6 People Shot In 2 Minneapolis Shootings

At least six people have been shot in two separate shootings in the US state of Minnesota, police say.

The shootings occurred in Minneapolis early Monday. One of the injured was in critical condition after being shot in the chest.

Police officers were dispatched to the 4th Street between Hennepin Avenue and Nicollet on reports of a shooting around 1:15 am local time, Minneapolis Police spokesman Corey Schmidt.

Upon arrival at the scene, they found two men who had both sustained gunshot wounds to the leg but it was clear if any of the injuries were lethal.

The second shooting occurred 15 minutes later about a block away, Schmidt added.  Police found four victims—three men and one juvenile—at the scene.

Police were trying to find possible links between the two incidents as they happened within a block of each other.

Although no arrests were made in relation to the first shooting, police said they had taken a man into custody in connection with the second shooting.

Schmidt noted that all of the six victims were “uncooperative” with the investigation.

The shootings came only three days after a deadly case of domestic shooting in Minneapolis, where three people were shot dead and one was critically injured.

FG Confirms 2 Fresh Polio Cases In Borno

The Minister of Health, Prof.Isaac Adewole, yesterday, confirmed an outbreak of wild polio virus, WPV, in Borno State. This is coming after Nigeria celebrated two years without a case of polio.

Meanwhile, the Federal Government has directed the deployment of a national emergency response team, comprising government and partners to Borno State for immediate and robust polio vaccination campaign targeting vulnerable children to prevent the spread of the virus.

According to the minister, the outbreak affected two children from Gwoza and Jere Local Government areas of the state. He attributed the discovery and confirmation of the outbreak to the country’s strengthened surveillance due to improved accessibility made possible by the recent military action in liberating more communities in the North-Eastern part of the country.

The Minister said: “The detection of children paralyzed by polio shows that surveillance has increased with more access but it is a reminder that the country needs to remain vigilant and immunize all eligible children with oral polio vaccine until polio is completely eradicated worldwide.

“Our overriding priority right now is to rapidly boost immunity in the affected areas to ensure that no more children are affected by this terrible disease,” he added.

FG Reviews PIB, Splits NNPC Into 2

Barring any last minute change in plans, the federal government is set to split the Nigerian National Petroleum Corporation (NNPC) into two.

A Reuters report yesterday said the government is putting finishing touches to draft that will also revisit the controversial Petroleum Industry Bill (PIB) which had stalled for years with a view to replacing it first with ‘a law to overhaul the sector which aims to close loopholes that bred corruption’.

The report said under the new plan, the NNPC will be split in two – rather than a series of units as envisaged by the stalled 2012 bill. It added that a National Oil Company, which will be run on commercial lines and partly privatized, will emerge.

Nigeria’s lawmakers have been divided over the contents of the current 200-page PIB.

In November, the petroleum minister said the government was working on a new PIB that would probably be passed in sections, particularly the thorny issue of a new tax regime that has been criticized by major international oil firms.

“The first new bill, drafted by the Senate and overseen by the oil ministry, is entitled ‘Petroleum Industry Governance and Institutional Framework Bill 2012’ and aims to create ‘commercially oriented and profit-driven petroleum entities.” It is expected to be presented to senators this week according to the report.

“The bill repeals the Act that created NNPC that contained legal grey areas that allowed mismanagement to go unchecked and billions of dollars in revenues to go seemingly unaccounted for as operating costs rocketed.

“Some noticeably problematic amendments are absent from this bill, such as allowing the oil minister to decide what to do with any surplus or allowing the Nigerian president to allocate oil blocks for exploration.

“But it remains to be seen whether further add-ons to the bill or later decisions will reconcile the conflict between what the new state oil companies need to run and what they should remit to the treasury,” the report added.
