Secret Employment: Senate Summons Federal Civil Service Boss

The Senate on Wednesday invited the Chairman, Federal Civil Service Commission (FCSC) Mrs Joan Ayo, to brief it over increasing allegations of secret employment by Ministries, Departments and Agencies (MDAs) in the country.
 
The upper chamber said that it is worried over the unending allegations that MDAs were clandestinely carrying out employments without due process.
 
Senate Committee on Federal Character and Inter-Governmental Affairs said that the decision to invite the FCSC boss was taken after its oversight visit to the headquarters of the Federal Character Commission (FCC) in Abuja.
 
Acting Executive Chairman of FCC, Shettima Bukar Abba, was said to have lamented that government agencies have failed in their responsibilities to comply with the federal character principles. 
 
Abba was also said to have disclosed that efforts by the FCC to get the FCSC to comply with the federal character principle as well as discourage secret employment in government agencies were being frustrated by denial of the FCSC boss.
 
Abba was said to have added that MDAs skew projects in the budget based on regional sentiments against an even distribution of projects as required by the principle of federal character. 
 
The FCC boss was said to have told Senators that the unfortunate development, which was fast becoming a norm, was severally challenged in the past by the FCC, but to no avail.
 
He appealed for the support of the National Assembly, “because the commission needs its protection against erring government agencies.” 
 
Abba said: “There is an issue I need to draw your attention to as well. Distribution of projects in the annual budget ought to be in compliance with the federal character principle. So far, you find that this has not been the case as it is skewed to favour one part at the expense of another.
 
“As legislators, I think you should watch out for this by ensuring that projects are not skewed to favour a particular section of the country.
 
“Also, I must add that in order to realise this, lawmakers should protect us (FCC) against MDAs in ensuring that the principle of federal character is maintained in drafting budget proposals.
 
“If they (MDAs) bring out their budget, their proposals must be balanced. They put in areas not based on the needs of people but based on sentiments. These are some of the issues we want your support on, since we believe it is what will keep this country together.” 
 
Chairman, Senate Committee on Federal Character, Senator Tijjani Yahaya Kaura, in his ruling noted that following concerns raised by the Acting Chairman FCC, it became a necessary invite the FCSC boss to brief the Senate on the issues raised by FCC boss.
 
He noted that the FCSC boss should also be expected to throw light on her alleged failure to adhere to the provisions of federal character principles. 
 
The Zamfara North Senatorial District assured the FCC of the Senate’s support saying, “It is because of our directive for submission of nominal rolls that is why government agencies are now rushing to you (FCC). We want to assure you that the National Assembly will stand by you and give you all the necessary support to succeed.” 

Corruption: Police pension boss stole N24bn, built 22 houses.

Revelations have emerged how Esai Dangabar, a former Director of the Police Pension Fund stole a whooping N24bn, and built 22 houses, The Punch reports.

An Economic and Financial Crimes Commission witness, Mr. Mustapha Gadanya, who was also part of those who investigated the matter said Dangabar lodged the stolen money in various banks as fixed deposits.

Speaking before a FCT High Court, Gadanya who gave details of how the money was laundered, revealed that the accused deposited N320m in Skye Bank between May 2008 and July 2009 for his companies, Marine Logistics and leisure Integrated Ltd.

The turnover of the N320m amounted to N249.8m and N241m, respectively which was later sent to the Federal Government after it was discovered.

He informed the court that between February 2009 and June 2010, Dangabar was assisted by the manager of Syke Bank, Jabi branch, to launder about N840m.

The witness told the court that Dangarbar built 16 duplexes at Wuye District and six flats at Efab, in Abuja.

The houses have since been forfeited to the Federal Government.

The trial judge, Justice Husseni Baba-Yusuf, adjourned the case till Thursday (today) for continuation of hearing.

Domestic worker steals boss’ £40,000 to help parents out of poverty

A 24-year-old domestic worker, who was arrested for allegedly stealing his boss’s 40,000 Pounds in Lagos, has blamed his action on his desire to assist his family. Arrested alongside the suspect, Ugbem Samuel, was his younger brother, Ugbem Monday.

The prime suspect reportedly invited his younger brother to his boss’ house immediately the latter returned from a trip outside the country.

Narrating how he stole the money, Samuel, who was paraded alongside 25 other robbery suspects, who were arrested within one week in Lagos, said: “When my boss came back with a lot of money from his trip, I invited my younger brother over, with the intention of stealing some of the money and handing it over to him to take to our parents, who are suffering.

“I gave him 40,000 Pounds, which he kept with my brother-in-law to keep for us until we are ready to use it.”

However, when his boss, identified simply as Ajayi, discovered that his money was missing, he enquired from Samuel, who denied culpability.

Samuel said: “But my boss’ brother came and begged me to say the truth that part of the money would be given to me. Because stealing is not in my blood, I opened up to him that I was the one that took the money with the help of my brother. I also told him where the money was.”

It was gathered that the money was split into two, with his in-law and his younger brother in possession of each part. But when policemen arrived his in-law’s home in Ikorodu, he was discovered to have bolted with the money.

The Commissioner of Police, Lagos State Police Command, Fatai Owoseni, who paraded the suspects, disclosed that 15 armed robbery suspects were arrested in one week in Lagos.

He said nine locally-made pistols, 50 live cartridges and one expended cartridge, three vehicles and assorted phones were recovered during the period.

Flash: Lagos Governor sacks Lagos State Emergency Management Agency boss

Gov. Akinwunmi Ambode of Lagos State has sacked Mr Michael Akindele, the General Manager, Lagos State Emergency Management Agency (LASEMA) with effect from Sept. 14, 2016.

The Head, Public Affairs Unit of the agency, Mr Adebayo Kehinde, disclosed in a statement made available to newsmen on Monday in Lagos, that Akindele had been replaced by Mr Tiamiyu Adesina.

Kehinde said that the governor appointed Adesina, as the Acting General Manager of the agency with effect from the same date.

Adesina’s appointment was contained in a letter written by the Head of Service, Public Service Office in the State, Mrs Olabowale Ademola.

Adesina started his career at the Governor’s office, Secretariat, Ibadan in 1982 and later worked in various capacities in both the public and private sectors including the Lagos State Library Board.

He also worked at the Chartered Institute of Personnel Management (CIPMN).

Adesina also worked at the National Theatre as an Assistant Chief Marketing Officer/Head of South-South Zone, Calabar, before he retired in May 2016.

Hotel Workers Kill Boss, Abscond With CCTV, Car

The Niger State Police Command has started investigations into the killing of the owner of Deploo Hotel and Suites, Mr. Lucky Okonkwo, who was murdered in his hotel in Suleja, Niger State.

Punch Metro learnt that 59-year-old Lucky was stabbed to death on Friday by a three-man gang, suspected to be workers at the hotel, shortly after he returned from a trip to Kaduna. He was said to be at the hotel for the purpose of supervision.

It was learnt that after killing the victim, the suspects took away the Closed Circuit Television decoder of the hotel, the victim’s phones and fled in his Peugeot 406 saloon car.
They also took away a file containing certain information about the hotel.

The security men at the hotel, who were the prime suspects, were reported to have fled immediately the incident happened and had since been unreachable on their telephone lines.

They were identified as Frank Anavukko, Victor Anerah and Emmanuel Adeh.

Punch correspondent was told that the incident was discovered on Saturday morning by a housekeeper who saw a pool of blood streaming out from the victim’s office. The matter was reported at the Madalla Police Division and some of the hotel workers were arrested.

Lucky, an indigene of Delta State, was said to be the immediate past Vice-President of the Nigerian Association of Technology Engineering, North-West zone.

The victim’s first son, Paul, told Punch Metro that his father was killed around 7pm. He explained that workers at the hotel claimed not to have known when his father was murdered.

He said, “He just returned from a trip and around 7pm of that day, he went to his office. When his workers didn’t see him and they discovered he was not reachable on his telephone lines, they called my mum the following day.

“She rushed down to the hotel and met him in a pool of blood. The workers claimed they didn’t know when it happened. They said they only saw three people going into his office and the same set of people driving out in his car. They said they also saw those people with the CCTV decoder and when they queried them, they said, ‘Oga asked us to go and repair it’.

“Aside from the CCTV and the car, those men also left with his money and other valuables. We don’t really know the motivation for the murder.”

Paul said the family reported the case to the police at the Madalla division, adding that some of the workers on duty at the time had been arrested. He urged the police to speed up investigations and bring the perpetrators of the crime to book.

A source told Punch Metro that the father of five struggled with his assailants before he was overpowered and killed.

He said, “The man was a retired PHCN worker. He was killed on Friday night. On Saturday morning, a man cleaning the hotel saw a pool of blood coming out of his office and raised the alarm. At the scene, there was a knife with which he was killed. There were also signs of struggle as the office table was broken. He had a deep knife cut in his palm, probably while he was holding the knife from piercing into him. They drove away his grey colour Peugeot 406 saloon car, with number plate KUJ-424 BB. They also made away with a file containing some information about the hotel.”

It was gathered that the case had already been transferred to the State Criminal Investigation and Intelligence Department, Minna. A source said the fleeing hotel guards were the prime suspects.

He said, “One of them is already in Port Harcourt, Rivers State. How can something happen on Friday and in less than 24 hours, you have already disappeared to Port Harcourt if not that you are culpable?”

The Police Public Relations Officer, Niger State Police Command, Elkana Bala, said the police were closing in on the suspects, adding that information available to the police showed Lucky was killed by his workers.

He said, “He was suspected to have been murdered by his workers; he was not killed by outsiders. After the incident, those male workers ran away with his Peugeot 406. We are trailing them. The SCIID, Homicide section, has commenced full investigations into the matter.”

Driver Clones Boss’ ATM Card, Withdraws N2.8m

A driver, who allegedly stole his boss’ Automated Teller Machine, ATM, card, and two other suspected fraudsters are currently being investigated by the Lagos State Police Command for cloning and withdrawing funds from their victim’s account.

It was learnt that the suspects, identified as Mayowa Adenuga, 25, from Ogun State; Jeremiah Ibitoye, 26, from Osun State, who specialise in cyber fraud; were arrested after withdrawing N2.8 million from a victim’s account.

 It was  gathered that the three-man group used an unknown software to deactivate the owners’ ATM pin number and stopped the victim from receiving withdrawal alerts on their registered mobile number.

According to Adenuga, “I stole my boss ATM card when he misplaced it. I returned it to him after my friends and I cloned the card with Revolar. “Since we cannot withdraw more than N100, 000 through the ATM per day, we use the POS to shop online.”

FG Appoints New Prisons’ Boss

President Muhammadu Buhari has approved the appointment of Mr Ahmed Ja’afaru as the new Controller-General of the Nigeria Prisons Service (NPS).

This is contained in a statement signed by Mr Bassey Akpanyung, Permanent Secretary, Ministry of Interior, which was made available to the News Agency of Nigeria (NAN) on Tuesday in Abuja.

Until his appointment, Ja’afaru was an Assistant Controller General of Prisons and was serving at the Prisons Headquarters in Abuja.

NAN reports that Ja’afaru replaces Dr Peter Ekpendu who retired from service on May 17, 2016 after the mandatory 35 years in service.

The statement said that Ja’afaru’s appointment took effect from May 17, 2016, the day Ekpendu retired from service.

“I Plotted My Boss’ Kidnap Because She Maltreated Me” – Driver

A suspected kidnapper, Solomon Michael, who was paraded alongside four others at the Lagos State Police command, Ikeja,  has confessed that he plotted the kidnap of his boss because she maltreated him.

suspectThe suspect, who was paraded alongside Ibrahim Sozza, Thankgod Husseni, Paul Brutus and Suleiman Mohammed, for allegedly robbing and kidnapping one Alhaja Modupe Idris, a business tycoon in Idumota and her sister, Alhaja Risikat Laminu, said: “I plotted to rob and kidnap my boss because she was maltreating me. It was one Emmanuel who organised four others that assisted me incarrying out the robbery and kidnapping.   After the operation, Emmanuel and his gang gave me the Toyota SUV, smart phone and one I-pad as my share of the loot.

“Immediately I collected it, Ibrahim and I travelled to Jos, Plateau State to meet Thankgod Husseni, who we earlier told about the operation. It was Husseni that helped us sell our loot.  He sold the SUV to one Brutus for N400, 000.”

It was learned that sometime in September, 2015, Solomon arranged the kidnap of Alhaja Idris, who employed him as her driver. He had worked for her for two years.

To perfect his plans, he connived with Emmanuel, a leader of an armed robbery gang, who is now at large to assist him kidnap Alhaja Modupe.

It was gathered that on September 30, Emma and his gang trailed Alhaja from her shop to Surulere area in Lagos, at 9:30p.m., where they hit her vehicle from the back feigning an  accident.   Immediately her driver, Solomon stopped the vehicle to check the extent of damage the accident caused, the gang struck, robbed and kidnapped Alhaja Modupe, her sister, Alhaja Laminu and her house maid, who were inside a black Toyota SUV with  number plate LSR871BM. They also collected N1.2 million, and other valuables from her before taking them to a bush somewhere at Ijebu-Ode area.

Briefing newsmen, the Commissioner of Police, Mr Fatai Owoseni,  said operatives of the Special Anti Robbery Squad, SARS, were detailed to investigate the case after one Alhaji Wale Idris of Beyioku Eniyansoro Street, reported that his wife, Modupe Idris, sister-in-law Alhaja Laminu and maid were robbed and kidnapped.

Uwazuruike Disowns Radio Biafra Boss

The leader of the Movement for the Actualization of Sovereign State of Biafra (MASSOB), Chief Ralph Uwazuruike, on Monday disclosed that the Director of Radio Biafra, Nnamdi Kanu, who was arrested on Sunday by the Department of State Security (DSS), does not belong to the movement.

Uwazuruike, who spoke through his Assistant Director of information, Mr.  Sunday Okereafor, in Owerri, Imo State, described Kanu as a rebel who had long been expelled by MASSOB for inciting violence among members.

“Kanu’s arrest has nothing to do with the struggle for a sovereign state of Biafra,” the MASSOB leader stated.

He continued that Kanu broke the group non violence approach and was summarily dismissed.

Uwazuruike, however, dismissed the allegation that MASSOB was behind the arrest of the Biafra Radio boss, adding that the movement cannot meddle into unnecessary matter.

Chichi Ikebuiro: Finally, A President Who Gives A Damn

As I asked him what he thought about the recent appointments made by President Buhari thus far, my barber glared at me with a cross between disdain and Fury. Boss, he said, I swear nothing concern me and appointments as you dey see me so(For me though, I know that in the end, we’d have federal character and competence as has been assured by Mr President- A win- win for Nigeria and Nigerians).
Baba , he continued, it is a giving that my daughter’s school fees would be paid with no hassles when they resume  this  September. You can’t imagine how much I have saved from not having to fuel my generator for the past three to four months. I have not had it this good! I pray this trend continues so life can be easy for me ,Otitan.
Believe it or not, this is the general feeling across the country. I have always said that with constant power supply, at least 50% of the problems facing this country would be solved. The effect the stability of electricity has brought to Nigeria has had a positive effect on both the rich and the poor.
Like it or not, we have the emergence of the no nonsense President Buhari to thank. This new honcho emerged, and everybody just whipped into line. You see in Nigeria, most people know what is right and have the capability to do same, but when impunity reigns from the top, when the body language of the honcho is uncircumspect, scoundrelism reigns, period. This new Honcho made it clear that malfeasance is a no no from the get go and everybody understood and conformed.
As regards the appointments, I’d say we have been too quick to judge. I’d appeal that we wait till all the appointments are made before we begin to make conclusions. This President I believe is putting the right pegs in the right holes. How I know?  I had an issue with only one of the appointments, that of Hamid Ali as the head of customs because I thought it would discourage career officers until I had a discussion recently with a friend who is in that system.
The noisomeness that goes on there according to this fellow is killing. The stench starts right from the top and it is easier for a camel to pass through the eyes of a needle than finding an upright person in the rank and file of the honchos there. This is not me talking folks! Some of them like the fact that a no nonsense outsider has been brought to head that sector. It is believed Colonel Ali would come clean that stable in no time and leave.
Not long ago, the four refineries we had were on their knees and all of a sudden they are on the mend. Coincidence?  I hear tales of turn around maintenance done by the previous administration being the reason for the sudden resurgence of our refineries. That, brethren is a lie from the pit of hell and here is why. With the sleaze around allocation of crude to these refineries as well as that around crude swap, there is nothing a million turn around maintenance could have done.
The feculence of the previous administration was legendary!  Again, the no nonsense Honcho we have today has made everybody conform. Finally a president we can trust and believe.
At last, President Buhari has declared his assets and from what we’ve seen, there is no disputing the fact that we have a modest man at the helm. A man who is not greedy. This is a huge breakaway from the norm. Not long ago there were those who did not give a damn about asset declaration. Today we have been blessed with someone who not only gives a damn, but is determined to make those who do not , do.
This country has been milked dry over the years and we the people have been left for dead. No one gave a damn about you and me, but today just look at what’s going on ala blockage of leakages. On this the CBN governor had this to say, “It is true that Mr President, based on his insistence that leakages must be blocked, there have been serious attempts to block leakages both in Naira and in dollars.  Some funds have been trapped in banks and that is the reason there is a vigorous effort to ensure that we all embrace the Single Treasury Account where all revenues collected must come to the centre and after all the revenues have come to the centre, then based on the budget that has been approved for any agency of government, whatever is due to them to meet their operational expenses would be given.
“But first point is that all revenues must come to the centre.  In the course of these, yes, I can confirm that there were leakages that have been blocked and as a result we have seen some funds trapped in some areas now coming into the center and that is part of the reason you see the reserves build up.”  Need I add more? It’s never happened in this clime!
When President Buhari moved the command center of the military to the base of the Infidels-Boko Haram, I along with so many others thought it was a good move and knew from then on that we, in the end, will win this war. If you take a closer look, you’d realize that today there is a renewed effort against Boko Haram. You’d notice that the capability of our soldiers have been enhanced. You’d realize that finally there is an “added impetus and renewed vigour”, what with the recall and re-instatement of over 2000 soldiers who I believe were dismissed because they spoke up against the impunity in the then run-of-the-mill Military.
It’s just a hundred days Nigeria and to be honest there is this renewed feeling of hope. It is evident Nigeria is in capable hands and is headed in the right direction. At this rate, something tells me that in the end we’d beg baba to run for presidency again after four years. Whether he accepts is matter of discussion for another day but for now, keep calm and let Baba.

Immigration Boss In Trouble Over Visa To ISIS Chief

Following reports that a chieftain of ISIS, Ahmed Al Assir, was granted a Nigerian visa in Lebanon, the Comptroller General of the Nigerian Immigration Service, NIS, David Parradang, may have fallen into troubled waters.

The immigration boss is said to be making frantic efforts to save his neck as the president has ordered a full-scale probe into the incident.

A staff of the Service at the national headquarters confided in some journalists on Thursday that the NIS boss was already contemplating a major shakeup especially at the Visa department.

Permanent Secretary, Federal Ministry of Foreign Affairs, Ambassador Bulus Lolo, confirmed that the Federal Government had begun investigations on the issue.

He explained that the Nigerian Charge d’Affairs in Lebanon had met with Lebanese authorities to look into the matter.

His words: “I have commenced my own investigation process. I spoke to our Charge d’Affairs in Lebanon and he has met with the Lebanese authorities.

“The Charge d’Affairs said the matter was being looked into but the facts that were emerging would suggest that what the media had reported was not entirely the true story…”

Woman Gets $18 Million From Boss After Sexual Harassment Lawsuit

After a bombshell sexual harassment lawsuit that rocked the tabloids, a former Wall Street worker has won a whopping $18 million from her former boss.

Hanna Bouveng, 25, from Sweden, sued Benjamin Wey, 43, owner of the New York Global Group, claiming he pressured her into a sexual relationship and retaliated by firing and harassing her after she broke it off.

According to Bouveng, Wey, who is married, began pursuing her after he hired her in 2013, but she rejected him. Eventually, after renting her an apartment, gifting her with the likes of Prada bags, and plying her with alcohol, he wore her down — and she was apparently traumatized. “She was debased. She was degraded. She was defiled. He was delighted … He thought he owned her,” attorney David Ratner reportedly told jurors.

Hanna ended the relationship, refusing to have sex with him again, but “he said if I didn’t show him tangible love, he was kicking me out by August 1,” Bouveng told the court of the events that led to her firing.

And this is where the retaliation comes in: Wey began publishing nasty stories about Bouveng on his blog, and, jealous of her new boyfriend, he emailed racist comments to her father. The harassment escalated to the point where Bouveng felt the need to leave the country and go back to Sweden — but Wey found her in the café where she was working, an allegedly threatening gesture that “felt like an intent to destroy whatever I would do,” Bouveng said.

President Buhari Appoints New Official

Prof. Attahiru Jega on Tuesday bowed out of office as the Chairman of the Independent National Electoral Commission. Consequently, President Muhammadu Buhari has appointed Mrs. Amina Bala Zakari, as the acting chairman of INEC.

Zakari, the first female to occupy the position albeit in an acting capacity, was until Tuesday, a National Electoral Commissioner at INEC.

A statement issued by the Director Communications in the Office of Head of Civil Service of the Federation, Alhaji Haruna Imrana, on behalf of the HoS, Mr. Danladi Kifasi, confirmed the appointment.

Kifasi said Zakari’s appointment was with immediate effect and would subsist from June 30, 2015 until the appointment of a substantive chairman.
