We will reopen Maiduguri orientation camp soon – NYSC DG

The National Youth Service Corps (NYSC) said on Tuesday that it was working towards re-opening its orientation camp in Maiduguri following the return of relative peace to the state.

Suleiman Kazaure, director-general of NYSC, gave the hint while speaking with journalists in Maiduguri.

Kazaure said NYSC was eager to re-open the camp following the return of peace to the state ravaged by the Boko Haram insurgency.

“There is relative peace now in the state, so we will like to come back as soon as possible. Remember, the Internally Displaced Persons (IDPs) are still occupying the Orientation Camp,” he said.

Kazaure said the camp would be re-opened once the IDPs were evacuated from it.

“It is only in Borno that our corps members have yet to have their orientation camp in place. We are ready to start our orientation the moment the State Government releases our camp to us,” he said.

Kazaure commended the corps members serving in the state for their dedication and resilience.

“If you notice, I asked them about their morale and they responded by saying morale high. That is how we measure the psychological frame of the corps members.

“Minus the camp, every other thing is in place for them. This means that they are in good spirit, they are doing well,” he said.

Kazaure thanked the state government for providing enhanced welfare and security for the corps members.

“I am happy that the state government has been assisting in ensuring the welfare of the corps members.

“I thank Gov. Kashim Shettima for that and implore other states to emulate the gesture by ensuring adequate welfare for corps members serving in their localities,” he said.

Kazaure said the NYSC was working toward setting up six skills acquisition centers across the country to empower corps members with necessary skills.

“We identified lack of trading skills as the major problem causing unemployment among NYSC members.

“So we embarked on establishment of six skills acquisition centers in all the geopolitical zones of the country to help in training these young graduates to become self-reliant.

“We have almost completed work on the center in Gombe which will serve states in the North East.

He said the NYSC authority was also working on five other centres which were near completion.

The director-general said the essence of the innovation was to produce corps members that would eventually become job creators rather than being job seekers.

Borno IDP camps will be closed by May 2017 – Shettima

The Governor of Borno Kashim Shettima, says all Internally Displaced Person camps in the state would be closed down by May 29, 2017.

Shettima said this on Friday in Maiduguri while speaking to the News Agency of Nigeria.

He said the government was working hard to rebuild towns destroyed by the Boko Haram terrorists to ensure speedy return of the displaced persons to their homes.

“We have reconstructed Bama by 25 per cent; my target is to reach 50 per cent by the end of this year and 75 per cent by first quarter of 2017.

“I want to close down all IDP camps latest May 29, 2017, because the IDP camps are becoming a huge problem on their own.

“If we allow the entrenchment of these IDP camps, they are pregnant with loads of challenges of early child marriage, prostitution, drug abuse, gangsterism.

“And we will be confronted with huge social challenges of an entitlement complex of people feeling that they are entitled to be catered for.

“So in as much as we observe the Kampala Convention, we will not compel anybody to return to their communities.

“But we know our people better than any other person, and it is not for somebody sitting in Abuja, Paris, London, US and any other places to dictate to us on how we should live our lives.

“Our people, in spite of their poverty, still have some pride left in them, a lot of them will rather go back to their communities and eat guinea corn and millet than to eat your rice and chicken in the IDP camps.

“This is why we want to restore the dignity of our people by rebuilding their homes, rebuilding their schools, engaging them in gender empowerment initiatives so as to enable them return back to their homes, ” Shettima said.

Clinton Camp Blasts FBI For ‘Double Standards’

The Clinton campaign has blasted FBI Director James Comey for “blatant double standards” over the new inquiry into Hillary Clinton’s email use.

The comments came after US media reports that Mr Comey had urged against publicly accusing Russia of interfering in the US election, including alleged email hacking.

Mr Comey’s concern about releasing the information was due to the proximity to the election, reports say.

The FBI declined to comment to the BBC.

The statement that Mr Comey reportedly declined to sign off on was released by the Department of Homeland Security and the Office of the Director of National Intelligence on 7 October.

“The US intelligence community is confident that the Russian Government directed the recent compromises of emails from US persons and institutions, including from US political organisations… these thefts and disclosures are intended to interfere with the US election process,” it said.

Mr Comey agreed with the statement but was against making it public before the election, according to US media.

Bayelsa Govt To Evict 2012 Flood Victims From Camp

Bayelsa government on Sunday has said that it will evict victims of the 2012 flood still remaining in the Bishop Dimeari Grammar School, (BDGS) Yenagoa camp, from today.

Hundreds of victims of the 2012 flood disaster that affected the state have been taking refuge in the school premises since 2012 and refused to vacate the school when the flood receded.

The threat is contained in a statement issued by Deacon Markson Fefegha, Bayelsa Commissioner for Education.

The statement called on the staff and students of BDGS to commence movement to its original site in Yenagoa Local Government Area as directed by government by Oct. 24, 2016.

The News Agency of Nigeria (NAN) reports that the original BDGS is currently being occupied by Law Faculty of the state owned Niger Delta University (NDU) and some residents that are yet to vacate the premises.

The state government blamed the delay in the movement of the school to its original site on the activities of illegal occupants.

“All illegal occupants of buildings in the premises of BDGS, Yenagoa, are by this statement advised to vacate the premises on or before Sunday, 23rd of October, 2016.

“The State Ministry of Education has served enough notice and delayed the return of the school, on sympathy grounds.

“However, the government shall be compelled to invite the law enforcement agencies to effect the arrest and prosecution of all illegal occupants that will be found from Monday, 24th of October, 2016.

“The general public and especially staff and students of BDGS should please take note and comply,” the statement read in part.

The Acting Public Relations Officer of the NDU, Mr Ingezi Idon, told NAN that the eviction order did not affect the Law Faculty of the University.

“The eviction order does not affect the Faculty of Law, rather it affects illegal occupants that occupied the premises during the 2012 flood of the premises,” he said.

Scandal Rocks IDP Camp as Female IDPs Offer Camp Officials Sex For Food

Given the living condition of Internally Displaced Person’s (IDPS’s) in the North East, there is an indication that about 66 percent of camp officials, 28 percent from host communities and 6 percent of elders are sexually molesting the vulnerable ones, a situational

Assessment survey on IDP’s in North-East conducted by NOI Polls has revealed.

NOIPolls, incorporated in 2007 has been in the forefront of championing public opinion research in Nigeria and across the West African sub-region in technical partnership with Gallup (USA).

Among startling revelations from the report is that some of the female IDPs voluntarily offer camp officials sex for food and for freedom of movement within and outside the camps just as others offer themselves for basic female sanitary requirements.

The major aim of the survey was to highlight the controversies surrounding the general welfare of IDP’s in the North-East. It was conducted between July 4th to July 29th, 2016 where a total of 400 contacts attempted the questions.

A breakdown of the report indicated that 190 respondents were drawn from Borno, 128 in Adamawa and 82 in Yobe states.

The respondents were aged between 18 years and above while the face-to-face survey technique enabled NOIPolls to capture the reality of the IDPs.

According to the findings, “Though the provision of firewood is the responsibility of local government areas and State Emergency Management Agency (SEMA) as stipulated in the Memorandum of

Understanding signed between federal government and state government, thousands of IDP’s including lactating mothers, children and elderly starve due to the absence of firewood.

The survey however revealed increase in social vices at the camps like drug abuse, consumption of illicit drugs, prostitution and petty crime as a result of the general poor welfare and deplorable living conditions of the IDPs.

“There are also rising cases of unwanted pregnancies, sexually transmitted diseases (STDs) and HIV/AIDs while some IDP’s had fallen prey to unscrupulous members of host communities who take advantage of their plight to force them into early marriages and even kidnap them for child labour”, the report added.

The report highlighted that 85 percent of IDPs in Adamawa and 84 percent in Yobe are facing incidences of discrimination compared to 76 percent in Borno which was linked to ethnic problems that had existed between the northern and southern Borno natives.

Presenting the survey, the Chief Executive Officer of NOIPolls, Dr Bell Ihua confirmed that only 10 to 20 percent of IDP’s lived in camps while 80 to 90 percent lived in host communities stressing that petty crimes and drug abuse were also on the increase at the camps.

Ihua regretted the rising cases of mortality, which he said that 88 percent IDP’s died on daily basis as was witnessed during the survey adding that there was a cholera outbreak in the camps.

He requested for unannounced presidential visit by Muhammadu Buhari to Maiduguri as a way of boosting the morals of security agencies fighting insurgency in the area even as he advocated for increased funding for the IDP’s.

Also speaking, the Chairman of Civil Society Organisation Network, Borno state, Amb Ahmed Shehu expressed worry over the increasing cases of prostitution at the camps which may result to HIV/ AIDS and other infectious diseases.

“In camps and host communities, women need cash-based assistance to establish livelihoods such as tailoring, processing and selling flour or groundnut oil, milk and among others”, he said.

On his part, the Director of Forefront Media, Mr Mohammed Alfa who is a native of Gwoza called on the Economic and Financial Crimes Commission (EFCC) and independent Corrupt Practices and other related Offences Commission (ICPC) to visit Borno state and access the financial impropriety of Borno government towards the starving IDP’s

Republican Billionaire Fund-raiser Defects To Clinton’s Camp, Gives Reason

A prominent Republican activist and fundraiser says she will back Democrat Hillary Clinton for president and give money to her campaign to stop her party’s nominee Donald Trump, repudiating him as a dangerous demagogue.

“I will vote for Hillary, I will talk to my Republican friends about helping her, and I will donate to her campaign and try to raise money for her,” Meg Whitman told The New York Times Tuesday.

The billionaire Whitman is CEO of Hewlett Packard Enterprise and used to be chief executive of eBay. Whitman funded her own, ultimately failed campaign to be elected governor of California in 2010.

Whitman told the Times that Trump is a “dishonest demagogue” and that electing him to the White House would lead the United States “on a very dangerous journey.”

Whitman said she stood by remarks earlier this year in which she compared Trump to Hitler and Mussolini, and said dictators often come to power by democratic means.

“Time and again history has shown that when demagogues have gotten power or come close to getting power, it usually does not end well,” Whitman said.

She also disclosed that Clinton had reached out to her about a month ago in a telephone call.

Whitman said she is even willing to campaign for the former secretary of state.

Whitman will donate an amount in the “mid-six figures” to the Clinton campaign, the Times said, quoting an aide to her.

Whitman was a top fundraiser for Mitt Romney’s 2008 presidential campaign and chaired New Jersey governor Chris Christie’s finance team this year until he pulled out of the race.

When Christie endorsed Trump, Whitman accused the governor of an “astonishing display of political opportunism, the Times said.

DHQ Establishes Camp For Repentant Boko Haram Members

The Defence Headquarters (DHQ) yesterday announced the establishment of a rehabilitation camp for repentant Boko Haram members under an exercise known as Operation Safe Corridor.
Defence spokesman, Brigadier General Rabe Abubakar, said in a statement yesterday that the camp’s establishment was in furtherance of government’s efforts to rehabilitate and reintegrate surrendered and repentant Boko Haram members.

“The main focus of Operation Safe Corridor is geared towards rehabilitating and reintegrating the repentant and the surrendering Boko Haram members back into normal life in the society,” General Abubakar said.
He added: “The repentant terrorists in the camp will be taken through various vocational trainings so that they can be useful to themselves and be empowered to contribute meaningfully to the economic growth of their fatherland.”
Abubakar said the Defence Headquarters appealed to militants who are still carrying arms against their fellow citizens to repent and benefit from the numerous opportunities offered by the camp.
He added that the military’s final onslaught against the remnants of the Boko Haram group would continue unabated until they are completely neutralized.
“The reluctant Boko Haram members should therefore see wisdom in surrendering now, thereby saving themselves from the imminent calamity that is about to fall on them in the event of the military mop-up if they continue in their unwholesome acts,” he said

7 New Babies Born At IDPs Camp

No fewer than seven new births have been recorded at the Mubi transit camp of Nigerian returnees from the Republic of Cameroon. This is just as the National Emergency Management Agency (NEMA) has transported 5,762 returnees to the Internally Displaced Persons (IDPs) camps in Yola, Adamawa State.

Health workers assisted in the safe delivery of seven pregnant women of four girls and three boys who are all in stable condition.

The Director General of NEMA, Alhaji Muhammad Sani Sidi, had earlier visited Mubi to officially receive the returnees and assured them of the Federal Government’s support. The Deputy Governor of Borno State, Alhaji Zanna Umar Mustapha, accompanied him apparently because most of the returnees, who had been displaced by insurgents before fleeing to the Republic of Cameroon, were from the state.

Meanwhile, NEMA’s Director of Search and Rescue, Air Commodore Charles Otegbade, who is coordinating the evacuation, has stated that 4,641 of the returnees were transported at the weekend, from the camps in Yola to Borno State.

He said: “We have moved the returnees from the Mubi reception centre and all those at the Nigerian/Cameroun border post in Sahuda, after clearance by the Nigerian Immigration Service and other security agencies, to the IDPs camps in Yola.”
