the News Agency of Nigeria (NAN) that the state generated N1.6 billion in July, which doubled the N700 million and N800 million generated in November and December in 2015.

“We think Kaduna State can generate N3.5 billion a month and we are confident we would get there. This is not a theory; it is practical.

“We are at N1. 6 billion now and confident that by this time next year, we will hit at least N3 billion, “he said.

The commissioner said that plans had been concluded to build a strong revenue service with brilliant team to actualise the N3.5 billion IGR target.

He said that a world-class consultant had been hired to achieve this, adding that the effort was already yielding positive result.

He explained that the state was able to double its IGR in the past few months by not imposing a single tax.

In fact the new tax law that we have passed reduces some tax rates; we only improved efficiency in tax collection.

“What was happening in the past was that most of what government is collecting as revenue does not end up in government accounts.

“There was sloppiness in the collection processes and a lot of diversion of the resources.

“Therefore, what we did was to close the gaps, such that only the state revenue service is empowered to collect revenue.”

Abducted Kaduna lawmaker, Ibrahim Ismail, Regains Freedom

A member of the Kaduna State House of Assembly, Hon Ibrahim Samaila, who was kidnapped by unknown gunmen at ?Abakpa community in Kaduna North on August 22nd, has regained his freedom.

Although N70 million ransom was reportedly demanded for, the lawmaker representing Tudun Wada Constituency, was released on Wednesday evening and has since reunited with his family.

Kaduna State Police Command spokesman, ASP Aliyu Usman, confirmed this but did not disclose
whether ransom was paid before his release, or whether the police arrested any of the kidnappers involved.
